But there’s an interesting catch with how Governor Jerry Brown gets to decide (or at least his Department of Finance) how those raises are going to be handed out in terms of timing.

It could be half next year when it starts and the other half down the road. It’s an interesting move, because it keeps the governor’s hand on the tap for these raises on one of the biggest state unions there is and he’ll be turning that tap one way or the other right when he’s up for re-election.

The union on the other hand is happy that they’re getting their raise, and it shows a certain level of trust with the governor (I don’t think you’d see this kind of deal cut with someone like Arnold Schwarzenegger). Brown takes a more seasoned approach with the unions and this is part of the proof that he really is one of the smartest guys in politics.

At least three women have been arrested, in a case that involves a far North Dallas spa, a north Dallas health care center, and a private residence.

Two of the suspects were arrested at the J.J. Asian Health Care Center, located at 5528 Alpha Road.  Yutao Chen, 52,  and Panghsiang Lin, 51, are both facing organized crime/prostitution charges. They were arrested on Monday, and according to Dallas police reports they told authorities where they could find Chin Yeh, 57, who was arrested at a home on 13309 Kit Lane in far North Dallas.  She is also being held on organized crime/prostitution charges.

Dallas police records say the prostitution ring began in March of 2011, and operated out of the Kit Lane home. Documents say undercover officers set up dates online and were directed to the house where they set up a “pole” camera. Neighbors watched as FBI and Homeland Security agents, along with Dallas and Plano police officers, raided the home, removing computers and other items.

A warrant has been issued for another woman, Lai Long Chiu. It’s believed she is also connected to this case.

It certainly means a larger on-screen keyboard for emails. I might appreciate that myself. Sometimes my fingers get a little cramped on the iPhone.

Phones are now being designed with usability in mind. At 6.4 inches is awfully big, so it’s practically a tablet.

It’s going to come with a stylus, so that means you can draw on it if you like, or use it for signatures too.

It is kind of a combo of a phone and a tablet, but let’s face it, that’s how people are using their phones these days.

According to CNET it will have a really fast processor and a pretty good camera so it’s going to be a screaming device. Rumor has it we’ll be learning more about the device at a July 4th announcement.

BART Spokesperson Alicia Trost said they are working with the Metropolitan Transportation Commission on a strike-contingency plan and that the agency has posted a warning on their website about the status of labor talks and any potential work stoppages.

“I think it’s premature,” said Antoinette Bryant with the Amalgamated Transit Union, which represents station agents and operators.

She added that her union wants to focus on talks not a strike.

“We want a contract and we are prepared to bargain to get that,” she said.

On Monday, a state mediator entered the week-long talks with BART’s five unions. The deadline to reach a contract is July 1st. If contract talks were to breakdown Bryant said BART or its unions could ask Governor Brown to impose a 60-day cooling period.

On Friday the Legislature passed the state budget and a bill that changes state funding for California schools by giving more money to districts with high concentrations of disadvantaged students, like Oakland.

“About 79 percent of the students in Oakland are qualified as low-income and about 32 percent of our students are English-language learners or at least come from families where English is not the primary language spoken in the home,” said Troy Flint with the Oakland Unified School District.

Flint said his district is anticipating an additional $7 million from the state for the next school year, some of which will be spent implementing the Common Core Curriculum, which emphasizes certain subjects, depth of learning and project-based learning.

“It requires changes in the ways some teachers are operating currently, so there’s a lot of professional development related to the implementation of the Common Core. We’ll direct some of the funds in that way,”

Other school districts expecting increased funding once the governor signs the budget include San Francisco Unified, West Contra Costa and the Ravenswood School District.

The Heat, down 3-2, needed a major bounceback game defensively and stars LeBron James and Dwyane Wade had to finish when they got to the rim.

From the opening tip, the Heat started out attacking on the offensive end. Mike Miller and Mario Chalmers hit a couple of early three-point shots and Wade and James were moving the ball around the court well.

But the San Antonio Spurs would not lay down and between Kawhi Leonard and Tim Duncan set a breakneck pace early in the game to keep the Heat from setting its half-court defense.

