It was on a quiet Bay Terrace street with chalk-white homes and neat square lawns that hero New York City Police Detective Russel Timoshenko lived from the time he was 14 until he was slain in the line of duty, nearly two and a half years ago, at age 23.

His parents — who have come to symbolize strength, grace and courage as they fought for stronger gun control laws and gracefully attended dozens of ceremonies from Midland Beach to Albany and Washington honoring the memory of their only child — now will see his name on a street sign every time they round the corner from Buffalo Street to their home on Durant Avenue.

And generations to come also will be able to gaze up at the name of the man shot in Brooklyn in July 2007 during a traffic stop, and learn about a life of service and sacrifice, said Police Commissioner Raymond Kelly, speaking today the street renaming, also attended by lawmakers and hundreds of Timoshenko’s colleagues, admirers and friends.

“Every night after work, Russel came home to the home he shared with his parents,” Kelly said, describing the short, shining career of Timoshenko, who graduated in the top of his class at the Police Academy. “We know they were the source of his work ethic, his drive to succeed. We know it because we see it in the example of their perseverance in the face of terrible loss.”

The New York City Police Department is a force with a long memory, and enduring ties to its fallen greats, he said.

“He confronted mortal danger on behalf of all New Yorkers so others would be safe,” Kelly said. Nearby was a giant poster with a photo of Timoshenko, smiling gently. “With the unveiling of this street sign, we add one more assurance he will never be forgotten.”

The choice to become a police officer is made out of commitment to community, said City Councilman Vincent Ignizio (R-South Shore).

“This is about memorializing a tragedy but also about celebrating a life,” said Ignizio. “Pay him back with pride. His bravery was unmatched — for that we express our gratitude. We are honored to have the memory of this hero in our midst.”

Timoshenko’s cousin Anatasiya Apanpasyuk described how he had arrived on the street, an awkward new kid on the block, but quickly made friends, spending long summer nights playing lacrosse outside. She described the prom photos taken on the front lawn, and how her cousin had proudly parked his first car in front of his parents’ home.

“Whenever you pass this street, remember Russel,” she said.

Bagpipes skirled as a black sheath was pulled off the green sign.

A low-flying NYPD helicopter buzzed the air. Kelly handed Timoshenko’s mother, Tatyana, a copy of the sign, which she held between outstretched arms in front of her heart.

His father, Leonid, stood by her side, in quiet tears, a picture of his son and a cross dangling on a chain around his neck.

“This means a lot because my son’s name will always be here and people will always remember,” said Mrs. Timoshenko, after the ceremony.

“Свиной грипп” в Украине: ложь врачей, пиар и отмывание 5,5 миллиардов

В стране нет эпидемии “свиного гриппа”, но есть банальная эпидемия гриппа – как и каждый год. Но в результате извращения фактов в Украине объявлена эпидемия совершенно другой болезни. Всего за один день под этим предлогом правительство решило потратить неколько миллиардов гривен.

Дальше можно уже ничего не объяснять. Но детали не хуже, чем суть происходящего.

Давайте ответим на несколько вопросов:

- Существует ли в Украине эпидемия “свиного гриппа”?
- Существует ли в Украине эпидемия вообще?
- Почему информационное пространство уже два года как наводнено информацией о “свином гриппе”?
- Кто зарабатывает на эпидемии?

Князевич, Ющенко и Тимошенко  придумали эпидемию “свиного гриппа”

Для овопросы нужно твета на эти проследить, как развивались события. До прошлой пятницы страна жила без эпидемии.

30 октября, в информационных агентствах появились первые сообщения о том, что от гриппа и ОРВИ в западных областях Украины за последние 11 дней умерли 30 или 34 человека (по разным версиям).

Всего заболевших к 30 октября было 40 тысяч человек. Допустим, это много.

Хотя, может быть, и нет. На дворе ноябрь, сырость, холод. И почему-то не приводится статистика прошлых лет. Нет данных для сравнения. А значит, можно говорить все, что угодно.

Так и получилось. В тот же день заговорили об эпидемии свиного гриппа и атипичной пневмонии в Украине.

Со слов министра здравоохранения Василия Князевича: “К сожалению, мы должны констатировать, что в Украине фактически началась эпидемия калифорнийского гриппа A/H1N1. Мы рассматриваем возможность объявления карантина не только в западных областях, но и по всей стране, так как вирус распространяется чрезвычайно быстро”, – сказал он. Тут же новость подхватили и развили Виктор Ющенко, Юлия Тимошенко и СНБО.

А теперь внимание. Знаете ли вы, что такое эпидемия? Классика жанра говорит, что это болезнь, которая распространяется со скоростью большей, чем до этого.

Теория эпидемий рассказывает, что поначалу в неделю заболевают несколько людей. Если их не лечить, то со временем накапливается критическое количество больных. А после того, как, условно, заболевают 649 человек, процесс заражения новых людей ускоряется в десятки и сотни раз. Эта грань называется “эпидемический порог”. После того, как она превышена, начинается эпидемия.

Интересно, на основе каких данных Князевич объявил эпидемию “свиного гриппа”? Он не привел никакой статистики, кроме общего количества заболевших от ОРВИ и гриппа.

Ведь на то время было известно еще и такое: “В Украине официально подтверждены два случая свиного гриппа. 5 июня 2009 года лаборатория в Лондоне подтвердила заболевание гриппом А/H1N1 у украинца, прибывшего из Парижа. После лечения пациент отправился домой, в Черновцы. Кроме того, в конце сентября у мужчины, который прибыл из Кировоградской области в Киев и был госпитализирован с диагнозом “пневмония”, подтверждена принадлежность выделенного штамма вируса гриппа к типу А/Н1N1″.

Откуда взялся “свиной”?

Итого, 40 тысяч простуженных, 30 умерших от общих простудных и вирусных заболеваний плюс ДВА!!! подтвержденных случая А/H1N1. Разве эпидемия начинается после двух подтвержденных больных?

30 октября оказалось, что больных А/H1N1 не два, а целых три. Минздрав потвердил, что лишь один случай смерти из 30 имеет диагноз “свиной грипп”.

Отдельный вопрос, как они определены. В понедельник председатель парламентского Комитета по вопросам здравоохранения Татьяна Бахтеева рассказала, что в Украину в рамках гуманитарной помощи от США поступили 200 тестовых комплектов. Но к ним не хватает особых деталей (“праймеров”), которые нужны непосредственно для идентификации “свиного гриппа”. Получается, его определили на обычном микроскопе?

30 октября Тимошенко заявила, что в Украине лабораторно подтверждены 11 случаев заболевания гриппом А/H1N1.

Снова повторим вопрос – 11 человек это эпидемический порог для страны с населением 46 миллионов человек?

Позже в понедельник стало известно о 22 больных. Всего за два дня. 2 ноября появилась такая новость: “К настоящему времени в Украине зафиксировано 67 смертельных исходов от заболеваний гриппом и ОРВИ, сообщил первый заместитель министра здравоохранения Василий Лазоришинец на брифинге в понедельник. Всего зарегистрировано 255 тысяч заболевших ОРВИ и гриппом, 15 тысяч из которых находятся в стационаре, в том числе 170 человек – в отделении интенсивной терапии. При этом официально подтверждены 22 случая заболевания гриппом А/H1N1″.

А два часа спустя в то же день Тимошенко назвала другую цифру – 14 заболевших, при этом она подчеркнула, что число зараженных “свиным гриппом” по состоянию на понедельник не изменилось.

И 2, и 3, и 11, и 14, и 22 – все эти числа говорят лишь о том, что министр и его первый заместитель придумали эпидемию “свиного гриппа”. Высосали ее из стерильного медицинского пальца. А премьер-министр и президент поддержали их в этом занятии.

Наконец, пик маразма. Уже 30 октября Тимошенко заговорила о возможности массовой вакцинации. “Решение о массовой вакцинации не принято, поскольку ученые еще советуются и окончательно не определились в ее целесообразности”, – сказала она.

Да, возможно, есть эпидемия. Но не “свиного гриппа”, а обычного. Или ОРВИ. Что, опять же, вполне нормально для осени.

Сегодня Минздрав дает статистику, которую невозможно сравнить с предыдущими годами, чтобы понять, насколько увеличилось количество заболевших, каков на самом деле уровень смертности. При этом, говоря о пневмонии, даже сама Тимошенко признает, что “динамика по сравнению с предыдущим годом приблизительно такая же. Но количество смертных случаев на 20% ниже”.

И еще. Есть общеизвестная статистика. Каждый год от разных мутаций гриппа умирают полмиллиона человек. Это примерно 1 400 тысяч человек в день.

