No restaurant today can get away without purchasing or leasing some sort of refrigeration equipment. But what kinds of refrigeration do you really need? * In the simplest small restaurant setup, like snack stands, a standard home kitchen refrigerator dedicated to restaurant business is adequate providing you use thermometers to measure temperatures instead of counting on the equipment to work properly. All others need something a little more complex. * Refrigerators are the first and simplest. While stainless steel is the standard for an ordinary reach-in refrigerator, you can get away with anything that can be kept clean over the course of a normal business day. Be aware of what you need to store, and purchase a refrigerator with shelves that are strong enough to hold the weight of your products and that are easy to get to. Storing items in the door is a bad idea, as this part of the fridge stays warmer than the rest in a frequently-opened appliance, so don’t count on that for a lot of your storage. * If you have a medium to large restaurant, you’ll probably have to consider a walk-in refrigerator. These are all industrial, so you won’t have to worry so much about temperature control. Pay close attention when the salesperson tells you how much storage space you need; even though you may think you can get away with less, you’re better off counting on needing more than you expect. This also allows for expansion if you branch into other things, like catering. * If you go for a walk-in, consider whether this will be a permanent install or something you can take with you if you have to change locations. If you have a lease you may not be keeping long on your current space, it might be better to just be tough and purchase multiple movable refrigerators rather than go for a permanent install. Also, make sure your walk-in has an easy means for opening it from inside. This is generally only an issue with older units. * In some cases, you may be better off going with a refrigerated display case, like the ones you see in delis. Examine your menu offerings before deciding. *Freezers have approximately the same considerations as refrigerators, but ease of access is generally not quite as important. With freezers, it’s even more important than with refrigerators that you are certain you want a walk-in before you get one; there are few standalone walk-ins on the market. * A different type of refrigerated unit is an icemaker. This is totally different; before purchasing one, you should be clear about whether you want cube, nugget, or flaked ice for your business. You should also be aware of the space needed; an air-cooled icemaker requires a lot of space to function efficiently, while a water-cooled icemaker needs much less space, but also wastes a lot of water. Also, if you use an icemaker to fill ice dispensers or transport ice in buckets to other locations, you have to be very aware that it must be kept sterile. The average refrigerator operates between 35F (2C) and 44F (7C), which is low enough to stop microorganisms from forming. (Microorganisms include bacteria and mould.) Therefore you should buy fresh and get it into a fridge as soon as humanly possible. One of the major problems I see with refrigerators is that the door seal isn’t sealing properly. This places a heavier than normal load on the motor and causes burnout before the expected life span. Also it stops the refrigerator from maintaining optimum performance. The cost of replacing a door seal for a refrigerator or freezer is reasonably cheap and should be done at least once every 3 years. This will: – Extend the life of the machine. – Keep your food safer by maintaining constant temperature. – Save on electricity bills. There are also a few other rules that constitute sensible use of refrigeration that are basically common sense practices and adhesion to these rules will enhance all of the above benefits. – Do not open the door unless you know exactly what you wish to take out. Opening the door allows warm air into the storage area and this affects the electricity used and the food stored inside. Leaving the door open destroys what the machine has worked for hours to achieve. – Cover all food before you put it into the refrigerator and I go against common trends by covering with aluminum foil rather than cling film. Foil excludes light and light is an enemy of food. Food exposed to light deteriorates quicker than food that is protected from light. – I never advise placing warm or hot dishes into a refrigerator despite claims by various makers that it is safe to do so. It is better to cover the food and allow it to cool before placing into the refrigerator. Hot dishes placed into the fridge cause frosting within the machine and this forms an unwanted insulation layer over the contents. – Raw food such as meat and fish should be covered and placed in the coolest section, normally the top section. If they are uncovered they can pass their flavor to other foods such as cheese or butter. – Cooked meat and other cooked foods should go in the middle section. – Vegetables and fruits into the specially designed crispers. These basic rules will help you produce better meals because the food you use will be at its best. Energy and the Environment – Nearly 90% of Global Warming Gas Emissions Are CO2 by: Larry Butz “There is a 90 percent chance the planet’s average temperatures will rise 3 to 9 F (1.7 to 4.9 C) by 2100.” This simple statement in the June 2001 report released by National Center for Atmospheric Research in Boulder, Colorado leaves little doubt of the magnitude of the threat from global warming. The UN Environment Program estimates that the extra economic costs of disasters attributable to global warming are running at more than $300 billion annually. The global community is responding with actions lead by the Kyoto Protocol, which aims to reduce emissions of global warming gases. Nearly 90% of global warming gas emissions are CO2, which are primarily from the use of fossil fuels for energy. The focus on energy will undoubtedly continue to increase. Throughout the world different methods are being used to encourage reduced energy use. Japan has enacted the Energy Conservation Law in 1999. The U.S. has revised ASHRAE Standard 90.1 to raise the minimum COP level for centrifugal chillers from the current value of 5.2 to 6.1 effective in October of this year. A growing number of countries are using environmental costing which includes an estimated cost for resource depletion and environmental deterioration. Although such fees to discourage pollution were first proposed in 1920 they did not see widespread application until 1990 when Finland implemented the first carbon tax. At present there are more than 30 countries that have some type of carbon tax in effect. Environmental accounting (or costing) is a broader term than just a carbon tax on energy. For example, subsidies being provided to energy producing industries are a form of negative tax. Removal of such subsidies has the same effect as a carbon tax, which is to raise the price of energy to the user. Such methods make more energy efficient alternatives more financially attractive. In the recently released “OECD Environmental Strategy for the First Decade of the 21st Century” the goal is to include “cuts to energy, farm and other subsidies so prices more accurately reflect environmental impacts”. China, the U.K., India, Indonesia and Thailand are countries that have recently eliminated subsidies to parts of their energy industries. Will environmental costing continue to spread? Environmental costing is an estimated cost for resource depletion and environmental deterioration. One can only guess. It is intuitively attractive to tax something bad, i.e. environmental damage rather than something good such as one’s salary or company’s profits. As a building owner, facility engineer or factory manager the implications are enormous. Just how much could energy prices change? According to European Research Commission Report released in July of this year “The cost of producing electricity from coal or oil would double if costs such as damage to the environment and health were taken into account”. Coal subsidies in China have been more than halved since 1984, and nearly 1 million coal-mining jobs have been eliminated over the past five years as a result of far-reaching coal reduction initiatives. One can protect their interests by investing in the highest possible efficiency that is economically justifiable. In the past energy efficiency improvements in the U.S. have had a median payback of only 1.9 years meaning that IRR’s of up to 70% were not being selected. This is now changing. In addition to the economic attractiveness of high efficiency there are environmental gains through reduced emissions of carbon dioxide and other power plant emissions that are harmful to the environment. The move to high efficiency equipment is accelerating. And at the same time, there is increasing emphasis in system design and optimization. Low flow/high delta T systems are offering energy savings in operating costs and first cost through smaller pipe diameters and pump sizes. The Energy Independence and Security Act of 2007 require large utilities to obtain 15 percent of their electricity from new renewable resources such as solar and wind by 2020. On May 18th, 2009, Secretary of the Department of Energy Chu announced the first 16 of the 100 standards that much be addressed by September in order to clear the way for the expenditure of Stimulus Package funds towards expanding the Smart Grid. Small and medium-sized businesses particularly are predicted to expand the green jobs market rapidly over the next ten years with considerable financial support for the investment markets and government. The Cleantech Network reports that venture capitalists have put $1.74 billion into North American and European green technology start ups in just the third quarter of 2007. Additionally, the energy crisis and the large number of retirements expected over the next 10 years in public utilities are contributing to the transition to a greener economy. According to the President of the Association of Energy Engineers, Rusty Hodopp, 41 percent of its members plan to retire within the next ten years. The skill set that workers need to have in place is varied and multiple within the five green energy industries of wind, solar, biomass, geothermal, and smart grid. Currently, Germany and Spain each generate 5 percent of their energy from the wind while U.S. total is only .5 percent. Wind power ranked second to biomass as a renewable energy job source as of 2006 in the U. S. The capacity to create all the energy needed for the entire country from just wind power is estimated to be within boundaries of four states—Texas, North Dakota, Kansas, and South Dakota, according to a U.S. Conference of Mayors Report. Since 2000 installation of solar panels has increased by 45 percent each year and the industry growing by 35 percent each year. It is working on reducing cost associated with manufacturing and installation. In the U. S. biomass is very research-oriented with a focus on corn ethanol. Biomass is used in Brazil with 40 percent of its transportation fuel made by using sugar cane. It reduces the carbon footprint of the consumer, but only by about 15 percent as energy must be used to convert plant and animal material into clean energy. Smart Grid refers to increasing the proportion of renewable energy in the mix of energy sources to decrease vulnerability to terrorist attacks as well as brown-outs and black-outs. President Obama sited Xcel’s efforts to make Boulder, Colorado the country’s first smart grid city in his introduction of the Stimulus Package. In vapor compression refrigeration systems, the evaporator is also an indirect-contact heat exchanger. Evaporators can be classified into three categories, depending on the medium or substance to be cooled: An air cooler is an evaporator that cools the air directly in a refrigerated space or piece of equipment (such as a packaged unit). Conditioned air is then distributed through air distribution systems. In an air cooler, the refrigerant flows inside the metal tubes or finned tubes while air flows over them. In a liquid cooler, chilled water is cooled to a lower temperature and is pumped to remote air handling units, fan coils, or other terminals for air conditioning or other applications. An evaporator can be used to produce ice directly, such as an ice maker in an ice harvester of an ice storage system. A liquid cooler is different from a chiller. A liquid cooler is an evaporator, a component of a refrigeration system, whereas a chiller is a refrigeration package to produce chilled water. The refrigerant feed for air and liquid coolers and ice makers can be classified mainly into the following three types: 1-Dry-expansion or direct-expansion (DX): In evaporators with dry- or direct-expansion refrigerant feed, liquid refrigerant is fed through an expansion valve and a distributer, flows inside the tubes in a finned coil, the evaporator, and is completely vaporized and superheated to a certain degree before reaching the exit of the evaporator. 