<p style="text-align:justify;">It&#8217;s tough to watch TV for more than ten minutes without being begged to switch Internet Service Providers. Indeed, competition for your ISP dollars is so fierce that we often see back to back commercials for different companies that provide nearly identical services. And if you believe the marketing, every ISP offers &#8220;blazing fast&#8221; speeds, &#8220;award-winning&#8221; customer service and just about everything short of eternal youth for &#8220;<em>only</em> $39.95 per month.&#8221; Naturally, such high and mighty promises are cause for some skepticism about what you actually receive. Today we shine the spotlight on 9 ways ISPs do and have screwed customers over, in spite of their bold claims and hefty fees.</p>
<h2>Bandwidth Throttling</h2>

<p style="text-align:justify;">One oft-protested behavior of various ISP&#8217;s is the throttling &#8211; that is, limiting &#8211; of bandwith at certain times or for certain uses. Some ISPs simply limit one&#8217;s bandwidth during peak usage hours when the network is under stress. An example might be that between say, 6PM and 10PM, upload and download speeds are somewhat reduced to ensure there is enough bandwidth for all their ISPs customers. However, other ISPs (such as Comcast) have made headlines for throttling bandwidth for certain types of traffic &#8211; such as peer-to-peer file sharing. Under such a setup, one&#8217;s Internet speeds are curtailed when engaging in activities the ISP personally disapproves of or wants to discourage. This has led to outcries of deception and false advertising, as most customers (understandably) assume the promised bandwidth amount applied to anything they chose to do online. <a href="http://newteevee.com/2008/04/02/5-ways-to-test-if-your-isp-throttles-p2p/">NewTeeVee.com</a> offers a 5 step test to check if your ISP throttles P2P, for those concerned or interested.</p>
<h2>Deceptive Speed Claims</h2>

<p style="text-align:justify;">Examine the fine print on most ISP commercials, and you will likely find that the promised Internet speed (say, 10MBPS) has the words &#8220;up to&#8221; in front of it. As it turns out, this is often a clever means of dodging the truth about the actual speeds you are likely to receive. According to <a href="http://www.p2pnet.net/story/26625">P2P.net</a>, Canadian ISP Bell was targeted by an ad campaign urging Bell&#8217;s customers to run independent speed tests on their connections, as well as warned that &#8220;what you are paying for may not be what you&#8217;re getting.&#8221; Remarking on the story, P2P.net acknowledges the common &#8220;industry practice of advertising the maximum or &#8220;up to&#8221; speeds for customers, rather than minimum or actual speeds that customers typically obtain.&#8221; Even more troubling is a recent British study claiming that over 50% of broadband users in the UK surf the web at &#8220;less than half the speed&#8221; they thought they were getting.</p>
<h2>Targeted Advertising</h2>

<p style="text-align:justify;">Increasingly, some of the most passionate complaints against ISPs have involved privacy concerns. A case in point is Charter&#8217;s decision in 2008 to begin tracking its users&#8217; search behavior and using them to insert ads into their results. Billed by Charter as an &#8220;enhancement&#8221; of the user&#8217;s &#8220;online experience&#8221;, the practice was, at bottom, little more than an unexpected intrusion into consumer privacy designed to create extra ad revenue for the company. While customers did have the ability to opt out, <a href="http://consumerist.com/5008801/charter-to-begin-tracking-users-searches-and-inserting-targeted-ads">Consumerist</a> reports that this was almost more burdensome than the advertising. Keeping one&#8217;s search activity private required submitting &#8220;their personal information to Charter via an unencrypted form&#8221; and downloading a &#8220;privacy cookie that must be downloaded again each time a user clears his web cache.&#8221; Clearly, Charter went out of its way to make this &#8220;enhancement&#8221; all but mandatory &#8211; and supremely annoying.</p>
<h2>ISP Wiretapping</h2>

