<content:encoded><![CDATA[<div class='snap_preview'><p>On Nov. 24<sup>th</sup>, President Obama held his first state dinner in honor of India. The guest list included over 300 names, including such prestigious people like Steven Spielberg, Katie Couric, and India&#8217;s Prime Minister Manmohan Singh, but none as infamous as Tareq and Michaele Salahi. Sound familiar? I didn’t think so.</p>
<p>This couple, who are currently trying to secure a spot on the hit TV show “The Real Housewives of D.C.”, crashed the president’s party state dinner in an attempt to gain publicity in order to help them secure a spot on this TV show.</p>
<p>Now, let’s start with the obvious, this Virginia couple, who were NOT invited to the White House, maybe one of the most secure buildings in this country, somehow managed to slip in with the elite politicians from around the world in order to try and win a spot on a reality TV show? Is it just me or are people getting dumber by the day.</p>
<p>This couple deserves nothing less than to be shot on the White House lawn.  And while this may sound extreme, let’s remember that Thomas Jefferson once shot a man on that very same lawn. If these people accomplished anything, it was a public questioning of the competency of the Secret Service and the security surrounding the president.</p>
<p>How was it possible that two uninvited reality TV wanna bee’s made it into the White House, we probably will never know, that is, unless someone pays their asking price of $500,00 just for an interview. You heard right people, these pathetic excuses for human beings want half a million dollars in order to grant interviews about the night in question. Does anyone else see something wrong with this?</p>
<p>Not only did these people trespass, rub elbows with elite politicians and starlights, and now they want 500k. If anything, these people should be fined money, forced to declare bankruptcy, and end up living in a cardboard box in Richmond, Virginia somewhere.</p>
<p>But, unfortunately, due to the doubled-sided blade that is the media in this country, the more exposure these two get for what they did, the more fame and power they will amass. And with results such as these, I would not be surprised if many more attempts to crash state events will become normal reporting for Washington D.C. reporters.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>My brother Julian has sent word that he wants to come visit me here.  That would make him the first new guest to arrive on Jarangwa since I arrived weeks ago.  I haven&#8217;t seen Julian in years. Would it be wise for us to meet here?</p>
<p>I made the mistake of telling Kit about Julian&#8217;s plans. No good can come from telling Kit anything. Giving Kit a wide berth has been my strategy since week one. I deviated from my plans.  The hounds have been let loose. Kit is on to my scent. My brother may be a trespasser and Kit&#8217;s mission &#8212; should any of us decide to finally stop him &#8212; is to scrutinize all guest arrivals.  I would not expect Kit to be at the dock with a welcome drink. </p>
<p>Lawrence has not voiced any concern about Kit.  Is the paranoia and irrational behaviour spreading?  Lawrence, Kit and Erik. The little trio that could. If the women show similar signs I&#8217;ll be making a quick exit &#8212; with or without a boat.</p>
<p>I&#8217;m trying to put Julian off. Delay a decision. Fortunately (perhaps) he&#8217;s not exactly a spontaneous decision maker. He programs video games. Creating that kind of motion takes time. For the decidedly undecided time is our comrade.</p>

<p>We hens like nice, dark spots for laying eggs.<br />
Most of us appreciate a little privacy as well but we all enjoy &#8220;spying&#8221; on each other so this dream of comfort is rarely possible (I must admit that watching someone laying can be fun if you don&#8217;t have anything better to do).<br />
And some of the less&#8230;Gentle&#8230;take pleasure in cornering others in the nests and pecking them!<br />
Sleeve-Eater likes spying.   Snowneck likes bullying.   As you may have suspected, I am above such petty cruelty.   The only time I take part in bullying is when I need to lay.<br />
As I am boss bird around here I never get beaten up.<br />
You probably think life must be terrible in the henhouse but it isn&#8217;t really&#8212;most of the time we wander about in the chicken yard eating grass and pecking bugs!<br />
Hey, you don&#8217;t need to make that face, bugs are delicious!</p>

<p>The next day we had to take down the fence which separates our birds from the &#8220;babysitter&#8217;s&#8221; birds. I hate to say it but the fights were rather interesting to watch (we pulled them apart as quickly as we could but fighting chickens are hard to catch). Strangely, it seemed that the chickens were fighting birds who looked like them: Mookie and another Orpington, Sleeve-Eater and a Dominique, Kooshie and an Easter Egger (Turtle watched the Easter Egger fight with great interest).<br />
I will keep you up-to-date with all our Serama adventures.</p>

WE HAVE NEW CHICKS!!!<br />
The pullet in the photo is Kooshie.<br />
She`s an Ameraucana-Easter Egger (no, I did NOT mean Araucana).<br />
The other chicks we are keeping;<br />
Mookie, a Buff Orpington.  Juliana, a Salmon Faverolle.  Turtle, another Ameraucana.  And Trespassers, a Partridge Cochin.</p>
<p>They are very cute (just look at the picture!) and we love them!</p>
<p><span style="font-style:italic;">From Jane:</span> Right away, the birds have been showing a lot of personality! Mookie, the Buff Orpington seems the sweetest and mellowest. The Ameraucanas were very inquisitive and energetic from the start. The white wyandottes (the &#8220;dots&#8221;, our meat bird cockerels) are very loud cheepers. Juliana, the salmon favarolle captured our hearts. She is the tiniest, but is into everything &#8212; a zippy, fun little bird. Trespassers seems to be more aloof. She&#8217;ll take a little taming!</p>

