<title><![CDATA[Indicators of an HRO Industry Rebound? Oh Yes!]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Although the overall HRO industry has been in a downward spiral for quite some time, we are now beginning to see indicators of a rebound.</p>
<p>Let’s look at some facts from recent NelsonHall research:</p>
<p>•  Seasonally adjusted BPO total contract values (TCVs) were up 25 percent in 3Q09. This is in sharp contrast to 1Q09 and 2Q09, when TCVs were down 40 percent and 15 percent, respectively<em></em></p>
<p>•  48 percent of BPO buyers in North America, Europe and Asia Pacific reported that in 4Q09 and 2010 they are/will be preparing RFPs for new opportunities and 37 percent are planning to award new contracts, compared to 15 percent preparing and 8 percent awarding between 4Q08 and 3Q09</p>
<p>•  Our 3Q09 HRO Confidence Index – published in October – found that 44 percent of HRO providers were much more confident of their HRO business prospects, as compared to 10 percent in 2Q09</p>
<p>Recent contract award announcements – especially in learning and recruiting, which I view as early indicator process areas as outsourcing of more core processes such as payroll has remained relatively constant – also support the beginnings of a rebound. For example, General Physics Corp. last week announced an expansion of its HRO contract with a leading software corporation to include learning delivery and administration. And in recruiting, The RightThing reported eleven new contacts in 3Q09, including with NCR and Good Year Tire and Rubber Company, and a 30 percent increase in new client prospects. And our 3Q09 HRO Confidence Index determined a growth trend in learning services and RPO in both revenue and sales pipeline.</p>
<p>It is clear that corporations are now feeling a bit more comfortable with making HR-related investments, and this bodes well for the outsourcing industry when we use learning and recruiting outsourcing as an early indicator litmus test. The key to making the right HR-related investments in a still shaky economy goes back to the old adage, “People don’t plan to fail, they fail to plan.”  Not so for smart HRO buyers who are addressing their upcoming growth needs now.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Many are scurrying at a furious pace to publish 2010 HR and outsourcing trends and predictions, including the NelsonHall HRO team. My 2010 HRO list will be published in the next issue of <em>HRO Today</em> magazine, and Gary is providing RPO insight to several publications.</p>
<p>One of my predictions is that we are facing a spendless recovery in the HRO industry. Given the persistent uncertainty of the strength of the recovery and continued high levels of unemployment in many areas, cost will remain the leading HRO decision criteria factor. More contracts will get signed in 2010, although most will be smaller in scale and scope, and face deep scrutiny by risk adverse buyers.</p>
<p>What is the recipe for doing business in such a cautious environment? One way is to learn from HR trends and predictions to see how we in the outsourcing community can support clients as their needs and pressures change.</p>

While presented by Mercer Australia, the issues highlighted are common to businesses around the world:  </p>

<p><span style="color:#000000;">3.</span><a href="http://www.mercer.com/summary.htm?idContent=1364945#three"><span style="color:#000000;"> Restore equilibrium in Executive Remuneration</span></a></p>
<p><span style="color:#000000;">4.</span><a href="http://www.mercer.com/summary.htm?idContent=1364945#four"><span style="color:#000000;"> Mitigate turnover risk and restore employee engagement</span></a></p>
<p><span style="color:#000000;">5.</span><a href="http://www.mercer.com/summary.htm?idContent=1364945#five"><span style="color:#000000;"> Develop well-rounded leaders who can maintain momentum and/or pick up the pieces</span></a></p>
<p>I was reminded of Alice in Wonderland by a comment Ken Gilbert, head of Human Capital at Mercer, made about the first challenge noted above: “Success in 2010 will be defined by organizations’ ability to ‘shrink and grow’ – maintaining a focus on costs while growing talent, workforce productivity and the bottom line.”</p>
<p>Wow. Alice grew very large and shrank very small, but she was not asked to do both at the same time. As budgets remain constrained and business demand starts to increase for targeted talent, HR will be looking for assistance from its partners to recruit, train and retain new employees both effectively and cost efficiently.</p>
<p>The benefits of improved recruiting will be as ethereal as the Cheshire Cat’s grin if turnover increases too much. Employee engagement and leadership development will be important elements in capturing growth opportunities, and throwing money around like the Mad Hatter at a tea party is not an option.</p>
<p>For example, targeted analysis of workforce and performance data will be needed to help focus attention and limited resources in the most impactful areas. Also, learning opportunities are needed to develop specific workforce skill sets, and as effective tools for increasing engagement. Careful planning, collaboration and curriculum management can achieve both goals while still reducing overall expense.</p>
<p>Buyers, be sure to share 2010 workforce goals and challenges with your HRO providers so they better understand your needs. Providers, review the services you provide to your clients and identify how they support current and returning business needs. Where might a little bit of proactive consultation show how your current or new services will help the client organization shrink expenses and grow business results at the same time?</p>
<p>If you want to keep your head, this is not the time to pitch a grand transformation plan. Whether it is building a closer relationship through better utilization of current services, or growing the relationship through very precise projects and new services, it is time to help Alice find the wonder in Wonderland.</p>

