<title><![CDATA[The Looming Silent Tsunami ]]></title>

<p>Yesterday, I attended an event at the Brookings Institution, the focus of which was the “silent tsunami,” a term coined by the World Food Program’s Josette Sheeran to describe the growing global food crisis. The panel was comprised of Sheeran, World Bank President Robert Zoellick and Samuel Worthington, President of InterAction, a coalition of U.S.-based NGOs that deal specifically with issues of poverty. To call the topic of discussion dismaying would be a profound understatement. I’ve covered food security a few times before, especially at the height of the crisis in 2008 when food prices around the world were leading political instability in several countries.. Things were bad then, but they can in fact get much worse in the years ahead.</p>
<p>As it stands, some 17% of the world’s growing population lives in hunger and 90% of malnutrition can be found in only 36 countries. Worse, with a little more than 5 years left until 2015, the Millennium Development Challenge goal of reducing global poverty and hunger by 50% seems highly unlikely. With the current global financial crisis, donor countries are finding it increasingly difficult to contribute to organizations such as the World Food Program. And the programs that do exist have neglected agricultural development. All of this while global food prices have increased by 50% since 2000.</p>
<p>According to World Bank estimates, more than 53 million more people will be pushed into extreme poverty as a result of the current crisis. What, if anything, is the solution? What is needed, according to the panelists, is for governments to take ownership of food security issues by implementing targeted safety nets. Food stamps here in the United States, for example, are an effective safety net. Sheeran mentioned Brasil’s Bolsa Família, a safety net program started in 2003 as part of the countries larger Fome Zero plan of eradicating extreme poverty, as a successful model. One reason that Bolsa Família is so powerful is that it is targeted. Under the program, poor Brasilian families are given stipends, but only on the condition that parents put their children in school and have them vaccinated and that pregnant women seek neonatal care. The highly successful program reaches more than 11 million families in the country, especially those in the Nordeste, where poverty is most acute.</p>
<p>The program’s success has also been credited to the fact that the direct cash transfers are preferably made to the mother.  The program is hailed as one of the best anti-poverty measures in the world. According to the World Bank, “Ninety-four percent of the funds reach the poorest 40 percent of the population. Studies prove that most of the money is used to buy food, school supplies, and clothes for the children.”</p>
<p>What is needed is for all governments to adopt a similar strategy that gives agency to the poor but also makes the assistance conditioned on other development goals, such as education. The food security issue must shift from a humanitarian one and into a program of long-term stabilization. Simply put, as the food crisis grows and donors are less capable of dealing with it, national governments must tackle the issue head-on and take ownership of poverty.</p>
<p>One part of the discussion specifically interested me. In discussing the causes of the food crisis, Zoellick, who has long championed free trade, mentioned the current impasse at the Doha Round as a contributing factor to global food insecurity. In fact, he mentioned trade barriers and the practice of hoarding as contributing to the crisis. Both these points are very valid.  The disconnect, at least in my eyes, is that while trade barriers do often exasperate some problems and lead to market inefficiencies, free trade itself can also make problems worse. For example, Sheeran mentioned the World Food Program’s program of buying all of its iodized salt from Senegal. Under free trade, iodized salt from Senegal would face a tough time competing with cheaper imported salt from the United States or China, putting Senegalese manufacturers out of business. If trade barriers produce negative results, what then are the shortcomings, if any, to the free trade paradigm advanced by Zoellick? Unfortunately, the question and answer session ended before I could ask him the question.</p>

<p>In <a href="http://www.corbettreport.com/mp3/2009-11-11%20Daniel%20Estulin.mp3">an exclusive interview</a> with The Corbett Report earlier today, Daniel Estulin revealed the behind-the-scenes details of <u>last week’s G20 Finance Minister’s meeting in St. Andrews, Scotland</u>. Many of these details come from actual G20 documents that his sources were able to sneak out of the meetings in spite of security measures which, Estulin notes, were unprecedented “even by Bilderberg standards.” These documents, which contain valuable information about the conference, are available at <a href="http://www.bilderbergbook.com/">BilderbergBook.com</a> and have been  <a href="http://www.corbettreport.com/cache/g20docs.pdf">mirrored on The Corbett Report homepage</a>. They were smuggled out at great personal risk and need to be disseminated widely.</p>
<p>The key issue discussed at the meeting, according to Estulin, was<strong> “the next step in globalization, which is the creation of the African Union.”</strong> This is part of an unfolding agenda of the ceding of national sovereignty to unnacountable regional governments which can more easily administer and implement the aims of the financial oligarchs. One of these aims is the elite’s <a href="http://www.prisonplanet.com/the-population-reduction-agenda-for-dummies.html">exhaustively documented</a> penchant for population reduction, including tying development aid to population control problems. <strong>“The creation of the borderless African continent will be spearheaded by the IMF.”</strong></p>
<p>One of the smuggled documents shows that an attendee had the IMF articles of agreement at the meeting and highlighted the fact that funds were made available “under adequate safeguards” to member nations. This is code speak for imposing draconian measures designed to <a href="http://www.gregpalast.com/the-globalizer-who-came-in-from-the-cold/">plunge countries into virtual servitude</a>, with the result that in Africa, countries spend <a href="http://www.africaaction.org/resources/issues/wbimf.php">five times more revenue on servicing their IMF debts</a> than they do on health care for their own citizens.</p>

<font face="arial" size="2">The meeting’s attendees, also identified in the smuggled documents, reads like a who’s who of the financial oligarchical elite, including leading Bilderbergers such as U.S. Treasury Secretary Timothy Geithner, Federal Reserve Chairman Ben Bernanke, World Bank President Bob Zoellick, Turkish Finance Minister Ali Babacan and British Finance Minister Alistair Darling and many others. The Trilateral Commission was also represented at the conference by Japanese members Yoshihiko Noda and Masaaki Shirakawa.</p>
<p>In the interview, Estulin discusses the G20’s debate on dumping the U.S. dollar which he first revealed would be on the meeting’s agenda in a press release last week. He indicates that the matter, although discussed, was rejected . “The American and the British delegations tried to persuade the Russian and the Chinese delegates to devalue the dollar and create a basket of currencies or another world currency to take the place of the dollar,” he said. “Luckily, both the Russians and the Chinese told the Americans and the British to go pound sand. They were not willing to do this.”</p>
<p>The idea that the Western financial oligarchs are aiming to dump the U.S. dollar is in line with <a href="http://therealnews.com/t/index.php?option=com_content&#38;task=view&#38;id=31&#38;Itemid=74&#38;jumival=4406">recent reports</a> that Goldman Sachs (whose members are <a href="http://www.nytimes.com/2008/10/19/business/19gold.htm?_r=1">suspiciously well connected</a> to the upper echelons of the U.S. Treasury) actually took up positions to short the housing market right before the crash. Although a pre-meditated attempt to bring about a financial collapse would appear not to be in the financial oligarch’s self-interest, it makes perfect sense when one considers this as a <a href="http://www.corbettreport.com/index.php?ii=94&#38;i=Documentation">problem-reaction-solution</a> operation of creating a problem in order to get the public to support a pre-determined solution. In this case, the endgame has always been to <a href="http://www.corbettreport.com/articles/20080721_breaking_the_economy.htm">use a financial collapse to usher in a New World Order</a>. Now, exactly as precicted, everyone from  <a href="http://www.youtube.com/watch?v=KD3BqK-9ZiU">Kissinger</a> to <a href="http://search.japantimes.co.jp/cgi-bin/eo20091108a1.html">Soros</a> is using the economic collapse to call for a new financial order of greater international (read: unelected, undemocratic and unaccountable) control over world financial markets. Indeed, just as the G20 was wrapping up, talking heads like Damon Vickers were starting to insert <a href="http://mediamonarchy.blogspot.com/2009/11/cnbc-new-global-currency-new-world.html">talking points about a new global currency and a “New World Order”</a> onto CNBC. Although it is good news that the dumping of the dollar failed to gain traction at this meeting, it by no means insures that this disastrous move will not continue to be pursued by the influential globalist financiers.</p>
<p>On a positive note, Canadian Finance Minister Jim Flaherty made a show of standing up for the people of the planet by noting that “the recent public policy of privatizing profits and socializing losses is unacceptable to taxpayers,” to which someone responded “Do you think they have noticed?” The response provoked laughter from the assembled oligarchs. Mr. Estulin has a message for the G20 oligarchs: “Gentlemen of the G20, in case you’re wondering: Yes, we the great unwashed have definitely noticed.”</p>

