<title><![CDATA[Than Shwe urges USDA to forge ahead]]></title>

<p>New Delhi (Mizzima) &#8211; Burma’s military junta supremo Senior General Than Shwe on Friday patted on the back his puppet civilian organization – the Union Solidarity and Development Association (USDA) – for a job well-done for the past 16 years and urged it to carry on with gusto until the junta’s Seven-Step Roadmap is wrapped up.   </p>
<p>Than Shwe, in his speech on the last day of the USDA’s Annual General Meeting, expressed his appreciation of the USDA, but urged it to continue to safeguard non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty of the country, according to the state-own New Light of Myanmar newspaper on Saturday. </p>
<p>Burma’s military rulers claim that they are the saviors of the Union, where several groups are struggling to break away, and justify that their rule for the past 20 years have ushered in stability and peace in the country. </p>
<p>“Therefore, you are…. to safeguard non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty with true patriotic spirit,” Than Shwe, patron of the USDA told the meeting, held in Naypyitaw.         <!--more-->          He also urged the USDA to cooperate in the successful implementation of the Seven-Step Roadmap, and to prevent any attempt to harm the interests of the State and the people.</p>
<p>The junta chief, in his speech, re-affirmed that as part of the roadmap to democracy, a general election will be held in 2010, where political parties would be allowed to contest. </p>
<p>“Free and fair elections will be held in 2010 in keeping with the publicly-approved constitution. Political parties, formed based on their different beliefs, will get involved in political activities,” Than Shwe said. </p>
<p>Critics have expressed scepticism about the junta’s statement of ‘Free and Fair elections’, pointing out that the referendum held in May 2008 to approve the new constitution was rigged.</p>
<p>Opposition groups, including detained Nobel Peace Laureate Aung San Suu Kyi’s party – the National League for Democracy – have demanded a revision of the 2008 constitution, which will be used as the base for next year’s election. </p>
<p>While Burma watchers and analysts had earlier speculated that the USDA might be transformed into a political party that will be backed by the junta, a USDA official in Naypyitaw told Mizzima that so far there has not been any ‘orders from above’ to transform the group into a political outfit. </p>
<p>The USDA, which was formed by Than Shwe in 1993, has been widely known for carrying out orders from the junta including those to crackdown on protesters during the Buddhist monk-led protests in September 2007. </p>
<p>The junta claims that the USDA has a membership of over 20 million, nearly half of Burma’s over 50 million population. </p>

Informed sources suggest that potential candidates for president, vice-president, commander-in-chief of the armed forces and defence minister have been chosen.</div>

<p style="text-align:justify;">The current list may yet be modified before the election and some potential candidates on the list could be removed. All depends on the regime&#8217;s leader Senior General Than Shwe, who still calls the shots.</p>
<p style="text-align:justify;">Gen Than Shwe, who is in his late 70s, and his No.2 man Deputy Snr Gen Maung Aye, who is only slightly younger, will retire soon after the election. Informed sources said that they are building lavish new homes in Naypyidaw for their retirement.</p>
<p style="text-align:justify;">However, before vacating the throne, Gen Than Shwe will make sure that he and his family can live in safely, leaving his trusted officers in high positions to ensure security.</p>
<p style="text-align:justify;">Gen Than Shwe has reportedly already endorsed the junta&#8217;s No.3 man, Gen Thura Shwe Mann, joint chief-of-staff in the armed forces, to become president of post-election Burma.</p>
<p style="text-align:justify;">According to sources close to the military elite, Gen Shwe Mann, 62, will be nominated by the representatives of the military in the future Senate and House, to be formed after the planned 2010 election.</p>
<p style="text-align:justify;">The military will receive 25% of the seats at the village, township, state, regional and district levels in the new governing body, according to the 2008 constitution.</p>
