<p>Apparently, there is no business like snow business and the recent snow has elevated grit and gritting to the status of a political issue.<em><a href="http://www.guardian.co.uk/commentisfree/2009/dec/22/in-praise-grit-weather-snow"> The Guardian</a></em> has an editorial praising it and asking rhetorically; </p>
<blockquote><p><strong><em>Councillors and council staff may have got one big thing right this time by responding to the snow and gritting the roads. In too many places, however, they also got one big thing wrong by forgetting about pedestrians. Surely gritting the pavements should have equal priority?</em></strong> </p></blockquote>
<p>This should be basic common sense. Pavements layed in ice are as dangerous especially to vulnerable groups like the elderly. I am sure that many accidents that hospitals are currently dealing with are caused by this basic neglect. However it is something that is constantly overlooked; why? Well if you turn to the <em><a href="http://www.telegraph.co.uk/topics/weather/6864980/Snow-chaos-roads-turned-into-ice-rinks-as-councils-ration-grit-says-AA.html">Daily Telegraph</a></em>, where the AA is complaining about a lack of grit for roads, you get an insight into why. </p>
<p>Motorists, being numerous, have many organised voices to lobby on their behalf. The same can certainly not be said of pedestrians who are  just atomised individuals; not less numerous but certainly less orgainised. One might think there is a political lesson inherent within this and I think you would be broadly correct in saying so. </p>
<p>Another political lesson is that you can never be too prepared for the challenges thrown at us by our climate because no matter how much we anticipate them (at least we don&#8217;t have to deal with snow storm deniers).  Public transport systems have suffered particularly and their preparedness has to be as much an issue are the roads and pavements. This should be a matter of public policy not corporate strategy. </p>
<p>To its credit, Eurostar has decided to launch an <a href="http://uk.reuters.com/article/idUKLDE5BL1BD20091222">independent review</a> of the debacle that stranded so many people and caused so much misery. However, do not be surprised if this amounts to a round of corporate buck passing as the inquiry finds most fault with Eurotunnel.  However, what occurred is a matter of public and therefore governmental concern; that is isn&#8217;t shows how disastrous privitisation has been.</p>

<p><strong>Sheela Bhatt</strong> of <a href="http://business.rediff.com/slide-show/2009/dec/18/slide-show-1-rahul-bedi-goes-green-dumps-suv-for-bicycle.htm">rediff.com</a> reports that Delhi-based journalist <strong>Rahul Bedi</strong>, longtime defence correspondent of <em>Jane&#8217;s Defence Weekly</em>, and an occasional contributor to the <em>The Daily Telegraph</em>, London, and <em>Irish Times</em>,  Dublin, has abandoned his sport utility vehicle and now cycles all around town.</p>
<blockquote><p>&#8220;I have taken to cycling since the last three to four years. In the last two years, I drove my car almost 300 to 400 km a month, but I cycle about 900 km a month. Sometimes I cycle more than 1,000 km a month. I cycle for work and also for pleasure. I surely cycle for 40 to 50 km for about five days a week.&#8221;</p></blockquote>

Content is king. Content is dead. Content is free. No way. </p>
<p>Get used to the idea that you won&#8217;t just be paying for books online, but new stuff that&#8217;s a bit richer than what you get for free already.</p>
<p>We buy MP3 downloads no problem there, and we don&#8217;t seem to mind buying Apps from the Appstore because they&#8217;re better than all the free stuff you find online. Fine. The question is what else would you pay for? <!--more-->How much would you spend? Is a micropayment five quid or 5p? As usual, the answer is it depends.</p>
<p>News International is spearheading a move for paid news content onlne. Not an idea we find very appealing in the UK, given the BBC is pre-paid. But already other newspaper groups are looking at how to charge. Will Lewis from the Telegraph is even setting up a skunk works team to find new forms of content that might rescue the dying newspaper world. It&#8217;s finally happening. </p>
<p>I was talking about this with Mat Heinl at Moving Brands yesterday. We were comparing notes on the post-digital world, and the inability of brands to work through a rich mix of online and offline media. For me the question is not just what would you pay for &#8211; the subject of my next white paper &#8211; but who you would trust enough to buy from online. FT? Yes, maybe. The Guardian? Yes, I just bought the App.  iTunes, sure. The Wall Street Journal?  The Sun? Hmm. See what I mean.</p>
<p>This is the thing. The brands that will flourish in the new post-digital world of media, will be the ones we trust and value enough with our card details, just ilke we do with Amazon.</p>
<p>Clearly the  point is that far from levelling out,  the online content world is due for a threshing. Some brands will stay on top, the others will fall through the cracks.</p>

