Business continuity planning (BCP) is the creation and validation of a practiced logistical plan for how an organization will recover and restore partially or completely interrupted critical (urgent) functions within a predetermined time after a disaster or extended disruption. The logistical plan is called a business continuity plan.

In plain language, BCP is working out how to stay in business in the event of disaster. Incidents include local incidents like building fires, regional incidents like earthquakes, or national incidents like pandemic illnesses.

BCP may be a part of an organizational learning effort that helps reduce operational risk associated with lax information management controls. This process may be integrated with improving information security and corporate reputation risk management practices.

In December 2006, the British Standards Institution (BSI) released a new independent standard for BCP — BS 25999-1. Prior to the introduction of BS 25999, BCP professionals relied on BSI information security standard BS 7799, which only peripherally addressed BCP to improve an organization’s information security compliance. BS 25999’s applicability extends to organizations of all types, sizes, and missions whether governmental or private, profit or non-profit, large or small, or industry sector.

In 2007, the BSI published the second part, BS 25999-2 “Specification for Business Continuity Management”, that specifies requirements for implementing, operating and improving a documented Business Continuity Management System (BCMS).

In 2004, the United Kingdom enacted the Civil Contingencies Act 2004, a statute that instructs all emergency services and local authorities to actively prepare and plan for emergencies. Local authorities also have the legal obligation under this act to actively lead promotion of business continuity practices amongst its geographical area.

Measureable business impact analysis (BIA) “zones” (areas in which hazards and threats reside)include civil, economic, natural, technical, secondary and subsequent.For the purposes of this article, the term disaster will be used to represent natural disaster, human-made disaster, and disruptions.
Before January 1, 2000, governments anticipated computer failures, called the Y2k problem, in important public utility infrastructures like banking, power, telecommunication, health and financial industries. Since 1983, regulatory agencies like the American Bankers Association and Banking Administration Institute (BAI) required their supporting members to exercise operational continuity practices (later supported by more formal BCP manuals) that protect the public interest. Newer regulations were often based on formalized standards defined under ISO/IEC 17799 or BS 7799.

Both regulatory and global business focus on BCP arguably waned after the problem-free Y2K rollover. Some believe this lax attitude ended September 11th 2001, when simultaneous terrorist attacks devastated downtown New York City and changed the ‘worst case scenario’ paradigm for business continuity planning. [1]

BCP methodology is scalable for an organization of any size and complexity. Even though the methodology has roots in regulated industries, any type of organization may create a BCP manual, and arguably every organization should have one in order to ensure the organization’s longevity. Evidence that firms do not invest enough time and resources into BCP preparations are evident in disaster survival statistics. Fires permanently close 44% of the business affected.[2] In the 1993 World Trade Center bombing, 150 businesses out of 350 affected failed to survive the event. Conversely, the firms affected by the Sept. 11 attacks with well-developed and tested BCP manuals were back in business within days. [3]

A BCP manual for a small organization may be simply a printed manual stored safely away from the primary work location, containing the names, addresses, and phone numbers for crisis management staff, general staff members, clients, and vendors along with the location of the offsite data backup storage media, copies of insurance contracts, and other critical materials necessary for organizational survival. At its most complex, a BCP manual may outline a secondary work site, technical requirements and readiness, regulatory reporting requirements, work recovery measures, the means to reestablish physical records, the means to establish a new supply chain, or the means to establish new production centers. Firms should ensure that their BCP manual is realistic and easy to use during a crisis. As such, BCP sits alongside crisis management and disaster recovery planning and is a part of an organization’s overall risk management.

The development of a BCP manual can have five main phases:

1. Analysis
2. Solution design
3. Implementation
4. Testing and organization acceptance
5. Maintenance.

The above list is not exhaustive. There are a number of other considerations that could be included in your own plan / manual: – Risk Identification Matrix – Roles and Responsibilities (ensuring names are left out but titles are included, e.g. HR Manager) – Identification of top risks and mitigating strategies. – Considerations for resource reallocation e.g. skills matrix for larger organizations.

Much of the BCP material on the internet is sponsored by consultancies who offer fee-based services for BCP solution development, however basic tutorials are freely available on the internet for properly motivated organizations. [4]

The analysis phase in the development of a BCP manual consists of an impact analysis, threat analysis, and impact scenarios with the resulting BCP plan requirement documentation.
[edit] Impact analysis (Business Impact Analysis, BIA)

An impact analysis results in the differentiation between critical (urgent) and non-critical (non-urgent) organization functions/ activities. A function may be considered critical if the implications for stakeholders of damage to the organization resulting are regarded as unacceptable. Perceptions of the acceptability of disruption may be modified by the cost of establishing and maintaining appropriate business or technical recovery solutions. A function may also be considered critical if dictated by law. For each critical (in scope) function, two values are then assigned:

* Recovery Point Objective (RPO)- the acceptable latency of data that will be recovered
* Recovery Time Objective (RTO) – the acceptable amount of time to restore the function

The Recovery Point Objective must ensure that the Maximum Tolerable Data Loss for each activity is not exceeded. The Recovery Time Objective must ensure that the Maximum Tolerable Period of Disruption (MTPD) for each activity is not exceeded.