Short answer:</p>
<p>As an employer or an RPO, just look at the Taskbar at the bottom of your computer screen and see how many apps you have open just to do your recruiting or resourcing management job! You need a platform that integrates all these recruitment tools into one screen to increase productivity and start enjoying recruitment again, don’t you!? That platform is Cloud Computing with extreme ease of use, intuitive, no training required apps sitting on that platform.</p>

<p>Long answer:</p>
<p>The drive for more productivity aswell as better candidates demands more technology.</p>
<p>I counted over 300 vendors doing one thing or another somewhere in the requisition-search-preselect-select-onboard recruitment process, so here’s a partial directory of suppliers in the UK</p>

<p>I have a list of suppliers that I work with, but I’m looking for more to partner with, so call me if you have a great solution that fits nicely somewhere in the end-to-end recruitment cycle.</p>
<p>Active candidates use job-boards. What really helps are multi posting engines like knollenstein and equest.</p>
<p>What irritated me as a recruiter was having to go into all the job-boards we used to search for CVs one board at a time. So a tool like Daxtra is really helpful. There’s the problem of finding good candidates in the ocean of active applicants. You need CV parsing. You also need to ask these applicants questions online. I would contend you also need to assess their fit with the employer and the specific job, so look at effectivate.</p>
<p>To help pipeline candidates, you need a CRM system like Avature. Being able to search expert forums, blogs and social media for passive candidates can bring big rewards in the long run whether you are an employer or an RPO. LinkedIn, facebook and twitter are great, but there are plenty more social networks, so you need an aggregator to make the most of your time.</p>
<p>There are so many tools that we use nowadays whether we are RPOs or employers. It makes a nonsense to buy a talent management / human capital management / HR suite because they simply don’t address many of the most critical functions of the recruitment process. The priority is to integrate your recruitment tools using a Cloud Computing platform to help you get more satisfaction out of doing a better job.</p>

Pozwoliłeś na rozkwit Internetu, dzięki któremu Twoje głupie owieczki mogą wreszcie poznawać ukrywaną przed nimi prawdę. Popełniłeś wielki i nie do naprawienia błąd. I już nie zdołasz go naprawić, nawet jeśli całkowicie i z dnia na dzień wyłączysz to medium.</p>
<p>Dzięki temu, że jeszcze mam głos powiem Ci, jakie prawa duchowe obowiązują w tym świecie. Pierwsze i najważniejsze z nich brzmi : NIE PRZEGINAJ PAŁY! Bo pała zbyt mocno przegięta odskakuje w stronę przeciwną z siłą równą tej, której użyto do przeginania. A nawet z jeszcze większą. Jeśli więc przesadzisz z brutalnością i przemocą, może się zdarzyć, że brutalność i przemoc pokona Ciebie. Mówiąc bardziej naukowo: reakcja jest zawsze proporcjonalna do akcji.</p>
<p>Dopóki nakładałeś na nas ciężary stopniowo, drobnymi kroczkami, odbierając nam zarobki i dokładając obowiązków oraz dyskretnie pozbawiając nas praw obywatelskich, jakoś to znosiliśmy. Wielu lunatyków nawet nie zauważyło, co się święci. Kiedy jednak się rozzuchwaliłeś i chciałeś ugryźć zbyt wiele na raz, okazało się, że powstała silna opozycja. Ja już dawno pisałam, że chcesz połknąć zbyt wielki kęs na raz i że grozi Ci zadławienie. I widzisz, że miałam rację? Już pierwsza próba zniewolenia ludzkości przymusowymi szczepieniami stanęła ci w gardle. Opozycja okazała się tak silna, że nawet TVN musiał na chwilę przestać kłamać, a pan Rzecznik  Praw rzekomo Obywatelskich, a w rzeczywistości Rzecznik  Interesów Koncernów Farmaceutycznych musiał odpuścić akcję zastraszania prokuraturą Pani Minister Kopacz.</p>
<p>Piszę to, bo wydało się, że jakieś tajemnicze siły grzebią przy moim blogu i cenzurują komentarze moich czytelników, wycinając z nich niewygodne fragmenty, a nawet kasując (na szczęście czasowo) moje posty.</p>
<p>To, co dwukrotnie zostało przez tajemnicze siły wycięte z komentarza czytelniczki zostanie opublikowane tutaj:</p>