<p>Reuters, like the AP, doesn&#8217;t appreciate quoting from their articles.  So, for details follow the link from 11/10/2009:</p>

<p>Let&#8217;s summarize.  Former Bush Adminstration biggie Robert Zoellick who has moved on to become President of the World Bank thinks the dollar as a reserve currency is &#8220;relatively secure&#8221; but the Chinese yuan is going to become an alternative to the greenback. Zoellick muses that it might take 10-15 years and that we shouldn&#8217;t be &#8220;complacent&#8221; about the dollar.</p>
<p>As if anybody these days is complacent???  And, don&#8217;t you think that these comments just confirm the actions of Ben Bernanke and the Fed that are allowing the dollar fall?</p>
<p>Ah, but according to the <em>Telegraph </em>(U.K):</p>

<p>&#8220;Currency, along with a host of other issues, will come up, and I&#8217;m    confident that both the United States and China can arrive at a broad set of    policies that encourages trade that benefits both countries, that allows    ongoing economic growth,&#8221; said Mr Obama.</p>

<p>But Mr Obama will have to tread carefully as the Chinese government owns almost $800bn (£477bn) of US Treasuries, its largest foreign creditor.</p>
<p>Earlier in the day, the Chinese premier, Wen Jiabao, urged the US to &#8220;effectively    discharge its responsibilities&#8221; and &#8220;maintain an appropriate size&#8221; to its budget deficit.</p></blockquote>
<p>Yup.</p>
<p>A couple of days ago on CNBC, PIMCO&#8217;s Bill Gross made this point (see minute 4:30 on the video titled<em> <strong><a title="one" href="http://www.cnbc.com/id/15840232?video=1324489716&#38;play=1" target="_blank">America Still Number 1?</a>:</strong></em>)</p>
<blockquote><p>Gross notes that over the last year alone the depreciating dollar means that every single Treasury purchased by China, Japan etc with a 1 to 2 % yield has essentially generated a negative 13 to 14% return. Yes, NEGATIVE 13 to 14% return.</p></blockquote>
<p>Yeah, I guess Obama will HAVE to tread carefully.  China owns us and is not happy, especially about that negative return&#8230;</p>

<p><strong>Ini suara pembodek kapitalis.</strong></p>
<p style="text-align:justify;">Di Malaysia ekonomi kita yang bersandarkan eksport sedang menguncup. Zaman meleset – recession – akan sampai atau telah pun berada bersama kita. Pihak berwajib masih belum berani megakui hakikat ini.</p>
<p style="text-align:justify;">Pihak berwajib masih lagi dalam alam ‘denial’. Mereka lupa de nile ialah sebuah sungai di Mesir.</p>
<p style="text-align:justify;">Langkah terbijak dalam keadaan ini ialah menggariskan satu dasar ekonomi yang berasaskan pertanian dan bukan menggunakan teori <strong>Keynesian </strong>yang mengajukan kerajaan berbelanja membuat projek mega.</p>

<p style="text-align:justify;">Syarikat membuat kereta nasional seharusnya membuat injin yang bersangkutan dengan pertanian. Buat trektor bukan Kancil. Buat pembajak bukan Waja.</p>
<p style="text-align:justify;">Ramai warga akan kehilangan pekerjaan. Angka terus meningkat.</p>
<p style="text-align:justify;">Jenayah akan meningkat juga. Kes ragut, samun, rompak, pecah rumah akan meningkat. Kita tidak perlu dapat MBA dari Yale untuk mengetahui bahawa <strong>bila ekonomi merundum – jenayah akan naik</strong>.</p>

Non ne avrei neppure scritto, prendendola come uno dei tanti &#8220;al lupo, al lupo!&#8221; complottisti che nel corso degli anni abbiamo visto minacciare mille volte e mai realizzarsi. Sì, perché proprio di complotto si tratta: ma stavolta a riferirne è l&#8217;Independent e il giornalista nientemeno che Robert Fisk, quindi bisogna prenderlo sul serio per forza.</p>

<p style="text-align:justify;">Dice Fisk: Gli Stati Arabi stanno inaugurando mosse segrete con Cina, Russia e Francia per smettere di usare il dollaro come moneta di riferimento per il petrolio.(&#8230;) Incontri segreti sono stati già tenuti con i ministri delle finanze e i governatori delle banche centrali di Russia, Cina, Giappone e Brasile per lavorare su uno schema secondo cui il petrolio non sarà più prezzato in dollari.</p>
<p style="text-align:justify;">Le fonti sono quelle bancarie degli Stati coinvolti, dice Fisk. Niente a che vedere, a quanto sembra, con le solite voci delle Borse iraniane o i proclami di Chavez: stavolta si fa sul serio. E le ripetute insinuazioni da parte di Pietro Cambi su Crisis (ovvero che tutti scappino dal dollaro), che persino a me coblogger sembravano un tantino azzardate, cominciano a sapere proprio di verità. Cassandre.</p>
<p style="text-align:justify;">Sempre secondo l&#8217;articolo, ci si muoverà verso un paniere di valute che includerà anche l&#8217;oro. Questo forse spiega il vertiginoso aumento di prezzo degli ultimi mesi, e anche che probabilmente assisteremo ad una miracolosa conversione all&#8217;euro della Gran Bretagna. La transizione dal dollaro è pianificata in nove anni, entro il 2018, e fonti cinesi confidano nell&#8217;impegno dell&#8217;Amministrazione americana con la crisi economica per garantirsi la tranquillità dell&#8217;impresa.</p>
<p style="text-align:justify;">Non è facile immaginare le conseguenze di tutto ciò, talmente appaiono enormi e di portata epocale. Ad esempio, è possibile che il prezzo del petrolio per gli USA aumenti in modo vertiginoso. E&#8217; probabile poi che gli stati produttori, non più inondati a forza di dollari, smettano (finalmente, dal loro punto di vista) di comprare asset finanziari americani e rivolgano altrove gli investimenti dei proventi petroliferi. La Cina probabilmente li aspetta a braccia aperte, e infatti si percepisce benissimo come la Repubblica Popolare sia in prima fila nell&#8217;operazione.</p>
<p style="text-align:justify;">Non c&#8217;è da stupirsi che il Dalai Lama resti in anticamera.</p>