<p>Says Mr Brian Moore in today&#8217;s Telegraph Sport <a title="Brian Moore" href="http://www.telegraph.co.uk/sport/golf/tigerwoods/6773235/Brian-Moore-Tiger-Woods-bashing-is-based-on-old-fashioned-jealousy.html" target="_blank">section</a>:</p>
<blockquote><p>He deserves the criticism befitting a married man with two young children who has allegedly had multiple affairs&#8230;He does not, however, deserve ignorant, self-righteous lecturing from all quarters. I don’t remember him ever saying that he was better than anyone else, apart from on the golf course, where he certainly is. Is a higher moral standard expected of the top physicist; archaeologist; Fleet Street editor?</p>
<p>He plays in a boring manner.</p>
<p>Well, only to the stupid, who believe the ability to fire long iron shots to the heart of the green consistently is such. This description of his play is stupefying to anyone with even a smidgen of sporting knowledge.</p></blockquote>

And this Tuesday at Westminster University, we were lucky enough to get an exclusive look into how the <a href="http://www.telegraph.co.uk/news/newstopics/mps-expenses/6499657/MPs-expenses-scandal-a-timeline.html">expenses scandal</a> really went down&#8230;.</strong></p>

<p>Gordon Rayner, chief reporter at <a href="http://www.telegraph.co.uk/">The Daily Telegraph</a>, and Robert Winnett, deputy political editor of the same newspaper, took to the stage to tell all.</p>
<p><strong>Who dun it?</strong></p>
<p>The expenses scandal wasn’t just served up on a plate to The Daily Telegraph – a quick kiss and tell.</p>
<p>It was a work of cutting edge journalism and one of which the media can be proud. But it wasn’t easy. Rayner and Winnett tell of the mounds of “raw data” they were faced with.</p>
<p>Having so much information to process was “daunting” and “time consuming” with many weeks of methodical combing – a massive task on a scale rarely seen today’s newsrooms.</p>
<p>Working through the nights, making discoveries, rooting out corruption – it sounded incredible.</p>
<p>To make it even more exciting, this was all happening in a secret bunker deep inside the Telegraph – a private room open only to about 8 or 9 insiders &#8211; a hot-bed of investigative journalism locked away from the rest of the world.</p>
<p>And it wasn’t just the outside world that was dangerous&#8230;Rayner and Winnett tipped us that a newspaper is widely known to be the worst place to keep a secret.</p>
<p>Journalists are a cynical bunch at the best of times &#8211; and these political hacks are just about as hard as they come. But Rayner, Winnett  and the rest of the Telegraph team were in for a shocker. As the stories emerged they couldn’t believe it – they “thought they’d seen it all”&#8230;the buzz was immense.</p>
<p>And the surprises just kept on coming with duck islands and moats appearing well into the investigation. The best thing about it, they said, was the range of revelations – from the funny to the criminal. Anything could happen.</p>
<p>“The first few weeks were pretty hairy”. They had warnings wherever they went – MPs swore and shouted. Even David Cameron was “very cross”.</p>
<p><strong>But how did they come upon this story?</strong></p>
<p>This was definitely one of ‘Fleet Street’s’ best kept secrets – The Daily Telegraph refused to speak of how they had come upon the story and, in the name of all good journalism, they have protected their source to this day.</p>
<p>And the source was no money-hungry rat. Rather, Telegraph journalists were approached by a middle man who did all of the negotiating for nothing. The source was horrified by what he was seeing and wanted to speak out. Only later was he encouraged to ask for compensation in order to protect against job loss.</p>
<p>And it was tense getting the story &#8211; it wasn’t always a sure deal. <a href="http://www.thesun.co.uk/sol/homepage/">The Sun </a>was prepared to pay £16,000 for 20 names, but it all fell through. Meanwhile <a href="http://www.timesonline.co.uk/tol/news/">The Times </a>recoiled from the legal complications.</p>
<p>But Rayner and Winnett had the support of their relatively young, ambitious editor, not to mention the help of an older lawyer who threw all his energy into the project.</p>
<p>Suspicious to the last, the team were unsure if they were sitting on fake material. MPs were notified about the impending coverage and all waited with baited breath for a reaction. According to Rayner and Winnett, the key moment came when Jack Straw, the first to reply, confirmed the information to be true.</p>
<p>The rest &#8211; as we know too well &#8211; is history&#8230;</p>

