Wina, my old high school friend ordered this cupcake set for her friend in Jakarta, Nilam.

My grandpa had a transistor. It was old and already on the way to becoming a piece of junk. This was in late 1980s and early 1990s when TV had already made an inroad into our lives in a big way. However, like a rare monster on the verge of extinction, this transistor tickled my interest. Soon, I would spend a lot of time fiddling with it.

It was then that I discovered BBC world service and VOA.
Soon I was a fervent listener.
I have since stopped listening to radio, but I remember there were many of those wonderful programmes as ‘Anything Goes’, ‘Jazzmatazz’ on BBC radio and country music on Fridays(if my memory serves me right) on VOA . I can still recall the lady presenter on VOA signing off with her signature phrase ‘…wishing you lots and lots of country sunshine…’

Toda radio has largely taken a back seat. BBC  has also grown in its other avatars. But  it remains as engaging as decades ago. I hope it remains a credible source of news and entertainment for years to come.

As for country music, I’ll remain indebted to VOA for initiating me into the melodious world of bluegrass and other sounds from Nashville.

Voice of America expands its Latin American audience

Facing a group of presidents loudly critical of Washington, the U.S. government’s Voice of America broadcast is expanding its audience in Venezuela, Bolivia, Ecuador and Nicaragua, VOA officials say.

VOA’s Spanish-language division also will step up its use of Radio/TV Martí’s production facilities in Miami because of budget pressures on both broadcasters, the officials added.

The VOA effort to grow its Latin American audience comes as the Obama administration tries to counter the attacks on U.S. policies by several presidents in the region: Hugo Chávez in Venezuela, Evo Morales in Bolivia, Rafael Correa in Ecuador and Daniel Ortega in Nicaragua.

“Our focus is on the Andean region because of the upheavals that are going on there,” said Spanish division director Alberto Mascaro. “Our second priority is Central America, especially Nicaragua and Honduras.”

The Andean region includes Venezuela, Ecuador and Bolivia, Colombia and Peru. Honduran President Manuel Zelaya, a Chávez ally, was ousted in July and is seeking to return to power.

VOA — which only broadcasts internationally — transmits its reports via shortwave radio, local FM affiliates and satellite television as well as its Web pages. Funded by the government, it is required to observe standards of “accuracy, balance, comprehensiveness, and objectivity.”

“We need to contribute to informed dialogue” in the Andean region and Central America, Joan Mower, VOA public relations and development director, told El Nuevo Herald in a telephone interview from Washington.

Mower said VOA has 319 affiliated radio stations in the Andean region that broadcast its free programs — 199 in Bolivia, 77 in Colombia and seven each in Ecuador and Peru. It also has 95 television affiliates, with the largest number, 23, in Colombia. The Spanish division has 21 staffers and a 2009 budget of $3.1 million.

VOA’s ruling Board of Broadcasting Governors decided to increase the broadcaster’s reach into the Andes and Central America after three board members toured the two regions this summer, Mower said.

The broadcaster, looking to hire a marketing specialist to increase the number of affiliates, recently completed a major update of its Spanish-language website and last month gathered 17 Latin American freelancers in Washington for training, she added.

Starting next month, VOA will run training sessions for journalists in Bolivia, Argentina, Panama and Haiti on how to cover the swine flu epidemic. It’s also working to give affiliates easier Internet access to broadcast-quality video and audio materials.

VOA’s most recent surveys in the five Andean countries plus Cuba showed a total audience of 1.9 million adults — 1.4 million on radio, 500,000 on television and 200,000 on the Internet, Mower said.

Mascaro said the increased use of Radio/TV Martí’s Miami studios is the result of budget pressures on both broadcasters.

“In a time of tight budgets, we see a need to maximize resources, and the OCB has a great infrastructure,” said Mascaro, a Cuban American who was chief of staff at the Office of Cuba Broadcasting (OCB), in charge of the Martí operations. He was hired by VOA in August.

Radio/TV Martí now has about 170 employees and a 2009 budget of $34.8 million, but its 2010 budget is under attack by congressional critics who argue that Cuban government jamming blocks virtually all TV Martí reception on the island.

In August, Radio/TV Martí began shedding 35 employees amid expectations that Congress would cut $4.2 million from its proposed 2010 budget. But a recent proposal in the Senate would cut $15 million, in effect killing TV Martí.

Mascaro’s hiring by VOA and the plans to use the Martí production facilities have fueled speculation that the Miami stations will eventually be folded into VOA, perhaps with the Spanish division moving from Washington to Miami.

Mascaro and Mower said they could not comment on the speculation, and noted that no staff moves to Miami are included in VOA’s proposed 2010 budget. “

I had an interesting and mostly successful week raiding.  All of my major targets (ToC, Ony, VoA) were defeated on both 10/25 man.

My guild only does 10 man raids, so I had to PuG all of the 25 man versions.  As you all know, PuG raids are a crapshoot.  I got really lucky with ToC and got in a very efficient group that rolled right through Anub.  I wasn’t quite as lucky with Onyxia.  It took me 4 different PuGs before I finally got in one that downed her.  My VoA group also dissolved after defeating Koralon.  At least I got all of the triumph raids down, as that was my main goal.

The only negative was that I knocked out these raids early in the week, so I had very little left to do on the weekend.  I don’t really care about achievements and alts, I mainly like to raid.  I spent the weekend trying to find a PuG 10/25 Trial of the Grand Crusader, but I didn’t have any luck.  Do these run on any of your realms?  Are they ever successful?

