• La quinta parte de los 170 mil  inmuebles educativos en la entidad, tienen conectividad a Internet, pero se espera que al final del sexenio del presidente Felipe Calderón Hinojosa, la cifra sea del 75 por ciento de cobertura, para ello  se ha diseñado la base de un nuevo modelo educativo con interactividad y creación de redes educativas a nivel nacional e internacional.

Aseguró el subsecretario de Educación Básica Federal, José Fernando González Sánchez, durante el segundo  Encuentro Nacional de Habilidades Digitales para Todos (HDT) y programa de Escuelas de Calidad (PEC), para la creación y coordinación de alianzas educativas, que se lleva a cabo en esta ciudad, cuyo objetivo central es lograr las alianzas y mejora de la educación básica.

“En este proyecto se busca la modernización de centros escolares, porque en el futuro esto va a potencializarse y se le debe dar a esa redes sociales un uso educativo intenso, la Secretaría de comunicaciones y transportes, está definiendo los alcances tecnológicos, para ir  construyendo un modelo integral y digamos que cada entidad crea sus propios mecanismos”.

En su oportunidad el secretario de Educación en la entidad, Darío Carmona García, reconoció que solo si se deja de lado el tema político se puede lograr beneficios para este sector.

“Dejar atrás de la puerta las diferencias políticas y abordar el tema de la educación sin distingos de partidos, ese fue el  mayor paso, que dio en este presupuesto, se atendió y se reviso y para bien de la educación en México, para bien de la educación básica, para las nuevas plazas, programa nacional de inglés, negociaciones salariales, para tener estabilidad en las entidades”, subrayó Carmona García.

Durante el segundo encuentro de habilidades digitales se busca que todos los sectores se involucren y hacer alianza con los empresario en la educación; “no puede seguir sosteniendo al sistema educativo, sólo con los recursos públicos, es necesario abrir los espacio para mayores oportunidades de apoyo a cientos de escuelas, que no están en el discurso”, puntualizó el titular de la SEP.

Por su parte los líderes del SNTE, sección 23 y 51,Eric Lara Martínez y Cirilo Salas Hernández, coincidirán en que la alianza por la calidad educativa, va más allá de la actualización de los docentes, se busca involucrar a todos los sectores con la responsabilidad de formar a las nuevas generaciones.

Y, en momento, Enrique Madero Bracho y presidente de empresarios en apoyo a educación básica,  comentó que la alianza tiene por objetivo que “se superé la enorme brecha que existe entre la calidad de la educación que requiere el país y la que tiene actualmente, por eso trabajamos juntos con el centro de estudios educativos de los estándares de calidad para que san medición real, consientes que la transformación de la educación básica debe partir del aula”.

Para finalizar, se consideró que las escuela de calidad, son una herramienta de un modelo a copiar por otra instituciones, a la cual deberán sumar más planteles, con mayores recursos y evitar que ese ingreso, se destine a otros rubros. Además de proponer que con esta alianza con el sector empresarial, se pueda cerrar la brecha del analfabetismo digital, con la capacitación de maestros y alumno en estas nuevas tecnologías.

México, 23 nov (PL) Compañías transnacionales podrán entrar en el mercado de las telecomunicaciones en México, confirmaron dos documentos divulgados hoy por el ministerio y la comisión federal a cargo del ramo.

La Secretaría de Comunicaciones y Transportes y la Comisión Federal de Telecomunicaciones (COFETEL) publicaron este lunes en el Diario Oficial de la Federación las convocatorias para la licitación de bandas de frecuencias del espectro radioeléctrico.

De acuerdo con los documentos, se someterán a licitaciones algunos segmentos dentro de las bandas de frecuencias de 1,7 y 1,9 gigahertz para acceso inalámbrico.

A partir del 6 y hasta el 8 de enero de 2010 estarán disponibles las bases para los futuros negocios, precisaron ambas entidades gubernamentales.

Las concesiones de algunos bloques dentro de las bandas de 1,7 gigahertz para Internet y 1,9 gigahertz para servicios de telefonía móvil tendrán cobertura regional, destaca el comunicado.

Según COFETEL, el objeto es otorgar por vía de la licitación pública concesiones con vistas al uso, aprovechamiento y explotación de bandas de frecuencias del espectro radioeléctrico para el acceso inalámbrico, por un plazo de 20 años.