2-Flooded refrigerant feed: In evaporators with flooded refrigerant feeds, liquid refrigerant is fed through a throttling device and vaporizes outside the tubes within a shell. The refrigerant-side surface area is always wetted by the liquid refrigerant, which results in a higher surface heat-transfer coefficient. 3-Liquid overfeed: In liquid overfeed evaporators, liquid refrigerant is fed by a mechanical or gas pump and is then overfed to each evaporator. Furthermore, you might find a great price on a second hand unit, but it’s likely you will end up spending double or more on repairs within the first six months of use, and you won’t find any warranty in place to cover these costs. With new equipment, you are firstly guaranteed that the unit is clean, in addition to knowing it is up to date technology. You know the compressor is clean and free of any restrictions and dirt, and you know it’s running perfectly unless you have to rely on the warranty. In fact with most new units, it’s rare to see a need for repairs years beyond any warranty the manufacturers give. In addition to carbon dioxide (CO2), which is the most widely known GHG, the following gasses are also defined as GHGs with high global warming potential (GWP) carbon equivalent emissions by the AB 32 legislation: – Methane (CH4): a byproduct of waste decomposition, and natural geological phenomena; the majority of methane is derived from natural gas drilling. – Nitrous Oxide (N2O): a pollutant created by industrial processes, motor vehicle exhaust, and industrial air pollutants reacting with the atmosphere; similar to methane (CH4), nitrous oxide (N2O) is often attributed to agriculture and waste disposal. – Sulfur Hexafluoride (SF6): a gas used for various electrical applications, including gas insulated switchgear. Sulfur Hexafluoride is also used for experimental applications. – Perfluorocarbons (PFCs) and Hydrochlorofluorocarbons (HCFCs): a collection of commonly used refrigerant and aerosol gasses with a wide variety of other commercial applications. CFCs and HCFCs are considered Ozone Depleting Substances (ODSs), as defined in title VI of the US Clean Air Act (Section 608). The Stationary Equipment Refrigerant Management Program developed by California’s Air Resources Board (CARB) is a protocol and detailed requirements for the management of new or existing AC/HVAC systems containing refrigerant gases. The refrigerant management programs details requirements for automated monitoring of systems, detailed usage and service book keeping, and the credentials to manage related to service technicians and their recovery equipment. The proposed Stationary Equipment Refrigerant Management Program, which integrates two AB 32 early action measures, addresses the detailed monitoring and management of the PFCs and HCFCs noted above and includes tracking requirements for new and existing commercial and industrial refrigeration systems. In draft form today with implementation by January 2010, the refrigerant management program will require leak monitoring, tracking, and reporting of warming potential (GWP) refrigerants. First phase, roll-out is expected to target AC/HVAC systems containing 2,000 pounds or more of refrigerant gas. CARB is charged with the monitoring GHGs and high GWP gasses, as well and the eventual development and enforcement of specific and quantitative new regulations covering carbon related emissions which refrigerant management with the tracking, reporting, cylinder management, and gas recovery for stationary refrigerant and air conditioning (AC) systems all becoming key integral parts. California’s early action protocols may include additional fines or fees related to missing refrigerant usage records, unaccounted refrigerant gas inventory, or non-compliance with refrigerant tracking reports. The California Air Resources Board (CARB) is an extension of the EPA and works to monitor and enforce the US Clean Air Act. Section 608 of the Air Act regulates refrigerant gas usage, leaks, recovery, and annual reporting. The overall intent of CARB’s strategy is to monitor and reduce the introduction of man-made GHGs and high GWP gasses into the atmosphere, as called for in the California Global Warming Solutions ACT (AB 32) in effect since 2006 with tighter controls, monitoring, and overall regulations becoming enforceable by early 2010. A carbon footprint consists of the net greenhouse gases emitted by an entity, individual, organization or nation. Since there are many different greenhouse gases, the specific gas(es) must be converted to tonnes or kilograms of equivalent carbon dioxide. Very often, the term carbon footprint is confused with another term called ecological footprint. The refrigerants used in commercial heating, ventilating and air conditioning (HVAC) or regular air conditioning (AC) units include hydrofluorocarbons (HCFCs), chlorofluorocarbon (CFCs) and perfluorocarbon (PFC). HCFCs are used instead of CFCs which are known to destroy the ozone layer of the atmosphere. HFCs do not have any of the organic chemicals chlorine or bromine, but they still do have a possibility of causing ozone depletion. Refrigerants have been around for many years. These gases are basically condensed under pressure to obtain chilled air. Refrigerants are able to extract heat out of the air and moderate the internal temperatures through the repetitive evaporating and condensing of the refrigerants. In the 1970s, scientists discovered that certain refrigerants such as Freon and many others in the HCFC category could cause spontaneous, chemical reactions and destroy the delicate ozone layer protecting Earth´s atmosphere. Developments in mandatory refrigerant usage and new regulations were passed to restrict the methods of manufacturing and the ways that refrigerants could be used in common AC or HVAC systems. Refrigerant gases could no longer be deliberately released to escape or vented into the atmosphere. There are certain gases called Greenhouse Gases (GHGs) that occur naturally in the atmosphere like carbon dioxide, methane, water vapor and ozone itself, but other gases like hydrofluorocarbons (HCFCs), perfluorocarbons (PFCs), and chlorofluorocarbons (CFCs) are artificially pumped into the atmosphere by industrial processes and leaking refrigeration systems. Because these are not naturally occurring and the amounts vented are very high, damage to the ozone layer happens as these fluorinated gases degrade into different chemical compounds. How do HCFC refrigerants like R-22 harm the Earth’s Ozone layer. When refrigerants escape and drift up into the atmosphere, they go through chemical changes which react to the ultraviolet (UV) sunlight. This disintegrates the CFC molecules and rids the molecule of its chlorine atom. The released chlorine atom the reacts with the ozone (O3) chemical in the upper atmosphere. The chlorine atom causes a chemical reaction that changes oxygen (O3) to oxygen (O2). Oxygen isn’t able to filter out the UV radiation like ozone could. This allows the strong and dangerous ultraviolet (UV) radiation to come through the atmospheric layers and down to the earth. For this reason as well as the greenhouse warming caused by some refrigerant gases, it is important that refrigerant gases are contained and not allowed to escape into the atmosphere. Regulators like the Environmental Protection Agency (EPA) monitor manufacturing plants and commercial or industrial buildings and the related AC or HVAC systems they contain to make sure the refrigerant gases are not escaping into the atmosphere. Many systems, especially those over 2,000 pounds of refrigerant, are equipped with a gas monitors and auto detection technology to assure the accuracy of the system and its integrity to contain the refrigerants. Compliance regulations make businesses monitor for system leaks and require repair of any damaged AC or HVAC systems within 14 days. Service maintenance verification is required in addition to detailed service records of all refrigerant usage. All records must be maintained for up to 5 years. The European Union has been at the top of the list for regulating greenhouse gases and refrigerants. Regular inspections of AC/HVAC systems are made to monitor for leakages. As with the US EPA, inspectors check records for recovery systems. Refrigerants must be recovered in closed systems so that the gases don’t escape into the atmosphere. The EPA will issue fines to commercial facilities that violate the regulations or are not complying with refrigerant tracking and monitory reporting. In the early 1990s, Section 608 of the U.S Clean Air Acted certification is required for HVAC technicians to fix or maintain systems or to buy more than 20 pounds of refrigerants to recharge the systems. The US Clean Air Act is a regulation that spells out the EPA’s role in air quality, especially in protecting the ozone layer and the tracking and reporting of Greenhouse Gases. The U.S. Clean Air Act is maintained by the Environmental Protection Agency (EPA) of the US government. The Clean Air Act has had changes made in the 1990s and again in 2008 that are more stringent than when it was first written over a decade ago. New legislation being writing and being passed in early 2009 and 2010 will further restrict refrigerant gas usage, reporting, and phase out of damaging HCFCs. With continued tracking of carbon emissions and the pending mandatory reporting of carbon, organizations of all sizes maintaining refrigeration systems with more than 50 pounds of refrigerant gas will need to maintain detailed service records. The main removal of Carbon dioxide from our atmosphere is absorption by seawater, photosynthesis by ocean-dwelling plankton and land-dwelling plantation, including forests and grasslands. CFCs Chlorofluorocarbons or CFCs as they are more commonly known are all man-made and do occur naturally. CFCs started to be utilised in the 1930s where they were used in aerosols, foam manufacture, air conditioning and refrigeration. CFCs are a far stronger greenhouse gas than CO2, and they damage the stratospheric ozone. The Montreal Protocol in 1987 helped in the phasing out CFCs emissions in an attempt to protect the ozone layer, but because of the long atmospheric lifetimes CFCs have they will continue to influence the greenhouse effect for many years. Deforestation The world’s forests cover approximately a quarter to a third of the total land surface of the Earth. The reduction in area of this valuable environmental, social and economic resource through deforestation has the potential to cause problems on a global scale. Trees absorb carbon dioxide from the atmosphere for photosynthesis, and help to regulate the natural greenhouse effect. Deforestation takes away a potential consumer for the carbon dioxide mankind is pumping into the atmosphere. In addition, if forests are removed by burning, a lot of extra carbon dioxide locked up in tree wood is returned to the atmosphere. Emissions Greenhouse gases are emissions in the atmosphere that occur naturally, released by natural sources. These gasses are carbon dioxide, methane, nitrous oxide and ozone. The last 200 years has seen a dramatic rise of these greenhouse gasses into the atmosphere by man-made substances. It takes millions of years of decay to produce these fuels. First, we turn to the reconstruction of the rise of carbon dioxide since the time of James Watt. The early part of the series is derived from extracting air in polar ice, and measuring its carbon dioxide content. The later part is based on the measurements of Charles D. Keeling, since 1957, on Mauna Loa.

