PHP hat ja eine eigene API für  BSD-Sockets, die eigentlich auch ganz schön zu bedienen ist. Die Kommunikation von PHP zu PHP funktioniert damit grandios – besonders in Kombination mit der serialize() Funktion kann man da toll ganze Objekte mit übertragen.

Bei der Entwicklung von PushAP möchte ich jedoch von einem PHP Client aus über UDP mit einem C++ Server kommunizieren. Dabei sollen die Datagramme vorerst ganz einfach aufgebaut sein:

4 Byte (int) Größe der Daten + Daten + 4 Byte CRC Summe

In PHP wird das ganze wie folgt aufgebaut:

Das Resultat?

Ich habe einen String mit “Hello Server” senden wollen – folgendes kam dabei raus:

Man sieht, msgSize ist nicht 20, sondern 980627506. Warum?
Fragen wir doch mal Wireshark und gucken wir uns an, was gesendet wurde:

Eigentlich interessieren uns jedoch nur die ersten 4 Byte, also 32 30 73 3A – beachtet man die Endianess, kommt man eben auf diese 980627506.
Es sollte allerdings 20 da stehen – wo ist die nur? Schnell erklärt – 32 ist der ASCII Code für 2, 30 für 0. PHP macht also Zeichen aus unseren Integer-Werten. Das ist natürlich egal wenn man von PHP nach PHP sendet – die Sprache hat es nicht so mit Typsicherheit. C++ ist da allerdings etwas genauer.

Lösung?

Ganz einfach – wir drehen den Spieß um und bauen unsere Größe in 8 Bit ASCII Werte -also Zeichen- um – Zeichen werden ja anscheinend Bitgleich übertragen.
In PHP gibt es dafür die chr() funktion, die einen ASCII Code als Parameter bekommt, und das entsprechende Zeichen zurückgibt

Académicos de la UDP consideran que Cuadra está inhabilitado como rector.

Setenta y cuatro académicos de la Universidad Diego Portales hicieron pública una declaración en la que sostienen que Francisco Javier Cuadra “está inhabilitado para ser rector de nuestra Universidad y conducir un proyecto académico que ha logrado constituirse en un patrimonio cultural que consideramos fundamental preservar”.

En la declaración sostienen que no le hace bien al prestigio de la casa de estudios que su máximo representante aparezca vinculado a casos de violaciones a los derechos humanos.

“El pasado 25 de octubre el rector Cuadra ofreció una entrevista a un matutino de Santiago, en la cual detalló su rol en el caso del asesinato de cuatro disidentes de la dictadura militar, suceso ocurrido en septiembre de 1986. En la misma, el rector señaló que el equipo político de La Moneda, del cual participaba, ordenó la detención de varios líderes y personeros opositores –incluido el actual Presidente de la República, Ricardo Lagos– para ’salvarles la vida’, dado que el hallazgo de un cadáver ‘les hizo suponer que podía estar llevándose un acto de venganza’ por parte de sectores ligados a fuerzas de inteligencia del régimen, para compensar la muerte de cinco escoltas del general Pinochet ocurridas en el atentado cometido en su contra”, explican.

“Sin embargo, esta versión –alusiva a uno de los más serios crímenes cometidos durante el régimen militar– ha sido sistemáticamente desvirtuada en los últimos días por personas que fueron detenidas en la ocasión –entre otros por el propio primer mandatario–. Algunas de ellas incluso han manifestado estupor e indignación frente al intento de presentar privaciones de libertad de hasta por tres meses, o acompañadas de tratos crueles, inhumanos y degradantes, como acciones ejecutadas en beneficio de quienes las sufrieron”, enfatizan.

Recuerdan, asimismo, que “la prensa escrita ha destacado el marcado contraste que existe entre la versión entregada por el rector Cuadra en la mencionada entrevista y sus declaraciones como vocero de la dcitadura en la época”.

“En ellas señaló que el asesinato de los cuatro opositores parecía responder a un ‘procedimiento típico de purga dentro de los grupos marxistas’, lo que sugiere que deliberadamente desinformó a la población respecto de quienes los mismos altos funcionarios de la Moneda pensaban que eran los perpetradores de tales crímenes”, señalan.

Más adelante los académicos dicen que “confrontados con las desconcertantes declaraciones del rector Cuadra, así como con su silencio ante los serios cargos públicos formulados en su contra, nos preocupa seriamente el impacto que este incidente puede tener en el prestigio de la Universidad Diego Portales y, por lo tanto, en su proyecto de erigirse en una de las mejores universidades del país hacia el año 2010″.

“Si bien estamos conscientes de que toda persona debe presumirse penalmente inocente hasta que se pruebe lo contrario, también estamos convencidos de que la investidura de rector de un establecimiento de educación superior supone un estándar bastante más exigente que el que permite evitar un procesamiento o una condena penal. Particularmente en el caso de la Universidad Diego Portales, que desde su fundación se destacó por su apego a los valores democráticos, el rector debe representar de modo creíble esos valores, estrechamente vinculados con el respeto a los derechos humanos”, manifiestan.

“Si la designación de Francisco Javier Cuadra como rector -en la que los académicos no hemos tenido participación- ya generó una situación de por sí compleja, consideramos que la entrevista y sus repercusiones han terminado por quebrar el precario equilibrio existente entre su pasado político y el ethos democrático de la Universidad”, subrayan.

“En efecto, a partir del cuestionamiento al que el propio rector Cuadra se ha expuesto, su rectoría se ha transformado en un factor que afecta el prestigio de la Universidad y pone obstáculos al cumplimiento de su misión”, dicen.

Los académicos subrayan que “el rector es el rostro de la Universidad, quien la encarna a los ojos de la comunidad nacional e internacional (Artículo 11, letra c, del Reglamento General de la Universidad Diego Portales). Por ello, consideramos que nuestra Universidad no resiste que su máximo representante aparezca vinculado a casos de violaciones a los derechos humanos”.

“Por las consideraciones precedentes, los suscritos estimamos que Francisco Javier Cuadra está inhabilitado para ser rector de nuestra Universidad y conducir un proyecto académico que ha logrado constituirse en un patrimonio cultural que consideramos fundamental preservar”

Nmap, sistem yöneticilerinin geniş ağlarını taramasında ve hangi istemci/sunucusunda hangi servislerin çalıştığını saptamasında kullanabileceği bir araç olarak tasarlandı.

Nmap geniş bir tarama yelpazesini destekler ; UDP, TCP Connect, TCP SYN (Yarı Açık), FTP Proxy Bounce Atağı, TCP FIN, TCP Xmass Tree, ICMP (Ping Sweep), ACK Sweep, SYN Sweep ve Null Scan bunlara birkaç örnektir. Bahsi geçen port türleriyle ilgili daha ayrıntılı bilgi bu yazının ilerleyen bölümlerinde ve Port Tarama Nedir? yazımızda bulunmaktadır. Nmap ayrıca gelişmiş özelliklere sahip bir araçtır, TCP/IP parmak izleri ile hedefin işletim sistemini saptayabilir, Stealth (Gizli) tarama yapabilir, taramalarında dinamik zamanlamalar kullanılabilir, paralel taramalar yapabilir, ping atarak aktif hostları bulabilir, RPC taraması yapabilir, esnek port ve hedef özelliklerine sahiptir.

Unutulmaması gereken en önemli nokta hedef sistemde açık olan portların nmap’in standart olarak nitelendirilen ve /etc/services dosyasından aldığı port numarası ve sunucu servis karşılaştırılmaları tablosu aracılığıyla tespit edilmiş olmasıdır.

Örnek olarak standart kullanımda 21/TCP ftp protokolü için kullanılan bir port olması dolayısıyla bu portu açık bulan nmap servisin ftp olduğunu bildirecektir, ancak o portu dinleyen servis farklı bir servis (örnegin vnc sunucusu) olabilir.

Şimdi neler yapabileceği anlatıldığına göre sıra bunların nasıl yapıldığını anlatmaya geldi.

Tarama Türleri

-sT  TCP Connect Scan : En basit anlamda çalışan tarama tekniğidir, hedef porta bağlanmak için SYN paket gönderir, karşılığında SYN/ACK paketi gelirse ACK paketi göndererek porta bağlanır ve portun açık olduğunu rapor eder, eğer SYN paketine RST cevabı gelirse portun kapalı olduğunu rapor eder. Bu tarama türünde extra paket özelliklerine sahip olmak gerekmediği için root olmayan kullanıcılarda kullanabilir. En kötü özelliği açılan tüm oturumların hedef sistem, Firewall yada IDS tarafından loglanıyor olmasıdır.

-sS TCP SYN Scan : Yarı açık olarakta tanınan SYN tarama oturumu tamamen açmaz, SYN paketinin karşılığında SYN/ACK paketi geldiğinde portun açık olduğunu rapor eder ve RST paketi göndererek oturumu kapatır, port kapalı ise hedef zaten direk RST cevabı gönderir. Bu yöntemi uygulayabilmek için root olmak gerekmektedir. IDS ve Firewall’lara yakalanma ihtimali ve loglanma ihtimali azdır.

-sF, -sX, -sN : Bu tarama yöntemleri ise sırayla gizli FIN , Xmass Tree ve Null Scan’dir. IDS ve Firewall’ların SYN taramaları loglayabileceğini düşünerek kullanılan yöntemlerdir. FIN, Xmass Tree ve Null scan paketlerinin gönderilmesi durumunda hedefin RFC 793’te açıklandığı gibi kapalı olan tüm portlar için RST cevabı göndermesi mantığına dayanır. Bu yöntem IPeye ve NmapNT ile windows platformunda da uygulanabilmektedir. Ayrıca bu tarama yöntemleri açık port buluyorsa (FIN taramada Windows sistemlerindeki tüm portlar açık olarak görünmektedir, çünkü Windows tabanlı sistemler bir oturuma ait olmayan FIN paketleri ile karşılaşıyorsa tümünü göz ardı ederler ve göz ardı edilen paketler standart olarak portun açık olduğu anlamına gelir.) hedefin sistemi Windows tabanlı değildir. Eğer SYN scan açık port buluyor ve bu tarama yöntemleri bulamıyor ise hedef Windows tabanlı bir sisteme sahip demektir. Nmap’in İşletim sistemi saptama özelliklerine bu durum dahildir. Windows’la aynı tepkiyi veren bazı sistemler ise Cisco, BSDI, HP/UX, MVS ve IRIX’ tir.

