<title><![CDATA[Stock Update: CPG, DNL, PNX, BLOOM, BDO, MEG, ELI]]></title>

<description><![CDATA[Upon reviewing my previous stock picks, it appears some stocks overshoot or undershoot expected pric]]></description>
<content:encoded><![CDATA[<p style="text-align:justify;">Upon reviewing my previous stock picks, it appears some stocks overshoot or undershoot expected price targets by a few fluctuations, but their price moved towards the direction that was expected. After the stocks formed additional candlesticks for me to review, I&#8217;d like to offer a stock update on which direction these stocks would be going in the  short-term:</p>
<p style="text-align:justify;">MEG &#8211; as expected, the stock experienced a significant rally or bounce from its correction. The stock was able to hit the first line of support at P3.50, then rallied to reach P3.99. Right now, the stock is correcting and may establish a support at P3.70, but if the stock proves to be weak, then it could go down further to P3.50 or P3.60. In the general picture, the stock may range once it establishes support, but the resistance of its range will be P4.00-P4.05.</p>
<p style="text-align:justify;">BDO &#8211; the stock bounced also to reach P90.65, but the stock is now correcting. It is imperative for the stock to establish a support at P82 at the most. If not, then the stock may for a lower low and could reach P78.00. If the stock forms a lower low, then there is a possibility for a stock to trend downwards.</p>
<p style="text-align:justify;">PNX &#8211; after consolidating between the P9.30-P9.50 levels as expected, the stock broke out at P9.60 to rally and hit P10.72. The stock was able to form a bump and run formation. Hopefully, the stock should establish a new support in the coming days so that it can return to its 52-week high levels. There is no announcement of the stock dividend&#8217;s ex-date yet, which can be a catalyst for the stock to go up.</p>
<p style="text-align:justify;">DNL &#8211; the stock is still ranging and has hit the P7.20 resistance three times already. It is currently in a rectangle formation and it can be expected that the stock would continue to range sideways so long as the P6.50 support holds.</p>
<p style="text-align:justify;">BLOOM &#8211; instead of ranging between P13.98-P14.44, the stock moved erratically and went down to P13.70. There is a possibility that the stock could still range between P13.62-P14.44 or P14.58, but the stock is showing more weakness rather than strength. Best to observe and proceed with caution in trading the stock for the meantime.</p>
<p style="text-align:justify;">CPG &#8211; the stock went up to P2.12 and is ranging between P2.06-P2.13. P2.12 is proving to be a resistance level as expected. If the stock continues to hold there, then there is a chance for it go up to P2.20. A convincing breakout from P2.20 can mean a chance to reach P2.40.</p>
<p style="text-align:justify;">ELI &#8211; after breaking out from P1.08 and experiencing a shakeout then going back up again to make a new 52-week high at P1.15, the stock may continue to go higher in the long-term. However, in the short-term the stock may be forming a flag. It can range between P1.13-P1.15 for the meantime, but it can also experience a shakeout from the flag.</p>

<p style="text-align:justify;">AEV went down significantly with the PSEi&#8217;s 8-day correction. It went so low to reach a major support level, which is P53.70p_54.00. The stock&#8217;s price action can be compared to PNX when it declared a private placement that resulted to the stock going down to as low as P9.20 and consolidated at a certain range before going up. Currently, AEV might just be doing the same. It could just be consolidating between P53.7-P55.10 before it can breakout from its range to go higher. The stock has the possibility to form a head and shoulders pattern as well. My technical indicators state the stock is at the low levels and can be bought for a profitable short-term trade. By taking advantage of its consolidation, one can buy as close to P53.70-P54.00 and selling the stock at P56.00 for a  short-term trade. A break above P56.00 could send the stock to P57.00-P58.00.</p>
<p style="text-align:justify;">BPI is one of the banking stocks that took a beating recently. Unfortunately for the stock, it broke down from its uptrend (dotted line), tried to rally and sustain its uptrend, but eventually went down again. Currently, it is now trading at support levels of P100-P102 and could be ranging from P100.90 to P112.00. Based from the stock&#8217;s price action and my technical indicators, there is a possibility for a short-term profitable trade by trading the stock. Buying the stock as close to P101-P102 and selling it at P106-P108 in a matter of days is possible since the stock is ranging. A break above P108 could send the stock to P110-P112. Afterwards, the stock can go down again and trend sideways.</p>

