DPS opened facilities Thursday in the Houston-area cities of Spring and Rosenberg. Both are 24,000 square feet and equipped to handle hundreds of customers each day. Self-service kiosks let customers enter their cellphone numbers and get a text message with their expected wait times.

The Texas Legislature last year budgeted $63 million for six “megacenters.” One was already open in Pflugerville. Three more are scheduled to open next month.

Tom Butler of Conroe waited about an hour in Spring for his son to finish renewing his expired license. Afterward, he marveled to the Houston Chronicle that his waiting time “was two minutes, not two months.”

The year set records for total apprehensions, gang member apprehensions, sex offender apprehensions and total rewards paid by the Texas Crime Stoppers Program.

So far this year, DPS and other agencies have arrested 30 offenders on the list, including 20 gang members, and have paid out $93,000 in rewards for tips leading to an arrest.

“This program is a proactive and aggressive effort between state, local, and federal law enforcement agencies to protect our communities by working together and with the public to get dangerous criminals and sex offender fugitives off the streets and back behind bars,” said DPS Director Steven McCraw in a statement. “The Texas 10 Most Wanted Program has become a great success during the past three years thanks to the dedication of our law enforcement partners and the vigilance of the people in our communities.”

The program was revamped in 2010, a year in which there were more arrests and awards paid than in the previous three years combined.

The Austin American-Statesman and KVUE-TV reported Thursday that the number of blood samples sent to DPS increased 500 percent in six years as police increasing use such evidence in DWI cases.

DPS increased the number of blood testing analysts by 20 percent by temporarily moving employees from areas without as many samples. Spokesman Tom Vinger says DPS in 2009 added nine blood testing positions but no additional workers in 2011 due to state budget constraints.

Sen. John Whitmire of Houston, who chairs the Senate Criminal Justice Committee, says it’s a glaring example of not having enough resources to do the job.

Legislators convene in January.

Dallas police officials say Sr. Cpl. Recardo Trejo died Saturday afternoon in Kendall County, north of San Antonio.

Texas Department of Public Safety officials say Trejo was driving around a curve when he crossed into oncoming traffic and hit another vehicle. He died at the scene.

The San Antonio Express-News reports that the man in the other vehicle was listed in good condition at a hospital.

Trejo had worked for the Dallas Police Department for 36 years.

As of Friday morning, authorities had not yet tallied all the vehicles involved in the massive Thanksgiving morning pileup on Interstate 10 west of Beaumont, but all of the estimated 100-plus wrecks have been removed from the roadway.

State troopers estimate that 80 to 120 people were injured. The injured were transported to hospitals in Beaumont, Port Arthur and Winnie, so an exact number remained unavailable early Friday.

Troopers blame dense fog in the area at the time, with a chain-reaction of crashes occurring soon after the first impact. The first crash was in the eastbound lanes of Interstate 10, with the second crash in the westbound lanes, officers say.

A Pearland couple was killed Thursday in a massive wreck west of Beaumont, which officials attributed to low visibility from dense early morning fog as well as speeding traffic.

At least four separate wrecks involving more than 100 vehicles, including many tractor-trailers and at least one tanker, had closed Interstate 10 near Beaumont for most of the day.

Officials said emergency calls started coming in about 8:45 a.m. while witnesses said the accidents happened around 8:30 a.m.

The accident, or accidents, started around 9 a.m. and by 9:30 the freeway was closed in both directions near mile marker 833, said Stephanie Davis, spokeswoman for the Texas Department of Public Safety‘s Beaumont district. The crash site is close to the Jefferson/Chambers county line.

Late Thursday, DPS identified the dead as Vincent Leggio, 64, and his wife, Debra Leggio, 60. They died after their 2007 Chevrolet SUV was struck by an 18-wheeler, according to authorities.

At least four dozen people were injured, many critically.

Fifty-one people were transported to the hospital by Acadian Ambulances, their spokeswoman told the Beaumont Enterprise. Eight of them were for critical injuries.

At one point, both directions of the interstate were closed. The westbound lanes reopened about noon and the eastbound lanes about 5 p.m., DPS said.

Several of the injured were in critical condition, said Denise Richter, spokeswoman for Acadian Ambulance Service. She said that 22 ambulances from the Beaumont, Houston and Lake Charles, La. areas were called out to the accident. Richter reported the service had taken 51 people to Beaumont area hospitals.

The freeway was shut down for about 2 miles, Davis said.

How the pileup began wasn’t immediately clear, but Jefferson County Sheriff’s Office Deputy Rod Carroll told The Associated Press the fog was so thick that deputies didn’t immediately realize they were dealing with multiple accidents.

“It is catastrophic,” Carroll said. “I’ve got cars on top of cars.”

Carroll said uninjured drivers tried to help as authorities sorted through the wreckage.

“It’s just people helping people,” Carroll said. “The foremost thing in this holiday season is how other travelers were helping us when we were overwhelmed, sitting and holding, putting pressure on people that were injured.”