Early in the first quarter, Leonard set the pace for the Spurs when he threw down a huge dunk right in the face of Mike Miller who continued to look confused on each defensive set, especially on who to cover on a pick-and-roll.

It’s not a surprise Miller had trouble as he rode the bench for much of the latter half of the season and was obviously rusty since he was reinserted into the starting lineup.

Miami had three early turnovers and each time they turned it over, the Spurs immediately pushed the ball down the court and jumped out to 20-16 after seven minutes of play.

The Heat traded baskets with San Antonio before the Heat ran off an 8-0 run to take a 27-24 lead with under a minute to go in the first quarter.

The Spurs got a questionable blocking call on Shane Battier that allowed Tiago Splitter to hit one of two free throws to narrow the lead to 27-25 which is how the quarter ended.

Spurs power forward Tim Duncan and forward Kawhi Leonard were the only offense from San Antonio as they combined to score 20 points in the first quarter with Duncan not missing a shot (6-6).

As the second quarter got underway, LeBron took a seat on the bench and behind another three-pointer from Battier and a Euro-step from Wade, the Heat opened up a four-point lead after 14 minutes of the game.

The surprise of the early part of the game was Mario Chalmers who had 10 points in the first quarter and kept it coming in the second quarter by driving to the basket and drawing Splitter’s second early foul. Chalmers extended the Heat’s lead to six 34-28 after three minutes of the second quarter.

Tim Duncan continued his hot shooting throughout the second quarter as he started 8-8 in the game and had 16 points to keep the Spurs in the game.

Duncan’s scoring helped San Antonio close the Heat lead to just three, 40-37 and just as the Heat had no answer for Danny Green in the past games, Miami had no defender capable of defending Duncan early on.

Duncan hit a pair of free throws to get the Spurs within two points at 44-42 with three minutes to go in the game. Duncan had 21 points in the first half when a television timeout hit with just under three minutes.

One thing that was obvious early on was just how much the Spurs had gotten into the head of LeBron as whenever he got the ball he spent too much time thinking about what to do instead of just reacting like he did during the regular season.

The Spurs finally regained the lead with a Duncan dunk with just more than a minute to go in the half, 46-44.

The Heat went cold to end the half and allowed the Spurs to get another run going and keep the Heat down and Kawhi Leonard put the punctuation on a 16-4 run to close out the quarter and kill the crowd’s energy.

At halftime, Duncan had 25 points and eight rebounds and was unstoppable. Leonard also contributed double-figures in the first half and San Antonio led 50-44.

Chalmers led the Heat with 14 points followed by LeBron with nine points and Wade with eight points.

The Spurs shot 58 percent from the field, mainly due to Duncan’s 11-13 shooting in the half. Miami shot just 42 percent from the field, but 50 percent from behind the three-point line.

With the teams in the locker room, the Heat’s chances of pushing the series to a Game 7 were beginning to look eerily similar to 2011 against the Dallas Mavericks, not good.

CHICAGO (CBS) – Parents and students protested earlier this evening outside of speaking engagement by the head of Chicago Public Schools, reports WBBM’s Nancy Harty.

They are upset over shrinking school budgets. History teacher Brian Hallberg says the new per-people funding formula will mean Kelly High School on the Southwest Side will get $4 million less next school year.

“Which amounts to 23 teachers being let go. In addition to that 10 of our career service support staff are going to be let go,” said Hallberg.

CPS mom Melissa Stanley wants greater transparency for TIF money, saying one on the West Side is using much needed funds.

“$13 million a year is going to some fund and no one knows how it is being spent and they have three schools that are closing in that TIF district. That money could be used to keep those schools open,” said Stanley.

The group was protesting outside a speech by CPS CEO Barbara Byrd-Bennett.

PHILADELPHIA (CBS) – The Drueding Center in North Philadelphia helps homeless mothers through transitional housing. The center is now home to a new pilot pantry program that provides only healthy, nutritious food to those in need.