-sP Ping Sweep : Taranılan ağda hangi hostların aktif olduğuna ihtiyaç olduğunda kullanılan genel yöntem ICMP Echo paketleri gönderip cevap beklemektir, son zamanlarda bu ping isteklerinin Firewall’lar tarafından bloke edildiği düşünüldüğünde alternatif çözümler geliştirilmelidir. Bu durumda nmap TCP ACK paketi gönderiyor (standart olarak 80. porttan – değiştirilebilir), eğer porttan RST cevabı geliyorsa sistemin aktif olduğu rapor ediliyor. Diğer alternatif teknikte bir SYN paket gönderip hedeften SYN/ACK yada RST cevabı beklemektir, her iki cevapta sistemin aktif oldugunu gösterir. Root olmayan kulanıcılar için ise standart TCP Connect yöntemi kullanılır. Standart olarak ICMP ve ACK teknikleri paralel olarak uygulanır. Eğer bunun değiştirilmesi istenirse -P* parametreleri kullanılarak bu yöntemler değiştirilebilir. Ayrıca bu pingleme işlemi tamamlandığında sadece aktif sistemler taranır, bu seçenek ping taraması kullanmadan port taramaya geçmek isteniyorsa kullanılabilir.

-sU UDP Scan : Bu teknik hedef bilgisayarın UDP portlarından hangilerinin açık olduğunu saptamak için kullanılır.

(RFC 768) Hedef makinede açık olduğu düşünülen porta 0 byte’lik bir UDP paket göndermek ve “ICMP Port Unreachable” paketini beklemek temeline dayanır. Paket gelirse port kapalı gelmezse açık olduğuna karar verilir. Bazı insanlar UDP taramayı önemsemezler. Önemsemelerini gerektiren sebepler arasında Tftp, NFS, Snmp gibi protokollerin UDP üzerinden çalışması ve Solaris’in RPCBind açığı sayılabilir.

-sA ACK Scan : ACK tarama yöntemi Firewall`ların ACL`lerini bypass ederek tarama yapılmasını sağlar. Bazı Firewall`lar stateful yada basit paket filtreleme Firewall`ları olabilir, dışarıdan gelen SYN paketlerini bloke edebilir ancak ACK flag’lı paketin geçişine izin veriyor olabilir. Rastgele üretilmiş ack/sequence numaralarıyla yapılır. Cevap gelmezse yada ICMP port unreachable mesajı geliyorsa port filtrelenen bir porttur. Nmap genellikle portlar için unfiltered nitelemesi yapmaz. Bu taramada bulunan portları asla açıkca `open` olarak nitelendirmez.

-sW Window Scan : Bu gelişmis tarama türü ACK tarama türüne çok benzer, portların açık olup olmadığını taraması dışında bu portları filtered/unfiltered olarak nitelendirir ve çerçeve boyutundaki farklılıklardan hedefin işletim sistemini saptar. Aralarında AIX, Amiga, BeOS, BSDI, Cray, Tru64 UNIX, DG/UX, OpenVMS, Digital UNIX, FreeBSD, HP-UX, OS/2, IRIX, MacOS, NetBSD, OpenBSD, OpenStep, QNX, Rhapsody, SunOS 4.X, Ultrix, VAX ve VxWorks gibi işletim sistemlerininde bulunduğu işletim sistemlerinin bazı versiyonları bu durumdan etkilenir. -sR RPC Scan : RPC taramaları için diğer tarama türleriyle beraber kullanılır. Bütün TCP/UDP portları tarayarak açık bulduğu portlarda SunRPC`nin “NULL” komutlarını kullanarak rpc portlarını saptamaya çalışır, eğer rpc portu bulursa çalışan program ve sürümlerini saptamaya çalışır. Böylece Firewall yada diğer paket filtreleme cihazları hakkında bazı işe yarar bilgiler saptamaya çalışır. Decoy özelliği şu an için RPC taramalarda kullanılamıyor ancak bazı UDP RPC taramalarında bu özellik nmap`e eklenmiştir.

-b (ftp relay host) : Ftp protokolunun ilginç bir özelliği proxy için destek vermesidir (RFC 959). Bunun için öncelikle hedefin ftp sunucusuna bağlanmak gereklidir, daha sonra internette herhangi bir yerden o sunucuya bir dosya gönderilebilir. RFC nin yazıldığı 1985 yılından günümüze kadar ftp bu özelliğe sahip olabilir. Böylece bir ftp sunucu üzerinden TCP port tarama yapabilme imkanıda kazanılmış olur. Bu seçenek ile bu denemeler uygulanabilir.

Genel Seçenekler

-P0 : Ping atmayı denemeden tüm hostları nmap`e taratmak için kullanılır. Bazı ağlar ICMP Echo ve ICMP Echo Reply paketlerini bloke etmektedir, böyle durumlarda -P0 yada -PT80 kullanılmalıdır. Böylece Firewall`un arkasındaki sistemleri saptama imkanı kazanılmaktadır.

-PT : TCP ping atılarak aktif sistemlerin saptanması için kullanılmaktadır. ICMP Echo paketlerinin engellendiği ağlarda
TCP ACK flag’lı paketler göndererek etkili olmaktadır. Eğer hedef sistemler aktif ise RST flag’lı paketler gönderir ve böylece aktif olduğu anlaşılır. Bu seçeneğin kullanılması için root olunması gereklidir. -PT[port] şeklinde kullanılır ,
varsayılan portu 80`dir. Eğer hedef ağda kullanılan filtreleme cihazı statik paket filtreleme cihazı ise bu paketin erişim kontrol listelerine rağmen içeri girmesi mümkündür.

-PS : SYN flag’lı paketler ile TCP ping taraması için kullanılır. Hedefe SYN flag’lı bir paket gönderilir ve hedeften RST yada SYN/ACK flag’lı paketler beklenir. Eğer bu paketlerden biri gelirse hedefin aktif olduğuna karar verir.

-PI : Standart ICMP ping taramaları için kullanılır. Hedefe ICMP Echo (type 0) paketi göndererek karşılığında ICMP
(type paketi bekler, eğer bu paket gelirse hedefin aktif olduğuna karar verir. Ayrıca bu tarama türüyle broadcast ping’de atılmaktadır ve böylece broadcast ping isteklerine cevap veren bilgisayarlarda saptanmaktadır. Bu durum hedefe denial of
service (servis durdurma) saldırılarından bazılarını test etmek içinde kullanılır. (Smurf , TFN gibi)

-PB : Varsayılan ping taramalarında kullanılacak ping türüdür. 2 yönlü olarak yapılmaktadır. İlki ACK (-PT) flag’lı TCP
paketiyle ikincisi ise ICMP Echo paketleriyle yapılan ping türüdür. Firewall`ların arkasındaki sistemleri belirlemek için ikisinden sadece biri kullanılır.

-O : Bu seçenek aktif durumdaki hedef sistemin TCP/IP parmakizleriyle işletim sistemini saptamak için kullanılır. Taranılan hedefin işletim sistemini tüm taramalardaki farklılıkları birleştirerek saptamaktadır. Bu taramalara işletim sistemlerinin verdikleri cevaplar nmap tarafından bir veritabanında tutulmaktadır ve karşılaştırmalar bu veritabanı üzerinden yapılmaktadır. Bu veritabanında düzenlemeler yaparak bilinen işletim sistemlerinin listeye eklenmesi mümkündür. Eğer nmap tanımadığı bir işletim sistemi olduğunu söylüyorsa ve siz bu işletim sisteminin hangi işletim sistemi olduğu ve versiyonu hakkında bilgiye sahipseniz nmap`in yazarı Fyodor`un fyodor@dhp.com adresine mail yolu ile çıktıları gönderebilirsiniz. -I : Bu seçenek Ident protokolü ile tarama yapma imkanı sunmaktadır. Dave Goldsmith tarafından 1996 yılında Bugtraq
posta listesine atılan postada Ident protokolunun (RFC 1413) herhangi bir servisi başlatan kullanıcının saptanmasına izin verdiği belirtilmiştir. Örnegin eğer http portu açık ise ve dinleyen servisi başlatan kullanıcının root olduğu saptanıyorsa bu
programdan kaynaklanabilecek olası güvenlik zayıflıkları işletim sistemine root haklarıyla erişimi sağlayabilir. Diğer tarama yöntemleri ile beraber kullanılır ancak hedef bilgisayarda Identd aktif durumda değil ise kullanılabilir durumda
değildir.

-f : Bu seçenek SYN, FIN , XMAS veya Null taramalarda kullanılabilir durumdadır. Teori hedef sistemdeki Firewall ,
diğer paket filtreleme cihazlarının yada saldırı tespit sistemlerinin parçalanmış paketlerden taramayı farkedemeyecekleri temeline dayanmaktadır. Kullanılması tavsiye edilmektedir. Ancak bu teknik hedef sistemlerde gelen parçalar bekletilip bütün parçalar geldikten sonra hedefe gönderiyorsa işe yaramamaktadır. Bu özellik henüz tüm işletim sistemleri üzerinde
çalışmamaktadır ; ancak Linux , FreeBSD ve OpenBSD üzerinde çalışmaktadır. Diğer *nix sistemlerde başarı ile çalıştırılması durumunda yazara bildirilmesi rica edilmektedir.