<p><em>The Watch List spotlights the must-know storylines for the upcoming week in tennis.</em> <em>This week,</em> <em>Novak Djokovic and Serbia face the United States in one of four Davis Cup quarterfinals, while Venus and Serena Williams headline the field at The Family Circle Cup in Charleston, S.C.</em></p>
<h3>Davis Cup</h3>
<p>The quarterfinals begin on Friday. Here&#8217;s a look at the matchups:</p>
<p>• <strong>Serbia vs. United States</strong> (Taco Bell Arena, Boise, Idaho): The best and easiest route to three points for the Americans is to effectively concede two points to Djokovic in singles, beat Viktor Troicki, twice and win the doubles behind Bob and Mike Bryan. (Serbia&#8217;s No. 2, Janko Tipsarevic, is not playing.) On paper, that&#8217;s perfectly doable. Troicki hasn&#8217;t played Sam Querrey or John Isner since 2011, the same year that he reached a career-high No. 12. Troicki was victorious in both those encounters, but he&#8217;s been on a steady decline ever since, falling to No. 44. He has yet to win back-to-back tour matches this year, and his only victory against a top-50 player came against then-No. 50 David Goffin of Belgium in Davis Cup.</p>

<p>One has to like Querrey&#8217;s and Isner&#8217;s chances on a quick indoor court at altitude, but their ability to shoulder the pressure is a concern. This is Querrey&#8217;s first Davis Cup as America&#8217;s No. 1, which means he&#8217;ll face Troicki on Friday. The 25-year-old American will try to rebound from what he described as an &#8220;awful&#8221; performance in a 6-1, 6-1 loss to Tomas Berdych in the fourth round of the Sony Open. Isner, meanwhile, has split 14 matches this year, including losses to the likes of Edouard Roger-Vasselin (No. 105 at the time), Denis Istomin (No. 63) and Ryan Harrison (No. 68), and his best victory was against No. 29 Kevin Anderson. The 27-year-old Isner is still struggling with his confidence, having tumbled to No. 23. This tie could very well come down to Isner&#8217;s match with Troicki on Sunday. Given how much Davis Cup means to Isner and knowing that a match against Troicki is one he&#8217;s expected to win, the pressure could be paralyzing.</p>
<p>• <strong>Italy vs. Canada</strong> (Thunderbird Arena, Vancouver): This is the toughest test in the young Davis Cup career of Milos Raonic, who will have his first career meetings against both No. 18 Andreas Seppi and No. 31 Fabio Fognini. Raonic is coming off an illness that led to a third-round withdrawal in Miami. The fast hard court will feed right into Raonic&#8217;s big game, but Seppi and Fognini aren&#8217;t exactly pure clay-courters. Seppi won an indoor hard-court tournament in Moscow last October, and Fognini, who&#8217;s enjoying a surge in form over the last year, was a finalist at another indoor hard-court event in Russia, the St. Petersburg Open, in September.</p>
<p>• <strong>France vs. Argentina</strong> (Parque Roca, Buenos Aires): Without Juan Martin del Potro, the Argentines are long shots against a rock-solid French team composed of Jo-Wilfried Tsonga, Richard Gasquet, Julien Benneteau and Michael Llodra. Juan Monaco hasn&#8217;t won an ATP match all year (though he did win his two Davis Cup matches against Germany in February), and David Nalbandian hasn&#8217;t been able to summon his best form this season.</p>
<p>• <strong>Czech Republic vs. Kazakhstan</strong> (National Tennis Centre, Astana): The defending champions will be without their No. 1, Berdych, who is out with a shoulder injury. The Czechs will welcome back Radek Stepanek, who is set for his first event since undergoing neck surgery after the Australian Open. Lukas Rosol, Jan Hajek and Ivo Minar round out the Czech lineup, which will take on Mikhail Kukushkin, Evgeny Korolev, Andrey Golubev and Yuriy Schukin. The Czechs still have the advantage on paper despite Berdych&#8217;s absence, as the highest-ranked Kazakh is Kukushkin at No. 156. But Kazakhstan has pulled off Davis Cup stunners before, including in 2011 when this same team beat a Berdych-led Czech group at home in the first round.</p>
<h3>The Family Circle Cup</h3>
<p>Serena Williams returns to defend her title against a nicely packed field that includes sister Venus, Caroline Wozniacki, Sam Stosur and Sloane Stephens. Serena was absolutely devastating here last year, when she lost a mere three games in the semifinals (against Stosur) and final (against Lucie Safarova) combined. That confidence-boosting run kick-started a 17-0 roll through the clay season that ended with her shocking first-round loss to Virginie Razzano at the French Open.</p>
<p>I&#8217;m expecting another title for Serena here, this time by defeating Wozniacki in the final. <a href="http://www.wtatennis.com/SEWTATour-Archive/posting/2013/804/MDS.pdf" target="_blank">Click here for the draw</a>.</p>
<h3>Monterrey Open</h3>
<p>Even with Victoria Azarenka&#8217;s withdrawal, the last hard-court stop of the spring season boasts a surprisingly strong field for an International-level tournament. Angelique Kerber is the top seed in Mexico, followed by Marion Bartoli, Maria Kirilenko and Ana Ivanovic. <p>It was an evening last week when I learned that my 12 years old daughter, a very sensitive and empathic girl, is chatting with a friend who is, at the same time over the phone with another friend escorting the local police searching for another (fourth) friend suspected of trying to commit suicide, per her Facebook page. <p>Last week all the major U.S. indexes gained ground. The S&#38;P 500 advanced 0.8%, the NASDAQ rose 0.7%, and the Dow and the NYSE composite each added 0.5%. The IBD outlook remains at &#8220;confirmed uptrend&#8221;.  With the start of a new quarter, this week investors will be primarily focused on Friday&#8217;s employment situation report.  The slow motion rally continues, keep taking what it&#8217;s giving.</p>
<p>This week, three watch list stocks are in a proper buy range. <a href="http://finance.yahoo.com/q?s=GRFS&#38;ql=1" target="_blank">GRFS</a>, trading at $29.01, found support at its ten week line and is in buy range up to $32.58.  <a href="http://finance.yahoo.com/q?s=MX&#38;ql=1" target="_blank">MX</a>, trading at $17.31, is still within 5% of a $16.90 buy point off of a 1st stage flat base.   <a href="http://finance.yahoo.com/q?s=HCA&#38;ql=1" target="_blank">HCA</a>, trading at $40.63, broke out of a 2nd stage cup base and is still within 5% of a $39.70 buy point.</p>

