Lebanese troops “located another device and exploded it on Sunday morning” after going to the area on Saturday night with UNIFIL peacekeepers, she added.

Yasmina Bouziane, spokeswoman for the UN peacekeeping force, confirmed that UNIFIL troops had deployed in the area but said she had no “detailed information about what happened.”

The military official also said Lebanese anti-aircraft guns fired at an “Israeli MK-type reconnaissance aircraft which violated Lebanese air space, overflying the southern region of Bint Jbeil”. “The army fired because the aircraft was within range,” she added.

The Israeli army said the Lebanese allegations “do not warrant a serious response. We will continue to act to maintain calm on Israel’s northern border.”

“Hezbollah is once again trying to divert the attention of the international community from their continuous violations of UN resolution 1701. Today’s incident proves Hezbollah’s military presence in southern Lebanon, particularly in rural Shiite areas near the Israeli border,” the Israeli army in a statement.

Lebanon has repeatedly complained of violations of its air space by Israeli aircraft.

La Brigata aeromobile “Friuli” è in partenza per Tibnin, sud del Libano, dove assumerà nella prima settimana di novembre la responsabilità del Settore Ovest di UNIFIL (United Nation Interim Force In Lebanon), nell’ambito dell’operazione Leonte 7 che avrà la durata di circa sei mesi.
Darà il cambio alla 132^ Brigata corazzata “Ariete”.
La cerimonia di saluto ha avuto luogo oggi alla caserma Mameli di Bologna alla presenza del generale di corpo d’armata Armando Novelli, comandante delle forze operative terrestri. Presenti anche il generale di corpo d’armata Mario Marioli, comandante del 1° FOD, il prefetto di Bologna Angelo Tranfaglia e il presidente del consiglio comunale Maurizio Cevenini.Il contingente in partenza è composto da 1200 militari del comando brigata e reparto comando e supporti tattici “Friuli” di Bologna, 66° reggimento aeromobile “Trieste” di Forlì e reggimento “Savoia Cavalleria” di Grosseto.
La brigata aeromobile “Friuli”, rientrata un anno fa dall’operazione ISAF in Afghanistan, ha in organico anche due reggimenti elicotteri, il 5° “Rigel” di Casarsa e il 7° “Vega” di Rimini che continuano a fornire piloti, specialisti ed elicotteri da esplorazione e scorta A 129 “Mangusta” al task group Fenice schierato a Herat, nell’Afghanistan occidentale, fin dal luglio 2007.
L’operazione in Libano è la sesta missione fuori area della Brigata dopo l’Albania nel 1997, la Bosnia nel 1998, il Kosovo nel 2000, l’Iraq nel 2004 e l’Afghanistan nel 2008.

Op 15 oktober 2009 om acht uur vond de bevelsoverdracht plaats tussen BELUFIL 9 en BELUFIL 10 in het kantonnement met de bijnaam “Camp Scorpion”, gelegen op een heuvel in het Zuid-Libanese dorp TIBNIN, een twintigtal kilometer verwijderd van de Israëlische grens. Vanuit het kantonnement hebben we prachtig zicht op het heuvelachtig landschap rondom ons. Na een lange periode van onzekerheid omtrent de inzet van het tiende detachement in Libanon, is onze opdracht van start gegaan onder een stralende zon met temperaturen van rond de 30 graden, temperaturen waar men als Belg in deze periode alleen maar van kan dromen. Dank zij de fel gewaardeerde steun van onze voorgangers hebben we een vlotte overgang kunnen realiseren met het volledig detachement in de diverse domeinen die ons aanbelangen.