The overall rise is from just below 280 ppm (the “pre-industrial” value) to the present values above 360 ppm, an increase of a factor of 1.3. The logarithm of 1.3 is 0.11, that of 2 is 0.30. Thus, we are a little more than one third of the way to a doubling of carbon dioxide, on a log scale. If doubling of carbon dioxide produces a temperature rise of between 1.5 and 5 degrees Celsius (as found in numerical experiments using climate models), we should see a warming of between 0.5 and 1.7 degrees Celsius. We do see the lower number of this range, but this does not prove that the rise upon doubling of carbon dioxide is in fact 1.5 degrees. The reason is that we are in a “transient”, that is, the change is too fast to allow equilibrium to establish itself.

In fact, the answer is not known with a high degree of certainty, not only because of the lack-of-equlibrium problem (which involves uptake of heat by the ocean), but also because of additional complexities arising from air pollution, trace gases other than carbon dioxide, possible changes in the brightness of the Sun, and effects from volcanic activity.

Thus, in answer to the above question: Estimates vary from “little” to “much” to “most”, with the latter answer being the more credible one.

One way to obtain a quick estimate answer is by doing some simple calculations, based on the work of Svante Arrhenius, assuming a 2 degree Celsius rise in temperature per doubling of carbon dioxide (Arrhenius proposed a somewhat greater effect, neglecting compensating factors). The result is the graph below, showing that CO2 forcing can explain the temperature rise. That said, there may also be a role for the Sun in modifying the temperature rise driven by greenhouse gases. The minor drops in temperature right after 1900 and after 1960 coincide with reduced solar activity. To be sure, while this simple calculation may be enough to explain the observations, it is not a mathematical proof that the warming that has occurred since the days of James Watt is entirely due to human activity. It merely represents the simplest possible explanation.

Another way of stating the situation is this:

There is no compelling evidence that the observed overall warming in the 20th Century is anything but man-made.

The burden of proof is on those who would have us think that natural causes are solely or mainly responsible for this trend.

Of course, showing that the observed warming entirely agrees with reasonable expectations for the rise in carbon dioxide does not exclude the possibility that some of this warming would have occurred anyway, without human help. But the warming of the past 30 years, from 1970 to the present, is unexplainable by any known natural cause. In any case, considerable further warming is very likely if emissions continue as in the past.

We know that CO2 causes warming. We do not know the likely rate within a factor of three. Ignorance is not a good basis for dealing with risk.

CO2 in the political spotlight

Carbon dioxide has taken center stage in the environmental arena in recent months. In August of 2003 the US Administration reversed the 1998 decision of the previous administration, which had classified carbon dioxide as a pollutant, and made it subject to the provisions of the Clean Air Act. As a result of the reversal of the 1998 decision, automobile manufacturers and power plants have been able to avoid making costly modifications that would have been required under the 1998 ruling. In 2006 environmental groups pushed for legislation that would reinstate carbon dioxide as a pollutant. In August of 2006 EPA General Counsel Robert Fabricant concluded that since the Clean Air Act does not specifically authorize regulation to address climate change, CO2 is not a pollutant (1).

