A Brilliant Warning On Robert Rubin’s Proposal to Deregulate Banks, circa 1995

Out all day on university visits with my son, returned to see the miracle GDP recovery number bull the market higher, after Goldman Sachs had cast a pall of gloom the prior day. Le Proprietaire had investments that leaned towards smelling bear trap, and was gratified to see the gains, especially after a day reviewing prospective tuition and fees.

There is little doubt in this mind that the number will be revised lower, and the chain deflator lowball will prove to be transitory, and the recovery will be ephemeral, at least based on real numbers. The Clunkers programs pulled sales forward, which is a useful thing only if there is the follow up of systemic reform. The consumer is flat on their back, and median wages and employment are going nowhere. One can stoke monetary inflation with enough Fed expansion, but without the vitality that bestows permanence and self-sufficiency.

A reader sent in this prescient warning from 1995, when then Treasury Secretary Robert Rubin, late of Goldman Sachs, mentor to Larry and Timmy of the current US ship of state, wanted to unleash the power of the big money center banks to ensure their "efficiency and international competitiveness."

If only the US had rejected the Rubin – Greenspan doctrine then, and firmly said no to freewheeling finance, and not succumbed to the hundreds of millions of dollars in lobbying and donations spread about Washington in that 1990’s campaign by Wall Street that culminated in Fed preemptive action, followed by a massive lobbying campaign led by Sandy Weill.  

In December 1996, with the support of Chairman Alan Greenspan, the Federal Reserve Board issues a precedent-shattering decision permitting bank holding companies to own investment bank affiliates with up to 25 percent of their business in securities underwriting (up from 10 percent).

This expansion of the loophole created by the Fed’s 1987 reinterpretation of Section 20 of Glass-Steagall effectively renders Glass-Steagall obsolete. Virtually any bank holding company wanting to engage in securities business would be able to stay under the 25 percent limit on revenue. However, the law remains on the books, and along with the Bank Holding Company Act, does impose other restrictions on banks, such as prohibiting them from owning insurance-underwriting companies.

In August 1997, the Fed eliminates many restrictions imposed on "Section 20 subsidiaries" by the 1987 and 1989 orders. The Board states that the risks of underwriting had proven to be "manageable," and says banks would have the right to acquire securities firms outright…

As the push for new legislation heats up, lobbyists quip that raising the issue of financial modernization really signals the start of a fresh round of political fund-raising. Indeed, in the 1997-98 election cycle, the finance, insurance, and real estate industries (known as the FIRE sector), spends more than $200 million on lobbying and makes more than $150 million in political donations. Campaign contributions are targeted to members of Congressional banking committees and other committees with direct jurisdiction over financial services legislation.

One might be tempted to conclude from this that they bought the attention of the Congress for their agenda then, and based on additional substantial contributions, have held it ever since.

As you may recall, it was in December, 1996 when Alan Greenspan made his famous ‘irrational exuberance’ speech. And then shortly thereafter laid the groundwork for the tech bubble of 1999, and the series of bubbles that are the basis of the American economy even today, and the long twilight of the US dollar.

Based on our read, the financial reform plans crafted by Tim Geithner, Larry Summers, and their friends on Wall Street is merely a continuation of the Rubinomics. Is there any wonder, as we have Rubinomics Recalculated by Obama.

Re "For Rogue Traders, Yet Another Victim" (Business Day, Feb. 28) and your same-day article on Treasury Secretary Robert E. Rubin’s proposal to eliminate the legal barriers that have separated the nation’s commercial banks, securities firms and insurance companies for decades: The American Bankers Association, Senator Alfonse M. D’Amato, Representative Jim Leach and Treasury Secretary Rubin are gravely misguided in their quest to repeal the Glass-Steagall Act.

Their contention that insurance companies, commercial banks and securities firms should be freed from legislative obstructions is predicated on fallacious, historically inaccurate statements. If the Baring Brothers failure does not give them pause, a history lesson is our only hope before the Administration and bank lobby iron out their differences and set the economy back 90 years.

The argument that American financial intermediaries will become "more efficient and more internationally competitive" is false. The American financial system is the most stable, most profitable and most dynamic in the world.

The notion that Glass-Steagall prevents American financial intermediaries from fulfilling their utmost potential in a global marketplace reflects inadequate understanding of the events that precipitated the act and the similarities between today’s financial marketplace and the market nearly a century ago.