Onze hoofdopdracht bestaat uit ontmijning- en constructiewerken. Het peloton ontmijning komende van het 11de Geniebataljon uit Burcht is onmiddellijk na aankomst in de operatiezone gestart met de noodzakelijke nationale en UNO accreditaties om een veilige start te garanderen op de ontmijningssites. Hierna zullen ze, onder controle van de specialisten komende van de Dienst voor Opruiming en Vernietiging van Ontploffingstuigen (DOVO), de submunities opruimen die na de oorlog zijn achtergebleven op de velden, wegen en olijfboomgaarden in de buurt van Tibnin om aldus deze landbouwgebieden veilig te stellen voor de lokale bevolking. Naast deze humanitaire ontmijning is er ook veel werk in de operationele ontmijning. De grens waarachter Israël zich heeft teruggetrokken, genaamd de “Blue Line”, ligt immers bezaaid met mijnenvelden en deze grens moet in het terrein duidelijk gemarkeerd worden op diverse locaties. Onze ontmijners zullen dus weldra aan de slag gaan op de grens tussen Israël en Libanon om een doorgang door het mijnenveld te realiseren en aldus het grenspunt te markeren. De militairen van de genie die deel uitmaken van het peloton constructie zijn eveneens afkomstig van het 11de geniebataljon. De constructie bevat onder meer specialisten van de wegenbouw die met hun zware genietuigen weldra de werken van onze voorgangers zullen voortzetten voor de uitbreiding van het UNO hoofdkwartier te NAQOURA, vlak bij de Middellandse Zee. Het peloton bevat ook specialisten voor de verbetering van diverse infrastructuurwerken in verscheidene UNO kantonnementen alsook operatoren voor hijstoestellen.

Om al deze genieopdrachten veilig te kunnen uitvoeren beschikt de battle group over twee pelotons paracommando’s afkomstig uit het 2de Bataljon Paracommando. Zij verzekeren de beveiliging van het kantonnement, van de escortes in en buiten de operatiezone en van de diverse ontmijning- en constructiesites waar de genie werkzaam is. Een moeilijke klus in een onherbergzaam gebied met smalle wegen en druk verkeer in de omgeving van Beiroet.

Het veelzijdige logistieke steundetachement is klaar om zowel mens als materieel draaiende te houden. De logistieke steunelementen zijn afkomstig van het 8ste Bataljon Logistiek uit Belgrade, de 10de Groepering CIS zorgt ervoor dat de communicaties op het terrein en met het thuisfront vlot verlopen en de medische ploeg wordt geleverd door EMI 1 (Elementen voor Medische Interventie) uit Destelbergen en staat garant voor de medische verzorging van ons detachement.

De staf is samengesteld uit mannen en vrouwen met diverse achtergronden afkomstig uit een waaier van verschillende eenheden en is paraat om het commando te ondersteunen in de diverse domeinen van personeel, materieel, veiligheid, operationele planning en permanentie, publieke relaties en goede contacten met de lokale bevolking en autoriteiten.

De battle group BELUFIL 10, samengesteld uit een gezonde mix van 237 jonge en ervaren militairen van het actief kader en van het reservekader, komende van 26 verschillende eenheden, twee taalstelsels en twintig vrouwelijke deelnemers is klaar om een unieke buitenlandse opdracht voort te zetten in een prachtige omgeving en met de hoop op gunstige blijvende weergoden …

Het menselijk kapitaal, onze rijkdom, is meer dan een leuze voor dit detachement!

For those following today’s no-contest election of Lebanon and four other states to non-permanent seats on the UN Security Council …

The UN offers a helpful (and quite comprehensive) explanation of the seats, the candidates, and the process by which they have been chosen and will be elected, which I am excerpting below. (You can read the entire report here.)

This is the UN report’s introduction:

The General Assembly is expected to hold elections on 15 October for five of the ten seats on the Security Council which are available for elected members serving two-year terms. The five seats available for election in 2009 will be distributed regionally as follows:

• two seats for Africa (currently held by Burkina Faso and Libya)
• one seat for Asia (currently held by Viet Nam);
• one seat for Eastern Europe (currently held by Croatia); and
• one seat for the Group of Latin American and Caribbean States (GRULAC), (currently held by Costa Rica).

The five new members elected this year will take up their seats on 1 January and will serve on the Security Council for the period 2010-2011.

At this time it appears that all five candidates will enjoy “clean slate” elections (i.e. they do not have any competing candidates). This is the first time since 2004 that there has been an election to the Security Council with absolutely no contested seats.