The reason given for not classifying CO2 as a pollutant is based upon the fact that it is a natural component of the atmosphere and needed by plants in order to carry out photosynthesis. No one would argue the fact that carbon dioxide is a necessary component of the atmosphere any more than one would argue the fact that Vitamin D is necessary in the human diet. However, excess Vitamin D in the diet can be extremely toxic (6). Living systems, be they an ecosystem or an organism, require that a delicate balance be maintained between certain elements and/or compounds in order for the system to function normally. When one substance is present in excess and as a result threatens the wellbeing of an ecosystem, it becomes toxic, and could be considered to be a pollutant, despite the fact that it is required in small quantities.

Finding the source of increased CO2 in the atmosphere

The Carbon Cycle

Some scientists have suggested that when the earth was new (about 4.5 billion years ago), CO2 may have made up as much as 80% of the earth’s atmosphere. About 2 billion years ago, the concentration of CO2 was likely 20 or 30%. Human life and even most life could not have survived in such an atmosphere. With the evolution of photosynthesizing plants, the concentration of CO2 dropped and the percentage of oxygen in the atmosphere increased.

Remember that in photosynthesis:

CO2 +H2O + energy from sun ==> O2 + sugar

Both plants and animals undergo respiration in which

Sugar + O2 ==> CO2 +H20 + energy

In addition, when plants and animals die, the dead organisms decay and give off CO2.

According to BBC Weather (2), the present amount of carbon dioxide taken out of the atmosphere every year by plants is almost perfectly balanced by amount of carbon dioxide put back into the atmosphere by respiration and decay. The carbon dioxide produced in this manner is part of a cycle in which new carbon does not enter the system, but rather it keeps changing in form. They might be contained in sugars, proteins, starches, cellulose and the list goes on and on. As living organisms undergo respiration (the metabolism of sugars to produce energy for basic metabolic needs), or as organisms die and decompose, the carbon compounds are broken down and add CO2 to the atmosphere. The CO2 is used by plants in the photosynthesis reaction, and the cycle keeps going.

Deforestation

When trees die and decompose, CO2 is released. This is part of the normal carbon cycle. When trees are cut down and used for fuel, the CO2 is also released. The rate at which CO2 is released as a result of using trees for fuel is increased. However, when trees are used for building construction, furniture, etc, the carbon is not released rapidly into the environment. One would suspect then that harvesting trees for this purpose would result in less CO2 release into the atmosphere for any given period. That might be correct, except that the tropical forests are being depleted, and with a reduction in vegetation, there is a reduction in photosynthesis. As a result, the carbon cycle is interrupted and the CO2 is not being converted into sugars and oxygen. CO2 accumulates. According to University of Maryland researchers (3), the UN reported that deforestation had decreased between 1980s and the 1990s, when, in fact, it had increased, and the CO2 emissions from deforestation had increased. If CO2 is increased due to deforestation, one would expect the oxygen level to decrease as a result of decreased photosynthesis.

Fossil Fuels

A third source of carbon dioxide comes from stored CO2. The carbon found in fossil fuels was laid down over millions of years. Because the organisms did not decay completely, the carbon was never released into the atmosphere as CO2. Instead, it was stored up in the earth. Once fossil fuel has been recovered, processed and burned, the CO2, which would normally have been released over tens of millions of years, is suddenly all released within a period of a few hundred years, thus increasing the amount of CO2 in the environment.

Global Warming

Some scientists have suggested that ocean warming is resulting in increased CO2 and not the other way around (5). This is based on the idea that there is a lot of CO2 trapped in the oceans, and as the temperature rises, the CO2 is released, since the solubility of gases is inversely proportional to temperature. Oceans have long been considered to be a sink for atmospheric carbon. If it is releasing CO2 as a result of warming temperatures, the CO2 should be decreasing in the oceans.

It becomes important to determine the source of the increase in CO2 from 280 to 380 parts per million by volume between 1800 and 2005.

Isotopes of carbon may hold a key to determining the source of the increased carbon in the atmosphere (4,5,7). The studies are based on the ratio of the three different carbon isotopes in atmospheric CO2. Carbon has three possible isotopes: C-12, C-13 and C-14. C-12, which has 6 neutrons, is by far the most prevalent carbon isotope and is a stable isotope. Carbon 13 is also a stable isotope, but plants prefer Carbon 12 and therefore photosynthetic CO2 (fossil fuel or wood fuels) is much lower in C-13 than CO2 that comes from other sources (e.g.: animal respiration) Carbon-14 is radioactive. Studies of carbon isotopes in CO2 has resulted in the following findings (5,7,8).

•          There has been a decline in the 14C/12C ratio in CO2 that parallels the increase in CO2. In 1950 a scientist named Suess discovered that fossils do not contain 14C because they are much older than 10 half lives of 14C.

•          There has been a parallel decline in 13C/12C ratio of atmospheric CO2. This has been linked to the fact that fossil fuels, forests and soil carbon come from photosynthetic carbon which is low in 13C. If the increased CO2 was due to warming of the oceans, there should not be a reduction in the ratios of C-13 and C-14 to C-12.

There are other clues that suggest the source of increased CO2 is not related to the warming of the ocean and subsequent release of CO2 from the ocean.

•          There has been a decline in the oxygen concentration of the atmosphere. If ocean warming was responsible for the CO2 increase, we should also observe an increase in atmospheric O2, because O2 is also released as the water is warmed.

•          The ocean is a sink for atmospheric carbon, and the carbon content of the oceans has increased by 118±19 PgC in the last 200 years. If the atmospheric CO2 was the result of oceans releasing CO2 to the atmosphere, the CO2 in the ocean should not be rising as a result of ocean warming.

There is still some resistance to the theory that the increase in CO2 results from the burning of fossil fuel, and that the increase in CO2 is responsible for global warming. There is little pressure on the US power plants to reduce CO2 emissions; so here it’s still “Burning of fossil fuel is good for the environment” and “the world is flat.” However, European power plants faced with reducing their CO2 emissions significantly by 2008 and even more between 2008 and 2012 as required by the Kyoto Protocol, have embarked upon a unique way to reduce the CO2 emitted into the atmosphere (9). The technique known as carbon capture and storage (CCS) involves siphoning off and burying the CO2 underground. While the CO2 is not “gone,” it is contained. For now they have to report it as “released CO2,” but The Department for Environment Food and Rural Affairs is working out plans to give industries credit for carbon capturing and storing in the second phase, from 2008-12, of the European carbon trading scheme. It will be interesting to see the effect of keeping the CO2 from being emitted into the atmosphere. Of course, the next step would be to find a way to treat the stored CO2 or find a use for it.

(NaturalNews) Dr. Jim Hansen, a NASA climatologist, announced in an interview with The Independent that the world is turning into a different planet due to manmade greenhouse gas emissions.

Hansen stated that the Earth’s population has less than a decade to stop global warming from changing the world forever, and noted that the effects on the climate were already observable.

“We just cannot burn all the fossil fuels in the ground,” he said. “If we do, we will end up with a different planet. I mean a planet with no ice in the Arctic, and a planet where warming is so large that it’s going to have a large effect in terms of sea level rises and the extinction of species.”

