Kreml är än så länge nöjda med hans regim, men jag undrar om det inte börjar bli lite väl magstarkt även för en rysk och alltmer auktoritär ledning som åtminstonde är måna om att ge SKEN av att vara en demokrati. Hur länge kommer det att dröja innan Putin och Medvedev stoppar vansinnet i palatset i Groznyj?

Premierul moldovean Vladimir Filat s-a întâlnit vineri, 20 noiembrie, în cadrul summitului şefilor de guvern din CSI, cu omologul său rus Vladimir Putin. Din filmările protocolare am putut observa că Vladimir Filat a fost extrem de emoţionat şi chiar timorat atunci când a început discuţia cu tizul său de la Moscova. Emoţiile premierului moldovean sunt explicabile dacă ţinem cont că, în ajunul acestei întrevederi, un expert rus, unul dintre experţii apropiaţi Kremlinului, directorul Institutului Internaţional al Statelor Noi, Aleksei Martânov, i-a recomandat lui Filat să înceapă discuţia prin a-şi cere scuze pentru eşecul planului Kozak din 2003.

“Bazându-se pe dialogul cu Vladimir Putin, premierul moldovean Vlad Filat ar trebui să înceapă prin prezentarea unor scuze personale şi oficiale pentru eşecul grosolan şi fără precedent al Memorandumului Kozak din 2003. Întrucât, prietenii de azi ai lui Filat şi cu participarea lui personală, în rol secund, în anul 2003, în faţa Ambasadei Ruse de la Chişinău, au ars în mod public portretul preşedintelui rus Vladimir Putin şi au călcat în picioare drapelul rus”, a declarat Aleksei Martânov pentru agenţia Regnum.

Kremlinul nu-l va menaja pe Filat, aşa cum nu l-a menajat nici pe Voronin

Mai mult, prin vocea lui Martânov, Moscova l-a anunţat public pe Vladimir Filat că Putin nu va accepta o altă abordare a chestiunii transnistrene în dialogul cu noile autorităţi ale Republicii Moldova, adică cu Vladimir Filat, decât cea pe care a avut-o şi în relaţia cu fosta guvernare, adică cu Vladimir Voronin. Iată ce a mai declarat directorul Institutului Internaţional al Statelor Noi: “Din păcate, politica autorităţilor moldovene timp de 18 ani este stabilită nu de convingeri şi apartenenţă de partid, ci de poziţionarea geografică dintre România şi Ucraina. Factorul rusesc se ia în considerare. Inclusiv datorită regimului transnistrean prorusesc, unde locuiesc peste 140.000 de cetăţeni ruşi, ceea ce reprezintă circa 40% din populaţia Transnistriei. Ce vrea să obţină Filat de la autorităţile ruse? Ca Rusia să lase şi să-i uite pe cei 140.000 de cetăţeni ai săi? Sau să permită nimicirea lor fizică, prin retragerea forţelor de menţinere a păcii şi a Grupului Operativ al Trupelor Ruse (GOTR) din Transnistria? Sau Putin ar trebui să ceară personal „căpitanilor” business-ului rusesc să-şi lase activele din Transnistria în favoarea lui Filat şi a prietenilor lui? Bineînţeles că acest lucru nu se va întâmpla!”, a spus Martânov.

Nu cunoaştem dacă în cadrul întrevederii avute cu Putin premierul Filat a urmat aceste indicaţii (adică dacă şi-a cerut scuze), făcute în mod impertinent de către Martânov care, de fapt, a articulat o sugestie pe care Kremlinul nu putea să şi-o asume public. Ceea ce cunoaştem, în mod sigur, este că cei doi Vladimiri au discutat despre eşecul Planului Kozak. Acest lucru îl recunoaşte chiar Vladimir Filat, care după întrevedere a declarat că „discuţia a fost pe alocuri şi emotivă, având în vedere o situaţie ce ţine de perioada anului 2003”.

