I. PENGANTAR

Dalam sejarah kemerdekaaan Indonesia telah banyak lembaga yang khusus menangani masalah korupsi meliputi aparat penegak hukum seperti kejaksaan dan pihak kepolisian. Sejak awal kemerdekaan persoalan korupsi telah menjadi perhatian khusus dan upaya pemberantasaanya yang secara legal formal juga telah dinyatakan secara eksplisit dalam berbagai produk perundang-undangan.

Meskipun sudah dibentuk institusi negara yang menangani persoalan korupsi, tetapi konsistensi pelaksanaannya masih dipertanyakan dan dinilai tidak efektif dan tidak efisien dalam memberantas korupsi yang semakain merajalela sehingga pemerintah membentuk lembaga baru yang lebih independen sebagai penyempurnaan atas lembaga dan produk perundang-undangan yang telah ada sebelumnya.

Pada dasarnya kehadiran lembaga baru yang menangani masalah korupsi seperti KPK merupakan bagian dari sistem penegak hukum yang lebih luas. Akan tetapi dalam pelaksanaanya sering ada kontestasi diantara lembaga-lembaga tersebut karena tugas dan kewenagan yang diatur dalam perundangan-undangan sering berbenturan dalam menangani kasus korupsi.

Pada makalah ini, penulis ingin menjelaskan bagaimana pemerintah mengelola permasalahan korupsi dari rezim orde lama hingga orde reformasi pasca orde baru serta relasi antar lembaga meliputi tugas dan wewenangnya dalam menangani persoalan korupsi.

II. PERKEMBANGAN LEMBAGA ANTI KORUPSI DI INDONESIA

A. Orde Lama

Selama pemerintahan orde lama tercatat dua kali dibentuk badan pemberantasan korupsi. Pertama, Panitia Retooling Aparatur Negara (Paran). Lembaga yang dibentuk melalui perangkat aturan Undang-Undang Keadaan Bahaya ini dipimpin oleh A.H. Nasution dan dibantu oleh dua orang anggota, Prof. M. Yamin dan Roeslan Abdulgani[1]. Kedua, Pada tahun 1963, melalui Keputusan Presiden No. 275 Tahun 1963 dibentuk lembaga baru yang lebih dikenal dengan Operasi Budhi. Pemerintah menunjuk lagi A.H. Nasution, yang saat itu menjabat sebagai Menteri Koordinator Pertahanan dan Keamanan (Kasab) untuk menjalankan tugas menyeret pelaku korupsi ke pengadilan dengan sasaran utama perusahaan-perusahaan negara serta lembaga-lembaga lainya yang dianggap rawan praktik korupsi dan kolusi.

B. Orde Baru

Pada zaman orde baru setidaknya tercatat tiga kali keputusan presiden dalam membentuk tim pemberantas korupsi. Pertama, pada tahun 1967 dibentuk Tim Perantas Korupsi melalui Keppres 228/1967[2]. Tim ini dilengkapi pula dengan satuan tugas yang terdiri dari unsur kejaksaan, ke-4 angkatan, ahli ekonomi, keuangan, perbankan, pers, dan kesatuan-kesatuan aksi. Kedua, pada tahun 1970 dibentuk Komisi Empat dengan Keppres 12/1970 tertanggal 31 januari 1970[3]. Komisi ini mempunyai tugas dan sasaran menghubungi pejabat atau instansi pemerintah, swasta, sipil atau militer. Selain itu juga bertugas memeriksa dokumen-dokumen administrasi pemerintah, swasta, dan lain-lain dengan meminta bantuan aparatur negara baik pusat maupun daerah. Ketiga, pada tahun 1997 sebagai respon atas peristiwa Malari tahun 1974 dan desakan masyarakat terhadap maraknya praktik korupsi, pemerintah mengeluarkan Inpres No. 9 / 1977 mengenai Opstib (Operasi Ketertiban) yang didalamnya termasuk mmemberantas korupsi dan berbagai pungutan liar yang merajalela[4]. Sebagai koordinator pelaksana ditingkat pusat adalah MenPAN dengan pelaksana operasional Pangkobkamtib dan didukung Kapolri dan Jaksa Agung sebagai ketua.

Memasuki tahun 1982 keberadaan tim pemberantasan korupsi dihidupkan lagi, namun tidak diikuti dengan diterbitkannya Keppres atau peraturan lainnya yang menjadi dasar hukum keberadaannya[5]. Tidak adanya dasar hukum yang kuat menjadikat kinerja tim ini jauh lebih rendah secara kuantitas karena sedikitnya koruptor yang berhasil ditangkap. Kondisi ini terus berlanjut hingga akhir kekuasaan Soeharto tahun 1998.