That title sums up a brilliant new find of mine on VOA’s (Voice of America) Korean section. Under this link 팝스 잉글리쉬 there are links to 10 broadcasts with scripts which explain about a different English song and translate it – 99% in Korean. I just started studying the Beatles’ song ‘Yesterday’ and am very happy with it so far. The scripts deviate a little from the audio but I find this good as it just gives you two ways of saying things and gives you extra listening practice. MP3’s are all free and downloadable right away. This is what I like!

Now if only KBS and the Korean broadcasters could do the same.

Trong giai đoạn phát triển hiện nay, truyền thông đại chúng đã trở thành phương tiện chính thống để giải thích các thực tại xã hội. Qua các sự kiện, bài viết, bình luận, truyền thông đại chúng đã xác định và hình thành các định hướng chính trị. Là phương tiện chủ yếu tuyên truyền các hệ tư tưởng, thiết lập và củng cố lòng tin trong công chúng, hợp pháp hóa các thể chế quyền lực, truyền thông đại chúng còn là nhân tố kiểm soát xã hội, được giới cầm quyền sử dụng để hợp pháp hóa các chính sách, ổn định hệ thống chính trị và kinh tế. Vì lẽ đó, nhiều người nói rằng: truyền thông là loại quyền lực thứ tư. Đó là cách diễn đạt theo trật tự để phân biệt với các quyền lực Nhà nước.

Thực chất, quyền lực của truyền thông có thể chi phối, hạn chế và kiểm soát các quyền lực còn lại như quyền lập pháp, hành pháp và tư pháp. Quyền lực của truyền thông là quyền lực của công chúng, mà công chúng là nguồn gốc của mọi quyền lực nhà nước.

Khi phong trào đấu tranh cho nền dân chủ ở Việt Nam còn nhỏ lẻ, chưa có đủ quy mô, tầm vóc và giải pháp thì truyền thông đại chúng nổi lên như một lực lượng mạnh mẽ nhất. Lẽ tất nhiên, lực lượng này không phải là truyền thông chính thống của Nhà nước Việt Nam hiện tại.

Lực lượng này bao gồm:

- Các trang web trong nước như: Dòng Chúa cứu thế Việt Nam, Bauxite Việt Nam, Chúng ta.com, v.v…

- Các trang web của người Việt ở hải ngoại thì có: talawas, Diễn đàn X-cafe, Dân luận, viet-studies.info, Pháp nạn Bát Nhã, v.v…

- Các hãng truyền thông quốc tế nổi tiếng như: BBC, AP, AFP, VOA, RFA, RFI, Reuters, v.v…

Lực lượng này không bị chi phối hay kiểm soát từ phía Nhà nước.

Ngoài ra, còn đông đảo cây viết khác nhau trong giới blogger như: Osin (Huy Đức), Ba Sàm, Điếu Cày, Người Buôn Gió, JB Nguyễn Hữu Vinh, Mẹ Nấm, Đào Hiếu, Tạ Phong Tần, Trương Duy Nhất, Phạm Viết Đào, Tô Hải, Tuấn Khanh, Đinh Tấn Lực, Nguyễn Quang Lập (Quê choa), Trần Nhương, Bùi Văn Phú, Hồ Hải, Nguyễn Văn Tuấn, v.v… và một số lượng lớn các cây bút khác.

Vẫn biết, các hãng truyền thông quốc tế, một số trang web và blogger nêu trên không lấy việc đấu tranh cho nền dân chủ làm mục đích của mình, nhưng việc họ đưa tin và bình luận các vấn đề thời sự một cách nhanh chóng, trung thực và khách quan đã giúp cho phong trào đấu tranh dân chủ đạt được những kết quả thiết thực. Khi nói đến “dân chủ”, không thể không nói đến tính “công khai” và “trung thực”. Hai thuộc tính này của nền dân chủ chính là tiêu chí căn bản của những người làm truyền thông.

Nếu như chế độ độc tài lấy sự dối trá và bưng bít làm phương tiện tồn tại, thì ngược lại, phong trào dân chủ lấy sự công khai và trung thực làm công cụ đấu tranh cho mình. Và do đó có thể nói rằng: Cuộc đấu tranh cho nền dân chủ ở Việt Nam đã trở thành “cuộc chiến” giữa lực lượng truyền thông chính thống của Nhà nước với lực lượng truyền thông còn lại vừa nêu trên. Cuộc chiến này ngày càng quyết liệt hơn, gay gắt hơn, nhiều thông tin và sự kiện hai bên đưa ra hoàn toàn trái ngược nhau. Cuộc tranh giành “thị phần độc giả, thính giả” cũng không kém phần quyết liệt. Tất nhiên, công chúng luôn yêu mến sự trung thực và khách quan. Có thể nói hiện nay tiếng nói của truyền thông tự do đang trở nên thắng thế trên chiến trường truyền thông. Tất nhiên, một phần của báo chí chính thống và các “nhà báo có thẻ” khi kịp thời đưa tin trung thực, khách quan, thì cũng đã và đang trở thành đồng minh của giới truyền thông tự do Việt Nam.