<p style="text-align:justify;">Quasi a simboleggiare il nuovo ordine mondiale, gli Stati arabi hanno avviato trattative segrete con Cina, Russia e Francia per smettere di usare la valuta americana per le transazioni petrolifere.</p>
<p style="text-align:justify;">Mettendo in atto la piu’ radicale trasformazione finanziaria della recente storia del Medio Oriente gli Stati arabi stanno pensando – insieme a Cina, Russia, Giappone e Francia – di abbandonare il dollaro come valuta per il pagamento del petrolio adottando al suo posto un paniere di valute tra cui lo yen giapponese, lo yuan cinese, l’euro, l’oro e una nuova moneta unica prevista per i Paesi aderenti al Consiglio per la cooperazione del Golfo, tra cui Arabia Saudita, Abu Dhabi, Kuwait e Qatar.</p>
<p style="text-align:justify;">Incontri segreti hanno gia’ avuto luogo tra i ministri delle finanze e i governatori delle banche centrali della Russia, della Cina, del Giappone e del Brasile per mettere a punto il progetto che avra’ come conseguenza il fatto che il prezzo del greggio non sara’ piu’ espresso in dollari.<br />
Il progetto, confermato al nostro giornale da fonti bancarie arabe dei Paesi del Golfo Persico e cinesi di Hong Kong, potrebbe contribuire a spiegare l’improvviso rincaro del prezzo dell’oro, ma preannuncia anche nei prossimi nove anni un esodo senza precedenti dai mercati del dollaro.<br />
Gli americani, che sono al corrente degli incontri – pur non conoscendone i dettagli – sono certi di poter sventare questo intrigo internazionale di cui fanno parte leali alleati come il Giappone e i Paesi del Golfo. Sullo sfondo di questi incontri valutari, Sun Bigan, ex inviato speciale della Cina in Medio Oriente, ha sottolineato il rischio di approfondire le divisioni tra Cina e Stati Uniti in ordine alla loro influenza politica e petrolifera in Medio Oriente. “Le dispute e gli scontri bilaterali sono inevitabili”, ha detto all’Africa and Asia Review. “Non possiamo abbassare la guardia in merito all’ostilita’ che fronteggiamo in Medio Oriente sugli interessi energetici e la sicurezza”.<br />
Questa frase ha tutta l’aria di una previsione pericolosa su una futura guerra economica tra Stati Uniti e Cina per il petrolio mediorientale – con il pericolo di trasformare i conflitti della regione in una lotta di supremazia delle grandi potenze. L’incremento della domanda di petrolio e’ piu’ marcato in Cina che negli Stati Uniti in quanto la crescita cinese e’ meno efficiente sotto il profilo energetico. Abbandonando il dollaro i pagamenti, stando a fonti bancarie cinesi, potrebbero essere effettuati in via transitoria in oro. Una indicazione della gigantesca quantita’ di denaro di cui si parla puo’ essere desunta dalla ricchezza di Abu Dhabi, Arabia Saudita, Kuwait e Qatar che insieme hanno, stando alle stime, riserve in dollari per 2.100 miliardi.</p>
<p style="text-align:justify;">Il declino della potenza economica americana strettamente connesso all’attuale recessione globale e’ stato riconosciuto dal presidente della Banca Mondiale Robert Zoellick. “Una delle conseguenze di questa crisi potrebbe essere l’accettazione del fatto che sono cambiati i rapporti di forza economici”, ha detto a Istanbul prima delle riunioni di questa settimana del Fondo Monetario Internazionale e della Banca Mondiale. Ma e’ stato il nuovo straordinario potere finanziario della Cina – non disgiunto dalla rabbia sia dei Paesi produttori che dei Paesi consumatori di petrolio nei confronti del potere di interferenza degli Stati Uniti nel sistema finanziario internazionale – a stimolare i recenti colloqui con i Paesi del Golfo.</p>
<p style="text-align:justify;">Brasile e India si sono mostrati interessati a far parte di un sistema di pagamenti non piu’ basato sul dollaro. Allo stato la Cina appare la piu’ entusiasta tra le potenze finanziarie, non fosse altro che per il suo gigantesco interscambio commerciale con il Medio Oriente.</p>
<p style="text-align:justify;">La Cina importa il 60% del petrolio che consuma, per lo piu’ dal Medio Oriente e dalla Russia. I cinesi hanno concessioni petrolifere in Iraq – bloccate fino a quest’anno dagli Stati Uniti – e dal 2008 hanno un accordo da 8 miliardi di dollari con l’Iran per lo sviluppo delle capacita’ di raffinazione e delle risorse di gas. La Cina ha contratti petroliferi in Sudan (dove ha sostituito gli Stati Uniti) e da tempo sta negoziando concessioni petrolifere in Libia dove tradizionalmente questo genere di accordi e’ del tipo joint venture.<br />
Inoltre le esportazioni cinesi verso la regione ammontano ora a non meno del 10% delle importazioni di tutti i Paesi del Medio Oriente e includono una vasta gamma di prodotti che vanno dalle automobili agli armamenti, ai generi alimentari, al vestiario e persino alle bambole. Riconoscendo esplicitamente il crescente peso finanziario della Cina, il presidente della Banca Centrale Europea, Jean-Claude Trichet, ha chiesto l’altro ieri a Pechino di consentire alla yuan di apprezzarsi sul dollaro e, di conseguenza, di diminuire la dipendenza della Cina dalla politica monetaria americana contribuendo cosi’ a riequilibrare l’economia mondiale e ad alleggerire la pressione al rialzo sull’euro.</p>
<p style="text-align:justify;">Dagli accordi di Bretton Woods – gli accordi conclusi dopo la seconda guerra mondiale che ci hanno tramandato l’architettura del moderno sistema finanziario internazionale – i partner commerciali degli Stati Uniti hanno dovuto affrontare le conseguenze della posizione di controllo di Washington e, negli anni piu’ recenti, dell’egemonia del dollaro in quanto principale valuta di riserva.</p>
<p style="text-align:justify;">I cinesi credono, ad esempio, che siano stati gli americani a convincere la Gran Bretagna a non entrare nell’euro per impedire una fuga dal dollaro. Ma secondo le fonti bancarie cinesi i colloqui sono andati troppo avanti per poter essere bloccati. “Non e’ da escludere che nel paniere delle monete entri anche il rublo”, ha detto un importante broker di Hong Kong all’Indipendent. “La Gran Bretagna e’ presa in mezzo e finira’ per entrare nell’euro. Non ha scelta in quanto non potra’ piu’ usare il dollaro americano”.<br />
Le fonti finanziarie cinesi sono convinte che il presidente Barack Obama sia troppo occupato a rimettere in piedi l’economia americana per concentrarsi sulle straordinarie implicazioni della transizione dal dollaro ad altre valute nel volgere di nove anni. Al momento la data fissata per l’abbandono del dollaro e’ il 2018.</p>
<p style="text-align:justify;">Gli Stati Uniti hanno fatto appena cenno a questo problema in occasione del G20 di Pittsburgh. Il governatore della Banca centrale cinese e altri funzionari da anni sono preoccupati per la situazione del dollaro e non ne fanno mistero. Il loro problema e’ che gran parte della ricchezza nazionale e’ in dollari.</p>
<p style="text-align:justify;">“Questi progetti cambieranno il volto delle transazioni finanziarie internazionali”, ha detto un banchiere cinese. “Stati Uniti e Gran Bretagna debbono essere molto preoccupati. Vi accorgerete di quanto sono preoccupati dalla pioggia di smentite che questa notizia scatenera’”.</p>
<p style="text-align:justify;">Alla fine del mese scorso l’Iran ha annunciato che le sue riserve in valuta estera saranno in futuro in euro e non in dollari. I banchieri ricordano, naturalmente, quanto e’ capitato all’ultimo Paese produttore di petrolio del Medio Oriente che ha tentato di vendere il petrolio in euro e non in dollari. Pochi mesi dopo che Saddam Hussein aveva comunicato la sua decisione ai quattro venti, gli americani e gli inglesi hanno invaso l’Iraq.</p>