C. Orde Reformasi (Pasca Orde Baru).

Pasca rezim orde baru upaya pemerintah dalam menindaklanjuti kasus korupsi saat pemerintahan diambil alih oleh Habibie dinilai oleh banyak kalangan telah gagal dalam mengemban amanat TAP MPR Nomor IX / MPR / 1998 tentang penyelenggaraan Negara yang bersih dan bebas dari korupsi, Kolusi, dab Nepotisme sehingga pertanggung jawabannyapun ditolak. Meskipun di era Habibie ini telah dikeluarkan peraturan perundang-undangngan dan lembaga yang secara khusus dimaksudkan untuk memberantas korupsi.

Sejak dikeluarkannya TAP MPR No. IX / 1998, Dewan Perwakilan Rakyat telah menetapkan serangkaian undang-undang pemberantasan tindak pidana korupsi yaitu: (1). UU No. 31 Tahun 1999 tentang pemberantasan tindak pidana korupsi, dan (2). UU No. 20 Tahun 2001 tentang perubahan atas UU No. 31 tahun 1999. Dengan mengacu undang-undang tersebut pemerintah membentuk komisi anti korupsi dengan nama Tim Gabungan Antikorupsi yang menjadi cikal bakal terbentukya berdirinya Komisi Pemberantasan Korupsi (KPK) bersamaan dengan terbitnya UU No. 31 Tahun 1999.

II. LEMBAGA-LEMBAGA PEMERINTAH TERKAIT KASUS KORUPSI

Secara de facto saat ini sudah ada empat badan institusi negara yang memiliki tugas dan kewenangan yang berhungan dengan upaya pemberantasan korupsi di Indonesia, yaitu: (1) kepolisian, (2) kejaksaan, (3) KPK (Komisi Pembarantas Korupsi), (4) Timtastipikor (Tim Pemberantas Tindak Pidana Korupsi)[6].

Adapun tugas dan kewengan dari tiap institusi negara yang berhubungan dengan upaya pemberantasan korupsi adalah sebagai berikut:

1. 1. Aparat Kepolisian

Polisi merupakan salah salah satu fungsi pemerintahan negara dibidang pemeliharaan keamanan dan ketertiban masyarakat, penegakan hukum, perlindungan, pengayoman, dan pelayanan kepada masyarakat. Tugas dan wewenang kepolisian diatur dalam UU No. 2 Tahun 2002 tentang Kepolisian Republik Indonesia. Dalam kaitannya dengan kasus korupsi polisi memiliki hak dalam penyelidikan, yaitu serangkaian tindakan penyelidik untuk mencari dan menemukan suatu peristiwa yang diduga sebagai tindak pidana guna menentukan dapat atau tidaknya dilakukan penyidikan menurut cara yang diatur dalam undang-undan dan penyidikan. Selain itu polisi juga memiliki hak penyidikan, yaitu serangkaian tindakan penyidik dalam hal dan menurut cara yang diatur dalam undang-undang untuk mencari serta mengumpulkan bukti yang dengan bukti itu membuat terang tentang tindak pidana yang terjadi dan guna menemukan tersangkanya. Hal ini sebagimana yang dijelaskan dalam pasal 14 UU No 2 Tahun 2002 yang berbunyi ”melakukan penyelidikan dan penyidikan terhadap semua tindak pidana sesuai dengan hukum acara pidana dan peraturan perundang-undangan lainnya”. Selain itu kepolisian juga berwenang untuk menghentikan penyidikan sebagaiman yang di ungkapkan dalam pasal 16 bahwa : ” Dalam rangka menyelenggarakan tugas sebagaimana dimaksud dalam Pasal 13 dan 14 di bidang proses pidana, Kepolisian Negara Republik Indonesia berwenang untuk : h. Mengadakan penghentian penyidikan”.

1. 2. Kejaksaan

Kejaksaan adalah lembaga pemerintah yang melaksanakan kekuasaan Negara di bidang penuntutan serta kewenagan lain berdasarkan undang-undang. Kejaksaan dipimpin oleh Jaksa Agung yang bertanggung jawab langsung kepada Presiden. Dalam kaitanya dengan upaya pemberantasan korupsi kejaksaan memiliki wewenang untuk melakukan penyelidikan dan penuntutan sebagaimana yang tertuang dalam pasal UU No 16 Tahun 2004. Wewenang yang dimiliki kejaksaan menjadi lebih sempit sejak ditetapkan UU No 16 2004 yang pada undang-undang sebelumnya (Kepres No 55 Tahun 1991) selain memiliki wewenang penyelidikan dan penuntutan juga memiliki wewenang dalam penyidikan. Meskipun begitu, kejaksaan masih memilki kewenagan secara yuridis dalam penyidikan sebagaimana dalam pasal (27) PP No. 27 Tahun 1983 (tentang pelaksanaan KUHP Bab VII PenyidikanTerhadap Tindak PidanaTertentu) bahwa ”penyidikan menurut ketentuan khusus acara pidana sebagaimana tersebut pada UU tertentu sebagaimana dimaksud dalam pasal 284 KUHAP dilaksanakan oleh penyidik, Jaksa dan pejabat penyidik yang berwenang lainnya berdasarkan peraturan perundang- undangan”. Dalam pelaksanaan tugas dan wewenang, kejaksaan memiliki wewenang untuk membina hubungan kerja sama dengan badan penegak hukum dan keadilan serta badan negara atau instansi lainya. Dalam UU yang terakhir ini (UU No 16 Tahun 2004) juga mengurangi wewenang kejaksaan dalam pemberhentian penyelidikan, penyidikan dan penuntutan sebagaimana yang diatur dalam Kepres No 55 Tahun 1991. Meskipun begitu dalam pasal 32 kejaksaan diserahi tugas dan wewenang lain dalam undang-undang sehingga kejaksaan juga memilki wewenang untuk mengelurtkan suarat pemberhentian penyelidikan, penyidikan dan penuntutan (SP3) berdasarkan pasal 109 Kitab Undang-Undang Hukum Acara Pidana (KUHP).

