<content:encoded><![CDATA[<div class='snap_preview'><p>Whisky-Dinner sind gerade angesagt, ich hatte schon einiges darüber gelesen, u.a. in enem schönen Artikel im <a href="http://www.tagesspiegel.de/zeitung/Sonderthemen;art893,2930215" target="_blank">Tagesspiegel</a>, war aber noch nie in den Genuss gekommen, Whisky zum Essen zu trinken, eher vorher oder nachher, bis auf eine einzige Ausnahme in Bowmore, wo ich eine überbackene Auster bekam und dazu eben den namensgebenden Whisky des Ortes. Das war recht lecker und so war ich hocherfreut, an einem Dinner im Regents teilnehmen zu dürfen, welches Whiskys von <a href="http://www.diageo.com/en-row/homepage.htm" target="_blank">Diageo</a> mit Küche von dem 2-Sterne-Koch <a href="http://www.gastronomieguide.de/blog/christian-lohse-ist-berliner-meisterkoch-2009/" target="_blank">Christian Lohse </a>verband, hmmm. Es gab einen 12jährigen Linkwood zu Steinpilzrisotto, Oban, 14 Jahr, zu Perlhuhnbrust, 16jährigen Mortlach zu Käse und Cardu, 12 Jahre zu wärmem Schokotörtchen. Das alles schmeckte erstaunlich gut. Wie bei Wein, so kann auch hier ein positver Synergieeffekt zwischen Speis und Trank entstehen. Nur ergibt sich das Problem, dass man gewöhnlich mehr Flüssigkeit beim Essen zu sich nimmt als 2 cl. Da ich Whisky eher unverdünnt mag, würde das wohl auf Dauer ein kleines Leberproblem geben. Egal. Der Abschluss war gleichzeitig der Höhepunkt des Abends, denn wir durften auch noch &#8220;The Masters Choice, Single Cask Selection&#8221; probieren. Die daran beteiligten Destillerien füllen jeweils nur ein einziges Fass ab, welches dann in diese Sammlung geht, welches die besondere Eigenart der Destillerie wiedergeben soll, aber mit einem besonderen Twist: Lagert der Whisky z.B. regulär im Bourbon-Fass, so wird eventuell ein Sherry-fass genommen und umgekehrt. Der für mich absolute Favorit war dabei der Mortlach, wirklich traumhaft, ausgewogen und harmonisch, mehr, mehr, mehr!!</p>

In Anlehnung an die gelben Schleifen, die damals in den USA als Zeichen des Gedenkens an die im Golfkrieg kämpfenden Soldaten noch sehr präsent waren, entstand die Rote Schleife &#8211; das <strong>RED RIBBON.</strong></p>
<p>Berühmte Filmstars wie <strong>Elizabeth Taylor</strong> und Prominente wie <strong>Lady Diana</strong> trugen dieses Symbol öffentlich um Ihre Solidarität zum Ausdruck zu bringen.</p>
<p>Um für diese wichtige Botschaft ein Zeichen zusetzen entwickelten wir in sehr aufwändig Handarbeit die mit über 450 CRYSTALLIZED™ &#8211; Swarovski Elements besetzte <strong>Regenbogenwein RED RIBBON Edition.</strong></p>

De zeer principiële partij moest wel beloven dat zij de kwesties rondom homo-emancipatie, abortus en euthanasie ongemoeid zouden laten en niet zou aandringen op wijzigingen van bestaande wetgeving. De principes werden fluks opzij gezet en God voor de duur van deze kabinetsperiode, zekerheidshalve in de kast. Want de CU zál meeregeren, koste wat het kost en was bereid zelfs haar eigen principes te verloochen. Wie nog twijfelt aan de gezegde: “Macht corrumpeert” ziet in de CU wat voor realiteit de gezegde heeft.</strong></p>
<p><strong>Rouvoet weet dat hij nu bij de gratie van het CDA en de PVDA regeert en niet bij die van God. Hij had de Judas van het heden kunnen zijn. Nu ga ik geen religieuze verhandelingen houden of in de plaats van Dominee Gremdaat een preek van de week houden, maar aankaarten dat deze christendespoot een arrogante regent is. </strong></p>
<p><strong>De wil van het Volk is hem vreemd, want hij werd al die voorgaande jaren vooruit gedreven als woordvoerder van een klein groepje christenen die het CDA niet christelijk genoeg vonden, maar het SGP weer te rigide vinden om zich daarbij aan te sluiten. Je kunt dus christen zijn op alle niveaus.</strong></p>
<p><strong>Het moet voor Rouvoet een heerlijk gevoel zijn dat hij nu wat te brokkelen heeft in de regeringspap en mag als tweede vice-premier dan ook zo nu en dan zijn zegje zeggen, of beter, herhalen wat Jan Peter Balkenende hem toestaat te zeggen dan wel voorschrijft wat hij moet zeggen als hem toch nog vragen worden gesteld. Het grootste gebod kom nu niet van God, maar van Balkenende: “Gij zult Mij niet tegenspreken doch herhalen in al wat ik u opleg, tot in lengte der jaren.” En daar is Rouvoet trouw in, zoals een balkenendenist betaamt! Schertsend wordt hij tijdens het vrijdagse regeringsoverleg dan ook wel eens ‘Trouwvoet’ genoemd… wat bij hem overkomt als een erenaam!</strong></p>
<p><strong>Terwijl de kerk van Rouvoet leegloopt (maar daar wel zijn ‘macht’ aan ontleent) ziet hij een vol Malieveld niet als een teken aan de wand of van Hogerhand, laat staan een waarschuwing vanuit het Volk dat het anders moet met de AOW. Om in Bijbelse termen te blijven, Rouvoet is ziende blind en horende doof! De arrogantie druipt er van af en wat deze man stelt is niets anders dan een regent die de ene proclamatie na de andere oplegt. En zich vooral wil bemoeien met de opvoeding van de kinderen van het Volk. </strong></p>
<p><strong>Dat, en zijn overboord gegooide principes, maakt deze man onbetrouwbaar… </strong></p>
<p><strong>Dát is nu christelijke politiek…</strong></p>

<p>AMSTERDAM &#8211; Een Malieveld vol demonstranten kan het AOW-besluit van het kabinet niet terugdraaien. Dat zegt vice-premier Rouvoet in het tweewekelijkse gesprek met NU.nl. </p>
<p>&#34;Het kabinet is niet over 1 nacht ijs gegaan met het neerleggen van deze plannen. Hier is goed over nagedacht. De sociale partners hebben de gelegenheid gehad om samen een alternatief in te dienen. Daar zijn ze niet uitgekomen&#34;, constateert Rouvoet.</p>
<p>&#34;Ik ga niet zwartepieten wiens schuld dat is. Maar men wist de consequentie als men er niet uit zou komen. We nemen nu onze eigen route. En die zal sociaal goed verdedigbaar zijn</p>