The new Green Light Pantry is stocked only with fresh fruits and vegetables, whole grains, dairy, and lean meats.  The pantry feeds 50 families once a month and provides recipes, cooking classes, and the option to choose what foods to take home, says Drueding executive director Anne Marie Collins.

“Instead of going in and being handed a bag of food that you may not like, you can say ‘yes I want this, I want peanut butter or salmon.’ You get to choose your healthy options,” Collins said.

“Seventy percent of the food pantry clients had some type of diet related disease, say heart disease, diabetes, or some other type of illness that requires a certain type of diet,” said Julie Zaebst, interim director of The Greater Philadelphia Coalition Against Hunger.

The Coalition worked with several partners to create the Green Light program to help change some of the outcomes for those in need.

“We decided to take a close look at the foods that we provide at the food pantries and make sure that they are meeting folks’ dietary needs and are providing only healthy food for them and their families,” she said.

The Coalition says roughly half a million people in Philadelphia used a food pantry in the past year, so the need is great. Britaney Murray began living at Drueding Center 10 months ago and she began using the new pantry when it opened in March.

“They have fresh fruits that I really do love, I don’t have to open up a can,” said Murray. “I’ve been introducing healthy foods to my son, so he can get used to the taste.”

All Green Light foods are low sugar, low sodium and low fat.

SACRAMENTO (CBS13) — A Sacramento mom accused of driving under the influence in a crash that killed her son made an appearance in court on Tuesday.

An emotional Tyesha Garrett, 32, said little in court on Tuesday, only acknowledging to the judge that if she was able to make bail, she won’t be allowed to drink alcohol.

Police say Garrett is to blame for the accident on the onramp along Northgate and Interstate 80 that took the life of 11-year-old Eric Garrett.

Investigators say she was driving under the influence of alcohol while delivering newspapers to businesses on Sunday morning at the time of the crash.

Her driver’s license was not taken away and she will be back on court on June 25.

HOLLYWOOD (CBSLA.com) — Police have released pictures and video in hopes of identifying the men shown brutally beating a transgender woman near a Hollywood Metro stop in May.

The attack took place on May 31 near the Hollywood and Ivar Metro stop.

The video shows four men approaching Vivian Diego, a transgender woman born Victor Diego, from behind. Another angle depicts the men kicking her as she lay on the ground.

“One of the members of the group ran after Vivian and struck her from behind, knocking her to the ground,” said Lt. Marc Reina. “The remaining members of the group then joined in brutally assaulting Vivian by repeatedly kicking her, even while she lay motionless on the sidewalk.”

Diego had left her job as a barista at Beso restaurant and had dressed up to go out with friends when she was attacked.

The victim suffered severe injuries to her face, head and ribs. Police are investigating the attack as a hate crime.

City leaders also announced a $25,000 reward in the case.

“She deserves justice,” said the victim’s sister, Melissa Diego. “Nobody deserves to get left for dead.”

The family hopes the photos and video, as well as the reward, will encourage a break in the case.

“No matter how long it takes, we will continue on,” she said.

Diego’s sister said the victim is out of the hospital but her jaw remains wired shut.

Anyone with information on the case is urged to call detectives at the LAPD Hollywood division.

It happened just before 6:30 p.m. Tuesday at Anderson True Value Hardware.

The store is in the 900 block of Pulaski Highway.

Firefighters from multiple units, paramedics and other emergency personnel reported to the scene.

The Harford County Hazardous Materials Team also responded due to the contents of the store potentially being hazardous.

Firefighters were later told to evacuate the building and fight the flames from the outside, some on aerial ladders.

Two firefighters from the Aberdeen Proving Ground Fire Department were injured while battling the blaze.

One was transported to the Upper Chesapeake Medical Center in Bel Air. The other was taken to the Johns Hopkins Bayview Burn Center.

Both the east and westbound lanes of Pulaski Highway are blocked between Mountain and Joppa roads.

The cause of the fire is still under investigation.

