Save the Children – che il prossimo 17 dicembre presenterà a Roma il primo rapporto annuale “I minori stranieri in Italia”– è da anni impegnata nella protezione e nel supporto di bambini e adolescenti migranti, con particolare attenzione a quelli non accompagnati. L’organizzazione esprime apprezzamento per le parole del Papa &#8211; in particolare per il riferimento alla Convenzione Onu sui Diritti dell’Infanzia e ai diritti dei minori migranti &#8211; e auspica che esse siano tenute nel debito conto e siano di ulteriore stimolo a realizzare alcune misure e azioni necessarie ad assicurare adeguata accoglienza, protezione e sostegno alle migliaia di minori migranti presenti sul territorio italiano e che continuano a giungere via terra e via mare, a costo anche della vita.In particolare l’organizzazione internazionale richiama la necessità, per quanto riguarda l’accoglienza dei minori migranti, sul fatto che: • venga introdotta una distinzione fra comunità di prima e seconda accoglienza, in base alla durata del collocamento e ai termini per la definizione e l’avvio del percorso di tutela e di inserimento del minore, fermi restando gli standard di accoglienza già fissati dalla normativa; • venga favorita l’implementazione, su tutto il territorio nazionale, di un sistema di accoglienza così configurato e che questo disponga di un numero di posti adeguato; • venga creata una rete tra le comunità sviluppando procedure di raccordo tali da  garantire lo sviluppo di un sistema di presa in carico ed assistenza efficiente; • venga predisposto un piano di accoglienza nazionale, che non sia basato sull’emergenza ma tenga conto sia dei minori presenti sul territorio che degli arrivi prevedibili e sia dotato della necessaria copertura finanziaria. Per quanto riguarda invece i minori in arrivo via mare, Save the Children torna a chiedere al Governo italiano di: • non effettuare in futuro, operazioni di rinvio in Libia di migranti, ivi compresi minori, rintracciati in acque internazionali, poiché costituiscono una violazione loro diritti umani fondamentali.</p>

<p>Do you see the difference between between these two ideologies? Capitalism works, Socialism does not. America was built by pioneers. Men and Women with a can do spirit. They fought for Freedom. Free to be who you are. They did it all themselves. They learned that with hard work came rewards. They never gave up, they never quit. A lot of blood has been shed to protect our freedom and our liberties. We fought to get where we are, we worked hard.</p>
<p>Now something more sinister is happening. Our government is being taken over from the inside. We never fired a shot, but it’s happening. We are being force fed Socialism. They are cramming it down our throats with government run healthcare, private business bailouts and so called stimulus money. If you want to slay an eagle, you can cut off its head or stab it in the heart. The head of our country is our government, and the heart is our economy. Our economy will eventually collapse if the government continues with this radical spending spree. We simply cannot sustain the debt load. The 800 Billion dollar stimulus package was the shadiest deal we have ever seen. They gave no one time to read it and just bulldogged it through. We still don’t know where all that money went.</p>
<p>We are slowly being taken over. This period will be known as “<strong><em>The Great Deception</em></strong>” in history. This country was won with the blood of men. We were founded as one nation under God. The government has lost all sight of this. They are working to ban God completely. Look at the Old Testament; this is not a wise move.</p>
<p>Like it or not, this country was founded by Europeans with a belief in God. We used Christian principles to get where we are. Now we are moving away from this. Moving away from our Morals and Values that have gotten us this far. Other newer immigrants may argue to push Christianity right out of our society. Look at the Declaration of Independence, was it signed by anyone with a Middle Eastern name? The answer is a resounding NO. If they want a different form of government, let them leave the country and pursue their options.</p>
<p>As Americans, we need to take our country back. Our trust is being betrayed by the current administration. They are changing the very principles this country was founded on. America is being dismantled from the inside.</p>
<p>Therefore I think <strong><em>Barack Hussein Obama II</em></strong> should be charged with <strong><em>Treason</em></strong>.  You can add <strong>Nancy Pelosi</strong> as well.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>I was fortunate to have been adopted by a very special family. Fortunate because now I have a Mom and Dad, two brothers and a sister who love me very much.</p>
<p>I met my birth mother for the first time when I was in my 20’s. She explained that she had gotten pregnant at the young age of 17.  When you’re 17 and pregnant, it feels as if your life is over. Ruined. How can you tell your parents? They would be so disappointed. How can you face that? Her boyfriend at the time had the answer.  He would pay for an abortion. Nobody would ever know.  She could get the abortion done and move on with her life. College was only a year away. She had good grades and was well liked. She had everything going for her. Now this. The offer of an abortion that no one would ever know about was very tempting indeed. This whole mess would all go away with a simple procedure.</p>
