<p><P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">In 10 days time the ban on smoking in public spaces, approved by Prime Minister Nguyen Tan Dung, will take effect, but many people still have no idea about the new regulation. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Doctor Nguyen Ngoc Bich of the Vietnam Public Health Association said that in order for the ban to be effective, all people must be informed through an organised mass media campaign and other activities held by local authorities. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Coupled with these activities, Ministry of Health inspectors and other staff should be entrusted with enforcement, Bich added. He compared the idea to enforcement of the helmet regulation, where not only policemen but local watchmen were also responsible for monitoring compliance. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">The ban was approved after Ministry of Health statistics revealed that more than 56 percent of men in Vietnam were active smokers, nearly half between 17 and 24 years old. The report also showed that about 60 percent of 13-15 year-old children were passive smokers. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">The ban will prohibit smoking in classrooms, preschools, health centres, libraries, cinemas, theatres, factories, office buildings and on public transportation. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Smoking will still be permitted in sports centres, stadiums, exhibition centres, lounges, entertainment centres, restaurants, hotels and discotheques in designated smoking areas. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">A provision calls for smoking to be forbidden in all public places by the end of next year. PM Dung asked relevant authorities in the Ministry of Health to take responsibility for enforcing the ban. Fines of between 50,000-100,000 VND will be imposed on violators. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Another regulation required tobacco producers and cigarette importers to inform the Ministry of Health of the tar and nicotine contents in their cigarettes. If the contents exceeded the regulated limit, the companies would received fines ranging from 20-30 million VND (1,000-1,570 USD) per year for each violation.</P><br />

<p><P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Insurance companies in Vietnam have started to work with commercial banks to introduce the Bancassurance Service to the country, hoping to raise revenues and expand their market share. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Bancassurance includes a range of insurance products sold through banking networks and is also known as the Banking Insurance Model or BIM. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">One of the first insurers in the country to launch the Bancassurance Service is AIA Vietnam, a subsidiary of the American International Assurance Group. It reached an agreement with the Vietnam Joint-Stock Commercial Bank for Industry and Trade (Vietinbank) to offer life-insurance services to the bank’s customers in mid-November. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Following suit was Prudential Vietnam which officially distributes insurance products through VPBank. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">In another move, Ace Life signed a partnership agreement with the HCM City Housing Development Joint Stock Commercial Bank (HDBank). The insurer targets working with 10 other banks to introduce a service in 2010. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">According to financial experts, Bancassurance is a form of transaction which benefits three parties, banks, insurers and the banks’ clients. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Clients benefit as they can conveniently access financial services at a lower price. Banks now can offer a new product without the cost of research and design and therefore attract more clients as well as receive commission from policy premiums. Insurers can expand their market share by offering insurance services to clients from partner banks. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Dam The Thai, Director of Customer Services at the An Binh Commercial Joint Stock Bank (ABBank), confirmed that introducing Bancassurance is in accordance with his bank’s long-term development plans. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Meanwhile, Prudential Life Insurance senior executive Pankaj Banerjee said that working alongside the banks is “top priority” for his company. He added that revenues from Bancassurance services will grow to more than 10 percent of his company’s new policy premiums in the next three years. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">Financial experts are optimistic about the prospects for Bancassurance and say the service will flourish in Vietnam given people’s rising incomes and the level of confidence in the service. In addition, the banking industry’s development in recent times and the increasing use of automatic teller machines have also made easier to sell Bancassurance products. </P><br />
<P style="text-align:justify;margin:0 0 6pt;" class="MsoNormal">However, experts point out that banks and insurers need to introduce robust management procedures and increase the use of modern information technologies to ensure that their businesses flourish. </P><br />

<p>WASHINGTON (AP) &#8212; A report on unemployment claims and a forecast of U.S. economic activity pointed Thursday to an economy mending slowly, without the job growth needed to fuel a vigorous recovery.</p>
<p>The number of newly laid-off workers filing claims for unemployment benefits unexpectedly rose last week. But the four-week average for jobless claims, which smooths out fluctuations, fell. That was an encouraging sign that the pace of layoffs continues to decline. The four-week average is now at its lowest point since late September 2008, when the financial crisis hit with full force.</p>
<p>Separately, a forecast of economic activity rose for the eighth straight month in November, a private research group said, signaling the economic rebound will continue into next year.</p>
<p>Still, employers across the country remain reluctant to ramp up hiring.</p>
<p>&#8220;People who have already lost their job are having incredible difficulty finding a job,&#8221; Dan Greenhaus, an economist at Miller Tabak, said in a research note Thursday.</p>
<p>A big problem is that companies lack confidence in the strength and sustainability of the recovery. FedEx Corp., for example, offered a tepid outlook Thursday for the quarter that ends in January. The package delivery company expects the recovery to continue next year. But FedEx questioned whether demand for its services will stay strong after the peak holiday-shipping season.</p>
<p>Stocks fell on concerns about a still-weak job market and after FedEx&#8217;s forecast fell short of expectations. In mid-afternoon trading, the Dow Jones industrial average was down 98 points, or about 0.9 percent. Broader stock averages also fell.</p>
<p>The Conference Board said its index of leading economic indicators rose 0.9 percent last month, up from 0.3 percent in October. The latest reading beat the 0.7 percent rise that economists surveyed by Thomson Reuters had expected.</p>