In Pearland, neighbors of the Leggios said the couple mostly kept to themselves.

“They were nice, quiet and conservative,” said Andrew Rubio, who has lived next door to the couple for about two and a half years.

Rubio said he would occasionally speak with Vincent Leggio, who owned his own electric contracting company, when they were both watering their lawns. He believed Debra Leggio usually spent her days at home, babysitting her grandchildren.

The heavy fog reported in the Houston area most of Thanksgiving morning included a stretch of I-10 west of Beaumont. Davis said preliminary indications suggest the wrecks occurred as a result of a low visibility.

The fog started around midnight Wednesday, said meteorologist Phil Kuhn at the National Weather Servicestation in League City. Officially, the fog caused visibility of less than a quarter-mile, but meteorologists suspect it was likely closer to one-eighth of a mile.

While light fog is common this time of the year for the Beaumont area, Kuhn said Thursday’s was thick.

“The caliber of fog we had today was severe,” he said. The conditions for fog were ripe, he said, with heavy saturation in the air and no wind.

BEAUMONT (AP/CBS) —Two people died and more than 80 people were hurt Thursday when at least 100 vehicles collided in Southeast Texas in a pileup that left trucks twisted on top of each other and authorities rushing to pull survivors from the wreckage.

The collision occurred in extremely foggy conditions at about 8:45 a.m. Thanksgiving Day on Interstate 10 southwest of Beaumont, a Gulf Coast city about 80 miles east of Houston.

A man and a woman were killed in a Chevy Suburban SUV crushed by a tractor trailer, the Texas Department of Public Safety told KFDM-TV.

Officials at Acadian Ambulance service said at least 51 people have been taken to area hospitals and at least eight are critically hurt.

It wasn’t immediately clear how the pileup began, but Jefferson County Sheriff’s Office Deputy Rod Carroll told The Associated Press the fog was so thick that deputies didn’t immediately realize they were dealing with multiple accidents.

“It is catastrophic,” Carroll said. “I’ve got cars on top of cars.”

I-10′s eastbound lanes were expected to remain closed for most of Thursday.

Texas Department of Public Safety trooper Stephanie Davis told KFDM that two people in an SUV died after the crash. She said at least 100 cars and trucks were involved in the accident.

Carroll said uninjured drivers tried to help as authorities sorted through the wreckage.

The Texas Department of Public Safety on Tuesday urged all travelers to use caution when driving, don’t text while behind the wheel and wear safety belts.

DPS during last year’s Thanksgiving weekend arrested 393 people for driving while intoxicated, issued more than 7,400 speeding citations and handed out more than 900 safety restraint citations.

AAA estimates nearly 3.3 million Texans will be on the road during the Wednesday through Sunday holiday period and most will travel in cars and other highway vehicles.

POINT (CBSDFW.COM) - The murder of a Rains County woman has sheriff’s deputies and the Texas Rangers searching for her grandson.

The woman, identified as Mattie Couch, was found dead in her home near the town of Point Wednesday afternoon by her son.  When members of the Rains County Sheriff’s Office arrived they confirmed Couch had died of a gunshot wound.

After interviewing the son, deputies began to search the property around Couch’s home and found her grandson, Brandon Couch, out in a field.

The younger Couch, in his early 30′s, fled the area when deputies tried to talk with him.

Records obtained by CBSDFW show Couch had been arrested in December of 2011 on an injury to the elderly charge.  It is unclear if Mattie Couch was the victim in that case.

As of Wednesday evening a manhunt was still underway for Brandon Couch, who is currently only being described as a person of interest by Texas State Troopers.

Texas Department of Public Safety dispatch in Tyler says Couch is considered armed and dangerous, and asks anyone who may have seen him to contact the Rains County Sheriff’s Department at (903) 473-5000.

According to the Texas Department of Public Safety, a Chrysler PT Cruiser was heading northbound on Farm to Market Road 2580 (Tin Top Hwy), when the driver unsuccessfully attempted to pass a Chevy pickup truck in a no-passing zone around 9:35 p.m.

The Cruiser hit an on-coming Nissan Altima in the southbound lane.

The passenger of the Cruiser, identified as 31-year-old John Marshal McNeil, was pronounced dead at the scene. A woman, believed to be his wife, was taken to John Peter Smith Hospital by air ambulance. She is expected to survive her injuries.

The couples 13-year-old daughter was taken by ground ambulance to Granbury Medical Center with non life-threatening injuries.

Sisters Sharon Cantu, 21, and Jennifer Cantu, 23, were in the Nissan at the time of the accident. Sharon was transported to John Peter Smith Hospital and is in critical condition. The condition of her sister is unknown.

The driver of the Chevy, identified as Jose Sandavall, was treated at the scene and released after his pickup rolled over and landed on its top.

The accident occurred just one mile north of FM 4.

Denton County Sheriff’s Department officials say the accident happened around 4:00 Saturday morning east of Sanger on View Road.

