Deux hommes soupçonnés de fraudes estimées à 200.000 euros au préjudice de plusieurs caisses d’allocations familiales ont été mis en examen à Bordeaux et l’un d’entre eux a été écroué, a-t-on appris aujourd’hui auprès des enquêteurs et de la CAF.

Interpellés le 17 novembre à Paris et Bordeaux, les deux hommes ont été présentés le 19 devant un juge bordelais qui les a mis en examen pour escroquerie et faux et usage de faux.

Le principal mis en cause, un ressortissant algérien de 32 ans en situation irrégulière, a été écroué à Gradignan (Gironde) et son complice présumé relâché sous contrôle judiciaire.

L’enquête a débuté après une plainte de la CAF de la Gironde déposée le 17 juin.
Les investigations ont permis de découvrir une fraude aux allocations logement touchant plusieurs caisses à Paris, en Seine-Saint-Denis, dans la Vienne, la Haute-Vienne, la Dordogne, les Bouches-du-Rhône, la Moselle et la Drôme, selon le service communication de la gendarmerie d’Aquitaine.

“Le mode opératoire suppose une certaine ingéniosité”, a commenté Fidenzio Rebeschini, agent comptable à la CAF Gironde. Ce sont “des procédures de contrôle internes” à la CAF qui ont permis de dévoiler l’affaire, a ajouté M. Rebeschini.
L’enquête a également permis d’établir que le principal mis en cause aurait aussi escroqué des opérateurs de téléphonie mobile, “une société se portant caution pour les loyers” et aurait versé 7.000 euros à une Française pour contracter un mariage blanc.

Lider innascut, caut job de sef unde nu trebuie sa dau socoteala nimanui. Imi place sa lucrez in domenii care ma solicita fizic si accept orice job care sa implice certuri, lupte greco-romane sau constructii, pentru ca munca bruta ma caracterizeaza. Ma intereseaza in primul rand mediul de lucru. Nu-mi place sa lucrez in conditii de stres sau intr-un mediu prea concurential. Pe langa cunostintele si experienta de munca, te asigur ca voi fi un coleg placut, daca voi fi tratat cu respect, si voi organiza petreceri pentru zilele de nastere ale tuturor angajatilor. Sunt muncitor si stau adesea peste program fara sa ma plang, dar nu iti face din chestia asta o obisnuinta, fiindca familia este foarte importanta pentru mine si am nevoie sa petrec cat mai mult timp cu ea. Dupa cum ti-ai dat seama, vacantele sunt pentru mine sfinte asa ca nu te astepta sa-ti raspund la telefon cand sunt plecat.

Pentru mine nu iti trebuie un CV, pentru ca intreaga mea aparitie este remarcabila. Sunt nascut pentru a fi rege, dar, cum nu se mai practica postul asta, accept orice de la manager in sus. Am abilitati pe toate domeniile, dar in cazul in care nu ma descurc ma ajuta foarte mult soarta si norocul de care am parte. Sunt placut la vedere si nu accept criticile, pentru ca sunt o insulta adusa perfectiunii mele. Imi place sa muncesc, dar uneori prefer doar sa ma relaxez pe o plaja exotica sau la shopping. Eu sunt singurul om specializat din zodiac. Sunt exact ce cauti si stiu sa imi fac treaba pe domeniul care ma caracterizeaza. Daca ai nevoie de un angajat ordonat, iata-ma. Sunt o fire artistica, putin ironica, dar mereu corecta. Deseori o fac pe arbitrul la locul de munca, fiindca nu suport sa fie neindreptatiti oamenii din jurul meu. Sunt calm, deseori zambitor si prietenos, o placere sa ma ai prin preajma, dar nici sa nu-mi depaseti limitele, ca vei afla pe propria piele ce inseamna sarcasmul usturator. Principiul care imi ghideaza munca este calitatea, nu cantitatea, asa ca nu te astepta sa muncesc prea mult sau sa stau peste program. De cele mai multe ori voi aplana certurile si nu-ti voi spune in fata cat de idiot esti, desi cred cu tarie acest lucru. Daca vei cauta prin arhivele marilor companii vei vedea ca oamenii ca mine sunt cei care le-au pus pe roate. Nu vei mai intalni o persoana la fel de ambitioasa sau muncitoare ca cel aici de fata. Desi multi ar zice ca sunt ursuz si antisocial, eu stiu cum se fac banii si stiu unde trebuie sa ajung. Nu trebuie sa-mi dai decat un motiv si iti voi transforma visele in realitate. Nimeni nu poate refuza un subaltern ca mine. Sunt angajatul perfect pentru ca suport orele prelungite de lucru si de multe ori ajung sa lucrez si in weekend. Nu-mi place sa se tipe la mine si daca faci abuz de indulgenta mea atunci s-ar putea sa te trezesti ca pestisorul auriu a scapat din plasa cand nici nu te asteptai. Nu-mi place sa lucrez cu banii, pentru ca sunt aiurit, dar imi place cand ii primesc si incep sa-i cheltuiesc pe prostii.