<p>The Federal Reserve will likely raise interest rates soon, the fed&#8217;s plan to save the economy is by continuing to flood the market with fiat dollar that are backed by nothing, the economy is slowly being lowered into the ground like a casket. Ever since the country got off the gold standard the dollar has devalued resulting in inflated prices in all commodities.</p>
<p>The sharp rise of gold from under $1,000 to quickly $1,043 is also likely attributed by the recent G20 and UN meetings discussing <a href="http://noworldsystem.com/2009/10/05/world-bank-and-imf-join-global-attack-on-u-s-dollar/">the hatred of the dollar</a> as the leading currency in the world market and the desire to move toward a new economic World Order by creating a global fiat currency (SDR bonds) that are printed by the IMF. </p>
<p>Owning gold is really a long term investment and a safe-haven when there&#8217;s dreary times; with record debt and unemployment, socialism for the banks and auto corporations, plans for mandatory health-insurance, the failed costly-wars in the middle-east and the hawkish stance against Iran and Pakistan.. it&#8217;s going to be one hell of a ride in the next few years.</font></p>

<p>The World Bank is on the verge of going broke, too&#8230;</p>
<p>According to the  <em>Telegraph</em> (U.K.):</p>

<p>“By the middle of next year we will face serious constraints,” said its    president Robert Zoellick, as he launched a major campaign to persuade rich    nations to pour more money into the Washington-based institution.</p>

<p>He conceded that such a task was likely to be extremely difficult, given the    difficulties facing countries in the wake of the developed world’s biggest    recession since the Second World War.</p>
<p>Although the Bank has enough cash to fund existing projects and its day-to-day    operations, the demands thrown up by the global recession have meant it may    need extra capital contributions from rich nations to bolster its balance    sheet if it is to satisfy such needs.</p>
<p>Mr Zoellick, speaking at the opening of the IMF and World Bank annual meetings    in Istanbul, said the Bank needed a capital increase of $3bn-$5bn, though    others suspect the eventual need could be higher still.</p></blockquote>

<p>The money would be shared between the International Bank for Reconstruction    and Development – the key part of the bank, which lends to poor nations –    and the International Financial Corporation (IFC), which lends to companies.</p></blockquote>
<p>The World Bank has pretty much screwed poorer countries with the terms of the largesse they&#8217;ve offered in the past, but, nonetheless, it&#8217;s still pretty amazing that this oufit would be afraid of  running out of cash.</p>

<p><img src="http://img40.imageshack.us/img40/3251/56929361.jpg" style="float:right;width:193px;height:280px;margin:0 5px 5px 0;" border="0">In my emails to you over the past couple of weeks, I’ve shown you why Washington has no choice but to devalue the dollar — and how global leaders and even the United Nations have joined the attack on the greenback by demanding it be replaced as the world’s reserve currency.</p>
<p>Now, just this week, the International Monetary Fund and the World Bank have begun adding their voices to the international choir calling for a new global reserve currency:</p>
<blockquote><p>* Last week, World Bank President Robert Zoellick warned that the dollar’s status will be challenged and shouldn’t be taken for granted.</p>
<p>    * According to Turkish Deputy Prime Minister Ali Babacan, it’s likely that the role of special drawing rights (SDRs) based on a basket of currencies will be discussed as an alternative to the dollar during meetings of the World Bank and IMF in Istanbul next week.</p>
<p>    * Meanwhile, global governments, central banks, companies and investors continue to slash their dollar holdings. According to the IMF, in April through June of this year, the greenback’s share of global currency reserves fell to the lowest level in a decade. Holdings of euros, in contrast, rose to a new all-time record high.</p></blockquote>
<p>All this adds weight and momentum to the devaluation of the dollar. It is DEFINITELY ON THE TABLE. Indeed, for the first time I can remember, the G-7 finance officials, meeting this weekend, are rumored to be breaking with tradition and choosing not to release a statement on the global economy and currencies.</p>
<p>I feel this is an extremely significant development: At last week’s G-20 meeting, the group officially anointed itself as being in charge of global economic affairs.</p>
<p>Plus, we now have the G-7 refusing to discuss the dollar, which is highly unusual. Many will say that, if the G-7 does indeed refuse to comment on the dollar at this weekend’s meeting, it’s merely a sign they’re beginning to turn the reigns over to the G-20 for currency matters.</p>
<p>Baloney! The G-7 WILL discuss the huge “global economic imbalances” in the world. And to me, that’s code talk for a currency devaluation on the agenda. Members of the G-7 ARE discussing it. They’re just NOT doing it in public.</p>
<p>It reminds me of the 1985 Plaza Accord, where James Baker committed the U.S. to a depreciating dollar, bulldozing over our creditors, and ultimately precipitating the ‘87 crash.</p>
<p>The difference: Back then the U.S. was in a position to lead the devaluation. Today, it’s not. Today, our creditors are going to bulldoze over us.</font></p>

