<content:encoded><![CDATA[<div class='snap_preview'><p>Generally, my guidance for agents who are enrolling Dually-Eligible individuals (those with BOTH Medicare and Medicaid) is to use a Dual-Eligible Special Needs Plan (SNP), if one is available in the county of residence.  You can easily search for Dually-Eligible SNP&#8217;s by using our <a href="http://ritterim.pbwiki.com/Agent-Gateway-MQE-Quoting-MA">Medicare Quote Engine</a> and selecting &#8220;SNP&#8221; as the plan type for 2009 Medicare Advantage Plans.</p>
<p>In some circumstances, where there is not a Dual-Eligible SNP available, another type of Medicare Advantage plan may better suit the individual&#8217;s needs versus Medicare and Medicaid or MediCal.</p>
<p>Universal American put out a nice guide to help the agent determine if an alternate plan might better suit the client and some of the pitfalls to look out for if you are considering enrolling a dually-eligible individual in a non-SNP Medicare Advantage plan. </p>

<p><em><span style="font-size:x-small;">The Centers for Medicare &#38; Medicaid Services (CMS) recently issued a memo requiring Medicare Private-Fee-for-Service (PFFS) plans that permit balance billing to include additional disclaimers in members&#8217; Evidence of Coverage explaining the full impact of balance billing on members&#8217; costs. </span><span style="font-size:medium;color:#ff0000;"> </span><span style="font-size:x-small;color:#000000;">We are proud to say that our PFFS plans do not allow balance billing, saving the member from out-of-pocket cost that they may be subject to in certain other plans.</span></em></p>
<p><span style="font-size:x-small;">From Craig:  How to tell if a plan can balance bill?  This is located in the &#8220;Premium and Other Important Information&#8221; section of the Summary of Benefits.  You can see this by running a quote with our Medicare Quote Engine and click on the &#8220;Click Here&#8221; column under &#8220;Summary of Benefits&#8221; and reading the first section.  For example:  If you see wording like this from &#8220;guess who&#8221; (below), you&#8217;ll know that the providers are allowed to balance bill:</span></p>
<p><span class="sobHeader">Premium and Other Important Information</span><br />
<span class="sobSubHeader">General</span><br />
<span class="sobNormal"><strong>$18</strong> monthly plan premium in addition to your monthly Medicare Part B premium.</span><br />
<span class="sobNormal">Balance billing means that a provider may charge and bill you more than the plan&#8217;s payment amount for services. There is a limit on what providers may charge for Medicare-covered services. </span><br />
<span class="sobNormal">Providers may balance bill <strong>1 %</strong> to <strong>15 %</strong> of the plan payment amount for the following services: </span><br />
<span class="sobNormal"><strong>$6,000</strong> out-of-pocket limit.</span><br />
<span class="sobNormal">All Medicare services covered under the out-of-pocket limit</span></p>

<p>In using this process, you will still take a paper application which will be sent into the company, however, the online process will improve the speed of issue, speed of commissions and will also immediately assign a policy number for your client.</p>

<p>Here is the latest, I expect to learn a lot more today and may update this at the end of the day.  I have talked with every company as of Friday, so if there is no news, that means nothing official has been released, even verbally.</p>
<ul>
<li>Aetna &#8211; No news</li>
<li>Bravo &#8211; No news</li>
<li>Cigna &#8211; Paper Commission Schedules are Available.</li>
<li>Coventry and Subsidiaries (including Health America) &#8211; Agent level commission was given out verbally.  Paper commission levels were to be distributed early this week for agents.</li>
<li>Geisinger &#8211; No news</li>
<li>Humana &#8211; Verbally released agent level commissions.</li>
<li>Optima &#8211; No news</li>
<li>Unison &#8211; Same as United Healthcare</li>
<li>United Healthcare &#8211; Released agent level commissions.  Broken into 3 geographical areas, commissions are based on region.</li>
<li>Universal American &#8211; Released agent level commissions.</li>
<li>WellPoint (Anthem, Empire and Unicare) &#8211; Released agent level commissions.</li>
</ul>