<p style="text-align:justify;">2007&#8217;s Communications Assistance for Law Enforcement Act mandated that all ISPs enable the feds to &#8220;wiretap&#8221; Internet transmissions in much the same way they do phone calls. Naturally, privacy-conscious web surfers see this as an intrusion on their Internet travels. <a href="http://www.webpronews.com/topnews/2007/05/14/isp-wiretap-day-arrives">WebProNews</a>, for example, quotes a concerned citizen as claiming the new wiretap law &#8220;represents a potential holiday for dirty cops who don&#8217;t have warrants to use these back-doors&#8221; and spy on what innocent people are doing online. Kevin Paulson of ThreatLevel also felt that making it easier for governments to wiretap would create &#8220;more reason to eschew old-fashioned police work in favor of spying.&#8221; Needless to say, CALEA-approved web spying isn&#8217;t something the big ISPs are too eager to talk about in their ad campaigns.</p>
<h2>Ad-Filled &#8220;Website Not Found&#8221; Pages</h2>

<p style="text-align:justify;">Always on the lookout for new sources of revenue (however small), some ISPs have taken to displaying ads in their error pages. For instance, when you visit a website that is down or non-existent, the standard &#8220;website not found&#8221; error page may now contain advertisements that your ISP gets paid for displaying. While not as offensive as throttling bandwidth, it is still irksome that an ISP would stoop to putting up ads on error pages as a way of squeezing even more money out of its userbase.</p>
<h2>Deep Packet Inspection</h2>

<p style="text-align:justify;">Another serious gripe privacy advocates have with ISPs is what is known as &#8220;deep packet inspection.&#8221; Without leading readers through swamps of technical jargon, deep packet inspection is the practice of examining a user&#8217;s Internet habits in gross detail, such that exactly what they are doing is plain to any observer at the ISP. One common use of DPI alluded to earlier is targeted advertising. According to <a href="http://en.wikipedia.org/wiki/Deep_packet_inspection">Wikipedia</a>, &#8220;as many of 10% of US customers&#8221; have already been tracked by DPI for advertising reasons alone. However, it is also been used by ISPs to police copyright infringement by detecting when someone is or may be downloading songs or movies &#8211; and some ISPs go a step further by turning this information over to inquiring record labels. Furthermore, privacy advocates fear that the &#8220;lawful intercept&#8221; justification of DPI could eventually be used for censorship or oppression (as is currently done in China.)</p>
<h2>Packet Spoofing/Forgery</h2>

<p style="text-align:justify;">It&#8217;s one thing for ISPs to throttle the speed of P2P downloading, but quite another to actively interfere and prevent it from occurring. Regrettably, this appears to be exactly what Comcast did during 2007. As the <a href="http://www.eff.org/wp/packet-forgery-isps-report-comcast-affair">Electronic Frontier Foundation</a> reports, Comcast engaged in what is known as &#8220;packet spoofing&#8221; (or packet forgery) by interrupting file transfers with bogus packets that killed any P2P downloads a user happened to be engaging in. For instance, a user who was trying to download an album&#8217;s worth of MP3s would literally have packets injected into his connection that caused his MP3 downloads to fail. Nor was this an acknowledged policy on Comcast&#8217;s part &#8211; according to EFF, it was discovered by a savvy customer who detected the forged packets by running a packet sniffing application on his computer. Since high download speeds are arguably broadband&#8217;s biggest selling point, it seems especially malicious that an ISP would conspire to prevent that exact thing from happening once someone paid to use the service.</p>
<h2>Inadequate Virus/Spyware Protection</h2>

<p style="text-align:justify;">ISP&#8217;s have also come under fire for charging high subscriber fees without adequately protecting consumers from spyware, viruses and other forms of online fraud. Generally speaking, service agreements between you and your ISP indemnify them from responsibility for any damage or losses caused by spyware or viruses you get infected with on their network. Instead, users (many of whom don&#8217;t know the first thing about Internet security) are left to fend for themselves with any number of unsupported and unfamiliar &#8220;scanning&#8221; tools that attempt to remedy problems after they&#8217;ve had time to wreak havoc. Many is the individual who has lost valuable data or had his identity stolen in connection to a virus the ISP did little or nothing to prevent.</p>
<h2>Sneaky Fees</h2>