<p><span style="color:#ff0000;"><strong>The Arizona state House is considering a proposal passed by the House which would criminalize illegal immigrants as trespassers       if police have reasonable suspicion to check a person&#8217;s immigration status and find it lacking.</strong></span></p>
<p>The tough new proposal is already being challenged for its constitutionality. Opponents cite a 2005 ruling by a New Hampshire judge who dismissed trespassing charges against illegal immigrants, arguing police chiefs in two communities did not have the jurisdiction to apply state laws to a federal issue.</p>

<p>Are you a trespasser? Do you frequently find yourself on someone else’s property? Then, you should become familiar with <em>Bumble Bee law</em>.</p>
<p>There are certain rules that have been established when it comes to real estate and bumble bees and people chasing them. You might wonder why, but making honey is a valuable business and it is engaged in by both fulltime and part-time beekeepers.</p>
<p>By the way, an <strong>“apiary”</strong> is a place where bees and beekeeping equipment are kept. This is one word that you should memorize, so when you are caught trespassing, it will immediately come to mind.</p>
<p>So, here are some of the <strong>rules</strong>:</p>

<p>2. Bees reared and kept in hives are private property.</p>
<p><strong>Right of owner to pursue and recover swarm</strong></p>
<p>3. (1) Subject to subsections (2), (3) and (4), where a swarm of bees leaves a hive, the owner of the swarm may enter upon the premises of any person and recover the swarm.</p>
<p><strong>Where owner declines to pursue swarm</strong></p>
<p>(2) Where the owner of a swarm of bees that leaves its hive declines to pursue it and another person takes up the pursuit, such other person is subrogated to all the rights of the owner in respect of the swarm.</p>
<p><strong>Owner of premises to be notified</strong></p>
<p>(3) Where the right to recover a swarm of bees is claimed under subsection (1) or (2), the person claiming the swarm shall notify the owner of the premises on which the swarm has settled before entering the premises and shall compensate the owner for any damage to the premises caused by the entry.</p>
<p><strong>When right of property in swarm lost</strong></p>
<p>(4) Where a swarm of bees leaves a hive and settles in an occupied hive owned by a person other than the owner of the swarm, the owner of the swarm loses all right of property in the swarm. </em></p>
<p>So, when it comes to bees, you own them, if they are in a hive on your property. And you can chase them if they fly away, even onto someone else’s property. You better be a good runner, because if you slow down, and it appears that you may have given up, someone else and this could be anyone, can take up the chase. And, what’s worse, is they get all your rights. In fact, they can continue the chase while you are catching your breath.</p>
<p>The only little qualification here is that you are supposed to notify the owner first. But, that could be difficult when you are in hot pursuit.</p>
<p>Also, it would probably be best if you had some sort of net with you. Otherwise, you just look like an ordinary trespasser. And, remember you are after the swarm, not just one bee. Billy Bee doesn’t count, but he and a few friends will. Now, I’m not quite sure whether two bees constitute a swarm or not.</p>
<p>Up until now we have considered you as the aggressor chasing after this swarm of bees all seeking a new hive. However, I would not think it unreasonable to be running from the bees. You would have to say that you were attempting to lure them back. If they can’t be found, then they just can’t fly as fast as you can run.</p>
<p>This is a great piece of legislation to have in mind if you are a frequent trespasser. It’s just as good as being a surveyor (who is legally allowed to trespass everywhere) and you don’t have to lug all that equipment around.</p>
<p>Just remember when you are confronted:</p>
<p>• You are chasing a swarm of bees<br />
• You are luring a swarm of bees<br />
• The bees were not your bees<br />
• The bees belonged to someone else<br />
• That other person obviously ran out of breath<br />
• So, you are in hot pursuit<br />
• You are now legally subrogated to all of the former owner’s rights<br />
• You are the legal owner of the swarm of bees<br />
• You haven’t named them yet because you haven’t caught them<br />
• You thought that your swarm of bees had settled on someone’s property<br />
• You just didn’t quite have a chance to notify them yet<br />
• You are aware of your legal obligation to compensate the owner for any damage</p>
<p>And, that’s the <em>legal reason</em> why you are on someone else’s property. You can&#8217;t be a trespasser. You&#8217;re a bee chaser. You are simply exercising your rights under the <em>Bees Act</em>. One other piece of advice: carry a net!</p>

<title><![CDATA[How Prosecutors are Complicit in Making a Visit to Your Friend's Home Illegal]]></title>