Below, we look at five major myths about the benefits of <a class="zem_slink" title="Coca-Cola Water Products: The Coca-Cola Company" href="http://www.coca-colacompany.com/brands/water" target="_blank" rel="cocacolacompany">drinking water</a>.</p>
<p>But first, how do you know if you&#8217;re drinking enough water? Experts say there&#8217;s an easy way to judge. If you&#8217;re not thirsty, your <a class="zem_slink" title="Drinking" href="http://en.wikipedia.org/wiki/Drinking" target="_blank" rel="wikipedia">fluid intake</a> is likely &#8220;just right.&#8221;</p>
<p><strong>Myth No. 1: Drink Eight Glasses Each Day</strong></p>
<p>Scientists say there&#8217;s no clear health benefit to chugging or even sipping water all day. So where does the standard advice of drinking eight glasses each day come from? &#8220;Nobody really knows,&#8221; says Dr. Stanley Goldfarb, a kidney expert at the University of Pennsylvania.</p>
<p><strong>Myth No. 2: Drinking Lots of Water Helps Clear Out Toxins</strong></p>
<p>The <a class="zem_slink" title="Kidney" href="http://en.wikipedia.org/wiki/Kidney" target="_blank" rel="wikipedia">kidneys</a> filter toxins from our bloodstreams. Then the toxins clear through the urine. The question is, does drinking extra water each day improve the function of the kidneys?</p>
<p>&#8220;No,&#8221; says Goldfarb. &#8220;In fact, drinking large amounts of water surprisingly tends to reduce the kidney&#8217;s ability to function as a filter. It&#8217;s a subtle decline, but definite.&#8221;</p>
<p><strong>Myth No. 3: Lots of Water Equals Healthier Skin</strong></p>
<p>The body is already 60 percent water. So, if you take a 200-pound man, he&#8217;s 120 pounds of water.</p>
<p>Adding a few extra glasses of water each day has limited effect. &#8220;It&#8217;s such a tiny part of what&#8217;s in the body,&#8221; says Goldfarb. &#8220;It&#8217;s very unlikely that one&#8217;s getting any benefit.&#8221; His full editorial is published in the current issue of the <em><a class="zem_slink" title="American Society of Nephrology" href="http://www.asn-online.org/" target="_blank" rel="homepage">Journal of the American Society of Nephrology</a></em>.</p>
<p>One study published in 2007 on the cosmetic benefit of drinking water suggests that 500 ml of water increases capillary blood flow in the skin. &#8220;But it&#8217;s unclear whether these changes are clinically significant,&#8221; says Goldfarb.</p>
<p><strong>Myth No. 4: Drinking Extra Water Leads to <a class="zem_slink" title="Health" href="http://en.wikipedia.org/wiki/Health" target="_blank" rel="wikipedia">Weight Loss</a></strong></p>
<p>A more accurate statement may be: Drinking water is a helpful tool for dieters.</p>
<p>&#8220;Water is a great strategy for dieters because it has no calories,&#8221; says Madeline Fernstrom of the <a class="zem_slink" title="University of Pittsburgh Pittsburgh Campus" href="http://colleges.findthebest.com/l/3768/University-of-Pittsburgh-Pittsburgh-Campus" target="_blank" rel="fdbcolleges">University of Pittsburgh</a>. &#8220;So you can keep your mouth busy without food and get the sense of satisfaction.&#8221;</p>
<p>But water is not magical, she adds. Other zero-calorie options such as diet sodas are fine, too.</p>
<p><strong>Myth No. 5: It&#8217;s Easy to Get <a class="zem_slink" title="Dehydration" href="http://en.wikipedia.org/wiki/Dehydration" target="_blank" rel="wikipedia">Dehydrated</a> During a Workout</strong></p>
<p>Dehydration sets in when a person has lost 2 percent of his or her body weight. So for a 200-pound man, this means losing 4 pounds of water.</p>
<p>Marathon runners, bikers and hikers all need to recognize the signs of dehydration. &#8220;It is also obvious that individuals in hot, dry climates have increased need for water,&#8221; says Goldfarb.</p>
<p>The <a class="zem_slink" title="American College of Sports Medicine" href="http://en.wikipedia.org/wiki/American_College_of_Sports_Medicine" target="_blank" rel="wikipedia">American College of Sports Medicine</a> recommends that athletes drink 16 ounces of fluids a couple of hours before starting sports practice.</p>