<p>今日11月1日より、イギリスの航空旅客税（出国税、Air Passenger Duty）が値上げになった。2段階式値上げで、来年11月1日はさらに値上げとなる（以下の表参照）。エコノミーでヨーロッパ内ならたった£1の違いだが、長距離、例えば日本（Band C）なら、元の£40から25%増の£10値上がりの£50になる（来年はなんと£75！）。イギリスの航空券は、チケットの額面価格に加え、航空旅客税／出国税、各空港使用料、各航空会社規定のセキュリティーチャージ、燃料費等、その他諸々の費用が£200以上（ブリティッシュ・エアウェイズの例）になることもあり、£10でもばかにならない。2004年に税が導入された時は、短距離£5、長距離£20だったのが、どんどん上がっている。</p>
<p>今回の増税は、アンフェアだという声もある（<a href="http://ja.wikipedia.org/wiki/デイリー・テレグラフ">デイリー・テレグラフ</a>の<a href="http://www.telegraph.co.uk/travel/travelnews/air-passenger-duty/6466220/Air-Passenger-Duty--APD-or-travel-tax---and-what-you-can-do-to-scrap-it.html">記事</a>参照）。上記の<a href="http://ja.wikipedia.org/wiki/EasyJet">easyJet</a>の新聞広告にもあるように、富裕層や企業向けのプライベート・ジェット（自家用機）や貨物便は無税だ。また、エコノミーよりもちょっと広いだけのプレミアム・エコノミークラスが、エコノミークラスではなく、ビジネスやファーストクラスと同等だというのも不公平だ。また、最初は環境税として導入された航空旅客税が、1ペニーも環境保護政策に使われていないと言う。結局政府の税収増加のための言い訳なんだろう。またテレグラフ紙は、<a href="http://www.telegraph.co.uk/travel/travelnews/air-passenger-duty/6459706/Air-Passenger-Duty-APD-campaign-the-Telegraphs-petition-to-stop-the-tax-on-travel.html">航空旅客税撤回キャンペーン</a>も行っている。増税反対の人は、是非署名を！</p>
<p>The first of two increases in UK Air Passenger Duty (APD) comes into effect today on November 1 (see the tables below). Tiny fraction of £1 increase for a European flight, but long-haul, for example APD for a flight to Japan (Band C) is now £50, £10 (25%) increase from £40 (next year will be astonishing increase to £75 – almost double!!). £10 increase may not sound a big deal, but airport tax, fuel surcharges, and other fees and charges in addition to APD are added to a ticket price (for British Airways casefor a flight to Japan is over £200!! ), therefore, £10 is another blow to already expensive charges. In 2004 the Government imposed APD at £5 for short-haul flights and £20 for long-haul flights, but it has gone up and up since then!</p>
<p><a href="http://www.telegraph.co.uk/travel/travelnews/air-passenger-duty/6466220/Air-Passenger-Duty--APD-or-travel-tax---and-what-you-can-do-to-scrap-it.html">The Daily Telegraph</a> accuses this APD increase as unfair for the ordinary British holidaymaker. As in the <a href="http://www.easyjet.com/asp/en/book/index.asp">easyJet</a> newspaper ad above, private jet customers and cargo plane don&#8217;t have to pay APD. Also Premium Economy class with slightly bigger leg-rooms than Economy is hit the hardest – it is categorized in &#8220;Premium Cabins&#8221;, instead of &#8220;Economy Cabin,&#8221; together with Business and First Class which are much spacious than Premium Economy. Furthermore, originally APD was introduced to the public as a &#8220;green&#8221; tax, but not a penny has been spent on environmental causes. I guess another excuse for the government to rip us off to increase tax revenues. The Daily Telegraph starts a <a href="http://www.telegraph.co.uk/travel/travelnews/air-passenger-duty/6459706/Air-Passenger-Duty-APD-campaign-the-Telegraphs-petition-to-stop-the-tax-on-travel.html">campaign</a> to stop this tax on travel – please sign the petition!!</p>