MEXICO DF (Reuters) – México lanzó el lunes una convocatoria para licitar bloques de frecuencias para telefonía inalámbrica que daría entrada a nuevos jugadores al mercado celular, dominado por el magnate Carlos Slim.

La telefónica celular América Móvil lidera el mercado en México con un 70 por ciento de los usuarios.

En un distante segundo sitio se ubica la española Telefónica, que ha esperado durante años estas licitaciones para ampliar sus servicios.

La Comisión Federal de Telecomunicaciones (Cofetel) publicó en el Diario Oficial la convocatoria para licitar el uso y explotación por 20 años de nueve bloques de la banda de frecuencias 1850 a 1990 Mhz (Megahertz) (banda 1.9 GHz).

También, la convocatoria para licitar el uso de siete bloques de la banda de frecuencia 1710 a 2170 Mhz (banda 1.7 GHz).

“En ambas bandas de frecuencias se autorizará la prestación de cualquier tipo de servicios de telecomunicaciones, ideales para telefonía móvil y para los servicios denominados de tercera generación que comprenden voz, datos y video”, dijo la Cofetel en un comunicado.

Las licitaciones también han llamado la atención operadores como la gigante de medios Televisa, que controla a la proveedora de TV por cable Cablevisión y que ha dicho que estaría interesada en participar.

“Vamos a ver una Telefónica más competitiva y a Televisa entrando en el mercado”, dijo el analista Andrés Coello, de BBVA Bancomer.

Las bases de las licitaciones estarán disponibles para los interesados a partir del 6 de enero del 2010.

MAYOR COMPETENCIA

Empresas de telecomunicaciones y TV por cable han comenzado a ofrecer recientemente paquetes con varios servicios como cable, telefonía fija e Internet. Ahora algunas de ellas desean incursionar en el segmento de telefonía móvil.

Las acciones de empresas del sector telecomunicaciones se beneficiaban con el lanzamiento de la licitación.

“Es muy clara la decisión del Gobierno de aumentar la competencia, entonces es lógico como Axtel y Maxcom, Megacable, están subiendo”, dijo José Arturo Tobías, estratega de Bulltick Capital Markets en Ciudad de México.

Las acciones de Megacable en la bolsa local subían un 3.25 por ciento a 30.84 pesos; las de Axtel un 2.64 por ciento a 12.06 pesos y las de Maxcom un 4.17 por ciento a 8 pesos.

Los papeles de estas pequeñas compañías han ganado terreno en la bolsa en las últimas sesiones impulsadas por la próxima discusión en el Senado de una propuesta para eliminar el límite a la inversión extranjera directa en empresas de telefonía fija en el país, lo que podría hacerlas un blanco de adquisiciones.

Con las licitaciones de nuevas frecuencias, el Gobierno quiere promover la entrada de al menos un nuevo jugador nacional de telefonía celular, en un mercado que ha sido criticado por la escasa competencia y problemas de cobertura.

Las convocatorias establecen que los interesados en participar en las licitaciones deberán obtener la opinión favorable del ente antimonopolios del país, la Comisión Federal de Competencia (CFC), entre otras condiciones.

El dicho manido “cambiarlo todo para que nada cambie” se escenificó hoy en Estrasburgo. El Parlamento Europeo dio luz verde hoy a la controvertida directiva que regula el acceso a Internet. Al final no hubo sorpresa, y la enmienda pactada el 5 de noviembre entre el Consejo y la Eurocámara sobre la regulación de las restricciones a la conexión a la Red, sin necesidad de una procedimiento judicial previo, fue aprobada casi por unanimidad con 510 votos a favor, 40 en contra y 24 abstenciones

En estas dos semanas, todo el interés de los grupos parlamentarios, incluyendo al Partido Pirata sueco, cuyo ideario se basa precisamente en la defensa de la libertad en Internet, ha sido convencer a la opinión pública de que no ha habido una marcha atrás respecto a la enmienda 138, aprobada el pasado mes de mayo por el Parlamento de Estrasburgo, que impedía cualquier restricción indebida del acceso de los usuarios a Internet “sin una orden judicial previa”.

Esa célebre enmienda, cuya contundencia era inaudita en el lenguaje comunitario, provocó la rebelión del Consejo de Ministros, y forzó a una conciliación entre el órgano ejecutivo y la Eurocámara, de la que ha salido un texto mucho más ambigüo, que señala que el acceso a Internet podrá restringirse, de ser necesario y proporcionado, “únicamente tras un procedimiento justo e imparcial, que incluya el derecho del usuario a ser escuchado”.