<p style="text-align:justify;">There will be three nominees for the presidency _ one from the Amyotha Hluttawa (Nationalities Parliament or Senate), one from the members of the Pyithu Hluttaw (People&#8217;s Assembly or House) and one from the militlary contigent of the two Hluttaws. The Senate and the House will then vote to choose the president.</p>
<p style="text-align:justify;">Gen Shwe Mann, a protege of Gen Than Shwe, has a reputation of being down to earth and a good listener, but he has yet to show his teeth on a broad range of social, economic and political issues. His vision of Burma&#8217;s future is unknown.</p>
<p style="text-align:justify;">However, Gen Shwe Mann increasingly oversees regular meetings on political and security affairs with high-ranking military officials in Rangoon and Naypyidaw _ perhaps a further sign that Gen Than Shwe will take a back seat after the election.</p>
<p style="text-align:justify;">Gen Shwe Mann and his wife are close to the strongman&#8217;s family on a personal level, undertaking shopping trips together to Singapore.</p>
<p style="text-align:justify;">Recently, Gen Shwe Mann was the subject of extensive news coverage focusing on his secret mission to North Korea in November.</p>
<p style="text-align:justify;">According to the constitution, one of the duties of the new president will be to head the National Defence and Security Council, which has the power to declare a state of emergency and nullify the constitution.</p>
<p style="text-align:justify;">Gen Than Shwe&#8217;s choice for one of the two proposed vice presidents, according to  informed sources, is Maj Gen Htay Oo, the minister of agriculture and irrigation and a key leader of the Union Solidarity and Development Association (USDA), the junta-backed mass organisation.</p>
<p style="text-align:justify;">Maj Gen Htay Oo recently visited Japan _ displaying, according to military sources, all the qualities of a politician rather than an army officer.</p>
<p style="text-align:justify;">The choice of the second vice president is likely to fall to an ethnic leader.</p>
<p style="text-align:justify;">It&#8217;s worth recalling that Burma&#8217;s first and second presidents were from the Shan and Karen ethnic minorities.</p>
<p style="text-align:justify;">Analysts ponder the question of who will become commander-in-chief of the armed forces.</p>
<p style="text-align:justify;">Gen Than Shwe currently holds Burma&#8217;s most powerful position in the armed forces and analysts say he will hand this position over only to his most trusted ally.</p>
<p style="text-align:justify;">There appear to be plenty of subordinates who could fill the shoes.</p>
<p style="text-align:justify;">They include Lt Gen Hla Htay Win, Maj Gen Ko Ko, Maj Gen Tin Ngwe and Maj Gen Kyaw Swe. All are close to Gen Than Shwe and Deputy Snr Gen Gen Maung Aye, the current army chief and deputy to Gen Than Shwe.</p>
<p style="text-align:justify;">Maj Gen Tin Ngwe, who is commander of central command, is said by analysts to be the front-runner for the post of commander-in-chief of the armed forces. He recently accompanied Gen Than Shwe when he made an official visit to Sri Lanka.</p>
<p style="text-align:justify;">Born in Nyaung-Oo, in the central heartland of Burma, Maj Gen Tin Ngwe attended the Defence Services Academy Intake 22, together with Kyaw Swe, later serving as G-1 in the defence ministry. He is known to be loyal to Gen Than Shwe and Gen Shwe Mann.</p>
<p style="text-align:justify;">According to the new constitution, the commander-in-chief will control the ministries of defence, border affairs and home affairs, exercising wide executive powers.</p>
<p style="text-align:justify;">Analysts also tip Lt Gen Myint Swe, a Than Shwe protege, as a possible candidate for the post of defence minister. He attended the 15th intake of the Defence Services Academy in 1971 and is currently commander of the Bureau of Special Operations 5.</p>
<p style="text-align:justify;">Lt Gen Myint Swe became commanding officer of Light Infantry Division 11, overseeing security in Rangoon, and later served as commander of Southwest Military Region in Bassein, Irrawaddy Division, before moving in the late 1990s to the defence ministry, where he worked directly under Gen Than Shwe and Gen Maung Aye.</p>
<p style="text-align:justify;">This seems to be Gen Than Shwe&#8217;s &#8220;rest in peace&#8221; selection plan for 2010. If he executes it smoothly, he will avoid the fate of such top men as Gen Khin Nyunt and the late dictator Gen Ne Win, both of whom ended up under house arrest.</p>