<title><![CDATA[The Blair Ultimatum]]></title>

<p>All the words needlessly spilt over this week’s controversy have turned up very few interesting arguments – either for or against – the prospect of Tony Blair becoming the first EU president.  In fact, most have been very bad, and the obsession with a British perspective has only obstructed intelligent debate.  It doesn’t much matter that Blair is from Britain, even though we are at times out of step with some European initiatives, and even though the next British government may be even more Eurosceptic.  Neither should politics be so important.  I&#8217;ve heard it said that pressure for a <a href="http://www.guardian.co.uk/world/2009/oct/29/merkel-sank-blair-eu-bid">centre-right candidate </a>is behind Merkel&#8217;s reluctance.  But what is Blair, if not a Christian democrat? Frankly, both his ideology and his contacts are secondary to his profile and his abilities.</p>
<p>There are two things working against Blair.   One is an almost visceral dislike of him, more as a person than as a professional.  Take this ridiculous <a href="http://www.telegraph.co.uk/finance/comment/jeffrandall/6462902/Tony-the-twister-Blair-now-wants-a-free-ride-on-the-Euro-Express.html">article</a> from Jeff Randall;</p>
<p>‘Mr Blair is a fake, a charlatan, a shameless twister. He is not &#8220;a pretty straight sort of guy&#8221;. Who else would play down his faith lest it be seen as a vote-loser?’</p>
<p>Most accuse Blair of free-loading, or jumping on the EU gravy train, as Randall puts it.  This argument is patently absurd.  If Blair were to take a role in the EU he would inevitably sacrifice a far more significant portion of his current income than he could possibly gain directly from the job, as perhaps the one decent <a href="http://www.ft.com/cms/s/0/68949294-c4d7-11de-8d54-00144feab49a.html">article</a> on the subject has made clear.  For a start, there’s the £2m annual salary from JP Morgan.  Then there’s the speaking engagements and consultancies.  Money has nothing to do with it.</p>
<p>Personal attacks are not rare in politics, but the only worthwhile ones concentrate on a candidate’s suitability for the role.  No one opposed to a Blair presidency has yet faced up to the question of how effective he would actually be.  Some views, admittedly, are based on his actions in office, but almost exclusively examples have little or no relation to the job that he would actually be doing.</p>
<p>This leads me nicely to the second argument against Blair, that he would be divisive.  It is ridiculous that Iraq is still so contentious, especially amongst European socialists, six and a half years after the event.  Blair’s pro-European endeavours – common defence, the social chapter, pro-active engagement – have all been forgotten.  And in a sense, joint military engagement has now been so decisively removed from the agenda that it should be easier to ignore the elephant in the room than it actually appears.</p>
<p>Blair is a natural diplomat.  His engagement with the gritty details in Palestine will only have added to his natural charm.  He managed the transition in British diplomacy from Clinton to Bush effortlessly, so the <a href="http://news.bbc.co.uk/1/hi/uk_politics/8333192.stm">argument</a> that his appointment might send a hostile signal to Obama is nonsensical.</p>
<p>The trouble is that Iraq exposed how disunited Europe really was, and the concern is that too vigorous a president might do so again.  The question then, is really about the kind of president Europe wants.  There has been some discussion about the two possible ways this could turn out. </p>
<p>The <em>bureaucrat</em> would chair summits and make sure that the EU was well-administered.  There is no denying that Blair would be unsuitable for this role, and yet the right-wing critics, who seem the most vociferous in this country at least, would be ill-served by this model.  It would almost certainly mean more European government, and the status-quo, including the Common Agricultural Policy.</p>
<p>Blair is suited to the second model.  The virtue of his candidacy is that he could be a<em> diplomat</em>, without being diplomatic.  He would effectively represent the EU outside of its borders, but would also offer initiative.  Critics of his government have often said that there were too many initiatives, but it is a style that would suit the needs of the EU, where balancing interests is a pre-eminent concern.  Inevitably, it would involve banging heads together, but Blair has the right instincts on climate change, aid, and dare I say it, the Middle East to make Europe a big player.</p>
<p>Very few people inside the EU have yet gone on the record about Blair’s chances.  The latest is that Sarkozy and Merkel, who were very keen, are now holding back their support.  Momentum is important in decisions like these, but there is no explicit campaign, so the wider concerns have their place too.  These might still sway the decision-makers.</p>
<p>Still, I find it peculiar that, as the BBC is reporting, a three-man panel is in place to decide.  Bigger names will surely have a proportionate say, but the <a href="http://news.bbc.co.uk/1/hi/uk_politics/8333192.stm">doubts</a> of one of that panel, the Austrian Chancellor Werner Fayman, put Blair at a disadvantage.</p>