Relatia ideala cu un Rac se bazeaza pe puternicele valori familiale si pe sprijin reciproc.Pretinde loialitate, devotament, incredere si intelegere de la partener, care trebuie sa fie pasional, energic, sufletist si pozitivist din fire.Timid cum este, nici in dragoste nu are inclinatii agresive.Transmite vibratii pentru a-l atrage pe cel ales, de aceea doreste ca acesta sa fie receptiv la stimulii sai psihici.Un Rac trebuie cucerit prin vizite insistente la domiciliul sau, singurul loc unde se simte in siguranta.Detesta singuratatea, deci trebuie sa fie mereu in compania cuiva, de aceea prefera sa aiba casa deschisa mereu si mai putin sa mearga el in vizite.Ii place intimitatea, deci trebuie sa te apropii foarte mult de el pentru a-i castiga dragostea. Marisa and Sterling are two best friends who are determined to begin this new school year right.  They set goals for making friends, getting boyfriends, and succeeding in school.  Marisa is a little apprehensive about this year because the previous year she was diagnosed with an anxiety disorder and depression.  She feels she has recovered, but always worries those lonely feelings will come back.  She also desperately wants to date Derek, the popular boy in school, which is why she shuns the romantic advances of her male best friend, Nash.  To top everything off, Marisa learns her parents are going to get divorced.  Basically, nothing goes exactly as she and Sterling planned and Marisa wonders if she can handle so many unexpected obstacles in her life.  The only person who seems able to understand her is this mystery DJ Dirty Dirk,  who broadcasts an anonymous show every night.  Will she be strong enough to ask for help if she needs it?

Marisa’s difficulty with depression is handled very accurately in this story as she struggles to make it day to day without feeling hopeless and alone.  Even though she knows she has a lot to be grateful for, she can’t seem to make herself feel that way on her own.  Jealousy, anger, and confusion are all a part of Marisa’s life, which most teenagers can probably relate to.  As she tries to make sense of those around her she realizes that she does not have to have all of the answers at once, but just needs to keep trying to reach her goals.  Fans of Sarah Dessen will enjoy this one.

Lobbyiste du climat

A 35 ans, Sandrine Mathy a déjà un emploi du temps de ministre, qu’elle partage entre son travail de chercheuse au CNRS et la présidence du Réseau Action Climat (RAC). A quelques jours du sommet de Copenhague, rencontre avec l’une des lobbyistes françaises les plus compétentes sur le sujet.

Militante ? « Oui, c’est un sacerdoce, mais ça donne du sens à ma vie. » Sandrine Malthy, chercheuse en économie de l’environnement, tient les rennes du Réseau Action Climat (RAC) depuis 2006, un collectif d’associations qui fait référence en matière de lutte contre le changement climatique. Être née en 1974, au lendemain du second choc pétrolier, prédestine-t-il à acquérir très vite des réflexes verts ? « Éteindre la lumière quand on sort de la pièce ou couper l’eau pendant que l’on se brosse les dents ? » : Sandrine Malthy en rit comme pour rejeter tout héritage familial. Tout juste consent-elle à rappeler, sourire au coin, que son papa « fait son jardin depuis toujours » et qu’il « ne met ni engrais ni pesticides ». Un peu juste pour se forger une conscience verte. C’est donc seule que sa destinée de militante écologiste s’est forgée.

Au cours de ses études d’ingénieur, elle rejoint l’Inde. Ce voyage « confirme une sensibilité déjà présente. Étudiante, je travaillais déjà bénévolement pour Ingénieurs sans frontières. Cela m’a permis de me poser des questions sur le monde dans lequel on vit. » A la fin de ses études, c’est l’heure des choix : « Si j’étais partie bosser dans le privé, je n’aurais jamais obtenu les réponses à mes préoccupations de militante. Du coup, comme les problématiques environnementales sont étroitement liées au secteur économique, je me suis lancée dans l’éco. » Une thèse sur l’intégration des pays en développement dans les politiques climatiques, un poste de chargée de recherche au CNRS en économie de l’environnement au CIRED (Centre International de Recherche en Environnement et Développement), de multiples publications et colloques : sa route est tracée. Enfin presque. En 2006, en acceptant la présidence du RAC, la vie de la jeune femme bascule.