<p>Lucky for me, she decided to tell her parents. Sure they were disappointed, but they were also very supportive. Several scenarios were thought out. I could be raised by her mother, but she was too old for this. Having a 17 year old raise me was out of the question. Other family members were also considered as potential parents.  After considering all the options, it was decided that I would be given up for adoption. They felt that adoption would afford me the best chance for a happy and productive life. I am so glad they made that decision for me. After all, I wasn’t in any position to voice my opinion.</p>
<p>Today, because of her sacrifice, I am the proud parent of 6 children and I have a beautiful wife who is also my best friend.  Had someone asked me what I wanted when I was a baby, I would have said “I want to live”.  Please, please let me live would be my cry.  Because of this unselfish act, I am here today.</p>
<p>Abortion is murder no matter how you look at it. That baby growing in the womb has rights. The right to live a full life. Abortion takes that right away from the person growing inside. Abortion is a very selfish act. I have talked with women who have had an abortion. Every single one regretted their decision. Some women have taken their own lives because they could not live with the guilt they carry inside. Many people ask me what I would do if my daughter was raped and became pregnant.  I can honestly say that I would want her to have the baby. It would be a tough 9 months, but in the end you would know it was the right thing to do. To give that child a chance for a full life. This is a decision that my daughter could live with. Someday, my daughter will grow up, get married and want to start a family. Because she did the right thing when she was younger, she will not carry the guilt that come from getting an abortion. She will feel good about herself and her decision. She will be a good and loving mother.</p>
<p>Abortion is like cancer. It will eat a person up from the inside. Sure, you can cut some cancers out, but you live in fear that it will come back. That fear will keep you from a full and satisfying life. The pain from an Abortion will pass, but the scars left behind will be there forever.</p>
<p>The baby growing inside needs a hero that will stand up for him/her. Someone who will protect this child’s right to live. I once talked to a nurse who had worked in an abortion clinic when she was younger. She told me about one girl who had 19 abortions in one year. 19. Abortion takes away the need to be responsible for one ’s self. It’s the same as murdering someone so no one will know what you did.</p>
<p>Abortion should never be paid for by using tax monies of the American people. It’s like making all Americans a party to murder. Every day you can look at most newspapers in the U.S and find in the classifieds someone that wants to adopt a child. Many of these people can’t have a child of their own, but they want one so desperately. I have seen many people travel to other countries to adopt a child, because there is so much red tape involved here. You may be on a list to adopt and still never have the opportunity. Babies are murdered every day. These same babies could be adopted by people who would love and nurture them. One of these babies could grow up and develop a cure for Cancer, Heart Disease, or many other things that afflict us.</p>
<p><strong><span style="text-decoration:underline;">The Plan</span></strong></p>
<p>If I had my choice, Abortion would be illegal. Murder is illegal, why not abortions?  If the government funds abortions, then some guidelines are needed. The plan would be for one abortion only that would be tracked via a national abortion registry.. If they want a second abortion, they must agree to be sterilized. If they don’t take responsibility for themselves, then we will do it for them.</p>

<p><strong>Wednesday November 25<sup>th</sup></strong></p>
<p>I am in a mess hall with about 25 other people. Most young,  a few older than me, all with darker skin. A few are in jeans, most actually followed directions and “dressed” for the occasion. I wore jeans. No du-rags or hats allowed!</p>
<p>We are filling out the papers in the file that will follow us everywhere for the duration of our lives in the welfare system. To #11 in the contract we have to sign, “Dress properly at all times (NO CASUAL ATTIRE),” I append a rider:  *I will comply to the extent possible…However, I own only jeans, no dress pants.  When the supervisor collects them – flipping through each one to make certain it is filled out properly &#8211; he compliments me on the most complete application he’s ever seen. What a feather in my cap!</p>
<p>We are suddenly being lectured by various men whose sermons about having a business-like appearance and positive attitude equal securing a good job in less than 45 days (before we are assigned to WEP) . These dudes’ spiels rival the political sermons of Jesse Jackson.</p>
<p>We are at the Back To Work Program run by a vendor contracted by the city, Career &#38; Educational Consultant, Inc. Here’s how some of the speech goes: “Some of you won’t be back on Monday. In fact, some of you won’t even be back after lunch…” The speaker is at a fever pitch about how we need to apply ourselves, etc.</p>
