FOR THREE YEARS NOW

Lapay Bantigue Dance Festival is this year’s First Place in the recent 10th Tinagba Gayon Bicol 2012 Festival of Festivals in Iriga City held Feb. 10.

Lapay Bantigue Dance Festival was also adjudged Best in Moving Choreography and won an additional P50,000 cash prize aside from the P500,000 grand prize as champion.

The Masbate city contingent vested other ten contingents from other provinces, cities and municipalities in the Bicol Region.

The Unod Festival of Castilla, Sorsogon placed 1st Runner Up bringing home P300,000 in cash prize while Magayon Festival of Albay was the 2nd Runner Up with a cash prize of P200,000.

Magayon and Unod Festivals also won the Best in Costume and Musicality awards, respectively, and each receIved additional P50,000.

Other Contingents

Eleven other local festivals vie for the championship and other special awards and they were: Busigon Festival (Labo, Camarines Norte), Sunflower Festival (Ligao City, Albay), Cimarrones Festival (Pili, Camarines Sur), Ibalong Festival (Legazpi City), Tig-aw Festival (Tigaon, Camarines Sur), Sosogon Festival (Sorsogon city), Vayadores Festival (Naga city) and Pinyasan Festival of Daet, Camarines Norte.

Each of the contingent showcased their places’ customs and culture through dance and other interpretations.

Conceptualized in 2002

Lapay Bantigue Dance Festival was concieved in 2002 by the city government to promote and imitate the graceful movement of a seagul locally known as Lapay that literally scattered in Brgy. Bantigue. The dance was popularized by the late Feliza A. Tupaz. Lapay Bantigue Dance Festival is celebrated annually during the month-long celebration of the cityhood of Masbate.

National Artist Ramon Obusan helped in the evolution of Lapay dance and is now recognized by the Cultural Center of the Philippines as one of the official folk dances in the country.

In its desire to change the negative image of Masbate due to dirty politics and many killings attributed to it, the city government, through Mayor Socrates M. Tuason pushes for the promotion of Lapay Bantigue Dance that characterized the people of the city as religious, God-loving, happy, proud, and show the artistry in them through festivities.

This is so because Mayor Tuason believes that the people of Masbate are proud of their race and origin.

That they cried out loud: Ako Masbateño. Dili ko inakaalo na ako Masbateño!

Masbate, Home of the Champions

For three years now, Lapay Bantigue Dance Festival earned the respect of other festivals in Bicolandia having been adjudged champion in the Gayon Bicol Festival of Festivals in 2008, 2010 and in the just concluded showdown of festivals in Iriga city.

Naro Festival of Dimasa-lang, Masbate was the champion in the 2009 Gayon Bicol.

In this year’s Sinulog Festival in Cebu city, Kulturang Placereño of Placer town garnered the first place in the Sinulog-based competition while Tribu Himag-ulaw, also of Placer, was the 2012 First Runner Up in the Sinulog Free Enterpretation category.

Almost all of the dancers of Kulturang Placereño and Tribu Himag-ulaw are dancers of Lapay Bantigue Dance Festival.

Sense of Ownership

The people behind the Lapay Bantigue Dance Festival and others who have children, relatives and ka-barangay-participants in the Lapay Bantigue are proud and themselves truly felt that they “belong” to the festival.

They have a part and owned Lapay Bantigue Dance Festival.

Pinanumpa ni Pres. Benigno Simeon C. Aquino III ang mga bagong kasapi ng Liberal Party sa National Headquaters ng partido sa Araneta Center, Quezon City noong Disyembre 5. Ang mga ito ay kinabibilangan ng apat na kongresista, anim na gobernador, isang bise gobernador at siyam na city mayors at maraming iba pa.

GANAP NANG kasapi ng political party ni President Benigno Simeon C. Aquino III si City Mayor Socrates M. Tuason.

Ang oathtaking ng mga bagong Liberal Party members ay ginanap sa LP National Headquartes sa Araneta Center, Quezon City, noong Disyembre 5, na mismong sinaksihan ni PNoy na siya ring nagpasumpa sa mga bagong kaalyado.

At sa kanyang panunumpa sa Liberal Party, pormal nang kaalyado ni PNoy si Mayor Ates Tuason na noon pa man ay masugid na taga-suporta nito bago pa man tumakbo sa pampanguluhang eleksyon noong 2010.

Magugunitang hayag ang suporta ni Mayor Tuason sa noon ay presidential candidate na si PNoy.

Naging makabuluhan din ang mga ugnayan nina PNoy at Mayor Tuason bago at matapos ang 2010 elections.