<p>De sociale partners en 11 onafhankelijke leden hadden tot 1 oktober om in de SER samen tot een akkoord te komen.</p>
<p>Maar een dag voor het verstrijken van de deadline trokken de werkgevers de stekker uit het overleg tot grote woede van met name de FNV en haar voorzitter Agnes Jongerius. De FNV kondigde op vervolgens grote acties aan en ook oppositiepartij SP zint op grote manifestaties.</p>
<h4>Overal tegen</h4>
<p>&#34;De SP is overal tegen, dus dat vind ik geen verrassing&#34;, aldus Rouvoet. Wel hoopt hij dat de vakbeweging haar dreigementen voor grote acties zoals een vol Malieveld intrekt. Rouvoet nodigt de vakbeweging uit om mee te werken aan de uitvoering van de AOW-plannen.</p>
<p>&#34;Ik grijp iedere gelegenheid aan om een extra beroep te doen op de FNV. Want hoe dan ook, we gaan deze plannen uitvoeren, maar we doen dat natuurlijk het liefst met de steun van de sociale partners.&#34;</p>
<p>En mocht Nederland eind dit jaar toch het toonbeeld zijn van grote demonstraties? &#34;Dan zullen die wat mij betreft geen invloed hebben op het uitvoeren van onze plannen. Niemand van ons was uit op dit besluit, maar een diepe crisis met grote financiele gevolgen noodzaakt ons hiertoe. Als wij niets doen, schuiven we de rekening door naar onze kinderen.&#34;</p>

<p>The problem with most built-in solar gadget chargers is that it just doesn’t make sense to stick your pricey phone in the sun for the whole day while you wait for it to charge. But the <a href="http://www.regenliving.com/products/renu_and_ipod_dock/" target="_blank">Regen ReNu</a> modular solar panel takes care of that issue &#8211; the combination solar panel and battery pack attaches to the back of an iPod/iPhone dock or USB device for easy access to solar power. When you want to charge the panel, just remove it and place it near sunlight! The ReNu panel doesn’t work quickly–it takes 9 hours to charge in direct sunlight and 20 hours in indirect sunlight for 7-8 hours of music–but enterprising solar power lovers could easily charge one ReNu panel in the sun while another is in use. <content:encoded><![CDATA[<div class='snap_preview'><p>The 29th of NTB World Food Day is centered in East Lombok regency on October 24, 2009. A series of activities in commemoration of the Food Day, will enliven the city of Selong. Everybody will take take part to bright the day. It is expected that the whole society in this region can take advantage of this rare occasion. Series Activities have been referred to widely publicized since 13 until October 31, 2009. </p>
<p>Several series of activities that have been scheduled, among other things, the creative competitions food menu, exhibitions, literary competitions, seminars, tree planting, interactive dialogues that were held in two locations, namely at the Regent and Rupatama Office Building Sports (GOR) of East Lombok. </p>
<p>Interactive dialog has been displayed in TVRI on October 20, 2009 Pkl. 19:00 Wita and broadcast on RRI Mataram on October 17 At 16:00 Wita. Related to that, also held coordination meetings PKK Team regency of NTB. </p>
<p>In preparation for that meeting led directly by the head of Regent, HM Sukiman Azmy, Secretary Lotim Nirwan, SH., Revealed that the cost of the total budget being poured reach 50 million rupiah. </p>
<p>World Food Day commemoration at NTB this year sub-theme is Strengthening Food Security through Food-Based Diversification Towards Local Resources NTB Compete. While particular purpose, strengthen cooperation and build an effective functional coordination involving all components of society and government in order to maintain national food security during tough economic crisis and the global environment. Activities also aim to motivate and communicate the stabilization of national food security. </p>
<p>To achieve that goal, other than ceremonially celebrated at the peak of the warning on October 24 next, there is also carried out various activities. Among other things on the menu creative contest October 24, aims to encourage and promote the creativity of the people, especially housewives in selecting, determining, composing and creating a diverse menu, nutritious balanced and secure as the potential resource area. </p>
<p>Organizers set up 12 local terop, 36 chairs and 36 tables of participants. Simultaneously, Exhibition and Bazaar held with the aim of disseminating information on development of food security, foster appreciation and awareness of the importance of food security and expand the business opportunities the field of food. 6 organizers provide local terop its entirety.</p>
<p>The day before the peak of the event, carried out community service activities through the use of compound movements with Breadfruit tree planting, Durian and Chrysophyllum seedlings provided by Government of NTB. These activities are intended to build awareness with all stakeholders of the community who experience food insecurity. </p>
<p>To encourage creativity and improve students&#8217; understanding, attitudes and behaviors about food security community, writing competition held for students and seminar activities involving elements of the Government, Religious Leaders and Public Figures. Because the PKK is considered an integral function in order to achieve family food security, the team held a coordination meeting of NTB Province PKK on October 24, with material PKK&#8217;s role in supporting the family food security. </p>