Та же ситуация по пневмонии. От простого воспаления легких во всем мире каждый год умирают только 2 миллиона детей. Наверное, еще столько же взрослых, потому что простуживаются все и в любом возрасте.

С этой точки зрения, 30 умерших в Украине, при том, что каждая из этих смертей – горе для близких, небольшая цифра.

Ведь согласно данным региональных бюро Всемирной организации здравоохранения, общее количество лабораторно подтвержденных случаев заболевания людей, вызванных вирусом А/H1N1, в мире составляет 407 тысяч 677, в том числе 4 тысяч 877 – летальных случаев.

Разве это дает нам повод говорить о смертельной угрозе, нависшей над Украиной?

В конце 90-х по южной Украине прокатилась эпидемия холеры. 2 года подряд врачи находили трупы бомжей, объявляли о найденной у них холере и выбивали под борьбу с болезнью. Финансирование. Каждый раз, примерно через месяц, врачи объявляли о победе над эпидемией, и любая информация о холере исчезала. Сами медработники поговаривали, что таким образом чиновники облздравов зарабатывали деньги в условиях, когда медицина хронически недофинансировалась.

Сейчас эта схема может быть использована в масштабах всей страны.

Все из-за денег, или как потратить 5,5 миллиардов

Внимание! В стране нет эпидемии “свиного гриппа”. Скорее всего, есть банальная эпидемия гриппа – как и каждый год. Но в результате извращения фактов в Украине объявлена эпидемия совершенно другой болезни. И под этим предлогом правительство решило потратить 5,5 миллиарда гривен.

Дальше можно уже ничего не объяснять. Но детали не хуже, чем суть происходящего.

Очень удивительный факт – скорость, с которой правительство и президент отреагировали на якобы возникшую эпидемию. Об “эпидемии” стало известно 30 октября. И в тот же день были приняты все ключевые решения.

Как только стало известно о болезнях, и.о. министра финансов Игорь Уманский и премьер Юлия Тимошенко сказали, что готовы дать деньги на борьбу с болезнью. Нужно лишь знать, сколько.

И о чудо! Уже в тот же день они знали, сколько нужно!

Это само по себе удивительно. При нашей бюрократии и бесхозяйственности, сбор информации от больниц и аптек занял бы минимум неделю. За один день она могла поступить только в двух случаях: либо она была заготовлена заранее, либо ее не было вообще.

“Правительство выделяет 0,5 миллиардов гривен для того, чтобы закупить все необходимые лекарственные средства”, – сказала Тимошенко, открывая утреннее заседание правительства в пятницу.

Немного позже в тот же день, на встрече с руководителями западных областей, она назвала уже в шесть раз большую цифру – 3 миллиарда. “Это в два раза больше, чем необходимый объем лекарств. На эти 3 миллиарда гривен будут куплены лекарства, маски, медицинское оборудование, в областях будут созданы специальные лаборатории, будут созданы специальные правительственные группы, которые будут работать в областях”, – сказала премьер.

Правда, через какое-то время 3 миллиарда исправили на 500 миллионов. Звучала ли цифра 3 миллиарда, уже никто не может точно сказать. Предлагаем считать, что да. Поскольку в тот же день ее растиражировали многие телеканалы и печатные СМИ.

В обоих случаях Тимошенко не уточнила, из каких источников правительство планирует выделить данные средства. Напомним, сейчас у Кабмина вообще нет денег, и он берет в долг под 30% годовых.

Теоретически, это значит, что деньги должен будет напечатать Нацбанк. И, конечно же, он не имеет права отказать. Тут же дело серьезное.

В понедельник вопрос денег получил интересное продолжение. Виктор Ющенко предложил дофинансировать повышение соцстандартов за счет таинственного источника – “экономии на обслуживании внутреннего долга”.

В тот же день Тимошенко подала в Раду поправки к бюджету-2009. В них она предложила профинансировать выделение денег на борьбу со “свиным гриппом” за счет того же источника – “экономии на обслуживании внутреннего долга”.

Так вот, речь идет о 5,5 миллиардах гривен. Правительство планировало в этом году потратить на обслуживание госдолга 10 миллиардов гривен. Но по факту потратит лишь 4,5 миллиарда. Дал денег МВФ, плюс на рекапитализацию потрачено гораздо меньше, чем ожидалось.

Конечно, этих денег нет “в натуре”. В любом случае, их должен будет “напечатать” Нацбанк. Поэтому должны быть очень веские причины, чтобы Стельмах не мог отказать Тимошенко.

И оказалось, что для этого есть все предпосылки. Только кажется, что до 30 октября Украина жила без “свиного гриппа”.

Уже два года в стране и мире постоянно ведется информационная кампания, которая должна была приучить население к двум мыслям. Первая – что эта болезнь существует. Вторая – что она очень опасна.

Кампания работала по принципу закона эпидемии. Поток информации накапливался, но несколько новостей в день на одну и ту же тему нельзя было проанализировать. Поэтому новости работали на создание некого информационного фона и тревоги.

30 октября наступил ключевой момент. В тот день начали говорить все – Минздрав, Тимошенко, Ющенко, Богатырева. Все бросились пиариться на громком информповоде. И тут же у людей сработала глубинная память. Все, чем их пичкали два года, вылилось в психоз. Тут же возникли маски, очереди в аптеках и разговоры о необходимости потратить 500 миллионов, 3 миллиарда и 5,5 миллиардов.

Проанализировав новости в интернете, можно было ожидать, что лекарства будут покупаться у британской GlaxoSmithKline PLC. Но в реальности, оказалось, что выиграет другая фармацевтическая компания.

30 октября секретарь СНБО Раиса Богатырева заявила, что Украина обратится за гуманитарной помощью к странам, у которых есть препараты, чувствительные к вирусу A/H1N1.

Среди всего прочего, в состав гуманитарной помощи должен входить “Тамифлю” – этот препарат рекомендует ВОЗ для борьбы со “свиным гриппом”. По словам заместителя министра охраны здоровья, по рекомендации ВОЗ, “если в регионе зарегистрирован хотя бы один случай заболевания гриппом A/H1N1, то лечение становится единым для всех заболевших ОРЗ”.

“Тамифлю” – препарат швейцарской компании F. Hoffmann-La Roche LTD. И именно этой компании в ближайшее время потекут сотни миллионов из Украины.

“Тамифлю”, а не другие лекарства от обычного гриппа, уже дают всем беременным женщинам, которые живут на западе Украины и имеют глупость обратиться за помощью к врачам после мелкого чиха.

Не хочется комментировать обоснованность решений ВОЗ. Но почему в Украине, где нет эпидемии “свиного гриппа”, беременных пичкают именно этим препаратом?

Подведем итоги

Вывод первый. Эпидемия “свиного гриппа” придумана.

Вывод второй. Тем не менее, под нее правительство хочет потратить 5,5 миллиардов.

Вывод третий. Поэтому премьер, президент, глава СНБО и, естественно, Минздрав всячески стимулируют тему эпидемии. Их поддерживают масса разных людей – от международных чиновников и бизнесменов до простых людей, поддавшихся психозу.

Вывод главный. Все это не значит, что болезни нет. Есть, но она другая – обычный грипп. Поэтому защищайтесь от инфекции. Но, покупая маску или “Тамифлю”, помните, что в этот момент кто-то зарабатывает на вас миллиарды.

Nell’articolo precedente abbiamo visto quali siano le teorie cui fa riferimento il SAP2000 nel calcolo di una trave su suolo elastico ed abbiamo anche appurato che quegli stessi calcoli possono tranquillamente essere effettuati a mano con una differenza tra i risultati dell’ordine dell’1% (vedi: trave su suolo elastico: calcoli manuali vs. SAP2000).

Adesso passiamo dalla trave alla piastra, facendo riferimento ad una parete di un serbatoio soggetta alla spinta dell’acqua su una delle facce. Tale piastra verrà prima risolta con semplici calcoli manuali, facendo ricorso alle solite teorie di Timoshenko, e successivamente mediante elaboratore elettronico.

Iniziamo ad introdurre il problema: abbiamo una parete in cemento armato di un serbatoio interrato, di forma approssimativamente quadrata; tale parete è soggetta a spinta idrostatica da una parte e spinta del terreno dall’altro.

Discutiamo brevemente la modellazione della parete, la quale può essere soggetta a due tipi di spinte:

• del terreno, dall’esterno verso l’interno;
• dell’acqua, dall’interno verso l’esterno.

Ovviamente, queste spinte si contrastano, quindi la condizione più gravosa è la presenza di una sola delle due, in particolare della sola acqua con terreno assente (ovvero proprio quando si effettua il collaudo della parete).