<p>Jeśli sądzisz, że mnie zastraszysz, to się mylisz. Możesz mnie zabić, ale wiedz, że idee są nieśmiertelne. Zabij mnie, proszę bardzo. Możesz mnie uciszyć, ale wiedz, że zaraz wyrośnie kilku moich następców. 23 października tak pisałam na blipie:</p>

Według informacji radia, Narodowy Fundusz Zdrowia już wcześniej zarzucił mu brak wiarygodności i działalność, która prowadzi do konfliktu interesów.</p>

Ale ja pewnie jestem jakąś idealistką oderwaną od realiów życia i bujam w obłokach&#8230;</p>

<p>To tylko jeden  przykład z wielu, bo wszystkie pozostałe opinie są zdecydowanie negatywne.</p>
<p>Ciekawe. Mamy uwierzyć, że pan RPO nie wiedział, kto mu doradza i czym się zajmuje?</p>
<p>A  może raczej już dłużej nie mógł rżnąć głupa, bo sprawa się rypła?</p>
<p>Głupie i niczego nieświadome owce miały być strzyżone, golone i składane na ołtarzu boga Mamona, a koncerny farmaceutyczne miały spokojnie liczyć coraz większą kasę, ale niestety wydało się, a nad owczarnią zawisła realna groźba buntu. Owieczki przypomniały sobie, że mają rogi i kopyta, a przede wszystkim uświadomiły sobie, że są potęgą jeśli chodzi o przewagę liczebną.</p>
<p>Kochani, to bardzo dobry znak. I nie pierwszy. Nieuzbrojone, pozbawione prawa głosu i permanentnie ogłupiane przez media owieczki zaczynają myśleć, a co więcej burzyć się. Realizacja planów elit nie przebiega tak gładko, jak planowano. Mam nadzieję, że pierwsze kamyki odłupane z tego muru spowodują zawalenie się całości. Tak trzymać.</p>
<p>W tej sytuacji zmodyfikuję nieco treść listu. Wprawdzie doniesienia do prokuratury ma nie być, ale to nie znaczy, że jesteśmy bezpieczni i że możemy spocząć na laurach. Musimy dać wyraźny sygnał, że nie śpimy i że trzymamy rękę na pulsie.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Urząd Marszałkowski woj. kujawsko-pomorskiego w ogłoszonym konkursie w ramach<strong> Regionalnego Programu Operacyjnego</strong>, działanie 5.2.2 Wsparcie Inwestycji przedsiębiorstw, przeznaczył osobne środki  dla gmin, w których przedsiębiorcy nie uzyskali wcześniej  unijnego wsparcia. Konkurs ten jest zdecydowanie innowacyjnym pomysłem co do rozdzielania funduszy europejskich.</p>
<p style="text-align:justify;">Tylko 68 gmin na 144 leżących w woj. kujawsko-pomorskim otrzymało wcześniej <strong>dofinansowanie z Unii</strong>. To mniej niż połowa! Ogłoszony konkurs ma na celu zniwelowanie różnic gospodarczych w regionie i zmniejszenia bezrobocia, które jest zdecydowanie największe w gminach &#8211; <strong>‘Białych Plam’</strong>. Najwięcej ‘białych plam’ jest wzdłuż wschodniej granicy regionu, od Łasina po Baruchowo. Na północy i południu regionu również nie jest dobrze. Przedsiębiorcy prowadzący działalność na obszarze od Świecia do Tucholi nie uzyskali wcześniej żadnej dotacji. Ten konkurs adresowany jest właśnie do nich. Wszystkie firmy z terenów gmin – ‘białych plam’ mogą starać się o dotację na rozbudowę przedsiębiorstwa, wprowadzenie nowych usług czy technik produkcji. Ważne by dzięki realizacji projektu mogli zatrudnić nowych pracowników. Na wszystkich zainteresowanych czeka 18 mln. zł! Walczyć można nawet o pokrycie 70% wartości inwestycji. Nabór wniosków Urząd Marszałkowski w Toruniu rozpocznie z dniem 15 stycznia i potrwa do 29.01.2010.</p>
<p style="text-align:justify;">Listę gmin tzw. Białych Plam Urząd Marszałkowski umieścił na swojej stronie internetowej wraz z ogłoszeniem o konkursie <a href="http://www.fundusze.kujawsko-pomorskie.pl/">www.fundusze.kujawsko-pomorskie.pl</a>.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Dzisiaj w pewnym stopniu podkarmię zwolenników teorii spiskowych, dotyczących głównie biznesu, chorób i psychologii tłumu. Nie cieszcie się, nie będę szalał z tekstami o oligarchach i zmowach banków. Kwestia jest żywotniejsza. Żeby było ciekawiej, serio chodzi o ludzkie życie i zdrowie.<br />