Nigeria and Gabon have been endorsed by the AU as the two candidates for the African seats. Nigeria was also endorsed by the Economic Community of West African States (ECOWAS) in June 2009. Nigeria has had three terms in the Council, in 1966-1967, 1978-1979 and 1994-1995. Gabon has been on the Council twice, in 1978-1979 and 1998-1999.

Lebanon is the Asian Group candidate and won regional endorsement in 2008 from the Asian Group. Lebanon, which was a founding member of the UN, was last on the Council in 1953-1954.

Bosnia and Herzegovina is the candidate for the Eastern European seat. Poland had previously also been a candidate for the Eastern European seat but withdrew in October 2008. Bosnia and Herzegovina has never been on the Council, although as part of Yugoslavia it was previously represented on the Council four times (1950-1951, 1956, 1972-1973 and 1988-1989).

Brazil is the candidate for the GRULAC seat. It was endorsed by the Group in February 2009. Brazil is one of the founding members of the UN and was part of the first group of elected Council members in 1946. Since then it has served on the Council nine times, most recently in 2004-2005.

Although all five candidates have won regional endorsement and are therefore, in practice, assured of being elected by the General Assembly, a formal election with secret ballots is still required. (This is because these are elections to a principal organ of the UN and formal balloting is required for principal organs even though the candidates have been endorsed by their regional groups.) General Assembly decision 34/401, paragraph 16, which allows the Assembly to dispense with elections where there is a “clean slate” from a regional group, applies only to subsidiary organs and therefore does not apply to Security Council elections.) All five candidates will therefore need to secure two-thirds of the 192-member General Assembly, a minimum of 128 votes if all members are present and voting.

If no new candidates emerge at the last minute the ten elected members of the 2010 Security Council will be as follows: Austria, Bosnia and Herzegovina, Brazil, Gabon, Japan, Lebanon, Mexico, Nigeria, Turkey and Uganda.

2.2 The Asian Seat
In 1997 Lebanon obtained the endorsement of the Arab League as its candidate for the 2009 election. In 2008 it was endorsed by the Asian Group. Lebanon’s first attempt at a Council seat was in 1950 when it faced 14 rounds against Turkey before finally withdrawing. Lebanon then won a seat on the Council in 1952 in a clean slate election.

Among the broad areas of interest for Lebanon as a Council member is the fight against terrorism and disarmament (particularly a nuclear-free Middle East).

Lebanon is not a contributor to any UN peacekeeping mission but now has long experience as a host country for UN peacekeeping. The UN Interim Force in Lebanon (UNIFIL) has now been in place for thirty years.

Um. I think the “long experience as a host country” is a delightfully UN’y euphemism, but it would give the country a unique perspective on Security Council peacekeeping resolutions. And between Lebanon serving with Turkey, and its apparent effort to redefine “disarmament” from a domestic to a regional concern, this should be a hoot of a Security Council.

Frieda Monsy, de weduwe van de verongelukte Stefaan Vanpeteghem, was ontroerd toen er gisteren ook hulde werd gebracht aan haar man. ‘Ik ben blij dat Stefaan één jaar na het ongeval niet vergeten is. Hij heeft zijn leven gegeven ten bate van andere mensen. Ik ben in Libanon op de plek geweest waar hij verongelukte. Daar is een monument opgericht voor Stefaan. Dat zijn momenten die helpen bij de verwerking van het verlies. Ik krijg ook veel steun van zijn makkers en de mensen die hier op de legerbasis werken.’

‘In het dagelijks leven worden ik en mijn dochtertjes Sarah (9) en Lisa (8) heel vaak herinnerd aan Stefaan. Ik heb een goede band met hen en we kunnen gelukkig open over het ongeluk praten.’

Na de plechtigheid informeerde minister Leterme bij Frieda hoe het met haar dochters ging. Hij sprak haar moed in voor de moeilijke momenten die zij nog altijd beleven.

Un casque bleu de la FINUL le long de la "Ligne bleue" à la frontière entre le Liban et Israël

Réaffirmant le droit légitime des Palestiniens à retourner sur leur terre, le président du Liban Michel Sleiman a appelé devant l’Assemblée générale de l’ONU à une solution « juste » à la cause palestinienne et souligné que le Liban continuerait à refuser l’implantation des réfugiés sur son territoire.