1. 3. KPK ( Komisi Pemberantas Korupsi)

Pembentukan KPK merupakkan pola baru dalam menindak lajuti kasus korupsi yang sebelumnya ditangani oleh kepolisian dan kejaksaan diniliai belum maksimal dalam menjalankan tugas sebagai lembaga pemberantas korupsi sehinga diperlukan suatu lembaga yang independen, profesional, dan akuntabel[7]. Hal ini sebagaimana yang tertuang dalam UU No. 30 Tahun 2002 huruf b, yaitu bahwa ”Lembaga pemerintah yang menangani perkara tindak pidana korupsi belum berfungsi secara efektif dan efisien dalam dalam memberantas tidak pidana korupsi”. KPK dalam menjalaskan tugasnya sebagai pemeberantas korupsi tidak bertanggung jawab terhadap presiden sebagaimana lembaga seniornya yaitu kepolisian dan kejaksaan tetapi bertanggung jawab langsung terhadap publik atau masyarakat.

Adapun tugas, kewajiban dan wewenang KPK juga diatur dalam UU N0. 30 Tahun 2002. Dalam pasal 6 dijelaskan bahwa KPK memiliki tugas dan wewengan : (1) koordinasi dengan instansi yang berwenang melakukan pemberantasan tindak pidana korupsi, (2) supervisi terhadap instansi yang berwenang melakukan pemberantasan tindak pidana korupsi, (3) melakukan penyelidikan, penyidikan, dan penuntutan terhadap tindak pidana korupsi, (4) melakukan tindakan-tindakan pencegahan tindak pidana korupsi, (5) melakukan monitor terhadap penyelenggaraan pemerintahan negara. Selain itu dalam menjalankan tugas dan wewenang penyelidikan dan penyidikan KPK diberi wewenang yang diatur dalam Melihat wewenang yang diberikan terhadap KPK menunjukkan bahwa ia adalah lembaga superbody yang memiliki wewenang yang dimliki oleh kepolisian dan kejaksaan. Dalam melakukan tugas dan wewenang di atas, KPK juga memiliki wewenang dalam mengambil alih penyidikan atau penuntutan terhadap pelaku tindak pidana korupsi yang sedang dilakukan oleh kepolisian atau kejaksaan sebagaiman yang tertuang dalam pasal 8. Adapun tugas dan wewenang KPK meliputi penyelidikan, penyidikan dan penuntutan dalam memberantas korupsi dibatasi melalui pasal 11, yaitu (1)

melibatkan aparat penegak hukum, penyelenggara negara, dan orang lain yang ada kaitannya dengan tindak pidana korupsi yang dilakukan oleh aparat penegak hukum atau penyelenggara negara, (2) mendapat perhatian yang meresahkan masyarakat, (3) menyangkut kerugian negara paling sedikit Rp. 1.000.000.000,00 (satu milyar rupiah). Pembatasan yang lain bagi KPK adalah selama menjalankan wewenangnya KPK tidak berwenang mengeluarkan surat pemberhentian penyidikan dan penuntutan (Sp3).

1. 4. Timtastipikor

Tim Koordinasi Pemberantasan Korupsi merupkan lembaga pemerintah dalam menindak lanjuti kasus korupsi yang dibentuk dan bertanggung jawab secara langsung terhadap presiden berdasarkan Keppres No. 11 Tahun 2005. Adapun Timtaspikor ini keanggotaanya terdari dari Kejaksaan Republik Indonesia, Kepolisian Negara Republik Indonesia dan Badan Pengawasan Keuangan dan Pembangunan. Adapun tugas dan wewenang Timtastipikor adalah (1) melakukan penyelidikan, penyidikan dan penuntutan sesuai ketentuan hukum acara pidana yang berlaku terhadap kasus dan/atau indikasi tindak pidana korupsi, (2) mencari dan menangkap para pelaku yang diduga keras melakukan tindak pidana korupsi, serta menelusuri dan mengamankan seluruh aset-asetnya dalam rangka pengembalian keuangan negara secara optimal, yang berkaitan dengan tugas sebagaimana dimaksud pada huruf, (3) Melakukan kerjasama dan/atau koordinasi dengan Badan Pemeriksa Keuangan, Komisi Pemberantasan Korupsi, Pusat Pelaporan dan Analisis Transaksi Keuangan, Komisi Ombudsman Nasional dan instansi pemerintah lainnya dalam upaya penegakan hukum dan pengembalian kerugian keuangan negara akibat tindak pidana korupsi, (4) Melakukan hal-hal yang dianggap perlu guna memperoleh segala informasi yang diperlukan dari semua instansi Pemerintah Pusat maupun instansi Pemerintah Daerah, BUMN, BUMD, serta pihak-pihak lain yang dipandang perlu, sesuai ketentuan peraturan perundang-undangan yang berlaku. Namun karena keberadaan Timtastipikor dinilai kurang efektif dan tegas serta kewenagannya tumpang tindih dengan lambaga pemerintah lainnya seperti kepolisian, kejaksaan dan KPK sehingga dikeluarkan Keppres No 10 Tahun 2007 tentang Pengakhiran Tugas Dan Pembubaran Tim Koordinasi Pemberantasan Tindak Korupsi.