<content:encoded><![CDATA[<div class='snap_preview'><p>It is far from uncommon that a person drops by their friend&#8217;s home only to find out that the friend is not home, or anyone else for that matter, when they arrive. Did you know though, that doing so could lead to your arrest? It can, in some areas of the state, which is unfortunate.</p>
<p>New York, like almost every other state, has trespassing statutes on the books. But what is troubling here in New York is the manner in which certain trespass cases come to light(this posting is not meant to convey that trespassing can never occur). To show by way of example how that scenario above can play out, take into account the facts that form the basis of many criminal complaints in local criminal courts through out New York City.</p>
<p>To charge the A misdemeanor crime of trespass in the second degree, prosecutors allege the following: &#8220;Police Officer Smith observed the defendant in the above location, a dwelling, beyond the locked doors of the building and that there were clearly posted signs reading no trespassing. P.O. Smith also states that the defendant <em>could not provide a valid basis for being present at the building.</em>&#8221; What is very troubling about that scenario is that the officers arresting people for this crime under these circumstances are doing so in predominantly minority communities. Notwithstanding that a person has a 5th Amendment right to not have to provide <em>a valid basis for being present at the building, </em>prosecutors in charge of handling these cases generally tell defense attorneys that if the defendant knew someone in the building just have the person come to court and explain the relationship. The problem again is that the defendant does not have an obligation to prove his lawful presence, rather the prosecutor has the burden of proving his unlawful presence.<!--more--></p>
<p>What leads to even more confusion amongst practitioners, including prosecutors, is the fact that many of the buildings in which the defendants are generally arrested are subscribers to what is called the Clean Hall Program. This program enables police to enter the private buildings to patrol for &#8220;trespassers and other unsavory types.&#8221; As a general 4th Amendment principle, police officers can only be upon private premises if there is a permissible basis, and generally patrolling the halls of a private building without the owner&#8217;s permission is not a permissible basis. What has really confounded prosecutors is the fact that they believe the Clean Halls program allows the officer encountering the defendant to determine whether the defendant was there lawfully or not. This is the furthest thing from the truth when it comes to the nature of the program. So in short, know that if you enter a Clean Halls building and an officer stops you, asking why you are there you do not have to give a <em>valid basis for your presence</em> and the Clean Halls program does not make the arresting officer the final arbiter of who is unlawfully present.</p>
<p>Now, if only prosecutors could enforce that and get police to stop abusing their arrest powers.</p>

<p style="text-align:justify;">Petit à petit, ils deviennent une référence de la scène nord américaine. Les comparaisons musicales sont basées sur des groupes comme <strong>Mazzy Star, Cocteau Twin, Mercury Rev, Red House Painters, Coldplay, The Sundays</strong>&#8230; La critique générale de cet album est excellente et le disque sortira en Europe sur Bella Union en 2003, le label de Robin Guthrie et Simon Raymonde (Cocteau Twins).</p>
<p>L&#8217;année suivante, Nettwerk Music décide de ressortir le disque dans une nouvelle édition destinée au marché mondial. La liste des morceaux est remaniée et Ross Simonini se joint au groupe. Ils enregistrent alors leur célèbre reprise de <em><span style="color:#cc99ff;">Ride, Vapour Trail</span></em>.</p>
<p>Ils entament une grande tournée internationale, multipliant les dates et jouant en première partie de grands noms comme Stereolab, Morissey, Damien Rice…. C’est à cette occasion que nous avons pu les voir pour la première fois en France en 2004, notamment lors du festival &#8220;les femmes s’en mêlent&#8221; avec <strong>Feist et Tamara Williamson.</strong></p>
<p>Durant cette longue tournée, chacun des membres participent à différents projets et commencent à composer les titres de leur prochain album.</p>
<p>En 2004, <span style="color:#ff0000;"><strong><span style="text-decoration:underline;">les Chemical Brothers</span>, les rois de l’électronique,</strong></span> ( <span style="color:#999999;">en rouge &#38; gras pour Xidius qui kiffe à mort.</span> )  demandent à Anna-Lynne de poser sa voix sur leur album &#8220;Push The Button&#8221; pour la chanson “<a href="http://www.deezer.com/track/20606"><em><span style="color:#cc99ff;">Hold Tight London</span></em></a>&#8220;, un point important car elle succède ainsi au &#8220;<em><span style="color:#cc99ff;">Asleep from day</span></em>&#8221; de Hope Sandoval ou au &#8220;<span style="color:#cc99ff;"><em>Where do I begin</em></span>&#8221; de Beth Orthon.</p>
<p>Les années suivant la promotion de cet album, le groupe a été mis en avant et beaucoup de leurs morceaux ont été utilisés dans les séries télévisées américaines telles que <em>Buffy, One Tree Hill (Les Frères Scott), Brothers &#38; Sisters.</em>.. mais aussi dans certains films. ~<em> Maintenant une petite pause Lyrics.</em></p>

<p style="text-align:justify;">Début 2006, ils se sont installé à Seattle pour préparer l’enregistrement de leur nouvel album &#8220;<span style="color:#00ccff;"><strong>Having</strong></span>&#8220;. Cet album sera réalisé au Tarbox Studio à New York et ils ont fait appel au producteur Dave Fridmann (<em>The Flaming Lips, Mercury Rev, Sparklehorse, Mogwai, Low, etc.</em>) afin de donner à leurs chansons une atmophère plus complexe. On y trouve aussi la participation de Greg Calbi (<strong>Bob Dylan, Brian Eno</strong>).</p>
<p>Au printemps, leur batteur Jamie Williams quitte le groupe et est remplacé par Nathan Skolrud. Ils commencent en mars 2007 une nouvelle tournée de promotion pour <span style="color:#00ccff;"><strong>Having</strong></span>.</p>
<p style="text-align:justify;">Après plusieurs projets, le nouvel album du groupe, provisoirement intitulé &#8220;<span style="color:#00ccff;"><strong>The natural order of things</strong></span>&#8221; devrait sortir en <strong>2008.</strong></p>