Ruşii greşesc: Filat nu a dat foc drapelelor ruse şi portretelor lui Putin

Este evident că Filat nu s-a simţit conformabil în faţa lui Putin, chiar dacă el nu are pentru ce să-şi ceară scuze de la acesta. Vladimir Filat nu a ars portretelor lui Putin şi nu a avut nici un rol, nici măcar secund, în respingerea Planului Kozak. Atunci pe Vladimir Filat îl interesa mai puţin soarta ţării în care astăzi a ajuns premier, chiar dacă Moscova ar fi reuşit federalizarea şi transnistrizarea Republicii Moldova. Singurul „păcat” a lui Filat faţă de Kremlin este că încă în campania electorală s-a pronunţat, mai mult din raţionamente electorale, pentru aderarea Republicii Moldova la NATO şi acum, după ce ajuns la putere, mai are uneori imprudenţa, în special când trece hotarul de vest al Republicii Moldova, de a mai cocheta cu ideea euro-atlantică. Este evident că premierul recurge la aceste cochetării pentru a-şi crea o alură de politician proeuropean în faţa cancelariilor europene, fără a-şi asuma în fapt opţiunea aderării Republicii Moldova la NATO. Spre exemplu, la Bucureşti Filat a declarat că neutralitatea Republicii Moldova nu este opţiunea sa sau a formaţiunii pe care o conduce. Solicitat de “Cotidianul“, Vladimir Filat a recunoscut că printre ofertele făcute fracţiunii PCRM de către liberal-democraţi se înscrie şi garantarea statutului de neutralitate al Republicii Moldova. “Trebuie să precizăm că nu am făcut eu această propunere, însă având în vedere că avem o coaliţie de guvernare compusă din patru partide, am ajuns la compromisul de a nu prioritiza discuţiile legate de aderarea Republicii Moldova la NATO. Şi nu este opţiunea mea sau opţiunea noastră această situaţie. Prin urmare, ne-am axat în plan extern pe procesul de integrare europeană“, a declarat Vladimir Filat.

Vladimir Filat se bâlbâie vorbind despre NATO

În schimb, când premierul urmează să se întâlnească cu oficialii ruşi, el imediat schimbă macazul, declarând că nu se numără printre adepţii aderării la Alianţa Atlanticului de Nord, aşa cum s-a întâmplat şi în cazul primei sale întrevederi cu Putin. Înainte de a merge la Ialta, Filat a respins în mod categoric perspectiva aderării ţării noastre la NATO şi, mai ales, a infirmat cu toată puterea că el ar fi un adept al integrării euro-atlantice. Această declaraţie a fost scoasă în faţă de presa proguvernamentală, în special de cea de limba rusă. Spre exemplu, chiar în ziua în care Filat se întâlnea la Ialta cu Putin, ziarul „Moldavskie Vedomosti” titra: Moldova nu intenţionează să adere la NATO. Iată ce declara Filat pentru ITAR-TASS, preluat de gazeta lui Ciubaşenko: „Într-o lună de activitate în calitate de premier, am obosit să infirm toate aceste presupuneri. Nu intenţionăm să aderăm la NATO. În Constituţie este clar stipulat că Moldova este o ţară neutră şi nu trebuie să fii jurist ca să înţelegi că această normă, în principiu, nu poate fi modificată”.

Este important să menţionăm că în aceeaşi declaraţie pentru ITAR-TASS Filat a spus că, după întrevederile avute cu reprezentaţii conducerii ruse, şeful administraţiei prezidenţiale Serghei Narâşkin şi prim-vicepremierul Igor Şuvalov, el i-a asigurat pe ruşii că „noul Guvern al Republicii Moldova niciodată nu va face promisiuni deşarte, iar apoi să renunţe la îndeplinirea lor, aşa cum au făcut predecesorii noştri”. Aluzia la Vladimir Voronin şi la Planul Kozak este străvezie.

Presa proguvernamentală îi acuză pe creştin-democraţi pentru că în 2003 au respins Planul Kozak

Pentru a întregi tabloul trebuie să mai menţionăm un material, cu pretenţie de analiză politică, apărut tot în presa proguvernamentală. Este vorba de Unimedia şi de scriitura cu titlul „Şi experţii ruşi au dreptul la eroare”, preluată şi de ziarul Timpul al lui Constantin Tănase, care încearcă să-l deculpabilizeze pe Filat în faţa ruşilor, inculpându-i pe … creştin-democraţi.