Consideriamo una parete alta 6 metri e lunga 5.5 metri. Come condizioni di vincolo faremo riferimento alla piastra poggiata sui bordi, anche se le fondazioni potrebbero suggerire la presenza di incastri distribuiti lungo il bordo inferiore.

Come detto, la teoria cui fare riferimento è “Theory of Plates and Shells” di S. Timoshenko e S. Woinowsky-Krieger. Il nostro problema viene affrontato nel Capitolo 5, “Simply Supported Rectangular Plates“, nel quale si discute proprio il problema della piastra soggetta a pressione idrostatica:

A questo punto vogliamo valutare lo stesso abbassamento mediante l’ausilio dell’elaboratore elettronico, ovvero il solito SAP2000. Modelliamo la parete scegliendo opportunamente i parametri ed ecco il modello 3D:

Avendo fatto uno screen col cursore nel punto in cui si ha il massimo abbassamento, leggiamo il valore: 0.5778; la differenza tra i risultati ottenuti è poco superiore al 4%, un valore molto basso che conferma l’equivalenza delle due procedure svolte. Da notare, tra l’altro, che se anziché riferirci al valore 0.00243, corrispondente al fattore di forma 1.1, troviamo tramite interpolazione il valore corrispondente al fattore di forma 1.09, ovvero 0.00239, l’abbassamento scende a 0.5942 (differenza del 2.8%) avvicinandoci ancora di più al valore del SAP2000; praticamente i risultati sono uguali.

Sia per l’abbassamento che per il momento flettente massimo abbiamo verificato che non c’è praticamente differenza tra i calcoli manuali e quelli svolti dall’elaboratore elettronico. Il SAP2000 è di grande ausilio in termini di tempo, ma i calcoli svolti possono essere tranquillamente ripetuti con una matita, un foglio di carta ed un bel testo di Scienza delle Costruzioni.

Molto spesso, girando per i forum di ingegneria, si leggono richieste del tipo: “avrei bisogno di un programma per calcolare X”, “necessiterei di un foglio Excel per valutare X”, “chi mi dice col SAP come posso trovare X”, ecc; dove, generalmente, X è un’operazione banale che si potrebbe effettuare anche con un calcolo manuale.

L’argomento che vogliamo affrontare oggi è: ma veramente il computer ci ha sostituiti del tutto? E con i calcoli manuali possiamo raggiungere la sua precisione?

Anzitutto il computer, come spesso detto, è un elaboratore e nulla di più; elabora le operazioni che gli diciamo di fare, ma senza che ne capisca un tubo di strutture, acciaio, cemento, ecc. Programmi come il SAP sono solo di supporto al nostro mestiere, ma non potranno mai sostituirci.

La risposta alla seconda domanda centra esattamente il tema che vogliamo affrontare, perché indubbiamente per calcoli complessi la nostra precisione non può raggiungere quella del computer, ma solo perché le operazioni che dovremmo fare noi, manualmente, richiederebbero moltissimo tempo; e il tempo è denaro.

Ma un computer non è a conoscenza di teorie a noi ignote che gli permettono di risolvere meglio di noi un problema. Al contrario, la teoria di Timoshenko per le piastre, ad esempio, la conosce sia l’operatore che l’elaboratore, con la “piccolissima” differenza che il primo ha cognizione di cosa fa mentre il secondo esegue delle richieste e basta.

Ma non dilunghiamoci troppo e facciamo un esempio di calcolo semplice ma efficace per il nostro scopo. Immaginiamo di dover calcolare i cedimenti di una trave elastica su suolo elastico. Niente di più semplice, serve il SAP per calcolarla? “No, ma il SAP è più preciso” potrebbe obiettare qualcuno; vediamolo allora.

Dunque, abbiamo la trave della figura su un suolo elastico e soggetta ad una forza concentrata; per risolverla impieghiamo gli stessi identici strumenti utilizzati dal SAP, quindi apriamo il testo “Strength of Materials – Part II” di Timoshenko e andiamo al Capitolo I “Special Problems in Bending of Beams”:

A pagina 23 c’è l’esercizio 3 che fa esattamente al caso nostro:

Definiamo anzitutto i dati che ci servono. Partiamo dal modulo del terreno k, che possiamo ricavare dai manuali di geotecnica. Assumiamo, ad esempio, un valore alto:

Ovviamente la forza è piccola in confronto alle dimensioni della fondazione e quindi l’abbassamento è esiguo.

(nota: per chi si chiede perché proprio una forza N di 95.9 kN, la risposta è semplice: per questo articolo è stato sfruttato un calcolo fatto recentemente per la fondazione di un serbatoio per acquedotto esterno. Il basso valore della forza concentrata, che è in realtà lo scarico della parete di separazione delle due vasche, è dovuto al fatto che bisogna evitare l’incipiente di fessurazione del calcestruzzo per prevenire infiltrazioni d’acqua nelle fessure del materiale non resistente a trazione)

Passiamo al momento flettente; il momento massimo al centro si ricava dalla relazione:

Ecco svolto l’esercizio. Il SAP saprebbe fare di meglio? Vediamo. Inutile dilungarci sul come modellare una trave su suolo elastico (al massimo faremo un articolo a parte), passiamo direttamente ai risultati. L’abbassamento vale:

Dunque, il SAP restituisce un abbassamento di 0.5395 mm a fronte dei 0.5340 mm del calcolo manuale; la differenza è del solo 1% (abbiamo trascurato la deformabilità assiale e tagliante disattivandola).

Vediamo l’output del momento:

Dunque, per il momento il SAP restituisce 79.19 kN m contro i 79.34 kN m del calcolo manuale; la differenza è addirittura inferiore all’1%.

Ci stupiamo dei risultati ottenuti? Non dobbiamo, perché il SAP è configurato per eseguire i calcoli proprio seguendo la teoria applicata da noi (diciamo di più: il SAP si riferisce per la maggior parte delle applicazioni alle teorie di Timoshenko). Quello che abbiamo fatto noi a mano l’ha fatto il SAP usando memoria di calcolo. Addirittura per casi così semplici facciamo prima a mano che a modellare tutto a computer.

E con questo è tutto. La prossima volta magari affrontiamo lo stesso problema ma riferendoci alle piastre su suolo elastico.

Lo spunto per questo articolo ci è venuto leggendo una discussione su un forum di ingegneria (IngForum) intitolata “SAP v.11 discrepanza nel calcolo dei momenti” in cui l’autore scriveva:

“ciao a tutti , sono nuovo del forum ed ho da provi una domanda di una banalità imbarazzante: stavo provando a risolvere una struttura col sap ed ho notato delle differenze tra i valori di output di quest’ultimo e i calcoli “a mano”… allora insospettito decido di risolvere schemi + semplici e provo a disegnare una trave app-app con un carico distribuito e moltiplicatore del peso proprio=0 .

In realtà quando eseguiamo semplici calcoli manuali utilizziamo una teoria differente per la trave, che è quella di Eulero-Bernoulli; il SAP, invece, fa riferimento alla trattazione completa di Timoshenko (vedi L. Nunziante, “Scienza delle Costruzioni” della McGraw-Hill). Quando vogliamo risolvere uno schema elementare mediante calcoli manuali in sostanza andiamo a trascurare la deformabilità tagliante della trave, non consideriamo lo scorrimento, con risultati che non coincidono con quelli dell’elaboratore elettronico. Il problema risiede nel fatto che il SAP adotta la teoria di Timoshenko per la trave e non quella di Eulero-Bernoulli, quindi aggiunge anche lo scorrimento gamma che è dato da:

fattore di taglio x T / (G x A)

In pratica, così come per lo sforzo assiale esiste la relazione (N = kn x epsilon) e per il momento (M = kchi x curvatura), per il taglio si ha:

T = kg x gamma

Per far si che i calcoli al SAP corrispondano con quelli manuali basta annullare lo scorrimento, ovvero avere che:

T / kg = 0

che si ottiene aumentando di molto la rigidezza tagliante:

kg = GA/fattore di taglio

Molto più facile a farsi che a dirsi; nel SAP basta mettere un valore altissimo alle aree a taglio della sezione, in modo da rendere enorme la rigidezza e, quindi, nullo lo scorrimento.

Se adesso si prende lo stesso schema che ha proposto l’autore, ovvero di trave appoggiata-incastrata, con rigidezza tagliante infinita, peso proprio nullo, luce di 1 m e carico distribuito di 1 kN/m, come mostrato nell’immagine seguente:

si ottiene:

Ta = -0.375 kN (3/8 ql)
Tb = 0.625 kN (5/8 ql)

Ma = 0
Mb = -0.125 kNm (ql^2/8)

Ovvero, esattamente i valori teorici che avremmo ottenuto con un calcolo manuale trascurando la deformabilità tagliante.