<p>The role of innovation in social entrepreneurship in our global economy has never been greater than today. With over four billion people living below the poverty line with household incomes of less than $2 per day, the world’s population is focused on day-to-day living and the necessities of life such as food, water, shelter and health care.  To combat these basic but daunting needs, social entrepreneurs must be creative to innovate new solutions, they must be organized and structured in their corporate culture and they must work in tandem with governmental, non-profit and for-profit organizations to achieve sustainable change to the world’s basic issues.  Innovation is one of the keys to taking existing technology to make it profitable and sustainable in its application to meeting the basic needs of the poverty stricken masses.  Bessant and Tidd (2007) noted that “the challenge of meeting their basic needs for food, water, shelter and healthcare require high levels of creativity—but beyond this social agenda lies a considerable innovation opportunity” (p. 308). The opportunity is how to mobilize social entrepreneurs, universities, scientists, nonprofits and the business community to tackle these issues in a profitable and sustainable manner. Bessant and Tidd notes that “Social entrepreneurs recognize a social problem and use traditional entrepreneurial principles to organize, create and manage a venture to make social change” (p. 314).    Professor Jeffrey Sachs, economist and founder of Earth Institute at Columbia University argues that the world must begin “mobilising global science and technology to address the crises of public health, agricultural productivity, environmental degradation and demographic stress confronting these countries. In part this will require that the wealthy governments enable the grossly underfinanced and underempowered United Nations institutions to become vibrant and active partners of human development.”  See Center for International Development at Harvard University dated August 14, 1999 (Speech of Professor Jeffrey Sachs).  Thorough innovation and creative application of existing business models to the problems of the poor has led to major leaps in social entrepreneurship in recent years. “In many cases it is an individual-driven thing, where a passion for change leads to remarkable and sustainable results” (Bessant &#38; Tidd, 2007, pp. 300).  For example, Professor Mohammed Yunus, Founder of the Grameen Bank and Nobel Prize Winner used creativity and innovation to create a micro finance bank of the poor.  His efforts have ignited the quest to encourage innovation to solve the world problems faced by four billion people.  For example, Massachusetts Institute of Technology has instituted its IDEAS Competition to promote innovation to aid world issues.  The year&#8217;s MIT Yunus Challenge “calls for innovative small-scale energy storage solutions to help alleviate poverty. Solutions must address the needs of people living on less than $2 per day.”  See www.mit.edu/ideas/www/challenge.htm  One of the greatest challenges to innovation and social entrepreneurship is that the profitmaking objective driving business and the implementation of capital to make money is not the primary motivation in social enterprise.  As Bessant and Tidd note, “Social entrepreneurs are “concerned in some way with making the world a better place.” While social entrepreneurship is rapidly gaining momentum in universities and government sectors worldwide, mobilizing capital is obviously a challenge in social entrepreneurship as capital markets generally require a satisfactory return on investment.  This requires the social entrepreneur to make their project attractive to capital markets mainly by showing the social impact and public relations benefits. To overcome these obstacles, the social entrepreneur must be more vigilant, structured and professional to attract necessary capital.    As the social entrepreneur, once seen as a dreamer or frugal missionary, becomes more business-like, professional and structured, capital providers will follow.  For example, the Government of Scotland recently launched its “Social Entrepreneurs Fund is aimed at individuals who want to set-up and run a business with a social and/or environmental purpose.  The fund will provide financial and business support to help get new enterprises off the ground.”  Additionally, through innovative ideas, traditional capital models can be granted incentives to fund social ventures.   For example, on July 1, 2009, South Africa enacted a provision which promotes the creation of social entrepreneurship venture capital funds for micro enterprise and small business funding.  Provision 12J to the Income Tax Act allows for a 100% tax deduction to South Africa individuals and businesses which invest in new venture capital funds which promote social entrepreneurship.  Here, a traditional funding source, private venture capital, was given creative incentives to pay for new social enterprise businesses.  The incentive is that the individuals receive both the investment and a 100% tax deduction.  Thus, innovation plays a significant role in the implementation of capital and funding sources into social entrepreneurship ventures.   Partnerships are another key factor in utilizing innovation in social entrepreneurship.  In a 2002 Report entitled “Working for a Sustainable World”, President Bush and then Secretary of State Colin Powell noted that “Partnerships are Key” in addressing the world’s needs in a meaningful and sustainable manner.  Working for a Sustainable World – US Government Initiatives to Promote Sustainable Development (August 2002).  President Bush notes in his report that government must promote partnerships with nonprofits, universities, for-profit business and science and technology to achieve sustainable results.  President Bush also emphasizes that the nonprofit sector provided over $4 billion into sustainable development and social entrepreneurship and that only through partnerships can these resources be harnessed into lasting change in tackling the world’s basic needs.  The role of innovation and creativity, good business structure and governance and partnerships in seeking to meet the needs of roughly 60% of the world’s population through social entrepreneurship is gaining rapid credence.  This also follows the Biblical model of wise stewardship in Luke 16:1 and the requirement for innovation and stewardship in the Parable of the Talents in Matthew 25:4-30.  Finally, many of the 4 billion people in this world who are needy are the widows, the orphans and the destitute.  In James 1:27, God gives us insight into our role as wise stewards and how we must use our innovation, good governance and creativity for good.  Here, in clear terms, the Bible provides that the “Religion that God our Father accepts as pure and faultless is this: to look after orphans and widows in their distress and to keep oneself from being polluted by the world.”  Social entrepreneurship and harnessing the power of innovation to promote social goodness is not only Biblical, it is becoming a social force for the 21st century.  Through this creative spirit, we all have a role in utilizing our talents and ingenuity for good in the most pure and faultless pursuit – the care of those in need around the world.</p>

<p style="text-align:justify;"><strong>Metro:</strong> Realmente dispone de varias estaciones muy cercanas al hotel. Paddington, Queensway y Lancaster Gate, todas a tan solo 5 minutos.</p>
<p style="text-align:justify;"><strong>Comentario:</strong> Londres es sin duda la capital más internacional de Europa…<br />
Multitudinaria, estresante e interracial, la ciudad con el metro más antiguo del mundo pone a tu disposición ni más ni menos que 5 aeropuertos internacionales situados de norte a sur, y de este y oeste de la capital británica.<br />
Heathrow es sin duda alguna el más cómodo, ya que se encuentra a tan solo 15 minutos exactos de la Estación de Paddington (unas 16 libras el billete de solo ida, con un suplemento de unas 3.5 libras si lo compras a bordo).<br />
Gatwick Express es el tren que conecta Londres con el Aeropuerto de Gatwick en poco más de 30 minutos, desde la Estación de Victoria.<br />
El Aeropuerto de Stansted está a casi 50 minutos en tren desde la Estación de Liverpool Street Station (línea Stansted Express). Este aeropuerto está tomado por la Low-Cost Ryanair, que dispone de cientos de vuelos diarios a los principales destinos de Europa<br />
Y por si fuera poco, todavía cuenta con 2 aeropuertos más: Luton y London City Airport.</p>
<p style="text-align:justify;">Londres no es caro, es carísimo. Afortunadamente para nosotros, su moneda se ha devaluado mucho en los últimos años y sus precios son mucho más asequibles para nosotros. Por ejemplo: 100 libras hace unos años eran unos 150/160 euros y ahora no llega a los 110 euros.<br />
Te recomiendo que te muevas siempre en metro que a pesar de estar bastante viejo, sigue siendo el mejor y más barato medio de transporte de la ciudad. El taxi es recomendable para trayectos relativamente cortos. Aún así las tarifas oficiales de metro son altas (5 euros un billete simple de solo ida. Para abaratar costes, os recomiendo sacaros la tarjeta Oyster, que se puede recargar tantas veces como quieras y los precios son mucho más <!--more-->económicos. Una vez que devuelvas la tarjeta, te reembolsarán el importe no utilizado y la pequeña fianza que te piden al principio (unas 3 libras). Ojo, Si coges el metro antes de las 09.30 estarás en la franja de “Peak” u hora punta y es mucho más cara que la “Off Peak” o franja fuera de la hora punta.</p>
<p style="text-align:justify;">He viajado a Londres en muchas ocasiones y os puedo asegurar que cada vez que me dispongo a organizar el viaje, bien sea por ocio o por negocio, es como empezar de nuevo y se convierte en toda una aventura.<br />
Conocido es entre los viajeros habituales que la calidad de los hoteles de Londres deja mucho que desear. Junto con Paris, es quizás una de las ciudades con las habitaciones más antiguas y con menos metros cuadrados, aunque como todo, siempre existen excepciones si sabes buscar bien.<br />
Casualmente me alojé hace unas semanas en el Hotel The Ceasar de la Cadena Española Derby. Según me explicaron, el hotel se ha sometido a una profunda renovación y actualmente ostenta la categoría de 4*. La situación no podía ser mejor: con varios metros a escasos 5 minutos del hotel que te llevará al Centro o al mercadillo de Notting Hill en tan solo unas paradas. Si vuelas a Heathrow también llegarás en solo 15 minutos desde Paddington.</p>