<p>The board forecasts economic activity by measuring claims for unemployment aid, stock prices, consumer expectations, building permits for private homes, the money supply and other data. Improvements in financial conditions, housing permits and the labor market boosted the index, said Conference Board economist Ataman Ozyildirim.</p>
<p>Some analysts cautioned that the eighth consecutive gain in the index of leading indicators was overstating the economy&#8217;s underlying strength.</p>
<p>Ian Shepherdson, chief U.S. economist at High Frequency Economics, noted that the index did not adequately reflect smaller companies.</p>
<p>&#8220;The index takes no account of the dire state of the small business sector, which &#8230; remains in deep recession,&#8221; he said.</p>
<p>The Labor Department&#8217;s report on unemployment claims said the number of new claims rose to 480,000 last week, up 7,000 from the previous week. That was a worse performance than the decline to 465,000 that economists had expected.</p>
<p>But the four-week average dipped to 467,500, the 15th straight decline. By comparison, jobless claims peaked this year at 674,000 in March. The improvement is seen as a sign that job cuts are slowing and that hiring could pick up early next year, boosting the economy.</p>
<p>Analysts say initial claims for jobless aid would need to fall to about 425,000 for several weeks to signal the economy is beginning to add jobs.</p>
<p>The government said that the number of people continuing to receive regular benefits rose by 5,000 to 5.19 million for the week ending Dec. 5. That figure does not include millions of people who have used up the regular 26 weeks of benefits typically provided by the state and are now receiving extended benefits for up to 73 additional weeks.</p>
<p>The people receiving extended benefits jumped to 4.73 million for the week ending Nov. 28, an increase of 143,759 from the previous week. That big rise reflected the fact that 17 states are now processing claims for the extension of benefits that Congress approved last month.</p>
<p>Economists worry about whether economic growth in 2010 can match that of the second half of this year, with unemployment high, credit still tight and the effects of government stimulus programs ending.</p>
<p>David Wyss, chief economist at Standard &#38; Poor&#8217;s in New York, said he thought the economy in the current quarter is probably growing around 3 percent, close to the 2.8 percent growth rate of the third quarter. But he&#8217;s forecasting that growth will slip for most of next year to around 2 percent.</p>
<p>Wyss said the slowdown will occur because of the fading of government efforts to rejuvenate the economy, from the Cash for Clunkers incentives to the tax credit for home purchases to the $787 billion economic stimulus program.</p>
<p>&#8220;Even though the spending will continue, it won&#8217;t give the economy the surge it did when the programs kicked in,&#8221; he said. &#8220;For that reason, we are expecting slower growth in 2010.&#8221;</p>
<p>Wyss predicts unemployment, now at 10 percent, will keep rising until the middle of the year, peaking at around 10.5 percent, and then declining slowly. He said he expected the jobless rate by the end of next year to stand where it is now &#8211; 10 percent.</p>

<p>WASHINGTON (AP) &#8212; The Federal Reserve has decided to hold interest rates at a record low and pledged to keep them there for an &#8220;extended period&#8221; to keep the recovery going and drive down double-digit unemployment.</p>
<p>But in a more upbeat assessment, the Fed says the economy has &#8220;continued to pick up&#8221; and that &#8220;deterioration in the labor market is abating,&#8221; a nod to the recent slowdown in the pace of layoffs.</p>
<p>Despite some improvements, Fed Chairman Ben Bernanke and his colleagues said there&#8217;s still reason for caution. Spending by households, while growing at a moderate pace, remains &#8220;constrained&#8221; by the weak job market, slight wage growth and tight credit, Fed policymakers said.</p>
<p>Against this backdrop, the Fed kept its target range for its bank lending rate at zero to 0.25 percent, where it&#8217;s stood since last December. And it repeated its pledge, first made in March, to keep rates at &#8220;exceptionally low levels&#8221; for an &#8220;extended period.&#8221;</p>
<p>In response, commercial banks&#8217; prime lending rate, used to peg rates on home equity loans, certain credit cards and other consumer loans, will remain about 3.25 percent. That&#8217;s its lowest point in decades.</p>
<p>Super-low interest rates are good for borrowers who can get a loan and are willing to take on more debt. But those same low rates hurt savers. They&#8217;re especially hard on people living on fixed incomes who are earning measly returns on savings accounts and certificates of deposit.</p>
<p>Noting improvement in financial markets, the Fed also said it expects to wind down several emergency lending programs &#8211; set up during the height of the crisis &#8211; when they are set to expire next year.</p>
<p>The central bank also didn&#8217;t make any major changes to a program, set to expire in March, to help further drive down mortgage rates.</p>

<p>WASHINGTON (AP) &#8212; The economy is weak enough to keep inflation in check but strong enough to increase the pace of home construction and raise hopes for a sustained recovery.</p>
<p>That was the picture sketched Wednesday by government data showing an economy growing, however slowly.</p>
<p>Higher energy prices sent overall consumer prices higher in November. But after stripping out volatile energy and food prices, inflation disappeared last month. That gives the Federal Reserve, ending a two-day meeting Wednesday, leeway to hold its key interest rate at a record low to aid the recovery.</p>
<p>At the same time, home construction rebounded in November after a setback in October. And applications for new building permits &#8211; a gauge of future activity &#8211; rose more than economist had predicted. A housing recovery is critical to the overall economy.</p>
<p>Also Wednesday, the government said its broadest measure of foreign trade posted a sharp increase in the July-September quarter, signaling higher demand for foreign goods. That, too, is seen as a sign of a strengthening economy.</p>
<p>The current account is the broadest measure of trade because it includes not only trade in goods and services but also investment flows among countries.</p>
<p>For last month, the Consumer Price Index, the most closely watched inflation barometer, rose 0.4 percent. That was up from a 0.3 percent increase in October, the Labor Department reported. But &#8220;core&#8221; inflation, which excludes energy and food, was flat, signaling that inflation isn&#8217;t rising through the economy. It was the first time core inflation was unchanged after 10 straight monthly increases.</p>
<p>&#8220;Aside from the surge in energy prices &#8230; there were few signs of any inflationary pressures,&#8221; said Paul Ashworth, economist at Capital Economics Ltd.</p>
<p>In the months ahead, companies will likely find it hard to raise prices because consumers are expected to remain cautious, the job market is weak and the recovery is sluggish.</p>