<p style="text-align:justify;">Analysts say Gen Than Shwe wants to make sure the 2010 election provides him and his family with a safe exit strategy. That entails leaving his trusted aides at the helm _ and that means the country will continue to be to run by the military.</p>

<p>New Delhi (Mizzima) – The Burmese military junta’s priority is to get on with its planned 2010 elections rather than looking at easing western sanctions, leaving little chance of the junta supremo Snr Gen Than Shwe responding to detained opposition leader’s latest proposal, a senior member of her party said. </p>
<p>Win Tin, a Central Executive Committee (CEC) member of Aung San Suu Kyi’s party, the National League for Democracy (NLD), on Tuesday told Mizzima that the chances of Than Shwe responding to the Nobel Peace Laureate’s letter, requesting a meeting with him, is slim as the military clique seems to be far too preoccupied with its planned elections. </p>
<p>On November 11, the detained Burmese democracy icon, through her party spokesperson Nyan Win, sent her second letter to Than Shwe requesting a face to face meeting to follow up on the work to help ease western sanctions. </p>
<p>Nyan Win on Tuesday told Mizzima that Than Shwe has not responded to the letter, which also requested permission to allow the pro-democracy leader to pay her respects to aging party leaders and to allow her a meeting at her home with the party CEC. </p>
<p>The senior opposition leader on Tuesday said, Burma’s military supremo Snr Gen Than Shwe is unlikely to respond to the detained opposition leader Aung San Suu Kyi’s proposal sent earlier this month, as the junta’s priority is its elections rather than easing sanctions. </p>
<p>Win Tin said, the military clique is unlikely to responds to the proposal as the 2010 elections are on the top of its agenda, compared to looking at easing western sanctions and engaging with the United States.           <!--more-->         “Sanctions do not constitute  real problems for them [junta], as it does not hurt them much but creates slight difficulties in their relationship with the international community. But the elections are very important to them,” Win Tin said. </p>
<p>Aung San Suu Kyi on September 25 sent her first letter to Than Shwe offering to cooperate in easing sanctions. The junta responded to her proposal by granting her request to meet diplomats from the United States, European Union and Australia. </p>
<p>Besides, the junta also allowed the detained Burmese democracy icon to meet the junta’s Liaison Minister Aung Kyi and also the visiting US high-level delegation led by Assistant Secretary for Asia Pacific Affairs, Kurt Campbell. </p>
<p>The letters and the meetings came following the United States’ announcement of a new policy of engaging the generals in Burma while maintaining existing sanctions. </p>
<p>Nyan Win, while saying  that so far there was no reply, said he is optimistic that something positive will turn up. </p>
<p><strong>But Win Tin said, “This election will guarantee the rule of the military because it will be held based on the 2008 constitution. And the new Parliament and the new government will be controlled by this constitution that will guarantee the military’s rule for many years to come in Burma.”</strong><br />

<h2>The Swine Shwe Flu raged across Sri Lanka this week as Gen, Than Shwe of Burma darkened the halls of Buddhist temples this week in spite of the fact he was excommunicated from the faith. Possibly the Sri Lanka government was not aware of the caustic situation with Buddhism within Burma. But knowing Burmese refugees were treated like animals with reports of them being burned by cigarettes by Sri Lankan authorities it’s unlikely. With Sri Lankan authorities embracing Than Shwe it’s all too apparent this government was infected with the Swine Shwe Flu.</h2>
<h2>Unchecked this disease has infected the once honorable ranks of the Association of Southeast Asian Nations and from all indications the *US delegation has shown signs of this disease. Cambodia will soon succumb to this virus since their leadership has embraced Thaksin Shinawattra the fugitive from justice who betrayed Thailand for corporate money. Thaksin is posterior smooching chums of Than Shwe and has disgraced the role of Prime Minister during his tenure in Thailand. You would think Cambodia learned her lesion over the Pol Pot fiasco. Small wonder they will soon feel the wrath of their decision by repeating the mistakes of the past.</h2>
