<title><![CDATA[Kartelvorming in hoger onderwijs]]></title>

Zoals ik al eerder <a href="http://joostvanderhorst.wordpress.com/2009/02/19/geen-concurrentie-voor-bestaand-hbo/">aangaf</a> is het onmogelijk een nieuwe, door de overheid bekostigde, hbo te starten. Daardoor hebben de bestaande instellingen een monopoliepositie. Zo verdelen de bestaande hbo&#8217;s de markt in de grote steden. De HvA mag in Amsterdam geen Vrijetijdsmanagementopleiding beginnen omdat Inholland die opleiding al in Amsterdam aanbiedt. In ruil daarvoor mocht de HvA in Amsterdam een hbo-rechtenopleiding starten.</p>
<p><strong>Minister bevordert kartelvorming</strong><br />
Het ministerie van onderwijs bevordert deze <a href="http://www.hobeon-services.nl/blog/?p=161">kartelvorming</a>. Als je een nieuwe opleiding wilt starten moet je bij het ministerie de &#8216;macro-doelmatigheid&#8217; van de opleiding <a href="http://www.nvao.net/wat-is-een-toets-nieuwe-opleiding-nederland">aantonen</a>. En als dezelfde opleiding al in de buurt wordt aangeboden krijg je geen toestemming. Ook al is de andere opleiding van slechte kwaliteit.</p>
<p><strong>Hbo&#8217;s houden systeem in stand</strong><br />
De onderwijsraad, adviseur voor de minister van OC&#38;W en bestaande uit vertegenwoordigers van het onderwijsveld, heeft als doelstelling <a href="http://www.onderwijsraad.nl/dossiers/hoger-onderwijs">geformuleerd</a> dat binnen afzienbare termijn 50% van de jongere beroepsbevolking dient te beschikken over een diploma hoger onderwijs. En met eigen woorden voegt ze daar aan toe dat ze de kwaliteit wil blijven bewaken: &#8216;De basiskwaliteit wordt in de eerste plaats gegarandeerd door het accreditatiestelsel&#8217;. In feite is dat hetzelfde als dat het CBR zegt dat meer mensen hun rijbewijs moeten halen. Het verschil met een hbo is dat het CBR niet zelf de rijlessen geeft.<br />
<strong><br />
Slager keurt eigen vlees</strong><br />
Het accreditatiestelsel is een systeem waarbij een panel van beoordelaars opleidingen op kwaliteit beoordeelt en dit rapporteert aan de NVAO. Zo&#8217;n panel wordt ingekocht door de hogeschool. En die wil graag dat de opleiding wordt goedgekeurd. De NVAO wordt betaald door het ministerie van OC&#38;W&#8230;. In feite <a href="http://joostvanderhorst.wordpress.com/2009/09/15/onderwijsinspectie-controleert-eigen-baas/">beoordeelt</a> de minister zijn eigen werk. Heeft het NVAO en deze panels van beoordelaars er belang bij een opleiding een onvoldoende te geven?</p>
<p><strong>Corrumperend accreditatietraject</strong><br />
Geen enkele.<br />
In de eerste plaats zal de NVAO oppassen met het overnemen van een &#8216;onvoldoende&#8217; die door panels worden gegeven. Immers, de minister wil niet dat het door haar gefinancierde onderwijs als onvoldoende wordt ervaren. Het ministerie zal dan de geldkraan naar de NVAO dichtdraaien.<br />
In de tweede plaats zal een onvoldoende ervoor zorgen dat een opleiding verdwijnt. Aangezien, door de kartelwerking, de opleiding de enige is die voorziet in het aanbod in de buurt, zal de minister er alles aan doen om de opleiding in de lucht te houden.</p>
<p><strong>Slecht vlees</strong><br />
In feite is het accreditatiestelsel een systeem waarbij de minister maar één slagerij wil financieren in de stad. En onder het mom van kwaliteit zelf het vlees maar gaat keuren. Natuurlijk, het vlees is bijna gratis, maar de slagerij verdient het meest door slecht vlees in te kopen het liefst zo onbewerkt mogelijk door te verkopen.</p>
<p><strong>Een andere keuringsdienst</strong><br />
Het zou goed zijn als het ministerie de verantwoordelijkheid van de kwaliteit van het onderwijs niet zelf regiseert. Leg die verantwoordelijkheid bijvoorbeeld bij Economische zaken. Zij heeft wellicht een &#8216;natuurlijk belang&#8217; de waarde van diploma&#8217;s kritisch te bewaken. Door het &#8216;afnemend werkveld&#8217; een grotere rol te geven in de vaststelling van de kwaliteit van een opleiding en de waarde van het diploma. Inmiddels <a href="http://www.scienceguide.nl/200912/werkgevers-willen-beter-hbo.aspx">geven</a> ook VNO-NCW en MKB Nederland aan meer invloed te willen hebben op het hbo: &#8220;Dat overleg en die samenwerking zijn nu in de praktijk veel te fragmentarisch en te versnipperd&#8221;.</p>
<p><strong>Verspilling van belastinggeld</strong><br />
En doorbreek dan het kartel van de-elkaar-de-hand-boven-het-hoofd-houdende hbo-instellingen. Ze verspillen miljoenen aan ondoorzichtige accreditatietrajecten, miljoenen aan management dat geen belang heeft bij de kwaliteit van het onderwijs en miljoenen aan verspilde tijd van stuurloze docenten die studenten tevreden aan het <a href="http://joostvanderhorst.wordpress.com/2009/08/06/gesprek-met-de-baas/">houden </a>zijn.</p>

<p>The Dojo Courtyard is the happening spot on the island right now! (The Goldsmithing outfit is quite fabulous – it’s a blast to hang out there and use the tools.) Since lots of you are at the Dojo and you’ll probably be playing Card-Jitsu when you take a break from building Amulets, I thought it’d be cool to talk to someone who considers themselves an expert.</p>