<title><![CDATA[La OMS demuestra que el uso del teléfono móvil sí provoca cáncer]]></title>

Sin embargo aún hoy no existen pruebas concluyentes que demuestren dicha sospecha según los más reputados organismos internacionales de salud ni tampoco sentencia judicial alguna basada en informes médicos periciales que demuestren dicha relación causa-efecto.</p>
<p>Sin embargo, recordemos que el máximo organismo mundial en el campo de la salud, la <a href="http://www.who.int/es/" target="_blank">OMS (Organización Mundial de la Salud)</a>, flamante ganador del Premio Príncipe de Asturias 2009, desveló recientemente que las camas bronceadoras de rayos UVA sí que lo producen de forma masiva en forma de carcinomas de piel, muchos de ellos mortales.</p>
<p>En dicha línea, <a href="http://www.telegraph.co.uk/technology/mobile-phones/6420093/Long-term-use-of-mobile-phones-may-be-linked-to-cancer.html" target="_blank">la prensa británica acaba desvelar</a> que la <strong>OMS</strong> hará público dentro de este año un estudio -realizado a lo largo de una década y con un coste de 22 millones de euros-  en que se demuestra que el peligro en la telefonía está mucho más cerca de lo que pensábamos, ya que el uso y sobre todo el abuso de los propios teléfonos móviles que casi todos portamos  (y que muchos regalan inconscientemente incluso a los niños) sí que produce tumores cancerígenos.</p>
<p>Por ello y desde que se haga público dicho informe definitivo, habrá que pedir de forma urgente a las autoridades que exijan a los fabricantes del ramo aparatos de telefonía móvil más seguros que no emitan tan peligrosas radiaciones generadas justo a lado de nuestras cabezas y que pueden conllevar tan letales efectos.</p>

<p>El uso del teléfono móvil podría guardar relación con varios tipos de cáncer, según un estudio internacional supervisado por la Organización Mundial de la Salud (OMS) cuyos resultados preliminares publica hoy el diario &#8220;<a href="http://www.telegraph.co.uk/technology/mobile-phones/6420093/Long-term-use-of-mobile-phones-may-be-linked-to-cancer.html" target="_blank">The Daily Telegraph</a>&#8220;.</p>
<p>Con un presupuesto de 20 millones de libras (22 millones de euros), la investigación, que ha durado una década y se divulgará antes de fin de año, aporta pruebas de que las personas que abusan del celular se arriesgan a sufrir tumores cerebrales a largo plazo.</p>
<p><!--more-->Las conclusiones preliminares indican que existe &#8220;un riesgo significativamente mayor&#8221; de padecer un tumor cerebral &#8220;relacionado con la utilización de teléfonos móviles durante un periodo de diez años o más&#8221;, recoge el diario.</p>
<p>De acuerdo con el periódico, el estudio, llamado &#8220;Interphone&#8221;, cuestionará las garantías que suelen dar los gobiernos sobre la seguridad de esos aparatos inalámbricos y aumentará la presión para que las autoridades sanitarias difundan consejos más claros contundentes.</p>
<p>La directora de la investigación, la doctora Elisabeth Cardis, profesora del Centro de Investigación en Epidemiología Ambiental (CREAL) de Barcelona, declaró que pese a la &#8220;falta de resultados definitivos y a la luz de varios estudios que, aunque son limitados, sugieren un posible efecto de radiación de radiofrecuencia&#8221; generada por los móviles.</p>