<h2>With the US dropping the most basic conditions of reconciliation within Burma (Release of Aung San Suu Kyi, Release of all political prisoners, Review bogus constitution) these so called progressive meetings are totally worthless. In fact these talks are nothing more than a photo op moment to appease the G*D’s of greed and corruption. The face of international corporatism better know as globalization is beginning to emerge in Asia as their leadership panders to the lucrative desires of industries and stock holder, not China or the US as reported. Their citizens will soon enjoy living in additional tyranny as Asia spirals out of control. Sadly these events will only foster revolts across the Asian landscape crippling the economies as Swine Shwe Flu spreads across budding democracies. China is on the brink of revolution in spite of all the feel good reports about her economy. With natural disasters already spreading throughout China’s landscape it’s only a matter of time and like dominos the rest of Asia will follow suite. This is a given and there is no altering what will soon come to pass.</h2>
<h2>In visions it was said western businessmen will be dragged through the streets by angry mobs of the suppressed while impotent western governments looked on with horror. It will be a direct reflection of what is happening today in Angola with the Chinese population since they are under siege as of this writing. The mainstream media called the perpetrators of this siege the mafia but they fail to mention how the Chinese turned the indigenous population of Angola into second class citizens. The Uyghur people of Turkestan have suffered a similar intrusion by China and have revolted. Though the media has stopped reporting the news about the Uyghur their suppression continues. The Falun Gong continues to be used as cattle for harvest for organ “donations” as well as filling the ranks of China’s Gulag System. We’ve all but forgotten about the plight of the Tibetan people in favor of cheaper prices for flawed Chinese goods. How far beyond stupid is that?</h2>
<h2>The magnitude of Secretary of State Hillary Clinton’s posturing of economy over human rights is only beginning to show its ugly head. As you well know, it was her hopelessly corrupt husband Bill who gave American industries to China as well as widening the trade deficit. The media has failed to report what the indigenous populations of Haiti thought when Bill and the UN marched into their country with more World Trade rhetoric and 10 more international industries. The people likened this to “more sweat shops” since it was the textile industry that has encroached on this nation. Africa lay in ruins and the positive press from this beleaguered continent does not reflect the views of the vast majority of the populations. It’s all about the money and international corporate greed as natural resources are stolen.</h2>
<h2>Barrick Gold, with their personal army, murders African citizens with the blessings of corporations and the tin horn dictators with barely a peep from the press. With good reason too, Barrick is one of the largest contributors of Bill Clinton’s “non profit” organization. It is money laundering at its best. Ironically Barrick has laid siege in both North and South America through it’s subsidiaries as well. Other mining interest have followed suite as Indigenous people throughout Central and South America are murdered in secrecy to steal their tribal land. With the mainstream media owned part and parcel by international corporations it is obvious all of mankind is under siege as a hand full of criminals colonize the planet through the corrupt politicians they have purchased around the world.</h2>
<h2>We made our bed and now we will lay in the cesspool of international corporate greed. Our ambivalence to the cries of the people of Burma will be rewarded since we failed to stop the spread of the Swine Shwe Flu in Asia. Sadly and most predictably we’ve planted the seed of war around the world and this will also come to pass as pandemonium spreads across the globe. What international corporations thought was a fat hog to slice will be a Pandora’s Box they never bargained for. Cutting off the nose to spite their face or simply biting of the hand of the ones who fed them, corporatists languish in the lap of luxury but will discover their axiom of greed was woefully miscalculated. Factors in their equation that have been forgotten or ignored will come back to haunt them as the dark side of the Swine Shwe Flu takes its toll.</h2>