The leaders in Ukraine and Georgia – Yuschenko and Saakashvili respectively – seem to be losing hold of their governments and their public support is falling each day. News are coming out quite frequently hinting at tensions between the Presidents of the two countries and their governments. Oppositions are using this chance to bring forth their ideas and show what they have to offer their countrymen.

Ukraine

Newspapers from Russia and Ukraine are reporting that Yuschenko and the Rada (Verhovnaya Rada is Kiev’s Upper House) are more tense than ever. The Ukrainian parliamentariansare introducing a new bill that calls for renaming the Ukrainian Internal Forces to the National Ukrainian Guard. In essence, this gives the control of the military to the Rada, and takes it away from Yuschenko. Nikolai Dzhiga, a Ukrainian parliamentarian, pointed out that in this way, Yuschenko will not be able to use the military to pursue his political goals.

In 2007, during the Ukrainian political crisis, Yuschenko tried to issue an order for the military to step in when the special police units loyal to the head of the Ministry of Interior took control of the building of the Secretary of State’s building. No one followed the order as they did not agree with it and Ukrainian parliamentarians shot down the order, deeming it unconstitutional.

This shows, that Yuschenko is the only one who is backing his political goals. Ukraine is virtually split, the East and the South regions supporting Russia and pro-Russian parties, while the West and the North are supporting the complete opposites. It is important to note that one that thing that everyone in Ukraine has in common, is lack of support for Yuschenko.

Events around Yuliya Timoshenko, a leader of an opossition party to Yuschenko, has been the center of media attention for the past week.She has taken a pro-Russia stance, as Yuschenkoputs it, with repsect to Georgia and Crimea. Timoshenko said that Yuschenko is only putting the Ukrainian people in danger by tensing the situation in the Black Sea and supporting Georgia, events around which have become a political turmoil. Timoshenko also said that she has noticed a “tail” behind her wherever she goes. Most likely from the Ukrainian Secret Service at the request of Yuschenko. Because of her stance on Georgia and Crimea, she has been called a traitor to Ukraine by Yuschenko, however, no one else seems to echo his thoughts on the matter.

Georgia

Opposition leaders in Georgia are calling for Saakashvili’s resignation. The opposition leader of the party called “New Right” David Gemkrelidze said that is was “irresponsible of Saakashvili to bomb Tkhinvali, it was a trap, whichw as set for Georgia, against which the U.S., Europe, and the Georgia people have warned.” He also added, that now NATO does not know within which borders to accept Georgia into it’s organization. It is true, though, South Ossetian War has truly backed up Tbilisi’s attempts to join NATO.

The leader of the opposition also stated that he will meet with other opposition leaders to work out a plan of action of how to act in situations such as the one on hand. Soon, they will release their own, independent analysis of the short war in South Ossetia and will presented to the world.

Although the opposition is condemning Saakashvili, they are not taking a pro-Russia stance. Knowing, that the Georgian citizens have only been fed Saakashvili’s take on the war and read only the stories published by state controlled media, they have to take a stance which shows them as saying that this conflict was wrong and that the territorial sovereignty of Georgia has been destroyed. Nevertheless, they are not blaming Russia for the actions and are placing all of the blame on Saakashvili.

The Conclusion

United States is losing the grip on the “friends” in Tbilisi and Kiev. The oppositions in the countries are becoming more and more popular, as the current administrations do not give the Ukrainian and Georgian people what they want, and that is security (as seen in the South Ossetian War and the tensions in Crimea), and stable economies (spending a lot on military, while not paying attention to important domestic issues). It will be interesting to see how the elections in Ukraine and Georgia will be affected by the wave of current events, what role the U.S. will play.

Il 15 gennaio, il presidente Viktor Jushenko (quello dei rubinetti d’oro), il primo ministro Julija Timoshenko (detta la Pasionaria di Kiev) ed il presidente del parlamento Arsenij Jaceniuk hanno firmato la richiesta affinché l’Ucraina sia accolta nel piano di azione per diventare membro della NATO (Membership Action Plan, acronimo MAP) in occasione del prossimo vertice di Bucarest. “Condividendo appieno i valori democratici europei, lo Stato si riconosce parte dello spazio di sicurezza euroatlantico ed è pronto a lottare alla pari insieme alla NATO ed agli alleati contro le comuni minacce alla sicurezza” si legge nel comunicato ufficiale. Scontate le reazioni: le accuse dell’opposizione di violare la Costituzione che sancisce la neutralità dell’Ucraina, le intenzioni della Russia di “rivedere” le relazioni bilaterali, ma soprattutto i salti di gioia degli Stati Uniti secondo i quali l’Ucraina, per aderire alla NATO, neanche necessiterebbe dello svolgimento di un referendum popolare.
Secondo gli ultimi sondaggi, risalenti a febbraio, quasi il 77% degli ucraini vorrebbe invece essere consultato in materia; la percentuale di quelli contrari all’adesione si attesterebbe al 58,5%. Il referendum “autogestito” svoltosi in Crimea nel 2006, ha registrato la vittoria degli oppositori all’adesione con una percentuale plebiscitaria vicino al 99%. Sono quegli stessi che, all’indomani della notizia circa la formalizzazione dell’istanza pro NATO, sono tornati subito in gran numero a manifestare in piazza. La Crimea, del resto, non porta bene agli Stati Uniti. In occasione delle prime esercitazioni congiunte fra truppe statunitensi ed ucraine, si è verificata infatti una vera e propria sollevazione popolare, iniziata con la reazione indignata dei lavoratori del sanatorio di Fedosia, trasformato per l’occasione in alloggio per i soldati. Gli addetti alle pulizie, i cuochi, i camerieri, tutto il personale insomma, si sono licenziati in blocco pur di non servire coloro che avvertivano come nemici e calpestatori della loro dignità. Qualcuno, rischiando più del proprio stipendio, ha persino tagliato l’acqua, il gas e la corrente elettrica all’edificio.
Ad ogni modo, un’eventuale ingresso dell’Ucraina nella NATO richiederebbe sforzi notevoli e sacrifici non indifferenti anche in termini economici, considerata la necessità di convertire l’esercito agli standard dell’Alleanza Atlantica, tramite l’acquisto di sofisticati equipaggiamenti di produzione occidentale. L’Ucraina dovrebbe inoltre dire addio a molte delle sue grandi aziende che operano nel settore della difesa, che certamente non sopravviverebbero al cessare del fondamentale sostegno attualmente offerto dalla Russia. Dovrebbe fornire con regolarità proprie truppe per le missioni internazionali intraprese dalla NATO. Ultimo e non meno importante aspetto è che l’ingresso nella NATO non potrebbe avvenire prima che l’ultima base militare russa, quella navale a Sebastopoli sul Mar Nero, venisse smantellata. Si parla del 2017, ma con l’aria che tira è davvero difficile ipotizzare che la Russia si lasci soffiare una infrastruttura di così fondamentale importanza strategica. Anzi, i russi non paiono neanche disponibili ad accettare un aumento del canone d’affitto, 100 milioni di dollari annui dedotti dal debito che l’Ucraina ha accumulato per le forniture energetiche.

Han pasado casi 3 años del envenenamiento de Victor Yuschenko y aún no se sabe quien o que fue el causante del mismo.

Hoy día se considera poco ético preguntar al presidente de Ucrania sobre su “cena secreta” de entonces. Al preguntarles por el cado, en el secretariado del presidente responden que “el presidente de Ucrania quiere saber quiénes son los culpables”. La secretaria de prensa del presidente, Irina Gueraschenko confirma constantemente que “el presidente está interesado en el rápido esclarecimiento del caso de su envenenamiento”. Pero entonces, ¿por qué todo el tiempo ha intentado echar tierra sobre él?, ¿Porque se empeñaron en DIFAMAR A RUSIA diciendo que sus servicios de seguridad habían estado detrás de todo?

Al principio, nada más llegar al poder decía a los cuatro vientos que pronto se sabría quiénes fueron los asesinos de Gongadze. A los tres meses la investigación se silenció. Cuando en las ruedas de prensa los periodistas preguntaban al presidente porqué no solucionaba estos sonoros casos, siempre evadía la respuesta. Todo esto lo lleva la fiscalía, no yo. Yo solo llamo a ser honrado, a encontrar a los culpables, etc. Sobre la cena lo conté ya todo en 2004. Pero sobre este tema se le puede decir de manera constructiva al presidente: usted no contó todo, Victor Andreevich. O al menos nosotros no lo entendimos.