<p>Then comes a more amiable and soft-spoken guy to proctor two tests. One, a 17 questions reading comprehension exam and, after a 15 minute morning break, one more reading and two math tests. I take the test and finish in about five minutes and sit for 15 until the test is collected.  I then stumble outside to find a cup of coffee completely dazed.</p>
<p>I come back in 15 and sit, waiting for the next thing to happen. It’s like a fucking zoo in on the 3<sup>rd</sup> floor of 270 Flatbush Ave Extension and that’s how it works, sitting and waiting for the next thing to happen. We have been lectured to make things happen, but we are forced to wait for them to happen to us.</p>
<p>The building is a dump, the workers are using their little bit of authority to squelch any dissent, especially from  Jamel, the wise guy who asks whether he can become a chimney sweep. He’s a jerk, but kinda funny, too! Finally the mild-mannered guy comes in with our tests; our first exams have been graded and we’ve been assigned a booklet from A-D. The two women on either side of me get a “D” booklet, I am handed an “A” pamphlet. There are 45 questions, reading, computation math and applied math. I breeze through the reading, go a bit more slowly with the math computation (I really don’t understand fractions or negative numbers or even squared numbers) and then the applied math completely stumps me. I end up with a score of 84. It’s now twelve thirty, we have 50 minutes for lunch….</p>

<p>Two years ago, I was making almost $60,000 a year. This morning, I went to a foodbank in a church basement.</p>
<p>For those who haven’t been following, I lost my job at the end of May (see earlier journal posts). Things have not been going that well and, although at first I wasn’t too worried, now I’m wondering if I should maybe be panicking more. Have I been too naïve? I grew up totally upper-middle class. I’m smart, &#38; have three university degrees attesting to that fact. If I have to, I can throw on a different tie for every day of the week. I’ve given thousands to charity in the past. Never in a million years did I <em>ever </em>think I’d find myself needing to resort to a foodbank.</p>
<p>A few months ago, maybe even a few weeks ago, I would have been mortified by the idea. But, as day after day goes by, and I send out hundreds of resumes without even a nibble, I find I’ve switched into survival mode. I have a good life, a nice home, and I need to do whatever is necessary to protect that. Applying for jobs that I am way overqualified for is part of that. Apparently, so too is going to a foodbank. Pride is a luxury of the wealthy, and stable. Right now, I am neither of these.</p>
<p>I showed up on time, having got the coordinates over the phone from the city’s social services department. It was in the basement of a United Church, half a block from my house. A newish location for a foodbank from what I can tell, but they seem to be popping up all over these days. Another pandemic, where no one&#8217;s sure about a cure. Though it was physically located in a church, it was run by “The Daily Bread Foodbank” who are Toronto’s umbrella foodbank coordinators (and do an amazing job). I waited almost an hour and a half, and ended up walking out with what you see above (20.5 pounds, though this includes packaging!). If I give them details about my financial situation, I can make this a regular occurrence. But, this was a one-time-only emergency thing. Hopefully, it won’t come to that.</p>
<p>So far, my cat seems unconcerned about eating the dogfood they gave me. Heh!</p>
<p>While I was there (they are open 2 days a week, for a 2 hour stretch each time, so I think I got a sense of the place), the staff were very helpful. They came right up as soon as I walked in, and asked me if I needed anything in particular. There were lots of brochures &#38; handouts about things like tenant rights, legal aid, and things that people down on their luck would probably need to know. I suspect most of the staff came from a volunteer or social work background. They weren’t the least bit condescending, or moralistic. Totally friendly and professional. (Could they, maybe, hire me?)</p>
<p>They served 143 people while I was there. The clients seemed to be maybe 60 percent drawn from the chronically unemployed/unemployable. People who have been on the margins their entire lives. Honest folk, mostly, but hard done by, usually through no fault of their own. Only one person there was an obvious crack whore. And, she probably needed the charity as much as everyone else. There were other &#8220;clients,&#8221; too, who apparently thought that a colourful neck tattoo would be a good idea, but didn&#8217;t think very far ahead.</p>
<p>But, the rest were more-or-less like me – people who had until recently been working, and have fallen on hard times. I heard a lot of people asking the same questions I did: “I’ve never been to a foodbank before…” It&#8217;s said (and, it&#8217;s true) that poverty hits women the hardest, but the majority of people were late-middle aged males. Maybe late 40s or early 50s. Quite a few immigrants, though since this is Toronto, probably no more than you’d expect statistically. The man next to me was reading a Russian language newspaper. The young guy sitting across from me while I waited plugged a laptop into the wall and occupied himself with that. People were quite friendly. I wasn’t in the mood to be sociable, but total strangers talked to one another, exchanging stories, advice, gripes. Poverty had brought us all down to the same level. There were no pretenses anymore.</p>