<p style="text-align:justify;">La fachada del hotel no podía ser más auténtica: casas de estilo victoriano rodean el edificio principal en una zona residencial muy tranquila, llena de zonas verdes. Dos grandes maceteros con cañas de bambú te dan la bienvenida. El Hall es pequeño pero acogedor. El personal es ciertamente amable y todo tiene un toque español en mayor o menor medida. De hecho casi todo el mundo habla castellano, pero si tienes duda ni siquiera hace falta preguntar, tan solo fíjate en las placas que tienen colgadas en los uniformes donde cada bandera indica los idiomas que habla cada uno.<br />
Las habitaciones tienen un toque moderno y urbano al mismo tiempo. Muchas de ellas tienen una parte de la pared con ladrillo visto, que le proporciona calidez y estilo al mismo tiempo. Tuve la posibilidad de ver varias habitaciones y las individuales son algo pequeñas, era de esperar en Londres&#8230;<br />
Las Dobles y las Executive están bastante mejor, mucho más amplias y espaciosas. Para aquellos que vamos de trabajo, es muy práctico contar con un planta pantalones que ayuda a eliminar las arrugas que acumulan los trajes de chaqueta después de tantas y tantas horas de reunión, metro o presentaciones interminables. También y como no podía de ser otro modo en el Reino Unido, en las habitaciones podrás prepararte un café o té sin suplemento alguno.<br />
Es muy importante que no olvides comprar un adaptador de corriente porque normalmente en los hoteles solo hay uno en el cuarto de baño. Si te acuerdas, no te preocupes siempre hay sitios donde te lo venden, incluso hay recepciones que te lo alquilan o te lo prestan.<br />
Junto a Recepción encontrarás un pequeño Snack Bar donde tomar un café, o comer algo ligero. Lo que para mí no tiene precio es poder comer comida española en pleno centro de Londres. ¿sabéis lo que es tomar pan con tomate como aperitivo? ¿o tomarte una tostada con aceite, jamón y tomate por las mañanas?. Sinceramente, y como diría el anuncio de MasterCard, no tiene precio!! El restaurante está en la planta -1.<br />
El wifi es de pago, aunque muy cerca de Recepción existen dos ordenadores con internet gratuito para sus clientes. Esto es inconcebible hoy en día en una ciudad como Londres…</p>
<p style="text-align:justify;">En Londres puedes encontrar tantas diversiones como quieras: monumentos, museos, restaurantes, etc… A grandes rasgos os daré algunos consejillos de los lugares que considero fundamentales:</p>
<p style="text-align:justify;">-Big Ben: mítica torre con uno de los relojes más conocidos del mundo.</p>
<p style="text-align:justify;">-Abadía de Westminster: simplemente genial, merece la pena perderte por ella y pasear por los alrededores. Junto al Big Ben.</p>
<p style="text-align:justify;">-Museo de Cera (Madame Tussaud): todos los famosos tienen su sitio en este famoso museo. Algo caro pero merece la pena.</p>
<p style="text-align:justify;">-Eye of London: es la noria desde la que se divisa Londres entero. Los días con buena climatología se puede ver incluso Windsor (a 40 Km. de la ciudad).</p>
<p style="text-align:justify;">-Cambio de la Guardia en el Palacio de Buckingham. Suele ser a las 11.00 hrs, pero dependiendo si es invierno o verano cambian los días. Mejor consultar antes y llegar con tiempo.</p>
<p style="text-align:justify;">-British Museum: es increíble ver la cantidad de antigüedades que se concentran aquí. Momias, trozos del Partenón… impresionante!</p>
<p style="text-align:justify;">-Picadilly Circus: una de las plazas más concurridas de la ciudad. No te la pierdas de noche con sus famosos neones al más puro estilo neoyorquino.</p>
<p style="text-align:justify;">-China Town: a tan solo unos minutos a pie de Picadilly, una vez que te adentras en este barrio parecerá que habrás cambiado de ciudad…</p>
<p style="text-align:justify;">-Covent Garden: también se puede ir a pie desde Picadilly aunque tienes una parada propia más cercana. Es una zona llena de bares y cafeterías donde se puede echar un buen rato disfrutando de un ambiente incomparable.</p>
<p style="text-align:justify;">-Mercadillos de Camden Town y Notting Hill: cada uno con su estilo propio. En Camden encuentras quizás más ropa alternativa y prendas de ante y cuero durante los meses de invierno. Si te gustan las antigüedades, Notting Hill es tu mercadillo.</p>
<p style="text-align:justify;">-Compras: Sin duda alguna las tiendas de mayor renombre se encuentran en Regent Street, Bond Street y las calles anexas. Como curiosidad y para los que le guste Abercrombie &#38; Fitch, deciros que la única tienda que hay en Europa está en Savile Street, que es la continuación de Vigo Street, según caminas desde Picadilly y hasta Langham Place.<br />
Por supuesto, no puedes dejar de hacer una visita a los famosos Almacenes Harrods.</p>
<p style="text-align:justify;">-Torre de Londres: Junto al famoso puente de color azul, podréis acceder al recinto de la Torre de Londres. Un recinto muy bien cuidado, con muchas zonas verdes y varios edificios que representan diversas salas, todas ellas muy ligadas a la historia de la ciudad y los logros de sus tropas militares. En una de las salas podréis ver las famosas “Joyas de la Corona”.</p>
<p style="text-align:justify;">-Hyde Park: el pulmón de la ciudad. Todo un clásico. Similar a los grandes parques de las capitales como el Retiro de Madrid y el Central Park de nueva York. Los días soleados es muy relajante pasear o hacer deporte en el parque.</p>
<p style="text-align:justify;">Hay millones de cosas más para ver y hacer en Londres, pero con estas tienes para empezar…</p>
<p style="text-align:justify;"><strong>Lo Peor:</strong> Quizás lo pequeña que eran las habitaciones individuales (sobre todo la 526) y que el wifi no fuera gratis.</p>

<p>I think the idea of a God who is constantly expressing himself in relationship to himself and to his creation is something I want to explore.  It is so beautiful to know that this God preserved in Judaism is one who reaches down to his creatures.  And today I saw the cross.  He reached down to such an extent as to become one of his creatures and even to die by their hands.</p>
<p>I think I can love a Triune God partly because he loves me but also because he can love himself &#8220;drawing life from and pouring life into each other &#8211; a communion of love&#8221;</p>
<p>And isn&#8217;t that what we need in a world where we tend to bend into ourselves, our needs, wants and selfish and self destructive obsessions.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>This year has been filled with so much death.  Seems like everyone in our community has felt it&#8217;s cold touch and it does make me ask the question.  We&#8217;ve prayed and prayed but it just doesn&#8217;t seem to change anything.  It&#8217;s like we pour our hearts out and nothing.</p>
<p>There seems to be no peace; no shalom; no wholeness in our community.  All that remain are a broken people who have been torn down and torn down again.  I find that when you are dealing with grief, you avoid those who aren&#8217;t and gravitate to those who are.  There is a special kinship between those experiencing a pain so deep and a hurt that is so heavy.</p>
<p>It&#8217;s hard to imagine a God of peace and life in this year.  It&#8217;s hard to have that image of him and perhaps it&#8217;s better that we didn&#8217;t.  Perhaps this is the year of the Jesus that wept.  The broken and grieving Jesus.  He knew that heaviness that comes.  That cloud that travels wherever you go not because you carry it but because of all the pity others relish on you.</p>
<p><em>I wrote that half a month ago, before the Regent Retreat and things haven&#8217;t changed much.  For me, I still carry around that sorrow and sometimes I feel like I don&#8217;t belong.  I don&#8217;t belong in the happiness or the laughter.  All that is left for me is darkness and sorrow.</em></p>
<p><em>But</em></p>
<p><em>at retreat, I was reminded of the others who had left their homes to come and the mixture of joy and sadness that accompanied them.  It was there that someone also reminded me that Jesus was a man acquainted with sorrows.  I am there.  In between the joy and excitement that comes from doing what I love and torn between the memories and deep sadness that come from loss.  But I am ever so grateful and glad that there is another man who was close to sorrows.  Nothing changes but everything is different.</em></p>