Kasamang nanumpa ni Mayor Tuason sina Representatives Jorge Almonte ng Misamis Oriental; Edgar San Luis, Laguna; Alfredo Benitez, Negros Occidental at Nancy Catamco ng North Cotabato.

Ang hanay ng mga gobernador ay sina Gerry Espina ng Biliran; Estaquio Bersamin, Abra; Sol Matugas, Surigao del Norte; Elias Bulut, Apayao; Oscar Moreno, Misamis Oriental, Gov. Johnny Pimentel ng Surigao del Sur at Vice Gov. Norris Babiera ng Misamis Occidental.

for the Elimination of Child Labor…

LUBOS ang pakikiisa ng Masbate City government sa mga hakbang ng International Labor Organization – International Program upang tutukan ang kalagayan ng may 1,093 child laborers sa anim na barangay ng lungsod. Ang mga barangay na ito ay ang Nursery, Pating, Espinosa, Bagumbayan, Bapor at Tugbo.  

Noong Nobyembre 4 ay binisita ng ILO Country Director ang lalawigan ng Masbate at personal na nakipagkita kay City Mayor Socrates M. Tuason sa opisina ng huli sa city hall.   Kasama sa grupo ni Lawrence Jeff Johnson ang Senior Program Officer ng ILO na si Jess Macasil, ang Regional Director ng Department of Labor and Employment na si Atty. Alvin M. Villamor at Willie Awitan, ang ILO Provincial Coordinator.  

Mahigit tatlumpong minuto na tinalakay nina Mayor Tuason at Johnson ang mga isyu na napapaloob sa pagdami ng child laborers, hindi lamang sa Masbate City, kundi maging sa dalawa pang munisipalidad na saklaw ng programa ng ILO, ang Aroroy at Cawayan.  

Naging pagkakataon na rin sa panig ni Mayor Tuason ang courtesy call ng ILO Country Director upang ihayag nito ang walang katapusang tulong ng pamahalaang lungsod para maibsan ang problema sa child labor.  

Napabilang ang Masbate City sa tatlong lugar sa lalawigan dahil sa pagdami ng mga kaso ng child labor bunsod na rin ng paglago ng komersyo sa syudad samantalang ang isyu ng pagmimina ang sanhi ng problema sa Aroroy habang nasasangkot naman ang mga musmos sa deep sea fishing sa mga karagatan ng Cawayan.  

Sa isyu ng pagmimina, namutawi sa mga labi ni Johnson ang mga katagang: “I personally know the effect of mining especially to the community” dahil na rin sa kanyang salaysay na naging kabahagi ang pamilya nito sa mining business sa Estados Unidos, partikular sa Illinois.   Si Johnson ay taga Chicago.   “(The) social and economic sides of the issue are critical, and that is povery alleviation “, ani Johnson.  

Sa kanyang panig, sinabi naman ng Senior Program Officer na si Macasil na labis na kailangan ng ILO ang tulong ng mga pamahalaang lokal para mailagay sa ayos ang kalagayan ng mga kabataan na sa murang gulang pa lamang ay nababanat na ang mga buto kumita lamang ng kaunti.  

“ILO alone cannot do it.We need partners to help them (child laborers) “, dagdag pa ni Macasil.   Nanlulumo naman si Johnson nang inihayag nito kay Mayor Tuason na mas lumalala pa ang problema tungkol sa child labor.  

“ILO has been here for 90 years. The issues and places have been changing but the issue remains the same “, pagbibigay diin ni Johnson.  

Samantala, matapos ang signing program sa kapitolyo para sa paglalahad ng tatlong punong ehekutibo ng kanilang pagtangkilik sa layunin ng ILO, binisita ng grupo ni Johnson ang Barangay Tugbo at kanyang nakadaupang palad ang sampung magulang ng mga child laborers.

At sa paunang ayuda ng city government, ang pamilya ng mga child laborers ay pinagkalooban ng pyscho-social intervention ng tanggapan ni CSWD Officer Evelyn C. Somera at tulong pinansyal naman para sa livelihood program sa mga pamilyang ito ang kaloob ni Mayor Tuason.

Beef Tapa production ang ngayon ay pinagkakaabalahan ng mga magulang ng mga batang napapailalim sa programa ng ILO-IPEC kung saan ang city government ang implementing office.

Aarangkada ang tulong ng pamahalaang lungsod sa loob ng dalawang taon para tuluyan ng mawala ang isyu ng child labor sa nasabing anim na barangay.