Sources tell Sports Illustrated that State Police questioned Hernandez on Monday after a jogger found the body of a 27-year-old man in a North Attleboro industrial park. The man has not been identified, but his death is being investigated as a homicide.

The SI report says Hernandez is not believed to be a murder suspect, but a vehicle rented by him is a key piece of evidence.

The man who made the grisly discovery did not want to be identified, but described what he found.

“I saw an African-American male, probably 25-35 years old, decently dressed,” the man said. “He was stiff motionless, one of the police officers came back later and said it looked the guy had been shot somewhere else and dumped here.”

Police returned to Hernandez’s North Attleboro home Tuesday night. About a dozen officers entered the home on Ronald Meyer Drive, which is less than a mile from where the body was found.

Two men left the home with investigators and went to the North Attleboro Police Department.

Hernandez was in the home when State Police left the home Tuesday night.

Patriots spokesman Stacey James released a statement saying, “I am aware of the reports, but I do not anticipate that we will be commenting publicly during an ongoing police investigation.”

Hernandez, 23, is from Bristol, Connecticut.  He played college football at the University of Florida and was drafted in the fourth round (113^th overall) in the 2010 NFL Draft.

He’s now in his fourth season with the Patriots.  He signed a five-year, $40 million extension with the team last August.

His girlfriend gave birth to their first child last November, a daughter named Avielle Janelle Hernandez.

It’s unknown exactly how far away the halo can be seen, but CBS13 viewers reported seeing it in Stockton and Oroville.

This year’s festival will feature all of the fun-filled traditions of years past along with some new attractions.

It’s the largest inland regatta in the country and it’s right here in Pittsburgh.

This year, the Three Rivers Regatta returns July 2-4.

There will be plenty of powerboat races, food, activities for the kids and entertainment.

This year’s headlining act is Jefferson Starship.

If that’s not enough, there are some new additions to the action-packed festival, including an extra fireworks show on July 3, after the Jefferson Starship concert.

The fireworks will be set to Hollywood movie theme music and they’ll be fired from the top of the Wyndham Grand hotel in the Golden Triangle.

“There will be special effects, theatrical effects, comets, aerial bursts, strobes and shimmering waterfalls,” Dr. George Zambelli, Jr. said.

There will also be a huge fireworks display on July 4, which will be choreographed to patriotic music.

In addition to the added pyrotechnics, organizers are hoping another new attraction draws a big crowd.

“We also have a group called X Pogo. This is extreme pogo jumping. If you’ve never seen this before, these are pogo sticks on steroids, is the best way I can describe them. Most of the technology was actually developed out of CMU, but these guys are extraordinary. They did a commercial for Nike last year,” Michael Dongilli said.

The regatta attracts 500,000 spectators and all of the events are free of charge.

On Tuesday, workers started re-painting the Spoonbridge and Cherry in the Walker Art Center’s Sculpture Garden.

The famous fountain piece — made by Claes Oldenburg and Coosje van Bruggen — gets a fresh coat of paint every few years.

It’s stood in the sculpture garden since 1985.

UNION CITY (CBS) — A six-year-old boy was mauled to death by a pit bull at a home in Union City Monday morning, according to Union City police.

Fire crews and an ambulance were called to an address on Elizabeth Way about 11 a.m. Monday morning.

The victim, identified as Dixon resident Nephi Selu, was taken to Stanford Hospital where neighbors of the family say the boy died.

Police said the boy was visiting relatives and had been playing with the dog in the backyard when the dog attacked him, biting him on the top of his head. The boy may have tried to climb onto the animal’s back, according to police.

The dog was taken to the Tri-City Animal Shelter in Fremont and will be held for a 10-day quarantine, police said.

The dog’s owner was distraught but was cooperating with the investigation, police said. The owner told police that the dog has never bitten anyone before.

The dog had been given anti-rabies shots and was properly licensed, according to police.

Neighbors told KCBS that the family owns two pit bulls and that the dogs were known to be friendly and that somehow the animals may have been provoked. Some said they heard screams but did not think it was something serious.

The case was being investigated by the Union City Police Department.