Bajo esa manga ancha legislativa se da rienda suelta a que cada Estado decida libremente los motivos que pueden conllevar al corte de conexión, desde las causas obvias (pornografía infantil o terrorismo) a las más controvertidas, como las descargas de archivos protegidos por derechos de autor (música y películas, fundamentalmente). De esta forma,s e da cabida legal a las leyes restrictivas de Francia y Reino Unido, basadas en un sistema de tres avisos y posterior corte del servicio para los internautas que realicen descargas masivas, aunque fuentes del Parlamento indicaron que se mejorarán las garantías de los internautas que se vean envueltos en procesos en estos dos países.

Los Estados miembros tendrán de plazo hasta mediados de 2011 para adaptar sus legislaciones nacionales a la nueva normativa. España no tiene ninguna legislación específica de las descargas, pero no tendrá problemas para trasponer la directiva, ya que el Gobierno, con el respaldo de la industria cultural, ha renunciado expresamente a adoptar la desconexión como media disuasoria para evitar las descargas de archivos protegidos por derechos de autor.

“Hemos apoyado la reforma porque es un primer paso en la dirección correcta”, señalaba un exultante Christian Engström, el eurodiputado del Partido Pirata. “Hubiera sido preferible contar con la autoridad judicial a priori como decía la enmienda original, pero con el texto que hemos apoyado se asegura la audiencia previa y la presunción de inocencia antes de cualquier medida restrictiva, aspectos que, por ejemplo ni la ley Hadopi francesa ni la ley Mandelson del Reino Unido contemplan”.

Engström aseguró que el siguiente paso ahora es la redacción de una Declaración de Derechos de Internet e invitó a unirse al resto de grupos a esta iniciativa que va a protagonizar el partido sueco.”No se puede meter a nadie en la cárcel por realizar una descarga. Y eso debe constar en una carta de derechos mínimos”, aseguró.

Desde el Grupo Popular, tanto Pilar del Castillo, una de las ponentes de la reforma, como Alejo Vidal-Quadras, que ha llevado las negociaciones con el Consejo, insistieron en definir la aprobación de la directiva como una victoria del Parlamento Europeo al conseguir que se reconozca Internet como un derecho fundamental con la misma categoría que, por ejemplo, la libertad de expresión. “Las garantías como un proceso previo, el derecho a ser oído y que la carga de la prueba recaiga en el organismo -ya sea judicial o administrativo- y no en el usuario de Internet, son un avance importantísimo” indicó Vidal-Quadras.

Por su parte, Teresa Riera, la eurodiputada socialista responsable de la negociación, asegura que es un avance respecto a la enmienda original porque se recogen derechos que no existían en aquel texto, al incorporar el mismo al Convenio Europeo para la Protección de Derechos Humanos y de las Libertades Fundamentales

Paquete de Telecomunicaciones

Aunque la enmienda sobre el acceso a Internet se ha llevado todos los titulares, en realidad, el PE ha aprobado una completa reforma legislativa, compuesta por dos directivas y un reglamento, denominada Paquete de las Telecomunicaciones, que armoniza los derechos de los usuarios y la competencia entre operadores. Entre las normas aprobadas en ese paquete destaca la de que los usuarios podrán cambiar de compañía conservando el número telefónico en un día laborable, la prohibición del spam (correo electrónico basura) o la necesidad de pedir permiso para instalar cookies (rastros de páginas visitadas en Internet para mejorar la navegación) en los ordenadores de los usuarios.

“Una oportunidad perdida”

La Asociación de Internautas considera “una oportunidad perdida” el paquete de medidas aprobado hoy. “El texto final está lejos de ser satisfactorio: mientras sí incluye algunos avances para la protección de consumidores, pesan mucho más las amenazas en contra de derechos fundamentales en el resto de la legislación”, afirma.

Además de admitir un corte de conexión sin control judicial previo, “no garantiza la neutralidad de la red al permitir “la gestión del tráfico” por parte de los dueños de las infraestructuras mediante filtros de contenidos y el establecimiento de preferencias lo que puede resultar en la vulneración de la privacidad y en la discriminación en el servicio de Internet”. Según la asociación, “esta falta de claridad exigirá un control estricto de todo el proceso de transposición y aplicación del nuevo marco legal europeo”.

De acuerdo con el diario español El Mundo, la compañía de seguridad F-Secure advierte de un gusano que puede actuar como un botnet para el iPhone de Apple, noticia que también informa la BBC en su sitio web.