Dobre parę miesięcy temu usłyszeliśmy o tzw. świńskiej grypie, kod A/H1N1. Były śmiechy, panika, teksty o &#8220;broni biologicznej, która wymknęła się spod kontroli&#8221; i inne cudeńka rodem z ludzkiego umysłu. Miało być strasznie, groźnie, niektórzy przepowiadali nawet koniec świata. I co? BSE było i przeszło, SARS nas nie wykończył, ptasia grypa też nie, świńska w sumie dalej trwa &#8211; ale to chyba &#8220;wrogie media&#8221; tak nas &#8220;zmanipulowały&#8221;, że nie słyszymy o tych milionach ofiar nowej choroby, bo sprzedawcy i producenci szczepionek nie mogą się przecież mylić w swej niewesołej ocenie zagrożenia. Która to choroba (to już naprawdę) dotarła i do Europy. A Europa panikuje. Cała?<br />
Nie, my nie panikujemy. Nasze Ministerstwo Zdrowia wykazało się rzetelną oceną sytuacji i nie daje się ogłupić koncernom farmaceutycznym, chcącym (jak zwykle zresztą) nabić sobie kabzę na ludzkim strachu. Francuzi im to umożliwiają (<a href="http://wiadomosci.onet.pl/2077362,12,po_zaszczepieniu_na_nowa_grype_kobieta_moze_zostac_sparalizowana,item.html">i czyżby już były tego negatywne skutki?</a>), a minister Kopacz zachowała zimną krew. Dobrze bowiem, że pani minister pamięta o tym, iż jest lekarzem. Ergo, lekarz nie przepisałby ani nie podał pacjentowi NIESPRAWDZONEGO leku. Bo nabyta przez francuski rząd szczepionka nie ma potwierdzonej ani skuteczności, ani potencjalnych skutków ubocznych. Jest po prostu niepewna.<br />
Nie przeszkadza to Rzecznikowi Praw Obywatelskich Januszowi Kochanowskiemu, który wzorem pewnej partii opozycyjnej <a href="http://wiadomosci.gazeta.pl/Wiadomosci/1,80271,7250139,Kochanowski_stawia_ultimatum_Kopacz.html">wysuwa pod adresem MZ ciężkie zarzuty i straszy prokuraturą</a>. Minister Kopacz ma niby przez niedopełnienie obowiązków i zaniechanie określonych działań &#8220;sprowadzić zagrożenie epidemiologiczne&#8221;. Mniejsza z tym, że wprowadzając do obrotu potencjalnie szkodliwe środki farmaceutyczne Ministerstwo naraziłoby się na zarzut z tego samego artykułu (dosłownie następny punkt). Opanowanie Ewy Kopacz RPO traktuje jako wyraz skrajnej nieodpowiedzialności, natomiast jako własną troskę przedstawia co? Panikę?<br />
Chcę bowiem wierzyć, że RPO tylko dał się ponieść panice, rozpętywanej i podtrzymywanej przez pazerne firmy produkujące leki. Że przez jego słowa i czyny naprawdę przemawia strach. Wynikający z niewiedzy, ale strach. Bo co jest alternatywą? Żerowanie na ludzkim przerażeniu i niedoinformowaniu? Tylko dla kogo to wszystko? Dla koncernów? Czy dla PiS, który to PiS zarekomendował Kochanowskiego na obecne stanowisko? Wszak przycichło zamieszanie związane z &#8220;aferą hazardową&#8221; i innymi tego typu zagraniami <em>a la</em> CBA; trzeba przywalić rządowi Tuska w inny sposób. Chcę wierzyć, że te dwa ostatnie przypadki to bzdura i żaden z nich nie ma miejsca, że ombudsman jest niezależny i naprawdę chce służyć dobru Polaków, a tylko niepotrzebnie dał upust emocjom i zwyczajnemu brakowi rozeznania w temacie.<br />
Szkoda tylko, że autorytet takiej instytucji jak Rzecznik Praw Obywatelskich w każdej z tych opcji doznał uszczerbku. Kompletnie bezsensownie. Po co to?<br />