Although Glass-Steagall was enacted during the Great Depression, it was put in place because the Aldrich-Vreeland Act of 1908, the blue-sky laws following 1910 and the Federal Reserve System of 1913 failed to keep the concentration of financial power in check. The investment climate that ultimately led to Glass-Steagall was one filled with emerging markets, interlocking control of productive resources and widespread bank ownership of securities.

Ever since railroad securities began driving secondary capital markets in the late 1860’s, "emerging markets" have existed for investors looking for high-yield opportunities, and banks have been primary agents in industrial development. In the 19th century, emerging markets were scattered throughout the United States, and capital flowed into them from New York, Boston, Philadelphia and London. In the same way, capital flows from the United States, Japan and England to Latin America and the Pacific rim — today we just have more terms to define the market mechanisms.

The economy and financial markets were even more interconnected in the 19th century than now. Commercial and investment banks could accept deposits, issue currency, underwrite securities and own industrial enterprises. With Glass-Steagall lifted, we will chart a course returning us to that environment.

J. P. Morgan and Andrew Mellon made their billions through inter locking directorates and outright ownership of hundreds of nationally prominent enterprises. Glass-Steagall is one crucial piece of a litany of legislation designed to place checks and balances on the concentration of financial resources. To repeal it would be tantamount to bringing back the days of the robber barons.

The unbridled activities of those gifted financiers crumbled under the dynamic forces of the capital marketplace. If you take away the checks, the market forces will eventually knock the system off balance.

The PBS Frontline show ,The Warning , does a good job on the greed & corruption  of the CEO’s ( Rubin , Summers , Geithner) that have played a key role in our financial meltdown (but leaves out the BOD ) , I submit they totally miss  Greenspan’s role in the process

Greenspan started out with the free market principals,  but along the way he got corrupted enough to be believe fraud was ok , that you could build a derivative market fueled by the distortions the Feds made in the housing market starting with Carter’s 1977 CRA act , the 89 mortgage act, 92 Freddie & Fannie phony loans to people who could not afford a house , 95 tracking loans by neighborhood ( iirc the one Obama sued in court for Acorn? ) well the only way I know of to fuel a distorted market is with fraud

Greenspan, Rynd, Reagan were right that the free market should be allowed to function , but  Brooksley Born is right that the government role in the financial markets should be to establish a honest and level playing field , so the Bernie Madoff’s of the world do not corrupt the system.

Free Market’s can only survive in a honest and level playing field,  if the The Few, The Money Changers are running a rigged and corrupt system it does not matter if you have a Free Market , Communist System or anything else , In a rigged game the few are going to take advantage of the many and keep them oppressed as long as they can hold power in a corrupt system

If the role of government is to make sure one person is not allowed to harm another , a Free people and Free Markets will bring about the best chance for economic prosperity , a nation that can dictate it’s own destiny and individual freedom for all citizens in it’s border

MADRID (AFP) – Holders Barcelona suffered their first European defeat in 10 months falling to a shock 2-1 home loss at the hands of Rubin Kazan in the Champions League group F match on Tuesday.

Russian champions Rubin produced the biggest win in their history to defeat the reigning European champions with Turkish midfielder Gokdeniz Karadeniz netting a 73rd winner to stun the Camp Nou.

It was Barcelona’s first Champions League defeat since December 9 when Pep Guardiola’s side lost 3-2 at home to Shakhtar Donetsk at the group stage – although they had already qualified – and the result blows the group wide open with all four teams capable of reaching the last 16.

Barca, Rubin and Dynamo Kiev all have four points with Inter Milan on three points after a 2-2 draw with Kiev on Tuesday.

“Any team can beat another one in football,” said Guardiola. “It is a strong group with four league champions and we have to fight until the end to progress.”

Aleksandr Ryazantsev shot Russian champions Rubin into a shock lead after just 70 seconds with a fine long-range strike.

Swede Zlatan Ibrahimovic equalised for Barca showing good chest control before volleying into the corner three minutes after the break.

It was expected to be the platform for Barca to win the game but Kazan were clinical using one of their rare goalscoring chances to win the game.

“If we want to progress we have to win the next game in Russia (against Rubin Kazan),” said Ibrahimovic. “We had some good chances and hit the woodwork but didn’t have much luck.”

Rubin now have a great chance of progressing and coach Kurban Berdeyev admitted he was still getting to grips with the historic win.

“I thanked God for giving our fans a party they fully deserve,” said Berdeyev. “We didn’t think that we could win here.”

With Thierry Henry out injured Guardiola rushed back Ibrahimovic, who sat out the Valencia match at the weekend, with Lionel Messi and Pedro Rodriguez on the flanks.