Recordemos brevemente como fue este supuesto envenenamiento del que se acusó directamente a Rusia de estar detrás. En 2004, en el momento más intenso de la campaña en su recorrido por todo el país, el entonces candidato a presidente de repente, a comienzos de septiembre desapareció unas cuantas semanas de la arena pública. Los partidarios del candidato opositor estaban perplejos: ¿qué ha sucedido?, ¿cómo puede dejar la campaña electoral en un momento así?”. También estaban perplejos los periodistas. Se veían confundidos incluso los partidarios de su oponente Yanukovich.

Después Victor Yuschenko mostró al pueblo su nuevo rostro. El 21 de septiembre al salir a la tribuna del parlamento, dijo que le”había envenenado alguien del gobierno”. Dijo que quería saber concretamente quién había sido. Y por eso prometió que en cuanto fuera presidente iba a investigar el asesinato del periodista Gongadze y del jefe del banco nacional de Ucrania Hetman, junto con su envenenamiento.

Yuschenko contó a los periodistas que le habían envenenado durante una cena con el jefe de los servicios secretos Igor Smeshko y su segundo Vladimir Satsyuk. También salió a la palestra Timoshenko y dijo: “sabemos quién está tras el envenenamiento, e inmediatamente tras la victoria en las elecciones, cuando haya un fiscal honrado, un ministro de interior honrado, un jefe de los servicios secretos honrado, la investigación se concluirá en unos meses”.

Después en una entrevista en el semanario “Espejo semanal” la esposa de Victor Yuschenko Katerina dijo: “la noche del 6 de septiembre Victor volvió tarde a casa. Le besé y sentí en los labios un sabor a medicamento. Le pregunté si había tomado algo. A esto Victor reconoció que había estado en una reunión a la que no tenía muchas ganas de ir. Unos días después su estado empeoró y los médicos ucranianos dijeron que se sufría una intoxicación doméstica. Sus amigos insistieron en que se le viese en una clínica europea. Los médicos austriacos establecieron que el diagnóstico y el tratamiento en Ucrania habían sido incorrectos. Dijeron que si hubiera tardado unos días más y de le hubieran hospitalizado, el riesgo de muerte habría sido del 80%.

Esta es toda la información del envenenamiento que han suministrado Yulia Timoshenko, Victor Yuschenko y su esposa a los casi tres años del envenenamiento. Esta historia, tras la victoria electoral y la llega de jefes honrados para el ministerio del interior, servicios secretos y fiscalía, ha quedado sepultada por el secreto de la investigación. Al igual que ha sucedido con los casos Gongadze, Hetman, Chornobil y muchos otros.

Después esta historia del envenenamiento ha empezado a cubrirse de mitos y comentarios de todos, cuando alguien ha podido acceder a Yuschenko y sus análisis de 2004. Aquel año en septiembre se formó una comisión de investigación parlamentaria sobre el atentado contra la vida del candidato a presidente Victor Yuschenko. Entre sus miembros estuvo el odioso ministro de sanidad de los tiempos del gobierno de Timoshenko, Nikolai Polischuk. Entonces era diputado-médico, y dijo más alto que los demás que habían envenenado a Yuschenko. ¿No fue por esto que recibió el cargo de jefe del ministerio de protección de la salud?

El diputado de la cuarta legislatura Stepan Gabrish dijo entonces: “el equipo de Victor Yuschenko lo presenta seriamente. A mi me parece que hay mucho de psicosis alrededor de este problema. Un problema que solo siente una persona: Victor Yuschenko. Y las manipulaciones sobre su salud como arma política son condenables”. El 7 de octubre de 2004 el jefe de la comisión parlamentaria sobre la investigación del envenenamiento, Vladimir Sivkovich dijo que “no hay motivos para decir que se ha producido un atentado contra la vida de Victor Yuschenko”.

A los tres meses la clínica austriaca Rudolfingerhaus publicó las conclusiones oficiales; en la sangre de Victor Yuschenko se habían encontrado dioxinas. “No tenemos dudas. La dioxina es una de las sustancias más tóxicas existentes. El envenenamiento de Yuschenko fue indudablemente planeado”, dijo a los periodistas el médico jefe Mijail Zimpfer.

¿Le envenenaron…?

Supongamos que Ciertamente envenenaron a Yuschenko. ¿Pudo suceder la noche del 5 al 6 de septiembre? A partir del 10 de octubre de 2004 toda la sociedad creyó a pies juntillas que había tenido lugar el extraño hecho de una “reunión del candidato Yuschenko con los jefes de los servicios secretos Igor Smeshko y Vladimir Satsyuk, tras la cual el candidato se sintió mal”. Pero el hecho de tal encuentro ya pone en guardia. ¿Para qué asistieron al encuentro Smeshko y Satsyuk? ¿Quién lo organizó y con qué objetivo? ¿De qué hablaron? ¿Por qué el encuentro se organizó en la dacha de Satsyuk en Osokorki? ¿Y qué hacía en este encuentro David Zhvaniya (antiguo primer ministro de Georgia con Saakashvili, muerto en extrañas circunstancias)? A finales de 2004 las respuestas a estas preguntas no interesaban a nadie. Extraño, pero ni siquiera ahora nadie busca una respuesta.

Si le envenenaron en este encuentro, lo pudieron hacer Smeshko o Satyuk. O Zhvaniya… Nadie ha descartado definitivamente la versión de que quien envenenó a Yuschenko fue su “querido amigo”. Dicen que David Zhvaniya en aquel tiempo colaboraba intensamente con Boris Berezovski, que era por aquel entonces el contacto con el “inglés”. Hasta el mismo 9 de septiembre Zhvaniya no se separó prácticamente de Yuschenko, le acompañaba en todos sus viajes. Precisamente él era quien intentaba a menudo organizar encuentros. Y después del 9 de septiembre de repente se alejó de la campaña electoral y prácticamente dejó de interesarse por lo que sucedía.

¿Con qué objeto el entorno de Yuschenko podría haber dado tal paso? Digamos que para acelerar la revolución naranja. Para que Yuschenko actuara de una manera más radical, creyendo que su vida estaba amenazada. Crear un gran escándalo con la actuación de un agente químico. Y enmascarar el “aditivo alimentario” como una operación ajena con las consecuentes revelaciones de quienes eran los ejecutores y casi revelación las circunstancias del envenenamiento. El programa del “envenenamiento controlado”, a juzgar por todo, lo conocían sólo unas pocas personas de su círculo. Y Zhvaniya sería aquel en quien delegaron como “invitado a la cena”. Precisamente él fue quien más tarde realizó las más fuertes acusaciones contra los servicios secretos rusos. En diciembre de 2004 Zhvaniya dijo: “hay un tal Kurochkin, es el representante en Kiev del llamado “Club ruso”. No se avergüenza de decir ante la gente que tiene gente, materiales del FSB que pueden ayudar a quitar de en medio a Yuschenko”.

En la tan recordada y publicitada cena trabajaron 9 personas, entre los cuales había 2 cocineros uzbecos invitados especialmente para preparar un plov (plato de arroz). Al igual que el plov, el resto de los platos fueron servidos a todos. El encuentro fue organizado por iniciativa de Davis Zhvaniya y se aplazó varias veces. Yuschenko llegó con 4-5 horas de retraso a la cena. Para entonces Yuschenko había cenado un par de veces: en Chernigov y por el camino a Kiev. Sólo el círculo más cercano de Yuschenko conocía el encuentro con Satsyuk. El propio Chervonenko, con humildad y obsequiosidad cumplió con la orden de abandonar su puesto y volver a casita. A la escolta le sirvió la cena la gente de Satyuk. La posibilidad técnica de realizar una operación en la dacha del jefe de los servicios secretos, por supuesto, existía. El veneno se pudo añadir en el plov uzbeco. ¿Quién distinguiría un granito entre el arroz?

Y por supuesto lo pudieron añadir Smeshko o Satsyuk. Si hubieran recibido la orden de arriba de matar a Yuschenko. Pero parece que unos experimentados oficiales de los servicios secretos habrían actuado con más profesionalidad. ¿Acaso habrían cometido el error fatal de no dar una dosis suficiente a Yuschenko? Quieren hacernos creer que los servicios secretos en la época de Kuchma eran así de incompetentes. ¿Si hubiesen trabajado en estos servicios secretos y recibido el encargo de eliminar a Yuschenko, acaso habrían elegido un veneno tan poco adecuado para cometer el asesinato? Lo más probable es que hubieran provocado un accidente aéreo o de coche. Habrían elegido una variante parecida a la que no llamó tanto la atención en la campaña electoral de 1999 con Vyacheslav Chornobil. No habría veneno en la sangre, y un accidente de avión con Yuschenko a bordo habría sido una triste casualidad. Reconozcámoslo, suena más convincente para la opinión pública.