Hansen indicated that global warming is causing dangerous “positive feedbacks” in the high latitudes of the northern hemisphere, which can accelerate the rate of climate change. One such feedback is the receding sea ice, which subsequently increases Arctic temperatures because the amount of sunlight and heat reflected back into space is reduced. The melting ice also releases methane, which is 20 times more dangerous as a greenhouse gas than carbon dioxide, Hansen said.

“If we go another 10 years, by 2015, at the current rate of growth of CO2 emissions, which is about 2 percent per year, the emissions in 2015 will be 35 percent larger than they were in 2000,” he said. “But if we want to get on a scenario that keeps global temperature in the range that it’s been in for the last million years, we would need to decrease the emissions by something of the order of 25 percent by the middle of the century, and by something like 75 percent by the end of the century.”

According to Hansen, the current trend will eventually cause the collapse of ice sheets in Greenland and the west Antarctic, which would cause massive increases in sea levels over the next couple of decades. This is especially worrying, Hansen pointed out, since about 50 percent of the world’s population lives within 15 miles of a coastline

“The last time it was 3 degrees (Celsius) warmer, sea levels were 25 meters higher, plus or minus 10 meters. You’d not get that in one century, but you could get several meters in one century,” he said. “The problem is that once you get the process started and well on the way, it’s impossible to prevent it. That’s why we need to address the issue before it gets out of control.”

Human beings are not the only species in jeopardy, Hansen noted, as some plant and animal species could be “pushed off the planet” by rising temperatures. If the temperatures continue to rise, isotherms — lines of equal temperature — will begin to travel toward the poles at about 31 miles per decade, while the average rate of species migration is only about 3.7 miles per decade.

“Those species at high latitudes have no place to go to,” Hansen said. “Many of them will be in trouble.”

Hansen was one of the first scientists to warn of the effects of climate change in testimony to Congress in 1988, and made headlines last year when he complained of Bush-appointed NASA public relations officers limiting his access to the media in order to prevent him from discussing global warming. White House officials denied the allegations, but while Hansen said he now feels able to speak out, he reported that other scientists still feel gagged.

(NaturalNews) President Bush issued a statement that has made many heads turn, sparking conjecture that the White House was poised for an about-face in their deregulatory energy and emissions policy. The White House has since fervently insisted that no such changes are being considered.

The statement came Saturday following German Chancellor Angela Merkel’s inaugural visit to the White House. Merkel, along with British Prime Minister Tony Blair and European Commission President Jose Manuel Barroso, have been stressing the issue of emissions control in recent meetings with the President. The President said that the focus of U.S. energy emissions policy will be on “technological developments that will enable us to be good stewards of the environment, and enable us to become less dependent on oil and hydrocarbons from parts of the world that don’t like us.”

The “cap and trade” system is a provision of the Kyoto Protocol that went into effect in February of 2004, and is currently the method of emissions control espoused by E.U. member nations. Cap and trade is a system in which an environmental regulation agency sets a limit on the net amount of pollutants a specific industry can release. Companies within the industry, such as power plants, then buy permits from the regulatory agency, which permit them to expend a set amount of a pollutant. The system works as a sort of incentive for companies to make technological changes that decrease their emissions. Companies that either cannot afford to make such changes, or are unwilling to, buy up permits from companies that have streamlined their operations and no longer need them. The United States does not adhere to the Kyoto Protocol.

Answering speculation that any cap-and-trade measure will be introduced in the president’s State of the Union address next Tuesday, White House Press Secretary, Tony Snow, said: “I want to take you back from the whole carbon cap story… The carbon cap stuff is not accurate. It’s wrong.”

Les gouvernements fédéraux, provinciaux et municipaux peuvent contribuer au Canada à protéger le patrimoine en attribuant à un bâtiment, un monument ou un site un statut particulier qui reconnaît sa valeur historique. Voyons à chaque palier de gouvernement ce qu’il en est en nous concentrant sur le Québec.

Municipal

Plusieurs monuments historiques montréalais ont reçu une citation, comme on le voit ici. Dans ce document, on indique que

la citation d’un monument historique et la constitution d’un site du patrimoine sont des mesures de protection particulières dont dispose le conseil de la ville de Montréal en vertu de la Loi sur les biens culturels. Elles permettent d’assurer la sauvegarde et la mise en valeur de tout immeuble situé sur son territoire répondant à la définition de monument historique (citation) ou de tout paysage architectural présentant un intérêt d’ordre esthétique ou historique (site du patrimoine) d’importance panmontréalaise.

Les municipalités peuvent citer les éléments intéressants de leur patrimoine. La citation peut donner accès à des subventions pour la restauration qui proviennent des paliers supérieurs de gouvernements. Sur le site du Ministère de la culture du Québec, on retrouve un Guide pratique destiné aux municipalités qui veulent se prévaloir de la Loi sur les biens culturels pour protéger leur patrimoine .

Chaque municipalité a sa propre politique en matière de reconnaissance du patrimoine. La ville de Québec s’est dotée d’une telle politique que l’on peut consulter ici. Ce document est intéressant, car il présente un bref aperçu du patrimoine de la ville, mais aussi des moyens qui ont été utilisés pour le faire connaître. Notons aussi qu’à Montréal, on peut avoir accès au Programme d’aide à la restauration de bâtiments, sites et ensembles d’intérêt patrimonial significatif sur l’île de Montréal. A Gatineau, il y a le programme de mise en valeur du patrimoine bâti. Les MRC (municipalités régionales de comté) tiennent aussi compte de la préservation du patrimoine comme on peut le voir dans la politique culturelle de la MRC de La Côte-de-Beaupré .

C’est avec une large majorité que Régis Labeaume a été réélu Maire de la ville de Québec le 1er novembre. Il a rappelé, lors de sa conférence de presse, qu’il souhaitait faire de Québec « la ville la plus attrayante au pays ». D’ici 15 ans, a-t-il déclaré, la ville de Québec sera plus verte, plus performante, plus branchée, plus active et plus sportive ainsi que mieux desservie en moyens de transports collectifs. « C’est la ville que nous voulons dans 15 ans et ça commence aujourd’hui ».

Voici un programme ambitieux qui devrait être à la hauteur des espérances des citoyens de la ville mais aussi et surtout des gens d’affaires qui veulent que leur ville ne soit plus reconnue comme une “belle endormie” mais à la juste valeur de son dynamisme économique.

En lien avec ce billet, vous pourrez trouver dans le rapport du Forum “Affaires Vision 2025” organisé par la Chambre de commerce de Québec en mai 2009, un recensement des priorités que ce sont donné les gens d’affaires de la région au cours d’une journée de réflexion collective qui a réuni près de 300 participants (Cliquez ici pour télécharger le Rapport).

La convergence entre le programme de développement municipal, mené par un Maire lui-même ancien entrepreneur puis président de la Fondation de l’Entrepreneurship du Québec et la vision des gens d’affaires sur certains thèmes n’est pas surprenante. On parle concrètement de Réseau de transport intégré, de décloisonnement entre affaires, culture et éducation ou de valorisation de l’entrepreneuriat et du succès entrepreneurial.

Cela laisse entrevoir, dans les prochaines années, des développements concrets et ambitieux. Mais comme toute large majorité (on parle ici de 86%) présente ses avantages et ses inconvénients (d’où va venir la confrontation d’idées ?), il nous reste à juger sur pièce les actions réelles et les gestes qui seront posés tout en gardant une certaine vigilance que la présence bienveillante et rassurante de l’imposant Chateau Frontenac pourrait nous faire oublier…

Demain 1er novembre c’est jour d’élection municipale à Québec.  Chers québécois et québécoises c’est là l’occasion de vous exprimer par votre vote.

Votre vote est important en fait dites-vous ceci: que c’est  votre vote municipal qui a le plus d’importance entre celui au fédéral, au provincial et au municipal.