<p>It seems that when money gets really tight, people stop getting good haircuts. (guilty!). Bad clothing decisions follow, as options narrow. I suspect that compared to the other 142 people there, I am still pretty lucky. Not only because of that university education &#38; presentable look (so far!) but also because I had $60 in my pocket as I sat there, and still have friends and family I know I can count on for help.</p>
<p>The food I got today is probably only worth $20 or so. But, it’s $20 I don’t have to spend now, and can save to use for subway tokens to take me to (ever-anticipated) job interviews, or that I can put toward a much needed pair of ordinary black walking shoes, which I desperately need. Winter&#8217;s coming, though, and fortunately I have a good stock of boots. And, even though I’d probably never buy turquoise day-glo jello in real life, I’ll eat this one knowing that some individual, or (more likely) some corporation, donated it. And, I’ll <em>like </em>it, too.</p>
<p>Oddly, I’m glad I did this. It was a new and interesting experience. Not necessarily a good one, but still…  You can bet when I get a proper job again, I’ll be making some serious donations to foodbanks!  At the end of the day, I went to my favourite café, and had a $3 latte (hypocrite!), and did some writing. And, for a million reasons I was happy, but most of all, because dinner was taken care of, and since yesterday, someone had decided to decorate a telephone pole in my neighbouhood. E’ questo uno degli obiettivi delle misure presentate  dall’Assessore regionale alla Formazione del Lazio, Marco Di Stefano, nel corso del convegno “Formazione&#38;lavoro. Continua il nostro impegno contro la crisi – Piano di lavoro trimestrale del Fondo sociale europeo”. Le risorse, messe a disposizione dal Fondo Sociale Europeo, saranno orientate a dare una risposta concreta all’attuale crisi economica, fornendo uno strumento d’aiuto a tutte quelle categorie che oggi risultano escluse dal mercato del lavoro o fortemente penalizzate al suo interno. Inoltre, sempre sequndo quanto dichiarato da Di Stefano, saranno messe a punto misure per potenziare i settori della lirica, del teatro e del teatro comico.</p>

<blockquote><p>The Republic of Korea has signaled its willingness to work to reverse a heavily pro-abortion culture through various measures, including beginning to enforce an abortion ban that has technically existed in the country for decades, in order to address the severe demographic implosion that threatens the country&#8217;s economic stability, Korean sources report.</p>
<p>[...]Official data from the Ministry of Health indicates that doctors perform 350,000 abortions per year, while they deliver on average just 450,000 babies, meaning 43.7 percent of pregnancies end in abortion.</p>
<p>However, the actual number of abortions may be at least five times the official estimate. <a href="http://www.koreatimes.co.kr/www/news/nation/2009/11/113_55937.html" target="_blank">According to the Korea Times</a>, Rep. Chang Yoon-seok of the ruling Grand National Party said that a National Assembly inspection in October found that the number of illegal abortions in Korea exceeds 1.5 million a year or roughly 4,000 babies aborted per day.</p>
<p>If the National Assembly&#8217;s estimate is correct, the nation of 48 million commits approximately the same number of abortions as the United States, which has 300 million residents. Presuming the numbers of births recorded by the Health Ministry remains the same, that would mean approximately three out of four pregnancies in South Korea end in abortion.</p></blockquote>
<p>Perhaps we need to undo anti-family policies like legalized abortion, unilateral divorce, high tax rates and a massive social programs. These policies discourage marrying and child-bearing, which prevent the creation of the next generation of taxpayers who must pay for these expensive welfare-state programs.</p>

<p>Massive numbers of elderly people retiring and very few young workers available to pay the taxes for their health care and retirement entitlements. Something has to give.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Qualcosa sta cambiando nelle amministrazioni pubbliche. Uno spettro si aggira per le stanze dei bottoni dei nostri governi locali. Questo spettro si chiama <em>social network</em>. Le piattaforme che da qualche tempo hanno strutturato in modo omogeneo la vita digitale, interattiva e dialogica, di milioni di persone connesse in rete quotidianamente. E in un processo di rinnovamento della comunicazione le amministrazioni pubbliche non possono ignorare questi nuovi strumenti.</p>
<p>Ma prima di arrivare ad avventure così <em>moderne</em>, vorrei provare a dare uno sguardo a ciò che davvero sta cambiando nelle istituzioni locali.</p>