<content:encoded><![CDATA[<div class='snap_preview'><p>I would again like to stress that this is private property and trespassers will be prosecuted. The owner caught four youngsters attempting to enter the house and after leaving for the night someone broke a window and entered the house.</p>
<p>I would like to inform anyone thinking about trespassing that the owner of the property is periodically staying at a cabin not far from the house. He will occasionally be hiding out at Hurst House and apprehending those who attempt to gain entry.</p>
<p>If that isn&#8217;t enough to deter you, I have another big announcement from the owner himself. IF vandals will leave the property alone so part of the work needed can be completed, he will operate a Haunted House inside Hurst Mansion during the month of October. Proceeds will be used to complete much needed restoration. More information will be provided on this as the time nears.</p>

<p>I&#8217;ve been procrastinating so long that when I began writing this, I haven&#8217;t been able to put down my pencil. However, I feel like this portion has too many flaws. I&#8217;m open to any suggestions&#8230; PLEASE!</p>
<p>There’s a constant and catchy bass pattern followed by soft, harmonic strings at the beginning of “Matching Weight.” Then the song “begins”. The vocalist soothing voice just makes me feel like floating. Her voice is like sweet silence, and a melodic guitar comes in. “Don’t take it all so hard… for now.” Those were the last words I heard from her, the vocalist, when my mother’s co-worker, Sheila, tapped me on the shoulder. “Since you’re going to be waiting for your mom, Would you like anything?”, she balanced her weight on her right leg and her waist titled to the left. Her shiny red polished nails ran smoothly in the wooden table. She winked at me, “Don’t worry, sweetie, it’s on me.” I blinked and fidgeted. “Oh, no”, I laughed. “It’s okay, Sheila. I already ate.” She flipped her hair, said okay and began to walk back to the kitchen. The funny thing about that day was that I decided to go along, and not wait for my mom. It seemed as if my mother took longer at work than usual. I didn’t notice it then but now that I’m thinking back on it, it was probably because of my father. In fact, I saw him that day. Surprisingly, he wasn’t slurring or tripping on his own feet. As I walked out of the restaurant that day, I headed down a couple of blocks to my left. It wasn’t long before I stumbled with Tommy and my father. They were having a normal conversation, something I hadn’t had with my dad for a few weeks now. As I approached them, my father excitedly waved at me from far. As I got closer he began to say goodbye to Tommy. He walked towards me as I walked to him. He looked as usual: khaki pants, white collared shirt, and brown leather shoes. He was a practical man, nothing out of the ordinary. “Hey son!”, he stretched out his arms to hug me. I stood still. A simple hey would have sufficed. After weeks of being a bad husband, not so much a bad father, I didn’t even try. “Not today, Dad.” His smile rapidly turned into a frown. I accommodated my brown backpack on my shoulder and fixed the pencil lying on my ear, and continued down the street.</p>
<p>“I want you to apply to Dalton.”, my mother told me across the dinner table that night. She had specifically called me to the dinning room to talk. That was something she rarely did. “But… that’s too expensive.” She frustratingly, ran her fingers through her hair. “I don’t want to hear you say that. You are a bright young man and you are just as capable as any of those rich kids there.”, her tone rose. “I have worked day and night just for you to get a better education.” My eyes widened as I saw my mother in frustration. “I want to go there, I do. But of all kids that apply there…” Her eyes widened in frustration. “Don’t..”, she paused and breathed in. “I raised you better than to hear you say this!” I leaned back. “What good is it for me to go to school if you can’t afford it?!”, I began to raise my voice. “I know you’ve worked hard. Believe me, I’ve been there but I am not a genius, and I doubt I get a scholarship. I am not going to sacrifice the wellness of this family over a luxury!” She lifted herself from her chair. “Don’t you dare tell me what to do with my family! You will apply to Dalton and go, even if it costs me all the money I’ve got. You deserve more than what you have and if you’re going to reject this opportunity I am offering you, then you deserve much less, Jack!” Tears of anger began forming in her eyes. I walked towards her and stood there, waiting for her to return to her normal self. “Your father… he hasn’t been making things any easier for me.”, she wiped her tears with her hand. “I feel like I’m a single mother, Jack.” She was. She really was. Sometimes he didn’t show up at all. He’ll come home the next day, lie on the couch and miss work. To us, he was invisible. Trouble was his money and my mother’s was no longer paying the dues. Overdue payment letters came in on some days. My mother tried to avoid me seeing them. It wasn’t long before I started working. Late nights, I would slip in my earnings in her purse. Everyday, when school ended, I would walk down to the Record Store I religiously visited. Now, I began an employee. A couple of times a week, I would be late when my mother had me running some of the errands she couldn’t do while she was at work. Things is, I couldn’t say no. What excuse would I have? Everyday, I would stand in the cashier box. Sometimes, I would walk down the aisles, flipping through records, and using some of my earnings to buy one. Sometimes, I had to work on Fridays. Usually, Fridays meant catching a foreign film with Liam or maybe heading down Times Square and going to Toys ‘R Us with Tommy or maybe to Madeleine with Taylor. It all depended on mood and schedule. The guy who did Friday night’s had quit. Apparently he was a douche bag and treated customer’s badly. I wasn’t surprised. No one wants to be stuck at work on a Friday night, but on one specific Friday night, I didn’t mind so much. I began walking down the B aisle and stopped at BA. I was looking for Band of Horses. They had been brought to my attention after I learned they were in The Shins’ record label, Sub-Pop. Our record store, like Best Buy, had one of those gadgets that lets you listen to the record before you buy it. I immersed myself in “The Funeral.” A light-hearted voice began calling out for me while I listened. “Any good?” I began removing the headphones from my ears when I recognized the voice. “I like it, but considering what you were looking for last time… I’m not sure.” I knew it was her. She was there, wearing a blue and white shirt dress and white flats. She took the headphones from my hands and pressed them against her ears. “Is There A Ghost” began to play. A smile grew across her face. “This is beautiful”, she said, still smiling. “But not exactly what you were looking for, right?” She laughed. “Bad Religion.” I laughed. She sighed. Judging by her outfit, I figured she would be going out. “I suppose you’ve got somewhere to be tonight?” She chuckled, sarcastically. “You know, I should. I changed my mind. I was heading down to watch a movie with a friend but she cancelled and I considered going alone but… doesn’t work out for me.” She sighed. “Hey, a good record can always make up for a bad Friday night.” She thought about it. “I want to say yes, but I haven’t found one yet.” I lifted up a Band of Horses record from the bin and held it towards her. “Nice try but I didn’t bring any money.” I began to reach into my pocket for 20$ when she grabbed my arm. “It’s okay.” Embarassed, I removed my hand from my pocket and set the record back on its bin. “Sorry if that was weird.”, I said to her. She smiled. “So…”, I attempted to change conversation topic. “What movie were you going to watch?” She leaned against the bins. “Well, I was thinking along the lines of some corny love story like ‘Love in The Time of Cholera’ but I’m not sure.” In an attempt to come up with an excuse to make her stick around… “There’s a TV and DVD player here.” She looked at me curiously. “Well… I just bought the Star Wars collectors edition.” Her eyes brightened. “Why didn’t you say that before?!”, she laughed. “But I can’t. I told my parents I would be back soon.” My smile went back to neutral. “BUT!&#8230; I owe you a movie.”, I smiled. “You do! And I won’t forget until we have a movie night.” She looked at me, sweetly. “You’re cute, you know that?” I scratched my head. “I try”, I said shyly. “Anyway, I’ll be seein’ you.” She began to walk out the door. And I knew I would. There was something about her that I wanted to see again.</p>