„Din imaginile foto şi video difuzate atunci se vedea clar cine a dat foc portretelor lui Vladimir Putin şi a călcat în noroi drapelul rus. Eroii acestor scene fierbinţi mai pot fi găsiţi şi azi în conducerea PPCD. În calitatea sa de expert în problemele noilor state, Martânov ar trebui să ştie că liderii creştin-democraţi din Republica Moldova nu sunt nici prieteni, nici aliaţi ai lui Filat, aşa cum nu putem spune că, prin acţiunile lor infantile şi provocatoare, ar fi devenit atunci dintr-odată prieteni şi aliaţi ai numeroşilor gasterbaiteri moldoveni din Rusia. Ca prieteni şi aliaţi devotaţi fostului preşedinte comunist Voronin, liderii PPCD au luptat împotriva lui Filat până la ultimul cartuş propagandistic”, scrie Unimedia.

Este curios şi chiar îngrijorător acest punct de vedere care şi-l asumă presa proguvernamentală şi care, probabil, este agreat şi de patronii ei. Deci, cei care s-au opus in extremis Planului Kozak sunt nişte infantili şi provocatori. Să înţelegem că în felul acesta presa proguvernamentală, deci şi guvernarea, probabil pentru a face pe plac Moscovei, se desolidarizează, se detaşează de cei care au împiedicat federalizarea şi transnistrizarea Republicii Moldova, de cei care s-au opus legalizării ocupaţiei militare ruseşti pe teritoriul nostru naţional (acest material ne înclină să credem că Vladimir Filat a fost mai sincer în declaraţiile făcute pentru ITAR-TASS, decât pentru „Cotidianul”).

Bineînţeles că Vladimir Voronin şi PCRM-ul se fac vinovaţi de situaţia creată atunci: conducerea Republicii Moldova nu avea dreptul să negocieze un asemenea tratat şi să promită Moscovei semnarea lui. Dar dacă guvernanţii comunişti au comis totuşi această gafă monumentală, asta nu înseamnă că opoziţia creştin-democrată nu trebuia să se opună, să mobilizeze masele şi alte formaţiuni politice necomuniste la proteste. Căci, în definitiv, Voronin a renunţat la Planul Kozak sub presiunea străzii şi îndemnat de cancelariile europene.

Filat calcă pe grebla lui Voronin

Bâlbâiala premierului privind neutralitatea şi relaţiile Republicii Moldova cu NATO poate să-l aducă pe Vladimir Filat şi partidul pe care îl conduce exact în situaţia în care s-a pomenit Vladimir Voronin în ajunul alegerilor parlamentare din primăvară, adică fără aliaţi externi: el a pierdut atât încrederea Estului, cât şi a Vestului. Vă amintiţi de pilda lui Voronin cu viţelul care suge de la două vaci. Acum şi Vladimir Filat încearcă să se instaleze cu fundul în două luntri: când trece Prutul, el zice că vrea să adere la NATO, iar când trece Nistrul, premierul spune că nu mai vrea în NATO şi că simte destul de confortabil în CSI.

Deontologic ar fi să afirme acelaşi lucru şi la Moscova, şi la Bucureşti, şi la Bruxelles. Dacă PLDM vrea cu adevărat aderarea la NATO, aşa să şi spună, cum o face spre exemplu astăzi, în ajun de alegeri prezidenţiale, premierul ucrainean Iulia Timoşenko. Să declare şi Filat că în condiţiile în care PLDM nu este decât o componentă minoritară a unei coaliţii guvernamentale, aderarea la NATO nu este posibilă, dar de îndată ce liberal-democraţii vor deţine o majoritatea constituţională sau vor reuşi să constituie în acest sens o alianţă cu alte formaţiuni politice, ei vor iniţia procedura de modificare a Constituţiei în scopul integrării în NATO.

