The council also approved two resolutions regarding the water quality improvement project. The first is a resolution defining the intent of the city to “execute and deliver” a loan agreement with the Colorado Water Resources and Power Authority regarding the $29 million loan voters approved in November. This debt will pay for the construction of a new water treatment plant.] “This basically authorizes the city to notify the lending institution that the money spent, already nearing $600,000, will be included in the loan,” city manager Joe Kiolbasa said…

A 7-0 vote did, however, approve an agreement with the Department of Natural Resources Division of Wildlife that would provide funds to treat the Overland Trail fishing pond. The pond has experienced excessive algae growth in recent years. The resolution approved the city’s part in a subgrant costing $12,800 total for aeration of the pond. The city’s share of the cost is $3,200.

British and NZ figures both fall short
MPC minutes today

Good morning. The gap between income and expenditure, and the concomitant need to balance the books, is being handled in a variety of ways. The chancellor intends to stick with the status quo so as to avoid offending voters. His colleague Peter Mandelson, the First Secretary of State, Secretary of State for Business, Innovation and Skills, President of the Board of Trade, Lord President of the Council and Minister of Personal Finance, is more proactive. He has addressed the cost of higher education and come up with a solution: Shorten university courses from three to two years. His proposal would have the one-off benefit of providing the business world with more of the media studies graduates it is crying out for. An creative win-win approach by Northampton council will both reduce expenditure and increase revenue. The council will not empty the bins for a fortnight during the festive season and will impose £100 fines on families that can’t be bothered to dump their excess rubbish on somebody else’s roadside.

At a domestic level the income/spending problem is having regrettably predictable results. A report from the Office for National Statistics describes how ‘anxious families are repaying debts instead of spending in the shops’. The savings ratio (savings/disposable income) has risen to 8.6%, its highest level for a dozen years. One could debate the politics, philosophy and economics of this for hours but, in a nutshell, savings do not help the economy grow; spending does. The reaction is understandable but it amounts to ‘Too much too soon’. The Times sums up the situation with the headline ‘Thrifty families accused of prolonging the recession.’

The ONS report coincided with its final revision to the third quarter change in gross domestic product. A previous revision had improved the figure from -0.4% to -0.3%. This time there was reasonable confidence that there would be a further upward revision to -0.1%.

There wasn’t. The finalised figure showed the economy contracting by -0.2% in the quarter and by -5.1% over the twelve month period. The difference between forecast and outcome was numerically small but it meant the economy had shrunk in Q3 by twice as much as the market was expecting. After the experience of over-optimism at the previous revision in late November it was not a surprise to see investors selling sterling on the news. There was no panic, just downward pressure. Cable had lost a cent and a half by tea time and has made back only a third of that loss overnight. The modest sell-off took a different shape against different currencies but in almost every case results in the pound opening softer this morning than it started Tuesday.

For sterling/euro the slippage amounts to no more than half a cent, mainly because of growing worries about the possible impact on the euro of potential downgrades in the credit ratings of Club Med countries. Ratings agency Moody’s hit Greece yesterday. Spain, Portugal and Ireland are on the radar. [So is the UK. Ed]

Elsewhere, the United States delivered its own disappointing revision to Q3 GDP with an annualised +2.2%, equivalent to quarterly growth of +0.5%. It was a downward revision to the earlier estimate of +0.7% and briefly cost the dollar half a cent. But because it was positive, investors felt no need to burden the dollar with the scorn they had poured on the pound earlier in the day. Anyway, everybody loves the US dollar at the moment. Nobody wants to point a finger and spoil the trend. They had no such affinity with the New Zealand dollar last night. New Zealand’s GDP grew by 0.2% in Q3 instead of the +0.4% investors had expected. The selling provoked by the announcement leaves the Kiwi dollar as just about the only currency to have fallen against sterling over the last 24 hours.

Canada takes its turn with Q3 GDP this afternoon. The market is looking for +0.3%. US personal income and expenditure, new home sales and the Michigan index of consumer sentiment complete the agenda for North America. The only European data are Euroland industrial new orders and UK bank mortgage approvals. That leaves the Monetary Policy Committee minutes. We know the outcome of the meeting and there was probably little or no dissent over the decision to run the Asset Purchase Facility to its £200 billion conclusion in February. But could there be a surprise in the minutes? Reuters reports that MPC member Adam Posen told a journalist ‘he had been working on a “Plan B” to restore flows of credit should quantitative easing fail.’ Was it a private project or is the MPC involved? We should be told.