Hiruk pikuk penahan Bibit & Chandra (B&C) beberapa hari terakhir sungguh merupakan wacana hukum yang menarik untuk diikuti. Betapa tidak, peristiwa ini menampakan pertarungan antara dua institusi yang justru tugas dan wewenangnya untuk menegakkan hukum. Walau Polri menampik tudingan perseteruan itu, namun faktanya masyarakat melihat bahwa Polri berupaya untuk memberikan “pelajaran” kepada KPK atas beberapa penyidikan kasus yang saat ini mengarah kepada petinggi Polri.

Alasannya, bukan tidak mungkin penyidikan KPK ini nantinya akan membongkar lebih jauh fakta-fakta tersembunyi “mengejutkan” yang akan mengusik kalangan elit negeri ini. Menurut Polri, penahanan B&C telah sesuai dengan Undang-Undang yang berlaku. Namun sebagaimana nampak di tayangan berbagai media, salah satu alasan yang dikemukakan dalam melakukan penahanan tersebut terkesan “mengada-ada”, yakni karena B&C sering membuat jumpa pers yang kemudian dianggap telah membuat suasana meresahkan dan dapat mempengaruhi serta menghambat penyidikan.

Benar, Polri berwenang melakukan penahanan sesuai dengan Undang-Undang. Namun alasan dalam melakukan penahanan sebagaimana yang disampaikan Polri tentu perlu dipertanyakan lebih jauh. Karena faktanya selama proses pemeriksaan, B & C selalu berprilaku baik dan mematuhi aturan.

Jika disimak lebih jauh, persoalan yang mengusik masyarakat sesungguhnya karena Polri tidak konsisten dalam menjalankan fungsinya melakukan penegakan hukum. Hal ini tentu pada akhirnya menimbulkan ketidakadilan.

Disatu pihak polisi menahan pimpinan KPK karena dianggap telah melakukan tindak pidana suap dan penyalahgunaan wewenang. Tetapi di pihak lain, petinggi polisi yakni Kabareskrim Susno D., yang secara nyata telah melakukan pertemuan dengan Anggoro hingga kini belum dilakukan tindakan hukum apa pun. Hal ini diperkuat lagi berdasarkan keterangan Tim Delapan yang menyatakan bahwa belum didapatkan bukti yang cukup untuk menjadi dasar bagi penahanan B & C.

Atas berbagai kejadian tersebut, tentu kita menjadi sangat prihatin. Diakui atau tidak, munculnya dugaan adanya faktor rekayasa dibalik penahan B & C semakin mencuat dan diyakini kebenarannya oleh publik. Tidak adanya bukti-bukti yang cukup untuk mengusut perkara B & C pada akhirnya menimbulkan konsekuensi, Hentikan Penyidikan.

Dalam Pasal 109 ayat (2) KUHAP disebutkan, bahwa penyidik menghentikan penyidikan karena tidak terdapat cukup bukti, atau peristiwa tersebut ternyata bukan merupakan tindak pidana atau penyidikan dihentikan demi hukum. Tidak adanya bukti-bukti kuat dan ditariknya kesaksian Ary Muladi yang selama ini dipercaya sebagai saksi kunci, cukup menjadi alasan agar Polri segera mengeluarkan Surat Perintah Penghentian Penyidikan (SP3).

Peristiwa ini bukan sekadar pelajaran penting, karena sudah terlalu banyak kejadian serupa yang terjadi di lorong dan ruang-ruang institusi publik kita. Hal ini harus menjadi catatan besar dan terpatri didalam di setiap lini institusi baik di pusat maupun daerah.

Pemikiran bahwa jabatan dan kewenangan yang dimiliki merupakan sarana untuk mengeruk keuntungan bagi pribadi dan kolega harus dihapus dan dibuang jauh. Aparat negara sesungguhnya adalah sekelompok orang-orang terpilih yang memiliki tugas mulia untuk pengabdian dan melayani masyarakat.