-v : Verbose seçeneğinin kullanımı tavsiye edilmektedir çünkü taramalar hakkında daha fazla bilgi gösterilmesini
sağlamaktadır. Çıktıları iki kez alma imkanına böylece kavuşulmuş olur, eğer bu çıktılar yetmiyorsa -d seçeneği ile ekrana
tamamen sığamayacak kadar bilgi alınabilir.

-h : Nmap`in sıkça kullanılan bazı parametrelerinin kullanımı konusunda yardımcı bilgiler içerir. Bir nevi hızlı başvuru
klavuzu denilebilir.

-on (Log Dosyası) : Nmap`in ürettiği sonuçları ismi verilen dosyaya yazmasını sağlar.

-oM (Log Dosyası) : Nmap`in ürettigi sonuçlari ismi verilen dosyaya makine okuyabilir şekilde yazmasını sağlar. / | , gibi noktalama işaretleriyle sonuçları ayırır. -v parametresi kullanılarak daha fazla ayrıntı yazdırılması da sağlanabilir.

–resume (Log Dosyası) : CTRL+C ile yarıda kesilen taramaların devam etmesi için kullanılır. Ancak yarıda kesilen tarama -on yada -oM kullanılarak bir log dosyasına kayıt edilmiş olmalı ve bu log dosyası parametre ile verilmelidir. Nmap bu log dosyasındaki başarılı son taramadan itibaren taramaya devam eder.

-iL (Log Dosyası) : Nmap`e taranacak hedeflerin bir dosya aracılığıyla verilmesini sağlar. Bu dosyada hedefler boşluk , sekme yada yeni satırlarla sıralanmış olabilir.

-p (port aralığı) : Bu seçenek ile nmap`in özel port aralıklarını taraması sağlanabilir. Örneğin `-p 23` hedefin 23. portunu
tarayacaktır. `-p 20-30, 139, 60000-` ise 20 ile 30 arasındaki tüm portların 139. portun ve 60000`den büyük tüm portların
taranmasını sağlayacaktır. Varsayılan değeri 1 ile 1024 arasındaki tüm portlar ve /etc/services dosyasında listelenmiş
portların taranmasıdır.

-F Hızlı tarama : Özel bir portun taranması istenmiyorsa , sadece /etc/services dosyasındaki portların taranması
isteniyorsa kullanılabilecek bir seçenektir.

-D [yanıltma1], [yanıltma2], [ME] : Hedefi tararken ait olduğu sistemin IP`sini saklamaya yardımcı olur. Normalde taramalar bir IDS , Firewall yada diğer paket filtreleme cihazlarına kaydedilebilir ve gelen paketler bu sistemden geldiği için IP bilgisi log dosyalarına kaydedilmektedir. Ancak decoy yani yanıltma yada tuzak kullanıldığı durumda bu sistemin IP si ile beraber parametre olarak verilen diğer IP`lerde taramalarda görünecektir ve onlardan da hedefe paket geliyormuş gibi olacaktır. Bu durum bazı paket filtreleme cihazlarının ve port tarama saptayıcılarının yanılmasına veya birden fazla hata vermesine sebep olabilmektedir, böylece söz konusu tarama çok daha az dikkat çekecektir. Yanıltmalar aralarında `,` işareti ile ayrılarak girilmelidir, istenirse parametlere `ME` seçenegi eklenerek bu sistemin IP`sinin de decoylar arasında istenilen bir sırada bulunması sağlanabilir. Bazı port tarama saptayıcılar (Örneğin scanlogd) 6. pozisyon yada sonrasında bu sistemin IP`sini farkedemeyebilir. Eğer `ME` seçeneği yanıltmalar arasında kullanılmazsa nmap sistem IP`sini rastgele bir pozisyona koyacaktır. Dikkat edilmesi gereken bir durumda seçilen yanıltmaların aktif durumda olması yada kazayla hedefe SYN Flood denilen DOS atağının yapılma olasılığıdır. Ayrıca kullanılan yanıltmaların tamamının aktif olmaması durumunda kolayca port taramayı yapan sistem anlaşılacaktır. Yanıltma özelliği ping taramalarında da (ICMP, SYN , ACK yada hangisi olursa) kullanılabilir durumdadır. Yanıltma ayrıca -O seçeneği yani işletim sistemi saptama seçeneği ile beraberde kullanılabilmektedir. Kullanılan yanıltmaların sayısı kadar taramalarda yavaşlayacaktır. Ayrıca bazı ISP`ler spoof yapılmış yani yanıltılmış IP`lerin barındığı paketleri hedefe ulaşmadan önce kendi ağ bölümünden olmadığı için
engelleyebilir.

-S (IP Adresi) : Bazı durumlarda nmap sistemin kaynak IP`sini belirleyemeyecektir, ki bunuda söyleyecektir. Böyle
durumlarda -S seçeneğini kullanılarak kaynak IP`si nmap`e belirtilebilir. Ayrıca bu seçenek ile IP spoofing denilen adres
yanıltmasıda kullanılabilir. Örneğin taramalarda hedefin rakip şirketinin IP`leri kullanılabilir, bu epey yanıltıcı olacaktır.
Ancak bu seçeneğin böyle kullanılması desteklenmemektedir. Çünkü bu durum taramalardan başkalarının sorumlu tutulma
ihtimalini yükseltmektedir. -e seçeneği genellikle bu seçenek kullanılırken gerekli olmaktadır.

-e (arayüz) : Nmap`e taramaları yaparken paketleri hangi ağ arayüzünü kullanarak gönderebileceğinin belirtilmesini
sağlar. Nmap bunu bazı durumlarda belirleyememekte ve bunu söylemektedir.

-g (port numarası) : Taramalarda paketlerin kaynak portlarını isteklere göre belirlemeyi sağlar. Bazı paket filtreleme
cihazları ve Firewall`lar oturumun ilk olarak hangi taraftan başlatıldığını saptayamayabilirler. Genelde statik paket filtreleme cihazlarında karşılaşılan bir durum olmasına rağmen dinamik paket filtreleme cihazlarında da benzer durumlar
geçerlidir. Böylece 20/TCP ftp data ve 53/TCP-UDP gibi portların kaynak port olarak ayarlanması durumunda filtreleme cihazlarının erişim kontrol listelerinin içinden geçerek hedefe ulaşma gibi bir şans sunulur. Genelde saldırganlar
gönderdikleri paketlerde kaynak portları bu şekilde ayarlayarak paketlerini ftp yada dns geri dönüşleriymiş gibi maskeleyebilir ve filtreleme cihazlarını geçme şansı kazanırlar. UDP taramalarında.

53/UDP, TCP taramalarınızda ise
53/TCP’den önce 20/TCP yani FTP-DATA portu kullanılabilir. Nmap -g seceneği ile kaynak portu belirleme şansını
sunmaktadır.

-r : Nmap`e taramalarda portları rastgele değilde sırayla taramasını belirtmek için kullanılır.

–randomize_hosts : Nmap`in verilen aralıktaki taranacak sistemleri rastgele sırayla taramasını sağlamak için kullanılır.
Bazı IDS`lere yakalanmamak için bu teknik ile beraber işlemleri zamanlama seçeneklerini kullanarak yavaşlatmakta etkili olabilir.

-M (en fazla soket sayısı) : Aynı anda açılabilecek en fazla soket sayısını belirtmek için kullanılır. Taramaları daha
yavaş yaparak yakalanmamak ve hedef sistemin çökmesini engellemek için kullanılabilir.

Zamanlama Seçenekleri

Genellikle Nmap ağ yapılarına göre zamanlamasını ve daha hızlı/yavaş tarama şekillerini belirleyebilir, böylece saptanamayan sistem sayısını minimuma indirmiş olur. Ancak nmap`in zamanlama ayarlarında değişiklik yapma ihtiyacı
oluştuğunda aşağıdaki parametreler kullanılarak bu değerlerin değiştirilmesi mümkündür.

-T (Paranoid | Sneaky | Polite | Normal | Aggressive | Insane) : Bu seçenek belirli zaman periyotlarının ve belirli son bekleme sürelerinin poliçelere aktarılmış halidir ve kullanımı kolaylaştırmak için yapılmıştır. Paranoid , taramalar yavaşça ve aralarında fazlaca zaman bırakarak IDS`lere yakalanmadan taramanın tamamlanması için yapılmıştır. Sneaky, taramalar arası 15 sn. aralıklarla paketleri gönderir. Polite, hedef ağı kolayca meşgul edebilecek ve hedef sistemi kilitleyebilecek kadar hızlı bir taramadır. Portların taranması arasında 0.4 sn. den az bir zaman vardır. Normal, standart nmap tarama süreleridir. Aggressive, sistem başına 5 dakikalık bekleme süresi ve 1.25 sn.lik bir porttan cevap bekleme süresine sahiptir. Insane, hızlı ağlarda kullanışlıdır, sistem başına 0.75 sn.lik bekleme port başına ise 0.3 sn. cevap bekleme süresine sahiptir.
Bu arada seçenek içinde poliçenin sadece adını yazmak yerine sayısıda yazılabilir, -T0 Paranoid -T5 ise Insane`e karşılık gelmektedir.

–host_timeout (milisaniye) : Bir sistemin taranması durumunda özel bekleme süresinin belirlenmesi için kullanılır.
Standart olarak nmap süre sınırı belirtmez.

–max_rtt_timeout (milisaniye) : Nmap`in bir porta gönderdiği paketin cevabını bekleyeceği sürenin en fazla ne kadar
olacağının belirlenmesi için kullanılır, standart değerin 9000 oldugu varsayılır.

–min_rtt_timeout (milisaniye) : Nmap sistemin cevaplarının çabuk gelmesi durumunda bekleme süresinin değerini
düşürmektedir. Böyle durumlarla karşılaşmamak ve belirli bir bekleme süresini garantiye almak amacıyla verilebilecek en
az bekleme süresidir. Böylece zaman farkından kaynaklanacak paket kayıpları minimuma indirilmiş olur.