<h2>Room at the top of this elaborate pyramid scheme will be scarce as the true culprits rise above all their one time allies and partners in crime. And it will be the in fighting of the greedy that will ultimately be their demise. There is no room at the top for everyone who has sold their nations for the corporate dollar as the betrayers become the betrayed. A kingdom founded on lies will perish from the very lies they fostered but nature will have the final say in this equation. There is no dollar figure that will stop the wave of disasters that have already begun across the globe. Money will become worthless as economies falter in the wake of these crumbling empires and this will occur in a matter of days according to visions. We will soon reach the pinnacle of greed via a new world order as mankind arrives at the gates of tyranny.</h2>
<h2>Enter the intangible aspects of life modern man has ignored and you will soon discover these intangible factors will far outweigh what we thought was important. The corporate bottom line will be replaced with the need to find drinking water, sustenance and shelter. Like the thieves in the night nature is already counting coup while politicians and corporatists find a way to glean a handsome profit by pending natural disasters. Nothing man can muster will alter the course of nature’s wrath. It is simply stupid to consider that buying “carbon credits” will save anything in nature but it will assist in someone’s corporate bottom line. How can mankind buy their way into environmental solvency in the first place? Please explain the science of moving pollution to third world nations. Aren’t we still on the same planet? What is gained by this other than finding cheaper labor with no environmental restrictions? We are still polluting the Earth and that is the bottom line. In any event, it will be nature that will have the final say in the destiny of mankind and that was prophecies by the survivors of the last Ice Age thousands of years ago. Like the old ones say, “The greedy will die of starvation in their sleep while using a sack of pinto beans as a pillow”</h2>
<h2>The latest plague to hit the planet is the Swine Shwe Flu. This will be the death nil of the contemporary era for there is no cure other than death.</h2>

<h2><strong>Despite promises to put human rights on the agenda during his trip to Asia, US President Obama is increasingly seen as soft on the issue.</strong></h2>

<h2>SINGAPORE — Speaking in Tokyo this morning, US President Barack Obama called on Burma’s military rulers to release opposition leader Aung San Suu Kyi, saying it was a precondition for any softening of sanctions against the country’s military junta.</h2>
<h2>Obama said Burma needed to take “clear steps” toward democracy, including the unconditional release of all political prisoners, an end to conflicts with minority groups and a “genuine dialogue” with the opposition and minorities on a “shared vision for the future.”</h2>
<h2>Obama also pledged to raise human rights issues with the Communist leadership in Beijing, attempting to head off concerns that his administration was taking a soft line in countries such as Iran, Sudan and Zimbabwe, as well as in China and Burma.</h2>
<h2>However, to avoid angering Beijing, he did not mention Tibet. Obama recently came under fire from human rights advocates for refusing to meet Tibet’s exiled spiritual leader the Dalai Lama in Washington.</h2>
<h2>In contrast, the Bush administration met with the Dalai Lama numerous times, and toughened sanctions on the Burmese junta in response to the harsh crackdown on the 2007 Saffron Revolution. Despite this, the US under Bush maintained a positive relationship with Beijing, according to Singaporean academic Kishore Mahbubani.</h2>
<h2>In Singapore over the weekend, some leaders of the Asia-Pacific Economic Cooperation (Apec) bloc appeared to pine for the edgier days of the Bush administration.</h2>
<h2>Malaysian Prime Minister Najib Razak told a forum of Apec business leaders that he admired the Republican administration’s policy on free trade. A US-Malaysia trade pact remains stalled. Najib said that he hoped “the same message (on trade) will be repeated” when Obama arrives in Singapore later tonight.</h2>
<h2>Singapore’s former leader and self-styled “minister mentor” Lee Kuan Yew told business leaders that the US risks being fenced out of Asia unless it revises its newfound aversion toward trade liberalization, while almost all Apec leaders united in calling for a conclusion to the Doha round of trade talks by 2010.</h2>
