<content:encoded><![CDATA[<div class='snap_preview'><p>A Representação Regional de São Paulo do Ministério da Cultura convida para a pré-estréia do filme Dawson, Isla 10, do cineasta chileno Miguel Littin, que faz parte da programação do II Congresso de Cultura Ibero-americana, que está sendo realizado no Sesc. A pré-estréia contará com a presença do Ministro Juca Ferreira.</p>
<p>Dawson, Isla 10 já estreou com sucesso no Chile. O filme, que entra em cartaz no Brasil em novembro, vai concorrer ao Prêmio de Melhor Filme do Festival Internacional de Roma, em outubro, além de ter sido indicado para disputar pelo Chile o Oscar de Melhor Filme Estrangeiro. O filme é uma co-produção Chile, Brasil e Venezuela, e tem a Petrobras como um de seus patrocinadores.</p>

<p><strong>Dawson, Isla 10, de Miguel Littin</strong></p>
<p>O cineasta e escritor retoma, neste filme, ao seu grande tema, o golpe militar que em 1973 vitimou Salvador Allende e milhares de chilenos, dando início a uma das mais longas e sangrentas ditaduras da América Latina.</p>
<p>Considerado um dos mais importantes cineastas latino-americanos e autor de filmes como Actas General de Chile, Actas de Marusia e Alsino e el Cóndor, os dois últimos indicados ao Oscar de Melhor Filme estrangeiro, Littin reconstrói em Dawson, Isla 10, o sofrimento de centenas de expoentes do governo Allende que foram aprisionados em um pedaço de terra de clima antártico perdido no meio do mar, a 100 km da costa sul do Chile.</p>
<p>Para tanto, Littín baseou-se no livro Isla 10, de autoria do então ministro das Minas e Energia do governo Allende, Sergio Bitar, que atualmente também é ministro do governo de Michelle Bachelet. A partir da narração em off de Bitar, interpretado pelo ator chileno Benjamín Vicuña, a película retrata o sofrimento e as dificuldades de um grupo de prisioneiros na Ilha 10, onde funcionou uma espécie de campo de concentração projetado pelo criminoso de guerra nazista Walter Rauff, então refugiado no Chile.</p>
<p>Co-produzido pela baiana VPC Cinema, do produtor Walter Lima, e utilizando técnicos e atores brasileiros no cast, como Bertrand Duarte (Alma Corsária) e Caco Monteiro, Littín mistura cenas reais, como o bombardeio ao Palácio de La Moneda e os minutos finais de Allende ainda vivo e de arma em punho, entrincheirado em sua sala, à reconstituição do sofrimento e tortura psicológica de um grupo prisioneiros políticos. Para dar mais verossimilhança a algumas cenas, Littín chega ao requinte de usar a câmera dentro de um saco, reproduzindo a sensação claustrofóbica de um personagem com o rosto encoberto.</p>
<p>O golpe militar chileno em 1973 obrigou Miguel Littín a se exilar no exterior, de onde combateu o ditador Augusto Pinochet à distância. Ao contrário de 1985, quando retornou ao Chile disfarçado e realizou Actas General de Chile, que Gabriel Garcia Márquez descreveu em A Aventura de Miguel Littin clandestino no Chile, agora o diretor teve toda a liberdade para reconstituir as atrocidades da ditadura Pinochet. Um dos seus trunfos foi filmar na própria Isla 10, graças à autorização das atuais forças armadas chilenas.</p>
<p>Segundo Littín, o filme é importante para demarcar o espaço da memória não somente no Chile, como também em outros países que viveram processos ditatoriais e jogaram suas vergonhas do passado embaixo do tapete: &#8220;O medo foi uma grande limitação do processo democrático chileno. Porém, temos que dissipar esse medo. Uma sociedade que perde a memória perde capital social e se torna estúpida. Por isso, dou muita importância ao meu filme&#8221;.</p>

<title><![CDATA[La gestión de crisis de Spanair]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>Pasados ya varios días se sabe que del <strong>avión accidentado en Barajas</strong> el pasado miércoles 20 de agosto de 2008 sólo quedan 16 supervivientes.</p>