¿… o no le envenenaron?

La oposición se había preparado a conciencia para la revolución naranja, formando su propio y poderoso “puño informativo” con millones de periódicos gratuitos. Inesperadamente para todos los participantes en las elecciones de 2004 hacia la mitad de la campaña había una inesperada igualdad, que sólo podría (y debería) romperse con un shock. Este shock fue el intento de asesinato de Victor Yuschenko.

Muchos politólogos y agentes de relaciones públicas acercaron el país a la revolución. Conocían a fondo la mentalidad del pueblo ucraniano y su posición de “eso no me atañe”. Yuschenko parecía demasiado joven. Demasiado para ser convincente. Y la población se dividió en dos, la que apoyaba a Yuschenko y la que apoyaba a Yanukovich.

Los soviéticos estaban acostumbrados a que el presidente tuviera más de 60 años. Yuschenko tenía justo 50, y por su aspecto no parecía andar sobre los 40. La juventud se asocia con la falta de experiencia. Para líder de la oposición no está mal, pero para “padrecito zar” no vale. Y entonces los relaciones públicas pudieron decir a Yuschenko: quiéres ser presidente, tienes que sacrificar algo. Aunque sea porque la población no se alteró demasiado cuando Yuschenko había dicho que habían intentado atropellarle con un camión. La población no reaccionó unánimemente. ¿Si quisieron atropellarle, por qué no lo hicieron? Si le amenazaron, ¿por qué no le mataron? Haga trabajar a la imaginación la dieferencia entre estas dos situaciones: frente a usted a un joven Yuschenko de la Maidán, con cara de jovencito, que le dice: “me ha intentado matar Yanukovich”, o un Yuschenko con arrugas, con aspecto de persona de edad con experiencia que asegura: “el poder ha intentado matarme”. Si las dioxinas envenenan todo el organismo, ¿por qué solo ha “envejecido” la cara? Las manos y el cuello no han resultado tocados. Algunos médicos aseguran que es simplemente una reacción del organismo, otros aseguran que algo así no puede suceder. Como si todo hubiese sido planeado como campaña de relaciones públicas.

Para la gente que no está relacionada con ninguna tecnología de campañas de imagen esta versión les parecerá demasiado fantástica. ¿Acaso podría Yuschenko, para obtener el sillón presidencial hacerse algo así? No podría volver atrás. Además Yuschenko no ha intentado hasta el momento “rejuvenecerse” u operarse la cara. Porque la gente a la que no le gusta su política dice que es “demasiado joven e inexperto”.

¿Al presidente no le interesa saber la verdad?

¿Qué porcentaje de verosimilitud tiene el envenenamiento de Yuschenko? El 50%. El otro 50% por que no le envenenaron. O sí o no, no hay otra respuesta.

Los fiscales generales en estos dos años siempre han dicho: “puede ser”. La fiscalía dirigida por Guenadi Vlasilievich abrió el caso por intento de asesinato de Victor Y. Yuschenko. Después el fiscal general Svyatoslav Piskun aseguró que estaba cerca de concluir la investigación. Pero le echaron, y en su puesto pusieron como fiscal a Kutsim, el principal investigador del caso Yuschenko. Ahora la fiscalía, dirigida por Medvenko hacer ver que investiga el caso Yuschenko con todas sus fuerzas. ¿Creen ustedes que Yuschenko no tiene ni idea de lo que le ha pasado en la cara? Hablando en serio, tenemos dudas sobre ello. Si alguien intenta asesinarle y desfigura su cara, ¿acaso usted, una vez llegado al poder, no intentaría en primer lugar descubrir al culpable, a cualquier precio?

¿Por qué quieren echar tierra sobre él? Al comentar esta pregunta para Ura-Inform, el jefe de la comisión parlamentaria sobre la investigación del envenenamiento de Yuschenko en la cuarta legislatura, Vladimir Sivkovich nos dijo:

- En ningún país del mundo ha habido nunca una investigación normal. Recuerde el caso del asesinato de Kennedy. Se me hace difícil ponerme en el papel de Pavel Glova y hacer pronósticos de cuando se descubrirá el caso del envenenamiento. No quiero manifestar presuposiciones de quién es el culpable y qué sucedió. Todas las personas que se encuentran cerca del presidente, en cualquier país se llaman el ·círculo del infierno”. Es posible que molesten a la investigación. O puede ser que sea muy complicado.

¿O puede ser que no se investigue precisamente porque no hubo envenenamiento? ¿O, porque, si lo hubo en él participó gente a la que Yuschenko no puede entregar? Tal vez los “buenos amigos”, Kuchama y otros que tienen demasiada información sobre el presidente y su círculo. En cualquier caso el punto final sobre este caso no se pondrá pronto. SI se llega a poner algún día.

En lugar de postdata

Entre la población y los medios de comunicación ucranianos la información sobre el que fue el “caso nº 1″ no suscita ningún interés. “La popularidad de Yuschenko está cercana a cero, de la revolución no queda nada, – dice Vladimir Malinkovich, director del instituto de investigaciones políticas. – la gente ha perdido el interés en esta historia”.

La división de la coalición naranja en Ucrania es un duro golpe para todos los que veían en este movimiento la punta de lanza de una reorientación política «occidental» de la región. Por otra parte, la reciente revelación del financión ilegal (más de 15 millones de Euros) de la campaña del presidente Yushchenko por parte del oligarca ruso Boris Berezovski podría conducir, teóricamente, a una invalidación de las elecciones presidenciales de enero de 2005.

En Vremya Novostyey, de Kiev, Piotr Simonenko, primer secretario del Partido Comunista Ucraniano, rebate toda esta agitación. En su opinión, no se trata más que de una nueva fase del plan geopolítico imaginado en el exterior del país durante la formación del poder «naranja». La estrategia de situar a la primera ministra destituida, Yulia Tymoshenko, en la piel de una opositora, permite presentar una candidata «naranja» que no tendrá que asumir el fracaso de la política implementada. Así, habiendo captado los votos leales y disidentes en 2006, los naranjistas se unirán nuevamente después de las elecciones. Considera que se trata de un conflicto entre grupos financieros que terminarán por reconciliarse cuando sus intereses económicos lo exijan. Una vez obtenida la mayoría parlamentaria, sus representantes trabajarán para incorporarse a la OTAN y a la OMC e intensificarán la colaboración del GUAM [Georgia, Ucrania, Azerbaiyán y Moldavia] contra Rusia.

Por su parte, en Novyie Izvestia, de Kiev, el ex primer ministro ucraniano, Leonid Kravchuk, fuente de la revelación sobre el financiamiento de la campaña de Yushchenko, afronta igualmente las consecuencias de este asunto. Si bien desacredita un movimiento que se pretendía limpio, el procedimiento de moción de censura tiene pocas oportunidades de dar resultado. Es de la opinión de que estos conflictos entre primer ministro y presidente se inscriben en la tradición política del país y no tienen consecuencias, pues las relaciones terminan por normalizarse entre ambas partes.

El diario conservador francés Le Figaro da la palabra a la principal interesada, la multimillonaria ucraniana Yulia Tymoshenko, ex primera ministra de Ucrania y dirigente del Partido de la Madre Patria, quien se empeña en tranquilizar a los partidarios del campo «naranja»: la revolución democrática no está muerta, incluso si el nuevo gobierno nombrado por el presidente Yushchenko está más próximo del antiguo régimen Kuchma. – Sin embargo, para ella, lo principal es que las tensiones políticas en Ucrania no atenten contra la imagen de la revolución naranja en Occidente. La moderación de sus palabras en dirección de los lectores no rusoparlantes contrasta de manera singular con el tono que ha adoptado en la prensa ucraniana durante estas últimas semanas. Es evidente que se trata de minimizar la crisis en el exterior y tranquilizar a quienes ostentan el poder tutelar en Occidente. La misma línea defienden Stephen J. Flanagan y Eugene Rumor, del Institute for National Strategic Studies, en el International Herald Tribune. Si bien la crisis política en Ucrania es decepcionante para los que habían creído en la revolución naranja, no debe perderse la paciencia y debe analizarse según el camino recorrido desde 1991. No es porque el nuevo primer ministro ucraniano llame a mejorar las relaciones con Rusia que hay que alarmarse y pensar que el país se aleja de Occidente. Ucrania es un buen alumno atlantista que se aleja de Rusia para estrechar relaciones con Estados Unidos, la OTAN, la Unión Europea y participa en la guerra de Irak. Eso es lo que cuenta.