<p><font color="#0000ff"><b><span class="subhead">National debate</span></b></font></p>
<p>The Allisons&#8217; stance reflects a larger national debate about immigration and the rising number of Spanish speakers in the United States.</p>
<p>&#8220;On the one hand, we&#8217;re all for teaching foreign languages,&#8221; said K.C. McAlpin, executive director of Virginia-based <font color="#ffff00"><b>ProEnglish, which works to preserve English as the common language of the U.S.</b></font></p>
<p>&#8220;But it would be naive to think that the country does not face the growing threat of bilingualism because of the massive influx of mostly Spanish-speaking immigrants. They&#8217;re coming in faster than the country can absorb them.&#8221;</p>
<p><font color="#0000ff"><b><span class="subhead">Language of choice</span></b></font></p>
<p>Texas&#8217; curriculum requires a school district to offer, &#8220;to the extent possible, languages other than English&#8221; for elementary- and middle school-age children.</p>
<p>Most districts offer some level of language instruction, said Monica Martinez, curriculum director with the Texas Education Agency. And for most, Spanish is the language of choice. It&#8217;s easier to learn and speak than many other languages, and school districts can hire more experienced Spanish teachers than teachers of other languages.</p>
<p>&#8220;But it could be French. It could be American Sign Language,&#8221; Martinez said. &#8220;It&#8217;s left to local district discretion to determine what they offer.&#8221;</p>
<p><font color="#0000ff"><b><span class="subhead">&#8216;Best for kids&#8217;</span></b></font></p>
<p>Grapevine-Colleyville elementary students must take Spanish two days a week in nine-week rotations with art classes. It has been a part of the district&#8217;s curriculum for 15 years, said district spokeswoman Megan Overman.</p>
<p>&#8220;The whole intent is to give students a foundation that we believe broadens their experiences and prepares them for success in our diverse world,&#8221; Overman said. &#8220;You&#8217;re not going to get language acquisition out of elementary Spanish.&#8221;</p>
<p>Overman said there has been &#8220;little or no objection&#8221; to the curriculum from parents or the community. &#8220;Our goal is to try to do what we believe is best for kids,&#8221; she said.</p>
<p><font color="#0000ff"><b><span class="subhead">Views of bilingualism</span></b></font></p>
<p>McAlpin said he worries that in the long run, forcing Spanish on students, and in effect promoting bilingualism, will harm the country.</p>
<p>&#8220;Every place in the world where societies have been divided about language, there have been conflicts that many times lead to violence or antagonism that we have so far been able to avoid in this country,&#8221; he said. &#8220;Why break the successful mold of the melting pot?&#8221;</p>
<p>Rudy Rodriguez, retired director of the bilingual education program at the University of North Texas, said exposure to foreign languages at an early age helps children become more comfortable interacting with people from other countries and cultures.</p>
<p>He also said that there are benefits to the &#8220;bilingual brain&#8221; and that learning a second language actually improves a child&#8217;s brain function.</p>
<p>&#8220;It is a wonderful, enriching experience for children to have the opportunity to learn a language other than English,&#8221; he said. &#8220;We&#8217;re moving very rapidly into a global economy where boundaries between countries are becoming less distinct.&#8221;</p>
<p>Allison said she and her daughter aren&#8217;t anti-immigration. They are pro-English language for immigrants.</p>
<p>&#8220;This is not saying, you cannot speak your native tongue,&#8221; Allison said. &#8220;Grasp your tradition and your culture. But when you are outside your front door, you must speak English. We have to understand you.&#8221;</p>
<p><font color="#0000ff"><b><span class="subhead">Compromise</span></b></font></p>
<p>Ashleigh said she knew the day that she enrolled at Timberline that she didn&#8217;t want to take the required Spanish classes.</p>
<p>&#8220;There was a lot of Spanish kids and not a lot of other kinds of kids,&#8221; she said.</p>
<p>Her mother said: &#8220;We were very much the minority. She couldn&#8217;t understand anybody and really felt isolated.&#8221;</p>
<p>The percentage of Hispanic students at Timberline has increased from 13 percent in 1996 to 54 percent of the school&#8217;s 706 students last school year.</p>
<p>At the beginning of November, Allison e-mailed the counselor saying she was &#8220;not interested&#8221; in Ashleigh&#8217;s taking Spanish. Timberline Principal Cody Spielmann replied that Spanish is required by the curriculum and that there were no other options.</p>
<p>&#8220;Ashleigh feels the course would be a waste of her time since she has no aspirations in the future to have a career requiring bilingual talents,&#8221; <font color="#ffff00"><b>Allison wrote to the principal, &#8220;nor does she feel compelled to accommodate those who live in our country who refuse to learn the primary and current native tongue of English.&#8221;</b></font></p>
<p>Allison wanted her daughter to be allowed to study in the library or to take a different foreign language. Allison then appealed to district administrators but got the same response: Ashleigh had to go to class.</p>
<p>Allison kept her daughter out of Spanish class for three weeks, sending her to school an hour late twice a week with a note stating that she was absent because of a &#8220;moral objection&#8221; to the class.</p>
<p>At the end of December, Allison filed a grievance with the Grapevine-Colleyville school board. But in a pre-hearing meeting, she and Deputy Superintendent Jim Chadwell reached a compromise to allow Ashleigh to study in the library and write a report on a country of her choice.</p>
<p>She learned about the government and food of France and tried to teach herself some common French phrases, but without a teacher, the language is difficult to master. &#8220;I was kind of bored because there wasn&#8217;t anybody else there,&#8221; she said.</p>
<p><font color="#0000ff"><b><span class="subhead">&#8216;Policy change&#8217;</span></b></font></p>
<p>The curriculum rotation has moved from Spanish to art class at Timberline. But before the year is out, Ashleigh will be faced with the same situation.</p>
<p>Does she plan to take Spanish then? <b>Absolutely not</b>.</p>
<p>Allison said she is scheduled to meet next week with Spielmann and other district administrators to hammer out a better plan for Ashleigh&#8217;s alternative class. Instruction in any other language would be acceptable, she said.</p>
<p>Allison suggests an online language course, such as Rosetta Stone. She&#8217;ll even pay for it. And she hopes that the discussion yields an option for other students who oppose learning Spanish.</p>
<p>&#8220;If we&#8217;re going to do this for Ashleigh, there needs to be a policy change,&#8221; Allison said.</p>
<p>Overman said the district is willing to work with parents to make decisions about educating their children. While parents shouldn&#8217;t expect an overhaul of the district&#8217;s world languages curriculum, the district will review it.</p>