<p style="text-align:justify;">After a private placement at P2.05, the stock went down further to hit a low of P1.90 on March 20, which was a short-term bottom for the stock. Based from the trend of the stock, it is in a 3-month ascending broadening wedge formation (uptrend), has a support at P2.00, a resistance at P2.20, in a 1-month downtrend and is testing the resistance of its downtrend.</p>
<p style="text-align:justify;">It is good that the stock underwent a significant correction after going up by 67% from the start of the year and making  a 52-week high at P2.44. Looking at the technical indicators of the stock on the daily time frame, the stock appears to have gone down quite enough for it to find a renewed strength to go up in the short-term. Right now, the stock is cradled by the support of its uptrend and the major support at P2.00. Although the stock may go below P2.00, price action for the past few days say that bulls heavily guard the P1.90 to P2.00 range.</p>
<p style="text-align:justify;">My volume at price says that the stock needs heavy lifting between the P2.00-P2.20 levels as many investors/traders exchanged hands at that range.  If the stock shows continued strength in the coming days, then the stock may reach P2.12 in the short-term. If it breaks that resistance, then it could go to P2.20. Looking at the weekly chart, it would have been better if the technical indicators had a steeper correction, so that there is a good probability it can make a new 52-week high. Given the heavy volume of weight lifting between P2.00 to P2.20, and the steep ascent for the next wave up to reach the resistance of the ascending broadening wedge, it might take some time and a considerable amount of effort from the bulls to sustain the stock&#8217;s uptrend. It is important for the stock to break P2.20 convincingly because above those levels there will be significantly less resistance coming from the bears. For now, at the P2.00-P2.20 range, choppiness or thwarted bullish/bearish momentum  may be experienced.</p>