Rubin fielded third choice goalkeeper Sergei Ryzhikov, with his number 77 shirt hardly inspiring confidence, but he did well to thwart Andres Iniesta in the opening minute.

With 70 seconds gone Rubin stunned the partisan Camp Nou crowd, with some fans just coming into the stadium after being stuck in traffic, when Ryazantsev rifled in an unstoppable 30 yard drive.

A sloppy pass from Rafael Marquez gifted Rubin possession and Ryazantsev surprised Victor Valdes arrowing a thumping right-footed shot into the corner.

It was the first time Barcelona had gone behind in their nine games this season and provided them with a challenge.

It was a dream start for Rubin who built a barrier in front of their penalty area to try and defend their surprise lead.

The expected Barca onslaught came with Ibrahimovic squirming a tough volley wide after a great dribble and cross from Messi.

Dani Alves then drilled a shot just wide of the post and Pedro’s header was pushed clear by Ryzhikov right next to the post.

Guardiola did not make any changes at the interval and the leveller came three minutes into the second half with Ibrahimovic controlling on his chest before volleying a first time shot into the bottom corner.

The goal threw Rubin’s game-plan out of the window but Barca struggled to score a second and threw on teenage striker Bojan Krkic for Pedro in the 66th minute.

However, it was the Russians who struck again with a lightning counter attack finished off by Karadeniz in the 73nd minute.

Ibrahimovic smashed a shot against the crossbar five minutes later and Yaya Toure hit the post in stoppage time as Rubin clung on.

Barca have some tough away fixtures in freezing temperatures coming up with the return leg against Rubin in Russia on November 4 before going to Ukraine to take on Dynamo Kiev in December.

A partida do Palmeiras foi péssima, o time palmeirense parece ter sido contagiado pelo medo anunciado por Diego Souza, aliás tal elemento não produziu nada na partida, e são comportamentos como o de ontem que diferenciam o grande jogador do fora de série, ninguém questiona o talento de Diego Souza, mas nos jogos considerados chaves é que o fora de série aparece, haja visto o exemplo do Pet na rodada passada, todo mundo focou seus holofotes em Diego e Imperador e quem apareceu, Pet.

Sobre o Santo André admito que me surpreendeu, o time voltou a mostrar o futebol que incomodou os clubes paulistas, o time soube explorar o nervosismo do ameaçado líder e Nunes guardou dois gols. Bom atacante, daqueles chatos, trombadores. Hoje, vejo Atlético-MG e Flamengo como os favoritos ao título, pelo atual momento, mas eles precisam fazer valer isso nos jogos do fim de semana.

Só queria aproveitar a oportunidade para falar sobre mais uma coisa do Palmeiras, a defesa é péssima, ninguém tira isso da minha cabeça.

No restante do torneio, a surpresa fica com o meu querido Liverpool que está sofrendo para se classificar em seu grupo, que tem o excelente time do Lyon e a Fiorentina, além do grupo do Barça e Inter de Milão, onde ambos estão sofrendo para garantir a classificação, Dinamo de Kiev e Rubin Kazan estão engrossando a vida dos dois. La tercera jornada de liga de campeones nos ha dejado claras muestras de lo que es el fútbol moderno y el resultado de no comprenderlo.

Como si de una historia de cuento se tratara en una sola noche sucumbieron  la realidad tres de los más grandes estadios del fútbol mundial, el Camp Nou, San Siro y Anfield. Lo del Inter puede llegar  ser tomado como algo común, que viene sucediendo con los equipos italianos en los últimos años, pero no por ello deja de ser otro enorme castillo asediado por el enemigo pequeño, aquel que parece que llega a inclinarse de rodillas ante a sus puertas y ver si tienen clemencia de él.

Sin ánimo de pasarme con los símiles mediavales, pero en el último año parecía que el fútbol se encontraba en plena edad feudad y que el Barcelona era el rey absolutista, pero llegó un extraño ruso para demostrar que en el fútbol no son los dioses los que eligen a sus reyes sino el esférico. El rey Barcelona sigue en pie, pero anoche bajó a la tierra a luchar con el resto de los mortales.

Chiariamo subito una cosa, non è la differenza che passa tra un risultato positivo e uno negativo che deve indurre ad esprimere giudizi, ma il modo in cui ci si arriva. Sono servite a poco le parole di Mourinho nella conferenza stampa di sabato, “In Champions con gioia“, i ragazzi non erano tranquilli, la tensione era evidente anche dalle tribune, il risultato è stato quello di regalare come al solito, il primo tempo agli avversari, per fortuna il gol di Samuel ha rimesso parzialmente in piedi una gara seriamente compromessa dalle nostre incertezze in campo europeo.