<p style="text-align:justify;">ISPs may not receive as much fee-related criticism as, say, wireless phone providers, but they are far from blameless. <a href="http://www.msnbc.msn.com/id/22342063/">MSNBC</a> reports on a telling example back in 2006, when a a $2-$3 per month federal tax on DSL users was taken off the books. But rather than lowering its subscriber fees by $2-$3, Verizon thought better of it and kept fees the same by adding a &#8220;supplier surcharge&#8221; fee. It&#8217;s amount? You guessed it &#8211; $2-$3. Other ISPs quickly followed suit, innocuously labeling the new fee a &#8220;regulatory cost recovery fee&#8221; as though nobody would question it. Luckily, investigative pressure (and the threat of an FTC probe) nixed these fees in a hurry, but the ISP&#8217;s willingness to enforce them suggests all consumers need to cast a skeptical eye over their bills every now and then.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Yes indeed it has been a while since my last post. Was I too lazy to write something? Partly yes, partly no. I&#8217;m having quite a bit of technical problems with my internet connection these days. After having 3 mechanics failing to solve the problem and calling my internet provider Telenet about 10 times I&#8217;m losing faith. I will present this as some sort of case hoping that someone knows what to do.</p>
<p><strong>So what&#8217;s the problem?</strong> Well it&#8217;s kind of a strange story actually. Since April last year I became a customer of <a href="www.telenet.be">Telenet</a>. A Belgian internet provider with a monopoly when it comes to providing internet via the cable in Belgium. It&#8217;s quite an expensive internet provider but we really like their digital tv and the speed of the internet they provide. But about 3 weeks ago things started to go really wrong for me. Out of nowhere my internet totally slowed down without any reason but got back on speed by itself after some time. This happened a few times a day and made me believe that Telenet was having some temporary technical problems. But most of the time I still had internet at full speed. The following days the problem of this sort of fading internet still kept repeating itself. When having these problems my download could get 10x slower, my upload 20x slower and my ping could rise from about 20ms to about 3000-5000ms (yes really!). This high ping really makes visiting websites miserable. And now since a few days ago there are no more enjoyable periods where the internet works just fine so that makes me writing this while measuring a ping of 3873ms on <a href="http://www.speedtest.net/">http://www.speedtest.net/</a>. My download seems to be fine at the moment but this is only temporary. I&#8217;ll get into more details with a timeline.</p>

<p><strong><span style="text-decoration:underline;">Timeline:</span></strong></p>
<p><em><span style="text-decoration:underline;">April 2009</span></em> &#8211; Became customer of Telenet</p>
<p><em><span style="text-decoration:underline;">August 2009</span></em> &#8211; After a few days of slow internet I contacted Telenet via e-mail but magically the internet got normal again shortly afterwards. No idea if there is any connection.</p>
<p><em><span style="text-decoration:underline;">End of November 2009</span></em> &#8211; The internet gets really really slow but I didn&#8217;t look into it because I thought I had downloaded too much which would have put me on small band. Afterwards this appeared to be a false assumption.</p>
<p><em><span style="text-decoration:underline;">Begin of October 2009</span></em> &#8211; Starts with a few days with really slow internet followed by some good days.  The problem keeps coming back however making me think that there is a problem with my laptop. But then I notice something strange: my pc has the same problem at the same time! My laptop and my pc (with both another ‘cabled’ connection) get slow at the same time but also regain their speed at the same time. So this way I could exclude technical problems on my laptop / pc as the cause of the problem.</p>
<p><em><span style="text-decoration:underline;">Middle of October 2009</span></em> – I called to the helpcentre of Telenet about 10 times. Each time I spoke to another person which made me explaining my problem as many times. Everyone had a slightly different approach when trying to help me but in the end it all came down to this: “ Can you try our speedtest sir and tell me the results?” I did this over and over again. But in the mean time a Mechanic from Telenet came to my house to fix the problem. He replaced my modem with a new one and also replaced the Switch. Because the problem was not present at the time he was at my house (my internet had a good moment…) he could only see perfect scores on all the tests that he did. Later that day however, when he was gone, my internet slowed down again for a long time. I also tried the speedtest when connecting my laptop directly with my modem. At first it seemed that there was no problem to be found here because I always seemed to get good results when doing this. But then on a day that I needed to download something and my internet was too slow to do the job I tried this trick again… but this time it didn’t work. So I even got bad download, upload and ping results when connected directly with my (new!) modem. When I reset the modem my internet will regain it&#8217;s speed but mostly that only lasts a minute or so. Sometimes this helps for a longer period tough. That’s why I called Telenet again (one of those 10 times…) and they send me once more a mechanic to solve the problem. He replaced the only devices from Telenet that weren’t replaced the first time. Again the mechanic could not see my problem because the internet was behaving normal when he was in my house. A day later I called Telenet again to report that the problem still existed which they could measure for the first time themselves at that time. They send me a mechanic from <a href="http://www.interelectra.be/">Infrax</a> to check if the signals I received from outside my house were all right and to make sure no cables were broken. As you can guess everything turned out to completely normal according to Infrax. They even told me they had data for the last 2 months and could not see any abnormalities. So I called Telenet again (a couple of times) and now they are putting a special task force on the matter to solve ‘my case’. This task force is specialized in solving the weirdest cases and this appears to be such a case.</p>