Pas intimidée par Sarkozy

Depuis, Sandrine Mathy, mère d’un garçon de sept ans, a mis sa vie privée entre parenthèses. « Le gros problème est apparu lors du Grenelle de l’environnement où le RAC coordonnait l’action des ONG sur le thème du climat, avoue-t-elle. Cela a été très compliqué au niveau personnel. Mais je m’étais engagée, je devais assumer. Les gens attendaient des choses de moi et il ne fallait pas les décevoir. Depuis, je pose un peu plus de limites… » Mais se profile déjà la Conférence sur le climat de Copenhague. C’est plus fort qu’elle. Elle ira, dit-elle. Pour sentir l’ambiance. Seulement ?

Avec sa tignasse rousse, ses yeux pétillants et sa tenue décontractée, Sandrine Mathy ne passe pas inaperçue. Quand elle prend la parole, elle est de celles que l’on écoute. Avec un CV long comme le bras en guise de caution, la jeune femme n’a peur de rien, ni de personne. Beaucoup disent s’être sentis intimidés face à Nicolas Sarkozy. Pas elle. « Je l’ai vu souvent. Je le trouve hautain et agressif, mais cela ne m’a jamais empêchée de lui dire ce que j’avais à lui dire, notamment sur son paquet énergie-climat, dont il n’y avait pas de quoi se vanter… » La franchise est sa vertu cardinale. On la croit sur parole. « Mais je manque parfois d’assurance. » Là, on ne la croit plus. L’un des administrateurs du RAC confirme pourtant : « Elle a parfois du mal à se mettre en avant, à être proactive, mais elle s’est nettement améliorée depuis le Grenelle. »

Stop ou encore ?

La jeune femme ne rejette pas l’idée d’une éventuelle entrée en politique, . « Si je me sens plus utile là bas… ». Avant de vite accrocher un bémol à son propos : « Ce n’est clairement pas d’actualité, mais un jour pourquoi pas. En tout cas, ce ne sera pas dans ce gouvernement, qui ne me convient pas du tout. » Bénévole depuis des années, elle a développé un certain scepticisme vis à vis du monde politique. « Les politiques ne prennent pas la mesure des changements nécessaires, regrette-t-elle. Ils pensent que l’on peut continuer comme avant, qu’il faut juste verdir un peu le paysage. Il y a un manque de courage. » C’est dit.

Si Sandrine Mathy laisse planer un léger doute sur son futur, c’est qu’elle confie se retrouver souvent à bout de souffle. Elle a ainsi prévenu ses collaborateurs que l’envie d’arrêter la titillait parfois. « Ce serait une grosse perte pour le RAC, confie un administrateur. Elle est reconnue dans son domaine, elle dispose sous la main d’un réel réseau et d’une notoriété qui nous sert. Et puis, elle est très appréciée humainement. » Entre son travail, de recherche et la présidence du RAC, elle a peu de temps à accorder à son fils et à son compagnon. « Parfois, il y a une vraie lassitude, car je donne souvent des conférences le soir, après ma première journée de travail. J’ai souvent des jours à rallonge, et mon boulot de chercheuse peut en pâtir… » Mais son entourage est toujours là pour la rebooster.

Intègre et intelligente, Sandrine Mathy fait l’unanimité dans son milieu. Même si « elle est têtue et capable de partir défendre seule son idée contre tous », confie un collègue. Un défaut autant qu’une qualité. Autre (vrai) défaut ? « Elle adore les chouquettes », confie un autre. La gourmandise, péché véniel… « J’aime bien faire de la moto de temps en temps », avoue-t-elle, un peu gênée. Ah, enfin un truc qui cloche ! Et qui ne tient pas longtemps quand elle raconte ne grimper à bord d’un avion que dans le cadre professionnel, ne se déplacer qu’à vélo, ne manger que des produits bio et utiliser des ampoules basse consommation. Soit. Si la femme parfaite n’existe pas, avec Sandrine on a peut-être trouvée la militante écologiste idéale.