Điểm lại vài sự kiện nổi bật đã qua để thấy sự tác động từ “cuộc chiến” này:

Khi sự kiện “Tòa khâm sứ” và “Thái Hà” nổ ra, truyền thông Nhà Nước gọi: cuộc gây rối trật tự công cộng, phần còn lại gọi: cuộc cầu nguyện trong ôn hòa. Tiếp theo, sau bài phát biểu của Đức Tổng Ngô Quang Kiệt, truyền thông Nhà nước cắt bớt lời phát biểu của ngài và cho rằng: ngài đã không còn tự trọng là một công dân Việt Nam, và làm cho quần chúng “phẫn nộ”. Lập tức, phần còn lại đưa nguyên văn lời phát biểu của ngài và khẳng định ngài là một người yêu nước. Và cho đến giờ này, ngài là một “vị thánh” trong lòng người công giáo. Khi phiên tòa xét xử các giáo dân Thái Hà sắp mở ra, tất cả truyền thông trong nước đều im lặng. Trong khi đó, hàng chục bản tin của các hãng truyền thông quốc tế, hàng trăm bài viết của giới blogger đều đưa tin. Chính nhờ những thông tin này mà hàng nhìn giáo dân đã có mặt trước phiên tòa, với cành thiên tuế trên tay và hô vang: vô tội, vô tội. Kết quả, nhà cầm quyền đã phải lùi bước với một bản án đầy mâu thuẫn.

Đến vụ “bô-xit”, được gọi là “chủ trương lớn” của Đảng mặc dù trước đó đã có hàng chục bài viết phân tích về tính nguy hại lâu dài và toàn diện đối với quốc gia trên các báo chí chính thống.  Trang mạng bauxite Việt Nam ra đời thu hút trên 3000 chữ ký đồng thuận, với hàng trăm bài viết đã lôi cuốn được hàng triệu độc giả trên toàn quốc.

Rồi đến vụ công dân Cù Huy Hà Vũ khởi kiện Thủ tướng. Có thể nói đây là vụ kiện hi hữu, rất hay và thú vị. Các báo đài như BBC, RFA… các trang web, các blogger đều đồng loạt đưa tin, nhưng truyền thông chính thống trong nước có vẻ “không thích” sự kiện này.

Mới đây, sự kiện “Bát Nhã”: hình ảnh các tu sinh bị xua đuổi, đánh đập được đăng tải khắp nơi, làm xúc động hàng triệu người trên thế giới. Trong khi đó, truyền thông trong nước đưa tin và lý giải: Đó là việc tranh chấp nội bộ!

Bài góp ý “Đổi mới Đảng để tránh sụp đổ” cũng là một ví dụ cụ thể về tính công khai. Sự công khai của Thiện Ý – Tống Văn Công khiến cho bài trên báo Quân đội nhân dân chụp mũ ông là một “mưu đồ thâm hiểm” đã bị công luận nhận diện một cách nhanh chóng.

Vụ tờ báo Đảng đăng tin về Hải quân Trung Quốc tập trận đã bị giới blogger phát hiện và nhanh chóng buộc phải xin lỗi. Cũng từ đó mà công luận phát hiện thêm một sự thật khác: số liệu truy cập vào website của Đảng thực tế rất thấp, những con số 25 triệu truy cập hay 40 triệu truy cập một tháng chỉ là hư cấu.

Vụ ba (03) blogger: Mẹ Nấm, Người Buôn Gió và Đoan Trang bị bắt và được thả ra cho thấy một thắng lợi cụ thể nhờ sự kết hợp tự nhiên giữa giới truyền thông tự do trong nước và quốc tế. Vụ việc khởi tố nhà văn Trần Khải Thanh Thủy cũng đang đi theo hướng này.

Sức mạnh và sự ảnh hưởng của truyền thông chưa bao giờ quan trọng như ngày nay. Nó có thể giúp cho công chúng tiếp cận với nhiều thông tin, nhiều giá trị của Dân chủ và Nhân quyền, qua đó hình thành các định hướng chính trị có tính chất phổ quát vượt qua các khuôn khổ đã định sẵn. Nó giúp cho các nhóm đấu tranh nhỏ lẻ có sự liên kết với nhau và truyền đi một thông điệp chung về sự khát khao một nền dân chủ thực sự.

Cuối cùng, chúng ta vẫn phải thừa nhận một quan điểm chung rằng: cuộc đấu tranh cho tự do dân chủ, cho sự thật khách quan và trung thực vẫn là mục tiêu quan trọng hàng đầu của mọi nhà nước trên thế giới, không loại trừ nhà nước Việt Nam hiện hữu. Vì thế, khi báo chí và truyền thông của nhà nước thay đổi để không còn là công cụ một chiều, thì nó sẽ góp phần rất lớn vào tiếng nói chung của nhân dân, của công luận đích thực và cuộc chiến truyền thông sẽ khép lại.

“L’informazione, l’ossigeno della libertà.”