<p><em>As you can see here the results got a lot worse in only 7 minutes time. I didn&#8217;t turn off my modem or anything so these numbers are measured without me interfering with my own network at all.</em></p>

<p><em>Here you see the same problem as discribed above. In 4 minutes my ping rises from 22ms to 2664ms. Only to get back to back to normal values today while writing tis post.</em></p>
<p><strong>So now my question for you:</strong> Does anyone have any idea what could cause this strange problem?</p>
<p>Oh and by the way. By the time I got to the end of this post my internet is back to normal again but that will probably not last for long I guess.</p>

<p>Chrome performed the best in four of the six tests, though Safari came close to matching it on three (JavaScript speed, CSS rendering speed, and CPU usage).</p>
<p>The clear loser, of course, was Internet Explorer &#8211; its best performance was on the browser cache test, where it beat out Safari for fourth place. It lost the JavaScript speed, CSS rendering speed, and DOM selection speed tests by large margins; placed last for CPU usage; and tied for last for page load time.</p>
<p>Keep in mind that these are the results for Internet Explorer 8 &#8211; most IE users are still running version 7 or 6, which perform even worse. With this in mind, it&#8217;s easy to see why Google <a href="http://jscariati.wordpress.com/2009/10/02/more-on-chrome-frame/">opted to develop Chrome Frame</a> to &#8220;support&#8221; Wave on IE.</p>

O primeiro é o <strong>Speed Test</strong>, excelente para quem procura saber detalhadamente sobre a conectividade com a internet e fazer estimativas de download e upload de uma cidade para outra. É uma coisa estranha, mais no finalzinho dos testes você entende realmente como funciona.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p> Checando&#160; mi conexión madreada que hasta pena me da poner, me encontré con otras características del <a href="http://www.speedtest.net">SpeedTest</a> y una de ellas es que te permite checar como anda tu país con respecto a la media de Download y al Upload, y mirando la parte de América del Norte no me extraño nada que México no estuviera ahí, digo el servicio es una mierda, pero estar por debajo de Belice o Costa Rica… No mames, que pena. Pero bueno yo se que en el año 3000 México alcanzara los 10Mbps (reales).</p>

<p>Abbiamo fatto un nuovo contratto con un nuovo provider che ci promette un aumento della banda e vogliamo controllare se ciò avviene? vogliamo testare le proprieta della nostra attuale linea ADSL? o solamente vogliamo paragonarla a quella di amici e conoscenti per dare giudizi su provider per decidere quale sia il migliore? in tutti questi casi viene in nostro aiuto Speed Test.</p>

<p>Lo splendito servizio che Speed Test garantisce ai suoi utenti è davvero straordinario, facile , intuitivo, accessibile da tutti i browser e perfino dall&#8217;iPhone (tramite apposita App gratuita!). In questo modo potremo testare la linea ADSL dell&#8217;ufficio o della nostra azienda, usufruendo del grafico propostoci da SpeedTest. Una volta entrati nel sito, Speed Test troverà subito quale è il nostro provider, è la provincia più vicina alla nostra posizione, per cercare di trarre nel modo più accurato possibile la velocità della nostra linea internet.</p>
<p>Non ci servirà altro che cliccare su &#8220;Begin Test&#8221;, e attendere, mentre vedremo il contagiri di Speed Test raggiungere la massima velocità, prima in Download, poi in Upload.</p>
<p>Alla fine ci permetterà anche di prendere un&#8217;immagine con le specifiche (Provider, velocità Download, velocità Upload, ping, ecc) che potremo mettere su blog, siti, forum&#8230; insomma: ovunque vogliamo!</p>

Its been like this for the past week. Currently I have to wait over an hour to stream anime, and 80% of all fails to completely load. Heck this post even took 50 minutes to publish. With 45 minutes of waiting for the screen shot above, an example of my current connection speed, to upload.</p>
<p>But the torrents seem to be fine.</p>