<p>Para poner a todos en antecedentes, haré un breve resumen de la noticia que, seguramente, todos conocereis más que de sobra:</p>
<p><strong>El pasado miércoles 20 de agosto de 2008 el vuelo JK5022 de Spanair compartido con Lufthansa Madrid-Las Palmas</strong>, tuvo que ser retrasado por problemas en el avión, modelo MD-82. Al parecer el piloto vio que se encendía una luz que detecta la temperatura exterior del avión y que sirve para saber cuándo activar el sistema de calefacción que evita que se forme hielo en los motores. Según Javier Mendoza, el subdirector general de Spanair, el problema se aisló, pero no se solucionó, algo que parece que se permite en los manuales de aviación.</p>
<p>Una hora después de la marcada para su salida, los pasajeros vuelven a sus asientos. <strong>El accidente se </strong><strong>produce a las 14.45h.</strong></p>
<p>En las últimas explicaciones ofrecidas por el comité investigador, el avión tuvo un despegue limpio, pero cayó de cola y se arrastró 1200 metros durante los cuales dio 3 saltos impactando con otros tantos desniveles en el terreno. Se paró y ardió.</p>
<p>Más allá de las causas reales del accidente, de si se pudo evitar o no (cada cual pagará por sus actos), en este artículo voy a centrarme más en el tema de <strong>cómo gestionar una crisis.</strong><!--more--></p>
<p>Parece obvio que toda empresa debe tener su plan de marketing y su plan de comunica<img class="alignright" src="http://estaticos.20minutos.es/img/2008/08/21/859993.jpg" alt="" width="246" height="550" />ción perfectamente estudiado y redactado y en las manos de los responsables para llevarlos a cabo, pero quizá todavía hay quien no entiende la importancia de elaborar un plan de crisis. Las empresas más potentes ya no dudan e intentan evitar las crisis o al menos minimizar sus consecuencias. <strong>En China el término &#8220;crisis&#8221; significa además de crisis, oportunidad</strong>. Esto algo que no todos ven, pero con previsión, honestidad y verdad hay quien sabe salir reforzado de una crisis. <strong>Spanair no es de estos.</strong></p>
<h3>Empecemos por el principio:</h3>
<p><strong>Una hora después del accidente, Spanair emite un comunicado</strong> a los medios confirmando el accidente y ofreciendo un número de atención a familiares y amigos. Nadie aparece ante las cámaras. Comienzan las especulaciones. También ofrece un teléfono para la prensa, que al parecer no funciona del todo bien.</p>
<p>Durante el día 20 de agosto, tan sólo dan la cara la ministra de Fomento, Magdalena Álvarez, que no aporta datos significativos y el presidente canario, Paulino Rivero, que asegura no conocer los detalles del accidente y no poder ofrecer prácticamente ningún tipo de información.</p>
<p><strong>El portavoz de Spanair, Sergio Allard, convoca una rueda de prensa</strong> en la que informa brevemente del suceso aportando algún dato nuevo sobre la avería. Su preocupación principal es dejar claro que Spanair se va a centrar en las víctimas y en el apoyo a los familiares. <strong>Se le ve claramente nervioso</strong>.</p>
<p><strong>Los medios de comunicación comienzan a hacer su trabajo y ante la falta de datos (ni siquiera se sabe exactamente el número de pasajeros del avión), recurren a las historias humanas.</strong> Podemos ver imágenes de familiares desolados corriendo por los pasillos del aeropuerto y declaraciones de amigos que no pueden ni articular palabra.  Las cadenas de televisión necesitan emitir algo y, por el momento, no tienen nada más.</p>
<p>La confusión se adueña de todo el país e incluso medios de comunicación extranjeros recogen la noticia. <strong>Cada periodista de un dato distinto, las fuentes oficiales apenas se pronuncian.</strong></p>
<p>La Comisión Técnica de Investigación de Accidentes Aéreos comienza a trabajar desde el primer día.</p>
<p><strong>El día 21, los responsables de Spanair convocan una rueda de prensa cronometrada:</strong> 1 hora y nada más.</p>