Nu în NATO, dar nu împotriva NATO

Nu cred că ar fi o tragedie dacă premierul Filat ar recunoaşte că nu-şi propune aderarea Republicii Moldova la NATO. Ruşii l-ar aplauda, iar occidentalii l-ar înţelege. Poate şi electoratul liberal-democrat. Mai ales că în acest moment de criză gazul rusesc este, evident, mult mai important decât promisiunile unei perspective euro-atlantice. Să spună: nu vrem NATO pentru că nu este posibil. Nu în NATO, dar nici împotriva NATO. Şi să încerce, în dialog cu ruşii, o soluţie durabilă, dar echitabilă pentru Republica Moldova, a problemei transnistrene. Să excludă, Doamne fereşte, repetarea scenariului georgian sau un Plan Kozak 2. Lumea va spune: atât a putut şi atât a făcut Guvernul Filat. Ceea ce nu va fi puţin, ci chiar foarte mult.

The US will soon be retiring their space shuttles to replace them with a new vehicle, scheduled for 2013. Until then, the Americans will be riding on Russian Soyuz capsules. But the Soyuz itself, a 40 year old technology with many modernizations, is on its way out, to be replaced with bigger better platforms.

The replacement for the will be the Kliper, a ship carrying 6 crew and a half ton of cargo. It is scheduled to fly its maiden voyage some time in 2010. The ship is about twice the size of the Soyuz and will require much larger rockets, most likely the Zenit class of booster rockets, in order to make orbit. It will return to earth by extending wings and gliding down, for a soft landing.

Interestingly enough, if things go according to plant, the new, larger Kliper, will actually save money. The present Soyuz missions run between $20 to $30 million each (compared to the American space shuttles at around $300 million each). Kliper flights are supposed to move more equipment and people for less money, but even it the costs stay the same, with more room on the ship, there will be room for more space tourists and at $20 million per pop, the ships will earn a profit, with just one added passenger.

Development of the Kliper is also priced at the low cost of $1 billion, compare that to the $10 billion for the American Crew Exploration Vehicle (CEV), which is still on the drawing board.

But the Kliper is only the first modern step in a new plan by the Russian space agency to conquer the inner sphere of our solar system. Next on the development board is a manned spacecraft powered by a nuclear electric engine. For decades, Russia and the Soviet Union have developed nuclear powered satellites, which did not have to rely upon easily damaged solar arrays, for power. Of course those put out only kilowatts of power, while this ships engines will have to run on the megawatt range.

The ship’s design is scheduled to be complete by 2012 and a finished by 2021, at an estimated cost of 17 billion rubles, or $580 million. More realistic estimates put the price tag at $1 to $1.5 billion, over the next decade.

Anna Politkovskaya was an investigative journalist who was shot dead on the 7th October 2006.  A few nights ago, I went to see “A letter to Anna”, a documentary film about the work and death of Anna.  She had written extensively on torture and human rights abuses across Russia but particularly in the North Caucasus.  Often her writing would have a member of authority as the villain in the story exposing scandals within the highest enclaves of society. 

She knew that she worked in constant danger but continued because of her belief in telling the truth.  She was a truly remarkable person who lived in truly remarkable danger.  In 2004 on her way to cover the Beslan hostages situation she fell mysteriously ill on the flight on the way there.  She came close to dying that day and many of her friends suspected poisoning.  The threats and attacks she suffered and her eventual death, is unfortunately, not a rarity amongst journalists in the Russian Federation (http://en.wikipedia.org/wiki/List_of_journalists_killed_in_Russia).  This Wikipedia page highlights the point. 

The problem does not stop at individual cases such as Anna’s.  There is wide spread de facto impunity for the perpetrators of these crimes.  This has left an environment where journalists and human rights defenders work in constant danger.  Irene Khan of Amnesty International directly correlated the impunity that is allowed for these crimes with many recent deaths, including the death of Natalia Estemirova (http://www.amnesty.org/en/news-and-updates/news/human-rights-activist-natalia-estemirova-murdered-in-russia-20090716). 

The Russian and Chechnayan authorities need to highlight in the public domain how they intend to investigate these politically sensitive crimes in an impartial and thorough manner.  We cannot allow such impunity to go unchallenged in the 21st century.