It is a spike in violence that has many in the US worried that gunfights may spill across the border, carrying all the reprisals that left a string of Mexican border towns without journalists, mayors, police chiefs and musicians in 2007.</font></font></font></span></font></p>

Mexican soldiers and federal police chased the van to a small house across the street from the Reynosa police station. The gun battle began soon after. In the aftermath, ten suspects were arrested and five policemen were dead. Along with the suspects, Mexican police seized three automatic rifles, an Uzi submachine gun, grenades and hundreds of rounds of ammunition.</font></font></font></span></font></p>
<p><font color="#c0c0c0" face="Arial, Helvetica, Verdana" size="2">                                    </font></p>

The heavily armed Mexican criminals would easily overcome one or two Border Patrol agents most likely armed with only pistols.</font></font></font></span></font></p>

Some corpses left in the wake of a hit had the letter &#8220;Z&#8221; carved into their backs; standoffs in broad daylight against rival DTOs, police and/or military included hi-tech weaponry such as machine guns and RPGs. Newspapers refer to them as narco-soldiers due to their past military training. Their tactics are smooth and confident and their movements organized.</font></font></font></span></font></p>
<p><font color="#c0c0c0" face="Arial, Helvetica, Verdana" size="2">                                    </font></p>

He has focused on the state of Tamaulipas on the US-Mexico border where the group has the strongest presence, and where he can apply high pressure.</font></font></font></span></font></p>