<p>Già da alcuni anni, se non addirittura decenni, le amministrazioni pubbliche stanno cercando di recuperare terreno proprio in seno alle comunità che rappresentano. La crisi della politica, dello Stato Nazione e del <em>welfare state</em> non sono solo luoghi comuni, essi sintetizzano al meglio lo stato delle cose quando pensiamo alla gestione dei beni comuni e soprattutto alla relazione tra cittadini e istituzioni.</p>
<p>Ma in tutti questi anni l&#8217;attenzione è stata rivolta a un miglioramento delle tecniche di informazione, in pratica <em>&#8220;come rendere più capillare l&#8217;accesso alle informazioni prodotte da questo o da quell&#8217;altro ente&#8221;</em>. Il fulcro dell&#8217;azione resta quello di calare le cose dall&#8217;alto. Solo che nel frattempo i mutamenti sociali sono stati più veloci di quelli istituzionali. E il quadro d&#8217;insieme in cui si tenta di migliorare le cose non è più lo stesso.</p>
<p>Prima ho accennato alla crisi della politica, ma teniamo conto che essa può essere declinata in più modi, per esempio ammettendo un senso di sfiducia generalizzato nelle istituzioni, ma anche riconoscendo un ruolo importante al crollo delle ideologie. Nonostante la situazione poco incoraggiante, tra i cittadini hanno iniziato a diffondersi sempre più nuove culture partecipative e nuove spinte volontaristiche. Laddove il <em>welfare state</em> ha vissuto tragici smantellamenti, i cittadini hanno trovato nuove forme di assistenza, partecipazione e condivisione. In questo la cittadinanza è stata più celere delle amministrazioni pubbliche. Recuperare terreno a questo punto diventerebbe arduo senza l&#8217;ausilio di riforme e nuove impostazioni metodologiche. L&#8217;era in cui l&#8217;opinione pubblica si formava e veniva plasmata nei salotti borghesi pare sia tramontata per sempre. Se oggi si è in presenza di questioni di interesse generale vuol dire che esse possono facilmente essere trattate in infiniti luoghi, soggetti e modalità.</p>
<p>La vera grande trasformazione delle amministrazioni pubbliche è avvenuta con l&#8217;introduzione del principio di sussidiarietà <em>(prima con la legge 59/97 e poi con la riforma del Titolo V della Costituzione, legge costituzionale 3/2001).</em> Secondo questo principio sono stati ridefiniti alcuni poteri tra le istituzioni (<strong>sussidiarietà istituzionale </strong><em>o</em><strong> verticale</strong>) e i cittadini singoli o associati sono stati assunti a svolgere funzioni di interesse pubblico (<strong>sussidiarietà sociale </strong><em>o</em><strong> orizzontale</strong>). In pratica questo principio introduce un senso di parità e di cooperazione tra le amministrazioni pubbliche e i cittadini. Gestire questo inedito rapporto non è cosa semplice, specie quando gli strumenti per facilitare questo dialogo sono così recenti e in continua evoluzione. Quello che deve affermarsi ora è un nuovo concetto di cittadinanza, che vede il cittadino come partner delle istituzioni nell&#8217;attivarsi per l&#8217;interesse comune.</p>
<p>Se da una parte è vero che le istituzioni hanno scelto questa strada per contrastare il calo di interesse per la cosa pubblica da parte della cittadinanza, dall&#8217;altra tocca sottolineare che già da tempo i cittadini hanno iniziato a utilizzare la rete creando numerosi movimenti e mobilitazioni collettive, e l&#8217;amministrazione ha ben capito che forse è il caso di supplire a questo deficit comunicativo.</p>
<p>Quella che si sta diffondendo con le nuove tecnologie può essere definita <em>&#8220;la nuova era della cultura partecipativa&#8221;</em>. Se ad oggi tutto questo viene percepito come l&#8217;embrione di una più ampia rivoluzione, possiamo essere certi del fatto che da qui nasceranno la nuova concezione del &#8220;noi&#8221;, il futuro senso di appartenenza e un&#8217;inedita dimensione comunitaria.</p>

<p>Bill Cosby is one of the richest men in America. He earned his own fortune and he doesn&#8217;t owe me a dime. Neither does Bill Gates or Bill, my neighbor.</p>
<p>History always repeats itself. Hitler said that the Jews should pay. Mussolini said the Masons needed to pay. Stalin said those who have something must share it with others or give it up. Now, Obama is telling America that it&#8217;s time for us to pay up.</p>
<p>I&#8217;m not a Jew or a Mason and I don&#8217;t even have anything the government wants, but I do have principals and I do know right from wrong.</p>
<p>The people who want their neighbor to pay for their mortgage, health-care or ongoing welfare are truly nescient. They blindly accept the handouts, unaware that every time they accept another dollar, they empower the government a little bit more.</p>
<p>I do not expect my neighbor to pay for my wife, my family or me regardless of my neighbor&#8217;s income level. For any politician to use this as <em>&#8220;justification for confiscation&#8221;</em> is criminally, if not morally, corrupt. </p>
<p>I&#8217;ll pay my own way, thank you.</p>

<h2>Work for Your Benefit: Labour&#8217;s New Helots. </h2>
<p style="text-align:justify;">Welfare reform legislation is due to be one of this Government’s enduring legacies. From this autumn there will be two benefits: Jobseeker’s Allowance, and Employment and Support Allowance. Already there is pressure on medical assessors to channel those on Incapacity Benefit into the former, where many lone parents and others will also eventually join them. JSA brings a lower income – down to the standard rate of £64.30 a week, in contrast to £89.80, the starting point of incapacity allowance – and, after six months, puts claimants on the<strong> Flexible New Deal</strong>. This, being tried out in large parts of the country, will eventually replace all existing welfare-to-work schemes. For a year the jobless will be farmed out to private companies, intensively advised and obliged to carry out a minimum of four weeks of “work related activity” (they may be “advised” to do much more).</p>
