Report of Russian Sub in Gulf Of Mexico Downplayed

WASHINGTON, Aug. 19 (UPI) – Russia declined to confirm or deny a media report that one of its submarines spent a month in the Gulf of Mexico without the knowledge of the United States.

The RIA Novosti news agency said the Defense Ministry brushed off inquiries about the report, which appeared on a U.S. Web site last week, and said questions should be submitted in writing.

The Kremlin’s reaction came after U.S. officials denied outright the report that Akula-class sub sailed undetected around the Gulf in June and July. The report was posted by a conservative Web site, The Washington Free Beacon.

Military experts in Russia and Europe told the Moscow Times they doubted the sub could have spent so much time under the nose of the U.S. Navy because the Akula is not a particularly quiet piece of machinery. “They are unable to sit silently because their reactor cannot be turned off,” said Christian Le Miere, a naval analyst at the International Institute for Strategic Studies. “A submarine of nearly 10,000 tons cannot easily enter coastal waters.”

The Beacon stood by its report and dismissed contentions the story was designed to discredit President Obama‘s re-election campaign.

The report caught the attention of a U.S. senator, who called on the Navy to provide details of the supposed incursion and warned of what appeared to be a more aggressive military policy on the part of the Russians.

Sen. John Cornyn, R-Texas, a member of the Senate Armed Services Committee, on Sunday sent the letter to Chief of Naval Operations Adm. Jonathan Greenert requesting more information on the purported incident.

“This submarine activity reportedly occurred in June and July, simultaneously with incursions by Russian strategic bombers into restricted U.S. airspace,” Cornyn wrote.

“The submarine patrol, taken together with the air incursions, seems to represent a more aggressive and destabilizing Russian military stance that could pose risks to our national security,” Cornyn said.

President Obama’s Estate Plan Reminds Us of the Power of the Annual Exclusion

On April 13, 2012, The Washington Free Beacon ran an article deriding President Obama’s reliance Section 2503(b) of the Internal Revenue Code to transfer $48,000 to his daughters, free of any federal wealth transfer taxes. Under that section of the Code, each taxpayer may transfer $10,000 to any number of individuals on an annual basis, free of the federal gift tax. This is the so-called “annual exclusion.” Section 2503(b) further provides that the annual exclusion will be indexed for inflation. As such, the amount that may be transferred to each donee in 2012, free of the federal gift tax, is $13,000.”

The rationale behind the annual exclusion is to not mire the taxpayer or the IRS in tracking the aggregate of annual birthday presents, holiday gifts or dinners on “mom and dad.” Only when the amount rises to the level of what is deemed wealth transfer, will the gift tax be triggered.

Although the article run by The Washington Free Beacon had a political slant, it is also a great reminder of how useful the annual exclusion can be from an estate planning perspective. Take, for example, the following hypothetical: Grandmom and Grandpop have three married children and six grandchildren. By utilizing the annual exclusion, Grandmom and Grandpop can transfer an aggregate of $312,000 of wealth to Generation 2 and Generation 3, without incurring a gift tax or a generation-skipping transfer tax (another federal wealth transfer tax with its own set of annual exclusion rules), every single year. If these gifts are made in December of year 1 and January of year 2, our hypothetical Grandmom and Grandpop can transfer over $600,000 during a several week period, free of any federal wealth transfer taxes. Here is breakdown of the transfers in year 1 (which may be replicated in year 2):

This type of estate planning could be as simple as writing checks to all of your immediate family. However, for many clients, these transfers should be made in conjunction with the establishment of a specially designed trust that qualifies for the annual exclusion and assists clients in meeting their goals of providing the children (and grandchildren) with a measure of asset management assistance, creditor protection and future transfer tax savings.

In whatever form it takes, outright transfers or in trust, fully utilizing the annual exclusion is a powerful estate planning tool that is often overlooked.

Pro-Palestinian activists involved in the Global March on Jerusalem (GMJ) criticized Israel on Twitter Friday after violent protests along Israel’s borders forced the deployment of tear gas and resulted in injuries—but downplayed the fact that rocks and firebombs had been thrown by protesters to instigate the clashes.

Pictures and videos from the protest—which aims to “end the Apartheid, ethnic cleansing and Judaisation policies affecting the people, land and sanctity of Jerusalem”—reveal that self-described “peaceful” protestors have been throwing firebombs and rocks at Israeli border police.

Twitter user Captain Barak Raz, who identifies himself as a spokesperson for the Israeli Defense Force’s division in the West Bank, posted a video of protesters throwing a firebomb at Israeli security forces.

“Firebombs on security forces peaceful protest???,” Raz tweeted when linking to the video. “#Yeahright.”