<p class="MsoNormal" style="margin:0 0 10pt;"><font color="#c0c0c0"><span style="line-height:115%;"><font face="Arial, Helvetica, Verdana" size="2"><font size="2"><font face="Arial">Considering that the Gulf Cartel&#8217;s headquarters is likely in the town of Rio Bravo, between McAllen and Brownsville, Texas, and that many of Los Zetas&#8217; members are still in the state, the first step of Calderón&#8217;s operation was to use soldiers to make a literal cordon around the state.</font></font></font></span></font></p>

Now it is a manhunt, and they are after Lazcano and Treviño, the latter believed to control the lucrative route from Monterrey to Nuevo Laredo, across the border from Laredo, Texas: one of the most hotly contested border crossings in all of Mexico.</font></font></font></span></font></p>

But beyond the border, in cities such as Dallas and Houston, law enforcement will also likely feel the brunt of organized crime.</font></font></font></span></font></p>

Even after this threat to deny American citizens their freedom of speech, President Clinton awarded Obledo the Presidential Medal of Freedom, America&#8217;s highest civilian honor. <b>CCIR question to Obledo</b>:<b> </b>&#8220;Jose Angel Gutierrez said, &#8216;We have an aging white America, they are dying, I love it.&#8217; How would you translate that statement?&#8221; <b>Obledo</b>: &#8220;He&#8217;s a good friend of mine. And you know, I started to think about that and it reminded me of a book that we all read and we all heard about, you know, Paul Revere, and when he was saying, &#8216;The British are coming, the British are coming!&#8217; Well, the Latinos are coming, the Latinos are coming! And the Latinos are going to vote. So our voices will be heard. So that&#8217;s what this agenda is about. It&#8217;s about insuring that we increase our numbers. That we increase our numbers at every level. We talk about the Congressional, we talk about the Senate, we talk about board of supervisors, board of education, city councils, commissions, we have got to increase out numbers because the Latinos are coming. Because what&#8217;s going on right now, with 187, the CCRI (CA Civil Rights Initiative against affirmative action), and let me tell you, we can&#8217;t go back, you know, we&#8217;re in a civil war. But we need to be solidified, we need to come together, we must be strong, because united we form a strong body. United we become solidified, united we make a difference, united we make the changes, united Latinos will win throughout California, let&#8217;s stick together, que si se puede, que no? &#8220;Part of today&#8217;s reality has been propositions like 187 (to deny public benefits to illegal aliens, 1994), propositions like 209 (to abolish affirmative action, 1996), the welfare reform bill, which targeted legal immigrants and targeted us as a community. That&#8217;s been the midnight. We know that the sunny side of midnight has been the election of a Latino speaker &#8211; was the election of Loretta Sanchez, against an arch-conservative, reactionary hate-mongering politician like Congressman Dornan! Today in California in the legislature, we&#8217;re engaged in a great debate, where not only were we talking about denying education to the children of undocumented workers, but now we&#8217;re talking about whether or not we should provide prenatal care to undocumented mothers. It&#8217;s not enough to elect Latino leadership. If they&#8217;re supporting legislation that denies the undocumented driver&#8217;s licenses, they don&#8217;t belong in office, friends. They don&#8217;t belong here. If they can&#8217;t stand up and say, &#8216;You know what? I&#8217;m not ever going to support a policy that denies prenatal care to the children of undocumented mothers&#8217;, they don&#8217;t belong here.&#8221;<b><br />

&#8220;This community is no longer going to stand for it. Because tonight we are organizing across this country in a single mission, in a plan. We are going to organize like we&#8217;ve never organized before. We are going to go into our neighborhoods. We are going to register voters. We are going to talk to all of those young people that need to become registered voters and go out to vote and we&#8217;re are politicizing every single one of those new citizens that are becoming citizens of this country. And what we are saying is by November we will have one million additional Latino voters in this country, and we&#8217;re gonna march, and our vote is going to be important. But I gotta tell you, there&#8217;s a lot of people that are saying, &#8216;I&#8217;m gonna go out there and vote because I want to pay them back!&#8217; And this November we are going to remember those that stood with us and we are also going to remember those that have stood against us on the issues of immigration, on the issues of education, on the issues of health care, on the issues of the minimum wage.&#8221;<b><br />

&#8220;Que viva la raza, que viva la raza (long live our race)! I&#8217;m here to welcome all the new voters of 18 years old that we&#8217;re registering now in our schools. Welcome, you&#8217;re going to make a difference for Los Angeles, for San Antonio, for New York, and I thank Southwest for taking that challenge. And to the Mechistas (MEChA students) across this nation, you&#8217;re going to make that difference for us, too. But when we register one more million voters I will not be the only Latina on the Board of Education of Los Angeles. And let me tell you here, no one will dismantle bilingual education in the United States of America. No one will deny an education to any child, especially Latino children. As you know, in Los Angeles we make up 70% of this school district. Of 600,000 &#8212; 400,000 are Latinos, and our parents are not heard and they&#8217;re going to be heard because in Los Angeles, San Antonio and Texas we have just classified 53,000 new citizens in one year that are going to be felt in November!&#8221;<br />