<p>Fed Chairman Ben Bernanke says he thinks slack in the economy &#8211; meaning idle plants and the weak job market &#8211; will keep inflation in check. The Fed is expected Wednesday afternoon to announce that it&#8217;s leaving interest rates at a record low. It may also strike an upbeat note about the economy&#8217;s progress.</p>
<p>The government said energy prices rose 4.1 percent last month, reflecting more expensive fuel oil and gasoline. Energy prices, though, are already in retreat. Oil prices are down about 10 percent this month.</p>
<p>Food prices, meanwhile, edged up 0.1 percent for the second straight month. Falling prices for dairy products and nonalcoholic drinks helped blunt small increases for meat, cereals and baked goods, and fruits and vegetables.</p>
<p>Elsewhere, prices for clothing fell as retailers struggled to lure shoppers. Costs for recreation and for shelter dipped. But prices for airline fares, new cars, medical care and tobacco products all rose.</p>
<p>The uptick in inflation last month, however slight, ate into Americans&#8217; already-weak wages. Average weekly earnings, adjusted for inflation, dipped 0.7 percent from November 2008, according to a separate Labor Department report Wednesday. It was the first such drop this year.</p>
<p>On Tuesday, the government said its Producer Price Index, which measures the costs of goods before they reach stores, jumped 1.8 percent in November. That was more than double the gain analysts had expected. Higher-priced energy products and trucks drove the increase.</p>
<p>In the Commerce Department&#8217;s report on housing starts, it said construction of new homes and apartments rose 8.9 percent in November to a seasonally adjusted annual rate of 574,000 units. The gain represented strength in all areas of the country, though the rise was slightly lower than economists had expected.</p>
<p>Applications for new building permits rose 6 percent, a stronger showing than predicted.</p>
<p>The government is spending an unprecedented amount to prop up the housing market. The money includes about $111 billion by year&#8217;s end to shore up mortgage finance companies Fannie Mae and Freddie Mac &#8211; plus roughly $15 billion for a tax credit for homebuyers.</p>
<p>In addition, the tax credit is being extended until spring at a cost of $8.5 billion. And the cost of bailing out Fannie and Freddie could ultimately soar as high as $300 billion, according to Barclays Capital.</p>
<p>Separately, the Fed has helped keep mortgage rates down by spending $1.25 trillion to buy mortgage-backed securities. These purchases are expected to be completed by spring.</p>
<p>For the third quarter, the current account deficit in goods grew to $132.1 billion, up from $115.5 billion in the second quarter. At the same time, the U.S. surplus in services &#8211; such as airline travel, shipping and financial services &#8211; widened to $34.8 billion from $34.2 billion.</p>
<p>Exports of products rose 7.2 percent, driven by automotive products, heavy capital goods and consumer products. But imports of goods rose at a faster rate, led by foreign oil and autos.</p>
<p>The rise in exports has been helped by a decline of about 10 percent in the value of the dollar against major currencies. A weaker dollar makes American products cheaper for foreigners to buy.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Well, Thursday&#8217;s game is in the books and there were really no impact performances to note.  I admit I would have recommended starting Rashard Mendenhall against a horrible Browns run defense, as I did in one league, and been wrong.  Seriously, how does he only get 16 carries against the 31st ranked run defense in the league in a game with heavy winds and negative four degree wind chill.  He should have had 25+ carries at least.  That&#8217;s the frustrating part of fantasy football.  You can make predictions and think of how things might or should go, but in the end, its out of your control.  I&#8217;d still recommend Mendenhall in that situation every time.  What can you do?  You can yell at the TV and call Mike Tomlin emasculating names!  That&#8217;s about it.</p>
<p>Below are my recommendations for this week. Why should you listen to me? Well, first of all, always listen to yourself first.  If there’s a guy you really like, than go with your gut.  Otherwise, if you want to know, I’m the defending Champ of my 12 team Yahoo! League after losing in the title game the year before (my first year in the league), and after expanding to 14 team, I’m at the top again.  I’ve been in eight fantasy football leagues since 2006 and never finished lower than third.  I’m certainly not right all the time, but definitely more often than not.  For these recommendations I’m trying to predict who will really outperform expectations or rise up from the middle or bottom of the ranks to have solid weeks, or who will underperform expectations.   I’ll be covering QBs, WRs, RBs, TEs.  No kickers here, because they&#8217;re worthless, just use what you have or grab whoever your league ranks as the best.  Also, no defense/special steams.  They are always matchup dependant and you should be able to make that assessment on your own (if they play the Browns or Rams, start them).  The &#8220;must starts&#8221; are guys who should get played every week if healthy, regardless of the matchup.</p>
<p><strong>QUARTERBACKS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts:  Tom Brady, Drew Brees, Peyton Manning, Philip Rivers, Aaron Rodgers, Kurt Warner</li>
<li>Donovan McNabb, Phi &#8211; Giants secondary is shaky, and he&#8217;s been playing well lately.  I doubt Vick will be stealing two TDs again.  Having Jackson back should definitely help too.</li>
<li>Brett Favre, Min &#8211; I was all ready to put the old man into the must start list, but last week&#8217;s performance kept him out.  I think he&#8217;ll bounce back this week, even against a solid Cincy defense.  Especially since the Bengals are particularly strong against the run, I expect Favre to air it out with success against what I think are average corners.</li>
<li>Vince Young, Ten &#8211; Great matchup against a St. Louis defense that doesn&#8217;t do anything well.  He should have opportunities to make plays with his arm and with his legs.  They should score a lot and it can&#8217;t all be Chris Johnson (Can it?).</li>
<li>Chad Henne, Mia &#8211; He had a big game last week and another good matchup against a below average Jags defense.  He looks like he might really be coming into his own.</li>
<li>Ryan Fitzpatrick, Buf - I hesitate to even recommend him, but if you are really desperate he has some upside.  The Chiefs pass defense has given up some huge games and the Bills have some decent weapons through the air.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Jay Cutler, Chi &#8211; He&#8217;s just been awful lately, and couldn&#8217;t even take advantage of the Rams defense last week.  Matching up against Charles Woodson and the Green Bay defense makes things even worse.</li>
<li>Carson Palmer, Cin &#8211; This isn&#8217;t the Carson Palmer of 2005.  He&#8217;s just a game manager for the most part and even his good games don&#8217;t produce fantasy points.  I doubt he&#8217;ll even be able to have one of his &#8220;good games&#8221; against Minnesota.</li>