<title><![CDATA[Hard Drive Perfomance: Vista vs Windows 7]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>In the middle of the night I had the genius idea to test my Seagate 320GB hard drive using HD tune while running Vista and Windows 7. When I first got this drive, 2007 I think, it was a pretty good drive compared to the competition.  I bought it on sale at Best Buy for $59.95, which if you ask me was a pretty damn good deal.  I regret not buying two to run a raid, but that’s in the past.</p>
<p>The test consisted of running HD Tune on Vista SP2 Business x64 and Windows 7 RC Ultimate x64 on the following hardware:</p>
<ul>
<li>Intel i7 920</li>
<li>Asus P6T Deluxe</li>
<li>6GB 1333MHZ DDR3</li>
<li>Seagate ST3320620AS 320GB</li>
</ul>
<p>HD Tune was run three times on each operating system; out of those three I took the best results for each OS.  No programs ran in the foreground while HD Tune was running. However, I will say that I don’t know how many programs ran in background of each OS.</p>
<p><strong>Vista SP2 Business x64 HD Tune Test</strong>:</p>

<p>Where do I begin?  First of all the drive is pretty sporadic.  I am no hard drive expert but even I know that the drives constant change in transfer rate isn’t good.  As you can see at about 18% transfer rate takes a nose dive from a pretty solid 73 MB/s to 19 MB/s.</p>
<p>The average speed isn’t too impressive at 57.4 MB/s.  I’ve seen reviews of 7500RPM drives with average transfer rates of 90+MB/s.  Though, the drives I’ve seen that on are much newer and have twice the cache, 32mb compared to the Seagate’s 16mb.</p>
<p>At 14ms I wonder what the drive is doing besides seeking and placing the arm.  But, not all is lost.  Considering the other numbers I’d say the Burst Rate is pretty solid for a disk drive, 97.1 MB/s is acceptable.</p>
<p><strong>Windows 7 RC Ultimate x64:</strong></p>
<p>The world has turned on its axis and magic has happened, babies have been made, people found out babies have been made.  I’ve wiped the computer installed Windows 7 RC Ultimate x64, slapped on programs and added some other stuff.   After adding updates, fixing drivers (damn you AudioMAX driver), and web surfing, I downloaded the same HD Tune that I ran on the Vista install.</p>

<p>The first thing you’ll notice is how much calmer the file transfer speed seems.  On Vista you’d think the drive was on a sugar high bouncing off the walls, while on 7 it seems it’s high and really relaxed (does that make sugar a gateway drug?)</p>
<p>It seems Windows 7 made such a huge difference that I could have run HD Tune without a CPU.  The CPU usage is -1.0%, I take it less than no CPU was used at the moment the test ran.  I’ll be honest and say I have no idea what that’s about, I assume the API for CPU usage is slightly different between Vista and 7.</p>
<p>The minimum transfer rate on Windows 7 is much higher than on Vista.  While running the test on Vista I got 19MB/s, 7 got 38.7MB/s.  You’ll also notice the maximum transfer rate is slightly higher, but not by much.  On Vista the maximum rate was 73.3, 7 managed to push it to 79.7MB/s.</p>
<p>The Burst Rate is up by almost 10MB/s, that’s two decent quality mp3 per second.   If you ask me that’s quite a jump.  The change even decreased the access time from 14ms to 13.4, which really isn’t that much, it’s not even noticeable to a human, but it makes a difference to computers.  I don’t know how the access time went down, considering I didn’t change the motor of the drive or tweak it physically.  My only guess is that Windows 7 handles file location handling differently than Vista.</p>
<p><strong>Final Thoughts:</strong></p>
<p>To be honest I didn’t expect a different OS to make a difference.  I don’t know how HD Tune tests the drive, if it uses OS specifications or if it has its own.  Whatever Microsoft has done under the hood to tweak file transfer handling in Windows 7 has really paid off.  I am really curious if there have been more tweaks between the RC and RTM.  For now I’d see file transfer handling is another area 7 bests Vista in.</p>
<p>It seems this test went from hard drive performance on different operating systems to file handling.  You can take what you want from this article; I’ll take it as another reason why I can’t wait for Windows 7’s final release.</p>