Lo scorso 23 luglio, Jeffrey Gedmin e Dan Austin, rispettivamente presidente di Radio Free Europe/Radio Liberty (RFE/RL) e direttore di Voice Of America (VOA), sono stati protagonisti di un’audizione presso il Subcomitato per l’Europa della Camera dei Rappresentanti USA, i cui atti sono stati successivamente diffusi con il titolo di Radio Free Europe/Radio Liberty e Voice of America: potere morbido e la libera circolazione dell’informazione.
Durante la Seconda Guerra Mondiale, quando ancora la CNN, Fox News Channel e le altre televisioni via cavo non esistevano, furono RFE/RL e VOA ad “accendere la luce su ciò per cui l’America combatteva”. Oggi, nella loro essenza, sono “strumenti di marketing”: a prescindere dall’argomento di cui si occupano, RFE/RL e VOA “vendono e commercializzano gli Stati Uniti d’America”. “Ogni giorno esse sono sulle linee del fronte per dare forma a ciò che il mondo pensa di noi”.
In questo senso – considerato anche il calo della reputazione che gli USA godono in giro per il mondo – è fondamentale “il lavoro che [RFE/RL e VOA] stanno facendo per raggiungere quegli ascoltatori che hanno un’esposizione limitata all’esperienza americana ed ai media occidentali”.
L’importanza vitale del migliorare l’opinione mondiale circa gli Stati Uniti è dovuta al fatto che “noi siamo sicuramente i leader del mondo, ed abbiamo necessità di amici a livello governativo nei nostri sforzi in tutte queste nazioni. Questo significa invariabilmente che questi governi hanno bisogno del sostegno dei loro popoli. RFE/RL e VOA ci aiutano a costruire questo sostegno”.
Questo serrato (ed illuminante) ragionamento chiude l’introduzione fatta dall’onorevole David Scott ai due interventi dei prestigiosi ospiti di giornata.
Primo a parlare è Jeffrey Gedmin, che prima di assumere l’incarico di presidente di RFE/RL nel 2007, è stato direttore dell’Aspen Institute di Berlino, e prima ancora ricercatore presso l’American Enterprise Institute e direttore esecutivo della New Atlantic Initiative dove “egli collaborava con politici, giornalisti ed uomini d’affari per rivitalizzare ed espandere l’Atlantismo democratico”.
“Sono passati venti anni da quando un Presidente invocò un’Europa unita e libera, e siamo circa a metà strada. Forse siamo al 60%, od al 47%. C’è un immenso lavoro che deve essere fatto. Io penso che noi giochiamo un ruolo importante”. Infatti.
Attualmente RFE/RL hanno trasmissioni per 21 Paesi ed in 28 lingue, ed uffici in 19 nazioni. Le trasmissioni raggiungono Russia, Ucraina, Bielorussia, l’Asia centrale, il Caucaso, alcuni importanti Paesi dell’Europa orientale, Afghanistan, Iran ed Iraq, con il prossimo obiettivo delle aree tribali del Pakistan.
Per quanto riguarda la Russia, Gedmin sottolinea che “un’informazione indipendente ed affidabile” è assicurata da un gruppo al lavoro a Praga (dove RFE/RL ha sede) affiancato da un ufficio a Mosca e da una rete di giornalisti freelance presenti in tutte le 11 zone di fuso orario del Paese. Lamenta comunque la perdita di una ventina delle emittenti “affiliate”, la maggior parte “a causa di pressioni politiche”. Inspiegabilmente, perché – afferma Gedmin – non facciamo propaganda, né programmazione antirussa: al contrario, “I colleghi del nostro servizio russo sono patrioti”. Nella vicina Estonia, poi, l’attuale Presidente Tom Ilves è un ex giornalista della radio.
Per quanto riguarda i Balcani, il Congresso può essere certo che RFE/RL aiuterà i leader ed i cittadini di Bosnia, Croazia, Serbia, Macedonia.. a procurarsi quelle “notizie ed analisi affidabili necessarie per prendere decisioni informate circa le loro vite ed il futuro”.
Spostandosi più ad oriente, nel Caucaso ed Asia centrale, vanno stigmatizzate le “tendenze illiberali” in Russia che hanno effetto anche nei Paesi confinanti. Su RFE/RL si può comunque contare, “noi rimaniamo in corsa, anche quando gli altri perdono fiducia”.
In Afghanistan, la sezione radio locale (conosciuta come Radio Azadi, con trasmissioni nelle lingue dari e pashtun) ormai raggiunge quasi il 50% della popolazione adulta con le sue “solide analisi sulla lotta contro le risorgenti forze talebane”. In Iran, anche per colpa del governo che interferisce con il segnale radio e blocca il sito web, l’audience di RFE/RL è minore.
Le ultime parole di Gedmin sono dedicate alla nuova sede della radio, una struttura a sei piani di quasi 21.000 mq provvista di studi di registrazione multimediali ed una moderna sala stampa. “L’edificio è efficiente dal punto di vista energetico. Cosa più importante, è sicuro”.
Tanto che qualcuno l’ha paragonato ad un carcere di massima sicurezza.

Secondo testimone dell’audizione Dan Austin che, prima di diventare direttore di Voice Of America nel 2006, ha trascorso 36 anni alle dipendenze di Dow Jones & Company. Egli ha lavorato anche per il Wall Street Journal, arrivando a ricoprire le cariche di vice presidente e direttore generale. Non prima di essere stato pluridecorato veterano di guerra nell’esercito statunitense impegnato in Vietnam.
A differenza di Radio Free Europe/Radio Liberty, Voice of America diffonde le proprie trasmissioni sia per radio che per televisione ed attualmente è la più grande emittente USA a livello internazionale. Si stima che ogni settimana 134 milioni di persone nel mondo siano raggiunti dai suoi programmi, diffusi in 45 lingue diverse. 69 di questi 134 milioni sono spettatori delle trasmissioni televisive diffuse via satellite in 25 lingue.
Ovviamente, non è dato pensare che “ad ognuno di questi 134 milioni di persone piacciano l’America o le politiche americane”. In ogni caso, abbiamo “una credibilità presso le nostre audience che permette loro di farsi spazio nel chiasso di una penetrante propaganda ed attraverso la nebbia della cattiva e falsa informazione che oggi giorno caratterizza così tanti media mondiali”.
VOA può vantare 1.300 dipendenti e centinaia di corrispondenti occasionali e contrattisti in tutto il mondo, il cui lavoro costituisce la base delle sue 1.500 ore di programmazione settimanale.
In Kosovo, ad esempio, ben il 64% della popolazione adulta assiste alle trasmissioni radiotelevisive diffuse a partire dall’Albania. In Russia, causa “stretto controllo governativo”, VOA è organizzata come programma multimediale a partire dalla rete telematica, con una media di 60.000 visite mensili al proprio canale YouTube dedicato. Sono 4,75 milioni settimanalmente gli spettatori in Ucraina, mentre in Armenia ad assistere quotidianamente ai programmi tv di VOA è il 46% della popolazione adulta.
In Azerbaigian, dall’inizio del 2009 è in vigore un divieto di trasmissione che ha spinto i responsabili di VOA a diffondere i programmi radio in onde corte e quelli televisivi via satellite. Anche in Uzbekistan tira cattiva aria, tanto che la programmazione televisiva in lingua locale – l’unica prodotta da un emittente internazionale – è trasmessa da una stazione in Kirghizistan. La signora Rebiye Kadeer, leader esiliata della minoranza Uiguri in Cina, ha pubblicamente ringraziato VOA “quale fonte di informazione dalla quale tutti noi Uiguri dipendiamo”.