<font face="arial" size="2"><img src="http://img522.imageshack.us/img522/5853/photobig107257.jpg" style="float:left;width:250px;height:188px;margin:0 5px 5px 0;" border="0">&#8220;A year ago,&#8221; said law professor Ross Buckley on Australia&#8217;s ABC News last week, &#8220;nobody wanted to know the International Monetary Fund. Now it&#8217;s the organiser for the international stimulus package which has been sold as a stimulus package for poor countries.&#8221;</p>
<p>The IMF may have catapulted to a more exalted status than that. According to Jim Rickards, director of market intelligence for scientific consulting firm Omnis, the unannounced purpose of last week&#8217;s G20 Summit in Pittsburgh was that <strong>&#8220;the IMF is being anointed as the global central bank.&#8221;</strong> Rickards said in a CNBC interview on September 25 that <strong>the plan is for the IMF to issue a global reserve currency that can replace the dollar</strong>.</p>
<p><strong>&#8220;They&#8217;ve issued debt for the first time in history,&#8221;</strong> said Rickards. &#8220;They&#8217;re issuing SDRs. The last SDRs came out around 1980 or &#8216;81, $30 billion. Now they&#8217;re issuing $300 billion. <strong>When I say issuing, it&#8217;s printing money; there&#8217;s nothing behind these SDRs.</strong></p>
<p>SDRs, or Special Drawing Rights, are a synthetic currency originally created by the IMF to replace gold and silver in large international transactions. But they have been little used until now. Why does the world suddenly need a new global fiat currency and global central bank? Rickards says it because of &#8220;Triffin&#8217;s Dilemma,&#8221; a problem first noted by economist Robert Triffin in the 1960s. When the world went off the gold standard, a reserve currency had to be provided by some large-currency country to service global trade. But leaving its currency out there for international purposes meant that the country would have to continually buy more than it sold, running large deficits; and that meant it would eventually go broke. The U.S. has fueled the world economy for the last 50 years, but now it is going broke. The U.S. can settle its debts and get its own house in order, but that would cause world trade to contract. A substitute global reserve currency is needed to fuel the global economy while the U.S. solves its debt problems, and that new currency is to be the IMF&#8217;s SDRs.</p>
<p>That&#8217;s the solution to Triffin&#8217;s dilemma, says Rickards, but it leaves the U.S. in a vulnerable position. If we face a war or other global catastrophe, we no longer have the privilege of printing money. <strong>We will have to borrow the global reserve currency like everyone else, putting us at the mercy of the global lenders.</strong></p>
<p>To avoid that, the <strong>Federal Reserve has hinted that it is prepared to raise interest rates, even though that would mean further squeezing the real estate market and the real economy.</strong> Rickards pointed to an oped piece by Fed governor Kevin Warsh, published in The Wall Street Journal on the same day the G20 met. Warsh said that <strong>the Fed would need to raise interest rates if asset prices rose &#8211; which Rickards interpreted to mean gold, the traditional go-to investment of investors fleeing the dollar. &#8220;Central banks hate gold because it limits their ability to print money,&#8221; said Rickards.</strong> <strong>If gold were to suddenly go to $1,500 an ounce, it would mean the dollar was collapsing. Warsh was giving the market a heads up that the Fed wasn&#8217;t going to let that happen. The Fed would raise interest rates to attract dollars back into the country. As Rickards put it, &#8220;Warsh is saying, &#8216;We sort of have to trash the dollar, but we&#8217;re going to do it gradually.&#8217; . . . Warsh is trying to preempt an unstable decline in the dollar. What they want, of course, is a stable, steady decline.&#8221;</strong></p>
<p>What about the Fed&#8217;s traditional role of maintaining price stability? It&#8217;s nonsense, said Rickards. <strong>&#8220;What they do is inflate the dollar to prop up the banks.&#8221;</strong> The dollar has to be inflated because there is more debt outstanding than money to pay it with. <strong>The government currently has contingent liabilities of $60 trillion. &#8220;There&#8217;s no feasible combination of growth and taxes that can fund that liability,&#8221; Rickards said. The government could fund about half that in the next 14 years, which means the dollar needs to be devalued by half in that time.</strong></p>
<p><strong>The Dollar Needs to be Devalued by Half?</strong></p>
<p><strong>Reducing the value of the dollar by half means that our hard-earned dollars are going to go only half as far</strong>, something that does not sound like a good thing for Main Street. Indeed, when we look more closely, we see that the move is not designed to serve us but to serve the banks. Why does the dollar need to be devalued? It is to compensate for a dilemma in the current monetary scheme that is even more intractable than Triffin&#8217;s, one that might be called a fraud. There is never enough money to cover the outstanding debt, because all money today except coins is created by banks in the form of loans, and more money is always owed back to the banks than they advance when they create their loans. Banks create the principal but not the interest necessary to pay their loans back.</p>
<p>The Fed, which is owned by a consortium of banks and was set up to serve their interests, is tasked with seeing that the banks are paid back; and the only way to do that is to inflate the money supply to create the dollars to cover the missing interest. But that means diluting the value of the dollar, which imposes a stealth tax on the citizenry; and the money supply is inflated by making more loans, which adds to the debt and interest burden that the inflated money supply was supposed to relieve. The banking system is basically a pyramid scheme, which can be kept going only by continually creating more debt.</p>
<p><strong>The IMF&#8217;s $500 Billion Stimulus Package:<br />
Designed to Help Developing Countries or the Banks?</strong></p>
<p>And that brings us back to the IMF&#8217;s stimulus package discussed last week by Professor Buckley. The package was billed as helping emerging nations hard hit by the global credit crisis, but Buckley doubts that that is what is really going on. Rather, he says, the $500 billion pledged by the G20 nations is &#8220;a stimulus package for the rich countries&#8217; banks.&#8221;</p>
<p>Why does he think that? Because stimulus packages are usually grants. The money coming from the IMF will be extended in the form of loans.</p>
<blockquote><p> These are loans that are made by the G20 countries through the IMF to poor countries. They have to be repaid and what they&#8217;re going to be used for is to repay the international banks now. . . . [T]he money won&#8217;t really touch down in the poor countries. It will go straight through them to repay their creditors. . . . But the poor countries will spend the next 30 years repaying the IMF.</p></blockquote>
<p>Basically, said Professor Buckley, the loans extended by the IMF represent an increase in seniority of the debt. That means developing nations will be even more firmly locked in debt than they are now.</p>
<blockquote><p>At the moment the debt is owed by poor countries to banks, and if the poor countries had to, they could default on that. The bank debt is going to be replaced by debt that&#8217;s owed to the IMF, which for very good strategic reasons the poor countries will always service. . . . The rich countries have made this $500 billion available to stimulate their own banks, and the IMF is a wonderful party to put in between the countries and the debtors and the banks.</p></blockquote>
<p>Not long ago, the IMF was being called obsolete. Now it is back in business with a vengeance; but it&#8217;s the old unseemly business of serving as the collection agency for the international banking industry. As long as third world debtors can service their loans by paying the interest on them, the banks can count the loans as &#8220;assets&#8221; on their books, allowing them to keep their pyramid scheme going by inflating the global money supply with yet more loans. It is all for the greater good of the banks and their affiliated multinational corporations; but the $500 billion in funding is coming from the taxpayers of the G20 nations, and the foreseeable outcome will be that the United States will join the ranks of debtor nations subservient to a global empire of central bankers.</font></p>