<li>Matt Ryan/Chris Redmond, Atl &#8211; Ryan&#8217;s probably out again, and if not, a gimpy Ryan vs the Saints D is not a good matchup.  Redmond was horrible against an aggressive Eagles D last week and the Saints are even better (or worse for him).</li>
<li>Mark Sanchez/Kellen Clemons, NYJ &#8211; I wouldn&#8217;t play Sanchez anyway, but he&#8217;s out this week.  Clemons is bad.  Not even a matchup with Tampa can tempt me to recommend him.</li>
</ul>
<p><strong>WIDE RECEIVERS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts – Randy Moss, Wes Welker, Reggie Wayne, Marques Colston, Mike Sims-Walker, Vincent Jackson, Andre Johnson, Larry Fitzgerald, Roddy White., Brandon Marshall, DeSean Jackson</li>
<li>Calvin Johnson, Det &#8211; He looks like he&#8217;s finally healthy and doing what we all expected him to do all season.  He had a big game against the Bengals last week and Baltimore doesn&#8217;t have anyone that can cover him.  Stafford is out, but that shouldn&#8217;t affect him too much.</li>
<li>Greg Jennings, GB &#8211; He&#8217;s been a little disappointing this year, but had a big game against the Bears in week one.  Their defense has only gotten worse since then.</li>
<li>Anquan Bolden, Ari &#8211; Another receiver that has been hampered by injuries most of the year.  He finally looks healthy and had a monster game last week.  I expect another monster this week against the 49ers, who will be focused on Fitzgerald.</li>
<li>Terrell Owens, Buf - Had a tough game last week, with matchup against Jets&#8217; Revis.  He&#8217;s been much more productive since Fitzgerald has been QB, and should be able to do what he wants against KC.</li>
<li>Robert Meachem, Devery Henderson, NO &#8211; Brees should shred the undermanned Falcons secondary and put up a lot of points.  At this point, you expect both to have good games and get in the end zone along with Colston.</li>
<li>Pierre Garcon, Ind &#8211; Face it, the guy is just good.  Champ Bailey should be matched up on Wayne, leaving Garcon to make plays.</li>
<li>Mike Thomas, Jax &#8211; It looks like Mike Sims-Walker will be out, so Thomas would move into the starting lineup and have a chance to be a top target of Gerrard.  Nice matchup against Miami too.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Antonio Bryant, TB &#8211; I&#8217;m a big Bryant fan when he&#8217;s healthy, but Revis has shut down everyone he&#8217;s faced this year.  He should shut down Bryant too.</li>
<li>Braylon Edwards, NYJ - Between his hands and Clemens arm it&#8217;s a shaky proposition, even against the Bucs.  Their back to a cover 2 as well, so they should have safeties deep to prevent a big play, which is his main threat.</li>
<li>Santana Moss, Was &#8211; He&#8217;s sucked all year and Oakland has a pretty good pass defense.  Top CB Asomugha will be all over him.</li>
<li>Devin Hester/any Bears WR, Chi &#8211; He&#8217;s a great athlete, but not a very good wide receiver.  Cutler has been so bad it makes all Bear receivers bad options.</li>
<li>Mike Sims-Walker, Jax - He&#8217;s on the must start list, but looks like he might not start this week, so double-check on game day.</li>
</ul>
<p><strong>RUNNING BACKS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts – Adrian Peterson, Chris Johnson, Maurice Jones-Drew, Steven Jackson, Michael Turner, Cedric Benson</li>
<li>Thomas Jones, NYJ - He probably deserves to be on the must start list, but come on, it&#8217;s Thomas Jones.  Great matchup with the Bucs this week, who have one of the worst run defenses in the league.  He should get over 150 yards and at least one TD.</li>
<li>LenDale White, Ten &#8211; A huge reach, but always possible the Titans get up big and put Johnson on the bench.  White could get a lot of second half carries and maybe a score.</li>
<li>Ray Rice, Bal &#8211; Playing a horrible Lions defense this week.  He should make plays both running and catching and I expect him to be the man in the  Baltimore offense.  Probably one of the top three RB plays of the week behind Chris Johnson and Jamaal Charles.</li>
<li>Fred Jackson, Buf &#8211; He&#8217;s not that good, but neither is the Chiefs defense.  He looks like the main guy in Buffalo again, so worth a play.</li>
<li>Jamaal Charles, KC &#8211; Buffalo is by far the worst team in the NFL against the rush.  He could and should have a huge game this week.  If this was a video game, I&#8217;d give it to him every time for like 300 yards and 6 TDs, but in real life expect about half that.</li>
<li>Cadillac Williams, TB &#8211; Jest are not very good against the run and he&#8217;s been getting the ball more lately.  I expect TB to surprise some people, and he should have a solid game.</li>
<li>Chris Brown, Hou - He&#8217;s the starter now that Slaton is on IR.  Seattle blows against the run when they play on the road and I think he should get into the end zone this week.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Michael Turner, Atl &#8211; Not a very good chance to play this week.  Check on his status on game day.</li>
<li>LaDanian Tomlinson, SD &#8211; Healthy, but he&#8217;s not the runner he used to be.  He&#8217;s been getting touchdowns recently for fantasy production, but facing a good Dallas defense this week.  I think he gets shut out of the end zone, and won&#8217;t do much on the ground.</li>
<li>Frank Gore, SF &#8211; Weird to put him on this list when there&#8217;s nothing wrong with him.  The 49ers are getting away from the run and will probably be playing from behind.  Cards defense good against the run too.</li>
<li>Brandon Jacobs, NYG &#8211; I don&#8217;t expect him to lumber for a 70+ yard TD reception this week.  He&#8217;s done as a productive fantasy RB.</li>
<li>Marion Barber, Dal &#8211; All sorts of big names on the RB sit list.  He just hasn&#8217;t been productive the last month.  More carries should start going to younger, more talented backs.</li>
</ul>
<p><strong>TIGHT ENDS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts – Vernon Davis, Tony Gonzalez, Dallas Clark, Antonio Gates.</li>
<li>Jason Whitten, Dal – Another game or two like he&#8217;s had the last couple weeks and he can go back to the must start list where he belongs.  Austin and Williams production the latter part of the season have opened up things for him again.  The Charger secondary is also a little banged up, so he could be the Cowboys best weapon this week.</li>
<li>John Carlson, Sea &#8211; He&#8217;s done nothing to warrant starting, but he does have talent, and I think Seattle makes it a point to get him the ball this week.  The Texans don&#8217;t have that great a pass rush, so he shouldn&#8217;t have to stay in to block as much.  Call this one a hunch.  I think he gets a touchdowns this week.</li>
<li>Brent Celek, Phi &#8211; He scored last week and has a good matchup against Atlanta.  McNabb, and apparently Vick, like look his way in the red zone too.</li>
<li>Jermichael Finley, GB &#8211; He was huge last week and has a great matchup against what is now a shaky Bears defense.  He should have a big game and is the best start of any TE not on my must start list.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Dustin Keller, NYJ &#8211; Good matchup, but bad QB throwing to him.</li>