Negara tentu harus memperhatikan remunerasi atau pendapatan dan penghargaan bagi mereka. Namun anggapan pendapatan rendah (walau sudah mengalami kenaikan berkali-kali) bukan menjadi alasan untuk memperlemah pengawasan dan mengabaikan hukuman/tindakan keras bagi mereka yang memperkaya diri dengan mengadakan KKN.

Alasannya sederhana, bagaimana negara akan meningkatkan gaji secara signifikan, jika korupsi dan kolusi terus berlangsung dan menggerogoti keuangan negara.

Tudo começa quando pego uma máquina com Placa Mãe Asus P4S800D-X e HD Western Digital SATA com o Windows 2000 instalado. Parecia uma tarefa simples de formatar e instalar o Windows XP.
Mas depois de muitas Tela Azul da Morte, drivers não copiados e resets aleatórios descobri a solução!
Nada de CD do Windows XP com SP3. Tem que ser XP com SP2. E o principal: Desative o som onboard! Isso mesmo, desative no SETUP e dê adeus a ele.
Depois de instalar o Windows, pode atualizar sem problemas para o SP3, IE8 e mais qualquer outra atualização.
Atualizei a BIOS, mas não fez nenhuma diferença! É desabilitar o som e usar CD só com SP2!
Na verdade não sei bem se precisa ser exatamente o CD do Win XP com SP2, pois só desabilitei o som depois de ter instalado o SO.
Bom, o principal é que deu certo!

Let’s make it more functional – you may have your own styles, here’s mine

1. Let’s clear the desktop files

This is one thing I don’t get when I see some of my friends’ desktops – it is full of files. Although many claim that the icons on the desktop do not hog memory, having too many icons on the desktop is just downright confusing. I had friends who spend time looking for a file on their over-crowded desktop. So I have done for mine is to clear the desktop by right click on the desktop > arrange icons by > hide desktop icons.

2. Dock in the usual files

Even though my desktop now looks clean; it is not so helpful yet. Out of the many files that I have, there are just a few files that I often click very regularly on daily basis, namely browsers, RSS feeder, journals, budget spreadsheets and shortcuts to other working files. So, what I do is to place them on a dock. I use objectdock (free version) for this purpose but you can find other freeware versions in the net.

3. Place address bar on the taskbar

In one of the recent window updates (XP SP3), Microsoft took out this fine function. But not to worry, it can be easily added back using 3rd party software. I am using the one from www.muvenum.com. So instead of clicking Start > My Computer > C Drive, I just type C:\ at the taskbar and press enter – the windows explorer opens accordingly. The fact that the taskbar ‘remembers’ the files opened recently makes it even more convenient. I just type the path and the files opened will be displayed as a drop down list.

4. Delayed start-ups

One of the things I hate early in the morning is slow start up of Windows XP – it is not the OS itself that is causing the slow start up but rather start up programs like anti malware, anti virus, etc. Having too many start-ups can clog the memory and makes the start-up slow – so I use the Startup Delayer:-

When Windows loads it’s Startup file, it attempts to load every program in there at the same time. Therefore if you have quite a lot of programs starting when Windows starts, each program will try and grab CPU time so that it can load.

If each program tries to do this at the same time, you soon notice the slow down that occurs, due to your CPU trying to help all the programs to load, and your hard disk accessing multiple files.

Startup Delayer allows you to setup how many seconds after Windows has started, to load each program.

When I am at work, the office firewall takes cares of my laptop but when I am onsite, my laptop’s own firewall program need to be fired up and running. So what I have done is to delay the start of my personal firewall program when I start the laptop in the morning – if I am in office, I will skip the start up but I am onsite, I will just allow the firewall to start up automatically.

Any more ideas?

Tuve un problemilla con la instalación de W-XP, tenía que instalar el W-XP en lugar del W-Vista. Pues la formateada no hubo problem, éste surgio al momento de reconocer los drivers.

VIA VT8237A, es el dispositivo de sonido de la máquina, bueno con lo cual procedí a San Google que me ayude con esa incógnita y bueno descargarme el driver necesario para el pc.

Acudí a la página oficial del motherboard, que por cierto era un FOXCONN n15235, del cual obtuve los drivers. Traté de instalarlos pero naa, en páginas, foros tampoco daban una solución…. E incluso con el CD propio del la placa madre, pero el problema continuaba y asi descargue otro poco de drivers que igualmente no me sirvieron…

El hecho es que a las personas que hayan tenido ese problema como yo, la solución que me funcionó a mi es el de instalar el Windows XP SP3 en lugar del tradicional SP2, con esto el problemilla con el driver via vt8237a desaparece…..

Sometimes, it’s easy to upgrade to the latest and greatest version of a piece of software. Other times, you may have a lot of trouble. That’s the fun of working with software. Microsoft rolls up a whole bunch of patches and bug fixes, and throw them out there. Those are called service packs, of course. Windows XP is on service pack 3 currently. Have you encountered a problem due to deletion of the contents of C:\Windows\Installer folder? Several times the administrators delete the contents of this folder to make the space free without knowing the consequences. All the previous installation files get stored to this folder specifically the update\patches files which comes in to use when we upgrade the patch or any specific application. So please do use the “Installer cleanup utility” provided by Microsoft for cleaning C:\Windows\Installer folder.