<p>Beginning in January of 2010, when you purchase an airline ticket, there will be a $2 question.</p>
<p>&#8220;Would you like to donate $2 to help fight HIV/AIDS, malaria and tuberculosis in Africa&#8221;?</p>
<p>Answer: &#8220;I decline&#8221;!! No!! Absolutely not!! Forget about it!!</p>
<p>Why in the world would we, as Americans, donate to countries whose only purpose to existence is to thrive from handouts and forced pity. The African continent is about as useful as AIDS. Pun intended!!</p>
<p>No morals!! No ethics!! No self honor or dignity!! No responsibility!! No effort!! No intellect whatsoever!! Certainly no global purpose except to deprive others of their hard earned money, prosperity and National Security.</p>
<p>They created their lifestyle, not Americans..</p>
<p>The so-called groups of self proclaimed Not For Profit &#8220;agency&#8221; fame are nothing more than &#8220;do unto others as they would do unto you&#8221; bleeding hearts of meaningless propaganda. The difference being that America has never been paid back much less offered anything in lieu of. Has anybody &#8220;done unto&#8221; the United States of America? Then again, what would these third world countries have to offer?</p>
<p>Has anybody come to the aid of the United States, ever?</p>
<p>NO!!!!</p>
<p>Only have our TRUE allies spilled blood with us and for us on the battlefields of history for freedom, democracy and prosperity which by the way, Americans have to work and sacrifice long and hard.</p>
<p>Don&#8217;t talk the &#8220;God says&#8221; crap as a niche to get American taxpayers to give up one hard earned penny. The US Government ALREADY gives aid to these useless earth goer&#8217;s and undeniably so.</p>
<p>Don&#8217;t show the poor little kid who has a bunch of flies hanging around their lips and face. I could care less!!  Because these countries abuse and swindle American taxpayer dollars and have no clue as to what to do with the money, don&#8217;t look to the American taxpayer for a fly swatter. They, the African people, get what they get and it&#8217;s that simple. And any other country for that matter.</p>
<p>There are millions of American kids who are FORCED to go without because some idiotic bleeding heart group or individual wants to &#8220;buy&#8221; his or her way into the heaven. You know, manipulate their way.</p>
<p>Third world countries and big business reap the rewards while the American taxpayer gets spit on. Literally!!!</p>
<p>Folks and families who travel on airlines nowadays, are already pushing pennies for fuel, better seating and baggage services.</p>
<p>This is supposedly a worldwide effort and only because government aid to these poor countries has been minimized due to the financial mess we are in.</p>
<p>Here is an idea, how about those who are fond of international aid such as the William J. Clinton Foundation and the Bill and Melinda Gates Foundation write the checks on their dime, not the Real and True American. These two foundations are big on foreign aid so let them handle it.</p>
<p>This whole idea came about due to the thought process or ideology of an unnamed United Nations agency.</p>
<p>United Nations. Does that sound like a fraudulent pity whine to you?</p>
<p>After being formally announced on September 23, at the UN General assembly, British P.M. Gordon Brown and the head of the world bank, Robert Zoellick along with chief executives of Amadeus, Sabre and Travelport/Galileo, representing the worldwide ticketing and reservation systems, said &#8216;barring any last minute legal glitches, the &#8220;scheme&#8221; will roll out in late January of 2010&#8243;.</p>
<p>Agencies like UNITAID and the World Health Organization are pillars behind this idea and want more private donations even though they have an annual operating and &#8220;hand out&#8221; budget of $400 million not including the money from the American taxpayer. Ironic isn&#8217;t it? American tax dollars are not even added to the budget and the reason for this is that the UN doesn&#8217;t want Americans to realize their input and how great it is.</p>
<p>Now the funny and odd part. UNITAID will collect the money and give it to &#8220;key&#8221; players such as &#8220;medical assistance&#8221; personnel headed for Africa and other &#8220;poor&#8221; countries. Surely food and dinnerware are included.</p>
<p>How about another question?</p>
<p>Why do those who supposedly &#8220;volunteer&#8221; to do this &#8220;good deed&#8221;, get to fly at the &#8220;donors&#8221; expense?&#8221; Why don&#8217;t they fly on their dime? What&#8217;s fair is fair. We donate the dough, volunteers donate their own airfare.. Sensible, but considering the racket, what else to expect?</p>
<p>On top of UNITAID handling and &#8220;distributing&#8221; the money, they will give more money to UNICEF and the Clinton foundation.</p>
<p>Remember a while back, Obama said part of the Healthcare bill would include money for other countries to help with &#8220;abortion&#8221; issues? Well, parts of the &#8220;donated&#8221; money are earmarked for these third world countries to &#8220;improve&#8221; maternal health and to reduce child mortality.</p>
<p>Here is the 2+2 for logic and common sense sake. American taxpayers will not only be FORCED to give through their hard earned tax dollars, but also be asked to donate more when we fly.</p>
<p>No polls. No statistics. No rhetoric. No beating around the bush.</p>
<p>Again, it is what it is. And if that doesn&#8217;t help you understand the UN and US racket, maybe this will.</p>
<p>The UN openly stated &#8220;that if the &#8220;plan&#8221; works, it will help the UN out of a dilemma of its own making&#8221;. If it created the dilemma, then why must the American tax payer bailout the world AND its own country in the same decade? This is like paying al Qaeda to stay fit.</p>
<p>For decades, the UN and other countries including obviously the United States, have been trying to wipe out poverty, illiteracy and disease in these toilet bowls of earth. Since 2000, world governments have promised $150 billion but <strong>ONLY</strong> $104 billion has been deposited. This is just a stab in the dark here,but one can logically and with 100% assurance state without a doubt, that the good ole US of A can account for at least 60 &#8211; 70% of the already received money.</p>
<p>According to the UN and UNITAID, only 5% of the money donated will account for administrative costs.</p>
<p>Yeah, and WE FULLY SUPPORT OBAMA and his &#8220;AGENDA&#8221;!!! Better yet, I want socialized medical care. (I&#8217;m kidding!!)</p>
<p>5% of the &#8220;only&#8221; $104 billion already donated is approximately a conservative $5 billion after &#8220;figuring&#8221; expenses. What administrative efforts cost $5 billion?</p>
<p>Administrative costs:</p>
<p>Kickbacks. To the travel agencies and airlines who partake?</p>
<p>Tide overs.</p>
<p>Pay outs.</p>
<p>Extortion. In the legal form.</p>
<p>Cars. Homes. Yachts.</p>
<p>&#8220;Redistribution&#8221; &#8211; sound familiar? Only now it is &#8220;global&#8221; redistribution to people who deserve nothing more than a porta potti, if that.</p>
<p>Gordon Wilson, the CEO of Travelport GDS, Galileo and Worldspan said &#8216;the overall response is that it makes people feel good about travel but also embraces responsibility&#8221;.</p>
<p>You son of a puke, who the hell made you the god of responsibility? Don&#8217;t tell us what is responsible and what isn&#8217;t.</p>
<p>I am responsible without having to &#8220;give&#8221; you and the world money for nothing. If my feeling good is based on the premise that $2 bucks is going to help a &#8220;cause&#8221; or &#8220;racket&#8221; while alienating my wishes of a good and safe flight to be with my family, then I&#8217;ll walk or drive. Then again, I can reserve with Amtrak.</p>
<p>Folks, the red flag should go up based on that comment alone.</p>
<p>Embrace responsibility!! I have more responsibility in my sleep than this Wilson marketeer. His business equals his money.</p>
<p>Between this Wilson freakshow and the UN, I wouldn&#8217;t give a penny.</p>
<p>America and the Real and True Americans are my concern, not the UN, it&#8217;s subsidiaries, big business or thieving scoundrels.</p>
<p>I guess money does grow on trees.</p>

