I guess…. 1:10:00? That’s the best I could do. I don’t want to run fast but hurt my knees. This is just a prelude to my Standard Chartered half marathon. 3 more months to go.

By: Marlee Kostiner

The notion of celebrity has always intrigued me.

Image provided by www.chinadaily.com

They receive so much in return for being beautiful and talented. Money. Fame. Gifts. Attention. They are in a position that is so sought after and so revered. People actually care what celebrities do on a daily basis and will go to surprising lengths to imitate them, from where they get their coffee to what brand of jeans they’re wearing. As you know, there are even websites dedicated to tracking celebrities’ every move, ahem, Perez Hilton. I’ll admit, I’m definitely not all innocent here… not in the least.

When you think about this obsession we have, it’s actually kind of creepy. It’s pretty much a fact of life for celebrities and I say: celebs should take these lemons and make lemonade. Sure, we may be stalking celebs’ every move, but why not turn this weird cultural phenomenon into something positive? Many celebs have already made the leap.

When the whole world is watching, why not do something that’s actually useful to society? It was so refreshing to see Nicole Kidman in the news last month, not because she dyed her hair or wore a scandalous dress, but because she headed to Washington in her role as a UN ambassador to support legislation aimed at tackling violence against women.

She actually accused Hollywood of contributing to violence against women by portraying them as sex objects.

The Guardian reported that when asked whether the film industry had a negative influence on the way films portray women, Kidman replied “Probably,” before saying that she refused to take roles that portrayed women as weak sexual objects. “I can’t be responsible for all of Hollywood, but I can certainly be responsible for my own career.”

Kidman has worked for the UN since 1994 when she became a goodwill ambassador for the United Nations Children’s Fund (Unicef), and has represented the UN Development Fund for Women (Unifem) since 2006.

An article in the Belfast Telegraph said: “Using Nicole Kidman to front a campaign — no matter how worthwhile — really does call into question the whole dubious notion of goodwill ambassadors. These unpaid worthies, according to the UN, “use their fame to draw attention to important issues.””

So what? Why diminish the fact that these hot commodities could be making money doing something stupid but chose to volunteer their time doing something worthwhile? Sure, their publicist is probably thrilled because it will make them more likeable. Sure, it may help them land that role in the next blockbuster. But seriously, who cares? The point is that they are doing something good and if it’s raising awareness for issues like violence against women, why complain?

According to the American Free Press, Kidman told Congress that violence against women and girls was “perhaps the most systematic, widespread human rights violation in the world.”

“I am far from an expert, I rely on the people I’ve met to make the case,” admitted the actress, adding that it “recognizes no borders, no race or class.”

The International Violence Against Women Act is currently under debate. If passed, it could greatly influence US foreign policy in relations with countries where there is a lack of women’s rights.

AFP also explained that Kidman said systematic rape in ethnic conflict, forced marriage at an early age and domestic violence required treatment “not with a box of band aids but with a comprehensive, well-funded approach that acknowledges that women’s rights are human rights.”

It’s clear that the beautiful bombshell is more than just a pretty face and is actually using her celebrity for good. So will we ever be able to focus on all the good that celebs are doing instead of constantly gossiping about the superficial aspects of their lives? I doubt it. But maybe we can, at least, have a balance of both, and that’s better than nothing.

Terms of Reference: Individual Contract: Somali Region Water Sector Review The Regional Government o

Terms of Reference: Individual Contract:
Somali Region Water Sector Review

The Regional Government of Somali Region, in particular, the Somali Water, Mines and Energy Resource Development Bureau (SWMERDB) would like to carry out an in-depth water sector review in 2009/10, informed by a comprehensive scoping study. The study and subsequent review will take into account Somali’s unique demographic, social, economic and hydro-geological context, in particular, the pastoral nature of a sizeable proportion of its population, and accommodate the views of government and non-government actors. Both the scoping study and the review will be designed to inform the development of a Regional Water Sector Development Plan and Plan for Accelerated Development to Eliminate Poverty (PASDEP, in essence the National Poverty Reduction Strategic Plan) in the context of the WASH Universal Access Plan 2006-2012.

Working with the Regional Steering Group and in particular the SWMERDB, guided by UNICEF and informed by other stakeholders, the consultant is to conduct a rapid water sector scoping exercise covering water supply, water for irrigation and hydro-power, based on existing information and informed by interviews with key informants and a number of visits to different parts of the region. The resulting report should include (i) the Somali and National context, with specific reference to demographics and the pastoral nature of much of Somali society (ii) water sector status in the context of development planning (iii) water sector policies, plans and budgets (iv) capacity analysis of different stakeholders and (v) a SWOT analysis.