–initial_rtt_timeout (milisaniye) : İlk araştırma için süre sınırı belirtmeyi sağlar. Genellikle sadece Firewall ile korunan
sistemlerin -P0 seçeneği ile taranması durumunda kullanışlıdır. Normalde nmap ilk ping isteği ve ilk birkaç denemeden
sonra iyi bir rtt zamanlaması yapar. Varsayılan değeri 6000`dir.

–max_parallelism (sayi) : Aynı anda en fazla kaç işlemin beraber yapılabileceğinin belirlenmesi için kullanılır. Bu
seçenek ayrıca RPC taraması , Ping taraması gibi taramalarıda etkiler.

–scan_delay (milisaniye) : Taranan portlar arasındaki bekleme zamanının belirlenmesini sağlar. Aği fazla yüklememek,
hedef sistemi kilitlememek ve sessizce tarayarak IDS`lere yakalanmamak için kullanışlıdır.

Hedef Özellikleri

Nmap oldukça esnek bir hedef seçme özelliğine sahiptir. İstenilirse IP adresi vererek /maske ile taranacak ağı belirtmek
mümkündür. Örnegin /24 C sınıfı bir ağ için /16 B sınıfı bir ağ için kullanılabilir. Ayrıca B sınıfı bir ağı taramak için
128.210.*.* , `128.210.*.*` , 128.210.0-255.0-255 yada 128.210.0.0/16 gibi düzenler kullanılabilir. Bu tanımlamaların
hepsi geçerlidir.

Örnekler:

nmap -v -sS -O www.ornek.com

Bu örnekte -v seçeneği daha fazla bilgi almayı , -sS seçeneği SYN tarama uygulanmasını , -O seçeneği ise hedefin işletim
sistemini saptamayı sağlar.

nmap -sX -p 22,53,110,143,4564 128.210.*.1-127

Bu örnekte ise -sX seçeneği Xmass Tree taramasının uygulanmasını , 22,53,110,143,4564 nolu portların taranmasını ve
128.210.*.1-127, 128.210.0.0/16 ağında IP`si 1 ile 127 arasındaki tüm hostların taranmasını ifade eder.

Transmission Control Protocol vs User Datagram Protocol, console-wise.

Xbox’s use UDP, which basically throws data packets at the CPU, doesn’t care if it catches them and only sends them once. Whereas a PS3 and a Wii use TCP, which catches every data packet and lets the computer know that it’s caught it.

I was taught this in college so don’t start flaming me if I’m wrong/inaccurate. It’s just a little something that I found interesting, perhaps Microsoft should consider TCP if it’s so much more reliable and efficient than UDP.

So if you’re playing a game on an Xbox (or PC) and you experience lag (especially online), you’re no doubt using UDP.

For the last few days I’ve been writing a simple IRC bot in Ruby. I have noticed however that the documentation for Ruby Sockets is quite poor, so I thought I’d post a bit about using Ruby Sockets here.

These are all the main classes that deal with sockets, with the exception of IO.

BasicSocket
This is the base socket class which defines a few simple methods, pretty useless on its own.

Socket
This class contains everything you need to work with sockets, however if you intend to use a TCP, UDP, SOCKS or UNIX socket you will probably be better off using one of the other classes.

Let’s examine the basic operation of IP (Internet Protocol) and the terminology used for transmitting data and, in this instance, closed-circuit television across a series of cables, local area networks, wide area networks and indeed through the Internet.

IP generally uses a protocol called TCP which sends the information and data in ‘packets’. At their destination the receiver will then sent back to the transmitter an acknowledgement that it has received the information safely. The transmitter will then issue the next packet of data and await confirmation that it has been received before moving on to the next and the next … ad infinitum. This form of protocol is really quite impractical for sending CCTV images because each picture comprises such a vast amount of data that standard transmission lines currently used in networking are unable to adequately cope in real-time streaming terms. Instead we use another protocol called UDP which, quite simply, only sends the information to the receiver with no acknowledgement that it has been received safely and all in one piece.

existencia de un público leal a las instituciones del Estado”.

Era razonable que los comandos presidenciales esperaran con serena impaciencia los resultados de la última encuesta de opinión pública de la Universidad Diego Portales (1), esto si bien el instrumento de estudio social no tiene el glamur de la encuesta CEP, se le reconoce por su seriedad metodológica y la solvencia de los académicos que están a cargo. Lo que no era esperable en cambio, es que ésta arrojara un dato marginal pero interesante en cuanto a auscultar la opinión de la población sobre nuestro sistema educativo. En efecto, desde el retorno a la democracia, Chile ha experimentado un debate abierto sobre la conveniencia que existan agentes privados que lucren en educación con dineros públicos; estudios más estudios menos, han hecho pasar demasiada tinta bajo el puente logrando generar bandos claramente distinguibles, situación que quedó plasmada en las posturas que se enfrentaron en el CAPCE (2). En la instancia de debate, se generaron dos bandos, uno pro lucro encabezados por el académico José Joaquín Brunner y el denominado Bloque Social, integrado por profesores, alumnos y apoderados; es más, a tanto llegó el grado de incordia que, este último, redactó un documento alternativo al oficial (3).

Lo sucedido en el Consejo Presidencial es historia conocida, lo que no era conocido hasta ahora en forma tan palmaria y contundente, es cuál es la percepción pública en torno a este debate, en definitiva, qué opina la ciudadanía al respecto. Y es esta pregunta, a tres años de la coyuntura, la que respondió la encuesta de la UDP. Lo primero que nos dice el instrumento, es algo que ya habíamos deslizado en este blog, y es la alta preocupación ciudadana que da al tema educativo, designándolo como la tercera problemática a nivel nacional, por debajo solo de salud y delincuencia (4). Pero es ante la pregunta, ¿Está Ud. de acuerdo con que todas las Universidades privadas debieran pasar a manos del Estado?, donde un categórico 64,5 % plantea premiar al Estado como proveedor único en educación superior (5). Sobre lo mismo, por si existieren dudas “un 63,4% está ‘de acuerdo’ en que los colegios particulares subvencionados deberían pasar al Estado” (6).

A manera de conclusión, me gustaría hacer dos consideraciones. Primero, habla bien de la UDP que, siendo ellos un ente privado, no tenga temor en advertir una percepción pública que de alguna forma pone en entredicho su propio accionar. Segundo, educación se impone como una preocupación relevante, la sociedad chilena apuesta cada vez más a lo que considera tal vez la única forma de movilidad social realmente efectiva, y además, ve al Estado como el soporte más serio para encausar esta demanda. Esta nota, marginal en el debate público de hoy, no debiera dejar impávido a los candidatos presidenciales ya que, nada hace predecir lo contrario, es decir, el tema educativo en nuestro país llegó para quedarse.

Hola! Bueno el siguiente es el reporte del enviado espacial al seminario “HACIA UNA NUEVA POLÍTICA DE DROGAS PARA LA CIUDADANÍA DEL BICENTENARIO”,
organizado por la Red Chilena por la Reducción de Daños en la Universidad Diego Portales, los días 27 y 28 de Octubre de 2009, en la cual destacados penalistas (ojo, no panelistas!) y académicos del mundo del arte de cómo constuir una sociedad mejor con nuevas políticas de drogas y todo ese mambo, se dieron la paja para debatir, proponer y como siempre, posponer los resultados que aquí se tratan.

Weno, quiero iniciar mi reporte partiendo que para empezar queria decir que la Ak-47 de esta temporada esta muy wena, para que decir de este maravilloso cruce de Deep Chunk x Uzbeka.

En fin, lo que queria decir  es que dentro de los próximo 5 años se viene un buen grupo de trabajo al respecto, y no es chiste ya que lo que aprendí estos dos días fue demasiado pero demasiado bueno: hice contactos, hablé con gente entendida del tema, surgieron nuevas ideas y lineamentos, recolecté información impresa (hasta cds nos regalaron!!) etc… encontré un enfoque que antes no había tenido la oportunidad de abordar porque nadie me lo había dejado claro. Quiero decir esto porque mucho de lo que se habló coincide con lo que habla MOVIMENTAL,  y eso es muy importante, sólo que esto, y con mucho respeto a los amigos de MOVIMENTAL, es mucho más académico e intelectual y eso me llama mucho más la atención,  por que yo soy un joven atraido por esas artes oscuras. De hecho tanto así,  que me inscribiré en la Red Chile (los organizadores) para aportar con mi granito de arena, me sentí por primera vez representado en materias de dialogos academicos y lineamientos políticos y satisface mi curiosidad intelectual en estos temas por lo que me urge seguir tratándolos. Dicho esto, quiero rescatar que mi informe no es imparcial, sino que casi es objetivo pero en verdad no, osea si, pero bueno, squen ustedes sus propias conclusiones:

El seminario en general abarcó las propuestas academicas  de los movimientos, Ong’s, profesores de universidades y personeros públicos acerca de las políticas de drogas existentes. El nombre del seminario (“HACIA UNA NUEVA POLÍTICA DE DROGAS PARA LA CIUDADANÍA DEL BICENTENARIO” ) se refería justamente a lo que se iba a hablar:  evaluaciones y nuevas propuestas en el tema DROGA.

Primer día.

TEMA GENERAL: “Diagnosticos y evalucación”

(Lamentablemente llegamos tarde y no quisimos interrumpir la primera mesa, asique pasamos directamente a la segunda mesa del seminario )

Segunda mesa de dialogo:  SISTEMA PENAL Y DROGAS.

Una vez más son los acádemicos los que ponen en el tapete y llevan el dialogo hasta el límite:  Pedro Mendoza (abogado,  Revista Cañamo), Iban de Rementeria (abogado, profesor, Corporacion Ciudadania y Justicia) y Eduardo Sepulveda (abogado, profesor de derecho penal, ex- defensor público) fueron los protagonistas de la segunda mesa del día que tenía como tema Sistema Penal y Drogas, osea el temita de la penalización, la criminalización y el impacto de la Ley 20.000 (lease “ley veintemil).