PS. Nie chciałem już tego pisać (bo inni wystarczająco przemaglowali temat), ale co tam &#8211; smutne jest też to, że STRAŻNIK KONSTYTUCJI tak beztrosko lekceważy jej zapisy o neutralności światopoglądowej państwa &#8211; <a href="http://www.prezydent.pl/aktualnosci/wypowiedzi-prezydenta/wystapienia/art,685,przemowienie-prezydenta-rp-w-91-rocznice-odzyskania-niepodleglosci.html">tu</a>, na końcu. Tym smutniejsze, iż gdyby nie ten fragment (plus drobny błąd językowy), to przemówienie byłoby jednym z nielicznych, w ktorym prezydent naprawdę stanął na wysokości zadania i okazał się porządnym przywódcą. Tak niewiele zabrakło&#8230;</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>In light of my citizenship of the land of Choir Geekdom, I&#8217;d like to dedicate this post to three upcoming performances of highly different natures: an RPO pops concert (tomorrow!), The RWC Music Department&#8217;s performance of Handel&#8217;s <em>Messiah, </em>and the coolest thing that I&#8217;m going to do this year: record my part for a virtual choir (more on this later).</p>
<p>First, the Rochester Philharmonic- OH. MY. GOSH. I may have alluded to this performance in my last post, but here it is in detail: The RPO is putting on a huge Veteran&#8217;s day concert in the Blue Cross Arena in Rochester tomorrow. They have two guests&#8211; some trumpet guy and US! THE RWC CHORALE! (If you couldn&#8217;t tell, I&#8217;m kind of excited.) We&#8217;re doing various and sundry patriotic songs, including a medly and <em>Hymn to the Fallen </em>from <em>Saving Private Ryan</em>. I am STOKED. If you don&#8217;t have anything to do tomorrow night, come and see. You&#8217;re not going to get $5 Pro-Orchestra tickets anywhere else. <p>Next: <em>The Messiah.</em> There is something completely and utterly exciting about doing the <em>The Messiah.</em> I mean, it&#8217;s sort of the classic of all classics. Maybe it&#8217;s just because I&#8217;m such a big choir geek, I don&#8217;t know. I do know though, that I&#8217;m thoroughly looking forward to singing this. (By the by, have I mentioned that I now sing alto? If you know me, you probably know that I&#8217;ve sung in the top part of my voice FOREVER&#8230; not so anymore! It&#8217;s sure darned exciting to sing harmony, let me tell you. It&#8217;s been a tough road after singing nothing but the boring melody for 800 years, but by golly, I&#8217;m getting good at it. Besides. As the saying goes&#8230; you can date a soprano, but you&#8217;ll marry an alto! (disclaimer: I mean an alto in choir. I still solo soprano.) Anyway&#8211;Handel! <em>The Hallelujah Chorus!! </em>YES! <p>AND FINALLY, I&#8217;D LIKE TO INTRODUCE YOU TO ERIC WHITACRE. (You can tell how much I like him by the way I said that in all capitals.)<br />
I first met Mr. Whitacre&#8217;s music in the summer of eleventh grade, when I was singing all day every day all summer. (You may know about my stint in the New York State Summer School of the Arts, School of Choral Studies (phew!) or NYSSSA SCS for short.) Anyway, my summer was summed up by one friend (I instantly alienated all of the other students by refusing to talk during rehearsal on the first day, earning the label of &#8220;stuck up girl&#8221;) and music, music, music. I LOVED THE MUSIC. My favorite piece? <em>Water Night. </em>Guess who wrote it. Yup. Eric Whitacre.<br />
I know what you&#8217;re thinking&#8230; &#8220;la-tee-da. Another composer. They&#8217;ve got Mozart and Brahms, why add another one I&#8217;m going to forget?&#8221;<br />
Well, I&#8217;ll tell you. HE IS AMAZING. Not only is his music really complicated and really sweet and really dissonant, he&#8217;s on twitter. Yup, twitter. (I bet you thought he was dead! Not so! The man isn&#8217;t even middle aged!) He has a blog (look for it in my &#8220;read what meg reads&#8221; &#8220;blogs&#8221; section) and he tweets awesome stuff all the time. Earlier this year, he had a really sweet idea: have people sing their parts of one of his pieces into a webcam and post them on youtube and then put them all together like a choir. IT WAS AWESOME. Here it is:</p>