<title><![CDATA[HARD LABOR]]></title>

<p>The federal government spent $167 billion in 1994 on corporate tax breaks and handouts &#8211; an average of $1400 per taxpayer (not including subsidies from counties and cities, hazardous waste cleanup costs, or limits on corporate liability).  By contrast, the total price tag for Aid for Families with Dependent Children (AFDC), food stamps and public housing came to $50 billion, or $400 per taxpayer.</p>
<p>Not many politicians talk about this.  A rare exception is former Labor Secretary Robert Reich who said to the Democratic Leadership Council in November 1995 that people are mad because “we are on the way to becoming a two-tiered society composed of a few winners and a larger group left behind.”  Then, he said, “Since we are committed to moving the disadvantaged from welfare to work, why not target corporate welfare as well?”</p>
<p>The White House quickly distanced itself from Reich’s speech, but activists of all kinds picked it up: Perot’s United We Stand-America made it a major target of angry-middle groups; the right-wing Heritage Foundation and libertarian Cato Institute joined Ralph Nader to present a list of corporate pork barrel reforms.  Yet, neither Congress nor the White House makes much of corporate giveaways in budget-balancing plans.</p>
<p>What are the giveaways?  The <span style="text-decoration:underline;">active</span> variety includes agribusiness, military contractor subsidies, loan guarantees, and the bailout of the S&#38;Ls, and computer databases.  The rights to lumber and minerals on federal lands are routinely granted for $5 per acre, making the United States the only country in the world that virtually <span style="text-decoration:underline;">gives away</span> its depletable natural resources!  Drugs developed with taxpayer money are routinely given to drug companies for monopoly marketing with no restraint on price, or royalties returned to the people.  The major television networks get free broadcast licenses with minimal public responsibility or obligation.</p>
<p><span style="text-decoration:underline;">Passive</span> corporate giveaways come in the form of tax breaks and loopholes.  Private individuals pay taxes at higher rates than corporations.  The investment tax credit designed to increase economic activity is historically taken as a windfall.  Tax breaks granted to be put back into productive equipment, plants and jobs, are commonly used to buy out other companies, creating no new jobs or wealth.  <em>Subsidies actually debilitate innovation and efficiency</em>.</p>
<p>In the debate over budget deficits, many ask, “How can we take food out of poor kids’ mouths and continue to subsidize the rich?”  Scant legislation has been introduced to rid us of tax loopholes for the rich. There’s been no serious move to initiate cost-benefit analysis of corporate giveaways, in the same way they’ve meticulously reviewed health and safety regulation for years, and assaulted affirmative action and the minimum wage.</p>
<p>One problem is that connections are frequently not made between things that people don’t like and what causes them.  Well-funded corporate lobbies and toadies are too adept at directing people’s anger against government in a massive, daily, Rush Limbaugh-/Lars Larsen-esque hate-your-government drumbeat.  <em>They work to keep the focus away from corporations, which are the <span style="text-decoration:underline;">dominant</span> institution in our society.</em></p>
<p>Government has been only a minion, a simply willing agent, for transferring tax dollars to corporate coffers. We are the richest nation in the history of the world and our richest (corporate) citizens behave as if divine providence, rather than selfish market decisions doom the poorest (human) citizens.  However, if the corporate greed issue is connected with people’s deprivation &#8211; and we brand-name the greediest corporate kings in the United States &#8211; we can turn the tide against the self-interested, compassionless and undemocratic aspects of the corporate institution. Corporations should pay their fair share to the citizens and communities, which enable their success.  That can result in <span style="text-decoration:underline;">real</span> tax reform, without creating <em>unnecessary</em> hardships for the poor and middle class.</p>

<p><strong>The Second Great Bank Depression</strong> has spawned so many lies, it&#8217;s hard to keep track of which is the biggest. Possibly the most irksome class of lies, usually spouted by Wall Street hacks and conservative pundits, is that we&#8217;re all victims to a bunch of poor people who bought McMansions, or at least homes they had no business living in. If that was really what this crisis was all about, we could have solved it much more cheaply in a couple of days in late 2008, by simply providing borrowers with additional capital to reduce their loan principals. It would have cost about 3 percent of what the entire bailout wound up costing, with comparatively similar risk.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Robert Zoellick, the President of the World Bank, has cautioned the US that it should not assume that the dollar will remain the world’s reserve currency if it makes the wrong decisions on the deficit and debt.</p>
<p>Well this not really a revelation. Virtually everyone who watches these things outside of Congress and the Administration already knows this. That’s not a fair statement actually. Many people in government do get it, but there are powerful forces on the Left that are more focused on attacking Wall Street than the fact that they are spending us into oblivion.</p>
<p>Mr Zoellick’s assertion that the Euro will gain in importance makes sense though I am not sure that the Europeans will be happy about their currency being bid up even further. His assertion that the yuan will steady internationalize – well, I don’t buy it. Who exactly wants to trade in a non-convertible currency? Which central banks want to hold more than a small part of their reserves in it? So while the Euro will grow in importance, I’m not particularly optimistic for the yuan.</p>
<p>As for the dollar, it may have peaked as a global currency (even in the best case scenario) but it will still be first among equals. Comparisons with the decline of the British pound, while important, can only be carried so far. The US capital markets will still be the deepest and the US economy still the largest for anyone’s lifetime. Sure China will be a major world player – but mainly on the back of US trade, and I just don’t see people in Peoria clamoring to trade in yuan. So there will always be strong demand for the dollar. The problem is that it will lose a lot of its value given our current long term spending plans.</p>
<p>But thanks for the reminder, Mr. Zoellick. I just wish the people in Congress who need to hear this were actually listening.</p>