« L’expérience des 61 années précédentes ont confirmé un ensemble de vérités, à savoir que :

1- La cause palestinienne est au coeur du conflit du Proche-Orient.

2- Le recours par Israël à la force pour imposer une situation de fait accompli est inefficace et ne saurait saper la volonté du peuple arabe et sa détermination à recouvrir ses droits.

3- Les solutions partielles et unilatérales ne peuvent engendrer une paix véritable et authentique, et les solutions injustes sont vouées à l’échec », a déclaré le président libanais au troisième jour du débat des chefs d’Etat et de gouvernement à l’Assemblée générale de l’ONU à New York.

« Le Liban tient à affirmer toute solution au problème des réfugiés palestiniens se doit d’abord d’être d’ordre politique, et réitère son soutien entier à tout effort visant à promouvoir le programme et les capacités de [l'Office de secours et de travaux des Nations Unies pour les réfugiés de Palestine dans le Proche-Orient (UNRWA)] pour lui permettre d’améliorer les conditions de vie et humaines des réfugiés, en collaboration avec les pays hôtes, en attendant de trouver une solution juste et définitive à leur tragédie », a précisé le président Sleiman.

« Une telle solution ne pourrait, en aucun cas, outrepasser leur droit naturel et légitime au retour dans leur terre et leur pays d’origine et ne saurait se produire sans la participation des pays hôtes ou en contradiction avec leur souveraineté, leurs situations particulières ou leurs intérêts nationaux. D’où le refus exprimé par le Liban de l’implantation des réfugiés palestiniens sous toutes ses formes sur son territoire, dans le souci de préserver leur droit au retour et de respecter les stipulations de sa Constitution et de son Pacte national, une position sur laquelle il ne saurait faire de concessions quoi qu’il en soit et à laquelle il n’acceptera jamais de renoncer », a-t-il expliqué.

Concernant les relations avec Israël, le chef d’Etat libanais a rappelé que trois ans s’étaient écoulés depuis l’adoption par le Conseil de sécurité de la résolution 1701 (2006). Il a affirmé qu’il était aujourd’hui indispensable de poursuivre les efforts en vue d’amener Israël à se conformer à toutes ses dispositions, « en particulier l’obligation de se retirer de tous les territoires libanais qu’il continue d’occuper dans les fermes de Chebaa, les collines de Kfarchouba et la partie nord du village de Ghajar et d’arrêter ses violations quotidiennes de la souveraineté libanaise et ses menaces réitérées contre le Liban, ses institutions et son infrastructure ».

Par ailleurs, le Liban n’aura de cesse d’appeler la communauté internationale et d’oeuvrer en vue d’amener Israël à dédommager convenablement le Liban pour les dégâts considérables occasionnés par ses attaques répétées contre lui, y compris les dommages causés par la marée noire qui s’est répandue sur les côtes libanaises suite à l’attaque israélienne menée contre la centrale électrique de Jiyeh durant l’été 2006, a insisté M. Sleiman.

BEYROUTH- D’après le journal Koweitien Al-Rai, Fatah el-Islam essaye toujours d’infiltrer plusieurs camps de refugiés palestiniens, plus particulièrement le camp Beddawi situé au Nord du Liban et le camp al-Shamali situé dans la région du Sud, afin de former de petits groupes capables de lancer des attaques terroristes contre les responsables palestiniens et Libanais ainsi que contre la FINUL.

“ Fadi Ibrahim a été dernièrement découvert dans le camp de Ain al-Hilweh entrain de travailler en cachette avec Jund al-Sham et Fatah al-Islam pour former des groupes terroristes” a déclaré la source.

Le journal a signalé que le Mouvement de Fatah mené par le président palestinien Mahmoud Abbas coopère avec les Forces Armées Libanaises afin de recueillir des informations concernant les membres de Fatah al-Islam, et lancer une campagne de sensibilisation au sein des camps pour que les résidents puissent signaler à leur tour l’existence de tout nouvel individu douteux.