<p>Q. Tell us your greatest Card-Jitsu moment<br />
A. Well my absolute favorite moment was helping a group of penguins train for their black belt. It took 20 matches, 2 hours, and 1 extra large pizza with hot sauce, but it was worth it!<br />
Q. What does it take to beat Sensei?<br />
A. It takes good advice from your ninja buddies – also practice.<br />
Q. I don’t have a black belt yet (I want one – they remind me of licorice). What’s your fave part of being a black-belt ninja?<br />
A. The best thing about being a black belt ninja is the thrill of defeating – or even being defeated by – a worthy opponent. Putting out that last card and waiting…</p>

YB: It’s been a while. Well it’s actually only been 3 months since we last came to Japan but it seems like it’s been ages!<br />
TOP: We can finally let everyone hear a new song. Our last powerful single, ‘GaraGaraGO!!’ let us show the power of Big Bang before returning to Korea, but we’ve now returned with a song perfect for the cool weather nowadays. It will warm your hearts.</strong></p>
<p><strong>-I see! Your new single ‘Let Me Hear Your Voice’ seems like a soft, truthful song that has blended all five of your voices together in perfect harmony.<br />
All: Yes! Please listen to it.</strong></p>
<p><strong>-It’s got a completely different atmosphere to your last song. Was there any difficulty in singing a quiet, calm song? You also once said that “singing in Japanese is hard”.<br />
DS: It isn’t a genre that we’ve never attempted before, so it wasn’t that hard. It’s a lot easier to sing in Japanese now because of all the difficult pronunciation practice.<br />
YB: When we sing a dance song, it requires a lot of preparation. Before we sing it, we have to consider our movements and expressions through performances so it takes a lot longer to prepare for. But ‘Let Me Hear Your Voice’ had a slow tempo so the singing was the most important part. It didn’t take as long to make as a dance song, so it was very easy to prepare for.</strong></p>

De teammanagers Henk, Marieke, Joyce en Bert overleggen met Sanneke, de opleidingsmanager. De rendementscijfers dreigen lager te worden dan die van vorig jaar. Dat komt omdat voor de tentamens van de eerste periode van dit schooljaar minder studenten zijn geslaagd. Sanneke geeft aan dat een deel van het budget dat ze van school krijgt afhankelijk is van dat rendement. &#8220;Als we het rendement niet opkrikken, dan hebben we volgend jaar minder geld!&#8221;.</p>
<p><strong>Lagere opkomst colleges</strong><br />
Henk, teammanager die verantwoordelijk is voor het vak, geeft aan dat de toets het zelfde niveau had als vorig jaar. Ook heeft hij niets veranderd aan de docenten, de stof en de college&#8217;s. &#8220;En het lijkt me sterk dat de studenten dit jaar opeens dommer zijn dan vorig jaar. Wat ik wel van collega&#8217;s hoorde is dat de college&#8217;s minder zijn bezocht. Er was iets met een project waar de studenten ook druk mee waren&#8230;&#8221;. &#8220;Toch vind ik dat jij het moet oplossen, Henk. Linksom of rechtsom&#8221;, besluit Sanneke.</p>
<p><strong>Hippe nevenactiviteiten</strong><br />
Joyce heeft als teammanager &#8216;Diversiteit&#8217; in haar pakket. Ze heeft extra geld gekregen om &#8216;Diversiteit&#8217; beter in het curriculum te krijgen. Met dat geld heeft ze in de afgelopen periode een project gedraaid waarbij de studenten op bezoek gingen bij mensen die in Vogelaarwijken wonen. De studenten moesten dat bezoek ook voorbereiden, evalueren en presenteren. Het project kreeg veel aandacht in de pers. &#8220;Goed gedaan Joyce. Mooie reclame voor de school, we hebben de projectdoelen gehaald. Volgend jaar weer!&#8221;, complimenteerde Sanneke haar.</p>
<p><strong>Leg dat maar eens uit</strong><br />
Henk zit te schuiven op zijn stoel: &#8220;Mooi is dat, omdat we projectgeld krijgen, komen studenten niet naar de lessen&#8230; Hoe leg ik dat uit aan mijn docenten?&#8221;. Sanneke valt even stil en zegt dan: &#8220;Is het goed als ik daar volgende keer op terugkom?&#8221;.</p>
<p><strong>Prestatiebonus voor de lieveling van de baas</strong><br />
In mijn ogen pleit bovenstaande dat projectgelden en de daarbij behorende projectdoelen ALTIJD een geintegreerd onderdeel moeten uitmaken van het onderwijs. Dat betekent dus dat de doelstellingen van de projecten opgenomen moeten zijn in de doelen die studenten moeten halen om hun vak te halen of het tentamen te halen. Als dat niet zo is worden projecten los van het primaire proces staande &#8216;leuke dingetjes&#8217;. </p>
<p>Daar maak je hooguit een paar individuele docenten mee blij. Een mooie prestatiebonus voor de lievelingen van de baas?</p>

Frank Hendriks van het Hobéon vat de kritiek van de Raad van State goed samen. Lees <a href="http://www.hobeon-services.nl/blog/?p=654">hier </a>het stuk van Frank.</p>
<p>Ik noem, kort, de inhoudelijke kritiekpunten van de Raad van State op het voorstel van Plasterk ter herziening van het accreditatiestelsel. </p>
<p><strong>Geen vermindering bureaucratie</strong><br />
Het nieuwe stelsel zou de bureaucratisering van accreditaties verminderen. De Raad van State toont aan dat er geen aanwijzingen zijn dat die bureaucratisering vermindert.</p>
<p><strong>Alle macht bij NVAO</strong><br />
NVAO krijgt meer bevoegdheden. Naast dat ze opleidingen mag accrediteren (t.b.v. bekostiging en erkenning van graden) mag ze ook de rang aangeven van een opleiding t.o.v. andere opleidingen. Hierdoor krijgt de NVAO veel te veel macht. Raad van State ziet die rangorde liever door een andere partij bepaald. Ik heb al eens <a href="http://joostvanderhorst.wordpress.com/2009/11/05/kartelvorming-in-hoger-onderwijs/">geopperd</a> dat bij Economische Zaken te leggen en daar nadrukkelijker het werkveld bij te betrekken.</p>
<p><strong>Geen spaan heel</strong><br />