<p style="text-align:justify;">BLOOM is now coming back with a vengeance after forming a bottom last March 20 from a major sell-off that started when the stock hit an 11-month high at P16.88. Based from the price action of the stock, there is a good chance that the stock will continue to go up tomorrow or perhaps 2 more days because some institutions or high net worth clients have been buying the stock aggressively especially when it hit P14.00 and below; they could be the sponsors to drive BLOOM&#8217;s price up. The major sell-off, which is an understatement, pulled the stock down by 25.7% from the high in just a matter of weeks&#8230; I guess a lot of BLOOM loyalists sold their shares to gamble their money on Solaire&#8217;s opening date&#8230; more power to you guys. Hope you guys contribute a lot to BLOOM&#8217;s earnings.</p>
<p style="text-align:justify;">Based from my technical analysis, the stock can be easily pushed up and may have a chance to break the immediate resistance at P14.44 because for the past 2 days the stock went up by more than 3% each day with little volume used and my volume at price (red bars on the left side) shows the stock went pass the price range, wherein there were a lot of investors/traders who bought the stock, with relative ease. In short, the stock is light and can be pushed up easily. Looking at my technical indicators, the stock looks &#8220;healthy&#8221; because they&#8217;re triggering buying signals.  With a strong continuation of the bullish momentum, the stock can easily retest P15.00 resistance in the short-term. The only drawback here is that the P14.44 immediate resistance shouldn&#8217;t be underestimated. The stock has been going up for 3 days already. 4 if you include the intraday bottom on March 20 at P12.58. It should be anticipated that short-term traders who got the stock at a low price may want to sell at the immediate resistance as much as possible. Should that be the scenario, then the stock can form a short-term peak and may consolidate within P13.98-P14.44 should P13.98-P14.00 hold &#8212; my DMI indicator shows a possibility of a consolidation in case the stock doesn&#8217;t follow through with its bullish momentum.</p>
<p style="text-align:justify;">If you don&#8217;t have BLOOM and want to profit from it, then the stock may be a good candidate for a day-trade tomorrow provided that its price action is still showing strength. Riding its bullish momentum from P14.10 to P14.44 could give you coffee money or you could gamble it and wait for P14.44 to be breached convincingly tomorrow. A short-term TP of P14.80-P15.00 can be reached.</p>

<p>Last week the major U.S. indexes mostly stumbled to the downside. The Dow ended flat, the NASDAQ dipped 0.1%, the S&#38;P 500 slipped 0.2%, and the NYSE composite faded 0.6%. The IBD outlook remains at &#8220;confirmed uptrend&#8221;.  Although the uptrend continues, the recent market action has been troubling, distribution picked up again and even the up days came on weaker volume. Until the rally either picks up steam or rolls over into correction, remain cautious.  Keep playing on the long side, but watch your sell rules and never take a loss of more than 7-8% on any position.</p>

<p>Writer/Producer/Director/Mogul <strong>Tyler Perry&#8217;s</strong> story of forbidden love and infidelity, <em>Tyler Perry&#8217;s Temptation: Confessions of a Marriage Counselor</em>, will be in theaters soon. Perry&#8217;s 15th film shows the director continuing to evolve while giving his core audience business as usual.<!--more--></p>
<p>His latest film  tells the story of an ambitious married woman&#8217;s temptation by a handsome billionaire leads to betrayal, recklessness, and forever alters the course of her life.</p>
<p>The film stars Jurnee Smollett-Bell, Lance Gross, Kim Kardashian, Vanessa Williams, Robbie Jones, Ella Joyce and Brandy Norwood. The film opens in theaters on March 29.</p>