Next, the impact analysis results in the recovery requirements for each critical function. Recovery requirements consist of the following information:

* The business requirements for recovery of the critical function, and/or
* The technical requirements for recovery of the critical function

The plan should aim to reduce the risks posed by disruption to your business processes. Measures that may be needed include:

A back-up and data recovery strategy, including off-site storage.

The development of a resilient IT infrastructure with redundancies in case of failure. For example mirrored central server computers sited in different locations, each containing the same information, so that if one goes down, the other one is available to ensure continuity of service and alternative storage facilities.
*
The elimination of single points of failure, such as a single power supply.
*
The introduction of an uninterruptible power supply for your IT systems. This is a battery-powered device that allows your systems to keep running, giving you time to save any data that you may be working on.

Even if such measures are adopted, things can still go wrong. Therefore, the business continuity plan should specify the actions to be taken in order to recover from any unexpected disruptive event, covering:

people and accommodation
*
IT systems and networks
*
services such as power and telecommunications
*
critical business processes

Methods of recovery might include:

*
carrying out activities manually until IT services are resumed
*
moving staff at an affected building to another location
*
agreeing with another business to use each other’s premises in the event of a disaster
*
arranging to use IT services and accommodation provided by a specialist third-party standby site

Keep the business continuity plan short and readable. It should not duplicate other sources of information, and any other relevant documents should be referred to. Encourage staff to review the plan before it is formally issued.

The importance of business continuity planning for IT

Business continuity is a process developed to counteract systems failure. It is a management issue, not something that should just be considered by the IT department. If your IT systems fail or are unavailable, it is likely to have a significant impact on your whole business. Therefore you should take an active interest in establishing business continuity plans for your IT systems.

A business continuity plan for your IT systems should include arrangements for providing:

facilities and services to enable the business to continue to function

the critical IT applications and infrastructure necessary to support the recovery of business processes

Format and distribution of your business continuity plan

It is important that your plan is:

* clear and concise, to ensure that people will read it
* made available to all staff members responsible for any part of it

Once a business continuity plan has been agreed, it is the start of an ongoing commitment. Businesses constantly evolve, and recovery strategies must evolve with them.

For example, you will need to update your plan:

Testing your IT business continuity plan

Testing a business continuity plan can be difficult. Simulating potential threats to your business can be time consuming and expensive.

However, testing your business continuity plans will help show whether you’ve covered all angles, and whether your plan is achievable. In addition, it can increase your business and trading partners’ confidence in your business’ ability to recover from disruption. Tests are also useful to raise staff awareness of the plans.
Setting test objectives

You should ensure that any test you undertake, whether technical – relating to the operation of the IT systems – or non-technical – relating to all associated activities – has clear objectives.

For example, the aim of the test could be to:

* measure the time needed to get your main IT system back up and running following a disruption
* find out how long it takes to contact all key personnel

This will enable you to measure the success, or otherwise, of each exercise, and highlight areas in need of further attention.
Data-loss and back-up tests

The main tests you should carry out should aim to check:

* the extent to which staff can function without access to data
* the restoration of data from back-up sources, particularly if the data is held off site

These will help to establish:

* whether or not back-up data is up to date
* whether any third parties or service providers who are integral to the plan are ready to respond
* whether or not your expected timescales for recovering key business applications are realistic
* how prepared staff are for putting the plan into action

Periodic re-testing

Any initial testing should be followed by further tests on a regular basis, eg every 12 months. In particular, details of any changes to IT systems should be included in the plan and tests should be undertaken on the new systems.

What does it mean to go BeyondRAID? Going beyond traditional RAID means leaving behind choices between striping and mirroring, limitations on expandability, drive sizing, and drive ordering, among others. BeyondRAID™ technology is the next generation of storage that brings together safety, reliability, expandability, efficiency, and of course ease-of-use. It fits in the same place in the stack as traditional RAID between the file system and the driver. The installation is straight-forward, and the product is easy to use. The product is very flexible and will allow users to create customized recovery disks, and backup sets utilizing granular restore technology.

In addition, the latest version allows P2V (Physical to Virtual) to perform on an automated schedule. Physical servers can and should be backed moving forward up using BESR 8.5 to VMDK files. In the event a physical box fails – just power up the virtual machine (VM) minimizing downtime, the off site backup copy feature can be utilized to backup server images to FTP locations or secondary disk drive for enhanced disaster recovery capabilities. This is a great advancement in DR planning and should really reign in business’ recovery time objectives (RTO).

All in all, BESR 8.5 is great product and should be utilized moving forward in 2009.

Corinne’s post made me remember when my server died on me early this year – it was hell! My system disk has been corrupted and our most recent backup was from 2 months back. The server holds the ONLY complete copy of our company files then and we stand to lose a lot of work. Fortunately for us, we were able to rebuild the disk array (yup, we we’re on RAID) and that probably just saved my job.

If your going for RAID, don’t go for RAID 0. Go for RAID 1 or RAID 5 or RAID 10 but don’t use RAID 0. RAID 0 is great for expanding storage space but for making your files redundant, the best is RAID 1 (but it has serious costs – read/write penalties, disk costs). In my opinion, if you want to strike a balance on cost versus redundancy, go for RAID 5 with one or two spare disks.

Our current setup right now is this – RAID 5 disks on server host + rsync on cron at our backup server (both of which are running Fedora).