<blockquote><p>In the Western world, the most typical age range for menopause (last period) is between the ages of 45 and 55 and the average age for last period is 51 years. In some developing countries however, such as Indonesia and the Philippines, the median age of natural menopause is considerably earlier, at 44 years.</p>
<p>In the Western World, a woman&#8217;s last period occurring between the ages of 55 to 60 is known as a &#8220;late menopause&#8221;. An &#8220;early menopause&#8221; is defined as having the final period somewhere between the age of 40 to 45.</p></blockquote>

<p>To understand why women who begin menopause later in life are at a slightly elevated risk of developing breast cancer, one must understand the role of estrogen. Estrogen alone does not cause cancer. The hormone, estrogen, is an essential part of a woman’s physiology. However, estrogen’s principal function is to speed the process of cell proliferation. Therefore, estrogen can increase the chance of a mutation occurring and/or encourage the growth of cancerous cells once they appear.</p>
<p>The more estrogen a woman is exposed to during her lifetime, the greater the opportunity for the hormone to promote the growth of a tumor. The reason why women who go through menopause later in life are at greater risk of developing breast cancer is because these women have had a longer lifetime exposure to estrogen.</p></blockquote>
<p>that&#8217;s the bad news&#8230;.i thought this was an interesting hypothesis even though wikipedia says it is not well supported with research &#8230;</p>
<blockquote><p>The <strong><a href="http://en.wikipedia.org/wiki/Grandmother_hypothesis">grandmother hypothesis</a></strong> is an informal hypothesis meant to explain why menopause, rare in mammal species, arose in human evolution and how a long post-fertile period could confer an evolutionary advantage.</p>
<p>G.C. Williams was the first to posit that menopause might be an adaptation. Williams suggested that at some point during evolution, it became advantageous for females to stop &#8220;dividing [their] declining faculties between the care of extant offspring and the production of new ones&#8221; (p. 408). Since a female&#8217;s dependent offspring would die as soon as she did, he argued, older mothers should stop producing new babies and focus on the offspring they already had. In so doing, they would avoid the risk of dying during childbirth and thereby eliminate a potential threat to the continued survival of current offspring.</p></blockquote>
<p>i think this is perfectly reasonable, supports my theory that 60 year old women should not be going to clinics in italy to get pregnant..of course i am no where close to being a grandmother &#8230;.</p>
<blockquote><p>Alternatively, the debilitating symptoms that usually accompany menopause in Western cultures could be seen as a natural cull of non-reproductive members of a species. Hot flashes, loss of short term memory, decreased ability to concentrate and difficulty in the learning of new tasks would, in the wild, leave the sufferer at greater risk from predators and topographical dangers such as falls from a height. This natural cull would leave more food, usually in relatively short supply, for the reproductive members of a species whose youth could mean that they are less experienced at finding it. However, cross-cultural studies of menopause have found that menopausal symptoms are quite variable among different populations, and that some populations of females do not recognize, and may not even experience, these &#8220;symptoms&#8221; (Melby). This high level of variability in menopausal symptoms across populations brings into question the plausibility of menopause as a sort of &#8220;culling agent&#8221; to eliminate non-reproductive females from competition with younger, fertile members of the species.</p>
<p>The grandmother theory appears to work because species continue to recognize, value, and therefore protect, closely related members of their species who would otherwise fall to predation. Only with this protection is the grandmother available to take a mentoring and supportive role.</p></blockquote>
<p>i don&#8217;t particularly enjoy being described in the same paragragh as the word &#8220;cull&#8221; however&#8230;.natural or otherwise~~~</p>
<p>if i never have another period after today, which seems highly unlikely as i still haven&#8217;t missed one single month yet&#8230;.i will still be 52 and 7 months when i officially enter the green pastures of &#8220;the menopause&#8221;. scarily close to either living longer or being at high risk of breast cancer depending how you look at it.</p>
<p>all i can say is that my new motto&#8230;.the more you do, the more you can do seems to be working as i have been really busy and in fact worked at home today from 8am-5.30pm (except for the 45 minutes when i had to lay down).</p>
<p> i sent my first group email to about 100 people, got it wrong the first time but succeeded on my second try. had an urgent teleconference where my boss won an disagreement over something that he wanted to change and the londoners were opposed to.</p>
<p>i&#8217;m off to london on weds and thursday for another round of meetings, so all in all everything is going well&#8230;if only mother nature would have mercy&#8230;..</p>