Le commandant en chef de l’armée, le général Jean Kahwagi, a souligné que « les circonstances délicates » par lesquelles passe le pays ne doivent pas « nous décourager ». Au contraire, « nous devons, en tant qu’armée et institutions sécuritaires, redoubler d’efforts pour surveiller les actions des terroristes et les guetter ». « Nous devons aussi faire face aux plans de l’ennemi israélien et ses agents, et être fermes avec tous ceux qui essaient de déstabiliser la paix civile, a-t-il poursuivi. C’est ainsi que nous préserverons les institutions de l’État et consoliderons l’union nationale. »

Se prononçant au cours d’un iftar, le général Kahwagi a appelé « à une plus grande vigilance sur la frontière sud du pays et à une collaboration étroite avec la Finul, conformément à la résolution 1701 ». Il a estimé que « le dernier tir de roquettes en direction d’Israël visait à transformer le Sud en une scène pour échanger les messages, ce que nous ne permettrons pas, d’autant que cela porte atteinte à l’intérêt du pays et sert l’ennemi israélien ».

Il a enfin rendu hommage aux « sacrifices des militaires », appelant ces derniers à « serrer les coudes et à préserver leur unité ».

Par ailleurs, le général Kahwagi a reçu hier le commandant en chef américain des forces terrestres, le général William Webster. Les discussions ont porté sur l’étape à suivre dans le cadre du programme d’aide américain à l’armée libanaise et sur les moyens de renforcer la coopération entre les deux armées, notamment au niveau de l’entraînement et de la logistique. Le commandant en chef de l’armée a de même reçu le premier juge d’instruction près le tribunal militaire, le magistrat Rachid Mezher.

Beyrouth, le 18 septembre – 5 membres du groupuscule terroriste du Fatah al Islam, proche d’Al Qaida ont été arrêtés par l’armée libanaise dans le camp palestinien de Bourg al Chamali au sud de Tyr selon le quotidien libanai Al Liwaa.

Ces derniers seraient accusés d’avoir surveillé les mouvements de la FINUL déployée au Sud Liban dans le cadre d’une préparation à des attentats visant les casques bleus.

Ces arrestations interviennent suite à l’interception par les autorités libanaises de messages à destination des réseaux dormants de l’organisation terroriste déjà accusée de divers attentats visant notamment le personnel de l’ONU en juillet 2007 lors de l’assaut de l’armée libanaise contre les positions du Fatah al Islam dans le camp palestinien de Nahr Bared au Nord Liban.

L’armée libanaise répliquait à l’époque à l’attaque d’une de ses positions dans laquelle les terroristes avaient égorgé dans leur sommeil une vingtaine de soldats. Le Fatah al Islam serait également impliqué dans l’assassinat de l’ancien ministre de l’industrie Pierre Gemayel et dans l’attentat visant des bus dans la localité chrétienne d’Ein Alak.

Hisbulá almacenaba armas químicas en el arsenal de armas que explotó hace más de un mes en el sur del Líbano, informaron medios de Kuwait.

Fuentes europeas citadas en el artículo también comentaron que tres de los ocho terroristas de Hisbulá que murieron en la explosión fallecieron después de entrar en contacto con los productos químicos.

Según el informe, la organización terrorista libanesa trató de mantener al personal del Ejército libanés, así como las fuerzas de la FINUL lejos del lugar de la explosión, a fin de encubrir las pruebas.

El medio kuwaití, conocido por su firme oposición a Hisbulá, dijo que la organización islamista almacena armas químicas en Baalbek, así como al norte y al sur del río Litani, desde diciembre de 2008.

El artículo también declaró que Irán envió recientemente nuevos tipos de armas químicas, así como miles de máscaras de gas que proporcionan protección contra las armas químicas y biológicas, a través de aeropuertos de Siria.

JERUSALEM – Un Israélien qui avait pénétré au Liban et souffre apparemment de troubles mentaux, a été renvoyé en Israël dans la nuit de jeudi à vendredi, apprend-on de source militaire.

L’homme, âgé d’une trentaine d’années, est résident de Rishon le Tzion, au sud de Tel-Aviv, selon cette source. Il a été arrêté mardi pour interrogatoire après avoir été remis aux autorités israéliennes par la Force intérimaire de l’ONU au Liban (Finul).