<p>To make a long and confusing story short: Eric Whitacre posted a youtube video of himself conducting a song. You watch the video and sing your part while recording a different video and post it to youtube and they put them all together and I&#8217;m going to do it. SO SWEET.</p>
<p>So there you have it. 3 totally different performances, each (almost) equally awesome. STOKED.</p>

<title><![CDATA[Multi-Country, Single Provider RPO Contracts Gaining Traction]]></title>

<description><![CDATA[Recruitment Process Outsourcing (RPO), just like all other HRO process areas, has been impacted by t]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>Recruitment Process Outsourcing (RPO), just like all other HRO process areas, has been impacted by the recession and lower hiring volumes. And revenue recovery and growth will be further impacted by the lagging nature of hiring after a recession. However, those RPO providers with multi-country capabilities are better positioned to tap into today’s limited opportunities, and will have the opportunity to fare better than their single-country counterparts when hiring volumes return.</p>
<p>NelsonHall’s 2007 and 2009 RPO Market Analysis studies found that multi-national buyer organizations are increasingly seeking single-provider RPO solutions for reasons including: 1) Standardized technology and consistent processes, which results in increased efficiencies and reduced cost; 2) Consolidated reporting from one system, which results in better data quality; and 3) Reduced provider management efforts.</p>
<p>While RPO providers can gain global delivery capabilities via partnerships, as discussed in my July 22 blog, we are also seeing individual providers win multi-national RPO deals. Their ability to win these contracts are due to a number of factors including increased local presence and knowledge of where and how to attract local talent, technology to support multi-country recruiting efforts and ability to provide onsite support.</p>
<p>Examples of recent multi-country RPO deals include:</p>
<p>•  Kenexa on October 26 announced it was awarded an RPO contract by LSG Sky Chefs, a corporation with 30,000 employees in 49 countries. Using a hybrid model of onsite and service center delivery, Kenexa will provide LSG with global recruitment services which are expected to reduced costs due to centralized recruiting and deliver a better candidate hiring process.</p>
<p>•  PeopleScout on November 2 announced it won a multi-million RPO contract with Covance, a global drug development company with 9,600 employees in 20 countries. PeopleScout will perform hiring services for professional and hourly positions for Covance in North America, South America, Australia and Asia.</p>
<p>•  Pinstripe on August 18 was awarded an RPO contract by Agilent Technologies for the provision of complete end-to-end RPO services from job requisition through on-boarding for exempt and non-exempt employees in the U.S., Canada, Mexico and Brazil.</p>
<p>To underscore providers’ acknowledgement of the importance of single provider multi-country and global RPO capabilities, Manpower on October 30 announced a realignment which combines its HRO and RPO groups into a dedicated business unit, Manpower Business Solutions (MBS), to strengthen its outsourcing service offerings. RPO services are delivered in 20 countries today. As part of the combined group, MBS can further leverage Manpower&#8217;s reach, in 80 countries today, to increase its RPO delivery footprint.</p>
<p>I believe this is the tip of the iceberg in that we will see more global RPO contracts being awarded over the next several years. Providers with the capability to support multi-country RPO will see increased opportunities to win new business and expand existing domestic-only hiring contracts for multi-national and global clients.</p>