<p>A young child soldier narrates her tumultuous story to her unborn child in the unconventional love story set in the midst of civil unrest in <em><strong>War Witch</strong></em> (French: <em><strong>Rebelle</strong></em>).<!--more--></p>
<p>Montreal-based filmmaker Kim Nguyen&#8217;s film paints a poignant and harrowing portrait of Komona, a 14-year-old girl (wonderfully played by nonprofessional actress Rachel Mwanza) who has been kidnapped from her African village by rebels to become a child soldier. She escapes from the camp with an older albino soldier and experiences for the very first time the joys of a peaceful and loving life, but a fresh tragedy will force her to confront and fight the ghosts haunting her mind.</p>
<p>Although inspired by a real story that took place in Burma, Nguyen decided to film War Witch in the Democratic Republic of the Congo without giving a specific location to the plot. He worked on the film for 10 years, watching and catching children&#8217;s points of view with his camera and mixing in tightly edited flashbacks in which the spirits of human beings appear with an ultra-realistic and violent storyline.</p>
<p>The Best Foreign Film Oscar nominee, <em><strong>War Witch</strong> </em>is also a poignant and impossible love story filled with magic, picturesque images, and even light moments like the powerful visit to an albino camp or the chasing of a white rooster. It was also in competition for the Golden Bear at the 62nd Berlin International Film Festival. The film was the top winner at the 2013 Canadian Screen Awards,winning 10 awards including Best Picture, Best Director, Best Actress and Best Supporting Actor.</p>

<p style="text-align:justify;">The PSEi went down by 1.8% today, and hardly any stock was an exception to the PSEi&#8217;s bearishness. Looking at DNL, the stock went down by 4.9%, but was able to recover at the close (force close) and ended at P6.60. The stock is still ranging sideways between P6.50-P7.00. Given the conditions of the market, its trend is vulnerable of a breakdown. However, if P6.50 or P6.40 (its intraday low today) is still intact and weathers the correction phase of the market, then this can be good news for the stock because that means that the stock is strong and most of the bears have already sold their positions or the weak hands have been shaken out. The stock can easily trend upwards when this happens.</p>
<p style="text-align:justify;">PNX has now closed at P9.40, the private placement price. There is a good chance that the stock could hit P9.30 again or even P9.20  because of the conditions of the market, but it should be noted that the stock is trading extremely low and is in oversold conditions. The stock&#8217;s price pattern can be compared to EDC which went down significantly. There is a chance that PNX could range sideways for the meantime, but the 30% stock dividend and its earnings report can be a catalyst for the stock to go up.</p>

<p style="text-align:justify;">The PSEi is experiencing a significant correction and has been going down for the past 5 days. There is a good chance that the market can go down further in the coming days and it is best to be on the lookout for blue chip stocks that will be on oversold conditions. Two stocks that have been taking up a beating are MEG and BDO. Although both stocks have gone down significantly, there can still be room for it to go down. It can be a good idea to take note of the supports of each stock because these stocks can be traded for an intraday bounce, dead-cat bounce, or it can be picked up for a position trade  in the short to medium-term. Unfortunately, both of these stocks are  breaking the support of their trend lines and there is a good chance that these stocks could have a shift in direction: either sideways or downtrend. I am more inclined to think it would be the former because the macro-economics of the country are still in place.</p>
<p style="text-align:justify;">MEG has the following supports: P3.50, P3.33, and P3.10. It is best to pick-up the stock at P3.10, but P3.20-P3.33 could be low enough for the stock to establish a low or a support. In addition, P3.30 and P3.10 are good fibonacci retracement levels from the start of its break out uptrend last October 2012. At P3.20-P3.33, the stock is strong enough to respect the support of one of my indicators while P3.10 is a price wherein the stock is trading at a bargain in the short-term.</p>
<p style="text-align:justify;">BDO has the following supports: P84, P77, which are also near the fibonacci retracement levels from the start of its uptrend last September 2012. Getting the stock at P77-P78 is safer than P84 because there is a likelihood that the stock could break its P84 support in the near-term if the market continues to go down in the coming days with momentum. At P77-P78, the stock is strong enough to respect the support of one of my indicators.</p>
<p style="text-align:justify;">The risk of buying these stocks on oversold conditions is that it could trade sideways or flatly on the following days.</p>