The development of the water sector scoping report is based on a number of activities, set out below:

1.	Desk study of existing documentation. The consultant will work from home base to review existing documentation, which will be collated and sent to him/her electronically or couriered by UNICEF (5 days input, resulting in a short inception report
2.	Initial meetings and stakeholder interviews at Federal level, focusing on Ministry of Water Resources, major donors (World Bank, African Development Bank, DfID, prominent NGOs active in the Region, UNDP and UNICEF); collated an review additional documents
3.	Initial meetings and stakeholder interviews at Regional level, focusing on (i) the Regional Steering Group involving key Government stakeholders representing the line bureaus involved, reporting to the Regional Cabinet; the SWMERDB; major NGOs active in the Region’s water sector, private sector entities and agencies including UNICEF. Structure of scoping report to be agreed with Regional Steering Group
4.	Field visit to at least five different Woredas in four different Zones in the Region, meeting government representatives at different levels and local communities (25 days input). The final selection of locations will be agreed by UNICEF and the Regional Steering Group.
5.	Follow up discussions in Jijiga and Addis Ababa
6.	Working from home base, and using the information collected, draft the scoping report. This will then be reviewed by the Regional Steering Group, UNICEF and other relevant actors
7.	Complete the scoping report, taking into account comments received

Total input is estimated as 60 working days over a 14 week period. Deliverables include a short inception report based on review of documents received; a first draft of scoping study, and a final draft taking into account recommendations made by the review panel.

Minimum Qualifications

Masters or PhD in Water Supply, Water Resources or other relevant field from an accredited University

At least ten years relevant experience, supporting the development of national or sub-national water supply / water resources policy, strategy, and plans in a development context

Specific experience of developing water sector scoping studies, associated development plans and related pieces of work

Specific experience of water resource planning / allocation in support of livelihoods in a pastoral / semi pastoral context

Able to collate, review and analyse a considerable volume of information in a relatively short timeframe

Excellent listening, presentation and report writing skills

Specific experience of Ethiopia / Horn of Africa useful but not essential

Perhaps we need to keep an open mind and start learning more about what the issues are for us personally, for our local environment, for our country and last but not least, the planet and all those who will need to live on the planet for the foreseeable future.

Rodrigues -Indian Ocean

While working on Rodrigues island (Mauritius) I was discussing with some young people about their hopes and fears for the future. We were doing this as part of a larger research study where several countries were sharing ideas about what concerned young people about their future and what action should be taken. Out of all the places only primary school students from Rodrigues said they were concerned about rising sea levels. Of course they were the only ones who lived near sea level and who lived on an island small enough to be totally engulfed by an increase in seal level.

Ten years later, and more news is coming out about Pacific islanders and Maldive inhabitants anxiously watching their coasts disappear and desperately asking the world’ s polluters to give them a break.

10 days to get accustomed to some of the climate change jargon before the talking begins again. Whatever the reality of the situation , to do nothing should not be an option for any of us. We can learn more , understand more, ask difficult questions and perhaps take some action. During the next two weeks I will try like many others to ensure that more information is available.

Climate Change Science Compendium

UNEP’s Climate Change Science Compendium is an annual snapshot of how the science has been evolving since the publication of the IPCC’s landmark fourth assessment.

One of the many sobering conclusions is that:

“ The growth in carbon dioxide emissions from energy and industry has exceeded even the most fossil-fuel intensive scenario developed by the IPCC at the end of the 1990s. Global emissions were growing by 1.1 percent each year from 1990-1999 and this accelerated to 3.5 percent per year from 2000-2007.”

From the COP 15 website:

Some predictions from the Ministry of Climate and Energy of Denmark

Predicting the consequences of global warming is one of the really difficult tasks for the world’s climate researchers. Firstly, because the natural processes that cause precipitation, storms, increases in sea level and other expected effects of global warming are dependent on many different factors. Secondly, because it is difficult to predict the size of the emissions of greenhouse gases in the coming decades, as this is determined to a great extent by political decisions and technological breakthroughs.

Many of the effects of global warming have been well-documented, and observations from real life are very much consistent with earlier predictions. It is the precise extent that is difficult to predict. Among the effects that can be predicted are:

More droughts and more flooding:

When the weather gets warmer, evaporation from both land and sea increases. This can cause drought in areas of the world where the increased evaporation is not compensated for by more precipitation. The extra water vapor in the atmosphere has to fall again as extra precipitation, which can cause flooding other places in the world.

Less ice and snow:

Glaciers are shrinking rapidly at present. The trend is for the ice to melt faster than estimated in the IPCC’s latest report. In areas that are dependent on melt water from mountain areas, this can cause drought and a lack of drinking water. According to the IPCC, up to a sixth of the world’s population lives in areas that will be affected by this.

More extreme weather incidents:

The warmer climate will most probably cause more heatwaves, more cases of heavy rainfall and also possibly an increase in the number and/or severity of storms.