Taxes municipales, cueillette des ordures, cueillette du bac de recyclage, aménagement urbain, déneigement des rues et des trottoirs, nettoyages des rues, délivrement des permis pour les commerces, entretien des parcs et des voies routières, police municipale, etc… Il ne fait aucun doute que c’est l’administration municipale qui a le plus d’influence sur votre quotidien.

Donc, allez voter en grand nombre !  Si vous ne le faites pas à mon avis vous n’aurez aucun droit de vous plaindre des actions municipales pour les quatres prochaines années.

Vous l’avez lu dans les journaux récemment, à Québec cette élection est capitale.  Voulez-vous vraiment que la Ville de Québec dépense 50 millions pour un nouveau Colisée et qu’elle en quémande 350 autres aux autres paliers de gouvernement ?  400 millions investis dans un nouveau Colisée est-ce vraiment là la priorité des citoyennes et citoyens de la Ville de Québec ?

Certains crimes ont marqué l’imaginaire québécois, que l’on pense au meurtre en 1839 de Achille Taché, seigneur de Kamouraska qui a inspiré à Anne Hébert son célèbre roman Kamouraska, à l’affaire Cordélia Viau (1897) et à Aurore l’enfant martyre (1920). Mais connaissez-vous l’affaire Blanche Garneau? Le roman historique Haute-Ville Basse-Ville s’inspire de cette affaire non-résolue qui a fait trembler le gouvernement Taschereau.

Haute-Ville, Basse-Ville est le plus récent roman de Jean-Pierre Charland, connu par la série Les Portes de Québec (quatre tomes). [Note 4 janv. 2010. Publié auparavant sous le titre Un viol sans importance en 1998 chez Septentrion. Édition revue et corrigée par l’auteur). Jean-Pierre Charland est professeur au département de didactique à l’Université de Montréal et il détient un doctorat en histoire.

L’action de Haute-Ville Basse-Ville se déroule en 1925, dans la ville de Québec. Québec est secouée par le viol et le meurtre crapuleux de Blancher Garnier, une jeune fille de modeste condition. Des rumeurs circulent à l’effet que des gens de la haute société sont impliqués dans cette sordide affaire, dont des fils de ministres… On fera tout pour étouffer le scandale…

Ce roman est inspiré de l’affaire Blanche Garneau qui s’est déroulée en 1920 à Québec. Le cadavre de Blanche Garneau, une modeste vendeuse, est retrouvé dans le parc Victoria le 28 juillet 1920. Elle est disparue six jours auparavant. Cette affaire a crée une véritable commotion dans la ville et a donné naissance à plusieurs rumeurs, dont une impliquant des fils de députés dans ce meurtre. Le gouvernement provincial a suivit de près les développements dans cette affaire…

Commentaires

Haute-Ville Basse-Ville recrée avec brio cette époque où le clergé contrôle les consciences, où politiciens sont des magouilleurs de première et où les riches exploitent les plus pauvres.

C’est à travers les mots de Renaud Daigle, Canadien-Français aisé financièrement qui a participé à la Première Guerre mondiale, que l’on visite Québec et que l’on pénètre dans l’univers bourgeois de la Haute-Ville. Mine de rien, on apprend beaucoup de chose sur les événements importants de cette époque: la grippe espagnole, la première guerre mondiale, la prohibition, les objets qui contribuent au confort moderne (ex. la radio).

J’ai beaucoup aimé le personnage de Maurice Gagnon qui enquête sur le dossier de Blanche Garneau et qui devient fou mais surtout Lara, une prostituée cultivée qui croise le chemin de Daigle.

Ce roman, outre l’affaire Garneau, aborde plusieurs sujets: le traitement des malades mentaux dans les asiles, les abus sexuels commis par des membres de l’église, la corruption de la police et des élites politiques, etc

L’auteur réussit à rendre ses personnages vivants et à nous présenter le contexte historique sans verser dans le didactisme. Il y a un bon équilibre entre la partie roman et la partie historique.

A la fin du livre, Jean-Pierre Charland explique comment il en est venu à s’intéresser à Blanche Garneau et ils nous présente quelques-titres et entêtes du journal Le Soleil relatifs à cette affaire.

Avec Basse-Ville Haute-Ville, on a affaire à une reconstitution crédible des années 20. Il s’agit d’un excellent roman historique qui nous donne envie d’en savoir plus sur l’affaire Blanche Garneau.

Personnellement, je crois que l’affaire Blanche Garneau serait un bon sujet pour le site Les grands mystères canadiens .

Le maire de Québec annonçait en grandes pompes vendredi dernier le projet de la construction d’un nouvel aréna à Québec pour remplacer le vieux Colisée.

Le but ultime derrière ça: attirer une équipe de la Ligue Nationale de Hockey.

Le projet au coût de 400 millions de dollars serait financer avec 50 millions de la Ville de Québec et 175 millions du gouvernement du Québec 175 millions du gouvernement du Canada.

Dans sa conférence de presse le maire Labeaume a dit “c’est à notre tour…” en parlant des gouvernements qui donnent des millions pour les infracstructures et événements en autre à Montréal, salle de l’OSM, retour du Grand Prix.

Sauf que dois-je rappeler au maire Labeaume que l’an dernier pour les fêtes du 400e anniversaire de Québec les gouvernements ont donné 100 millions.

Face au monopole des bureaux établis à Québec plutôt que dans d’autres régions, le gouvernement du Québec fait déjà sa part pour Québec en lui donnant ainsi des centaines de millions en retombés économiques.

Rien ne justifie que le Ministère des Finance ait ses bureaux à Québec alors que la principale place économique au Québec est à  Montréal.

Rien ne justifie que le Ministère chapeautant les mines ait ses bureaux à Québec alors que la principale place minière du Québec est en Abitibi.

Que serait l’économie de la Ville de Québec sans tous les bureaux du gouvernement provincial ?

Voilà le gouvernement du Québec fait déjà sa part pour Québec, il n’a pas un sous de plus a versé dans des projets loufoques comme celui-ci.

Est-ce qu’en pleine récession économique le contribuable québécois a les moyens de payer pour une aréna à Québec ?

Où est l’argent du privé dans ce projet d’aréna ?

On va construire un aréna avec de l’argent publique et le privé va l’utiliser pour amasser du fric ?  Est-ce ça le beau projet du maire Labeaume ?

Ce projet n’a aucun bon sens en ces temps de récession.  Le maire Labeaume pousse pas mal sa luck en quémandant de l’argent aux contribuables alors que les gouvernements annoncent des milliards en déficit.

Les coûts de la santé au Québec montent d’années en années.  Le système d’éducation a besoin de sous et pendant ce temps Régis 1er veut 350 millions pour un aréna dans sa Ville.

Y’a-t-il quelqu’un à Québec qui peut élire un autre maire ?  Et ça presse !

La présence des Nordiques il y a 15 ans à Québec n’y garantie pas le succès d’une nouvelle franchise de la LNH.

Ça prend beaucoup de monde pour remplir un aréna de 18 000 sièges chaque soir.

La Communauté Urbaine de Québec avec la ville de Lévis, représente environ 700 000 personnes.  C’est donc dire que 2,5% de cette population se retrouverait à chaque match de l’équipe de la LNH qui s’établirait à Québec.

Ça n’a aucun bon sens.  Le projet de la LNH a Québec sera plausible lorsque la LNH aura abandonné son idée d’expansion aux États-Unis.

Dès là, elle se tournera vers le Canada en acceptant que la population du Canada est de 32 millions de personnes, donc presque 10 fois plus petite que la population des États-Unis.