<p style="text-align:justify;">1. Todo acto traerá consigo una consecuencia de manera positiva o negativa. En diversas ocasiones, la búsqueda del bien de una determinada población, traerá por defecto una secuela, como ejemplo la pobreza.</p>
<p style="text-align:justify;">El desarrollo de la sociedad a nivel global es prioritario ante cualquier acción, siendo inevitable detener este proceso. Los organismos internacionales siempre se encuentran más allá de los hechos, adelantándose frente a las posibles adversidades que puedan surgir con el paso del tiempo, por ello, estas han creado entidades promotoras que garanticen la calidad de vida de la población de los países menos favorecidos, ante el proceso de la globalización. Dicho esto, no puede decirse que los organismos internacionales son los únicos causantes de la pobreza en el mundo, pues la falta de cooperación, comunicación, progreso  y en especial el manejo de los recursos en las sociedades, son factores FUNDAMENTALES que perjudican el progreso de la sociedad mundial.</p>
<p style="text-align:justify;"> </p>
<p style="text-align:justify;">2. Los organismos internacionales, se preocupan por el bienestar general de la población, por lo que en muchos casos se constituyen entidades, cuya función principal, es promover la calidad de vida de los habitantes del mundo.</p>
<p style="text-align:justify;">Un claro ejemplo de esto, es la acción del banco mundial frente a crisis de los alimentos, situación que resalta el alza de los precios de los comestibles, ya que estos, se han ido incrementando de gran manera en los últimos meses. Para esta situación el banco mundial se hizo cargo de brindar US $2.000 millones en abril de 2009, a los países más afectados por el incremento de precios, con el fin de aplacar dicha circunstancia.</p>
<p style="text-align:justify;"> </p>
<p style="text-align:justify;">3. La globalización es de por sí, un efecto muy beneficioso para la futura sociedad mundial. Entre sus grandes beneficios se resaltan: el crecimiento económico (el cual generaría movilidad de recursos financieros y comerciales), el avance tecnológico y la conectividad humana (haciendo énfasis en el transporte y las telecomunicaciones). Junto a estos grandes beneficios, se podrá consolidar una sociedad que se logre dirigir por normas y derechos a nivel internacional, propiciando fundamentalmente el bienestar de la sociedad.</p>

<p style="text-align:justify;">4. La globalización no solo se centra en el desarrollo de los países ya desarrollados, sino también aquellos que se encuentran en vía de ello. Por eso este proceso es tan fundamental para nuestra sociedad a futuro, pues a través de este, se podrá llegar a un punto intermedio entre los países con múltiples carencias y los que se encuentran en un estado de mayor beneficio.</p>
<p style="text-align:justify;">Gracias al proceso de globalización, se llegara a establecer el equilibrio entre pobreza y riqueza, dejando de ser, de este modo, un conjunto de sociedades, para pasar a convertirse en una sola comunidad beneficiara, de todos los procesos que se logren alcanzar con el pasar del tiempo.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Local talk radio was all abuzz yesterday with <a href="http://www.theglobeandmail.com/report-on-business/poor-nations-desperate-for-cash-world-bank/article1172701/" target="_blank">news</a> that World Bank boss Robert Zoellick was heading to Ottawa to ask Canada to pony up more money for international aid.</p>
<p>The request comes only weeks after the Harper government announced it would be running a <a href="http://toronto.ctv.ca/servlet/an/local/CTVNews/20090526/federal_deficit_090526/20090526/?hub=TorontoNewHome" target="_blank">whopping $50-billion deficit</a> as it struggles with skyrocketing Employment Insurance claims and the cost of bailing out ailing carmakers.</p>

<p>Canada currently spends around<a href="http://www.nationalpost.com/news/story.html?id=1613599" target="_blank"> $4 billion in foreign aid</a>. This seems a significant chunk of change, but it turns out to be only 0.35 per cent of our nation&#8217;s GDP, well short of meeting the United Nations target of 0.7 per cent of GDP.</p>
<p>In recent years this has led some, most notably U2 frontman Bono, to <a href="http://news.bbc.co.uk/1/hi/entertainment/music/4478237.stm" target="_blank">chastise the Canadian government</a> for not giving more.</p>
<p>We&#8217;re charitable souls, we Canadians. I can&#8217;t speak for everyone else, but I&#8217;d like our leaders to do what they can to help those who can&#8217;t help themselves, here at home and abroad.</p>
<p>In shaky economic times like these, however, I think it&#8217;s worth questioning whether it is responsible of our government to be doling out extra dollops of foreign aid, especially when it can&#8217;t balance its own books.</p>
<p>More important, does this money even end up doing what it&#8217;s intended to?</p>
<p>As a commenter on globeandmail.com put it (rather bluntly) yesterday: &#8220;This needs a rethink. I have/had a friend in Zimbabwe and I haven&#8217;t heard from her in over a month. There is no way to directly contact her. For all I know her head is on a pike somewhere. These backwards nations can kiss my butt&#8230;.but I am sure our government &#8211; con/lib whatever &#8211; will send the dictators money.&#8221;</p>
<p>Heads on a pike aside, this post touches on one of the potential problems with foreign aid.</p>
<p>The money is supposed to help poorer countries in Africa, Asia and Latin America with things like clean water, education, health care and infrastructure.</p>
<p>And yet, despite oversight by large institutions like the World Bank and the International Monetary Fund, there is always the risk the funds might end up in the hands of corrupt dictators who funnel the cash into personal bank accounts, bankrolling lavish lifestyles while their own people suffer.</p>
<p>The big institutions aren&#8217;t above reproach, mind you. Last month, for example, <a href="http://www.usatoday.com/news/washington/2009-04-14-un-probe_N.htm" target="_blank">it was revealed</a> that two United Nations agencies spent millions in U.S. aid money on substandard Afghanistan construction projects, including a central bank without electricity and a bridge that was at risk of collapse.</p>

<p>Dambisa Moyo, an economist and former World Bank consultant, has generated some controversy with her new book, <a href="http://www.amazon.com/Dead-Aid-Working-Better-Africa/dp/0374139563/ref=sr_1_1?ie=UTF8&#38;s=books&#38;qid=1244559048&#38;sr=8-1" target="_blank">Dead Aid</a>, which argues that foreign aid has actually harmed Africa &#8211; not helped it &#8211; by propping up despots and/or creating dependence among citizens.</p>
<p>So there&#8217;s every reason for skepticism about the effectiveness of foreign aid. What&#8217;s more, since the global economy imploded, it&#8217;s been harder for countries like Canada to justify any extra spending, let alone the boosting of foreign aid.</p>
<p>While the recession has had a serious impact on Canadians, however, our troubles are nothing compared to what people in sub-Saharan African face on their best days. Besides, when our government is already running a massive deficit, what&#8217;s another billion dollars or two, right?</p>
<p>Canada should be helping needier nations, particularly those still trying to find their way forward after centuries of being exploited and picked over by colonial powers (not us) then left to fend for themselves.</p>
<p>Still, it&#8217;s hard to accept that our tax dollars might end up bankrolling sleazy, corrupt, power-mongering politicians around the world.</p>
<p>After all, there&#8217;s enough of that happening right here at home.</p>

<p>World Bank President Robert Zoellick warned policy makers that fiscal-stimulus plans are insufficient to turn around the “real economy” and rising joblessness threatens to set off political unrest across the globe.</p>

<p>“While the stimulus has given an impulse, it’s like a sugar high unless you eventually get the credit system working,” Zoellick said in an interview yesterday with Bloomberg Television’s “Political Capital with Al Hunt.” “When unemployment increases, that’s probably the most political combustible issue.”</p>
<p>Zoellick’s caution is a contrast with private economists, who are raising their outlooks for growth from India to China as stimulus measures take effect. The biggest developed and emerging nations have committed spending increases and tax cuts totaling 2 percent of their combined economies, a level the International Monetary Fund recommended to end the recession.</p>