The Texas Department of Public Safety says 18-year-old Tyler Monroe of Sanger lost control of his 2005 GMC pickup and ran into a utility pole and a tree.

Monroe’s passenger, 17-year-old Bradley Mitchell of Athens, was killed in the accident. Monroe was transported to Denton Regional Hospital before being arrested on Intoxication Manslaughter charges.

DPS Spokesman Lonnie Haschell says the accident is still under investigation. No bond has been set for Monroe.

The mega centers will leverage new technology and allow employees to more quickly and efficiently serve customers.

“This is the first of six high-capacity driver license centers made possible by funding from the Texas Legislature that are designed to relieve congestion in major metropolitan driver license offices,” said Public Safety Commission Chair Cynthia Leon in a news release. “The new technology at the mega centers will also allow our customers to reserve a spot in line without stepping foot in the office.”

The new queuing system will offer customers the option of reserving a spot in line before going to the office via cell phone, online or using a land line. Customers can also make adjustments to their place in line – for instance, if they are running late, they can push themselves back in line. Self-sevice kiosks will be available to service walk-in customers, who will have the option of returning at a time closer to their appointment.

The 82nd Legislature provided $63 million in funding to DPS to open the six mega centers and purchase the equipment and technology. The mega centers are expected to create opportunities for 266 additional employees.

At nearly 24,000 square feet, the Austin-Pflugerville Mega Center houses 22 customer service stations, 36 employees and is expected to assist over 700 customers a day.

“I am proud that the legislature, with the input of DPS, was able to bring these additional resources to Central Texas,” said Texas State Senator Kirk Watson.

Two additional mega centers will be built in Houston; San Antonio will receive one.

It happened just before midnight on Highway 67 about halfway between the town of Keene and Highway 67′s intersection with I-35W.

According to the Sheriff, the deputy was out on a welfare check call for a hitchhiker in the area.

Drivers along Highway 67 told dispatchers the man was walking along the shoulder, waiving his arms.

The 13-year veteran deputy was driving down Highway 67 when 56-year-old Rufus Wilson suddenly stepped out of the darkness of the shoulder right into the path of the patrol car. Wilson died at the scene.

Johnson County Sheriff Bob Alford said in a press release that he and the department expressed condolences to Wilson’s family.

Because it involves a Deputy, the Texas Department of Public Safety was called in to conduct the investigation.  The Johnson County Sheriff’s Office said they will also conduct a separate investigation.

Initially it was believed the chase suspect, 25-year-old Michael Vincent Allen of Wylie, had rammed a police squad car and that a Garland police officer fearing for his life shot and killed Allen.

Those reports were quickly contradicted by the dashcam video captured by the officer’s cruiser. The video hasn’t been released but investigators say the tape revealed that Allen did not ram the Garland officer’s vehicle. In fact, investigators say it was the responding officer who rammed Allen then opened fire on the vehicle.

Examination of the case further indicates that a lone Garland police officer, whose name has not been released, may have fired as many as 41 rounds at Allen — with no other officers at the scene discharging their weapons.

“We’re not in the officer’s mind. And we don’t know all the thoughts that were in his mind and what caused him to start shooting and shoot so many times,” Garland police spokesman Joe Harn explained. “It is a concern of ours. The investigation is ongoing [and] we hope to get to the bottom of it, so we can explain everything that happened.”

The incident began just after Midnight on August 31 as Garland police attempted to make a traffic stop. Officers soon learned the white GMC pickup they were pursuing was the same one involved in a chase with Sachse police earlier that same week.

The chase lasted nearly half an hour, involved several police agencies and reached speeds up to 100 miles per hour. The pursuit ended when Allen got caged in on a cul-de-sac in a Mesquite residential area. It was there Allen was shot and killed.

Allen did have an extensive arrest record including previous charges for narcotics violations, assault and for fleeing police.

Initially the officer was placed on routine administrative leave for being involved in a deadly-force incident. Now that same officer, a seven-year veteran of the patrol division, is on extended administrative leave pending the outcome of the criminal and administrative investigations.

The officer is also on restricted-duty, forbidding him from acting in any law enforcement capacity, and has had all of his city-owned weapons returned to Garland police.

Officially since the chase ended in Mesquite the department there is conducting the criminal investigation and will submit their findings to the Dallas County District Attorney’s Office and the Dallas County Grand Jury.

The administrative investigation is being conducted by Garland police.

AUSTIN (CBSDFW.COM) - The Texas Department of Public Safety announced Thursday the capture of one its most wanted fugitives.

Sean Michael Smith ,37,  was arrested in Reno, Nevada on August 17th after he was stopped for failing to yield to an emergency vehicle.

Smith was convicted of Indecency with a Child related to a 1999 attack involving a 14-year-old girl in Denton County.  Smith was wanted for Failure to Register as a Sex Offender in Denton County. He was added to the most wanted list in July 2011.

Officials say no tip from the public was used in the arrest.

According to the Texas Department of Public Safety, 26 Texas Ten Most Wanted fugitives and sex offenders and have been arrested so far this year.