<p>El director ejecutivo de SAS, Mats Jansson; el director general de Spanair, Marcus Hedblom, y el director de Recursos Humanos de la compañía, Héctor Sandoval, fueron los encargados de hablar y responder a las preguntas de los cientos de periodistas congregados en un hotel de Madrid.</p>
<p>Durante este segundo día, ya se empieza a conocer que <strong>el teléfono de atención a familiares y amigos no funciona como debería.</strong> En la mayoría de las ocasiones, al otro lado del teléfono se encuentra una centralita informando del accidente pero que incluso remite a realizar reservas de avión.</p>
<p><strong>La indignación es clara y el error de la compañía garrafal.</strong></p>
<p>Durante el fin de semana vamos conociendo algún dato más, como con cuentagotas.</p>
<p>Los familiares, mientras, se reunen con Spanair en las reuniones que la compañía programa para darles toda la información necesaria y apoyarles en todo. Sin embargo, <strong>ante las buenas intenciones aparentes de la compañía, los familiares se empiezan a cansar y plantan a los responsables argumentando que, en realidad, no se les dice nada.</strong><img class="alignnone" src="http://estaticos.20minutos.es/img/2008/08/20/859769.jpg?v=20080820164008" alt="" width="450" height="268" /></p>
<p><strong>El lunes 25, Spanair pide disculpas por el trato telefónico</strong> ofrecido a los familiares. De las 21.800 llamadas recibidas sólo pudieron atender a 4.000 y dieron un nuevo teléfono al que llamar.</p>
<p>Por su parte, el Gobierno de Canarias se quejó de la lentitud en la identificación de las víctimas.</p>
<p><strong>El martes 26, se explicaron más detalles sobre la avería del avión y sus últimas maniobras.</strong></p>
<p>Al paso de los días, las informaciones se van completando y habrá que esperar al resultado de las cajas negras.</p>
<p><strong>Sin embargo, la gestión de esta crisis por parte de Spanair no parece que haya estado bien programa.</strong> No sé si en su momento se hizo un mal plan de crisis o el problema es que no han sabido ejecutarlo bien. Lo que es obvio es que Spanair no ha actuado como debería. Falta de información a los medios de comunicacion, falta de información a los familiares, consecución de enfado entre los familiares y informaciones confusas sobre los técnicos de Spanair y el estado de sus aviones&#8230;</p>

<p><strong>Las disculpas en estos casos siempre llegan tarde</strong>. La actuación debe ser inmediata, siempre con la verdad por delante (aunque sea dura) para ganar credibilidad y asumir los posibles errores.</p>
<p><strong>Nadie dice que sea fácil gestionar una crisis, pero en este caso hay errores de manual.</strong></p>
<p><em>Quede aquí mi reconocimiento a todos los voluntarios de Cruz Roja y del resto de servicios de emergencia que han apoyado a los familiares.</em></p>

<p class="first"><strong>Accident investigators have begun examining the wreckage of a plane that crashed at Madrid&#8217;s Barajas airport, leaving 153 passengers dead.</strong></p>
<p>They will also start to analyze the flight data and voice recorders, which have both been recovered.</p>
<p>Three days of official mourning have been declared in Madrid, as relatives arrive at a makeshift mortuary in the capital to identify bodies.</p>
<p>Nineteen people survived the crash and several are critically hurt. <!-- E SF --></p>
<p>Of the 19 survivors of Spanair flight JK 5022, four are listed as being in a &#8220;very serious&#8221; condition, with another six only slightly better, Spain&#8217;s El Pais newspaper reported on Thursday. Eight remain under observation with one only slightly injured, the newspaper said.<!-- S IBOX --></p>

<p>The king is also likely to visit anxious families waiting for the grim confirmation that their loved-ones are among the dead.</p>
<p>Experts at a temporary mortuary near the airport say work to identify the dead is likely to be slow and painstaking, as many of the bodies were badly burned in Wednesday&#8217;s inferno.</p>
<p>&#8220;The worst is the identification of the bodies,&#8221; Red Cross spokesman Jesus Lopes Santana told the El Mundo newspaper.</p>
<p>&#8220;It is the end of all hope and when we see the worst scenes, because the majority of the relatives break down when they hear the news.&#8221;</p>