<p>Last week all the major U.S. indexes staggered to the upside. The Dow added 0.8, the NYSE composite tacked on 0.7%, the S&#38;P 500 rose 0.6%, and the NASDAQ inched up 0.1%. The IBD outlook remains at &#8220;confirmed uptrend&#8221;.  The market barely made any headway and actually picked up more distribution, not a particularly encouraging sign.  This week, the FOMC meeting will be the primary focus for investors and, since the Fed is already all in as far as monetary policy goes, any potential catalyst based on news coming out of the meeting will most likely move the market to the downside.  That said, for now the uptrend continues, stay long and prosper until the market tells you otherwise.</p>
<p>This week, two watch list stocks are in a proper buy range. <a href="http://finance.yahoo.com/q?s=HCA&#38;ql=1" target="_blank">HCA</a>, trading at $37.92, found support at its ten week line, is in buy range up to $41.58, and may be forming a 2nd stage flat base with a potential buy point of $39.70.  <a href="http://finance.yahoo.com/q?s=CI&#38;ql=1" target="_blank">CI</a>,  trading at $62.63, found support at its ten week line and is in buy range up to $65.33.</p>

<p>The state has officially labeled the <a class="zem_slink" title="Reading School District" href="http://en.wikipedia.org/wiki/Reading_School_District" target="_blank" rel="wikipedia">Reading School District</a> as being in &#8220;financial watch status,&#8221; a step away from state intervention.</p>
<p>The Department of Education announced Friday that the district has hit several financial-difficulty indicators in the Act 141 early warning system. Passed last year, Act 141 is the state&#8217;s law to help financially distressed school districts.</p>
<p>Four districts &#8211; Harrisburg, Duquesne, Chester-Upland and York &#8211; already have been placed in Act 141 financial recovery and have state-appointed recovery officers overseeing their finances, something Reading officials are hoping to avoid.</p>
<p>Dr. Carlinda Purcell, superintendent, said she sees the designation as a positive step toward dealing with the chronic financial struggles.</p>

<title><![CDATA[Stock Pick: DNL]]></title>

<p style="text-align:justify;">DNL is in an uptrend and has established a strong support at P6.50. It was one of the few stocks that bucked the intra-day trend of the PSEi and there seems to be a weak resistance coming from the bears. Perhaps the bears are running out of ammunition already, but we&#8217;ll soon find out in the coming days. The stock has a minor resistance at P7.00 and a major resistance at P7.20. There is a possibility that the stock could still range between P6.50 and P7.20, but a break above P7.20 can mean the stock will be moving on uncharted territory and could reach P7.50 or higher in the short-term. My technical indicators are showing a positive reversal and my leading indicator is showing a bullish signal. If the stock shows strength, then the stock could be bought already. In case the stock shows weakness, then that might be an opportunity to buy. Buying as close to P6.50 is a good entry point. I&#8217;m an avid fan of buying on dips or when the stock corrects at this type of market so given a choice, I would choose to buy the stock on weakness unless price action says to buy on strength.</p>

<p style="text-align:justify;">The other day I recommended PNX because it was consolidating and has a chance for a breakout. However, there was news of a private placement at P9.40 that resulted to a breakdown of the stock&#8217;s price. Today, it closed at P9.52, which is near the private placement price.</p>
<p style="text-align:justify;">The stock is in oversold conditions already and there is a possibility that it can be bought at these levels. The stock has a bump pattern and it could be followed by a run, which is a continuation of an upward movement. It has a neckline, which is shown by the diagonal dotted red line, that may act as an estimated support; prices may start trading near the neckline. The stock can either bounce at these levels or continue going up if it&#8217;s strong (30% stock dividend and earnings can drive it up).  Although the stock is a good candidate for a bounce or run play, there is also a tendency for the stock to consolidate or slowly go down even in oversold conditions based from its historical price action. This could only mean the stock is weak. In case the stock shows strength in the coming days at these price levels, then it might be a good idea to buy the stock as close to P9.40. Cautioned is advised though because the stock can still show signs of weakness.</p>
<p style="text-align:justify;">On the other hand, if the stock continues to show signs of weakness, then it might go down and establish a good support somewhere between P9.00-P9.30 range, represented by the two horizontal blue lines. It would be ideal for the stock to experience an aggressive sell down/panic selling in a day to make it easier in catching the bottom or to trade the stock for an intraday bounce. Perhaps penetrating the P9.40 private placement price can trigger this scenario. When that happens, take note of supports in the chart and trade the price action.</p>