<content:encoded><![CDATA[<div class='snap_preview'><p>Heel goed dat de onderwijsraad &#8216;doelmatigheid&#8217; <a href="http://www.volkskrant.nl/binnenland/article1316006.ece/Leraren_moeten_gaan_tijdschrijven">op de agenda zet</a>. Alleen jammer dat ze in die discussie aan de verkeerde kant begint.<br />
<strong><br />
Tijdschrijven levert slechts &#8216;pseudo&#8217; winst</strong><br />
Ze veronderstelt dat efficiencywinst zichtbaar wordt wanneer docenten gaan tijdschrijven.<br />
Het probleem is echter dat elke docent (en elke onderwijsmanager) kwaliteit van onderwijs anders ziet. En dat hij of zij daarom zijn tijd op zijn of haar eigen manier invult. En natuurlijk kan dat soms efficiënter.</p>
<p><strong>Aansturing en financiering niet gekoppeld aan onderwijskwaliteit</strong><br />
Het zou beter zijn als de onderwijsraad zich zou buigen over de vraag wat kwaliteit van onderwijs precies is. En wat dat dan betekent voor de doelen van scholen en universiteiten. En de daarbij behorende aansturing en financiering.</p>
<p><strong>Tegengestelde definities van kwaliteit van onderwijs</strong><br />
Er zijn tegengestelde definities van onderwijskwaliteit. Ik noem er enkele die in onderwijsland worden gehanteerd.<br />
Is onderwijskwaliteit het kunnen garanderen van een eindniveau, behorend bij het diploma wat wordt afgegeven? Is onderwijskwaliteit de &#8216;toegevoegde waarde&#8217; die een opleider gedurende een bepaalde periode aan een student of scholier toevoegt? Wordt de onderwijskwaliteit gemeten door de tevredenheid van studenten en/of ouders over het onderwijs?</p>
<p><strong>Diplomadrukmachines</strong><br />
Bovenstaande doelen zijn principieel conflicterend. Dat zien we vooral terug in het hbo. Daar zijn sommige opleidingen een soort diplomadrukmachines geworden en wordt er nauwelijks nog waarde aan studenten toegevoegd. Voorbeelden hiervan kunt u lezen op dit weblog. </p>
<p><strong>Gebrek aan onderwijskundige visie</strong><br />
Docenten maken nu hun eigen keuzes t.a.v. deze conflicterende doelen. Omdat scholen en hun managers kennelijk niet in staat zijn deze keuzes voor hen te maken.</p>
<p><strong>Schaalvergroting belemmert doelmatigheid</strong><br />
De schaalvergroting in het onderwijs heeft er voor gezorgd dat een gemeenschappelijk idee over wat kwaliteit van onderwijs verder weg is komen te staan. En dat docenten daardoor met meer conflicterende belangen te maken hebben.</p>
<p>En daarom maakt de docent maar zijn eigen keuzes&#8230;</p>
<p>Of, zoals J. de Vries uit Berlicum in Trouw schreef:</p>
<blockquote><p>Ja, als je als leraar al weinig tijd hebt, dan ga je graag nog even tijdschrijven om de manager inzicht te geven in hoe weinig tijd je hebt. Want ja, het draait om de manager. En ook de prestatiebonus draait niet om de leraar, maar om de manager. Zo kan de manager nog wat beter sturen op kwaliteit. Jammer alleen dat wat de manager kwaliteit noemt, vaak alleen maar inhoudt dat je je tijdschrijfsysteem vult en verder bijdraagt aan de papieren werkelijkheid. Want de rest, het lesgeven en dergelijke, daar interesseert de manager zich niet voor. En daar weet hij/zij ook niets van. Laat me raden: managers en vakbonden vinden dit een goed voorstel.</p></blockquote>
<p>En mevrouw Geert ten Dam, van de Onderwijsraad zelf, weet het eigenlijk ook niet&#8230;. </p>
<blockquote><p>Uit het interview vanmorgen (16 november) in Goedemorgen Nederland (vanaf minuut 3:20) <a href="http://player.omroep.nl/?aflID=10315374">blijkt</a> dat de Onderwijsraad eigenlijk geen idee heeft wat het echte probleem is: onduidelijkheid over beoordelingscriteria (lees: hoe meet je onderwijskwaliteit).</p>
<p>Dat komt misschien ook omdat de Onderwijsraad zich door 25 niet-onderwijsgevenden heeft laten adviseren en maar 1 onderwijsgevende&#8230;.</p></blockquote>

De kinderen maakten in groep aan de hand van een opdrachtfiche een muziekinstrument.<br />
Ze maakten zelf een waterorgel, een panfluit, een trommel, een gitaar en enkele tamboerijnen.<br />
Als visuele ondersteuning kregen de kinderen eerst een filmpje te zien van op schooltv.nl/beeldbank.<br />
We maakten ook onze eigen muziek op <a href="http://www.kindersongs.nl">deze plek</a>, heel leuk.</p>