Anna Politkovskaya’s spirit lives on through the work of all the journalists she inspired.  It is imperative, in my opinion, that we let her life be remembered by not letting her colleagues be forgotten now as they face the same challenges she did.

Russian occupiers are forcing the local Georgian population to participate in constructing of military bases in Georgia`s breakaway region of Abkhazia.

On Sunday morning, the Russian aggressors took locals by Ural truck from Gali district to the territories, where the construction is underway. Furthermore, the occupants advise the locals living in the vicinity of the military bases to move to some other places to live, because as they assert, the territories should be declared a closed zone.

Along with this, the occupants have dug trenches and bunkers right in the towns of Sokhumi, Ochamchire and Tkvarcheli. They have installed anti-aircraft missiles there and name prevention of possible provocations as a reason for all their actions.

La care Băsescu :
- „ Poporul meu nu a fost niciodata îngenuncheat!!!”

 Russian Prime Minister Vladimir Putin announced late Thursday a compromise deal with Ukraine on the thorny issue of gas supply, lessening the threat of multibillion-dollar fines that might cripple Ukraine’s economy.

Speaking after several hours of talks with his Ukrainian counterpart Yulia Tymoshenko, he said Russia had agreed to allow Ukraine to buy less gas next year and it would now be up to the two countries’ energy companies to put that agreement in writing.

“Gazprom and Naftogaz will agree on new volumes,” Putin said, referring to the two countries’ energy firms after talks.

“We deemed it possible to meet Ukraine halfway and tweak several of our earlier agreements,” Putin said.

Earlier this year, Russia also agreed to reduce the volume of gas Kiev must acquire this year without imposing fines. That agreement however has yet to be put in writing.

Ukraine’s Naftogaz has said it is meant to buy 52 billion cubic metres of Russian gas next year but may only need 27 bcm.

It could have faced potentially crippling multibillion-dollar fines if it did not pay for all the gas it had contracted.

Russia has repeatedly warned of Ukraine’s financial problems in the past weeks.

Putin also said Moscow agreed with Kiev’s decision to boost the tariffs Russia pays for the transit of Russian gas to Europe through Ukraine by 60 percent from next year.

The two premiers took pains to allay fears in Europe where officials are concerned that a new gas dispute between the two ex-Soviet nations would lead to a new cut in energy supplies.

Both Putin and Tymoshenko stressed that their countries would fully meet their obligations.

“I sincerely hope that all the agreements that have been previously reached will be implemented,” Putin said. “It would be good to meet the New Year without any calamities.”

Tymoshenko played down the prospect of gas disruptions, saying: “We will very carefully and precisely carry out our functions of transit of Russian gas.”

“Ukraine pays and will pay on time” for Russian gas, she said at the talks.

In January, a row between the two countries resulted in Russian gas being cut to much of Europe for two weeks amid freezing temperatures.

Earlier in the day Ukraine’s President Viktor Yushchenko warned Russian gas supplies to Europe are under threat. He said in a letter to Russian President Dmitry Medvedev that current gas contracts between Moscow and Kiev had to be revised.

“Potential risks will appear for the security of gas deliveries to Ukraine and its transit to other European countries,” he said ahead of the talks.

While relations between Russia and the pro-Western Yushchenko have reached crisis point, Putin and Tymoshenko have boasted of their cordial relationship.

The meeting in Yalta was also a chance for Putin and Tymoshenko to flaunt their strong relations ahead of presidential polls in Ukraine in January in which the Ukrainian premier is a frontrunner.

Putin’s foreign policy aide Yury Ushakov said ahead of the meeting that Putin and Tymoshenko would most likely discuss the presidential vote, set for January 17, even though the issue was not on the official agenda.

In the polls, Tymoshenko will compete with Yushchenko and more pro-Russian candidate Viktor Yanukovich, whom Russia supported during the 2004 election.

The talks were held at the Livadia Palace in the Black Sea resort of Yalta, the venue for the 1945 conference where the Big Three, Joseph Stalin, Franklin Roosevelt and Winston Churchill, redrew the postwar map of Europe.