Rising sea level:

The sea level rises for two reasons. Partly because of the melting ice and snow, and partly because of the thermal expansion of the sea. Thermal expansion takes a long time, but even an increase in temperature of two degrees Celsius is expected, in due time, to cause a rise in the water level of almost a metre.

In order to get an idea of the extent of the consequences, researchers typically work with scenarios that show various possible developments. Other scenarios are being described by people such as economists and planners:

Ranging from business as usual to “a real deal”, Björn Stigson, President of the World Business Council for Sustainable Development, sees six very different possible outcomes of the UN conference on climate change to be held in Copenhagen this December.

Mr. Stigson’s views, first presented earlier this summer, are highlighted as an expert group under the US National Academies of Sciences releases a new video on the process ahead. His six scenarios are:

1. “A real deal”: the US and China provide the driver for a new, ambitious and comprehensive agreement.

2. “Business as usual”: the various countries follow current national targets.

3. A limited deal: headed by for example the Group of Eight (G8) a deal outside the UN Framework Convention on Climate Change (UNFCCC) is found.

4. A mere prolonging of the present agreement, the Kyoto Protocol.

5. A stretching of the Copenhagen conference (COP15) into 2010.

6. “Window dressing”: a grand declaration but no real deal.

As the only non-American, Björn Stigson is a member of the expert group “America’s Climate Choices” under the US National Academies of Sciences

A reminder of the United Nations (UNICEF) Convention and a second view from yours truly. On November

A reminder of the United Nations (UNICEF) Convention and a second view from yours truly.

On November 12th I was the author of a Post called Our next generation featuring the young Jessica Watson from Australia who is on course to try and win the record for the youngest person to sail, solo, unassisted, non-stop around the World. Here’s a part of what was said:

Jessica Watson

Jessica Watson is a teenager. She is hoping to break the record for the youngest person to sail solo, non-stop and unassisted around the World. Whatever modern materials and technology can do to make sailing easier, sailing solo for weeks on end is grindingly tough at any age. She’s a wonderful example of the next generation!

Jessica left Sydney Harbour on October 18, 2009 sailing her sloop Ella’s Pink Lady. Her course is an estimated 23,000 nautical miles requiring her to be roughly 230 days at sea.

You can see that the tone of the Post was supportive.

However the comments that the Post attracted were critical of the pressures and influences that may have been brought to bear on this child. For at 16 ‘child’ is what Jessica is. One of our regular contributors pointed out that under the terms of the UNICEF Convention:

The Convention on the Rights of the Child is the first legally binding international instrument to incorporate the full range of human rights—civil, cultural, economic, political and social rights. In 1989, world leaders decided that children needed a special convention just for them because people under 18 years old often need special care and protection that adults do not.

(My underlining)

As the author of that Post I admit that this aspect had completely missed me and this Post is an attempt to remedy that omission and to remind our readers that it is so easy to see one’s own children as extensions of our adult ambitions.

More on that Convention:

The Convention sets out these rights in 54 articles and two Optional Protocols. It spells out the basic human rights that children everywhere have: the right to survival; to develop to the fullest; to protection from harmful influences, abuse and exploitation; and to participate fully in family, cultural and social life.

Again, my underlining.

Now I am not saying that the parents of Jessica knowingly set out to expose their child to harm but Clause 1 of Article 32 of the Convention could make uncomfortable reading for any adult involved in promoting and facilitating the voyage:

Article 32

1. States Parties recognize the right of the child to be protected from economic exploitation and from performing any work that is likely to be hazardous or to interfere with the child’s education, or to be harmful to the child’s health or physical, mental, spiritual, moral or social development.

Gloria Squires who, with her husband Barry, knows a thing or two about ocean sailing, posted a comment on that original Post:

Any short-handed blue water sailing is challenging and I can speak from a wealth of experience for although never single handed I have circumnavigated the world in a 35 foot ketch with my husband Barry. Sailing across oceans is a demanding business even when there are two people on-board there is a constant round of jobs to be done firstly in maintaining your boat and secondly in maintaining yourself both of which are crucial to the success and safety of your voyage.

Blue water sailors need a myriad of skills which include electrical, engineering, navigation, sewing, and imaginative cooking. Meanwhile sleep deprivation is always a serious concern and even more so when there is no one to share the watches.

However it is not just the physical demands of Jessica’s voyage that concern me but also the emotional ones. It is not easy to be at sea for weeks on end even when not alone, the constant movement of the boat, noise of the sails, the need for vigilance, the tiredness and anxiety all these take a toll on the emotions and that is when the weather is good.

When it is bad you can add hunger, seasickness (even in the best of us) lethargy and fear. Nothing instils fear quite like the sight of those greybeards rushing down on you. My question is how will a 16 year old cope with all this emotionally and alone? I know older mature skilled sailor couples who have left the sea after a lot less.

Despite not having done as many sea miles as Gloria and Barry, I have done sufficient to know the truth of what she says.