Ideally, the rest of my time will be dedicated to my thesis. I&#8217;m hoping I can set aside a typical 9-5 study time and have the rest of the day to relax like regular working ppl&#8230; we&#8217;ll see how long I can last with this studying philosophy.</p>
<p>I&#8217;ve also joined a community group at Regent this term. It&#8217;s being led by Rod Wilson (the school&#8217;s president) and his wife, Bev. First meeting was today and it looks to be an eclectic group filled with some foodie types (apparently next week the newbies in the group like myself will try <a href="http://en.wikipedia.org/wiki/Nattō">Natto</a>, a japanese fermented bean dish).</p>
<p><strong>Student Ministries</strong></p>
<p>I&#8217;m hopping on board the VCF ministries over here. I met up with the local staff and attended a student dinner over the weekend. It was great hanging around students again and meeting fellow staff who are passionate about mentoring students. I&#8217;m wanting to commit to this group, and hopefully get some nice data for my thesis as well.</p>
<p><strong>Anticipating the Olympics</strong></p>
<p>Yes&#8230; the Olympics are coming up soon (only 5 months away!). I now know I&#8217;ll be volunteering as some kind of driver&#8230; you figure they might&#8217;ve hired me because of my Ontario driving experience (which is worlds better than the typical Vancouver driver), but who knows?</p>

Det är den danska dronningen Margrethe. Dels ger hon intryck av att vara naturlig och dels av att vara en personlighet. Dessutom är hon begåvad som konstnär. Nu har hon skapat såväl dekor som kostymer till filmen &#8220;De vilde svaner&#8221;. Hon medverkar också som statist i filmen. Vilken annan regent kan tänkas göra något liknande.</p>
<p><img class="alignright size-medium wp-image-599" title="Margrethe II" src="http://amalter.wordpress.com/files/2009/09/margrethe-ii.jpg?w=183" alt="Margrethe II" width="146" height="240" />Filmen fick inte särskilt lysande rescentioner i pressen, men Berlinske säger att Margrethes bidrag gör den värd ett besök skriver <a href="http://www.kvp.se/nyheter/1.1708589/dronningen-hyllades-efter-filmpremiaren" target="_blank"><strong>Expressen</strong></a><strong>,</strong> som vidare säger att publiken på premiärföreställningen gav henne stående ovationer.</p>
<p>Till en sådan annorlunda regent väljer jag ett lite annorlunda frimärke. Det är det som gavs ut till hennes 60-årsdag 2000. På ett vis gör väl märket inte henne full rättvisa: Det är ett färglöst porträtt och dessutom lite vagt i konturerna, två egenskaper hon definitivt inte besitter.</p>