<h2>Meanwhile, Indonesian President Susilo Bambang Yudhoyono told Apec counterparts that “big government is not the answer” to resolving the current economic crisis, or building stronger and more prosperous economies in the future.</h2>
<h2>The Obama administration is taking heavy political fire in the US, losing two recent state elections to the Republicans, as it pushes for increased government spending, nudging the US toward a more statist governance system and a European-style healthcare plan.</h2>
<h2>Speaking in Bangkok recently, Kishore Mahbubani remarked that the US had plumbed new depths on human rights by reintroducing torture at Guantanamo Bay during the Bush administration, adding that this meant a loss of moral authority for the US on the world stage.</h2>
<h2>Alarm has also been growing recently over Obama’s apparent slackness on human rights. When Lee Kuan Yew spoke in Washington recently, urging the US to head off China’s growing clout in Asia, Obama replied by praising the former Singapore strongman effusively, but failed to raise issues about freedom of speech and assembly in the city-state.</h2>
<h2>Secretary of State Hillary Clinton muddied the rights water further when she said that we need a “broad” definition of human rights that doesn’t just focus on freedom of speech, freedom of the press, free elections, or religious freedom, but includes better housing or the right to a job. Cynics say this means that repressive regimes can dispel concerns about basic freedoms by boosting infrastructure or social spending, and is reminiscent of Cold War era sound bites delivered by Communist leaders in Eastern Europe, as well as by leaders in Asia who have long resisted Western pressure to improve their human rights records.</h2>
<h2>More directly, the US has embarked on a hands-across-the-divide attempt to engage with a variety of regimes—in Iran, Sudan and North Korea, as well as Burma. The US has joined the much-maligned UN Human Rights Council, alongside states such as Saudi Arabia, Russia and China, seeking to “reform it from within,” according to Washington’s UN ambassador Susan Rice. The council has been derided for electing countries such as Sudan, Zimbabwe and Libya, allowing those countries to deflect scrutiny of abuses taking place, and for an excessive focus on Israel.</h2>
<h2>While the Obama administration has barely begun its engagement with the Burmese regime and pledges not to grant the junta any concessions or reduced sanctions without meaningful reforms first, the impression is that the US will move first to talk to repressive regimes. Despite conciliatory talk from Washington, however, Iran ran a rigged election and clamped down on mass protests earlier this year, while North Korea tested a nuclear weapon.</h2>

<h2>Besides human rights, Obama will also need to address a major strategic issue during his trip to Asia that looks likely to shape international relations for decades to come—dealing with the rise of China as a world power.</h2>
<h2>A new paradigm that could inform the way US-China relations develop in the future was recently described by Dr Jing-dong Yuan, the director of the East Asia Non-proliferation Program at the James Martin Center for Non-proliferation Studies, Monterey Institute of International Studies. Writing in <em>Asia Times online</em>, he said that “a concept is emerging that calls for ‘strategic reassurance.’” Though yet to be fleshed out, the basic premise is that the US would not seek to impede China’s rise, while Beijing would ease Washington’s concerns about its growing economic and strategic clout.</h2>
<h2>With the US now trying to make up lost ground to China in Asia, and mindful of its own growing economic interdependence with Beijing, rights issues may take a back seat. Engaging with Burma gives Washington the opportunity to meet the entire Association of Southeast Asian Nations, while hedging on Chinese clampdowns in Xinjiang and Tibet will ensure that Obama can play hardball on issues such as the value of the Chinese yuan, and seek Beijing’s co-operation on North Korea. Burmese citizens may hope he seeks Beijing’s assistance in making the new “engagement” policy with Burma work as well.</h2>

<p style="text-align:justify;"><strong>Singapore (CNN)</strong> &#8212; President Obama on Sunday called for the release of Myanmar democracy leader Aung San Suu Kyi and other political prisoners.</p>