<li>Tony Scheffler, Den &#8211; Not a very big part of the offense.  They&#8217;d prefer to run, and even if they get behind, they&#8217;ll look for plays from the WR, not Scheffler.</li>

<title><![CDATA[Fantasy Football Starts and Sits - Week 13]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>My QB picks failed me last week, but the rest were alright, highlighted by Justin Forsett’s huge fantasy day against the Rams.  Typing this up in the OGG Airport in Maui, so I don’t have all my research resources available, but I think I have enough in my head to make due. </p>
<p>Below are my recommendations for this week. Why should you listen to me? Well, first of all, always listen to yourself first.  If there’s a guy you really like, than go with your gut.  Otherwise, I’m the defending Champ of my 12 team Yahoo! League after losing in the title game the year before (my first year in the league), and after expanding to 14 team, I’m at the top again.  I’ve been in eight fantasy football leagues since 2006 and never finished lower than third.  I’m certainly not right all the time, but definitely more often than not.  For these recommendations I’m trying to predict who will really outperform expectations or rise up from the middle or bottom of the ranks to have solid weeks, or who will underperform expectations.   I’ll be covering QBs, WRs, RBs, TEs, and D/ST.  No kickers here.  The must starts are guys who should get played every week if healthy, regardless of the matchup.</p>
<p><strong>QUARTERBACKS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts:  Tom Brady, Drew Brees, Peyton Manning, Philip Rivers, Aaron Rodgers.</li>
<li>Matt Schaub, Hou – Jacksonville’s defense is pretty bad and still missing its top corner.  He went for 300 yards and 3 TDs against them earlier in the year, so expect more of the same.</li>
<li>Brett Favre, Min – Arizona has a tendency to give up big plays in the passing game.  Favre has a tendency of getting big plays in the passing game.  You figure it out.</li>
<li>Donovan McNabb, Phi – Even without Jackson, it’s still a great matchup against a struggling Falcons secondary.</li>
<li>Carson Palmer, Cin – Any QB (even Brady Quinn apparently) is a great play against Detroit.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Joe Flacco, Bal – Green Bay’s defense has been pretty good, and they’re even better at home.  Flacco looked better last week, but I still wouldn’t play him here.  He should be solid on the field, but won’t produce much in the way of fantasy points.</li>
<li>Kurt Warner/Matt Leinart, Ari – Whoever plays, it’s not a good matchup.  They’ll be harassed all day and will throw some picks.</li>
<li>Matt Cassel, Den – The Broncos have a great secondary headed by Champ Bailey, and looked to get their game back last week.  He won’t get much of anything this week.</li>
<li>QB Matt Moore, Car – I know he’s not very good, but worth mentioning.   Even with a matchup against Tampa, he’s still a bad play.  You can do better off the waiver wire if you’re that desperate.</li>
</ul>
<p><strong>WIDE RECEIVERS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts – Randy Moss, Wes Welker, Reggie Wayne, Marques Colston, Mike Sims-Walker, Vincent Jackson, Andre Johnson, Larry Fitzgerald, Roddy White.</li>
<li>Brandon Marshall, Den – Chiefs corners have been getting killed all year.  With his size, speed, and strength, he should dominate, even if Denver doesn’t throw a lot.</li>
<li>Kevin Walter, Hou – He looked good last week for the first time in a while.  His best game of the year was against the Jags, so he likes the matchup.</li>
<li>Robert Meachem, NO – I pretty much love him every week going forward.  He seems to have taken hold of the #2 receiving spot and Brees is looking his way often the last few weeks.</li>
<li>Devery Henderson, NO – Always iffy, and he’s clearly the #3 receiver now.  He’s good at getting big plays though and the Redskins can be beat deep.  I think he’s gets a long TD this week.</li>
<li>Jeremy Maclin and Jason Avant, Phi – With Jackson out, they each move up a spot.  Both have been playing well the last few weeks, and Atlanta’s secondary is very beatable.</li>
<li>Greg Jennings, GB – The Ravens corners aren’t very good.  He’s been getting the ball more in the latter half of the season and should be able to make some plays this week.</li>
<li>Michael Crabtree, SF – He’s got more talent than anyone in the Seattle secondary.  Should be able to make plays whenever he wants if Smith can get him the ball.</li>
<li> </li>
</ul>
<p>Sits:</p>
<ul>
<li>Steve Breaston, Ari – He hasn’t done anything the last couple weeks, and I don’t see him breaking out against the Vikings.</li>
<li>Chris Chambers, KC – He’s been great since going to KC, but will see a lot of Champ Bailey this week.</li>
<li>Derrick Mason, Bal – He’s been pretty good all year, but Woodson should pretty much shut him down.</li>
<li>Santana Moss, Wash – Campbell has been playing better, but it hasn’t benefitted Moss.  Outside of his TD last week, he’s been a ghost.  The Saints shut down Randy last week, so Santana shouldn’t be too tough for them.</li>
</ul>
<p><strong>RUNNINGBACKS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts – Adrian Peterson, Chris Johnson, Maurice Jones-Drew, Steven Jackson, Cedric Benson</li>
<li>DeAngelo Williams or Jonathan Stewart, Car – INJURY ALERT!  Williams is going to be a game time decision, so check in on his status before the Panthers early kickoff.  If he plays though, he should tear through the Bucs defense.  If not, Stewart will handle the whole load and should come up huge.</li>
<li>Laurence Marony, NE – He’s scored in 6 straight and there’s no reason he can’t make it 7 vs the Dolphins.</li>
<li>Matt Forte, Chi – Too good a matchup for him to not put up big numbers.  Forsett torched the Rams for 130 and 2 TDs last week.</li>
<li>LaDanian Tomlinson, SD – The Browns are horrible against the run.  He should have a vintage LT kind of day.</li>
<li>Chris Brown, Hou – If Slaton is out, he’ll get the start against a subpar Jaguars defense.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Kevin Smith, Det – He’s been banged up and struggled all year.  The Bengals have a good defense and should limit him from doing much if anything.</li>
<li>Brandon Jacobs, NYG – Put a fork in him.  He didn’t do much against Dallas earlier this year and hasn’t shown anything since to make me think otherwise.</li>
<li>Beanie Wells and Tim Hightower, Ari – Their both hurt fantasy wise by splitting carries 50/50 and both being hurt by facing a Vikings defense that is among the best in the league against the run.</li>
<li>Steve Slaton, Hou – hasn’t been very good lately and might not even play.</li>
</ul>
<p><strong>TIGHT ENDS</strong></p>
<p>Starts:</p>
<ul>
<li>Must Starts – Vernon Davis, Tony Gonzalez, Dallas Clark, Antonio Gates.</li>
<li>Jason Whitten, Dal – Had his first big game in forever last week (as I predicted).  Another good matchup and I think he continues to get back on track to being an elite fantasy TE.</li>
<li>Vinsanthe Shiancoe, Min – Been making plays with Favre most of the year and the Cardinals are bad against the TE.  Should get in the end zone again.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Jeremy Shockey, NO – He’s been the only guy not making plays in the Saints offense lately.  Not a great matchup for him this week vs Washington.</li>