En resumen en esta mesa todos coincidieron en que la Ley 20.000 es un desastre, que implica penas innecesarias, se puso como ejemplo otros paises (Holanda específicamente) y el tema de cómo se ha confundido la seguridad pública con las drogas, estigmatizando al usuario y el aumento de criminales innecesarios.

Weno, partió Iban de Rementeria, un viejito que se parecía a Noé y se nota que le gusta la enseñanza universitaria, es el típico profe que le dice “monos” a las presentaciones en Power Point del datashow y se tira su talla loca de por medio.  Su tema era “Ley de Drogas y Seguridad Pública”. Mostró datos y estadisticas muy wenas y oficiales respecto a por ejemplo cómo las denuncias de delitos como el robo con fuerza a aumentado pero las pesquisas no, onda creo que eran 800 llamadas de denuncias versus 70 detenciones, y cómo en el caso de las drogas (que compete la  Ley 20.000) las denuncias eran como 50 y las detenciones como 50 mil jajaja. Finalizó con un dato que es para quedar como huevo frito:  el único abuso de drogas que a aumentao sostenidamente tanto en demanda como en usuarios ha sido el de los psicofarmacos… paloyo.

Luego habló  Eduardo Sepúlveda, otro viejito que es como una especie de pretor romano, osea imagina al que inventó el Derecho Romano por un momento… ya así era este caballero. Su tema era “Ley de Drogas y Derecho”.  Weno, con él la cosa se puso mega hiper ultra HOLY SHIT:  el viejito se pasó pués este señor es como la consumación del argumento intelectual y academico en torno al tema de las drogas y el derecho penal, tanto así que cuando terminó de hablar quedó en la sala un aire como de “ooooh la cagó”, además que hablaba como dando un discurso pero en verdad estaba exponiendo y los datos los tenia en la memoria jajajaja se pasó, onda de esta clase eran sus intervenciones:

“en 1925 la ley 17.345 decia en el articulo 34 que usar drogas era como amarrarse el zapato al revés… blablabla… y pasaron los años y 4 leyes respecto a las drogas y todas han fracasado blablabla… y cuando en 1995 la ley 19.376 se pronunció respecto a la marihuana dejó con las manos atadas a quienes la cultivaban para su uso personal blablabla y el cañamo industrial blablabla”

Ese toque.

Weno él habló acerca de cómo las cárceles se han llenado a costa de mayoritariamente las leyes en cuanto a las drogas y se paseó con datos de cúanto sale un preso en la cárcel y todo ese asuntillo, de cómo la ley ha dado duro en los sectores más bajos de la sociedad pero no así en los más altos, que hay una brecha enorme en cuanto al conocimiento penal de los mismos fiscales  y jueces y que el entrenamiento policial en este tema es como Lucho jara hablando inglés. Weno no recuerdo mucho más, estaba petrificado por la autoridad con la que decía su discruso y me fui en otras volás, onda “¿te imaginai si en el cole hubiese tenido un profe así?”.

Inmediatamente del pretor romano habló Pedro Mendoza, un muy  buen amigo de esta linea editorial. Bueno Pepo (como le dicen) es un cabro medio tieso que solo tiene expresiones cuando habla, es piola, tranquilo y sabiondo. Su tema fue “Ley de Drogas y Reducción de Daños”. Partió con un discruso que para mi es conocido pero para ustedes tal vez les suene nuevo:  La Ley 20.00 es la única ley en la que tu debes demostrar que no eres criminal ya que ésta de antemano criminaliza al usuario antes de que éste pueda demostrar inocencia. Es como “pega y después pregunta”. Dió datos de cuánto ha aumentado la población carcelaria desde el debut de la Ley 20.000, poblacion carcelaria competente en el área, osea si en 2004 se arrestaban a 20 volaos ahora se arrestan a 500 jaja. Hizo énfasis también en la ignorancia de los fiscales en relación a lo que es la droga, especificamente el cannabis, dando como ejemplo a un payaso del norte de Chile que decia que las raices y los tallos se usaban con fines comerciales para el narcotrafico, algo así como para “patear” los cogollos jajaja pobre diablo. En fin, Pepo terminó diciendo que lo importante acá es cambiar la relación que tiene la Ley 20.000 con criminalizar el microtrafico (usuarios), ya que lo que debiera perseguirse es el narcotráfico (proveedores, dealers).

Luego vinieron las preguntas del público. Puras tonteras salvo la de un cabro que preguntó la situación del CONACE y porqué la cannabis estaba en la lista I:
(voy a parafreasear)

Pepo: “weno eso mismo le pregunte en la mañana (?) a Donoso (del Conace) y me evadió, la cosa esta se hizo a puertas cerradas sin consultarle a nadie y volá…”

Iban de Rementería: “Es urgente un cambio de estrategias politicas” y no me acuerdo que mas,  pero le dio con el cambio en las estrategias, dando datos concretos, como el asuntito de la concesión de cárceles como negocio y haciendo notar que la via más rápida para llenar cárceles es teniendo una política de drogas como la actual, por lo tanto negocio redondo y eso esta mal.

Eduardo Sepúlveda: No sé bien como lo dijo pero cabros, literalmente repasó todas las leyes de drogas en Chile desde el siglo XIX para decir que este asunto es una mierda como nosotros bien sabemos.

Terminó Pepo mostrando e interactuando con una infusión de hojas de coca diciendo “lo que estoy haciendo en estos momentos es para darme 10 años de carcel” jajaja seco.
Una vez finalizada la mesa nos fuimos por unos jugos jaja y volvimos para la tercera mesa de diálogo.

Tercera mesa de diálogo:  POLITICAS PUBLICAS Y CIUDADANIA.

Weno, la tercera mesa de diálogo prometía: David Ordenes (Sec. Ejec. Corporación La Caleta), Paulo Egenau (Director Ejecutivo Fundación Parenteis) y Claudio Venegas (Editor Gral Revista Cañamo, Candidato a Diputado por los distritos Ñuñoa y providencia, “algo” de Movimental).

En resumen en esta mesa se hablaba acerca de lsa funciones de los centros de rehabilitación, de lsa iniciativas ciudadanas para el cambio social y de algunos movimientos con miradas más progresistas.

Partió David Ordenes; fome. Su pinta era fome, su presentación era fome,  su forma de hablar era fome y todo lo que expuso era demasiado fome. De hecho hablar de él es terrible fome. Él habló acerca de su corporación, de cómo opera, cómo trabaja, las propuestas que tienen, etc… Presentó a La Caleta como una Corporación más de trabajo social así que next.

Luego el turno de Paulo Egenau que era como el típico Gerente General de una empresa de oficina jóven pero en verdad un día descubrió que tenía aptitudes sociales y apareció como director de la fundación Paréntesis. En fin, se paraba como gerente de oficina joven, tenía pinta de gerente de oficina joven y su ppt (jajaj ppt) era de gerente de oficina joven. Hablaba con la mano en la cintura y con la otra mano indicaba los puntos que recorria con su voz de gerente de oficina joven jajaja que risa. Ya, la cosa es que habló de la fundación (), las propuestas y todo eso.  A diferencia de La Caleta, que era una Corporación más social, de ayuda en las poblas y todo ese cuento, la Fundación () es como debiera ser la Corporación La Esperanza de Orpis: una visión más progresista de la rehabilitación de las drogas y un mayor nivel técnico y conocimiento del tema, a diferencia de la shit de Orpis.

Terminado el gerente de oficina joven le toco a otro gerente de oficina joven, pero más volao: Claudio Venegas. Venegas es como Paulo Egenau, hasta se parecen: los dos usan barba y tienen como 30 años, sólo que Venegas usa lentes negros de sol y la camisa afuera, habla más rápido y hace más mímicas. Como parte de MOVIMENTAL, su ppt (jajaja ppt) se basó en la crítica al CONACE como organismo regulador del tema de drogas. Con datos oficiales del mismisimo CONACE expuso que el asunto de drogas en Chile es una mierda (nada nuevo a estas alturas), con los datos y cifras presentadas fue literalmente un cadado chino al CONACE, finalizando con las propuestas de autoregulación que debiera tener cada uno al momento de interactuar con una droga. Algo rescatable, es que los datos expuestos por Venegas dejan muy claro que Chile es el hazmereir en el área: somos los mas marihuaneros, los que tenemos más detenidos por drogas, los menos informados, los que más nos matamos por culpa del alcohol y los mejores llenando cárceles en latinoamérica.

Finalizado Venegas, vinieron las preguntsa del público, de la cuál la rescatable es la de un cabro que preguntó ¿que mierda hay que hacer con el CONACE?.

David Ordenes no recuerdo lo que respondió por que tal vez era algo fome. Egenau dijo que no hay que focalizarce en el CONACE para discutir de este tema sino en políticas públicas y un trabajo social a lo que Venegas replicó diciendo que en ningún caso las instituciones tienen la culpa, excepto en este jajaja cuanto sabe!

Weno, eso fue el primer día, me perdí a la María Teresa Chadwick porque la cambié por una Chumbeki, uf, quede pegado en el cristal del espacio después de fumarme esa cepa, muy intensa para la mente, tanto que me fui a regar las plantas y no volví al seminario. Si, ya fui reprendido por haber actuado así, pero weno esto es hobby jaja asi que nos perdimos 2 mesas, buuu.

Segundo Dia.

TEMA GENERAL: Desafios y Propuestas.
Primera mesa de diálogo: REFORMAS LEGISLATIVAS EN DROGAS EN AMERICA LATINA Y EL MUNDO.

Ya, en esta primera mesa también llegué tarde porque el cabezazo índico del día anterior realmente me dejó tieso. Lo bueno fue que cuando llegué ya había hablado el más fome y lo que me importaba (el holandés) no había siquiera empezado, así que todo bien.