<p style="text-align:justify;">This sounds relatively benign. It replaces 13 weeks in “work placements” of dubious value or simply stuck in “training centres” (where the only “training” is sitting in front of computers “job searching” for work that does not exist) of the previous New Deal. However, the Government has learned nothing from its experience of farming out the New Deal to private companies, two of which at least have been accused of <strong>malpractice</strong>. The faith-led YMCA has also run schemes. Most have scraped through their contracts with low employment outcomes and feeble training standards. The approximately 600,000 claimants who have faced sanctions for not complying with every aspect of the schemes shows how they are used to punish people. If participants were in charge of inspections, the companies would fail in an instant – yet the DWP has been told to contract out its new scheme to the same bodies.</p>
<p style="text-align:justify;">The new regime will closely regulate people’s lives. Partners of JSA claimants will also have to seek work actively. Those dependent on drugs and alcohol will undergo compulsory rehabilitation. There is no clear notion of what will happen if they fail, other than they will have no benefits.</p>
<p style="text-align:justify;">Most worryingly, after two years unemployment people will be forced onto the <strong>Work for Benefits</strong> programme. This will involve full time activity in “training options, short term work trials, a remuneration subsidy for employers to take them, or voluntary work in the local community,” (DWP October 2009). With unemployment set to rise to 3 million by October next year, when this policy is enforced, they will have plenty of compelled “volunteers”.</p>
<p style="text-align:justify;">Some argue that since JSA is supplemented by housing and council tax benefit, it is “fair” to work for this money. However, those further benefits are paid at varying rates, making the overall pay rates different between individuals – and still leaving them well below the minimum wage.</p>
<p style="text-align:justify;">This all raises fundamental issues. First, why should those who through no fault of their own have no job be forced to do what has up to now been the task of those sentenced to do <strong>community service by the courts</strong>? Indeed, what will happen to community service orders when the long-term unemployed start to undertake similar “sentences”?</p>
<p style="text-align:justify;">Second, this will <strong>corrupt the voluntary sector</strong>, parts of which are already gearing up for it. The character of the voluntary sector will change. The nature of forced labour is to give power to the employer while discouraging the worker, making them dependent on the goodwill of the employer. The rights of volunteers are not the same as those on paid contracts. Groups and no doubt individuals will profit financially.</p>
<p style="text-align:justify;">Third, it doesn’t take a genius to realise that cash-strapped local government will see this as an opportunity to plug gaps in their services. A tied labourer is cheaper than a paid employee. In areas as disparate as home helps to environmental projects volunteering could become a new national service, <strong>replacing </strong>those working for <strong>real salaries</strong>.</p>
<p style="text-align:justify;">Those opposed to welfare reform have to date had little impact on Brown’s take it or leave it decision that this is the direction welfare will go in. The umbrella initiatives organised by the TUC have petered out in well-meaning but ineffective lobbying by a coalition of “antipoverty” NGOs with some union support. There are now signs of a more militant approach emerging from unions of the unemployed and other groups. There are web sites promoting opposition and plans for a decent benefit system that could really cope with people’s needs. As mass unemployment returns pressure for change will increase.</p>
<p style="text-align:justify;">Labour looks set to leave behind a new body of helots – the <strong>work-for-the dole underclass</strong>. An incoming Conservative Administration will have plenty of conscripts for its plans for workfare. Both ideas were pioneered by the same person – once adviser to Labour and now the Tories, the exceedingly wealthy<strong> Lord Freud</strong>.