US Dollar: The dollar has continued to gain against the majors as investors are seeing increasing signs that the US economy is rebounding but remain concerned the Federal Reserve will tighten easy credit conditions that were put in place since the world’s largest economy plunged into recession in Dec 2007. The greenback moved higher yesterday as investors focused on a brightening economy that may allow US interest rates to rise sooner than expected. Nevertheless, some investors remain sceptical of the dollars recent broad rally, believing it might reflect year-end positioning rather than any shift in the dollars fundamentals. Dollar strength at year end is likely to be short lived. Investors will closely monitor a series of economic data to be released beginning today that could reflect the pace of economic recovery. They include a final revision on US economic growth for Q3, expected to be unchanged at 2.8%. Reports are also due on new and existing home sales and on personal income and spending. Data 13.30: GDP Annualized Q3 expected 2.8% unchanged. 15.00: Existing Homes Sales MoM 2.5% from 10.1%, House Price Index MoM .

Pound: Sterling has now ticked down against the euro as the story filtered through of Standard & Poor’s lowering the collective rating of Britain’s banks in anticipation of high credit losses. By slashing the banking industry country risk assessment, from group two to group three, the UK’s financial system is now considered less secure than those of Italy and Belgium, and on a par with Chile, Portugal and Austria. S + P said they no longer consider the UK to rank among the most stable and low risk banking systems globally in the light of the weak economic environment, the reputational damage to the industry, and the increased dependence on state support programs. All pretty damaging for the currency, which saw GBP/EUR fall half a cent to trade at 1.1225. Cable was under pressure already, so it was no surprise to see GBP/USD trade down towards the $1.60 level, currently trading at $1.6085. The pounds failure to re-take the $1.63 level previously keeps the pressure on for a move to the $1.5980/1.6000 level and the 200-day moving average. Today the market is looking to the UK’s third quarter GDP data, with the final estimate is expected to show a decline of 0.1% from the second quarter, according to a Dow Jones Newswires poll of economists. Data 09.30: GDP QoQ Q3 –0.1% from –0.3% & Current Account –8.2B from –11.4B.

Euro: A small improvement in risk appetite saw investors sell the yen and buy higher yielding currencies, including the euro. This has seen a slight reversal in EUR/USD after the currency pair fell to $1.4260 yesterday, now trading at $1.4326. We also saw a fight back for the euro against an under-pressure pound, with EUR/GBP gaining 0.50% to trade at 0.8909. All this despite more doom and gloom all courtesy of Greece and its continuing story on its debt problems. This morning, Moody’s Investors Service has downgraded Greece’s government bond rating to A2 from A1. Today’s rating action concludes the review for possible downgrade initiated by Moody’s on 29th October 2009. The outlook is negative. This story looks set to continue to hang around the neck of the single currency. No major data.

General:
Switzerland’s central bank may be a bit more tolerant about the franc’s strength now that the economy is recovering and deflationary risks are receding. However, more intervention will still be needed to halt the franc’s advance against the euro as forecasts for the single European currency go from bad to worse.
The yen hit a fresh 7-week low against the dollar as rising US interest rates prompted hedge funds to buy the buck.

Good morning. Market Harborough council’s business prevention department delivered a masterstroke when it cancelled, at three hours’ notice, a festive display of reindeer arranged to encourage shoppers into the town centre. The ban was imposed because ‘There is a risk of slips and falls to attendees at the event when the conditions get worse.’ And that was just potential snow. Real snow further to the southeast has crippled the Eurostar train service. Domestic TGV services in France are experiencing no problems but the Eurostar locomotives are specially engineered to comply with the failure characteristics of English trains.

Sterling’s performance yesterday cannot exactly be described as failure. It slipped another cent against the buoyant US dollar and at one point was half a cent adrift against the euro but it gained on the day against the yen, the New Zealand dollar and the Aussie (just). There were no UK ecostats on Monday to get in the way. Sterling’s problems stemmed from what might crop up today and tomorrow.

The day’s surprise performer was the Canadian dollar. During London’s morning session it set off upwards on a mission that took it almost 1.5% higher. It was helped on its way by a third month of robust Canadian retail sales but the move was driven by a more general feeling that the Canadian economy is doing well. Seasonal illiquidity probably exaggerated the move, as evidenced by the Loonie’s sharp retracement in the afternoon.

As touched upon above, the market is nervous about tomorrow’s Monetary Policy Committee minutes and today’s final revision to Britain’s third quarter GDP. A month ago there was disappointment when the upward revision (to -0.3%) was not as positive as investors had expected. It looks as though they spent yesterday preparing themselves mentally for another letdown. Analysts predict that construction output will bring Q3 GDP up to -0.1% but you can be sure that plenty of people out there will be hoping for a positive number, just as they were last month. And even -0.1% is still negative, representing an 18th month of value destruction. It is probably fair to assume that anything above zero will be good for the pound. The question is how a minus number might affect it and to what extent the gloom is already built into the price.