In this article I will discuss as how to resolve the problem if you are unable to install the SQL Server 2005 SP3 due to previous installer files deleted.  We have recently faced this when we were trying to update our Database Service pack. One of our administrators deleted the contents of C:\Windows\Installer folder to mitigate the space crunch faced on the system volume(C: Drive) and resulting which we were unable to install the SQL Server 2005 SP3.

If you are facing the same issue then the solution goes as follows-

1.)    Start the SQL Server 2005 SP3 installation. When it fails refer to the log file.

2.)    You can refer the installation log stored at “C:\Program Files\Microsoft SQL Server\90\Setup Bootstrap\LOG\Hotfix\SQLTools9_Hotfix_KB955706_sqlrun_tools.msp.log” the path may differ according to your installation.

3.)    When you will refer this log file you will find it is unable to find one .msp file which ideally should be in .\windows\installer folder. This file name is different for each n every server. Now the work around will be as below-

“Download the SQL Server 2005 SP2 if you have it already then it’s cool. Extract the *.exe by using /extract or /x switch to a folder. Now search for “sqlrun_sql.msp” file. Rename this file by copying it somewhere else to the same name which the log file is showing missing in c:\windows\installer folder and paste the file to C:\windows\installer folder.

4.)    Now run the SP3 setup again. It should be completed this time. But if still fails, refer the log file again. Now what you will found that that it has found the previously missed .msp file but got struck at the second .msp file (In my case it was like this). Now the workaround is-

“Go Ahead and download SQL Server 2005 SP1 and extract it the same way as we did about SP2 now again search for “sqlrun_sql.msp” file and paste it to the c:\windows\installer and rename it to the the name which log file is showing missing.”

Now run the SP3 setup again and this time you should be successful.

I did a review of Safari 4 a while back and said it was great, faster, better than Safari 3, but since then, Firefox have released 3.5, Microsoft have improved IE8, well, its still better than IE8, but Firefox had millions of improvements.

Main Features
Safari 4 has now reverted the tabs back to where they belong, at the bottom of the address bar, don’t know who told them to put them in the title bar, hmm. Top Sites, visually and clearly see the history and most popular visited websites by skimming at the website image, useful, but not the first to do so.

Bad Points
There is actually only one problem with Safari 4, but its the most annoying thing ever, and annoyingly it worked fantastic in Safari 3, a progress bar!!! Yes, Safari 4 has no progress bar, who thought of that stupid idea, probably related to the people who made Windows Vista, its like a virus of bad computer karma.
Seriously Apple come on, add a progress bar and thats it. To add to the annoyance as well, the Terminal hacks (for Mac OSX) that worked for the Public Beta no longer work on the full released version, argh, thanks alot Apple!

Rating: 7/10 = Fantastic browser, quick and snappy, just a lack of progress bar truly missed!

Boost your Windows XP SP3

It is a sad time for Microsoft. Vista hasn’t been the success it was supposed to be, and with the lifecycle of XP coming to an end, there is an urgency at Redmond to produce something bigger and better, to keep Open Source operating systems like Ubuntu at bay.
Ever since Service Pack 3 for theXP operating system came out, there have been plenty of reported problems associated with it. Moreover, important features like the DirectX 10 graphics interface are exclusive to Vista. Despite these signs pushing you towards the newer OS, don’t think that it is absolutely necessary to discard XP with SP3 and switch over to Vista. If you do not wish to, use our toots and tweaks to extend Vista functions in XP and rectify the existing errors.

Updating with ease

Service Pack 3 comes with a proverbial flashing red button which, if touched, invites danger. Every Windows Update will now sneak in some software on PCs and ensure that users wilt suffer from headaches. Approximately 38 percent of the participants of an online survey have reported massive problems. They range from ‘XP no longer starts’ (16.86 percent) to `Error messages for license problems’ (6.13 percent).

OEMs and AMD Compatibility

Many PC manufacturers, amongst them HP, install their Windows OEM based OS on the perception that this has been manufactured using the Microsoft System Preparation Tool. At the same time, drivers for AMD and Intel systems are copied on the target computer. The InteIPPM driver is automatically activated and crashes AMD PCs. First try to boot the PC in the safe mode. After that start the script ‘removelntelPPMonAMD.vbs’ from the CHIP DVD with next month’s issue. It’s also available on Jesper’s btog. It checks whether an AMD CPU exists and then disables the Intel driver. If you cannot boot your computer in the safe mode, boot it using the Windows Setup DVD and call the restore console with [R].
Enter the following command:

disable intelppm
However, if you do not have access to the restore console, which is the case with some OEM versions, then there is only one way to proceed and that is reinstallation.