<strong>Hintergrundinformationen zu den Pandemieimpfstoffen<br />
und die rechtlichen Konsequenzen</strong></p>
<p style="text-align:right;">Dickelsmoor, 30.09.2009</p>
<p style="text-align:left;">Lieber (Impf-)Arzt,<br />
im Zuge unserer kritischen Auseinandersetzung mit der angeblichen Schweinegrippe-Pandemie und<br />
den demnächst geplanten Massenimpfungen sind wir auf einige interessante Hintergrundinformationen<br />
gestoßen. Wir möchten Ihnen diese nicht vorenthalten und haben diese kurz für Sie zusammen<br />
gefasst. Gerne dürfen Sie uns auch für Rückfragen kontaktieren.<br />
1. Die neue H1N1-Influenza verläuft in der Regel symptomlos oder symptomarm. Schwere Verläufe<br />
sind extrem selten und ursächlich durch eine, oft sogar mehrere, schwere Grunderkrankungen bedingt.<br />
Eine Schwangerschaft hat sich nach unseren Recherchen nicht als Risikofaktor erwiesen, da<br />
die Datenlage zu dünn ist</p>
<p style="text-align:left;">1,2. Bei einem fraglichen Todesfall (Raucherin, schweres Übergewicht, Diabetes,<br />
schwere Sepsis mit Multiorganversagen) und fast 20.000 gemeldeten H1N1 Fällen beträgt die<br />
Letalität in Deutschland trotz erhöhter Sensibilität praktisch Null. Die fortschreitende Durchseuchung<br />
der Bevölkerung kann angenommen werden</p>
<p style="text-align:left;">3, da die wöchentlichen Erkrankungszahlen in<br />
Deutschland seit Anfang August stark zurückgehen</p>
<p style="text-align:left;">4. Durch die kumulative Zählung der nationalen<br />
und internationalen Gesundheitsbehörden soll das Abebben der Schweinegrippe-Welle verschleiert<br />
werden. Ab Herbst werden respiratorische (ARE) und grippeähnliche Erkrankungen (ILI) insgesamt<br />
veröffentlicht und Schweinegrippefälle nicht mehr gesondert erfasst</p>
<p style="text-align:left;">5. Die europäische Seuchenbehörde<br />
hat Ende September die Zählung und Veröffentlichung der täglichen Schweinegrippemeldungen<br />
eingestellt</p>
<p style="text-align:left;">6.  Zu Beginn der Pandemie hat die WHO im Mai 2009 die Kriterien für die Pandemiestufen geändert.<br />
Epidemiologische Kriterien wie Morbidität, Mortalität und Letalität, spielen künftig keine Rolle mehr.<br />
Lediglich die Verbreitung einer Infektionskrankheit bestimmt die Einstufung</p>
<p style="text-align:left;">7. Eine ansteckende Infektionskrankheit<br />
in größeren Teilen der Bevölkerung in mehr als zwei Ländern reicht bereits aus,<br />
um die höchste Stufe auszurufen. Die WHO betont in ihren derzeit gültigen Definitionen zwar, dass<br />
damit keine Risikoabschätzung möglich sei8. Die Anweisungen für die einzelnen Pandemiestufen<br />
seien vielmehr eine Art Arbeitsanweisung für die Gesundheitsbehörden und Pharmahersteller, wann<br />
mit der Bestellung und Produktion von Impfstoffen und Medikamenten zu beginnen sei9. Leider hat<br />
die WHO jedoch vergessen die völlig geänderten Zielsetzungen ihrer Pandemiedefinitionen zu veröffentlichen.<br />
Die Presse und offensichtlich auch die Gesundheitsbehörden gehen nach wie vor davon<br />
aus, dass die Stufe 6 mit einer massiven Gefährdung der Bevölkerung gleichzusetzen sei. Die ist<br />
nicht der Fall. Sogar die Produktinformationen der Muster-Impfstoffe (Mock-Up) basieren auf der<br />
bisherigen Pandemiedefinition und sehen die Impfung von Personen, die bereits früher mit schweren<br />
allergischen Reaktionen bis hin zum anaphylaktischen Schock auf eine Influenzaimpfung reagiert<br />
hatten, im Pandemiefall vor. Jedoch sollten dann sämtliche Voraussetzungen für lebenserhaltende<br />
Maßnahmen bei der Verabreichung vorhanden sein10.<br />
3. Vor einer Veränderung des Pandemievirus wird gewarnt. Durch Mutationen könnte ein unbekanntes<br />
Virus mit hoher Pathogenität entstehen. Eine Mutation würde durch die Vermischung von verschiedenen<br />
Influenzastämmen provoziert. Hier mutet es dann doch recht merkwürdig an, dass in den<br />
USA sowohl für die saisonale als auch für die pandemische Influenza nasale Lebendimpfstoffe zugelassen<br />
und verwendet werden</p>
<p style="text-align:left;">11. Der Genaustausch zwischen den verschiedenen Virusstämmen ist<br />
geradezu vorprogrammiert.<br />
4. Nicht einmal während des Höhepunkts der Pandemie gab es Reisewarnungen oder gar Reiseverbote.<br />
Laut den Reiserücktrittversicherern ist eine Pandemie erst dann erreicht, wenn mind. 10 Millionen<br />
Menschen weltweit erkrankt sind</p>
<p style="text-align:left;">12. Unsere damalige Bundesgesundheitsministerin Frau Ulla<br />
Schmidt machte dann auch zur Hauptseuchenzeit Urlaub in einem Hauptseuchenland. Wollte sie gar</p>
<p style="text-align:left;">Informationsschreiben EFI – Eltern für Impfaufklärung die zügige und natürliche Immunisierung zum passenden Zeitpunkt während ihres Urlaubs erledigen?<br />
Dann wäre ja die Benutzung ihres Dienstwagens in Ordnung gewesen. Ist die schnelle Durchseuchung<br />
der Bevölkerung gar erwünscht? Vor diesem Hintergrund ist es nur konsequent, dass auch<br />
das wirksamste epidemiologische Instrument, die Quarantäne von vorher allen sorgfältig ermittelten<br />
Kontaktpersonen, von den Seuchenbehörden der USA und der EU nicht empfohlen wurde und<br />
wird</p>
<p style="text-align:left;">13.<br />
5. Tamiflu kann schwere Nebenwirkungen z.B. eine Pneumonie hervorrufen. Insbesondere zu<br />
Schwangeren liegen bisher keinerlei klinischen Erfahrungen zu Tamiflu vor, da die Schwangerschaft<br />
bisher eine Kontraindikation war</p>
<p style="text-align:left;">15. Es kann daher nicht ausgeschlossen werden, dass die bei<br />
Schwangeren verstärkt beobachteten Pneumonien eher eine Folge der antiviralen Behandlung als<br />
der Influenza-Infektion ist.<br />
6. Für die ersten 50 Millionen Impfstoffdosen wurde der Impfstoff Pandemrix bestellt. In diesem Impfstoff<br />
ist das bisher noch nie verwendete Adjuvanz AS03 enthalten. Klinische Studien wurden erst an<br />
ca. 5.000 gesunden Erwachsenen durchgeführt</p>
<p style="text-align:left;">16. Genau diese Bevölkerungsgruppe soll jedoch bei<br />
den bald beginnenden Massenimpfungen nicht geimpft werden. Zu Kindern zwischen 3 und 6 Jahren<br />
gibt es sehr beschränkte Daten. Zu Kindern jünger als drei Jahre oder zwischen 10 und 17 Jahre,<br />
sowie zu Schwangeren liegen zum jetzigen Zeitpunkt überhaupt keine Daten zur Sicherheit vor.<br />
Ebenso waren Hühnerei-Allergiker aus den Studien ausgeschlossen</p>
<p style="text-align:left;">17. Der Impfstoff wurde am<br />
29.09.2009 von der EMEA zugelassen</p>
<p style="text-align:left;">18. Die oberste europäische Seuchenbehörde ECDC empfiehlt</p>
<p style="text-align:left;">19. ebenso wie die EMEA20 die Nutzen-Risiko-Abwägung erst am Ende oder nach den Massenimpfungen<br />
vorzunehmen. Die Arzneimittelkommission der deutschen Ärzteschaft empfiehlt deshalb auch keine<br />
Impfung der Schwangeren mit adjuvantierten Impfstoffen</p>
<p style="text-align:left;">21. Der Vizepräsidgent der Bundesärztekammer<br />
zeigt denn auch „beunruhigt, dass die Verstärkersubstanz nicht getestet ist.“</p>
<p style="text-align:left;">22 Laut einer<br />
Umfrage des Fachportals Hippokranet halten 93% der Ärzte Massenimpfungen für nicht angebracht</p>
<p style="text-align:left;">23.<br />
7. Bisher gibt es keine offiziellen Impfempfehlungen der STIKO zur Pandemieimpfung, obwohl diese<br />
bereits mehrfach angekündigt wurden. Die Influenzaimpfung ist bisher nur für bestimmte Risikogruppen,<br />
für bestimmte Berufsgruppen und für ein bestimmtes Lebensalter empfohlen. Die eigentliche<br />
Impfempfehlung, die für die Entschädigung bei einem Impfschaden ausschlaggebend ist, wird<br />
jedoch von den jeweiligen Landesgesundheitsbehörden ausgesprochen. Diese übernehmen meist<br />
einfach die STIKO-Empfehlungen. Manche Länderbehörden haben jedoch bereits die Influenza-<br />
Impfung generell in ihren Impfkalender aufgenommen. Daher können die Entschädigungs- und Haftungsregelungen<br />
von Bundesland zu Bundesland unterschiedlich sein. Dies sollte bei der Impfaufklärung<br />
und der Impfentscheidung eine gewichtige Rolle spielen, da im Falle eines Impfschadens<br />
der Nachweis der Kausalität bei einer öffentlich empfohlenen Impfung wesentlich einfacher zu<br />
erbringen ist.<br />
8. Der in Pandemrix verwendete Zusatzstoff</p>
<p style="text-align:left;">24. AS03 wurde bisher in keinem zugelassenen Impfstoff<br />
verwendet. Bei diesem neuartigen Zusatzstoff werden die Bestandteile zu winzigen Tröpfchen von<br />
einigen Hundert Nanometern zerschlagen</p>
<p style="text-align:left;">25. Sie sind damit in der Größe der Influenzaviren. Zusätzlich<br />
wirkt das verwendete Tensid Tween 80 schädigend auf die Zellmembranen</p>
<p style="text-align:left;">26. Das im Adjuvanz<br />
verwendete Squalen ist in den USA durch das Golfkriegssyndrom in Verruf geraten, da bei den betroffenen<br />
Soldaten Antikörper dagegen gefunden worden waren</p>
<p style="text-align:left;">27. Bei dem im Zulassungsverfahren<br />
befindenden Pandemie-Impfstoff Celtura wird neben dem ebenfalls Nanopartikel und Squalen enthaltenden<br />
Adjuvanz auch ein neues Herstellungsverfahren auf stark tumorigenen Hundenierenzellen<br />
(MDCK) eingesetzt. Durch das beschleunigte Zulassungsverfahren, für das vorab so gut wie keine<br />
Studien zur Sicherheit gefordert werden, sparen sich die Hersteller jede Menge Zeit, Geld und Ärger.<br />
Besonders tragisch ist, dass diese neuartigen Adjuvanzien die TH1-Abwehr stimulieren, die in<br />
der Schwangerschaft von Natur start unterdrückt wird, um Abstoßungsreaktionen zu vermeiden. Eine<br />
erhöhte Rate von Aborten bei den geimpften Schwangeren ist zu befürchten und kann auch von<br />
der deutschen Zulassungsbehörde nicht entkräftet werden</p>
<p style="text-align:left;">28. Die WHO empfiehlt die Impfung<br />
Schwangerer mit herkömmlichen Impfstoffen</p>
<p style="text-align:left;">29. Die USA verzichtet sowohl auf neue Herstellungsverfahren<br />
(Zelllinien statt Hühnereier) als auch auf Adjuvanzien</p>
<p style="text-align:left;">30. Zu allem Überfluss ist in den Pandemieimpfstoffen<br />
auch noch das bisher verpönte Thiomersal enthalten, weil die Auslieferung<br />
grundsätzlich in Mehrdosenbehältern erfolgt31.</p>
<p style="text-align:left;">In den USA stehen für Kinder und Schwangere thiomersalfreie<br />
Einzeldosen zur Verfügung</p>
<p style="text-align:left;">9. Jeder Arzt hat die juristische Pflicht den Impfling vor einer Impfung so aufzuklären, dass dieser mündig<br />
in die Impfung einwilligen kann</p>
<p style="text-align:left;">33. Auch über seltene Risiken muss verständlich aufgeklärt werInformationsschreiben<br />