A fronte dei risultati ottenuti in queste gare d’andata, possiamo comunque affermare che la classifica “ci sorride”, siamo tutti lì con 9 punti ancora in palio: Barcellona 4, Dynamo Kiev 4, Rubin Kazan 4, Inter 3. A conferma della difficoltà del nostro girone giunge anche l’inaspettata sconfitta del Barcellona che perde in casa contro i russi del Rubin Kazan.

Cedere qualcuno durante il mercato di gennaio e investire i ricavi per qualche seduta dallo psicanalista?

Começou hoje a 3ª rodada da UEFA Champions League. E só de ciúmes por eu ter dito que o Brasileirão é o campeonato mais equilibrado do mundo devido suas zebras, a terça-feira foi repleta de surpresas.

Liverpool 1×2 Lyon: zebra, parte I. Jogando em casa, os Reds saíram na frente com Benayoun, mas tomaram a virada no segundo tempo e somam sua segunda derrota em 3 jogos.
Debreceni 3×4 Fiorentina: se não foi um jogaço, ao menos foi cheio de gols. Jogando fora de casa, a Viòla foi ao ataque e conquistou sua 2ª vitória consecutiva – somando 6 pontos, contra 9 do Lyon.

Barcelona 1×2 Rubin Kazan (foto): zebra, parte II. Jogando em casa, o Barça saiu atrás em um chutaço de fora da área, empatou com belo gol de Ibrahimovic, mas levou o segundo gol e perdeu em casa – ficando com os mesmos 4 pontos dos russos.
Inter 2×2 Dínamo Kiev: zebra, parte III. A Inter saiu atrás e empatou por duas vezes. Destaque para o zagueiro brasileiro Lúcio, que deu um belo passe para gol e fez outro contra. Os italianos são lanternas com 3 pontos, 1 atrás de todos os outros.

Sttutgart 1×3 Sevilla: quem pára o Sevilla? Bem no Campeonato Espanhol e mesmo sem Luís Fabiano, os espanhóis venceram bem na Alemanha e lideram com 100% de aproveitamento (9 pontos).
Rangers 1×4 Unirea: zebra, parte IV. Tá certo que os escoceses não são mais favoritos faz tempo, mas tomar goleada em casa de um time estreante no torneio é ridículo. Os romenos chegaram a 4 pontos, contra 1 do rival.

GRUPO H
AZ Alkmaar 1×1 Arsenal: não chega a ser a 5ª zebra, mas o campeão holandês finalmente teve uma atuação decente. O Arsenal, por sua vez, perde o aproveitamente perfeito e chega a 7 pontos.
Olympiacos 2×1 Standard Liége: vitória grega em casa, mostrando que os belgas devem mesmo cair por terra cedo. Mesmo sem Diogo, ex-Lusa, o Olympiacos venceu e chegou aos 4 pontos.

Amanhã tem até Real x Milan, fiquem de olhos.

The BBC has taken a fresh look at a story the Boston Globe first ran a couple weeks ago about the demise of the Iran “Democracy Fund,” a program started under the Bush administration to support regime change in Iran.

The story provoked an outcry. Individuals such as Senator Joseph Lieberman and the neoconservative activist Michael Rubin blasted the administration for the cuts. Since then, the Wall Street Journal has called it “preemptive appeasement.” Other news organizations, like Fox News and Haraatz, breathlessly retold the story of the United States turning its back on democracy in Iran.

But the story isn’t so simple, as the BBC reveals:

“While the move has been criticised by neo-conservatives in the US, it has been welcomed by Iranian human rights and pro-democracy activists.”

The BBC cites several people, including Abdolfattah Soltani, spokesman for the Defenders of Human Rights Center (Shirin Ebadi’s organization) and a human rights lawyer.

He welcomes the change in policy: “These US funds are going to people who have very little to do with the real struggle for democracy in Iran and our civil society activists never received such funds. The end to this program will have no impact on our activities whatsoever.”

The Globe and subsequent stories focused on seemingly unjustifiable cuts in funding. But many of these articles didn’t talk to human rights defenders in Iran, nor did it scrutinize how the money given to groups in the US actually had affected those inside the country. The story from the people on the inside is quite different: they don’t welcome measures that puts them under additional risk. Thanks to the BBC report, we know that the people putting their necks on the line to defend human rights in Iran apparently did not see the move to cut this fund as US abandonment of democracy in Iran.

Kudos to the BBC on this for digging deeper into this story and actually talking to the people most affected by these policies.