<p>Here it is: update: Megan in stream of consciousness style&#8230;</p>
<p><em>Holy cow. How did it get to be November already? Shoot. That means I have to do all the things I&#8217;ve been putting off because they weren&#8217;t due &#8217;til this month. Like those two huge papers. and that giant yearbook deadline. Also, I really should clean off my desk and sit there instead of on my bed with my computer&#8230; I&#8217;m not really sick anymore. </em></p>
<p><em>Boy, being sick sure did suck. I&#8217;ve still got a touch of bronchitis, and my voice didn&#8217;t last for all of chorale today, but I no longer fall under the sick category, especially now that there are so many people on campus with the swine flu. I was really really sick last weekend&#8230; I hated missing my concert. Basically awful. Ugh.</em></p>
<p><em>Hmm&#8230; 22 days until Thanksgiving. I love Thanksgiving&#8230; it might be my favorite holiday. I really love Christmas, too, though. Is it too early to start listening to Christmas music? There was a Christmas commercial on TV earlier during the Phillies game (Beat those Yankees!) and my heart kind of leaped with joy when deck the halls was playing in the background. Speaking of Christmas music&#8230; I am so excited for the Chirstmas Gala here in December! We&#8217;re doing Handel&#8217;s Messiah in it&#8217;s entirety and I am STOKED. </em></p>
<p><em>And while I&#8217;m on the topic of exciting concerts with the Chorale, I am also so excited about singing at the Veterans Pops concert with the RPO next Wednesday at the Blue Cross Arena. AHHHH!! YES. </em></p>
<p><em>Updates, updates&#8230; oh! I am now officially double majoring in Music and Communications. (Look, look! Something that I can actually get a job with!) I had toyed with English and History as well, but Communications seems like the most practical choice, plus Dr. Mrs. wanted me to do it. (If you know Dr. Mrs., you will understand this statement perfectly.) Anyway, I&#8217;m pretty excited about it. Unfortunately, it means taking 37 more credits. Not that I can&#8217;t do it in four years&#8230; it&#8217;s just that I&#8217;m basically kissing study abroad and any other elective classes au revoir. </em></p>
<p><em>Oh! Something else really exciting&#8230; I&#8217;M GOING TO IRELAND!! YES!! I AM STOKED. STOKED! I&#8217;m going with a team from Roberts to work with the Dublin Christian Mission for a little over a week in May&#8230; we&#8217;ll be staying in a hostel in downtown Dublin for a week, and then spending a couple of days exploring London since we&#8217;re so close. AHHHH!!!!!!! Rest assured that you will be hearing far more about this in the future. </em></p>
<p><em>Wow. It&#8217;s about one o&#8217;clock in the morning (why is it that I always seem to blog so late at night?) and I&#8217;ve got work in the morning. I love my job except for the whole morning thing&#8230; ah, well. At least there&#8217;s plenty of coffee! </em></p>

<p style="text-align:center;"><strong>Jedną z nich jest urząd rzecznika</strong></p>

<p>Staramy się być konkretni i przydatni. Przygotowując program zakończonych właśnie warsztatów, przeanalizowaliśmy raporty roczne ombudsmanów państw Partnerstwa Wschodniego. Na ich podstawie wyróżniono trzy podstawowe dziedziny problemowe: wolność słowa i mediów; prawo do sądu oraz wolność od tortur i poniżającego traktowania. W analizowanych raportach mowa jest m.in. o niepokojących przypadkach stosowania gróźb wobec niezależnych dziennikarzy ze strony przedstawicieli władzy publicznej, a także zmuszania do ujawniania źródeł opublikowanych informacji. Ombudsmani informują o nierównym traktowaniu mediów przez władze państwowe, a także restrykcyjnym trybie wydawania przepustek i akredytacji dla dziennikarzy. Zaobserwowano przypadki wymuszanej przez władze autocenzury mediów oraz arbitralności przy podejmowaniu decyzji o wydaniu koncesji na radiową bądź telewizyjną działalność podmiotów prywatnych. Zdarzają się przypadki napaści i pobicia niezależnych dziennikarzy przez „nieznanych sprawców”, a reakcja organów ścigania na te incydenty jest niewystarczająca i nieefektywna.</p>
<p>Podkreślam tę konkretność, bo koresponduje ona z istotą europejskiego przedsięwzięcia integracyjnego. Jak pisał Robert Schuman w swej słynnej deklaracji z 1950 roku, która doprowadziła do tego, co dziś nazywa się Unią Europejską: „Europa nie powstanie od razu ani w całości: będzie powstawała przez konkretne realizacje, tworząc najpierw rzeczywistą solidarność”. Temu też mają służyć odbywające się właśnie w Natolinie od 22 do 25 października warsztaty zatytułowane: „Stan przestrzegania prawa i wolności człowieka w państwach objętych programem Partnerstwa Wschodniego”.</p>