Doliu într-un orăşel din Marea Britanie, unde cel mai îndrăgit rezident a murit în urma unui accident de maşină. Localnicii din Dorking sunt extrem de afectaţi, deşi este vorba de o veveriţă – ce-i drept, una specială.
Localnicii au adus flori şi felicitări în curtea bisericii din oraş, unde a fost îngropată Albi.

Veveriţa era complet albă, din cauza unei mutaţii genetice. Simpaticul animal – foarte blând, de altfel – trăia de ani buni în libertate prin parcurile din oraş.

Admiratorii lui Albi schimbă impresii pe Facebook despre favorita lor şi i-au dedicat chiar şi o poezie.

Românii au cheltuit mai puţin pe cultură în 2009, alegând spectacolele gratuite oferite de primării, potrivit Barometrului de consum cultural pe 2009.

Românii au dedicat mai puţin timp liber călătoriilor, au vizitat mai rar sălile muzeelor şi teatrelor, au citit mai puţin şi au cumpărat mai puţină muzică în 2009 faţă de anul trecut, unul dintre factori fiind şi criza economică globală, potrivit Barometrului de consum cultural pe 2009.

Totodată, în 2009, an de criză economică, românii au fost mai puţin dispuşi să cheltuiască bani pentru activităţi culturale, 44% dintre respondenţi declarând că nu au cheltuit deloc pe produse şi activităţi culturale, iar 17% reducându-şi bugetul dedicat consumului cultural.

Cel mai puternic au scăzut în 2009 petrecerea timpului liber în călătorii, activităţile de îngrijire corporală şi vizitarea muzeelor. Reducerea deplasărilor turistice a dus şi la scăderea cu 20% faţă de anul trecut a afluxului de vizitatori din muzee la nivelul întregii ţări, înregistrând cea mai mică valoare din ultimii cinci ani.

Numărul spectatorilor de film a scăzut cu 17% faţă de aceeaşi perioadă a anului trecut, în vreme ce frecvenţa de vizitare a instituţiilor teatrale a scăzut cu 15% în 2009 faţă de anul anterior. În ceea ce priveşte lectura, consumul de cărţi a scăzut cu 9% în 2009 faţă de anul 2008.

Impactul crizei a fost măsurat comparând consumul cultural din prima jumătate a anului 2008 cu aceeaşi perioadă a anului în curs, rezultatele acestuia arătând reducerea consumului, ca urmare a intenţiei accentuate de economisire, în paralel cu creşterea interesului pentru activităţi de recreere cu caracter gratuit oferite de municipalităţi.

Sondajul a fost efectuat pe 1100 de subiecţi din întreaga ţară, cu vârste de peste 15 ani, cu un supliment de 500 de cazuri din Bucureşti, oraş cu o dinamică aparte din punct de vedere al consumului cultural, faţă de restul ţării.

Studiul a fost întreprins de Centrul de Studii şi Cercetări în Domeniul Culturii.

NATO is concerned over the recent Russian-Belarusian large-scale military drills “Zapad (West) 2009″, said on Wednesday NATO spokesman James Appathurai.

As he said, the NATO Council at the ambassadorial level of 28 member countries of the Alliance at a meeting in Brussels on Thursday, in particular, has expressed a concern about the extent of the exercises, which “were the largest since the end of the “Cold War”, as well as the fact that Russia did not invite observers to the maneuvers which is being seen by NATO as a violation of the Vienna obligations”.

Vienna Document (“On measures to reduce the military danger and confidence building in Europe”), to which Appathurai referred, in 1999, signed by 55 state-participants of OSCE. This document provides for exchange of information on conducting large-scale military exercises.

In addition, Appathurai said that the NATO allies have also expressed concern regarding the fact that the scenario of Russian-Belarusian doctrines anticipated the attack on Russia from the West.

NATO will continue to discuss these exercises and their possible impact on NATO-Russia relations, which are at an improvement stage, said Appathurai. He did not rule out that the Alliance may seek additional clarification on the doctrines from Russia’s side.