den</p>
<p style="text-align:left;">34. Andernfalls erfüllt die Impfung den Straftatbestand der Körperverletzung. Erst zum Ende der<br />
Massenimpfungen wird es erste Daten zur Impfstoffsicherheit geben. Aus unserer Sicht ist eine Impfung<br />
derzeit daher automatisch eine Körperverletzung. Die Impfung von Schwangeren ist nach unserer<br />
Auffassung ein schwerer Kunstfehler, da die EMEA und die WHO bei den Impfempfehlungen<br />
für Schwangere zum einen von den herkömmlich produzierten Impfstoffen ohne Adjuvanzien und<br />
zum anderen von einer schweren Pandemie ausgegangen waren. In den Produktinformationen der<br />
Pandemieimpfstoffe wird auf die fehlenden Daten zum Risiko von Impfungen in der Schwangerschaft<br />
hingewiesen. Bis heute liegt zur Impfung von Schwangeren bei dem derzeit in Deutschland<br />
ablaufenden Infektionsgeschehen von den verantwortlichen Bundes- und Landesgesundheitsbehörden<br />
keine verbindliche und konkrete Impfempfehlung vor, die Lage ist unübersichtlich35. In dem<br />
bis heute geheimen Vertrag zwischen den Gesundheitsbehörden und den Herstellern wurden der<br />
Hersteller von der Produkthaftung auch bei nicht in der Produktinformation aufgeführten Nebenwirkungen<br />
befreit36. Aus all diesen Gründen haben wir dazu aufgerufen, dass sich medizinisch und<br />
rechtlich Geschädigte bei uns zwecks Unterstützung melden sollen.<br />