<li>Todd Heap, Bal – Playing hurt and coming off 0 catches last week.</li>
</ul>
<p><strong>DEFENSE/SPECIAL TEAMS</strong></p>
<p>Starts: </p>
<ul>
<li>Must Starts &#8211; Vikings</li>
<li>Chargers – They play the Browns, so probably the best play of the week.</li>
<li>Broncos – They looked good last week and should be able to handle the Chiefs offense, particularly through the air.</li>
<li>The Skin’s have been slowly getting better on offense, but New Orleans harassed Brady and the Patriots last week.  They should do similar things again and a defensive TD isn’t unlikely.</li>
</ul>
<p>Sits:</p>
<ul>
<li>Baltimore – They’re corners are suspect, and Rodgers has been on his game lately.  He should pass all over them.</li>
</ul>

<content:encoded><![CDATA[<div class='snap_preview'><p>We’re done with the Thanksgiving appetizer and just a couple days away from the Sunday’s main course of NFL football. Hopefully your players did you proud while you were stuffing your face with turkey. It’s time to double check the rest of that line up and hope to either keep it going or turn it around.</p>
<p>Let me start by saying that I officially fantasy hate Ryan Grant. All the good feelings he built up with me during his breakout season in 2007 are long gone. He just continues to let me down each week by being unable to get in the end zone. Over the last two seasons, he has 10 total touchdowns in 26 games. I mean come on! I probably shouldn’t hate him as much as I do. I mean he is usually good for 100 yards of total offense and double digit fantasy points, which isn’t too bad, but he should just be doing so much more. Ten fantasy points is fine against Minnesota or Chicago, but against Detroit and Tampa Bay, you expect big things. It’s really not his fault either. I contently watch Green Bay get in goal to go situations and then pass the ball over and over. Now he’s not in charge of calling those plays, but at the end of the day, it’s him who is on my team, so it’s him who lets me down. Especially when I’m playing a guy for the second time this year that has Aaron Rodgers, and for the second time this year the Packers roll up 30+ points, and for the second time Rodgers gets 30+ fantasy points against me in the route and Grant comes up with ten. He’s on pace for almost 1300 yards rushing, but just seven TDs. It’s really frustrating when you draft him as your sleeper stud running back and feel like you made the right call, but are getting screwed. Like with all fantasy opinions, this is just me. I’m sure most people are fine with him and his production, but for me, it seems every time I lose, he’s the one I’m looking at as being my team’s weak link, and now he let me down in my starts column too. It’s gonna take a big last five games for me to ever draft him again.</p>

I’m trying to predict who will really outperform expectations or rise up from the middle or bottom of the ranks to have solid weeks. I’ll give you at least one guy at each main position (QB, WR, and RB). No kickers here.</p>
<p>STARTS. Obviously if you have a superstar at the same position, they should play, but if you’re in doubt, start these guys:</p>
<ul>
<li>QB Matt Schaub, Hou – He’s been great all year. The Colts are starting two rookie corners and he went for over 300 against them in a loss earlier this season. He should go over 300 again with a couple TDs or more.</li>
<li>QB Matt Ryan, Atl – He had his best game in a while last week vs the Giants. Tampa’s defense has been really bad, and should be in disarray after firing their coordinator and trying to switch back to a cover 2 this week.</li>
<li>QB Carson Palmer, Cin – If Stafford can throw 5 TDs against Cleveland, then Palmer should fare well too. He had 318 and 2 TDs last time against the Browns and this should be an easy repeat.</li>
<li>QB Matt Hasselbeck, Sea – He usually plays great against St. Louis, and that’s when they used to be good. The injuries are stacking up for the Rams and Hasselbeck will take advantage.</li>
<li>QB Joe Flacco, Bal – He hasn’t been playing well lately and hasn’t thrown a TD pass in a while. I think he’s probably been preparing overtime this week and can take advantage of the Steelers missing Palomalu. He should be a solid play.</li>
<li>WR Chad Ochocinco, Cin – He’s been quite lately and is due for a big game. He caught 2 TDs last time they played Cleveland and should look to do the same again.</li>
<li>WR Michael Crabtree, SF – The Jags are missing their top CB (Mathis), and weren’t that great a secondary anyway. I expect him to have a good game and get in the end zone for the second straight week.</li>
<li>WR Pierre Garcon, Ind – A good matchup against the Texans secondary. He’s made a big play in three straight games and I don’t see why he won’t again.</li>
<li>WR Lee Evens and Terrell Owens, Buf – They both had good games last week. The change at QB has been good and a Dolphins team that often struggles traveling North to the cold of Buffalo is starting a pair of rookie CBs. Both receivers should be able to take advantage.</li>
<li>WR Julian Edelman, NE – If you’re desperate for a WR to start, he’s probably available. The Saints secondary is really banged up and the Pats should throw a lot as usual. With all the attention on Moss and Welker, he has a chance to get a decent amount of looks his way.</li>
<li>RB Thomas Jones, NYJ – Ricky Williams ran all over the Panthers last week. Jones should be able to do the same. With Sanchez’s struggles, he should get the ball even more.</li>
<li>RB LaDanian Tomlinson, SD – He’s been running much better in the second half of the year. KC’s defense isn’t very good and he should have another good week. Around 100 yards and a TD.</li>
<li>RB Justin Forsett, Sea – Jones is doubtful to play and Forsett should shred the Rams defense in both the running and passing games. One of the best RB plays of the week. He should be over 150 total yards and might get multiple scores.</li>
<li>TE Visanthe Shiancoe, Min – He’s been a big part of the offense and Favre always looks for him in the red zone. Chicago is using a lot of backups in the linebacking core and secondary. He should have a good day.</li>
<li>TE John Carlson, Sea – He’s been virtually nonexistent in the offense since the beginning of the season. He did catch 2 touchdowns against the Rams in week one though. St. Louis doesn’t have a great pass rush either, so he probably won’t have to stay in and block as much which means more opportunities in the pass game.</li>
<li>D/ST Minnesota Vikings – This great defense is getting better as the season goes on. Chicago’s offense is also getting worse. Cutler is in a huge funk and the Vikings should shut down both the run and pass game while forcing a couple turnovers.</li>
</ul>
<p>SITS. Bench ‘em if you can. It’s not gonna be their week:</p>
<ul>
<li>QB Jay Cutler, Chi – Have you seen him play lately? Do I really have to explain?</li>
<li>QB Ben Rothlisberger, Pit – He’s out this week. Dennis Dixon is making his first career start in hi place.</li>
<li>WR Steve Smith, Car – Delhomme is bad and Smith hasn’t produced much all year. That and a matchup with CB Reavis is not a recipe for success.</li>