We would like to recall that the exercises have raised concerns of a number of neighboring countries of Russia and Belarus. Thus, the Polish Foreign Minister Radoslaw Sikorski urged NATO to draw attention to the military exercises of Belarus and Russia near the Polish border. Sikorski has also said that he wrote about this in a letter to NATO Secretary General Anders Fogh Rasmussen.

In addition, Sikorski urged the US to deploy US armed forces in Poland for protection against “Russian aggression”.

Latvian Minister of Defense told reporters that Russia and Belarus has staged an attack on the Baltic States, that is on the states that are members of NATO.

In the summer of next year, Latvia will hold on its territory a large scale military exercises, which will be a response to Russan-Belarusian doctrines Zapad-2009 took place in September of this year, said Republican television channel TV3, with reference to the Minister of Defense of the Baltic republics Imants Legis.

Haven’t come across any blogposts in Georgian about it, however Cyxymi posted the whole article and caused heated debates among Livejournal users. So the debates went on and it was interesting to observe the difference between discussion on Livejournal comments, where Russian-speaking Georgia-supporters (not necessarily Georgians maybe) were arguing against Putin-supporters (also not necessarily non-Georgians), which also was a case on Forum.ge, but the dominant feeling of users on Livejournal was that Putin’s words couldn’t mean anything positive for Georgia and he definitely didn’t mean reunification of Georgia, while many on Tbilisi forum interpreted it as an indication that Abkhazia and South Ossetia would return under the jurisdiction of Georgia.
Some more interesting points were made in Facebook comments, where one of the long-time freelance journalists, Zviad Koridze noted that the harm Russia wanted to do and has already done to Georgian people is that we don’t want to take responsibility for our lives, don’t care of elections, voting and many of us rather leave it up to Putin, Primakov and others to decide for us. “it doesn’t matter whether Nani Bregvadze will sing for Putin and Primakov or not. What’s more important, that Russia was trying to create an irresponsible society and it achieved this goal,” he says and others agree.
Could be a little bit of the same issue the fact, that the largest part of Georgian blogosphere didn’t touch this issue at all unfortunately and what we could’ve read on forum was either aggression towards Putin, towards Russia and Russia-supporters.
I finally saw the documentary by Andrei Nekrasov and Olga Konskaya, “Russian lessons” yesterday, while I was still perplexed with the thoughts of what’s Putin’s plan for “after-party”. I actually am surprised at the reaction of some Georgians and expectations that not only after seeing what war does to people, but especially hearing again and seeing the pictures from what Russia did to its kids, Russian citizens, in Beslan, how could anyone possibly misinterpret Putin’s cynicism and think that he decided upon reunification and now Primakov will bring back to us Abkhazia and South Ossetia.
Irresponsibility has grown into stupidity indeed.

Om nu någon skulle tro motsatsen, deltar både EU och USA och de flesta andra i detta spel, men kanske inte lika tydligt och och utan att visa den knutna näven…. Man påstår sig istället agera efter en ny regelbok som ska styra det eviga spelet.

För att dessa nya regler, nya tänkesätt och nya former för konflikthantering ska fungera, krävs att de accepteras och används av alla parter. Det håller inte att den ena sidan hävdar att de gamla reglerna tillhör en förfluten tid om motspelaren fortsätter att använda dem.
Risken är då stor att man vinner sympatier men förlorar matchen.

ObamaCare Will Impose Massive Healthcare Rationing on Senior Citizens

It is time to cut through the deceptions and bureaucratic mumbo-jumbo about ObamaCare.

If either the House Bill (H.R. 3962) or the Senate Bill (S. 1796) is enacted into law, ObamaCare will be paid for on the backs of senior citizens.

The president already has widely advertised his “cut-Medicare-first” strategy to pay for ObamaCare by proposing to cut $500 billion out of the program, which both the House and Senate Bills adopt. These cuts are slated to come primarily out of Medicare Advantage Plans, which currently provide 10 million seniors a wide range of private insurance choices.

What the president hasn’t told the public about, however, are the far greater Medicare cuts that seniors will experience at the hands of the Medicare Commission (Senate version) or the Medicare Center (House version), which will be used to ration healthcare by allowing bureaucrats to determine which senior citizens can receive what health treatments, services, procedures, medications, devices and so forth.