<h4 style="font-family:Arial, Tahoma, Georgia, 'Times New Roman', Times, serif;margin-bottom:5px;color:#000000;font-size:13px;font-weight:normal;">Zdaniem RPO taki stan prawny nie może być akceptowany, ponieważ nie tylko dochodzi do łamania podstawowych praw gwarantowanych przez konstytucję, ale też zasady równości wobec prawa.</h4>
<h4 style="font-family:Arial, Tahoma, Georgia, 'Times New Roman', Times, serif;margin-bottom:5px;color:#000000;font-size:13px;font-weight:normal;">Rzecznik zwraca także uwagę na to, że obowiązujące przepisy dotyczące niszczenia materiałów zebranych podczas podsłuchu operacyjnego i nie będących dowodami pozwalającymi na wszczęcie postępowania karnego nie są takie same w przypadku poszczególnych służb.</h4>
<h4 style="font-family:Arial, Tahoma, Georgia, 'Times New Roman', Times, serif;margin-bottom:5px;color:#000000;font-size:13px;font-weight:normal;">- Również i w tym przypadku powstaje uzasadniona wątpliwość, czy taki stan prawny odpowiada konstytucyjnej zasadzie równości wobec prawa. Wątpliwość dotyczy również tego, czy taki stan odpowiada treści art. 51 ust. 2 Konstytucji RP, zgodnie z którą władze publiczne nie mogą pozyskiwać, gromadzić i udostępniać innych informacji o obywatelach niż niezbędne w demokratycznym państwie prawa &#8211; podkreślił RPO</h4>

<title><![CDATA[HRO Provider Acquisitions Heating Up]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>If you thought that pure-play HRO provider acquisitions were out of vogue – as compared to the recent flurry of M&#38;A activity among broad-based BPO providers and technology-oriented companies, ala HP/EDS, Xerox/ACS – think again, per two significant acquisitions announced this week.</p>
<p>First, Adecco, headquartered in Switzerland, is acquiring U.S.-based MPS Group to strengthen its professional staffing services capabilities and expand its delivery footprint, especially in the U.K., Canada and the U.S. Under the terms of the agreement, Adecco will acquire MPS Group for €782m or $13.80 per share in a cash transaction, a 24 percent premium over the October 19, 2009 closing stock price. The acquisition is to be completed Q1 2010. MPS Group will bring to Adecco professional staffing services to businesses with functional focuses in IT, F&#38;A, law, engineering, marketing and healthcare. This is all good for Adecco, its existing clients and potential buyers. It’s also good for employees of both companies as they will benefit from increased career opportunities.</p>
<p>This acquisition could also be a big boost for Adecco&#8217;s RPO business and its clients, as MPS Group has its own integrated talent management platform which includes recruitment, learning and performance management systems, as well as compensation management and succession planning. Our research demonstrates clients have shown increased demand for leveraging talent management platforms, both with RPO and other single line HRO services such as payroll.</p>
<p>This transaction makes good sense as it eliminates the two providers from fighting for the same customers, and $50 million of synergy savings gained by combining the companies is no small potatoes.</p>
<p>Second, NorthgateArinso has acquired Randstad HR&#8217;s payroll outsourcing division, CIAN, to strengthen its Dutch payroll outsourcing business. CIAN reported 12 million euro in revenue in the past year. Though small in comparison to Adecco’s purchase, this acquisition is still significant in strengthening NorthgateArinso’s position in the Netherlands. With Randstad deciding to exit the payroll business in the Netherlands, CIAN’s five large and 32 mid-sized clients will gain business continuity benefits by moving to a provider that remains committed to payroll outsourcing. CIAN employees will also benefit, as they will be working for a global provider of HR and payroll services, likely resulting in increased career opportunities within and outside of the Netherlands. This acquisition also makes sense as it strengthens NorthgateArinso’s employee base, enabling it to better service its clients, and adds additional clients to its portfolio.</p>
<p>In my analysis, these acquisitions signal two important HRO industry trends:</p>
<p>•  Acquisitions will continue to support geographic expansion and service delivery capabilities</p>
<p>•  Partnerships between HRO providers – which far outpaced acquisitions this year – will continue for the same reasons as acquisitions, such as access to better technology. But the partnerships will be more focused on areas in which the providers are not directly competing for the same customers, e.g., to service existing multi-country clients that have employees in a country they do not currently service when building that capability organically may not make sense if there is not enough scale of clients and employees to service</p>