<p>La experta también aboga por &#8220;medios para reducir nuestra exposición&#8221; a los móviles, como la utilización de dispositivos de &#8220;manos-libres&#8221; y el uso moderado de esos aparatos.</p>
<p>Una portavoz de CREAL en Barcelona indicó a EFE que el estudio que coordina Elisabeth Cardis incluye numerosos datos de ciudadanos de varios países, entre los que no figura España, y añadió que se trata de un trabajo muy complejo que &#8220;no se dará a conocer hasta finales de este año&#8221;.</p>
<p>&#8220;Interphone&#8221; efectuó estudios en trece países y entrevistó a 12.800 personas (entre ellos gente sana y enfermos de tumores) con el fin de averiguar si la exposición a los celulares está vinculada a tres clases de tumores cerebrales y un tumor de la glándula salival.</p>
<p>Anteriores investigaciones sobre los efectos de los móviles en la salud han sido poco concluyentes, aunque el proyecto supervisado por la OMS indica, por ejemplo, que seis de ocho estudios de &#8220;Interphone&#8221; revelan un mayor riesgo de padecer glioma (el tumor cerebral más común).</p>
<p>Desde la Agencia de Protección de la Salud (HPA) del Reino Unido, un portavoz manifestó que, &#8220;de momento, no hay pruebas sólidas&#8221; sobre los efectos nocivos del uso de celulares.</p>
<p>Por su parte, un portavoz de la Asociación de Operadores de Telefonía Móvil apuntó que más del 30 por ciento de los estudios científicos sobre ese asunto no han hallado ningún impacto negativo para la salud.</p>

<p>And now another powerful British Government figure is under British police investigation, <strong><span style="color:#ff0000;">Lord Paul Swarj</span></strong>, a close friend of the British Prime Minister <span style="color:#ff0000;"><strong>Gordon Brown</strong></span>, and major bank-roller of the British Labour Party.</p>

<p><strong>The Times of London</strong> reports - <strong><a href="http://www.timesonline.co.uk/tol/news/politics/article6871645.ece" target="_blank">Deputy Speaker Lord Paul steps down over expenses row</a> -:</strong></p>
<blockquote><p><span style="color:#0000ff;">&#8220;Lord Paul has temporarily stepped down as a Deputy Speaker of the House of Lords while an investigation is carried out into his expense claims.</span></p></blockquote>
<blockquote><p><span style="color:#0000ff;">Over the weekend it emerged that Lord Paul, a Labour peer, claimed that a flat occupied by one of his employees was his main home, allowing him to claim £38,000 in expenses&#8221;.</span></p></blockquote>
<p>Of course, a wealthy individual does not usually need to rort 38 thousand pounds sterling. They tend to have plenty of liquid wherewithal at hand or else easily be able to borrow it from mates, if momentarily stuck.  Rich pals help rich pals out, just as poor ones do. However, there may be other reasons, and the British investigators clearly think it worthwhile exploring avenues of possibility. Unscrupulous individuals can have many shady cash cow sources, and the overall yield end up a great deal more than 38 thousand quid. In terms of the last five years, the amount he has claimed reaches 110,000 pound. What exeeds this amount by far is the taxation that Lord Paul is widely criticized for avoiding.</p>
<p>The next weeks or months may result in yet another exposure of those who abuse their wealth and power. It is the story of Sathya Sai Baba and many core leaders around him, including those Sathya Sai Organization members around the world who use their wealth and influence &#8211; often without revealing the true agendas of the one called by the BBC &#8220;<a href="http://barrypittard.wordpress.com/2007/04/04/the-bbcs-the-secret-swami-a-revision/" target="_blank">The Secret Swami</a>&#8221; &#8211;  in the corridors of power.  It may be hoped that the British media, while investigating Lord Paul, will also find time to question any firm ties between Paul and the Sathya Sai Organization.</p>