There are two more GDP figures due out before midnight. The United States is expected to confirm annualised growth of around +2.8% in Q3. Translated into equivalence with the rest of the world that equates to quarterly growth of +0.7. Tonight’s figure from New Zealand is supposed to be +0.4%.

But neither of those is charged with great meaning for the pound. It will be the UK figure that decides sterling’s fate. We can reasonably expect an upward revision to Q3 GDP but will it be enough to satisfy the market? If not, we could be in for a rerun of last month’s revision when over-optimism led to a one-cent fall.

US Dollar: American consumers probably earned and spent more in November, giving retailers and real-estate agents reason to anticipate business will improve in 2010, economists said before reports this week. Payrolls fell by 11,000 last month the fewest job cuts since the recession began in December 2007, Labour Departments figures showed. The unemployment rate in November fell to 10 percent from a 26 year high of 10.2 percent. The National Association of Realtors is expected to report Dec 22 that purchases of existing home rose 2.5 percent in November to annual pace of 6.25 million, the highest level since February 2007, according to the survey median. Pound: The Bank of England said lenders should use improved funding conditions to buffer themselves against further shocks and brace for 1 trillion pounds in liabilities maturing in the next five days. The Confederation of British Industry raised its 2010 economic growth forecast and said the Bank of England may pause its bond-purchase plan in February as policy makers prepare to raise interest rates. Gross Domestic product will increase 1.2 percent next year after contracting 4.5 percent in 2009, the UK biggest business lobby said in a statement today. The CBI previously forecast expansion of 0.9 percent. The group predicts the bank will raise the benchmark interest rate from 0.5 percent in the second quarter to reach 2 percent by the end of the year. DATA : No major data

Euro: The euro remained vulnerable after the European Central Bank raised its estimate of euro zone bank writedowns. The euro’s recovery was also capped after ECB Vice President Lucas Papademos said on Friday the central bank would not change plans to tighten its collateral rules at the end of next year should Greek sovereign debt fall below the required “A-” standard, analysts said. The euro stood at $1.4350, inching up 0.1 percent from late New York trade on Friday when it fell as low as $1.4262 on trading platform EBS, its lowest since September 4. DATA : No major data

General:
Gold prices were steady overnight as the dollar dipped against the euro, but gains were capped by bets the US currency could extend its recent rally to three-month highs. Last week gold fell below a psychological support of $1,100 to a six-week low of $1,094.50 before gaining some ground.

Good morning. The War on Weather is looking hardly more co-ordinated now than it did prior to the Copenhagen meeting, with the United States heading off into the wilderness in a ‘Coalition of the Unwilling’. Perhaps the failure to achieve agreement was due in part to some leaders’ domestic distractions. In North Korea Kim Il Jong has been busy outlawing foreign hairstyles. The Dear Leader was moved to impose the ban after seeing a female sales clerk about whom he remarked; ‘Why is she giving up our own traditional beauty and choosing to model bad foreign habits of the capitalist?’ His move is described by some as arrogant, coming as it does from the only dictator in the world to have his hair cut by a blind piano tuner. Meanwhile over in Venezuela President Hugo Chavez has had to take time out for an important renaming ceremony. The highest waterfall in the world will from now on be called ‘Kerapakupai Meru’ instead of Angel Falls. The new name is apparently an aboriginal expression which translates as; ‘The geological feature formerly known as Angel Falls’.

There is a similar translation problem with the Confederation of British Industry’s latest assessment of the UK economy. The CBI is clear enough; it reckons GDP will have expanded by +0.5% in the final quarter of this year. Its projections for 2010 and 2011 are +1.2% and +2.5%. Loyally, The Guardian summarises the report as ‘Britain to emerge from recession by the end of the year’, describing it as ‘a helping hand’ for the prime minister. The Independent is less ebullient (and less loyal), saying ‘British economy faces long hard slog to real recovery.’ Its pessimistic subtitle observes that the ‘CBI’s forecast of weak 2010 growth is far from the Chancellor’s upbeat outlook’. As for which is the correct interpretation , you pays your money and you takes your choice. Financial markets will probably go with The Guardian. The CBI might only be guardedly optimistic but at least it is positive.

If investors do see the pound in a positive light it will be a continuation of last week’s attitudes. Friday’s UK mortgage lending and public sector borrowing figures went through on the nod after they exceeded expectations. IFO’s assessment of the German economic climate was similarly on the mark. Euroland’s trade surplus was wider than expected but was offset by the angst about Club Med credit ratings and the European Central Bank’s expectation that banks in its bailiwick will have to write off another €187 billion. [That's a bit specific isn't it? Ed.] There were no US data; the dollar did moderately well once again as a result of investors’ newly rediscovered interest in the US economy.

Swiss money supply and Canadian retail sales are today’s highlights. That says it all.