Quand les Nordiques ont quitté la Ville de Québec, la LNH était un produit en pleine croissance.  En 2009 la LNH est un produit qui a atteint sa maturité et qui vieillit bien mal.  Déménagé les franchises qui en arrache à Phoenix (Coyotes), Tampa Bay (Lightning), Nashville (Predators), Sunrise (Panthers), New York (Islanders), Sunrise (Panthers)  n’est peut-être pas la solution.  La solution est peut-être tout simplement de fermer ces franchises et de revenir à une LNH qui aura moins d’équipes mais qui offrira un meilleur produit.

Dites-vous bien que ce n’est pas parce que plusieurs franchises ne font pas leurs frais dans des villes américaines qu’un franchise est gage de succès à Québec.

Que le maire Labeaume se réveille et que quelqu’un dans son administration l’aide à se tenir éveiller pour l’empêcher de rêver à des choses irréalistes.

Était-ce la bonne question à poser?  Posons d’autres questions aux citoyens de Québec: 

«Selon vous, l’implantation d’une équipe de hockey professionnelle à Québec est-elle une très bonne idée, une bonne idée, une mauvaise idée ou une très mauvaise idée?»

«Selon vous, l’implantation de commerces de crème glacée gratuite à Québec durant l’été est-elle une très bonne idée, une bonne idée, une mauvaise idée ou une très mauvaise idée?»

«Selon vous, donner un chèque de 5000$ par citoyen à Québec est-elle une très bonne idée, une bonne idée, une mauvaise idée ou une très mauvaise idée?»

Vous voyez où je veux en venir?  Ces supposées bonnes idées seront toujours backées par la population parce qu’elles semblent  n’impliquer aucune de conséquence.  La beauté de la chose, c’est que des idées ça coûte rien.

Posons de VRAIES questions:

«Selon vous, l’implantation d’un réseau de tramway à Québec et l’augmentation de la dette de la Ville de l’ordre de 1 milliard$(1667$ de dette par personne),  est-elle une très bonne idée, une bonne idée, une mauvaise idée ou une très mauvaise idée?»

«Dans l’éventualité de l’implantation d’un Tramway à Québec, allez-vous modifier vos habitudes de vie afin d’utiliser le transport en commun à chaque jour?»

«Quelle est la meilleure solution pour améliorer l’efficacité des déplacements à Québec?  a) améliorer le réseau d’autobus  b) permettre le covoiturage dans les voies réservées c) implanter un tramway d)ajouter/élargir les routes actuelles»

Un milliard$ c’est beaucoup d’argent pour un projet de tramway qui couvrira 4 stations: Sainte-Foy, Québec, Trait-Carré (Charlesbourg) et d’Estimauville ( la majorité de la population de la Vieille Capitale n’y aura pas accès et pourtant, va payer pour!).  On dit un milliard$, mais on sait très bien qu’au Québec il faut multiplier tous ces coûts par x2 et x3!

Le tramway ne concurrencera pas l’automobile.  Ceux qui utilisent leur auto continueront de le faire, et ce n’est pas le douchebag président du RTC qui fera exception.  Vous voyez, l’automobile, c’est la liberté de pouvoir choisir où je vais aller et quand je veux.   L’automobile c’est le moyen de transport qui convient pour aller porter/chercher les enfants à la garderie et à l’école.  C’est tellement beau que de se retrouver en compagnie de tout plein de pas-propres, de bizarres et de gens malades qui prennent le transport en commun.  Ceux qui ont goûté au plaisir de posséder une voiture reviennent rarement en arrière.  Il ne faut pas oublier que le Tramway ne couvrira que certains grands axes, les autobus seront encore nécessaires pour couvrir la banlieue. 

Un tramway? NO WAY!

L’individu a tellement changé depuis que j’ai voté pour lui il y a deux ans;  vous l’avez vu récemment en entrevue?  MONSIEUR ne daigne plus répondre aux questions qui l’indisposent!!

Non mais regardez ce sourire arrogant et complaisant:

M. Labeaume Incarne maintenant tout ce que je peux détester dans l’administration municipale à Québec:  le Tramway, le TGV, les Arts et la Culture… et dire qu’il était en 2007 pro entrepreneurship, anti-tramway, et pour une réduction de la taille de la ville!

Je vais vous raconter une anecdote monsieur Labeaume, en 1998, je me suis présenté comme conseiller municipal de ma petite municipalité.  À l’époque, la personne contre qui je me présentais était aussi connu que Barabbas dans la Passion; en effet, il avait perdu l’élection précédente par 2% des voix.  J’avais donc fort à faire si je devais l’emporter.  En début de campagne, mon adversaire était CERTAIN de l’emporté avec une majorité écrasante (ça vous dit quelque chose?!).  Tout au long de la campagne, j’ai préparé un dépliant,  j’ai cogné à CHACUNE des portes de mon quartier, afin d’y présenter mes idées, de discuter avec les gens, de tâter le terrain, d’écouter leurs préoccupations. 

Le 1er novembre 1998, le résultat final est le suivant:  Fuzzybill 42% Barabbas 58%.  Mais malgré sa victoire, Barabbas avait la mine complètement déconfite!!  Sa victoire avait un amer goût de défaite à ses yeux:  en effet, comment un jeune de 24 ans, totalement inconnu dans le quartier a-t-il pu lui soutirer autant de vote?  C’est ni plus ni moins qu’au soufflet au visage qu’il a reçu!  L’émotion était palpable autant pour le vainqueur que pour le vaincu. 

Savez-vous quoi?  C’est ce que je souhaite à Régis Labeaume, une victoire avec une MINCE MAJORITÉ!  Pour le ramener sur terre, pour lui montrer que le VRAI SONDAGE, c’est le 1er NOVEMBRE.  Pour lui rappeler qu’à la base, il représente le PAYEUR DE TAXES, pas Daniel Gélinas, ni Robert Lepage.  Je souhaite à Régis d’avoir la binette à terre, je lui souhaite de faire la baboune quand il obtiendra son 58% au lieu de son 78% et plus auquel il s’attend.  Je lui souhaite de goûter à la défaite dans la victoire, et c’est pourquoi mon vote ira à Jean-François Fillion à la Mairie (Jeff apporte d’excellentes idées depuis le début de la campagne) et au candidat du Parti Défi Vert  comme conseiller municipal.

Le livre numérique devient décidément un sujet de prédilection pour les médias québécois.

Dimanche matin, titre à la une du journal Le Soleil et deux pleines pages à l’intérieur sous la plume de Daphnée Dion-Viens.

L’abc du livre numérique

Et on en annonce autant pour lundi (mise à jour de ce billet à prévoir).

Et je sais qu’il y a aussi des reportages en préparation à la radio de Radio-Canada.

Si le sujet est de plus en plus chaud, c’est évidemment que les gens s’y intéressent aussi de plus en plus (l’éternel cercle vertueux/vicieux des médias), mais également parce que plusieurs découvrent ce qui se déroule en sous-terrain depuis quelques mois.

Qui aurait cru, par exemple, que quelques mois après son ouverture, Shortcovers représenterait presque 5% des ventes d’Indigo, le plus grand libraire au Canada? Tout pendant que plusieurs continuent de penser que lire sur un écran, « c’est une affaire de geeks ».

Il n’y avait peut-être pas tant de monde qu’espéré cette semaine à Montréal pour les premières Assises internationales de l’imprimé et du livre électronique (E-PaperWorld), mais les rencontres ont été très riches et je pense que cela aura contribué à éveiller les journalistes encore un peu plus sur les bouleversements qui sont en cours dans le monde du livre. Bravo à Éric Le Ray et à l’ensemble des personnes qui ont rendu ces rencontres possibles.