I bilanci annuali di RFE/RL e VOA ammontano, rispettivamente, a 90 e 201 milioni di dollari. “Noi crediamo che, dollaro per dollaro, siamo uno dei migliori investimenti che i contribuenti americani possano fare” dice Jeff Gedmin.
L’America sarà anche messianica – come sostiene, fra gli altri, Aymeric Chauprade – ma i suoi ideali coincidono con i suoi interessi.
E proprio “lì sta il motore della sua intima proiezione di potenza”.

حکایت این روزهای شبکه العالم شده همانند حکایت روزهایی که شبکه های  BBC فارسی  و VOA  قادر نبودند تصویر شبکه های شان را برای مردم در اکثر نقاط ایران پخش کنند.چند روز پیش که کاهواره های عربست عربستان و نایلست مصر پخش شبکه العالم بر روی ماهواره هایشان را متوقف کردند این شبکه تنها از روی هاتبرد پخش می شود که در نتیجه به علت علاقه ی وافر عربها به ماهواره های عربست و نایلست اینک اکثریت اعراب منتطقه از دیدن این شبکه محروم هستند(واقعا چه تاسف بار!!) .در داخل ایران پس از قطع پخش العالم چنان مدیران و مسئولان از قانون و شکایت از مقامات این دو ماهواره ی عرب سخن گفتند که تو گویی تاکنون خود دست به اقدامات غیرقانونی از این قبیل نزده اند و دیگران هم بی خبرند.فیلترینگ سایت ها و وبلاگ ها به همراه پارازیت انداختن بر روی فرکانس های ماهواره ای و رادیویی بخصوص BBC، VOA و رادیو فردا از جمله اقداماتی ست که دولت ایران همواره انجام می دهد و در این مواقع کار خود را کاملا قانونی می داند.تئجیه مستولان ایرانی نیز این است که برنامه های این شبکه ها خلاف مصالح کشور و بنابر خواست مردم !! است.این در حالی ست که از زمان قطع برنامه های العالم دولت ایران علت آن را مردمی بودن شبکه ی العالم و محبوبیت آن میان اعراب است.العالم همواره برای نمایش قدرت طلبی ایران و حمایت یکجانبه از شیعیان افراطی برنامه هایی را پخش می کند.در این اواخر موضع گیری ایران در قبال حوادث یمن و گروه الحوثی که باعث جنگ لفظی میان عربستان و ایران شد ،در این شبکه اطلاع رسانی می شود و حتی خبرهای حساس ایران نیز نخستین بار از این شبکه پخش می شود.البته شخصا از این اقدام اعراب در قطع پخش العالم در ماهواره های عربست و نایلست خرسند نیستم ولی با توجه به اینکه ایران خود همیشه دستی در سانسور داشته از این اقدام اعراب دفاع کرده و امیدوارم این حرکت عربها باعث تغییری حتی اندک در نگرش ایران شود تا با انداختن پارازیت های مزاحم باعث دخالت در امر اطلاع رسانی نشود.

2. شاهدی که قاتل خوانده شد!!

اقدام اخیر تعدادی از خواهران بسیجی در تجمع و دادن شعار علیه آرش حجازی جالب توجه است.این خواهران با در دست داشتند پلاکاردهایی که بروی آنها نوشته شده«آرش حجازی قاتل نداست او را به ما بر گردانید»خواستار استرداد حجازی شده اند.دیده بودیم جای شاکی و متشاکی عوض شود ولی ندیده بودیم جای شاهد و متشاکی عوض شود.در حالیکه آرش حجازی،مترجم انحصاری آثار پائولو کوئیلو و پزشک ایرانی، بارها چگونگی حضورش در صحنه ی قتل ندا آقاسلطان را تشریح نموده ولی باز هم عداه ای دست به فرافکنی می زنند تا افکار عمومی را منحرف کنند.در چند روز گذشته نام ندا آقاسلطان دوباره به صدر اخبار آمد ،ابتدا دانشگاه آکسفورد از بورس ندا آقاسلطان به دانشجویان فلسفه گفت و سپس ابراز نارضایتی دولت ایران از این اقدام آکسفورد،بعد هم قضیه ی تجمع بسیجیان.آرش حجازی چند روز پس از خروج از ایران عکسی را منتشر کرد که به گفته ی خودش عکس قاتل اصلی نداست ولی هیچ گاه دولت توضیحی در رابطه با آن عکس نداد و پیگیری هم نشد. حجازی می گوید مردم شخصی را«عباس کارگر جاوید» در محل، به عنوان ضارب دستگیر کردند که دارای کارت بسیج بود و مدام تکرار می کرد که نمی خواسته ندا را بکشد.باید به این خواهران بسیجی گفت که قاتل ندا ،اگر واقعا در پی آن هستید،در کنار شما در ایران ست به بیراهه نروید.

My main character is a mage. My main character is also a druid.