<p style="text-align:justify;">The document from the U.S. Treasury revealed plans that would give intelligence agencies, like <a href="http://en.wikipedia.org/wiki/Central_Intelligence_Agency" target="_blank">Central Intelligence Agency</a> and the <a href="http://en.wikipedia.org/wiki/National_Security_Agency" target="_blank">National Security Agency</a>, access to the Financial Crimes Enforcement Network (<a href="http://en.wikipedia.org/wiki/FinCEN" target="_blank">FinCEN</a>) database, which is where “suspicious activity reports” are filed by financial institutions.</p>
<p style="text-align:justify;">Reuters noted that the <a href="http://en.wikipedia.org/wiki/FBI" target="_blank">FBI</a> already had access to the database, but the CIA and NSA had to make requests for information. This proposal would link the database to the <a href="http://en.wikipedia.org/wiki/Joint_Worldwide_Intelligence_Communications_System" target="_blank">Joint Worldwide Intelligence Communications System</a>.</p>
<p style="text-align:justify;">Financial institutions file suspicious activity reports to FinCEN to the tune of more than 15 million each year, Reuters reported. Cases that might prompt making such a report include include getting more than $10,000 in cash, suspected money laundering or other fraud.</p>
<p style="text-align:justify;">“For these reports to be of value in detecting money laundering, they must be accessible to law enforcement, counter-terrorism agencies, financial regulators, and the intelligence community,” the Treasury planning document said, according to Reuters.</p>
<p style="text-align:justify;">The problem with suspicious activity reports, as it has been noted before, is the potential for innocent banking activities to be taken out of context and put someone falsely under watch for potential terrorism. As Bank Rate <a href="http://www.bankrate.com/brm/news/bank/20060628a1.asp" target="_blank">wrote in 2006</a>, “almost anything out of the ordinary that rouses the suspicion of the personnel where the transaction took place,” could result in one of these reports. And those about whom the report is filed never know.</p>
<p style="text-align:justify;">Sharon Bradford Franklin with the Constitution Project told Reuters the proposal ”raises concerns as to whether people could find their information in a file as a potential terrorist suspect without having the appropriate predicate for that and find themselves potentially falsely accused.”</p>
<p style="text-align:justify;">This proposal is similar to one announced last March, which allowed any government agency to tap databases to analyze suspicious activity. Here’s <a href="http://www.theblaze.com/stories/2012/12/13/report-after-a-fight-fed-terrorism-agency-granted-access-to-database-on-u-s-citizens/" target="_self">a bit more from TheBlaze</a> regarding the change made last year:</p>

<p style="text-align:justify;">The changes to guidelines for National Counterterrorism Center was signed by Attorney General Eric Holder earlier this year, allowing the center to obtain and retain information from government datasets for up to five years. NCTC could also permanently retain data it deems “reasonably believed to constitute terrorism information.” All of these actions were not allowed in the previous guidelines for obtaining non-terror information from other agencies.</p>
<p style="text-align:justify;">Through <a href="http://en.wikipedia.org/wiki/Freedom_of_Information_Act" target="_blank">Freedom of Information Act</a> requests and interviews, the Wall Street Journal learned more about why the NCTC wanted access to datasets, which hold everything from financial forms to health records to flights taken to lists of American households with foreign-exchange students. It also learned how some internally were fighting to protect the information of innocent citizens in such datasets.</p>

<p style="text-align:justify;">Although it is pointed out that use of the information in the FinCEN database would need to adhere to privacy measures in the <a href="http://en.wikipedia.org/wiki/Bank_Secrecy_Act" target="_blank">Bank Secrecy Act</a> and <a href="http://en.wikipedia.org/wiki/Patriot_Act" target="_blank">Patriot Act</a>, American University law professor Stephen Vladeck told Reuters privacy advocates have been seeking more limits on how the government can use the information it collects.</p>