<li>WR Donnie Avery, StL – He’s been playing well the last couple games, but with Boller subbing for the injured Bulger, I don’t trust him. They didn’t have great chemistry when he was at QB earlier in the year.</li>
<li>WR Santana Moss, Wash – He had a decent game against the Eagles earlier this year, but has disappeared from the offense. The offense has actually nearly disappeared in general in Washington, so sit him.</li>
<li>WR Johnny Knox, Chi – He started the season strong, but his production has been going down weekly for a while. With Cutlers recent struggles, it’s hard to project him doing much of anything at all.</li>
<li>RB Stephen Jackson, StL – He’s been banged up and missed practice this week. He’ll probably play Sunday, but not at 100%. The Seahawks actually help Adrian Peterson in check pretty well last week, even though they got killed. They should be keying on stopping Jackson this week. I don’t expect him to get more than 80 yards and doubt he’ll get into the end zone.</li>
<li>RB Reggie Bush, NO – Just coming back off injury and Belichek should game plan well to prevent him from beating them. The worst bet of the three Saints backs this week.</li>
<li>RB Steve Slaton, Hou – I haven’t given up on him this year, but he still isn’t getting a ton of touches in the run game. Until he does, not a great play.</li>
<li>RBs Beanie Wells and Tim Hightower, Ari – The Titans run defense is back close to the form they had last season. The Texans couldn’t get anything going on the ground last week. Arizona will be airing it out a lot this week.</li>
<li>RB Matt Forte, Chi – Horrible matchup against the Vikings. They have a great defense that held Seattle to 4 yard rushing last week. Plus, Forte just isn’t that good.</li>
<li>RB Michael Turner, Atl – He’s hurt and missed last week. Nowhere close to 100% and really not likely to play.</li>
<li>TE Brent Celek, Phi – Didn’t do anything against Washington earlier this year and has been quite lately anyway. Not a strong play this week.</li>
<li>D/ST Pittsburgh Steelers – Their defense just isn’t that good without Troy Palomalu. If they couldn’t keep the Chiefs offense in check, I don’t have a lot of faith in them.</li>
<li>D/ST Jacksonville Jaguars – They’ve been playing over their heads lately. Last time the Jags traveled West, they gave up 40 to Seattle.</li>

<content:encoded><![CDATA[<div class='snap_preview'><p>With three games being played on Thanksgiving, there is definitely enough fantasy roster impact to warrant a fantasy sit or start special.  Not enough time for a full preview, but I’ll cover players on the six teams in action this Thursday.  The rest will be posted on Friday as usual.  Here’s the usual “how this column works and why you should listen to me” part of the column.  Although I can’t promise a guy at every position with such a limited slate tomorrow, although there are a few tight end matchups I like.</p>
<p>Why should you listen to me?  Well, first of all, always listen to yourself first.  If there’s a guy you really like, than go with your gut.  Otherwise, I’m the defending Champ of my 12 team Yahoo! League after losing in the title game the year before (my first year in the league), and after expanding to 14 team, I’m rocking first place again.  I’ve been in eight fantasy football leagues since 2006 and never finished lower than third.  I’m certainly not right all the time, but definitely more often than not.  For these recommendations I’m not really going to talk about guys like Adrian Peterson or Tom Brady, because they’re no brainers.  I’m trying to predict who will rise up from the middle or bottom of the ranks to have big weeks.  I’ll give you at least one guy at each main position (QB, WR, and RB).  No kickers here.</p>
<p>STARTS.  Obviously if you have a superstar at the same position, they should play, but if you’re in doubt, start these guys:</p>
<ul>
<li>QB Aaron Rodgers, GB – He should start every week for most everyone that has him, but definitely against the Lions.  They just let Brady Quinn throw four TDs on them, so imagine what a good QB can do. </li>
<li>QB Eli Manning, NYG – Eli looked healthy last week for the first time since he came down with plantar fasciitis earlier this year.  He threw for 384 yards and 3 TDs against Atlanta and I wouldn’t be surprised to see similar numbers this week.  Denver’s defense was great at the beginning of the year, but is giving up about 30 points per game over its last four.</li>
<li>WR Mario Manningham, NYG – Like Manning, he’s healthier than he’s been in a few weeks and had a big game last week with 126 yards.  Champ Bailey will probably be lined up on Steve Smith most of the game, so Super Mario should be able to make some big plays.</li>
<li>RB Ryan Grant, GB – Maybe it’s just wishful thinking because I have him on one of my fantasy teams, but I think he’ll have a big game.  The yards have been there for the most part, but the touchdowns haven’t been going his way this year, instead going to the passing game or backup backs.  The Packers will score a lot against Detroit though and I think things shake out in his favor and he gets in the end zone multiple times to go with what should be an easy 100+ yards.</li>
<li>RB Brandon Jacobs, NYG – He really just hasn’t been able to get it going yet this year, having yet to break 100 yards in a game.  I don’t know that he blows the doors off or anything, but Denver’s defense is undersized and a big power back like Jacobs should be able to bowl some guys over.  Close to 80 yards and a TD shouldn’t be too much to expect, and if he was ever going to breakout this season, this is the game.</li>
<li>TE Jason Witten, Dal – You’d think he was a no brainer, but Witten really hasn’t been all that good this year.  He’s only had more than 53 yards receiving twice all season and those were in week one and three.  He also only has one touchdown and is averaging less than 10 yards per catch.  I like the Oakland matchup though.  Miles Austin is starting to draw double teams and even if he can’t catch, Roy Williams stretches the field a bit.  The Raiders have a good secondary, but I think Witten can exploit some one on one situations with linebackers and have a good day in the 80 yards and a TD range.</li>
<li>TE Zach Miller, Oak – He’s Oakland’s only consistent receiving threat and while his QB isn’t a superstar, he’s at least competent enough to get Miller the ball.  Caught five balls for 65 yards and a TD last week.  If Oakland is going to get anywhere through the air, it’s going to be through him.  He should be fantasy relevant again going forward.</li>
<li>TE Brandon Pettigrew, Det – I probably should have added him to my pickups column on Tuesday.  He’s been getting more involved in the offense as the season has gone on and has 15 catches for 165 yards and 2 TDs his last three games.  With Calvin Johnson likely out, that means more opportunities for the rookie tight end.  A risky play, but he definitely has upside this week.</li>
<li>D/ST Green Bay Packers – The packers played a good defensive game last week until a garbage fourth quarter when the game was already over.  That killed their fantasy value, but you have to look at the actual game, not just fantasy stats.  The defense is getting better acclimated to playing the 3-4 and it’s showing on the field.  Take away Stafford and Calvin Johnson from the Lions offense and what do they have?  Nothing for the Pack to be afraid of.</li>