En la primera mesa estaban:  Martin Jelsma (politólogo, coordinador del proyecto Drogas y Democracia del Trasnational Institute), Miguel Soto (no lo escuché) y Nelson Ávila que no llegó porque le importa un cuerno el tema y el viejito ya no tiene ningún brillo, que se corrompa en su puesto de senador hasta siempre, por lo que lo reemplazó Pepo con el discurso que conocimos en el párrafo anterior.

Weno, una vez que Pepo terminó le pasó la pelota a el holandés volador, cuyo tema era “Panorama Internacional de Reformas Legislativas”. Este caballero es el tipico caballero europeo con zancos de 2 metros, rubio, con ese acento que uno imita cuando se hace el gringo, debe tener 100 años pero como es europeo representa 50.

Habló acerca de 3 puntos importantes:

- Criminalización de los usuarios.
- Situación legal respecto a las drogas y las medidas de otros paises
- Clasificación de la sustancias.

Se peino de una manera terrible fome en estos temas. Una, porque era terrible lento para hablar; dos,  porque hablaba español perfect pero su acento gringolandes hacia medio dificil la modulación, y tercero porque hablaba despacito. Sin embargo lo fome no le quitó la acción: los datos estaban como la Megan Fox, terrible wenos: en el primer punto habló acerca del tema de cómo otros paises han salido exitosos no criminalizando a los usuarios; se apoyó en datos oficiales de paises como Ecuador y de datos como los que maneja Holanda con sus procedimientos criminalisticos en relación a las drogas, una joya de info. En el segundo punto hizo referencia principalmente a la situación de Portugal (no tenia idea) que despenalizó el consumo, dejando de lado toda pena y solo castigando con faltas administrativas, permitiendo una menor persecución y encarcelamiento penal a los usuarios pero manteniéndose el paradigma en torno a las drogas. Y en el tercer punto habló de porqué el cannabis no debiera estar en la lista I, de que es una injusticia y no solo eso sino que otras drogas legales (no alcohol ni el tabaco) sino los psicofármacos son tan accesibles a la población (especialmente femenina) y representan un daño mayor que casi todas ls drogas juntas, no solo por sus daños colaterales sino por que crean un mercado a las farmaceuticas a costa de la dependencia. Joya.

Y weno, luego vino el asunto de la preguntas del público y como nadie se motivó yo salté y le pregunte a Martin Jelsma acerca de si podía ampliarnos la situación de Holanda pero THE REAL SITUATION, no la tonterita que nos dicen que en Holanda la marihuana es legal y todo eso, a lo que respondió:

“Holanda este año cumple 20 años desde que se inció el programa de revisión de políticas públicas de drogas y se ha llegado a la conlcusión de que estan afectando a la nación, ¿por que? porque se ha hablado de un narcoturismo es por eso que a partir de 2010 Holanda cerrara a los turistas los coffeshop reservandolos solo para los ciudadanos holandeses  ademas hay q regular mas la situacion a pesar de que se permiten 5 plantas por casa y 5 gr en porte, ya que los coffe actualmente se abastecen de circuitos criminales, ya que como seaen el sentido legislativo son estrictamente criminales los proveedores de los coffe. Sin embargo no se piensa que eso se aabe (eso de los coffe), ya está instaurado pero los políticos en los Paises Bajos han pensado que ya es hora de reformular las leyes que permiten el narcotrafico con paises fronterizos por ejemplo o que no bien posicionada la situacion legal de los proveedores de los coffeshops”

Weno y eso, inmediatamente después nos fuimos a tomar un cafe y y ahí tuve una pequeña charla con el holandés el cual me confesó que no tiene idea en materias de cultura cannabica, que él es politologo y no como el psiconauta que pintaba el diario numero 1 del sensacionalismo y amarillismo chileno: LUN. Mala por él, ya que se perdió de que lo entrevistara jaja, esos si, es seco para el tema de la cultura de la coca, encuentra que ha sido un tema injusto pero a mi no me interesaba el tema así que pasamos a la segunda mesa, la de los comandos presidenciales.

Segunda mesa de diálogo: “PROPUESTAS DE POSTULANTES A LA PRESIDENCIA DE LA REPUBLICA EN LEGISLACION Y POLITICAS PUBLICAS EN ALCOHOL Y OTRAS DROGAS”

Weno, partió el moderador de la mesa, un caballero con cara de buena onda que no sé como se llamaba, quién dijo a modo de introducción que quienes estaban en la mesa de diálogo eran quienes los comandos de los presidenciables consideraban expertos en el tema.

Los representantes eran 3:

Daniela Peñaloza (Piraña)

Javier Albornoz (Arrate)

Juan Pablo Hermosilla (Frei).

A MEO le importa poco y no llego su representante.

Weno, partió el de Arrate. El caballero era el típico nerd con camisa cuadros, el que uno diría que es ingeniero en informatica pero en verdad es el asesor en políticas de drogas de Arrate. Era terrible fome y lo único que dijo bueno es que Arrate considera necesaria la despenalización del autocultivo de cannabis para consumo personal.

Luego fue el turno de Daniela, de Piraña, bueno ella era de un grupo de acción ciudadana que se llama “nomeacuerdo” pero era conocido, algo asi como el brazo social de la Paz Ciudadana. La cosa es que esta cabra era una rubia de trenzitas con chaleco beatle (yo juro que andaba con un cilicio del Opus Dei pero en verdad era una volá mia, la cagó la niña, era una monja ciudadana). Weno ella habló de que era importante dejar de criminalizar al usuario y que habia que encargarse al narcotraficante, romper las cadenas con programas preventivos, rehabilitacion y toda esa shit. Cometió el error más grande de todos al decir:

“Es incorrecto hablar de despenalización, porque por este asunto no hay penas sino multas”

jajajajajajajajajajajajajaja tan linda…

(ojo, desde 2005 después de la Ley 20.000 más de 10 mil giles han sido detenidos y han caido en cana)

Luego dijo que no esta de acuerdo con la legalización de la marihuana. “Weno -pense yo- nosotros tampoco”. En fin, se notó que el comando de Piraña era el menos preparado en estos temas, pero como todos saben, si Piraña sale presidente vendría a ser el anticristo de los volaos, asi que, ha rezar.

Una vez terminó esta niña, se le paso el mic a JP Hermosilla, un master, un ídolo, es el típico profe que le gusta hablar bajito cosa que si alguien esta hablando o haciendo ruido queda como Caupolican en la pica. Este caballero es parte de Oceanos Azules y aclaró que estaba ahí porque el comando lo consideraba como el más capaz para hablar de esto pero no necesariamente reprsentaba la visión que tenía el mismo Frei, cuac.

Weno, Hermosailla es una leyenda, todos los que estamos inmersos en la lucha por la despenalización del cannabis sabemos bien quién es. Y a pesar de que él piensa que la marihuana es mala, está muy de acuerdo en que todo este asunto de la Ley 20.000 es una verdadera mierda (intelectualmente hablando). El señor Hermosilla dió cátedra una vez más de cuanto sabe (cuaaaanto sabe Hermosilla) en este tema. Se puso los parches antes de la herida diciendo que lo que hacia Daniela (la de Piraña) era weno, admirable y toda esa volada chupazorri, pero remató con un tiro a lo Ronaldiño (intelectualmente hablando) diciendo: “Pero tu Daniela te equivocas cuando dices que en este asunto no hay penas…” Dicho esto, como un buen Terminator de la Ley Penal puso en su lugar a la niña y le enseñó que la canas mandan. En resumen, lo mejor que dijo Hermosilla fue que todo este asunto es un asunto de cambio de visión social  (para Neuroparty, hacer cultura!!!), ya que si la visión de la ciudadanía no cambia, entonces estamos jodidos. Y no es la mano estar jodidos.

Una vez terminó Hermosilla vinieron 3 rondas de preguntas del público. Puras leseras, tanto así que el moderador de la mesa, el caballero con cara de buena onda a cada momento decía “Seamos brves, vamos al grano” etc.. Y obviamente su servidor también se matriculó con una preguntita jejeje esta vez fue para el único que tenía brillo en la mesa, osea Hermosilla:

“Señor Hermosilla, me gustaría que me aclarara el asunto de las apologías, especificamente ¿qué pasaría si yo llego a la casa y escribo que la marihuana es wena y todo eso”

A lo que me respondió:

“La Ley se refiere a esto en el articulo nosecuanto inciso nosecuanto que se considera apología cuando se habla con un discurso que favorece el narcotrafico o se incita al narcotrafico, por lo tanto decir que la amrihuana tiene propiedades que son positivas por ejemplo, no es una apología sino una información que permite un mayor conocimiento del tema”

GRACIAS, LARGA VIDA A NEUROPARTY!

Finalizada la ronda de preguntas, se dio finalizada la ronda de preguntas  y el seminario, claro, jaja.

En fin, este es el resumen general de este seminario que estuvo demasiado bueno, aprendí mucho como dije y creo que es hora de sumar mis fuerzas y gastar mis  cannabicas neuronas en eso; desde la estación espacial internacional, cerrando las trasmisiones hasta otro contacto, un saludo y adelante estudios.

Mr. Peters’ arrest came in the wake of a defiant political rally in Serekunda, 7-miles off the capital, Banjul only yesterday evening. Even though the UDP was denied a police permit, it went ahead as scheduled and in what many described as a revolutionary departure from its party leader’s usually tempered demeanor, lawyer Ousainou Darboe lambasted the Gambian leader as an utterly despicable dictator who wants to micro-manage every sector of Gambian society.

Femi Peters, the UDP, as well as everyone in The Gambia are in my thoughts and prayers, I have that awful feeling in the pit of my stomach, that I always get, when something is about to go down, yet I can’t quite say exactly what that “something” is, and I don’t want to let anyone know just in case said “something” never materializes and I look like a paranoid fool.