<p><strong><em>Faces and Mazes: Lia Cook</em><br />
University of North Texas Gallery<br />
Through December 12, 2009</strong></p>
<p>California artist Lia Cook shows the rosy-cheeked faces of young girls in her artwork intricately woven into maze-like patterns using an electronic Jacquard loom.</p>
<p>Ten of Cook’s large-scale fiber works, along with smaller examples, will be on display Nov. 10 (Tuesday) – Dec. 12 (Saturday) in the exhibition, Faces and Mazes: Lia Cook, at the <a title="University of North Texas" href="http://www.unt.edu/" target="_blank">University of North Texas Art Gallery</a> in the UNT Art Building, one block west of Mulberry and Welch streets.</p>
<p>“The pieces are captivating in their scale and craftsmanship, and these qualities draw you in and encourage you to consider Cook’s imagery and its possible meanings,” said Tracee Robertson, director of the UNT Art Gallery.</p>
<p>Cook will deliver a lecture about her art at 7 p.m. Nov. 19 (Thursday) in the Eagle Student Services Center, Room 225, across from Willis Library with parking on Highland Street between avenues A and C. The traveling exhibition is organized by the Robert Hillestad Textiles Gallery at the University of Nebraska-Lincoln.</p>
<p>Cook is one of the first fiber artists to use the electronic Jacquard handloom as a fine art tool. Inspired by being in touch with childhood nostalgia, Cook’s juxtaposition of rose-cheeked flesh and glass countenances remarks on humanness and the texture of living, as well as the stereotype or expectation that young girls are doll-like.</p>

<p><strong>About Lia Cook</strong></p>
<p>Cook is a professor of art at the California College of Arts in Oakland, where she has dedicated herself as a teacher and colleague since 1976. As an undergraduate and graduate student she worked closely with Ed Rossbach at the University of California, Berkeley.</p>
<p>Cook has received numerous awards, including being named a Fellow of the American Craft Council in 1997 and a Gold Medal Award at the From Lausanne to Beijing: the 5th International Fiber Art Biennale exhibition in Beijing, China, in 2008, as well as the Excellence Award at the 1989 International Textile Competition in Kyoto, Japan. Her art work is also included in the Museum of Modern Art, the Renwick and the Metropolitan Museum of Art. She actively exhibits her work in solo and group exhibitions nationally and internationally. <p>AT around S$70 per entry to Universal Studios Singapore (USS), Genting Singapore, which invested more than S$1 billion in the theme park could reap around S$315 million a year in ticket sales alone.</p>
<p>Speaking at a news conference yesterday, Douglas Trueblood, general manager (sales &#38; marketing) for Universal Parks and Resorts, said the target is to attract 4.5 million visitors a year to the theme park at Resorts World at Sentosa (RWS), which is owned by Genting Singapore.</p>
<p>Assuming USS sells 4.5 million tickets at S$70 apiece, ticket sales could hit S$315 million.</p>
<p>Mr Trueblood did not reveal ticket prices, but Genting Singapore chairman and CEO Lim Kok Thay has said they will be lower than those at other Universal Studios theme parks.</p>
<p>Earlier estimates by analysts put the entry price at around S$80, compared with about US$70 in the US and 5,800 yen in Japan.</p>
<p>Analysts at Morgan Stanley Research (Asia-Pacific) expect entry prices to USS to be even lower at around S$70.</p>
<p>In a recent Morgan Stanley Research report, it was also estimated that USS could register total revenue of S$388 million for 2010, S$491 million for 2011 and S$545 million for 2012. This includes revenue from merchandising and F&#38;B.</p>
<p>Interestingly, Morgan Stanley Research said Genting Singapore can offer cheaper entry tickets because of the lower construction cost of USS at about US$1 billion, which it said is about half the cost of Universal Studios Japan.</p>
<p>Morgan Stanley Research noted that no details have been made public on the USS franchise fee, but said it is likely that RWS will have to pay an upfront fee as well as a share of gross profit to Universal Studios once the theme park is operating.</p>
<p>Giving an update on USS which is in the final stages of construction, Mr Trueblood said that of the park’s 24 rides, 20 will open next year, with 18 of them original or adapted for Singapore.</p>
<p>Universal Parks &#38; Resorts chairman and CEO Tom Williams said: ‘Universal Studios Singapore will be a unique experience and family destination with many new rides, shows and themes that can’t be found at other Universal Studios parks.’</p>
<p>USS will consist of seven themed zones that surround a man-made lagoon. The zones are: The Lost World; Ancient Egypt; Sci-Fi City; New York; Hollywood; Madagascar; and Far Far Away. Rides including the Jurassic Park Rapids Adventure, WaterWorld and Revenge of the Mummy will be located within these zones.</p>
<p>Mr Trueblood revealed that a Transformers attraction will open in 2011 and other new attractions will be added in turn. ‘Over the years, we will evolve,’ he said.</p>