Log file shows errors

If XP has been damaged to a large extent, take a look at the Update log file. Use Notepad to open the following file in the Windows folder ‘WindowsUpdate.log’.
You can identify these entries by date and time. Open the new text in Notepad or Word and sift through it using the ‘Edit I Find’ command to find the words ‘Fatal’ and ‘Warning’. Enter the error description like `Failed to synchronize, error = Ox8024000b’ in the search line on www.microsoft.com. You will get some support or a patch. Old BIOS

Owners of Asus A8N32-SLI Deluxe motherboards were flabbergasted after installing SP3. Their computers restarted without any reason or displayed errors with messages like ‘STOP: Ox000000A5′. This error is caused due to an obsolete BIOS version. Their Advanced Configuration and Power interface (ACPI) is not compatible with SP3 and causes problems with drive management. Connecting another drive will solve this problem. Simply insert a USB stick and use it as a replaceable drive. If XP runs stable once again, update your BIOS from the motherboard manufacturer’s website.

Is SP3 a malware?

Many worms delete Registry entries or write absurd information there. And SP3 does the same. The result is that the device manager no longer shows any devices, network connections fail, and thousands of new keys starting with ‘$%&`()*+,-’ are dumped in the Registry. It’s no wonder that security programs classify SP3 as hazardous malware. In fact Norton Internet Security 2008 immediately tries to remove SP3. In the CHIP forum, we have also found instructions regarding products by Kaspersky and Trend Micro. A remedy is provided by the patch that you can find on the Microsoft website using the search string ‘KB953979′. Symantec also offers a patch to its customers. Ask the manufacturer for the file ‘SymRegFix.exe’ if you face similar problems.

WGA tests

According to Alex Kochis, Senior Product Manager at Microsoft, erroneous test codes were copied on to the Windows activation server that checks the authenticity of XP Professional online. The server could then no longer differentiate between legal and pirated copies of Windows. Even genuine customers can see only a black desktop and the prompt to buy a licensed Windows copy at the earliest.
In the meantime, the defective codes were removed. Users with a black Windows desktop should visit the website www.microsoft.com/ genuine and click on ‘Validate Windows’.

The authenticity check will then be re-conducted and Windows will be unlocked. If this does not help even if you have procured a licensed Windows copy, visit www.microsoft.com/genuine/ self help/support.aspx. Here you can see tips for troubleshooting and get technical support for the Windows Genuine Advantage program. We recommend not using dubious WGA deletion tools available on the Internet, since, without the authenticity check, you cannot download many updates like Windows Media Player 11 for XP from the Microsoft site.

The Vista bluff

Lack of support, crashes and false positives in the authenticity check are making the lives of XP users difficult. But still, few users see Vista as an upgrade to XP. After mulling over this for some time, Microsoft came up with a plan
that will certainly go down in history: the Mojave bluff.
The strategy started with a survey. Microsoft searched for customers who use Windows XP and have never worked with or have strong reservations against Vista. Eligible customers, approximately 70 in number, were then invited to San Francisco, where they were supposed to evaluate a strictly confidential and new Windows version. This operating system, codenamed ‘Mojave’, supposedly considered all wishes of XP users and, at the same time, had none of the disadvantages that are observed in Vista. Test customers thought that the new Mojave was amazing, until Microsoft told them the truth: the super Windows was a boringly normal Vista from which all revealing logos were removed.

ERROR-FREE INTEGRATION OF SP3
It may sound crazy, but it is true. Many problems with SP3 are resolved automatically if it is integrated using a trick in the XP Setup CD. CHIP shows how you can smartly bypass the possible hurdles.
The Windows command ‘integrate’ is the pivotal and key point for integration. This command allows creating a Slipstream CD using the input prompt. But this method has its drawbacks. The command does not integrate the boot sector Windows properly and you have to add it manually.

MAKING PREPARATIONS:
Insert your XP Setup CD into the drive and close the welcome screen. Start the Command Prompt and create a new directory using the following command:
mkdir c:\xpcd
In the next step, use the ‘xcopy D:\*.* /E /H Copy the entire contents of the Windows Setup CD into the newly created directory. We have used ‘D:\’ for the CD drive. If the CD drive is labeled differently on your machine then change it as per your requirements.

INTEGRATING SP3:
If you have a copy of the SP3 installation file on your desktop, then things will be smoother since the integration process occurs faster from the hard disk. Now go back to the Command Prompt and use the cd command to switch to the directory containing Service Pack. For instance, ‘cd Documents and Settings\username\desktop’. Now you can use the ‘WindowsXP-KB36929-x86.exe / integrate:c:\xpcd’ command to integrate SP3 into the Windows Setup CD. After completing this process, you can close the input prompt.