The State of Oregon has a similar bureaucracy to ration healthcare to control the costs of its state-run healthcare system. It is a veritable death panel. For example, in 2008 Oregon bureaucrats decided the some cancer patients seeking chemotherapy didn’t “qualify” for the treatment because the patients didn’t score high enough on Oregon’s bureaucratic criteria—sick Oregonians have ceased to be persons and are now simply “negative economic units.” Although Oregon denied the cancer patients’ chemotherapy claims, the State offered instead to pay for physician-assisted suicide, a chilling corruption of medical ethics.

The Senate ObamaCare Bill goes even further to squeeze the life out of senior citizens. It actually establishes a “global budget” for Medicare expenditures, which would force bureaucrats on the commission to ration healthcare to stay within the spending limits. It will work this way. The Medicare Commission—to be comprised of 15 members appointed by the President—will have to ration healthcare to keep Medicare expenditures from growing more rapidly per Medicare enrollee than inflation; after 2019, Medicare benefits would have to be rationed even more to keep government expenditures from growing faster than the economy plus one percentage point, regardless of the inflation rate.

WE DON’T NEED ANOTHER HERO!

This is nothing more than a scheme to squeeze the life out of Medicare and the senior citizens enrolled in the program. The Senate Bill doesn’t contain death panels; it doesn’t need them. The Medicare Commission’s global budget will deliver the coup de grâce without counsel or notification.

As the Wall Street Journal explained the Senate version of the Medicare Commission:

“The hard budget cap means there is only so much money to be divvied up for care, with no account for demographic changes, such as longer life spans, or for the increasing incidence of diabetes, heart disease and other chronic conditions.
“Worse, it makes little room for medical innovations. The commission is mandated to go after ‘sources of excess cost growth,’ meaning treatments that are too expensive or whose coverage will boost spending. If researchers find a pricey treatment for Alzheimer’s in 2020, that might be banned because it would add new costs and bust the global budget. Or it might decide that ‘Maybe you’re better off not having the surgery, but taking the painkiller,’ as President Obama put it in June.”

If ObamaCare is enacted into law, it will put seniors out in the cold and into an early grave.

The Prime Minister of Russia, Vladimir Putin, is likely to accept the invitation of the Polish Prime Minister, Donald Tusk and visit Katyń in 2010. Mr Putin will attend the celebration of the 70th anniversary of the Katyń massacre commemorating the Polish officers executed by the NKVD, said Inessa Jazborovskaja, a respected historian from the Russian Academy of Sciences, claims Nezavisimaya Gazeta. According to Jazborovskaja, a member of the Polish-Russian Committee for Difficult Matters, such a gesture would be a significant step towards de-stalinising Russian foreign and internal politics. Jazborovskaja claims that the reluctance of the Russian authorities to take responsibility for Stalinist crimes is the main reason hindering the process.

When asked for a comment on the recent verdict of the Moscow Court which has ruled against Joseph Stalin’s grandson Yevgeny Dzhugashvili in a defamation lawsuit against Novaya Gazeta, the Memorial society and a former military attorney Anatoly Yablokov, Jazborovskaja stressed that this is the first time when the Katyń massacre was linked with the repressions of Stalin’s regime. “It allows us to assess that horrible crime based on a court verdict,” she said. Stalin’s grandson claimed that facts in the article infringed upon the honour and dignity of his grandfather and he demanded a disclaimer in the newspaper and 10 million rubles (around €234,000) in compensation. 73-year-old Dzhugashvili went to court with the lawsuit because of the article “Beria appointed guilty” published April 22 by Novaya Gazeta. According to Dzhugashvili it was offensive and unjust to call Stalin a “bloodthirsty cannibal”. The article was written by Anatoly Yablokov, who led the official military investigation of the Katyń massacre from ’90 to ’94, and the mass killings of Polish prisoners by the infamous NKVD. The article in a special edition of Novaya Gazeta was prepared together with the Memorial society, the NGO that monitors and documents crimes of Stalin’s regime.