See, I’ve found this particular (im)balance with WoW since just prior to WotLK being released. I started this game with my mage and leveled my druid to help meet guild function. And it was clear that if our guild wanted to do 10-man dungeons together, my druid would be needed for that. Plenty of DPS and healers, but we needed another tank without sacrificing a healer. And I was happy to do it: I liked playing my druid and tanking was pretty fun (and I suck at healing).

The downside about this is that the character I started with wouldn’t be able to get into any raids. He would miss out on gear and such opportunities. That was, until a lot of people were pugging the content.

The most common to be pugged was VoA. After battling it out for control of Wintergrasp, most people would PUG that instance. So, I was able to get into that with both my characters. PUG with Darth and the guild with Natural.

Then after awhile, Naxx was starting to get PUGs. So every so often I would be able to get into that instance with Darth. I had learned all the fights from the guild runs while using Natural, so it was an easy transition.

Then there was the Ulduar patch. Suddenly the majority of guilds had packed up and left Naxx to get through Ulduar. Our guild, as we raid only when we can, didn’t really make that next jump. We had only cleared Naxx once and most of us could use some extra gear, so we didn’t move onto that just yet. And as I didn’t know the fights, Darth didn’t join up into any Ulduar PUGs either.

But for Emalon, the new boss in VoA, most people still had to PUG that. So, I tried pugging that with both toons, only to find success with my mage. I wasn’t quite sure why… it could have purely been raid composition. It could have been awful healers. But I unfortunately started to think that my druid wasn’t ready for it.

And now we’re even further along, with ToC-10 and Koralon in VoA, and my druid hasn’t seen any of it. But I’m quite happy to wait and progress when the guild is ready. But for Darth, well, he’s downed Koralon 10 and 25 several times. He’s got the only 2 pieces of T9.25 you can get from Koralon, now affectionately known as “The Loot Piñata”.

So, that’s got me thinking about something I sure most already suspected: Carrying a DPS character seems to be easier than carrying a tank. This isn’t to downplay the importance of DPS in a raid, but moreso to say that gear on a tank is a bit more critical to the survival of the raid.

For example, if the minimum dps to beat a boss is 2000. If one person is down to 1800, they’re likely to be carried by two people with 2100 and have no one care. Should a tank need to mitigate 2000 damage and can only mitigate 1800, the whole thing could potentially end up in a wipe. (Yes, I’m fully aware that this is an extremely simplified example and tanks can be carried somewhat by amazing healers. Just work with me, folks!)

So, it’s because of this that I think I hesitate to try to PUG VoA with Natural when I normally do on Darth. Because if he’s a little short on gear, it can probably slide by unnoticed. (Ironically, Darth actually has mostly better gear than Natural because of those VoA runs). Now, if my tank is a little short, then I’ve given everyone a lovely repair bill. It may not be the right way to think, but that’s kind of where I’m at.

Again, I’m happy to progress with the guild and do Ulduar and ToC content with them. We work great as a team and have a great time doing so. But it would be nice to be able to hop into a VoA now and then to maybe get some free candy from busting Koralon open.

Anyway… what sort of thoughts do you have on this? Is gear more important for a tank? Can tanks be carried easier than I think?

Or am I just over thinking it?

So there you are.  You’re in a raid and a boss drops an item that’s an upgrade.  While it’s a nice upgrade you know there might be better on the horizon.  No only that but you’re competing with others for the same gear.  So what do you do?  Do you attempt to win the item, or do you pass and take a calculated risk that the upgrade you really want will drop?  This is a common scenario  that I, and three other hunters were faced with last night.

Our guild did it’s usual VoA and Onyxia 25 runs.  It turned out that we had Wintergrasp at the start of our raid so we went there first.  It also turned out that we were carrying four hunters, which is three t00 many if you ask me.  All of us of course were on the hunt for upgrades.

We downed Koralon and the Windrunner’s Handguards of Triumph dropped.  It was nice upgrade for all four hunters, but only three of the four hunters rolled (I was one of them).  So why didn’t the other hunter roll?  Was it to be nice and see someone else get some gear? No, he was passing on this loot hoping that Onyxia would drop the Rifled Blastershot Launcher, a very nice gun indeed.  In fact I believe that it’s best in slot outside of Trial of the Grand Crusader.  I can understand why he would want this.  In fact I too was tempted to pass on the gloves and hold out for the gun.

Here’s the reasoning behind his decision.  We like to spread the loot around, so whoever got the tier piece was not going to get another item from Onyxia.  Also, one of the hunters already had Talonstrike which meant she wasn’t going to get the gun either.  She also did not win the gloves.  That meant a 50/50 chance of getting the gun if it dropped.  Not bad odds at all.

Here was my reasoning for rolling on the item.  I like to plan things out, and based on the content I’m running I have a list of items that I want to be part of the gear set I take into Icecrown Citadel.  The gloves and the gun are on that list.  All of the items work together to create a very nice set of gear.  While there may be individual pieces that are weighted higher, it’s really the set as a whole that I’m after.  I can’t control what will drop and when it will drop.  So when I see a piece that’s on the list, I roll for it.  Also, these gloves represent what is currently best in slot for my content.  Not only that, but getting them saves me 45 badges and the need to get a trophy out of TotC 25.  So for me, rolling on the gloves was a no-brainer.

In the end Onyxia did not drop the gun, or any other hunter loot for that matter (okay it’s all hunter loot, but nothing we could actually use).  Oh and guess who won the gloves.  Booya!  See what I did there?

Thì lúc đó bạn cần đổi địa chỉ DNS của Viettel hiện tại trong máy bạn sang địa chỉ DNS của openDNS. Không rõ nguyên nhân vì sao mà Viettel chặn các kết nối 2 trang từ bên Mĩ này (và có thể nhiều trang khác mà tôi chưa biết). Đổi sang OpenDNS có thể dùng dòng lệnh hay chỉ việc trỏ và click. Ở đây tôi trình bày cách thứ hai.