<p>Mencintai pekerjaan adalah hal yang sangat penting. Jika tidak mencintainya, sebagus apa pun gaji yang ditawarkan, tentu tidak akan membuat kita bahagia. Namun, apa jadinya kalau kita malah tidak bisa melanjutkan pekerjaan yang sangat kita cintai?</p>
<p>Mungkin begitu kira-kira perasaan Kobayashi Daigo ketika orkestra tempatnya bergabung terpaksa dibubarkan. Sebagai pemain cello, ia sangat senang berada bersama orkestra tersebut. Ia sendiri baru saja membeli sebuah cello seharga 18 juta yen. Sayangnya, dari sekian pertunjukan yang mereka bawakan, tidak banyak yang mau menyaksikan pertunjukan mereka. Pemilik orkestra pun terpaksa membubarkan kelompok orkestranya. Dan bagi Daigo, hal ini berarti bencana.</p>
<p>Tidak seperti dugaan saya sebelumnya, film ini sama sekali tidak berhubungan dengan dunia orkestra. Sebaliknya, dunia musik itu hanya sebagai pelengkap dari film ini. Musik menjadi bagian dari masa lalu dan masa kini Kobayashi Daigo, sesuatu yang bergeser dari profesi ke hobi.</p>
<p><strong><!--more-->Berbeda daripada film biasa</strong><br />
Film ini merupakan film drama yang unik, yang mengangkat tema yang berbeda daripada film biasanya. Dikemas dengan sejumlah pemandangan alam di Yamagata yang sangat indah, plus sisipan musik-musik yang sangat indah. Bagi saya, tidak ada film seperti ini sebelumnya. Tidak mengherankan kalau film ini kemudian mendapat penghargaan juga untuk kategori <em>Best Screenplay</em> dan Yojiro Takita pun diganjar <em>Best Director</em> lewat arahannya yang amat baik.</p>
<p>Bagian pertama dari film ini menunjukkan sebuah langkah berani: membuang masa lalu dan memulai awal yang baru. Setelah memutuskan berhenti menjadi pemain cello dan kembali ke kampung halamannya di Yamagata bersama istrinya, Daigo harus mulai mencari pekerjaan. Terdorong oleh sebuah iklan di surat kabar lokal, ia melamar ke perusahaan, NK Agent, dan langsung diterima pada hari ketika ia melamar. Tidak hanya itu, ia langsung mendapat gaji di muka.</p>
<p>Namun, ia tidak benar-benar paham apa yang dikerjakan perusahaan yang hanya digarap oleh tiga orang termasuk dirinya. Sampai suatu ketika ia memahami bahwa perusahaannya melayani persiapan pemberangkatan jenazah. Dan ketika untuk pertama kali berurusan dengan jenazah yang sudah beberapa hari meninggal, ia benar-benar tidak tahan menghadapinya.</p>
<p>Seperti kata pepatah, ala bisa karena biasa, semakin ditekuni, semakin Daigo bisa mengikuti pekerjaan barunya. Tidak hanya itu, ia malah mengagumi cara Sasaki, bosnya, menangani jenazah, mengubah jasad yang pucat menjadi tampak segar kembali. Ditambah lagi dengan jam kerja yang relatif santai, membuat ia menjadi sangat menyukai pekerjaannya itu. Sampai akhirnya ia menyadari bahwa banyak orang yang memandang negatif pada profesi yang ia kerjakan. Terlebih ketika akhirnya sang istri mengetahui pekerjaannya.</p>
<p><strong>”The gift of last memories”</strong><br />
Film ini menghadirkan serangkaian peristiwa yang menyentuh. Ketika Daigo dan atasannya, Sasaki, mempersiapkan jenazah sebelum dimasukkan ke dalam peti, kita akan diajak melihat berbagai sikap ditunjukkan oleh mereka yang akan memberangkatkan jenazah itu. Dari situ kita juga diajak untuk merasakan kepedihan keluarga yang menyaksikan persiapan tersebut.</p>
<p>Persiapan jenazah yang dilakukan meliputi melepaskan pakaian yang digunakan oleh jenazah saat meninggal, lalu membasuh tubuh jenazah, mengenakan pakaian bersih, sebelum akhirnya merias wajah jenazah.</p>
<p>Tindakan pembasuhan tubuh jenazah ini ternyata mengandung nilai filosofis tersendiri. Tindakan ini dianggap penting meskipun merupakan langkah kedua dari persiapan jenazah. Pembasuhan ini secara simbolis berarti membasuh tubuh dari seluruh keletihan, kepedihan, dan beban dunia yang ditanggung oleh seorang yang sudah meninggal. Pembasuhan ini sekaligus sebagai pemandian pertama bagi jiwa yang memasuki kehidupan baru.</p>
<p>Pandangan ini dilanjutkan dengan pandangan mengenai kematian. Kematian dianggap bukan sebagai akhir dari segalanya. Kematian merupakan semacam pintu gerbang. Seorang yang meninggal, akan melalui pintu gerbang tersebut melangkah menuju kehidupan selanjutnya. Untuk mengantarkan jenazah itulah dua pekerjaan dilakukan. Pekerjaan pertama ialah pekerjaan yang dilakukan oleh Daigo dan Sasaki. Sementara pekerjaan selanjutnya dilakukan oleh petugas kremasi atau pemakaman.</p>
<p>Karena merupakan suatu pekerjaan yang mengantarkan jenazah, mereka yang ditinggalkan berusaha untuk memberikan kenangan terakhir. Melalui pengurus pemakaman, jenazah pun dipersiapkan dan didandani sedemikian rupa. Jenazah yang semula sudah dingin, kembali dibuat segar untuk selamanya. Dan pekerjaan ini harus dilakukan dengan ketenangan, ketelitan, dan yang lebih penting dengan penuh perasaan. Sampai pada akhirnya jenazah tersebut diberangkatkan. Semua ini dilakukan dengan tenang dan penuh keanggunan.</p>
<p><strong>Risiko pekerjaan</strong><br />
Setiap pekerjaan selalu menghadirkan risiko, apa pun pekerjaan itu dan di mana pun pekerjaan itu dilaksanakan. Demikian juga dengan menjadi profesional yang mempersiapkan jenazah sebelum dimakamkan atau dikremasi. Ketika pertama kali melamar, Daigo langsung diterima tanpa harus melewati serangkaian tes. Namun, profesi yang ia kerjakan itu justru merupakan profesi yang tak dipilih oleh kebanyakan orang.</p>
<p>Bagi sebagian besar orang, menyentuh mayat adalah sesuatu yang kotor. Pandangan ini tampaknya dianut juga di Jepang. Tidak heran ketika sang istri mengetahui pekerjaan Daigo, ada penolakan keras dalam dirinya. Dan ini jelas membuat Daigo bimbang: mengikuti kemauan istrinya, ia akan kehilangan pekerjaan sekaligus kehilangan atasan yang baik.</p>
<p>Bagaimanapun juga, nilai sebuah pekerjaan tidak bisa dilihat hanya sebatas itu. Ketika kita bisa menjalankan pekerjaan kita dengan penuh dedikasi apalagi loyalitas tinggi, pekerjaan itu jelas akan memberi nilai yang lebih. Bukan tidak mungkin orang lain akan sangat bersyukur karena apa yang telah kita kerjakan. Tentu saja selama pekerjaan itu tidak merugikan orang lain. Rasanya inilah salah satu nilai yang bisa diambil dari film ini.</p>
<p>Dedikasi dan loyalitas memang dua hal yang sangat mahal dan mungkin jarang ditemukan pada masa kini, terutama loyalitas. Namun, hal ini menjadi penting ketika hendak meyakinkan orang akan pekerjaan yang kita lakukan. Karena dua hal inilah Mika, sang istri, bisa memahami bahwa pekerjaan Daigo adalah pekerjaan yang berharga, apa pun pandangan orang lain.</p>
<p><strong>Daigo dan konflik batin</strong><br />
Konflik batin pertama dialami Daigo ketika memutuskan berhenti menjadi pemain cello profesional. Fakta ini jelas sangat memukulnya. Karena dalam film ini, kita juga melihat bagaimana ia sudah belajar musik sejak masih anak-anak. Namun, kelompok orkestra mereka ternyata tidak digemari orang. Kondisi ini semakin berat lagi karena ia baru membeli cello seharga 18 juta yen, tanpa sepengetahuan istrinya. Karena tidak mungkin membayar sisanya, ia memutuskan berhenti menjadi pemain cello. Kita bisa melihat masalah ini diselesaikan Daigo dengan mengambil langkah berani: berhenti sebagai pemain cello profesional.</p>