Lawyer Darboe Explains Reasons Behind NADD’s Failure

The leader of the biggest opposition United Democratic Party has
cleared the air over assertions of other opposition members that
Gambian oppositions are in a state of “coma”, saying that even though
he respects the expressions of opinions of by any individual, he does
not see that as a fact.

“What he [OJ] said is not a fact but an opinion and even if he was
stating facts, those facts are not applicable to the UDP Party. If
there is anything, it is his party that is in a state of ‘coma’. How
can one say that a party is in a state ‘coma’ when UDP party has four
elected National Assembly Members, one of whom is a member of the
ECOWAS Parliament? How can one say that UDP is in a state of ‘coma’
when the party is actively engaged in grassroots mobilization?

In an exclusive interview with The Daily News, Darboe said UDP Youth
Wing have recently concluded a nationwide tour. A women wing has also
just mobilized a rally at Bakau. “It is because of the popularity of
the UDP that even those members of other opposition parties lay claim
to membership of UDP when they switch allegiance to the ruling APRC
party. With all due respect to OJ, his assertion that the opposition
is in a state of “coma” is incorrect in so far as the UDP is
concerned, and I know as a fact that the NRP is as active as it was in
1996″, Darboe explained.

According to Darboe, he had known from the Chairman of PPP Yahya
Ceesay that PPP is not interested in supporting a candidate. “Infact
the majority of those who signed the documents for the registration of
PPP have made it clear that they are not interested in supporting a
candidate but instead, to regain their assets seized”, he said. But at
that selection, Mr. Omar Jallow was nominated, and when my deputy
Yahya Jallow told him that, “look your party PPP is not interested in
supporting a candidate”, OJ responded that he is NADD and not PPP.

Mr. Yahya Jallow nominated me and there was no representative who
seconded his nomination. Mr. Halifa Sallah was nominated but later,
his nomination was withdrawn but someone from NDAM said OJ is the one
nominated. And I said, “But look there has to be consensus and we said
we (UDP) have not agreed”. The following Saturday when they convened,
Mr. Halifa Sallah was nominated by Mr. Sam Sarr, editor of Foroyaa
newspaper and they said that it was a mistake to have withdrawn
Halifa’s previous nomination.

Darboe explained that the re-nomination of Halifa Sallah to him showed
something different. He said there were few members of his executive
who were against his resignation and they tried to convince him to
stay on so that they can work out a solution to the impasse.

“On the 7 February, I tendered my resignation from NADD the political
party and indicated that the UDP was committed to the Memorandum of
Understanding signed in 2005 and that it would be to the UDP to decide
on its continuous membership of the alliance. The Chairman Mr. Hassan
Musa Camara said he was not accepting the resignation letter because
he wanted to work on me to reverse my decision. I however promised
that I will withhold the copies of my resignation to the press and
IEC, which I did”.Below is the excerpt of the interview…..

Is it true that the opposition parties are in a state of “coma” as

Every person has a right to his opinion and I always respect

What can you tell us about the country’s multi-party system as we speak now?

The Gambians are struggling to have a real multi-party system in the
country; the fact that we have many registered political parties does
not in itself guarantee multi-partyism.The environment within which
these parties operate is the factor that determines the existence or
non existence of multi-partyism.It is obvious that the current
environment is very hostile to the growth of multi-partyism.The
opportunities accorded to the ruling APRC party in the dissemination
of their views through the national media is denied the opposition
parties. The independent press which could serve as a credible medium
for dissemination of opposition views is under very serious threats,
intimidation, harassment and cajoling. Other institutions that are
supposed to serve as bulk-walks to support multi-partyism all bow to
the wishes and dictates of President Jammeh and his ruling party. What
is required is to create conducive environment which allows for the
operation of multi-partyism.

In one of our editions published Gambians have expressed lack of
confidence in the opposition parties as they have failed in the
formation of NADD coalition. What is your opinion on this?

I appreciate the fact that every Gambian has right of opinion on every
particular issue and Gambians are entitled to have their views on
opposition alliance. I have in the past resisted to answer any
question or make comment on why I resigned from NADD.I have always
referred people to Mr.Hassan Musa-Camara who was Chairman of NADD.I
have always believe that Mr.Camara will give unbiased and an impartial
view of events to the Gambian people from the first day of the
negotiation to establish (NADD)to the day I resigned.However,recent
comments in the Foroyaa Newspaper by Mr.Halifa Sallah in his way
forward as well as Mr.OJ urging the Daily news to ask Hamat Bah and I
why we resigned, I can no longer be silent and leave Gambians with the
belief that Mr. Bah and I were the obstacles to an opposition
alliance.

Mr.Ceesay in 2004, all the parties agreed on the need to form an
alliance for opposition parties and this need became more urgent and
apparent when the constitution was amended by introducing a simple
majority for Presidential elections. Hitherto a Presidential candidate
would be declared duly elected if he obtains more than 50% of the
votes validly cast at the elections. We all felt it made more sense to
have an alliance of opposition parties so that we do not have split
votes to the opposition. The UDP was very committed to the idea and
because of that we agreed to be at par with all other opposition
parties. We agreed to have equal representation and equal voice with
even an untested party like NDAM,we agreed to have equal voice and
equal representation with a party such as PPP which had a committee
only in Serrekunda.We also agreed to be at par with PDOIS which did
not even poll more than 5% at the 2001 Presidential elections. I know
as a fact that non of the leaders of these parties would have accepted
this sort of arrangement if they had the political dominance UDP
enjoyed. We conducted all the negotiations on the basis of having an
alliance of opposition parties. We did not discuss and agree on the
merger of political parties or the creation of new political parties.
The opening words of the preamble are “We, the undersigned
representatives of opposition political parties, who seeked to
establish an alliance…….” Under part one of the Memorandum of
Understanding (MOU) the alliance was established and article one
states “an alliance is hereby established. The name of the alliance is
National Alliance for Democracy and Development (NADD) with the
acronym (NADD).Then article four states amongst other things “all
opposition parties who are signatories to this MOU shall be founding
members of the alliance. The selection of candidate for the alliance
for Presidential, National Assembly and Council elections should be by
consensus but if there is an impasse then selection must be by Primary
election which will be restricted to party delegates and there would
be equal member of delegates comprising a chairman and youth leader of
every party from village, ward and constituency.

These are some of the most important provisions in the MOU, what we
have opted to do by MOU is to set up an alliance of opposition
parties. Obviously the criteria set for the selection of candidates
could be met only by the UDP. PDOIS did not have the following to meet
the criteria, nor did the PPP or NRP.It was only UDP that had the
capacity and following to meet this criteria. It is common knowledge
that the MOU was signed in 2005.At that ceremony something happened
which would have aborted the signing ceremony. The UDP delegation
comprising me and my deputy Mr.Yahya Jallow went to that ceremony to
sign the MOU on behalf of UDP and make a statement that is appropriate
on such occasions. Before the commencement of the ceremony I was given
a document virtually an oath declaring commitment.OJ told me he was
seeing it for the first time and I was going to either walk out or
refuse to sign the declaration. But there were four gentlemen in the
assembly, Mr. Sam Johns,Dr.SJ Pama,Alagie Ba Trawalley and Dr.Sheriff
Ceesay to whom I deferred because I have enormous respect for these
people and I think it would be out of place for me not to conform with
this unexpected development. This development to me showed insincerity
and a lack of openness on the part of whoever might have drafted that
declaration and brought it to the ceremony without consulting my
party. Nonetheless UDP remain committed to the MOU. After the signing
of the MOU some members of the alliance conscious of UDP’s dominance
came to the conclusion that if a Presidential candidate were to be
selected under the MOU, the UDP being the dominant opposition
political party would produce a candidate and they did not want to
support a candidate running in the name of UDP.So they flouted and the
discussion to register NADD as a political party really took at least
three months. In fact I presented a scenario to them if the
Independent Electoral Commission (IEC) were to invite me to a meeting
as leader of UDP while I am also a member of NADD,a registered
political party and an issue arises between UDP and NADD which one
will I support. I continuously advised them against the registration
of NADD as a political party. During one of the meetings when I came
very hard in my arguments one of the party leaders walked out of the
meeting called some people in the United States to say that Darboe and
UDP are creating obstacles for us. And before we left the meeting it
was on the Freedom Newspaper, and me and my party are being portrayed
as anti-united opposition when infact the anti-united opposition are
those who refused to accept the reality of the fact that the MOU
signed did not call for the establishment of a new political party.
And I remember, I think it was on the 16 April 2005,I said since you
are insisting go and register it. When the constitution of NADD, the
political party, was presented by Managing editor of Foroyaa Newspaper
Sam Sarr to the IEC for registration he reported he was asked certain
questions. This made the Chairman Mr.Hassan Musa Camara to ask Sam
Sarr to go and withdraw the document he submitted at the IEC for
registration but it was too late.

Now what followed the Registration of (NADD)?

All the opposition seats in the National Assembly were lost, although
three of them were regained following the bye-elections. And in fact
when the court made the ruling I told all of them that with my little
understanding of the Gambian constitution I know this is what would
have happened. I also hinted that I will be considering my position in
NADD viz a viz UDP because it is legally impossible for me to be a
member of two different political parties and I cannot abandon UDP for
a new party.

In 2005, before I left for the United States, Musa Drammeh of the then
PPP and Mr.Hassan Musa-Camara invited me to a short discussion at
which they also requested the presence of Alhagie M.C Cham because
Musa Drammeh knew Alagie MC Cham could influence my decision on
certain matters. Musa Drammeh pleaded with me that I should continue
my membership of NADD because my departure from NADD would have some
adverse consequences on candidates who were to contest those
bye-elections.Mr.Drammeh initiated this move because the previous day
OJ was on BBC network Africa programme saying that anyone who resigned
from NADD would be committing a political suicide. This was an
apparent reference to me because I had earlier indicated to the
executive of NADD that I would consider my position in NADD.Out of
respect for Hassan Musa Camara, Alhagie MC Cham and Musa Drammeh I
acceded to Mr.Drammeh’s request. I was the only political leader who
went to all the constituencies and appealed to the UDP supporters to
vote for the NADD candidates. And I personally met all my expenses; I
don’t even rely on even my party to meet the cost of my travels and
other expenses. I did so because I wanted to see that candidates
running on NADD ticket won their seats notwithstanding my earlier
disagreement to register NADD as an opposition party.