<p style="text-align:justify;">&#8220;There are clear steps that must be taken: the unconditional release of all political prisoners, including Aung San Suu Kyi; an end to conflicts with minority groups; and a genuine dialogue between the government, the democratic opposition and minority groups,&#8221; according to Obama, who said the regime should work to ensure its people&#8217;s needs are met.</p>
<p style="text-align:justify;">He spoke during a meeting with ASEAN-10 leaders that included the prime minister of Myanmar. Obama is the first U.S. president to take part in a summit of the Association of Southeast Asian Nations economic alliance. The formal meeting was held Sunday.</p>
<p style="text-align:justify;">That 10-nation alliance includes <a href="http://topics.edition.cnn.com/topics/myanmar">Myanmar</a>, which the United States and other nations have accused of human rights abuses.</p>
<p style="text-align:justify;">U.S. officials were careful to avoid any perception that Obama&#8217;s presence at the ASEAN meeting would amount to a bilateral discussion with the prime minister of Myanmar.</p>
<p style="text-align:justify;">After years of refusing direct talks with Myanmar, also known as Burma, the United States has indicated a possible re-engagement with the military regime it considers repressive for cracking down on political opposition, including the National League for Democracy.</p>
<p style="text-align:justify;">The league is led by Suu Kyi, a detained Nobel Peace Prize winner.</p>
<p style="text-align:justify;">&#8220;The statement we&#8217;re trying to make here is that we&#8217;re not going to let the Burmese tail wag the <a href="http://topics.edition.cnn.com/topics/association_of_southeast_asian_nations">ASEAN</a> dog,&#8221; said Jeffrey Bader, the National Security Council&#8217;s senior director for East Asian affairs. &#8220;We&#8217;re going to meet with all 10, and we&#8217;re not going to punish the other nine simply because Burma is in the room, but this is not a bilateral.&#8221;</p>
<p style="text-align:justify;">Obama reiterated his stance in a speech Saturday in Tokyo, Japan.</p>
<p style="text-align:justify;">&#8220;Despite years of good intentions, neither sanctions by the United States nor engagement by others succeeded in improving the lives of the Burmese people,&#8221; he said.</p>
<p style="text-align:justify;">&#8220;So we are now communicating directly with the leadership to make it clear that existing sanctions will remain until there are concrete steps toward democratic reform.&#8221;</p>
<p style="text-align:justify;"><a href="http://topics.edition.cnn.com/topics/aung_san_suu_kyi">Suu Kyi</a>, the iconic face of democracy in Myanmar, was placed under house arrest in 1989.</p>
<p style="text-align:justify;">The next year, the National League for Democracy won more than 80 percent of the legislative seats in the first free elections in the country in nearly 30 years.</p>
<p style="text-align:justify;">But Myanmar&#8217;s military junta disqualified Suu Kyi from serving because of her house arrest and annulled the election results.</p>
<p style="text-align:justify;">Her supporters say Suu Kyi&#8217;s latest arrest &#8212; ostensibly over an American visiting her home without government permission &#8212; is meant to keep her confined so she cannot participate in the general elections that the junta has scheduled for next year.</p>
<p style="text-align:justify;">She has been under house arrest for 13 of the past 19 years, and is rarely allowed visitors, except for her doctor.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Nov 13, 2009 (DVB)–Burmese monks living in Sri Lanka have said they will enact a boycott of religious services for the visiting Burmese junta chief in protest against mistreatment of monks in Burma.</p>
<p>Senior General Than Shwe, who has presided over the ruling military government since 1992, this week made a rare visit to Sri Lanka.<br />
The notoriously reclusive leader is known to regularly shun diplomatic meetings with foreign envoys visiting Burma, and rarely sets foot outside of the new jungle capital, Naypyidaw.<br />
U Awbartha, a member of the Burmese Scholar Monks Association in Sri Lanka, said that the normally apolitical monk community would deny religious services, a practice known as Pattanikkujjana, for Than Shwe.<br />