Many couples aren&#8217;t aware that, at a reduced cost, most caterers can create smaller portions for the little people on your guest list, who normally don&#8217;t eat as much as adults. In fact, <!--more-->often you can request something which will have more appeal to the little guys anyhow, such as cheese burgers or chicken fingers and fries instead of the more fussy food you and your adult guests will likely be dining on. Children&#8217;s plates are typically available at dramatically lower costs than your cost per plate for adults. While children&#8217;s plates make a great deal of sense from a couple of different stand points, particularly that of your budget, many caterers will not mention their availability unless you specifically enquire or request such a thing. This is because they will make greater profit on adult plates.</p>
<p style="text-align:justify;">1. &#8216;Tis the season&#8230;. Looking for affordable bridesmaid dresses? Try shopping for them during the holiday season &#8211; but not in expensive bridal salons. If rock bottom prices are what you have in mind, here&#8217;s an even better suggestion: Scour the stores towards the end of the holiday season when prices are being heavily marked down, and cash in on the clearance sales for even greater savings!</p>
<p style="text-align:justify;">2.  Number those reply cards! Many a bride has a huge headache on her hands when, as sometimes happens, the occasional reply card is sent back with no names filled in. Clearly an oversight on the part of the guest who sent it, but how do you figure out who on earth it came from? Here&#8217;s a little trick which will ensure that you avoid this problem all together &#8211; place a small, inconspicuous number on the back of each reply card before enclosing it with the invitation. Use a list to record each guest&#8217;s name along with the number on the reply card you are enclosing for them. That way, if someone should forget to fill in their name, a quick glance at your list will tell you precisely who the reply belongs to.</p>
<p style="text-align:justify;">3. Making your own invitations? Save money by using reply postcards instead of the usual reply cards with envelopes. Postage rates for postcards are about 13 cents less than the rate for stamping envelopes (Remember, you must pre-stamp the reply cards for your guests!) Plus, by using postcards you&#8217;ll also save the expense of envelopes. Simply print the response information on one side of the card, and your address on the other side.</p>
<p>4. Make sure your florist includes at least a little bit of ivy in your bouquet. This lush green climbing vine symbolizes fidelity and is traditionally used in bridal bouquets for that special symbolism.</p>
<p style="text-align:justify;">5. Be sure to &#8220;break in&#8221; the shoes you will be wearing on your wedding day in advance. If your new shoes aren&#8217;t stretched a little before the big day, your feet may be killing you before you even make it to the reception. This has been an unpleasant distraction for many a bride on her wedding day, don&#8217;t let it put a damper on yours! Spend several hours wearing your bridal shoes around the house in the weeks before the wedding and you&#8217;ll have no problem kicking up your heels long into the wee hours when the big day arrives.</p>
<p style="text-align:justify;">6. Be sure to have pictures taken of your reception site before your guests arrive, while everything is still in place and looking fabulous! <p style="text-align:justify;">* konsep kalender yang dapat menggambarkan perubahan suasana dari musim ke musim     * konsep komik dengan word balloons berisi kalimat-kalimat lucu</p>
<p style="text-align:justify;">* konsep majalah di mana ada halaman muka, pengantar redaksi, halaman isi, berbagai halaman rubrik</p>
<p>* dan konsep-konsep lain sesuai imajinasi pasangan pre-wedding</p>

Tentukan Tema Foto tema foto prewedding mengacu kepada nuansa (suasana dan setting) yang ingin dimunculkan dari karya foto. beberapa contoh tema misalnya: etnik (javanese, minang, chinese, arabic, sundanese), kolonial, masa remaja, oriental, horror, wild western (seperti film-film koboi), casual, office environment, futuristik, luar angkasa, gurun pasir, hutan amazon, dan sebagainya sesuai imajinasi pasangan pre-wedding.</p>

Pilih Kostum dan Lokasi pemilihan tema di atas sangat penting karena akan menentukan langkah selanjutnya yakni pemilihan kostum dan lokasi pemotretan atau prewedding foto. banyak lokasi pre wedding foto di indonesia tersedia untuk mendukung berbagai tema yang diinginkan. banyak tempat di kota-kota besar juga menyediakan jasa penyewaan kostum pre wedding untuk berbagai tema tersebut. jika bingung dengan tema pre wedding dan daya imajinasi sedang mentok, tema casual yang ringan bisa dijadikan pilihan terakhir</p>
<p style="text-align:justify;">04. Pilih Fotografer yang Tepat ketiga tips di atas merupakan langkah awal yang sebaiknya dilakukan pasangan pre-wedding. langkah selanjutnya adalah memilih fotografer foto prewedding yang cocok untuk keperluan sesuai tema. jika tema yang dipilih menuntut banyak pemotretan di studio foto pre wedding dengan menggunakan berbagai efek pencahayaan buatan, maka fotografer dengan spesialis outdoor kurang dapat memberikan pelayanan yang memuaskan. sebaliknya, jika sesi pemotretan pre wedding foto akan banyak dilakukan di luar ruangan dengan kondisi alam yang mendekati ekstrim (misal sangat panas, sangat dingin, sangat basah, dll), maka pilihlah fotografer yang memang tangguh dan handal untuk kondisi-kondisi semacam itu.  Demikianlah sekadar tips agar karya foto pre-wedding memiliki nilai lebih.</p>