</ul>
<p>SITS.  Bench ‘em if you can.  It’s not gonna be their week:</p>
<ul>
<li>WR Calvin Johnson – Listed as questionable, but he really hasn’t shown a lot of toughness this year.  I doubt he’ll be active and if he does play at all he probably won’t be effective.</li>
<li>WR Brandon Marshall, Den – Not seeing eye to eye with anyone on his team right now.  He’s Denver’s best weapon, but the Giants know that and will be focused on not letting him beat them in the passing game.  If you have a better option, go with it.</li>
<li>RB Any Oakland Raiders – With McFadden back from injury, the backfield in Oakland is too crowded and they don’t seem to have it figured out themselves.  Justin Fargas is probably your best bet, but until they at least settle on a main tandem, let alone a feature back, leave them alone.</li>
<li>D/ST Denver Broncos – If you’re still clinging to the Broncos D that carried your fantasy team early in the year, it’s (past) time to let it go.  They’re no more than average at best and the Giants are not a good matchup for them.</li>
</ul>
<p>Get those rosters set before turkey time.  Happy Thanksgiving!</p>

<p> That was a revision from the government&#8217;s earlier estimate that the gross domestic product ?the value of all goods and services produced in the U.S.? grew by 3.5 per cent.</p>

<p> The report shows the economy grew for the first time after a record four quarters of contraction.</p>
<p> But economists and officials with the U.S. Federal Reserve say growth is not expected to be strong enough to drive down unemployment quickly. It&#8217;s now at 10.2 per cent, only the second time since the Second World War that the American jobless rate has risen above 10 per cent.</p>
<p> Much of the growth reflected massive government stimulus to encourage spending on homes and cars.</p>
<p> Spending on homes and other residential projects soared at an annualized pace of 19.5 per cent last quarter. Sales of durable goods ? such as large appliances and cars ? rose 20.1 per cent.</p>
<p> Overall consumer spending, a major part of the economy, grew 2.9 per cent last quarter.</p>
<p> Whether that will continue after the government spending abates isn&#8217;t clear.</p>
<p> U.S. President Barack Obama recently warned that the economy could suffer a &#8220;double dip&#8221; and return to contraction. The chairman of the Federal Reserve, Ben Bernanke, has said he doesn&#8217;t think that will happen. But last week Bernanke warned the recovery was threatened by &#8220;important headwinds,&#8221; such as tight credit and a weak job market that will make consumers cautious in their spending.</p>
<p> The GDP report showed companies cut back spending on commercial construction by 15.1 per cent and trimmed inventories by $133.4 billion last quarter.</p>
<p> However, after-tax profits soared 13.4 per cent after only a 0.9 per cent rise in the second quarter.</p>
<p> Paul Ferley, assistant chief economist at RBC Economics Research, said in a commentary the report &#8220;is indicative of an only modest recovery in economic activity.&#8221; </p>
<p> While the jump in corporate profits is &#8220;encouraging,&#8221; he said, &#8220;there remains some uncertainty as to whether it reflects aggressive cost cutting or widening margins.&#8221;</p>
<p> Another widely followed report released Tuesday showed the rate of home price increases in 20 major U.S. cities slowed in September.</p>
<p> The Standard &#38; Poor&#8217;s/Case-Shiller home price index rose 0.3 per cent over the month to 146.51. That&#8217;s its fifth consecutive monthly increase but a dip from August&#8217;s 1.2 per cent rise. The index is now up more than three per cent from its bottom in May, but still 30 per cent below its peak in April 2006.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>When you think of home security today, you may think of fancy burglar alarms that call your cell phone if there&#8217;s an intruder, or perhaps Internet-based security cameras that let you monitor your home from anywhere in the world.  While these things can certainly be implemented to improve your home&#8217;s security and your family&#8217;s safety, you shouldn&#8217;t forget the basics.  Sometimes, inexpensive things can do a lot to add to the security of your home and your neighborhood.</p>
<p>Let&#8217;s talk about neighborhood crime watches.  Though there are lots of things you can do to improve your home security, this is one of the most cost efficient (actually it doesn&#8217;t cost anything) and most effective means of reducing crime in an area.</p>
<p>The police can&#8217;t be everywhere all the time, and in truth many law enforcement agencies are under funded and have limited staffing.  But it&#8217;s a foregone conclusion that in most neighborhoods someone is going to be home, even during the workday or while you&#8217;re off on a vacation.  By starting programs that encourage citizens to be aware of what&#8217;s going on around them, you have a good chance of thwarting a lot of burglaries and other acts of vandalism.</p>
<p>Starting a neighborhood <b>watch</b> isn&#8217;t that hard, and as we&#8217;ve discussed, it can be an integral part of an effective home security setup.</p>
<p>Nor is being a part of a neighborhood crime <b>watch</b> a big intrusion on anyone&#8217;s time.  Officially it is just the involvement of citizens (in cooperation with their local law enforcement agency) to cut down on criminal activity in the area.  Basically all you have to do is report suspicious activities to the police.  Maybe this suspicious activity is not happening on your premises, but a few doors down, but you still take the responsibility to report, for your safety and for that of your neighbors.</p>
<p>What constitutes suspicious activity?</p>
<p>Examples include screams or sounds of distress, loud or unusual noises, strange people loitering around a neighbor&#8217;s house (especially if that neighbor is out of town), broken or open doors or windows, people walking down the street back and forth and peering into parked cars, unknown cars parked in the neighborhood with no obvious reason, or a stranger carrying electronic goods or household items (possibly stolen from a house in the area).</p>
<p>If there&#8217;s not a neighborhood <b>watch</b> in place where you live, or it&#8217;s been a while since anyone has held a meeting or organized anything, you may want to be the one to step up and check on things.  The police will usually have information for you and can train you to serve as a block <b>watch</b> captains and your neighbors to be &#8220;<b>citizen</b> patrollers.&#8221;   The police station may even volunteer to send an officer to your first meeting.  Many stations have specific crime-prevention officers who can help your group get off on the right foot.  Meetings need not be frequent or long; you just want to pass on information from the police to people in the neighborhood and keep the <b>watch</b> concept fresh in people&#8217;s minds.</p>
<p>A neighborhood <b>watch</b> need not be a lot of work, but the rewards of implementing one can be immense in the increased security in your neighborhood and just the knowledge that someone &#8220;has your back&#8221; when you&#8217;re away from home.</p>