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;font-family:arial;font-size:15px;">Continua il consenso per il progetto “Sponsor dei diritti” portato avanti da Diritti Diretti Onlus (www.dirittidiretti.it): bollino di qualità riconosciuto a chi concede contributi/patrocini solo a iniziative ed eventi senza ostacoli che impediscono la fruizione a chi ha problemi motori (disabili, anziani o semplici infortunati) e a mamme con bimbi nei passeggini. L’ultima adesione in ordine cronologico è stata quella dell’ASM Chieti Solidale (www.chietisolidale.it): ente strumentale del Comune di Chieti nato dalla trasformazione dell’Azienda Speciale Farmaceutica avvenuta nel corso del 2006 e che, oggi, gestisce i servizi sociali del capoluogo teatino, oltre che le farmacie comunali. Nei prossimi 5 anni, le due realtà saranno legate con l’obiettivo di sviluppare la cultura dell’accessibilità nel capoluogo teatino, al fine di farla identificare come una possibilità e non più come un obbligo. «L’adesione dell&#8217;Azienda Speciale Farmaceutica di Chieti – ha affermato il Presidente dell’ASM Chieti Solidale, dott. Tarcisio Marco D&#8217;orazio – era un atto dovuto e una necessità operativa dal momento che, al nostro interno, abbiamo anche un’Area Disabilità attraverso la quale forniamo: Assistenza domiciliare e aiuto personale per disabili; Assistenza scolastica per l’autonomia e la comunicazione dei disabili; Centro diurno socio – educativo per disabili; Accoglienza residenziale  per emergenze disabili; Trasporto presso i centri riabilitativi; Borse lavoro per disabili mentali». «Con la sottoscrizione del protocollo – ha dichiarato Simona Petaccia, Presidente di Diritti Diretti Onlus – certifichiamo la Responsabilità Sociale d’Impresa dell’ASM Chieti Solidale riguardo al diritto all’accessibilità e gli concediamo l’utilizzo gratuito del nostro “bollino di qualità” registrato presso la C.C.I.A.A. <content:encoded><![CDATA[<div class='snap_preview'><p>I’ve been thinking about welfare lately.  You know, with the push to socialize more and more of the United States, I thought it would be nice to think about our current socialist institutions.  And my grandparents are out of money and can’t live on their own anymore, so they’re applying for Medicaid (which requires that they be poor enough for welfare). </p>
<p>That’s an interesting idea, isn’t it, that before we’ll give financial aid to people who can’t make ends meet, they have to be so poor they’ll probably never recover.  For example, my grandparents own a house.  It is possible that in the next year or so, they may be able to live there again.  At which point their cost of living would be a lot cheaper, in a house that is paid off: no rent, no mortgage.  Instead, before welfare kicks in with Medicaid coverage for long term medical care in a nursing home, they have to sell their house.  So they will be irrevocably government-dependent, and the government will have to pay more money to find them a place to live. </p>
<p>I don’t even believe in welfare; I don’t think my grandparents should have applied.  But if the government is going to offer it, couldn’t they use common sense and try to make the program efficient? </p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;font-family:arial;font-size:15px;">Quattro bambini su cinque che vivono negli istituti nei paesi a basso reddito hanno almeno un genitore in vita. La proporzione si innalza notevolmente in alcuni paesi dell’Europa centrale e dell’est, dove ben il 98% dei bambini ha un genitore, in Indonesia e nel Ghana, dove la percentuale è rispettivamente del 94% e del 90%. Questo significa che milioni di bambini, senza essere orfani, sono esposti al rischio che può comportare il vivere in istituto, se non supportati da personale specializzato competente: pericolo di subire danni psicologici, di abusi, di sfruttamento, di essere maltrattati, oltre che costretti a sperimentare il trauma della separazione dai genitori che invece, se adeguatamente supportati, potrebbero prendersi cura di loro. Secondo il rapporto “I bambini fuori dagli istituti”, lanciato oggi da Save the Children, si stima che otto milioni di bambini vivono attualmente in orfanotrofi ed altri tipi di istituti, anche se la cifra appare sottostimata, poiché sono tantissimi quelli non registrati. La povertà è la principale ragione del loro abbandono: per molte famiglie estremamente indigenti, infatti, anche in seguito ad eventi traumatici come disastri naturali, conflitti, malattie o problemi familiari, il collocamento dei figli in istituto appare l’unica via d’uscita per garantire loro un futuro. Il rapporto di Save the Children inoltre evidenzia che, in alcuni paesi, in particolare in Africa ed Asia, la presenza di minori negli istituti è diventata anche un grosso affare economico, poiché i gestori delle strutture ricevono incentivi finanziari dalle istituzioni e dai donatori e ciò ha contribuito ad una crescita drammatica dei bambini istituzionalizzati negli ultimi anni. Ad esempio, oggi in Liberia il numero degli orfani è pari ad 11 volte quello di 20 anni fa. In alcuni casi, gestori senza scrupoli adescano le famiglie più povere con la falsa promessa di dare ai loro bambini un’educazione o una vita migliore. Per tracciare le dimensioni e l’eccessivo ricorso del collocamento dei bambini in istituto, Save the Children sta chiedendo ai governi e a tutti coloro che finanziano queste strutture di convogliare le proprie risorse in progetti di supporto alle famiglie, affinchè possano prendersi cura dei propri figli tenendoli a casa o all’interno della comunità di appartenenza.</p>