Lo que hace este virus es atacar a usuarios de los Países Bajos que utilizan sus iPhones para operar por internet en el banco holandés ING Direct.

Una página falsa con la misma apariencia del sitio del banco reclama a los internautas datos para que accedan a su cuenta, información que más tarde puede ser aprovechada por aquellos que han crackeado la cuenta.

Según El Mundo, un portavoz de ING Direct ha señalado al medio británico que se pondría un aviso en la página oficial del banco.

Este es el segundo virus que amenaza a los usuarios del teléfono celular iPhone. Hace unas semanas, un virus “sin malas intenciones” infectaba los terminales de Apple con un fondo de pantalla del cantante Rick Astley.

Telecom operators have demanded the government reduce tax for the sector in line with its pledge to make a digital Bangladesh by 2021.

To achieve this goal, government’s support for the information and communication technology sector is needed to reach out such technology to the mass at affordable costs, they said.

Meanwhile, the telecom operators have been asked to to run their business with transparency.

“The idea of digital Bangladesh will usher a new chapter. However lots of things need to be done to achieve the goal,” Oddvar Hesjedal, chief executive officer of Grameenphone, said at a discussion on ‘Mobile Sector as Partner for Digital Bangladesh’.

Bangladesh Computer Samity organised the discussion on the sideline of ‘BCS ICT World’ fair at Bangabandhu International Conference Centre in Dhaka.

Raihan Shamsi, acting chief finance officer of Grameenphone, and Zakiul Islam, president of Association of Mobile Telecom Operators Bangladesh (AMTOB), presented two separate keynote papers.

In the presentations, they said Bangladesh’s tax regime is the highest among South Asian countries, which is not even match with the government’s dream of a digital Bangladesh.

Citing an study the AMTOB president said if government waives Tk 800 tax on SIM (subscriber identity module), Bangladesh mobile subscribers will reach 95 million by 2013 from today’s 51 million.

Speaking as chief guest Foreign Minister Dr Dipu Moni said every operator should disclose their financial status, be it is profit or loss.

“No one should engage in illegal business,” the minister said, adding that illegal business devalues the telecom sector to the people.

Digital Bangladesh means empowering people through technology, said HT Imam, adviser to the prime minister. He said telecom operators should publish earning figures along with expenditure.

Zia Ahmed, chairman of Bangladesh Telecom-munication Regulatory Commission (BTRC) urged the telecom operators to give priority to the betterment of people than making profits.

He said BTRC is ready to extend all support to the operators to achieve the target of a digital Bangladesh.

Sri Lanka will acquire satellite technology shortly with the setting up of the Sri Lanka Space Agency (SLASA), a regulatory body for new technology.

Cabinet approval has been obtained to acquire satellite technology, which would be considered an investment for the future.

The SLASA would act as a data processing centre to facilitate the new technology to be acquired from the Surrey University under the guidance of Prof. Sir Martin Sweeting , Telecommunication Regulatory Commission Sri Lanka Director General, Priyantha Kariyapperuma told Daily News Business. The TRC will work closely with the Colombo, Moratuwa and Peradeniya Universities to train professionals under phase one. This would help human resource development to build a satellite. The acquisition of the new technology would provide an opportunity for the younger generation to study space technology, he said.

The setting up of the Sri Lanka Space Communication Company would facilitate commercial purposes and enable public private partnership to attract investments. The cost of the new technology would be determined after a careful analysis, he said.

The telecommunication service industry offers a variety of plans and different types of services to its customers. Web security firm McAfee released a report warning of a “cyber space race,” with countries like U.S., Israel, Russia, China, and France gearing up for cyber offensives.

The McAfee report was prepared by cybersecurity expert Paul Kurtz, a former White House adviser. It said cyberattacks were on the rise and “cyberwarfare is a reality.”

“Over the past year, the increase in politically motivated cyberattacks has raised alarm and caution, with targets including the White House, Department of Homeland Security, US Secret Service and Department of Defense in the US alone.

“Nation-states are actively developing cyberwarfare capabilities and involved in the cyber arms race, targeting government networks and critical infrastructures,” the report said.

The Web security company said critical infrastructure such as power grids, transportation, telecommunication, finance and water supplies was particularly vulnerable.

“In most developed countries, critical infrastructure is connected to the Internet and lacks proper security functions, leaving these installations vulnerable to attacks,” McAfee said.