<p>Konflik selanjutnya melibatkan Mika. Semenjak bekerja sebagai profesional yang mempersiapkan jenazah, Daigo tidak pernah memberi tahu seperti apa pekerjaannya itu kepada istrinya. Ada beberapa hal yang mungkin membuatnya tidak menceritakan profesinya itu pada sang istri. Pertama, ia belum benar-benar memahami seperti apa pekerjaan yang akan ia lakukan, meskipun sejak pertama ia sudah mendapat penjelasan dari atasannya. Ia masih tetap bingung apalagi ketika disuruh menjadi model untuk video tata cara mempersiapkan jenazah. Hal kedua, ketika sudah menikmati pekerjaannya, ia jadi benar-benar lupa untuk bercerita lebih jauh soal pekerjaannya itu pada sang istri. Mungkin juga karena Mika tidak pernah lagi mempertanyakan profesinya, kecuali saat pertama kali Daigo diterima bekerja. Maka ketika Mika mengetahui profesi Daigo, ia merasa kecewa karena tidak mendapat penjelasan dan seketika meminta Daigo untuk berhenti. Ini jelas memberi beban bagi Daigo, yang berujung pada keputusan Mika untuk pulang ke rumah orang tuanya, sampai Daigo benar-benar berhenti.</p>
<p>Konflik ketiga terkait dengan relasi Daigo dengan ayahnya. Selama ini ia memandang ayahnya sebagai orang yang tidak bertanggung jawab. Ayahnya meninggalkan ia dan ibunya saat ia masih kecil, sampai-sampai ia tidak lagi mengingat bagaimana wajah ayahnya. Sang ayah disebut-sebut meninggalkan mereka dan hidup dengan wanita lain. Keputusan sang ayah itu membuat Daigo tidak bisa menerimanya sebagai seorang ayah.</p>
<p>Kemudian pada bagian akhir film ini, ia menerima kabar bahwa ayahnya meninggal. Semula ia berkeras tidak ingin melihat sang ayah, sampai bujukan rekan kerja dan Mika mendorongnya untuk melihat sang ayah untuk yang terakhir kalinya. Dan saat itulah ia baru menyadari bahwa ayahnya menjalani hidup yang menyendiri sejak meninggalkan Daigo dan ibunya. Saat itu pulalah ia menyadari bahwa meski meninggalkan keluarganya, sang ayah masih tetap menyayangi Daigo.</p>
<p><strong>Percikan pluralitas</strong><br />
Seperti yang kita ketahui, Jepang merupakan negara dengan penganut Budha aliran Shinto yang terbesar. Persentase agama lain sangatlah kecil. Meskipun demikian, film ini menghadirkan sepercik nilai pluralitas. Ketika Daigo diminta untuk memainkan cellonya oleh atasan dan rekannya pada malam Natal, Sasaki menegaskan bagi mereka tidak masalah hendak memainkan lagu yang berhubungan dengan agama apa pun. Perusahaan mereka tidak mempersoalkan masalah agama, mereka akan melayani semua permintaan.</p>
<p>Pada satu sisi, mungkin itulah sisi bisnis. Tidak memikirkan masalah agama dan keyakinan. Selama memberikan keuntungan, tidak masalah siapa yang menjadi pelanggan. Meskipun demikian, tidak salah juga menganggap bahwa keputusan demikian akan berdampak pada sikap pluralitas, tidak berat sebelah pada penganut kepercayaan apa pun, yang penting memberi pelayanan terbaik.</p>
<p><strong>Para tokoh</strong><br />
Kobayashi Daigo, diperankan oleh Masahiro Motoki. Dalam film ini, ia menunjukkan kemampuan beraktingnya dengan luar biasa. Mulai dari memainkan cello, sampai bagaimana ia menjalankan tugasnya mempersiapkan jenazah. Air muka, pembawaan, dan sikap yang ia tunjukkan dalam memperlakukan jenazah menunjukkan keseriusannya. Mungkin hal-hal inilah yang membuat ia meraih penghargaan sebagai aktor terbaik pada beberapa festival film.</p>
<p>Sementara itu, karakter pendukung lainnya juga hadir dalam posisi yang baik guna mendukung cerita film ini. Misalnya, Ryoko Hirosue, yang memerankan Mika. Ia tampil sebagai seorang istri yang pada awal cerita mendukung suaminya, namun kemudian berbalik menentang profesi sang suami karena menganggap profesi itu tidak normal. Meski demikian, ia menunjukkan cintanya kepada sang suami dan kembali kepada Daigo. (Walaupun kita bisa menganggap keputusannya untuk kembali ini karena ia telah mengandung seorang bayi.)</p>
<p>Adapun Sasaki, mungkin menjadi seorang atasan yang ideal. Ia tidak bersikap sebagai seorang atasan yang otoriter. Sebaliknya, ia menjadi seorang pembimbing yang baik bagi Daigo sampai Daigo mampu menjalankan prosesinya. Kebaikan hati Sasakilah yang mungkin membuat Daigo membatalkan niatnya untuk berhenti.</p>
<p>Salah satu karakter penting lain ialah sang kakek yang dijumpai Daigo di pemandian umum masa kecilnya. Kakek yang ternyata bekerja sebagai petugas di rumah kremasi itu menjadi pelengkap dari rangkaian pelepasan jenazah.</p>
<p><strong>Plot</strong><br />
Film ini tidak menggunakan plot yang membingungkan. Jalan ceritanya juga sangat mudah dipahami. Secara umum, hanya ada sekali kita diajak untuk melihat masa lalu Daigo dalam durasi yang lebih panjang, yaitu ketika orkestra dibubarkan sampai ia mendapat pekerjaan baru sebagai profesional pengurus persiapan pemberangkatan jenazah.</p>
<p>Meski dari sisi jenis plot terbilang sederhana, toh nilai-nilai yang dihadirkan memang membuat film ini layak ditonton. Simbol-simbol, nilai-nilai filosofis, etos kerja, dan nilai moral lain merupakan hal berharga yang bisa ditarik dari film ini. Kita juga sekaligus diajak untuk melihat bahwa ada alasan mengapa kita perlu memperlakukan</p>
<p>Pada bagian akhir cerita kita melihat bagaimana simbolisasi perasaan sayang sang ayah pada anak. Perasaan ini disimbolkan dengan batu yang telah menjadi begitu halus, batu yang digenggam erat sang ayah dalam meninggalnya. Secara simbolis juga kita melihat bagaimana Mika berharap perasaan sang ayah itu bisa diteruskan kepada anak mereka.</p>
<p><strong>Penghargaan</strong><br />
Film ini secara resmi dirilis di Jepang pada bulan September 2008. Tidak tanggung-tanggung, dalam ajang Japanese Academy Awards ke-32, film ini menyabet sepuluh penghargaan, meliputi <em>Best Film</em>, <em>Best Director</em> (Yojiro Takita), <em>Best Actor</em> (Masahiro Motoki), <em>Best Supporting Actress</em> (Kimiko Yo), <em>Best Supporting Actor</em> (Tsutomu Yamazaki), <em>Best Screenplay</em> (Kundo Koyama), <em>Best Cinematography</em>, <em>Best Lighting</em>, <em>Best Sound</em>, dan <em>Best Editing</em>.</p>
<p>Tidak hanya penghargaan lokal, penghargaan internasional pun diraih. Oscar untuk Best Foreign Language Film pun diraih. Selain itu, film ini juga memenangkan Grand Prix des Ameriques pada 32<sup>nd</sup> Montreal World Film Festival, Mercedes Benz Audience Awards untuk<em> Best Feature</em> pada Palm Springs International Film Festival, Kinema Junpo Awards untuk <em>Best Film</em>, <em>Best Director</em>, <em>Best Screenplay</em>, dan <em>Best Actor</em>, serta Audience Award pada 28<sup>th</sup> Hawaii International Film Festival.</p>