<p>The Spanair flight, bound for Las Palmas in the Canary Islands, took off on Wednesday lunchtime with 172 people on board, among them 10 crew.</p>
<p>Initial reports suggested that a fire had broken out in one of the MD82 plane&#8217;s engines during or shortly after take-off, and the plane ended up in a field.</p>
<p>Spanish Transport Minister Magdalena Alvarez said the plane had earlier begun taxiing to the runway, before turning back because of a technical problem, which had caused an hour&#8217;s delay in the take-off.</p>
<h1></h1>
<p>Spanish media said the pilot had reported a fault with a temperature gauge, but it was thought to have been fixed.</p>
<p>Speaking on Thursday, Ms Alvarez said a thorough investigation would be carried out, with a full examination of the flight recorders and available pictures, but that it was very early to draw conclusions about the crash.</p>
<p>A special independent commission has been established to probe the cause of the crash, Spanish media reported.</p>
<p><strong>Anger</strong></p>
<p>Spanair has released the official passenger manifest, confirming reports that 20 children and two babies were on board the plane.</p>

<p><!-- E IBOX -->Overnight a long convoy of black hearses rolled out of the airport grounds to carry bodies to the makeshift mortuary, where the victims&#8217; relatives had gathered, some of whom had traveled from the Canary Islands.</p>
<p>The convention center on the outskirts of the capital was also used as a mortuary after the Madrid train bombings four years ago.</p>
<p>Many of the relatives have expressed anger and disgust at Spanair, blaming it for the accident.</p>
<p>He says the injured include a young brother and sister, who immediately asked rescue workers about their parents.</p>
<p>Spanish ministers said foul play had been ruled out and the crash was considered to be an accident.</p>
<p>The 15-year-old plane had passed a safety inspection in January, said Sergio Allard, a spokesman for Spanair, which is owned by Scandinavian firm SAS.</p>
<p>Spanish media said some German, Swedish, Chilean and Colombian nationals had been among the passengers.</p>

<p>Television images on Wednesday showed plumes of smoke rising over the field in which the remains of the plane were resting.</p>
<p>Emergency services chief Ervigio Corral said that rescue workers had been faced with &#8220;a desolate scene&#8221;.</p>
<p>&#8220;You couldn&#8217;t distinguish that there was an aircraft there apart from the remains of the tail,&#8221; he said. &#8220;There was nothing of fuselage.&#8221;</p>
<p>Another rescue worker, Pablo Albella, told AP news agency: &#8220;The fuselage is destroyed. The plane burned. I have seen a kilometer of charred land and few whole pieces of the fuselage. It is all destruction.&#8221;</p>
<p>Messages of sympathy have been sent to Spain by leaders around the world.</p>
<p>The presidents of Russia, France and Italy, Germany&#8217;s chancellor and Britain&#8217;s queen joined with Latin American leaders in sending their condolences.</p>
<p>It was the deadliest air accident in Spain since a Colombian airline&#8217;s Boeing 747 crashed in Madrid in 1983 killing 181 people.</p>

Local media has reported that 149 passengers were killed in the crash.</p>

<p><em>There were only 26 survivors in the mid-afternoon crash, a Spanish emergency  official said.</em></p>
<p><em>A <span class="yshortcuts">police officer</span> said the  bodies were so hot that police could barely touch them and told El Pais  newspaper the shattered wreckage bore no resemblance to a plane.</em></p>
<p><em>Dozens of ambulances rushed to the site as columns of smoke billowed from the  wreckage. The <span class="yshortcuts">prime minister</span> broke off his vacation in southern Spain and rushed back to Madrid, heading  straight for the airport.</em></p>
<p><em>A Spanish emergency rescue official said only 26 people survived the crash  and the rest of those aboard were given up for dead. The official with the SAMUR  municipal rescue service gave the toll after touring the site of the crash. He  spoke to the AP on condition of anonymity because of department rules that  barred him from giving his name.</em></p>
<p><em>Spanair Flight JK5022 — bound for the popular <span class="yshortcuts">Canary Islands</span> off the West African coast during the  height of Europe&#8217;s summer vacation season — sped off the end of the runway,  crashed and broke into pieces, reports said.</em></p>
<p><em><span class="yshortcuts">Spanair</span> spokesman Sergio  Allard told a <span class="yshortcuts">news conference</span> the plane was carrying 175 people and the cause of the crash was not immediately known.</em></p>
<p><em>El Pais said the plane&#8217;s takeoff had been an hour late due to technical  problems. It eventually managed to get slightly off the ground but crashed near  the end of the runway, El Pais said, quoting an employee of the national airport  authority AENA.</em></p>