“Burmese monks inside and outside of the country initiated their act of Pattanikkujjana against the government who tortured, murdered and imprisoned them after the 2007 Saffron Revolution,” he said. “The Pattanikkujjana act is still in place so we would not accept any donation [from Than Shwe]. We have also urged our fellow monks to refuse his donations.”<br />
He added that ties between the two countries appear to have strengthened since the Sri Lankan government successfully defeated the rebel group, the Tamil Tigers, last year.<br />
The Sri Lankan president, Mahinda Rajapaksa, who has been heavily criticized by the United Nations for allegedly violating international law during the conflict, visited Burma soon after the Tamil defeat.<br />
The Sri Lankan conflict had ranked alongside the Burmese junta’s conflict with the opposition Karen National Union (KNU) as one of the world’s longest running.<br />
“Burma doesn’t have many friends in Europe and in America,” said U Awbartha. “Similarly, Sri Lanka hasn’t been in close relations with these countries due to their war against the Tamils. I think these two countries are building diplomatic ties because of this.”<br />
Meanwhile, Than Shwe has reportedly been taken ill at the President’s House in Colombo, where doctors are treating him for a “minor stomach ailment”, according to the Colombo Page news agency.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Aung San Suu Kyi has proposed to her party’s leaders that she meet with junta leader Snr-Gen Than Shwe for direct talks on how to remove international economic sanctions against Burma, according to sources close to the National League for Democracy (NLD).</p>
<p>On Wednesday, Suu Kyi met with Nyan Win, the NLD spokesperson, and asked him to inform the party’s executive committee of “important” proposals. Nyan Win declined to elaborate on the nature of her proposals.When The Irrawaddy asked Nyan Win on Friday if Suu Kyi had discussed meeting with Than Shwe to talk about economic sanctions, he said: “The sanctions would be the most suitable issue to start any high-level talks.” However, he declined to elaborate, saying, “Wait until Tuesday.”</p>
<p>He said the NLD central executive committee will discuss Suu Kyi’s proposals on Monday and probably issue a statement on Tuesday.</p>
<p>Presumably, if given her party’s consent, Suu Kyi would write a letter to Than Shwe seeking a direct meeting or make a proposal through Aung Kyi, who serves as Than Shwe’s liaison officer to Suu Kyi. </p>
<p>According to sources, Suu Kyi will also ask the regime to allow her to meet with NLD party leaders and to visit the homes of three executive committee members—party chairman Aung Shwe; secretary U Lwin; and Lun Tin, all of whom are in poor health.</p>
<p>In the past, Suu Kyi has angered the junta because of her vocal support for economic sanctions, but in recent months she has indicated that she is now open to cooperating with the regime to work for their removal. Her change of mind comes at a time when the US has initiated a new direct engagement policy with Burma and has held several exploratory discussions with high-level generals.</p>
<p>In August, Suu Kyi sent a letter to Than Shwe, offering to cooperate with the government and requesting to meet with Western diplomats to discuss the extent and impact of the sanctions.</p>
<p>Since then she met twice with liaison Aung Kyi. A short while later, she was allowed to meet with Rangoon-based diplomats from the UK, Australia and the United States in order to gather information about the impact of sanctions.</p>
<p>Expectations that Suu Kyi may soon be released from house arrest or given more discretionary freedom are running high in Rangoon, following a statement by Min Lwin, the director-general of the Ministry of Foreign Affairs, given to The Associated Press  in Manila on Monday, in which he said, “There is a plan to release her [Suu Kyi] soon.”</p>
<p>Meanwhile, Suu Kyi’s lawyers filed an appeal with the Supreme Court on Friday that challenged the legality of her house arrest.</p>
<p>The United States said on Thursday that if Suu Kyi were not allowed to participate in Burma’s 2010 elections, the international community would not consider the election credible. US Secretary of State Hillary Rodham Clinton this week called for Suu Kyi&#8217;s unconditional release to ensure the elections would be free and fair.</p>

<p>Two doctors and two nurses from the Kandy General Hospital were sent to treat General Shwe who is staying at the President&#8217;s house in Kandy.</p>