<description><![CDATA[Today, at my first day of orientations at Regent College we sang the song &#8216;In Christ Alone]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>Today, at my first day of orientations at Regent College we sang the song &#8216;In Christ Alone&#8217;.</p>
<p>This song always reminds me of my mother.  The one clear request she had for me was that it was to be sung at her funeral.  It was imperative to remember that our whole lives gravitate around Christ.  When I remember that, I think of the word witness.  Witness not in the sense of convictions or a set of beliefs but a tried and true experience that God is indeed good.  In the words of those much wiser, to taste and see that the Lord is good.  A witness about his ever present goodness that permeates everything in spite of all the seemingly bad.</p>
<p>I was reminded that as her journey ended, mine now began.</p>
<p>And how suitable that as her life ended with that song, this new stage of my life would begin with the same song.</p>
<p>I heard a phrase used today.  &#8220;it so happened that&#8221;.  Beautiful as we remember how God has and is acting.</p>
<p>His grace and sovereignty with human diligence and creativity.</p>
<p>That is how my journey is continuing.</p>

<p>The Internal Revenue Service is increasing scrutiny of  exempt organizations (nonprofits) and their governance standards. The IRS formed the Advisory Committee on Tax Exempt and Government Entities (ACT) which issued a report on June 11, 2008. The Report, The Appropriate Role Of The Internal Revenue Service With Respect To Tax-Exempt Organization Good Governance Issues, is published on the IRS web site (the link is attached below).</p>
<p>Corporate governance is the management and/or exercise of authority and control over a nonprofit organization. The objective of this report is to provide a framework that will assist the IRS as it seeks to balance the desirability of promoting good governance against the potential negative effects of their scrutiny.</p>
<p>A synopsis of the ACT Report is as follows:</p>
<p>In recent years, the subject of “good governance” and its potential to prevent wrongdoing, ensure compliance with the law, and enhance the overall effectiveness of the nonprofit sector has been a topic of enormous interest. It has had the attention of the media, Congress, the public, and the nonprofit community. The Internal Revenue Service (“IRS”) has significantly increased its own role with respect to promoting improved governance and has announced it plans to become even more active in the area. Under the circumstances, we thought this was an opportune time to consider what the appropriate role of the IRS is with respect to good governance practices by tax-exempt entities.</p>
<p>The IRS’s view that “a well-governed charity is more likely to obey the tax laws, safeguard charitable assets, and serve charitable interests than one with poor or lax governance” seems self-evident. At the same time, efforts to promote good governance are fraught with complexity. There are over 1.2 million organizations described in section 501(c)(3) today. Effective governance practices among these organizations will vary depending on numerous factors, including size, sophistication, location, available resources, and activities. Moreover, while we may all agree that governance matters, it is not at all clear that requiring specific governance practices results in greater compliance with the tax laws. In fact, superior board governance may have much more to do with the values, active engagement, and accountability of those in charge than with the adoption of procedures and policies.</p>
<p>The IRS has sought, to varying extents, to promote good governance practices in each of its five points of contact with tax-exempt organizations: in creating standards for exemption; on determination of exemption; on examination or in other compliance initiatives; in 990 reporting; and in education and outreach. Our report reviews each in turn to identify how governance is involved and to highlight some concerns.</p>
<p><strong><em>Governance Issues on Standards for Exemption.</em></strong> While Congress has not required the adoption of specific governance practices as a condition for exemption under section 501(c)(3), there are a limited number of situations where the IRS has mandated specific governance practices as a condition for exemption in precedential (sometimes nonprecedential) rulings and other documents. Most of these arise in the health care arena, although the IRS requires a conflict of interest policy in certain low-income housing joint ventures.</p>
<p><strong><em>Governance Issues Involving Determinations.</em></strong> Both stages of the determination process—the completion and submission of Form 1023; and the administrative process where the IRS determines whether exemption is merited—address governance matters. We were not able to find guidance as to how the IRS takes governance issues into account in the determination process, except in limited instances in the health care and low-income housing joint venture areas</p>
<p><strong><em>Governance Issues Involving Form 990 Disclosure.</em></strong> The addition of a number of governance-related questions to the recently redesigned Form 990 serves as further demonstration of the IRS’s growing involvement in the area. The IRS’s approach to the redesigned Form 990 for 2008 has been a model of inclusiveness and collaboration. We believe in large part the governance questions on the redesigned Form 990 for 2008 are appropriate and formulated in a relatively neutral manner, recognizing that true neutrality is an unattainable goal. The inclusion of the questions, however, inherently (and intentionally) suggests that the IRS supports adoption of specific governance policies and practices. The danger then is that organizations will take the path of least resistance and adopt the policies and practices whether or not they are appropriate for them, or effective in their context.</p>
<p><strong><em>Governance Issues in the Examination or Other Compliance Initiative Context.</em></strong> As with determinations, the IRS considers an organization’s governance in the context of an audit or other compliance initiative. However, the audit context differs significantly from determinations in that the organization has a track record and the IRS is, or should be, considering the organization’s actual operations in ascertaining whether the organization qualifies for exemption.</p>
<p><strong><em>Governance Issues in Education and Outreach.</em></strong> In recent years, the IRS has been active in addressing governance issues as part of its education and outreach efforts. Although these initiatives do not have the force of law, the structure of these pronouncements can and does signal IRS’s expectations regarding charitable organization governance. We believe the IRS has an important role to play in this area. We note, however, that efforts to promote good governance are fraught with complexity.</p>
<p><strong>The IRS should remain mindful of the following set of cautionary concerns:</strong></p>
<ul>
<li>Beware the law of unintended consequences.</li>
<li>The power to inquire is the power to punish.</li>
<li>Governance is an unfunded mandate.</li>
<li>One size does not fit all.</li>
<li>Conventional wisdom is not empirical evidence.</li>
<li>Good governance cannot be captured in a “punch list.”</li>
<li>Policies are not practices.</li>
<li>Bad policies can lead to bad practices.</li>
<li>The bully pulpit is a form of regulation.</li>
<li>Exempt organizations are governed by boards, not by the IRS.</li>
</ul>
<p>These concerns should be considered by the IRS in any instance in which the IRS inquiries or opines about matters of nonprofit governance. However, the inherent risks and the need for caution are not of equal sensitivity in all circumstances. Therefore, we offer a framework and recommendations that take these concerns into account in our consideration of the appropriate role of the IRS with respect to nonprofit governance.</p>
<p>We conclude our report with 12 recommendations we hope the IRS will find useful as a framework in helping it navigate appropriately between its mandate to ensure compliance with the tax laws and the broader and more aspirational goal of promoting good governance in the sector. We recognize that in a number of instances the IRS already follows or substantially follows these recommendations, but we include all 12 to ensure a complete framework.</p>

<li>Governance Inquiries Should Be Made And Comments Addressed In As Neutral A Manner As Possible Under the Circumstances.</li>

<li>The IRS Should Expressly Acknowledge When Governance Practices About Which It Is Inquiring Or Which It Is Addressing Are Not Required.</li>

<p>The topic, Governance, is just one topic of many that will make up the national CPE for EO Agents and Managers. Our topic addresses the governance project and the governance section of the new 2008 Form 990. Specifically, we will instruct agents on the elements of governance and how it relates to exempt organizations. This will include, but is not limited to:</p>

Nonprofit officials and philanthropy experts interviewed by The Associated Press agreed that tax consequences are a secondary factor for many donors.</p>

<p style="font-size:1em;line-height:1.65em;">Obama’s plan for nonprofits and community service, entitled Plan for Universal Voluntary Citizen Services (it can be downloaded by going to <a style="text-decoration:none;color:#b54141;border:1px solid white;" href="http://www.barackobama.com/issues/service/" target="_blank">http://www.barackobama.com/issues/service/</a> and clicking on Read the Plan), focuses on making community service more appealing and accessible to Americans and improving the effectiveness and innovation of nonprofit community service organizations.</p>
<p style="font-size:1em;line-height:1.65em;">To increase the capacity of nonprofits, Obama’s plan focuses on innovation and expansion of nonprofits through the creation of a new government-supported nonprofit called the Social Investment Fund Network. The Social Investment Fund Network’s aim is to provide nonprofits with the same opportunities for research and development that private sector companies have. Through this agency, private sector funding (leveraged through government seed money) would be distributed to eligible nonprofits to “improve local innovation, test the impact of new ideas and expand successful programs to scale.” The Social Investment Fund Network would be housed within the larger Social Entrepreneurship Agency for Nonprofits, an agency that Obama plans on creating to “build the capacity and effectiveness of the nonprofit sector.”</p>
<p style="font-size:1em;line-height:1.65em;">The overarching goals of the agency include:</p>
<p style="font-size:1em;line-height:1.65em;">• Improving coordination of programs that support nonprofits across the federal government<br />
• Fostering nonprofit accountability<br />
• Streamlining processes for obtaining federal grants and contracts, and eliminating unnecessary requirements<br />
• Removing barriers for smaller nonprofits to participate in government programs</p>
<p style="font-size:1em;line-height:1.65em;">Beyond innovation and expansion of nonprofits, Obama’s attempt to make volunteering for nonprofits and community service organizations more appealing to Americans may also help nonprofits find more willing and committed volunteers to help them provide services.  It is up to nonprofit organizations to let him know that nonprofits and their resources and constituencies are vital to the strength and fabric of this country.</p>