Comment ne pas mentionner au passage que De Marque s’est vu reconnaître à cette occasion comme « la société qui offre la meilleure solution numérique (édition, presse) », pendant que le PRS 600 de Sony se voyait reconnaître comme le meilleur eReader et milibris comme le meilleur logiciel.

Il faudrait maintenant organiser rapidement un événement qui aborde les mêmes thèmes en accordant davantage d’espace aux auteurs, aux éditeurs et aux lecteurs — en particulier à de jeunes lecteurs…

Pourquoi pas à Québec?

Pourquoi pas pendant l’année littéraire qui se prépare?

J’entends déjà des gens évoquer des dates… quelque part en février 2010… (à suivre!)

Et pourquoi pas en faire aussi l’occasion d’un happening comme le 24hr Book Project qui se termine actuellement à Londres?

Au terme d’une semaine très chargée, je participais hier à une table ronde organisée dans le cadre du festival Antenne A sur le thème Mon enfant 2.0: Le point sur les technologies d’apprentissage. Les autres intervenants étaient Mario Asselin, Patrick Plante et François Guité. C’est Hélène Rioux qui dirigeait les échanges et François X Côté était le coordonnateur de l’événement.

Une table ronde sur l’éducation, un vendredi soir d’automne, sans aucune polémique préalable… et il y avait une quarantaine de personnes dans la salle! Mieux, une trentaine ont participé à distance en visionnant en direct et/ou en réagissant par l’entremise de Twitter. Vrai, vrai! Impressionnant.

Une bien belle expérience en tout cas — et merci à Antenne A et à Télé-Québec pour avoir fait une petite place à l’éducation dans leur programmation.

C’est à l’occasion d’un 5 à 7 et devant un parterre bien garni de représentants du monde des TI qu’ont été dévoilés, hier soir à Québec, les 10 finalistes du concours Devtech50 organisé par le Pôle Québec Chaudières Appalaches pour supporter le démarrage d’entreprises technologiques dans la région de Québec. Et les finalistes, retenus parmi les 41 dossiers présentés (ce qui confirme le dynamisme du secteur technologique de la région) sont :

- Pavemetrics, Alizem, Leddartech, Harmonya technologies, Robotiq, Idarca Audio, RealTraffic, Solutions Caristix, GenePOC et Spatialytics.

Ces 10 lauréats (voir une description sommaire de leur offre) participeront à la seconde phase du Concours qui les mènera vers la grande finale en novembre prochain. Des commentaires à suivre sur le Concours et les annonces faites au cours de cette soirée dans un prochain billet…

Bon, impossible de ne pas parler de la guerre des festivals qui s’est amorcée dans les derniers jours. On rappelle les faits: l’équipe Spectra, responsable des Francofolies de Montréal et du Festival de Jazz ont pris la décision que les Francofolies qui étaient traditionnellement à la fin du mois de juillet / début du mois d’août seront présentés en juin l’an prochain. Ce qui ne fait pas l’affaire du Festival d’été de Québec sous prétexte que plusieurs artistes pourraient alors bouder le festival de la Capitale Nationale au profit du festival montréalais se déroulant alors quelques semaines plus tôt.

En premier, ce fut le Napoléon de la Grande-Allée qui fustigea et puis il y eut une réaction d’Alain Simard, grand patron de Spectra et du pantomime maire Gérald Tremblay.

Bref, comme si la tension entre la capitale et la métropole n’étaient pas déjà toujours vives, elle s’est intensifiée de plus belle – grâce à nos hommes politiques (parce que franchement, même Daniel Gélinas, responsable du Festival d’été de Québec avait un ton plus calme que le Pol Pot de la Haute-Ville).

Personnellement, ce qui m’agace, c’est la manière cavalière de Spectra d’annoncer le tout. On annonce ça comme ça, de bout en blanc, comme si ça sortait de nulle part (même si on apprenait que l’idée était dans l’air depuis fort longtemps selon Daniel Gélinas). Aucune concertation, aucune explication du problème, aucune table où les responsables de festivals pourraient en discuter et trouver une manière de régler la chose. Sans compter la mascotte censée diriger cette métropole le maire Tremblay qui hoche la tête et semble avoir accepté le tout sans avoir mis le holà… À se demander si c’est Spectra ou le maire qui dirige la Ville de Montréal.

Comprenons-nous bien: je peux comprendre un peu l’argument de Spectra qui pourrait alors fait les Francofolies et le Festival de Jazz sur la place des spectacles sans avoir à payer pour le démontage des scènes extérieures. Sauf que j’accroche malgré tout: n’y a-t-il pas d’autres moyens de repenser ce festival pour qu’il soit rentable ? Et il me semble qu’auparavant, ce festival avait un énorme succès. Qu’est-ce qui s’est passé pour qu’il soit déficitaire ? Mauvaise organisation ? Programmation ? Certainement pas la météo car il a fait plus beau durant les Francos que pendant le Festival de Jazz et il n’était pas déficitaire celui-là.

Je comprends que les Francofolies soient nécessaires, particulièrement à Montréal où l’espace de la langue française s’amenuise petit à petit. Même si, entre vous et moi, je ne crois pas que ce festival donne l’envie à des anglophones et allophones d’apprendre le français, ça reste une belle vitrine de la langue de Molière dans une île quasi scindée en deux langues. Sauf que comme le soulignait le président de la Fête nationale et ce blogueur, les Francofolies en juin, tout juste avant la St-Jean-Baptiste, ça risque de diminuer la ferveur envers les spectacles de la St-Jean…

Bref, bien que pour l’équipe Spectra ce soit une idée qui leur plaît, disons que celle-ci est plutôt mitigée en ce qui a trait aux autres événements du même genre qui devrait suivre (et peut-être même se contenter des restes). On aurait aimé que l’équipe Spectra agisse un peu moins impulsivement (ou en Cro-Magnon, choisissez l’expression qui vous plaît)  et essaie de faire des rapprochements avec festivals et événements en juin pour trouver des compromis. Mais ne vous attendez pas à un dénouement heureux de cette histoire. Du moins, pas tout de suite. La guerre est bien prise, chacun reste sur ses positions et ça fait le bonheur des commentateurs en tout genre qui n’avaient rien à se mettre sous la dent depuis un petit moment à part les surfeurs de voiture.

Je suis allé à Québec hier. Dans quel but ? Aider un ami dans sa recherche d’appartement alors qu’il amorce un boulot en août. En plus, ça faisait des années que je n’y avais pas remis les pieds. Toujours aussi jolie au niveau du panorama et de l’architecture (du moins, dans le Vieux-Québec).

Non seulement j’ai vu bien des collants “supportons nos troupes” sur les voitures comme ici on a remarqué (non, j’exagère, j’en ai pas vu tant que ça, mais quand même…), mais j’ai remarqué une magnifique ironie. En me promenant dans le Vieux-Québec et la ville en général, j’ai remarqué que plusieurs églises subissaient des rénovations. Jusque-là, rien de particulier.

Sauf que lorsqu’on s’approche un peu d’une de ces bâtisses, on remarque une enseigne disant que cette rénovation du patrimoine religieux est subventionnée par le Ministère de la Culture, des Communications et de la Condition féminine…

Hé oui, j’oubliais qu’après Simone de Beauvoir ou Lise Payette, l’Église était le plus âpre défenseur de la condition féminine !  Non, je sais bien que c’est parce que c’est la ministre Christine St-Pierre chapeaute ces 3 dossiers. N’empêche, avouez que l’ironie est délicieuse à souhait !