Ở màn hình desktop, hãy click chuột phải vào biểu tượng kết nối và chọn Edit Connections…

Ở thẻ Wired, chọn tên kết nối đang dùng rồi bấm Edit…

Chuyển đến thẻ IPv4 Settings, ở phần Method: chọn Automatic (DHCP) addresses only (tức chỉ xin IP tự động thôi). Lúc này ô DNS servers sẽ được kích hoạt, hãy điền vào đó 208.67.222.222 hoặc 208.67.220.220 . Bấm Apply… và điền mật khẩu để xác nhận.

Nếu kết nối bị mất, hãy bấm chuột trái vào biểu tượng kết nối và chọn kết nối của bạn.

Bây giờ hãy thử truy cập lại 2 trang trên đi nhé.

Nếu thích bạn có thể tạo một kết nối riêng dùng OpenDNS, còn mặc định thì dùng DNS do máy cấp, bằng cách bấm vào nút Add… ở bước thứ 2 và làm giống các bước tiếp theo.

Ishte një ngjarje që pati ndikim në të gjithë popujt e botës, por veçanërisht në Evropën Lindore, ku sistemet komuniste ranë njeri pas tjetrit.

Që prej atëhere, të gjitha këto vende janë përpjekur të ballafaqojnë të kaluarën komuniste, por më e sukseshmja prej tyre ka qënë vetë Gjermania, duke filluar me hapjen e dosjeve të Stasit dhe gjykimin e udhëheqjes komuniste për krimet e kryera gjatë diktaturës. Një rol të madh pati edhe opozita gjermanolindore. Vende të tjera ende jetojnë me haluçinacionet e asaj periudhe të zymtë, pa patur kurajon civile ta dënojnë plotësisht atë dhe të bëjnë publike të vëretën e asaj që ndodhi për mëse ngjysmë shekulli dhe si e pse ndodhi. Madje, ka edhe nga ata që çuditërisht mendojnë se jeta ishte më e mirë në atë periudhë.

Pak pas mesnatës së 13 gushtit 1961, qeveria e Republikës Demokratike Gjermane, siç vetquhej ajo, u dha urdhër më shumë se 40 mijë ushtarëve dhe policëve gjermano-lindorë të rrethonin me tela me gjemba kufirin, duke lënë vetën 13 pika kalimi për në Berlinin Perëndimor. 10 mijë kilometra tela u shtrinë në perimetrin prej 155 kilometrash të Berlinit Perëndimor. Muri u përfocua herë pas here dhe deri në vitin 1989 ai numëronte 45 mijë blloqe betoni dhe 302 kulla vëzhgimi. 71 tunele numërohen të jenë ndërtuar nën Murin e Berlinit, shumica nga perëndimi në lindje, nga ata që kishin arritur të arratiseshin dhe më pas ishin përpjekur të shpëtonin edhe pjesëtarët e tjerë të familjeve të tyre.

Opinioni perëndimor shprehu indinjatën e tij të fuqishme ndaj kësaj mendësie barbare. Në qershor të vitit 1963, Presidenti i Shteteve të Bashkuara, John F. Kennedy vizitoi Berlinin Perëndimor, ku mbajti një fjalim të fuqishëm kundër ngritjes së Murit. “Në botën e lirisë, pronuncimi më me krenari ishte ‘Jam berlinez’, tha presidenti Kennedy. Ky fjalim konsiderohet një nga momentet më të shënuara të Luftës së Ftohtë.

Në vitin 1987, një tjetër president i Shteteve të Bashkuara, Ronald Reagan, vizitoi Berlinin, nga ku i bëri thirrje udhëheqësit sovjetik Mikhail Gorbachev t’i jepte fund ndarjes së qytetit. “Sekretar i Përgjithshëm Gorbachev, nëse synon paqen, nëse synon begatinë për Bashkimin Sovjetik dhe Evropën Lindore, nëse synon liberalizimin, eja tek kjo portë. Nga ajo barierë e zymtë e lirisë, në anën e Lindjes, në Berlin ka mbetur tani vetëm ajo që quhet Galeria Lindore, një pjesë muri me gjatësi 1300 metrash, i dekoruar në vitin 1990 nga 118 artistë nga 21 vende. Galeria u shpall monument historik nga Bashkia e Berlinit në vitin 1992, ndërsa pjesa tjetër e Murit që rrethonte Berlinin Perëndimor është e shënuar me gurë përgjatë vijës ku dikur ngrihej ai, si kujtesë e përherëshme e asaj që nuk duhet harruar për të mos u përsëritur.

Shifrat për numrin e atyre që u vranë deri në shembjen e Murit janë të ndryshme. Prokurorët e Berlinit thonë se 270 vetë u vranë gjatë tentativës për t’u arratisur, duke kapërcyer murin, duke kaluar nën të, ose nëpërmjet pikave të kalimit, 3200 u arrestuan kur po përpiqeshin të kalonin Murin, 5000 gjermano-lindorë arritën të shkonin në Berlinin Perëndimor dhe më shumë se 75 mijë qytetarë u burgosën për tentativë arratisjeje nga Gjermania Lindore.

have been providing news service since 1942 — and they are funded by the federal government.

In their article, they quote Bush:

Mr. Bush, who experienced wild swings in approval ratings during his two presidential terms, told the crowd that popularity is fleeting and “not real.”