Around December 2005, there was talk of celebrating the first
anniversary of the founding of NADD and I insisted you cannot go to
the public and celebrate without NADD having a leader. My insistence
led the way for them to select a flag bearer. I had known from the
Chairman of PPP Yahya Ceesay that PPP was not interested in supporting
a candidate, infact the majority of those who signed the documents for
the registration of PPP have made clear that they are not interested
in supporting a candidate but instead to regain their assets seized.

But at that selection Mr. Omar Jallow alias OJ was nominated, and when
my deputy Yahya Jallow told him that look your party PPP is not
interested in supporting a candidate. OJ responded that he is NADD and
not PPP.Mr.Yahya Jallow nominated me and there was no representative
who seconded his nomination.Mr.Halifa Sallah was nominated but later
his nomination was withdrawn but someone from the National Democratic
Action Movement (NDAM) said OJ is the one nominated and I said but
look there has to be consensus and we said we (UDP) have not agreed.
The Following Saturday when they convened Mr.Halifa Sallah was
nominated by Mr. Sam Sarr editor of Foroyaa Newspaper and they said
that it was a mistake to have withdrawn Halifa’s previous nomination.

I discussed the situation with senior members of my executive in
Pipeline here and I told them that I think it is time for me to resign
from NADD because I did not believe that the other party leaders are
sincerely committed to the idea of a united opposition as I was. I
also felt that I was an obstacle to those who were aspiring to be flag
bearers for NADD.I told members of the executive that if their was
sincerity among the leaders they would have worked out a consensus
around the candidature of Mr.Jallow but the re-nomination of Halifa
Sallah to me showed something different. There were few members of my
executive who were against my resignation and they tried to convince
me to stay on so that they can work out a solution to the impasse.

On the 7 February I tendered my resignation from NADD the political
party and indicated that the UDP was committed to the Memorandum of
Understanding signed in 2005 and that it would be left to the UDP to
decide on its continuous membership of the alliance. The Chairman
Mr.Hassan Musa-Camara said he was not accepting the resignation letter
because he wanted to work on me to reverse my decision. I however
promised that I will withhold the copies of my resignation to the
press and IEC which I did. Prior to that NADD set-up a committee to
work out the qualifications to be satisfied by anyone before being
selected as NADD flag bearer. My deputy Mr.Jallow refused to nominate
anyone to represent UDP on that committee but the chairman prevailed
Kemeseng Jammeh to do so. And when this committee met they came out
with seven point criteria to be satisfied by anyone. On the day I
tendered my resignation I made it quite clear to all of them that
there was clear lack of sincerity and I and my party will not
subscribe to any qualification or criteria that is not contained in
the constitution of the republic of the Gambia. Since I am an obstacle
I resigned, you can go ahead and do what you want.

Even when I resigned from NADD and OJ conceded to Halifa Sallah, Lamin
Waa Juwara put forward his candidature in opposition to Halifa Sallah.
You see the lack of sincerity and lack of commitment on the part of
those who professed to be champions of the united opposition in the
Gambia. This is synopsis of what led to my resignation from NADD.I
have omitted from this narration, the various campaigns launched
against me in the US when the leadership of NADD went to the US
supposedly to sell NADD to Gambians in the US whilst I was busy in the
Supreme Court trying to save the Parliamentary seats that were lost. I
have also omitted to mention the various clandestine efforts made by
some members of NADD during the period that I was defending some of
them against the charges brought against them before Justice
Paul.Hamat Bah resigned from NADD to join the UDP in an alliance
because he faced an accepted reality that in politics it is the number
that matters and UDP had the largest following and it made more sense
for anyone really committed to restore true democracy that we yearn
for should give his support to the UDP and that is what Mr. Bah did.

What do you think is the way forward for the country’s opposition parties?

Those who are in leadership position of parties must accept the fact
that Gambians know that the ultimate decision in electing any
government is theres.We the political leaders must also accept the
that we do not have all the ideas that can take this country out of
this hostile political environment and move the country forward. We
must not be presumptuous and we must disrobe ourselves from the
clothes of self-righteousness believing that we are the only ones
capable of doing things right. Self perpetuation or a
self-perpetuating government must be eschewed. When we talk about self
perpetuating government does the Gambia have such a history? Now was
the PPP government a self perpetuating government? Why would anybody
think that if Hamat Bah is voted into office he will run a self
perpetuating government? Why would anyone think that a UDP government
would be a self perpetuating one?

These are some of the thinking some of the political leaders must
discard and come to terms with the fact that there is no party leader
who would perpetuate himself in power. My own personal history shows
absolute and uncompromising adherence to constitutionalism. Thirty-six
years of standing in support of the constitution of the Gambia at all
levels demonstrates and provides testimony that if I do not enforce
the present constitution I will not do anything that would not go down
well with the wishes of the Gambian people. The executive of the UDP
is meeting to consider proposals submitted to it for a united
opposition front and for me it will not be proper at this stage to say
what such a united front should take.

El pasado 19 de Octubre, en la Facultad de Educación de la Universidad Diego Portales se llevó a efecto un debate sobre propuestas educacionales para los próximo cuatro años, para lo cual se pidió a los comandos presidenciales que nominaran quien los represente. La modalidad de pedir a los candidatos, que envíen sus representantes a debatir sobre el área resulta particularmente interesante, por dos motivos, primero se eleva el nivel de la discusión, lo que permite tener lineamientos más claros sobre énfasis y diferencias entre ellos; segundo, permite vislumbrar quienes son los expertos de cada comando, entre los que podría estar el futuro Ministro de Educación. De los invitados tres eran ingenieros y economistas, y uno sociólogo y filósofo; Juan Cassasus (1), representaba a Marco Enríquez Ominami; Manuel Riesco (2), lo hacía por Jorge Arrate; Claudia Peirano (3), por Eduardo Frei; y Harald Bayer (4), por Sebastián Piñera. En una modalidad de tres rondas, la primera de presentación de propuestas, la segunda de puntualización e interpelación y, la última con preguntas del público (5).

El Cambio

Para el equipo de ME-O, si queremos mejorar la educación se deben generar cambios profundos en nuestro sistema educacional, mejoras que no se lograrán con la legislación actual. Para Cassasus, hay que cambiar el paradigma educativo actual, el cual se centra en la “creación de capital humano” mediante procesos estandarizados rígidos, propios de sistemas productivos. Esta visión economicista de mirar la educación, estaría en retirada hoy en el mundo, hablándose de la era de la “post estandarización”. Qué platea para sustituir este modelo, volver la mirada hacia donde se da el hecho educativo, el aula. Lo que se pretende es un cambio de enfoque que sustituya a la formación de capital humano por formación de personas, para lo cual hay que devolver la educación a su base, los profesores. Mediante un aumento significativo en la inversión en el área (7), mejoras en las condiciones de trabajo docente (8), cambios en la estructura del Ministerio de Educación, la creación agencias locales de educación; se propone un paradigma centrado en el aprendizaje  que fortalezca la formación integral, que contribuya al desarrollo ético, estético, intelectual, emocional, corporal, espiritual y social de los alumnos.

La Coyuntura

El representante de la candidatura de Jorge Arrate, comenzó su alocución agradeciendo a las autoridades de la Universidad por la oportunidad de posibilitar un debate “crucial para todo el país”. A renglón seguido, comenzó a explicar las características de cómo emerge la llamada deuda histórica (10) que mantiene el gobierno con los profesores, explicación que demandó más del 80% de su intervención. No pretendo hacer un juicio sobre la conveniencia de ocupar un sitio público, para asociarlo a un debate coyuntural, por importante que este sea; lo concreto es, que poco logramos advertir sobre las propuestas en el área del otrora Ministro de Educación. En efecto, más allá de planteamientos genéricos que criticaron LGE, que demandaron la creación de colegios de excelencia por comuna, la extensión de la educación de 12 a 14 años, Manuel Riesco nos dejó con otra deuda, tal vez no tan grande como la histórica, la deuda sobre los planteamientos de su abanderado (11).

La Continuidad

Las exposiciones de Claudia Peirano y Harald Bayer, representantes de Frei y Piñera respectivamente, básicamente aludieron a la continuidad de las políticas públicas que en materia de educación se vienen realizando en los últimos 30 años. En efecto, matices más, matices menos, ambos comandos coinciden en la implementación plena de la LGE y sus satélites de combate, la Superintendencia y la Aseguradora de la Calidad. Ambos están por un cambio del Estatuto Docente y, mientras Peirano plantea aumentar en 40% la subvención escolar, Bayer sube la apuesta a un 100%. En general existe acuerdo que el Estado debe asegurar a los padres una educación de calidad, la que se lograría mediante la implementación de múltiples evaluaciones estandarizadas, las que medirían las falencias y avances a lo largo del proceso educativo.

Un aspecto crítico del evento, resultó lo poco adecuado del recinto donde se efectuó el debate. En efecto, el salón –repleto de alumnos y académicos- se hizo demasiado estrecho, los panelistas se encontraban hacinados contra el telón donde se exponían las diapositivas; enfrentando dos problemas, primero tapaban parte del telón, y segundo no podían ver lo que estaba proyectando el contradictor. Un segundo aspecto crítico, dice relación con la poca planificación que se mostró entre la exposición y las diapositivas que se proyectaban, lo que –cualquier profesor lo sabe- ensucia la comprensión. Esto no es menor, ya que muchos de los que exponen hablan del mal desempeño de los profesores en el aula, por lo cual sería importante predicar con el ejemplo.