A NEW XP SETUP CD:
Last but not least, you will need ImgBurn, the free image burning tool. Download the program from the website www.imgburn.com. After downloading the program, first install the burning tool. On starting ImgBUrn, select ‘Write Files/Folder on disc’ and go to the ‘Advanced’ tab. Use ‘Bootable Disc I Extract Boot Image’ to select the drive containing the XP Setup CD. Click on the disk icon to specify the directory in which the ‘BOOtimage.ima’ file needs to be stored. The best option is to place it on the desktop. Now open the ‘xpcd’ folder, copy all files in it into the ImgBurn window under ‘Source’ and configure the following settings: in the ‘Options’ tab, enable the option ‘Recurse in subdirectories I Include hidden files I Include system files’. Under ‘Advanced I Bootable Disc’, select ‘Make Image bootable I Emulations-Type: none (custom) I Load Segment: 07C0′ and use the ‘Boot Image’ option to specify the path for the already created Bootimage.ima file.
In the ‘Restrictions’ tab, enable ‘Level X I ASCII I Allow more than 8 directory levels I Allow files without extensions I Do not add ‘;l’ version number to files’. In the ‘Joliet’ tab, select options ‘LeveIX-110 characters I Allow files without extensions’ and insert an empty CD. A simple click on the Create icon at bottomleft will now create your new Setup CD with integrated Service Pack 3.

Freeware XP

Windows XP’s retail sales officially stopped least year, and even support will not be provided through updates after 2014. Of course, Microsoft still needs to sell Vista now, and not after a few years. Plus, under the Microsoft Piracy agreement, at www.microsoft.com/ norge/piracy/activation faq.mspx, the company has made it public that they might issue an update that wilt remove the need to contact an activation server at the same time. Users can then use XP without activation. So does this mean that XP will be freeware? Yes! From April 8, 2014, you might actually be able to use XP without activation. But the sad part about this is that users will not necessarily benefit from this, since the best features will be available exclusively in Vista and not in XP. A prime example of this is DirectX 10.

DirectX 10

The DX10 graphics framework is indeed available only in Vista. Microsoft has persistently refused to offer this feature in XP. If you want to play modern 3D games such as `Crysis’ with all the graphical effects enabled, you must buy Vista-or procure a pirated Russian version.
If you Google ‘dx10 xp.exe’, you can access an unofficial version of DirectX that you can download from Win Future (www.winfuture.de). It is a RAR archive that can be unzipped on your PC. It contains an installation file that executes all the steps automatically. DLL files that are normally included in a Vista installation are copied into the Windows directory. The DxDiag diagnosis tool has actually authenticated an existing DirectX 10 installation.
We procured the demo version of the Crysis first-person shooter for testing. Only DirectX 10 can be used to select the setting ‘Options I System Settings ~ Advanced I Change all Settings to I Very High’. However, this was possible only with a new graphics card that supports DirectX 10, such as ATI’s Radeon HD2000 onwards or Nvidia’s GeForce 8000 series onwards.
Keep in mind that the manipulated version of DirectX that originally stems from Russia is however not yet fully developed. In Windows XP, games therefore run considerably slower than on an equivalent Vista computer.

Turn XP into Vista

You can easily and quickly emulate other Vista features in XP. Transformation packs and feature updates can be downloaded from the Internet. The advantage is that you can add some of Vista’s neat effects without affecting your underlying XP installation.
For conversion, you will need the following tools from the web: ViOrb for Vista Start button, TrueTransparency for the Aero Glass window effect (www. crystalxp.net), ViStart for the Vista Start menu, Visual Tooltip for a small preview window in the taskbar, WinFlip for the 3D window effect, Aurora XP for the desktop background (http://falsecut740. deviantart.com/art/Aurora-XP63775559), and Desktop Sidebar for the sidebar and widgets. You can adjust the Aero effect through `Sidebar I Options I Display I Download more skins’. Enter ‘Aero’ on the manufacturer’s site, download, double-click it and that’s it.
Other applications to convert XP into Vista include XPScene, which adds the Vista Ultimate Extra Dreamscene. You can then use high-resolution animated films that are available on www.dreamscene.org as your desktop background.
TrueCrypt allows another Ultimate Extra Edition to operate in XP: the hard disk encryption BitLocker. AveDesk allocates pictograms to specific functions. This is actually an Apple OS X feature, but impressively shows that not only can XP simulate Vista, but also surpass it by miles.
If you want to transform XP completely into Vista, first ensure that SP2, IE 7 and Media Player 11 are installed. You can download these from the Microsoft website (www.microsoft. com). If possible, also download Windows Defender, Windows Mail and Windows Live photo gallery.
If everything is ready, install all
the Vista transformation programs mentioned in this article. Once the installation processes are completed and you restart your PC, you will need to do some fine-tuning. In `Welcome Center’, click on `Configure User Account I Apply Current Configuration’. Now you can select the ‘Windows Aero’ style in the ‘Display Properties’ window. After restarting the PC, close `Welcome Center’ and install AuroraXP. Use ‘Start I Run’ to open the ‘msconfig’ utility and enable the ‘NOGUIBOOT’ option in the ‘Boot.ini’ tab. Now install Visual Tooltip and, if required, change the size of the preview window. You can replace the ‘Windows Sidebar’ with the ‘Desktop Sidebar’ if you like.
If you want and still have enough computing power, then, install other enhancements like WinFlip for the 3D effect or Windows Search for XP that provides the considerably quicker and more efficient search function of Vista in Windows XP.