And later in the article, they make the following observation:

The Fort-Worth Star-Telegram newspaper reported tickets sold for $225 at the door, but said most attendees paid far less, with many seats selling for $4.95 each.

‘On a cold weekend this month, thousands of people waited in the rain to visit twenty unusual buildings set up in the heart of Washington, DC. They gathered to see buildings that get all the power they need from the sun. But these structures were not just about solar power. The houses were entered in the Two Thousand Nine Solar Decathlon. The United States Department of Energy organized the event. It brought together teams representing twenty universities from Canada, Germany, Spain and the United States. The main goal was to create beautiful homes that can meaningfully cut energy use.

ISLAMABAD – As of this month, the Pakistani government has quietly allowed the United States to expand its Afghanistan-based media propaganda network to include Pakistan, in a clandestinely signed deal that is bound to generate more anger when the Pakistani government that is yet to fully recover from accusations of a sellout to intrusive American aid conditions.
In 2006, the United States set up a transmitter in Afghanistan for the radio broadcast of US political and military propaganda in that occupied country. Four years later, now this propaganda moves to Pakistan.

The irony is that Pakistan, which disputes unverified US claims that terrorist camps exist deep inside Pakistan — in Quetta and Muridke — will now be allowing a US government financed propaganda arm to say as much using transmitters owned by the Government of Pakistan and directed at Pakistani citizens.

The Voice of America (VOA), which is a US government agency, and the Pakistan Broadcasting Corporation reached an agreement earlier this month where Pakistan had agreed to expand the Afghanistan-based US propaganda network – the Americans call this ‘public diplomacy’ – to Pakistan. Under the deal, VOA will use PBC equipment and transmitters in Peshawar,

Islamabad and Lahore to distribute VOA material in Pashto and Urdu on medium and FM waves.

A little noticed VOA press release, issued in Washington 14 days ago by no less than VOA director Mr. Danforth W. Austin, quotes him as announcing, “We’re delighted Pakistan’s cabinet has ratified our agreement with PBC,” adding, “This arrangement will allow millions of people in all parts of Pakistan to listen to the VOA’s popular news and information programmes.”

Interestingly, the Pakistani cabinet did not publicise the agreement. An internet search of the stories filed for this month by the state-run Associated Press of Pakistan does not return any stories on the VOA-PBC agreement, or on Pakistani cabinet’s ratification. The VOA press release is reproduced online by several American and other news websites and is dated October 13. However, government sources in Islamabad indicate the agreement was signed sometime in September and referred to Prime Minister Yousaf Raza Gilani for approval.

e arrangement was not only a breakthrough but was apparently concluded smoothly. And there is a reason behind this. After all, Murtaza Solangi, Director General PBC, and the man who sat opposite Mr. Austin on the proverbial negotiations table was one of Mr. Austin’s subordinates until May 2008, working as a presenter and editor at VOA. The soft-spoken Murtaza Solangi was close to late PPP Chairperson Benazir Bhutto and interviewed her several times during her visits to Washington while in self-exile. After February 2008 elections, the PPP government appointed him as DG PBC. Solangi came highly recommended by PPP’s closed circle of media handlers, considered close to President Zardari.

Washington will now be taking its information warfare to the Pakistani Pashtun population at a time when Pakistanis are debating if they should share Washington’s policy goals in Afghanistan and especially on the unfair US treatment to the Pashtuns.
Two US propaganda radio channels, Deewa Radio in Pashto and Urdu-language programme ‘Radio Aap Ki Dunyaa’ will now reach more parts of Pakistan with stronger signals.
Since there are major differences of opinion between Islamabad and Washington over how to manage America’s floundering Afghanistan occupation, it is yet to be seen how the Pakistani government will tolerate if the two foreign propaganda radio channels air material that contradicts official Pakistani position.

It should be remembered that ‘Deewa Radio’ and ‘Radio Aap Ki Dunyaa’ are part of the US government’s information warfare effort targeting certain regions where US has strategic interest. The two channels are part of a long list of recent similar channels that include: Radio Sawa (in Arabic, targeting Iraq and the region), Al Hurra TV (targeting Iraqi audience], Radio Free Europe/Radio Liberty (targeting Russia and its Eurasian backyward), among others, including a radio beam targeting Iran.
In normal circumstances, agreements such as the VOA-PBC are not unusual. But in the context of the emerging differences between Washington and Islamabad on how to clean up the American mess in Afghanistan, the deal will raise eyebrows.

Saudi Arabia, for example, declined to allow Washington the use of its territory to relay radio signals aimed at the Arabic-speaking audience in the Middle East. Smaller and insecure countries such Kuwait, Qatar and Bahrain, however, agreed to this arrangement.

 
The VOA-PBC deal shows that media management remains one of the weakest links within the civilian and military bureaucracies in Pakistan. Otherwise, a country the size of Pakistan should have been establishing by now its own media projection radio and TV networks in strategic languages instead of accepting to rebroadcast American propaganda. Pakistan’s needs to put its message across to the Iranians in Persian, to the Afghans in Pashto and Dari, to the Chinese and to an international audience. Pakistan is even unable to convey its message to the people of an ally like China. And instead of recruiting and reorganizing its official media outlets on nationalist and creative lines, Pakistani governments have a knack in ‘importing’ professionals not only from certain countries for political reasons, but also importing their thinking and biases. While Solangi is a professional radio journalist by the testimony of most of those who worked with him, his policy direction betrays itself in the recent deal and might even be seen as running counter to what Pakistan should be pursuing in terms of its own public diplomacy.
During former President Musharraf’s government, a Pakistani-American was imported to head something called Pakistan Image Project that eventually led to a loss of millions of rupees from the public money with nothing to show for them.