Es también la actitud para con Rusia lo que preocupa a Andrei Piontkovsky, analista del Hudson Institute, en el Washington Times, diario muy apreciado por los neoconservadores estadounidenses. Considera que las relaciones entre Estados Unidos y Rusia han alcanzado un nivel de desequilibrio nunca antes visto desde Yalta en 1945 y pone como prueba la actitud «obsequiosa» del presidente Bush para con el presidente Putin, mientras que éste se mostrara escandalosamente «arrogante» según el autor. Aprovechando el superdespliegue norteamericano en Irak y la reconstrucción después del huracán Katrina, Vladimir Putin mueve los peones de su estrategia antinorteamericana. Reclama la retirada de las tropas extranjeras de Irak, ayuda a quienes se oponen a las bases norteamericanas en el Cáucaso y apoya a los países «no amistosos» como Irán o China. Para el autor, esta estrategia no es buena, ni para Rusia ni para Estados Unidos. A buen entendedor…

Y precisamente Christopher Walker, director docente en la Freedom House, laboratorio de propaganda política dirigido hasta hace poco por el ex director de la CIA James Woolsey, se interroga en el International Herald Tribune sobre el «problema 2008» en Rusia. Considerando que Vladimir Putin llegó al poder de forma dudosa, al autor le preocupa lo que éste hará al término de su último mandato. Hasta 2008, habrá diez escrutinios importantes en la ex área soviética. Ahora bien, Walker comprueba una ausencia de mecanismos de sucesión democrática en esta misma área, donde pocos presidentes han abandonado el poder voluntariamente. Para él, el Kremlin ha iniciado ya la campaña al trabajar por eliminar a los potenciales rivales con la ayuda del arma judicial y apoyándose en una prensa complaciente. Por lo tanto hay que movilizarse para evitar un escrutinio falseado y para que las elecciones sean libres, lo que equivale a decir que sería deseable que Putin no fuera reelecto en 2008 y que hay que trabajar en la organización de una «revolución colorada».

Para alcanzar este objetivo, Estados Unidos puede contar con el activismo de militantes expertos como el ucraniano Serguei Taran, quien fuera una de las figuras cimeras del movimiento estudiantil Pora, actor principal de la «revolución naranja». Interrogado por Deutsche Welle, la radio alemana para el extranjero, Serguei Taran presenta el instituto por él fundado y cuyo objetivo es exportar la «democracia» a los países de la zona. Basándose en una red pretendidamente informal -que olvida precisar que es financiada en secreto por la rama ucraniana de la Open Society Institute, de George Soros- Taran pretende aplicar a países como Azerbaiyán o Bielorrusia los métodos de insurrección cívica no violenta que ya mostraron su validez en Georgia o Ucrania. La entrevista no aborda los desafíos e implicaciones geopolíticas de su acción, pero Taran da muestras de una ingenuidad un tanto sospechosa, tratándose de un doctor en ciencias políticas de la Duke University. Defiende la acción de su instituto como animado por la simple voluntad de «salvar al mundo» y «ayudar a construir un mundo mejor».

Resumen Berezovski afirma haber aportado 15 millones de dólares a la campaña electoral de Yushchenko. Si este hecho llega a ser confirmado en Londres, la comisión electoral deberá anular los resultados de la elección de Yushchenko. La ley ucraniana prohíbe formalmente las financiaciones provenientes del extranjero. No puede haber un presidente fantoche en nuestro país.
Berezovski se dedica a formar clanes transnacionales. Su interés, al igual que el de Tymoshenko y el del businessman Igor Kolomoiski, era financiar la campaña electoral de Yushchenko para poder después recoger los dividendos, representados por importantes activos ucranianos.
Tymoshenko deberá ser juzgada por los rusos por sus actos y no por sus palabras. Puso en práctica una política pro norteamericana cuando se encargaba de la cartera de la energía. En 2002, cuando su posición electoral en el oeste del país no podía ser más débil, decidió promover el nacionalismo en el este. Hoy vemos materializarse el plan geopolítico concebido fuera del país durante la formación del poder naranja. Como Tymoshenko ya no forma parte del gobierno no podrá acusársele del fracaso de la política de éste, gran ventaja en vísperas de las elecciones legislativas de 2006. Su viaje a Moscú tenía el propósito de tratar de eliminar las acusaciones en su contra y tener así la posibilidad de llevar a sus partidarios al poder. Sus intereses financieros son más fuertes que el interés del país.
Una tercera fuerza escribió el guión de este juego político en el extranjero. Yushchenko y Tymoshenko estarán en familia y se unirán luego de la campaña electoral de 2006. Su desavenencia sirve simplemente para reunir más votos. Al contar con una mayoría en el Parlamento, sus representantes harán todo lo que esté a su alcance para entrar a la OTAN y a la OMC e intensificarán la colaboración con el GUAM contra Rusia.
En estos momentos, el presidente, junto a Kuchma, trata de ganarse la simpatía de Yanukovych para que no moleste a Tymoshenko en el sur y en el este del país. El partido de las regiones no representará nunca una oposición. La represión política de la que hablan los blanco-azules constituye de hecho un mecanismo mediante el cual se trata de que los oligarcas vencidos paguen una compensación a los ganadores. No estamos ante una revolución sino ante una guerra de millonarios contra multimillonarios. Es muy probable que lleguen a un acuerdo.
Los socialistas o el partido popular de Vladimir Litvin sólo forman parte de la táctica de los «naranjas». No puedo confirmar que Moscú apoye a éste o a aquel. Los criterios deben ser la integración, la defensa del interés de los pueblos eslavos. Hay que averiguar qué quieren los políticos, si ingresos puntuales provenientes de Crimea o una verdadera comunidad económica. Como comunistas, estamos preocupados por estos intereses.

«La culpa no la tiene Berezovski, sino su dinero»

Resumen Descubrí en Internet un documento que demuestra que Berezovski transfirió fondos para apoyar la revolución y la democracia en Ucrania. Mi deber era poner al tanto a la población, pero ahora la decisión la adoptará la comisión de investigación. Traté, sin éxito, de que Yushchenko me diera explicaciones. El procedimiento dirá si se justifica o no un impeachment, pero según la ley, un candidato a las elecciones presidenciales no puede utilizar dinero proveniente del extranjero para su campaña electoral. Sin embargo, hay que establecer la diferencia entre el procedimiento de impeachment y el impeachment como tal. El procedimiento se basa en una investigación sobre acusaciones precisas y si el resultado es negativo entonces no es necesario votar para sacar al presidente. Incluso, en caso de que se votara, habría pocas posibilidades de que el resultado fuera positivo. Sería preciso reunir los votos de 337 diputados para ratificar el impeachment, algo al parecer poco realista. El poder afirmó que Yushchenko era honesto y he aquí que descubrimos que desde el inicio, incluso antes de que llegara al poder, era financiado desde el extranjero: me lo confirmó Berezovski.
En la actualidad, los ataques se centran en Kuchma, sobre todo en lo que respecta al caso Gongadze. Yo también fui atacado durante los primeros años de la presidencia de Kuchma, quien había estimado que era útil antes de comprender que se había equivocado con respecto a mí. Actualmente nuestras relaciones son normales, nos llamamos y nos vemos de cuando en cuando.
En mi opinión, Yushchenko hubiera podido citar a los primeros presidentes del país en su discurso inaugural. Ha habido varios intentos por organizar el poder presidencial en el país. En la situación actual, con un ex presidente y un presidente amenazados tanto políticamente como por un fiscal, la creación de un «club de presidentes ucranianos» no forma parte de la agenda. En cualquier caso, la iniciativa debe tomarla el presidente en ejercicio.