La disoccupazione di tutta la fascia del lavoro precario, la disoccupazione che ha colpito le piccole e medie aziende di tutto l&#8217;indotto produttivo del Paese, sono realtà che, secondo Adiconsum, pesano e peseranno fortemente sui redditi e quindi sui consumi personali e familiari degli italiani anche nei prossimi mesi. È vero &#8211; dichiara Pietro Giordano, Segretario Nazionale Adiconsum &#8211; che i segnali di mini-ripresa esistono, ma purtroppo neanche gli incrementi del PIL vicini all&#8217;1% previsti per il prossimo anno risolvono le enormi risorse economiche e finanziarie perse negli ultimi anni. La stabilizzazione dei consumi registrata da Confcommercio, seppur vera, fotografa nei fatti una realtà con redditi familiari pesantemente colpiti da disoccupazione, che hanno retto grazie agli ammortizzatori sociali e che comunque risultano decurtati nel potere d’acquisto. Adiconsum non propone certo tagli dei prezzi per vendere di più: tali “ricette” portano solo a maggiore disoccupazione e a chiusura delle aziende più deboli. Devono ripartire semmai, secondo Adiconsum, gli investimenti infrastrutturali promossi dallo Stato in servizi centrali per lo sviluppo del Paese. Infrastrutture nei trasporti e nel turismo sarebbero un volano ad alto tasso di sviluppo occupazionale e moltiplicatore di attività dell&#8217;indotto. Adiconsum insiste anche per il rifinanziamento degli ammortizzatori sociali e per la detassazione, seppur parziale (salari di produttività), delle buste paga dei lavoratori dipendenti. Solo così sarà possibile rilanciare progressivamente i consumi e quindi la produzione industriale ed agricola.</p>

La firma del “Protocollo d’Intesa per la sperimentazione di forme di accompagnamento e orientamento al lavoro”prevede l’istituzione di nuovi punti informativi, nelle università aderenti a SOUL, per fornire una moltitudine di servizi di: diffusione di informazioni in materia di  finanziamenti alla neo-imprenditoria; accoglienza, orientamento ed erogazione di percorsi formativi per i potenziali neo-imprenditori; assistenza tecnica per la fase di redazione del business plan, assistenza alle neo-imprese per la fase di predisposizione di domande di finanziamento e per il coinvolgimento di investitori privati. SOUL e BIC Lazio si impegnano, inoltre, ad organizzare e promuovere iniziative congiunte (premi, laboratori tematici, ecc.) con l’obiettivo di approfondire le problematiche dello sviluppo economico, sociale ed occupazionale e di sottolineare il ruolo dell’imprenditorialità e della creazione d’impresa quale strumento per la valorizzazione delle competenze universitarie.</p>

<content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;font-family:arial;font-size:15px;">&#8220;Siamo un gruppo di docenti  che per essere ritenuti tali si dovrebbero ancora abilitare. Diritto che ci viene negato ormai da anni (l’ultimo corso abilitante risale al 2004).Oggi abbiamo preso coscienza ed abbiamo deciso di unirci in una associazione ADIDA (associazione docenti italiani da abilitare) per far valere finalmente le nostre ragioni. Nonostante questa nostra condizione, esercitiamo comunque le medesime funzioni dei docenti di ruolo e non di ruolo abilitati. Di fatto partecipiamo ai Consigli di Classe, alle riunioni di Collegio dei docenti, alle operazioni di scrutinio finale per la valutazione degli alunni. Predisponiamo l’attività didattica individuale e di classe, svolgiamo le attività d’insegnamento e funzionali all’insegnamento contemplate dal Contratto Nazionale di Lavoro, ormai da anni. Siamo dunque Insegnanti a pieno titolo, pur privi di quell’abilitazione che fin dal 1971 è stata conseguita da moltissimi docenti (molti dei quali oggi sono di ruolo nella scuola pubblica) attraverso Corsi Speciali Abilitanti: ricordiamo solo a titolo esemplificativo quello indetto dall’allora ministro Letizia Moratti con DM 85/2005 e riservato a tutti coloro che, alla data  di pubblicazione del Decreto, vantavano 360 giorni di effettivo servizio. Abbiamo saputo di recente che per la nostra condizione (che ci condanna ad essere disprezzati da ogni tipo di istituzione, in quanto senza abilitazione siamo condannati al precariato a vita e possiamo tranquillamente essere considerati come semplici tappabuchi per supplenze, anche se annuali) il Ministro Gelmini si è affidato  ad alcuni tecnici che sostengono che non tutti gli insegnanti da abilitare sono &#8220;bravi&#8221; (come se gli altri lo fossero tutti!) e che per abilitarsi dovranno iscriversi al Tirocinio Attivo Formativo previsto dalla Bozza Israel, ma con prova nazionale di selezione, presumibilmente consistente in una verifica con vari quiz, come avviene in fase di preselezione ai vari concorsi. Ovviamente al termine di questo tirocinio ci sarà un ulteriore esame di Stato che dovrebbe servire a fermare i meno meritevoli. È vero che sarebbe stato possibile abilitarsi con le SSIS (Scuola di Specializzazione Interateneo per Insegnanti delle scuole Superiori, oggi chiusa), ma erano tutte a numero chiuso e in Italia soprattutto le università del nord bandivano pochissimi posti rispetto a quelle del Sud Italia.  Anche chi è &#8220;bravo&#8221; è rimasto fuori e comunque noi siamo stati selezionati da una graduatoria di merito e abbiamo ricevuto gli incarichi lavorativi, non ci siamo autonominati lavoratori della scuola;  fino al 2004 chi si è abilitato con la SSIS, lo ha scelto, in quanto esisteva il doppio canale: o corso abilitante aperto a chi aveva maturato l&#8217;esperienza sul campo, o SSIS a numero chiuso. Non possono eliminare un intero percorso professionale e con esso la nostra vita lavorativa per decreto!</p>