&#8220;We have 27 centers now throughout LAUSD. Every one of them has trained people, clerks to take the fingerprints. Each one has the camera, that special camera. We have the application forms. And I&#8217;ll tell you what we&#8217;ve done with I.N.S. Now we&#8217;re even doing the testing that usually people had to go to INS to take, and pretty soon, hopefully, we&#8217;ll do the final interviews in our schools. Incidentally, I started this very quietly because there are those that if they knew that we were creating a whole new cadre of brand new citizens it would have tremendous political impact. We will change the political panorama not only of L.A., but L.A. County and the State. And we do that we&#8217;ve changed the panorama of the nation. I&#8217;m proud to stand here and tell you that in those close to three years we have processed a little over 78,000 brand new citizens. That is the largest citizenship program in the entire nation.&#8221;<b><br />

Even their own ethicists say that they should die, that they have a duty to die. They&#8217;re taking up too much space, too much air. We are the majority in L.A. There&#8217;s over seven million Mexicans in L.A. County alone. We are the majority. And you&#8217;re going to see every day more and more of it, as we manifest as our young people grow up, graduate from high school, go on to college and start taking over this society. The vast majority of our people are under the age of 15 years old. Right now we&#8217;re already controlling those elections, whether it&#8217;s by violence or nonviolence. &#8220;There&#8217;s only two forms of power in this country and in this world. One is economic power, We certainly don&#8217;t have the economic power because we don&#8217;t own the means of production, but there&#8217;s another form of power, and that&#8217;s the power of the masses. So you can be as revolutionary as you want, you can be Chicano nationalist, you can be Mexican-American, you can be Hispanic, you can believe in the concept of Aztlan, you can believe in the concept of multi-culturalism. Somebody can say &#8216;Everybody here is wrong, I am the only one that has reached revolutionary completeness&#8217;. But the bottom line is that if we do not mobilize our community we are not putting together a setting &#8211; the parameters to establish a massive movement in our community. That&#8217;s what this is about. And that&#8217;s why I am here today &#8211; to talk about who here wants to organize the masses, and who here is interested in developing that movement that somebody earlier said that the sleeping giant is in a coma. I&#8217;ll tell you that on October 16 (&#8220;Grande Marcha&#8221; against Prop. 187) 150,000 representatives from the sleeping giant were not in a coma but rather were marching down the streets of Los Angeles saying that enough is enough and we&#8217;re no longer going to tolerate the racism against our community. The very essence of the dignity of our community is in danger right now. Luckily, we don&#8217;t have to give our lives. We&#8217;re not at that point, but we can give a little. What I would like to ask everybody here to give is not necessarily your life, but to give one moment of thought to what the importance of a national march on Washington DC in 1996 would mean for the mass movement of our community. Get ten people, ten people ready to go with us to that march to Washington DC in &#8216;96, and I guarantee you, just as we mobilized 150 (sic) people into the streets of Los Angeles on October 16, we can mobilize one million people and bring Washington to a standstill, and those rednecks that are out there making decisions for the betterment of their communities will think twice before they push forward anti-immigrant legislation against our community. And so that we can show our people that the time has come for us to come together on what brings us together instead of to sit down and bump heads. And I tell the students in the colleges, if you&#8217;re still debating the question of whether they&#8217;re Chicanos or Mexicanos, or Chicano/Mexicano, we&#8217;re not learning from the lessons of ten, fifteen years ago. The time has come for unity &#8211; there&#8217;s too many things that separate people, but we have to begin to look at what brings us together. And so I ask everybody here, how many of you agree if we can leave here with one thing today, that in 1996 we are going to Washington DC on a mass mobilization there to bring Washington to a standstill so that they know that we&#8217;re there and that we begin to put into place those things that are necessary to insure that we advance the interests of our community. Raise your hands, those of you that agree with what I&#8217;m saying.&#8221;<b><br />

LA RAZA WILL GET $5 MILLION IN 2008 and $10 MILLION FOR EVERY YEAR AFTER THAT ! ! ! <b><a href="http://www.washingtonwatch.com/bills/show/110_HR_1999.html" target="_blank">Hope Fund Act of 2007 (H.R. 1999) </a></b>To authorize appropriations for assistance for the National Council of La Raza and the Raza Development Fund.</p>
<p>The Secretary of Housing and Urban Development shall, to the extent amounts are made available pursuant to subsection (b), make a grant to the National Council of La Raza for the purpose of providing technical and financial assistance to local non-profit organizations to undertake community development and affordable housing projects and programs serving low-and moderate-income households, particularly through organizations located in neighborhoods with substantial populations of income-disadvantaged households of Hispanic origin.</p>
<p>Assistance provided by the Secretary under this section may be used by the National Council of La Raza or the Raza Development Fund to&#8211;Provide technical and financial assistance for site acquisition and development, construction financing, and short-and long-term financing for housing, community facilities, and economic development; leverage capital from private entities, including private financial institutions, insurance companies, and private philanthropic organizations; provide technical assistance, training, support, and advice to develop the management, financial, and administrative capabilities of housing development organizations serving low-income households, including Hispanic households; And conduct such other activities as may be determined by the Secretary and the National Council of La Raza.( And this means ANY THING THEY WANT TO USE IT FOR!)</p>
<p>Authorization of Appropriations- There is authorized to be appropriated for grants under this section&#8211; $5,000,000 for fiscal year 2008; and $10,000,000 for each fiscal year thereafter. 4/23/2007: Referred to the House Committee on Financial Services.