«El país sufrirá tremendamente la ruptura del campo naranja»

Resumen En mi opinión, la ruptura del campo naranja constituye un grave error cuyas consecuencias el país sufrirá tremendamente. Hice todo lo que estuvo a mi alcance para evitarlo. No debemos creer sin embargo que esta ruptura entre Viktor Yushchenko y yo representa la derrota de nuestra revolución democrática. Hicimos que la honestidad y la moral formaran parte del juego político. Las elecciones parlamentarias de marzo constituirán la segunda etapa del proceso emprendido para deshacernos del sistema de clanes y de la corrupción.
El nuevo gobierno no se diferencia básicamente del antiguo. Ello demuestra que quisieron sacarme del juego. El nuevo primer ministro era alguien cercano al ex presidente Kuchma; el presidente se acerca por consiguiente al antiguo régimen y ha instaurado un gobierno técnico al mismo tiempo que ha entregado el poder real a los que le rodean. He pasado por lo tanto a la oposición y mi fracción defenderá nuestros ideales democráticos en las elecciones de marzo. A pesar de ello, mantendremos una actitud constructiva con relación a temas tales como la adhesión a la OMC.
Sigo estando orgullosa de la acción de mi gobierno a pesar de los ataques de los que hemos sido víctimas. Logramos aumentar los ingresos fiscales sin elevar los impuestos por medio del combate a la economía subterránea en Ucrania. Transformamos las leyes ucranianas que estimulaban la corrupción. Este fue el tipo de régimen que quisimos desarrollar durante los procesos de reprivatización. Todas las acusaciones sobre el favoritismo del que supuestamente gozaba el oligarca Kolomeiski son falsas.
Espero que las tensiones políticas en Ucrania no afecten la imagen de la revolución naranja en Occidente. Hice una visita privada a Moscú y pude comprobar que nadie se alegraba de las dificultades en Ucrania. Debemos volver a establecer una asociación amistosa y sólida con los rusos. Aproveché esta oportunidad para demostrar que el 90% de las acusaciones lanzadas provenían en realidad de las campañas de calumnias fomentadas dentro de Ucrania por mis adversarios ucranianos.

«Ucrania: no vacilen en cuanto al color naranja»

Resumen Cuando Viktor Yushchenko destituyó a Yulia Tymoshenko decepcionó a los amigos de Ucrania que habían creído en la revolución naranja. Esa revolución no era el último paso hacia la democracia y todos los pasos no se darán en la misma dirección. Europa y Estados Unidos no deben perder la paciencia con Ucrania. Hay que tener en cuenta el camino recorrido.
En 1991 Ucrania obtuvo su independencia después de tres siglos de dominación rusa y posteriormente soviética, transformó su economía para convertirla en una economía de mercado y estableció buenas relaciones con los Estados Unidos, la OTAN y la Unión Europea. Actualmente participa de la coalición en los Balcanes y en Irak. Asimismo, en el invierno pasado dio un paso importante hacia la democracia. Sin embargo, ese país no es perfecto. Tiene una vida política caótica, su código civil es arcaico, su ejército y su burocracia tienen que sufrir una reforma y la corrupción es endémica. Pero los países de Europa Oriental también han tenido esos problemas; Ucrania, simplemente, partió de un nivel inferior.
La ruptura de la coalición que llevó a cabo la revolución naranja constituye un duro golpe para los reformistas, tal como podrían serlo las elecciones legislativas de 2006. Pero no hay que alarmarse, el hecho de que el nuevo Primer Ministro ucraniano abogue por mejores relaciones con Rusia no debe hacer pensar que Ucrania se separa de Occidente.
Una Ucrania estable es esencial para Estados Unidos. Debe mantenerse la misma política: apoyar la sociedad civil y el Estado de derecho, continuar nuestra cooperación a favor de la reforma y la seguridad, y desarrollar los programas de educación y entrenamiento.

«Obsequioso para con Putin»

Resumen George W. Bush se mostró deferente hacia Vladimir Putin durante la última reunión que sostuvieron, actitud que el presidente ruso aceptó con arrogancia, mostrándose simplemente cortés o a veces cáustico con respecto a la política exterior de los Estados Unidos. Desde Yalta, en 1945, no habíamos presenciado un desequilibrio tal en las relaciones entre Estados Unidos y Rusia (o entre Estados Unidos y la Unión Soviética).
Putin acusó disimuladamente a Estados Unidos de ser cómplices de la masacre de Beslán y trabaja por la retirada de las bases estadounidenses en el Cáucaso. También exige la salida de las tropas extranjeras de Irak. Putin apoya a Irán y prepara maniobras militares conjuntas con China, simulando una invasión a Taiwán. Pero ante el excesivo despliegue de las tropas estadounidenses y después del huracán Katrina, se siente en una posición de fuerza. Si los Estados Unidos no respetan a Moscú, Rusia equipará militarmente a una serie de Estados. El discurso de Putin es: tal vez yo no sea perfecto, pero después de mí las cosas podrían ser peores. Esa política no beneficia a Rusia, pero es la estrategia del presidente ruso.

«El reto de la sucesión en Rusia»

Resumen Cuando los dirigentes europeos se reúnan con Vladimir Putin en Londres el 4 de octubre, deberán alentarlo para que solucione el «problema 2008», es decir, la cuestión de su permanencia o no en el poder al término de su mandato. Este asunto es permanentemente debatido en Moscú, aunque el presidente ruso mantiene una actitud ambigua al respecto.
Esta cuestión abarca una zona mucho más extensa que Rusia. De hecho, desde 1991, se observa una ausencia de mecanismo de sucesión democrática en los países ex soviéticos. Pocos presidentes han dejado voluntariamente el poder. No obstante, a causa de su edad, muchos jefes de Estado de la región enfrentarán este problema en los próximos años. Las elecciones de 2008 en Rusia son críticas, pero hasta entonces se celebrarán diez escrutinios importantes en la antigua área soviética, especialmente en Azerbaiyán y en Kazajstán.
Actualmente el Kremlin trabaja ya en la eliminación de los candidatos importantes para 2008. Cuando el ex primer ministro ruso Mijaíl Kasyanov declaró estar interesado en las elecciones, se abrió una investigación acerca de la compra de una de sus casas. Un poco antes, Mijaíl Jordorkovsky había sido condenado a nueve años de prisión por fraude fiscal debido a su financiamiento de actividades políticas. Los medios rusos de comunicación se han mostrado muy complacientes con el poder en estas cuestiones. El propio Putin asumió el poder de una forma bastante dudosa, pues Eltsin demitió seis meses antes del término de su mandato a cambio de una impunidad otorgada por Putin.
El modelo del «dirigente vitalicio» no desapareció con la URSS. Si las elecciones son adulteradas en 2008, eso representaría un mensaje negativo para las ex repúblicas soviéticas. Hay que movilizarse para que se celebren elecciones libres en Rusia.

Resumen En realidad, Pora y nosotros no somos distintos, sólo realizamos acciones diferentes. Tenemos el mismo objetivo, el de apoyar y promover la democracia. El Instituto para la Democracia es una organización internacional; simplemente nuestra sede se haya en Kiev.
Normalmente, en los países democráticos, los jóvenes quieren salvar el mundo o cambiarlo. En Alemania por ejemplo, donde todo es bello y donde no hay gran cosa que cambiar, los jóvenes van a África para salvarla. Por supuesto, no estamos en África, pero de todas formas hemos tenido la misma suerte de poder contar con otras organizaciones que han venido aquí. Eso ayuda a construir un mundo mejor. Cuando luchamos por la democracia en Azerbaiyán o en Bielorrusia, entonces también defendemos la democracia en Ucrania. Es un principio importante para los países democráticos el que la gente se movilice también por la democracia de los demás países. Nuestra prioridad son los Estados de la ex Unión Soviética pues tenemos afinidades y la mayoría de las personas allí hablan ruso. Azerbaiyán y Bielorrusia son dos países donde la receta de una revolución no violenta según el modelo de lo que se hizo en Serbia y Ucrania podría funcionar. La gente de esos países tienen ya una experiencia sobre democracia; pronto se celebrarán elecciones y sobre todo –es un punto importante para un movimiento como el nuestro– la mayoría de la población se agrupa en los centros urbanos.
Somos una red informal, es como en Internet, la red no está organizada de manera estructurada. De ahí proviene su fuerza. No es una red que agrupe a miembros con rigidez y reglas precisas. Sencillamente somos una clase política de gente que quiere cambiar el mundo y conducirlo por una vía mejor, es todo. ¿Quién podría hacerlo en nuestro lugar? Sentimos que debemos hacerlo, no es una decisión racional. Cuando salvas a África tampoco es una decisión racional, es tu corazón quien te ordena hacerlo.

Porque nem todas as eleições laranja foram desastres, na Ucrânia as forças da coligação laranja parecem conseguir uma magra vantagem sobre as forças do bloco pró-russo. 45% laranja (31.5 de Timoshenko e 13.5 do partido de Iushenko) contra 44.2% dos pró-russos (35.3 de Ianukovich, 5.1 dos comunistas e 3.8 de Litvin). São ainda apenas sondagens à boca das urnas, mas indicam que, caso se volte a formar a coligação laranja, esta terá 226 dos 250 deputados, permitindo-lhe formar governo com Timoshenko como primeira ministra. (BBC) Resultados definitivos devem ser conhecidos hoje à noite.Caso a coligação pró-ocidente ganhe que desta vez se aguente, e que o Putin não volte a meter lá o nariz. E a UE que mande uma mensagem clara.