A lot of those people waiting are much worse off than me because I’m not on dialysis yet.  I’m hoping to go directly to transplant.  That’s what the doctors recommend if possible.

If you want to donate to somebody, a couple of great sites are www.matchingdonors.com and www.kidneyregistry.org.  Everybody has two kidneys and only needs one.  After donating you can be out of the hospital in less than two days.

The songs says the Redskins need to draft a new Art Monk, and I need to get a kidney transplant.  One of those things is unbelievably important, and it would be really great if it happened.

Of course, the other thing, getting a kidney, is important too.

That’s me in the back of the video on drums.  The Dirtbags are also going to perform the song before the Redskins-Saints game December 6 in the parking lot at Fed Ex Field in the Green lot, A 60, two hours before kickoff.  I’ll be in the back doing a little bit of drums, hoping I don’t mess up the music.  These guys are good, with the President on guitar and vocals, Whiskey Sergeant Major on guitar, and Lefty on bass.

3. On the standby server create a new empty file called .ssh/authorized_keys

Both of these docs are good stuff.. we all know that critical to the RAC install is testing the right components in the stack, either from the perspective of Performance, Scalability, or Reliability..

so these docs will guide you through the tools (yes you’ll have choices), steps, and structure on how to ensure a highly available RAC setup…

Estadão e Folha de S. Paulo trouxeram, recentemente, dois bons exemplos de CAR (computer assisted reporting). No primeiro caso, a repórter Renée Pereira, especializada na cobertura de infraestrutura, descobriu que uma parte considerável dos já insuficientes recursos reservados pelo governo federal para investir em novas obras são devolvidos ao Tesouro Nacional por incapacidade da máquina pública de gastar o dinheiro. No segundo, o repórter Eduardo Scolese, acostumado a acompanhar as idas e vindas da política e da gestão das políticas públicas em Brasília, cruzou dados de duas fontes diferentes para descobrir que cidades que mais desmatam apresentam melhora momentânea na economia local, mas os índices  de atendimento em saúde e educação pioram.

Da forma como foram feitas, as duas reportagens são boas aulas de jornalismo. Primeiro, porque evidenciam a vontade dos repórteres em revelar fatos a partir dados mensuráveis e de novas abordagens, além das fontes oficiais. Segundo, porque deram ao leitor um bom retrato de assuntos que estavam na agenda do dia – investimento em infraestrutura e desmatamento. Por fim, com evidências nas mãos, ofereceram às fontes usualmente entrevistadas – autoridades governamentais, líderes empresariais, acadêmicos e organizações ambientais – a oportunidade de analisarem e opinarem em cima de fatos concretos. Gráficos e infografias facilitaram o entendimento por parte do leitor. As duas matérias, merecidamente, saltaram para as respectivas capas dos diários.

Na Folha de S. Paulo, Scolese analisou um banco de dados do Inpe (Instituto Nacional de Pesquisas Espaciais) que lista, em números, a área desmatada nos municípios brasileiros. Organizou-o de acordo com os mais desmatadores. Depois, cruzou as informações com outro banco de dados, desta vez da Firjan (Federação das Indústrias do Rio de Janeiro), que enumera indicadores de desenvolvimento social – educação, saúde, emprego e renda – em todas as cidades brasileiras. Ambos os bancos de dados analisam o período de 2000 a 2006, o que permitiu grandes descobertas que podem ser lidas na reportagem publicada no dia 11 de novembro de 2009, dois dias antes do governo federal anunciar, com festa, o menor índice de desmatamento da história do País.

Já Renée organizou um banco de dados colhendo informações que lhe interessavam do Siafi (Sistema Integrado de Administração Financeira), disponibilizado pelo Tesouro Nacional. A intenção era verificar como estava a execução do orçamento de investimentos dos ministérios federais responsáveis por obras de infraestrutura. Descobriu que, entre 2004 e 2008, o governo federal deixou de investir R$ 20 bilhões em novas obras, pois só conseguiu reservar para gasto R$ 52 bilhões de um orçamento de R$ 72 bilhões aprovado pelo Congresso Nacional para o setor no período. Publicada no dia 13 de novembro, no auge da cobertura da imprensa sobre as causas de consequências do maior blecaute de energia elétrica da história brasileira, a matéria mostrou que, mesmo quando há recursos, o poder público não consegue gastá-los integralmente.

Pela vanguarda e ineditismo, ambas as reportagens merecem ser lidas e guardadas.
