<p>Work to develop the design of Horizon Nuclear Power&#8217;s proposed new plant at Wylfa in the UK is set to start.</p>

<div><em><span style="font-size:xx-small;">The existing Wylfa site currently houses two Magnox reactors, one still operating but due to shut next year (Image: Magnox Sites)</span></em>Horizon, which was acquired by Hitachi of Japan in November 2012, plans to build between four and six Advanced Boiling Water Reactor (ABWRs) in the UK at its sites at Wylfa on the island of Angelsey in north Wales and at Oldbury in Gloucestershire. The units would be the first commercial boiling water reactors in the country.
<p>Hitachi-GE &#8211; 80% owned by Hitachi and 20% by GE &#8211; is the technology provider and delivery team leader for Horizon&#8217;s new-build plans at Wylfa and Oldbury. It has now been contracted to perform front-end engineering and design work for the proposed Wylfa plant.</p>
<p>Horizon chief operating officer Alan Raymant commented, &#8220;This is a multi-million pound contract stretching over several years, and represents another major step forward in our project.&#8221; He added, &#8220;It will support our site development work, allow us to assess the best construction timetable for Wylfa, feed into our public consultations and support the supply chain development strategy.&#8221;</p>
<p>Horizon noted that site layout and design aspects of the project will be made available for public comment when it launches its first phase of public consultation on the project, expected to commence in 2014.</p>
<p>The company is planning on the basis of site works beginning around 2015, leading to the start of major on-site work in 2018 and first nuclear construction around 2019.</p>
<p>The generic design assessment (GDA) of Hitachi-GE&#8217;s ABWR was officially began by UK nuclear regulators last month.</p>

<div>Nuclear regulators have signed an agreement marking the start of plans to build new reactors in north Wales. The deal clears the way for Horizon Nuclear Power to submit initial proposals for a new power station at Wylfa on Anglesey.</div>
<p>Horizon&#8217;s owner Hitachi wants to build new Advanced Boiling Water Reactors (ABWRs) in the UK, including at Wylfa.</p>
<p>ABWR plants are in operation at four sites in Japan, but have yet to be approved in Britain.</p>
<p>The agreement between the Office for Nuclear Regulation (ONR) and Horizon will be seen as one of the first concrete milestones on the long road to building a new nuclear plant on Anglesey, and at Oldbury in Gloucestershire.</p>
<div>It signals the start of the technical process known as the (GDA), which makes a detailed examination of all aspects surrounding nuclear reactors. The review of the designs and final licensing could take several years.</div>
<p>The last new reactor design to be agreed was in December last year for energy firms EDF and Areva, for sites at Hinkley Point, Somerset, and Sizewell at Suffolk.</p>
<p>The process to approve those designs took five years, costing an estimated £35m.</p>
<p>The new deal signed off by the ONR and Horizon-Hitachi ensures that the nuclear developers will foot the entire bill for putting the new ABWR designs under the microscope.</p>
<p>But the bill for assessing the reactor designs is seen as a tiny proportion of what could be an £8bn project for Anglesey.</p>
<p>Horizon&#8217;s chief operating officer, Alan Raymant said: &#8220;Now that the assessment agreements are in place, Hitachi-GE will be able to begin a meaningful preparatory process for their first major submissions to the regulator later this year.&#8221;</p>
<p>&#8220;GDA is a long term and rigorous process, which will ultimately determine whether the regulators will consider the ABWR suitable for construction in the UK.&#8221;</p>
<p>Ken Sato, the general manager for licensing at Hitachi Europe, added: &#8220;We are very pleased to have made such swift progress over the recent months.</p>
<p>&#8220;This is a key early step and we look forward to the development of between four and six ABWR reactors in the UK.&#8221;</p>

<p>The Government today asked regulators to assess the design of the reactor for Horizon’s nuclear power plants. The project’s Japanese owners Hitachi said this marks “important progress” in the project to build two to three new plants in the UK.</p>
<p>Energy Minister John Hayes has asked the Office for Nuclear Regulation and the Environment Agency to conduct a “thorough investigation” into the design of the reactor. This is essential for any new nuclear project to go ahead.</p>
<p>Between four and six of the Advanced Boiling Water reactor (ABWR) will be used at power stations in Wylfa, Wales and Oldbury, Manchester if the regulators approve the design. This kind of reactor already powers several plants in Japan and is licensed in the USA and Taiwan.</p>

<p>EnergySolutions CEO David Lockwood said the transaction, which has been unanimously approved by the company&#8217;s board of directors, would give it the investment capital needed to grow its business. &#8220;As a private company with substantial financial backing, we will be able to better manage our business for the long-term in order to serve the best interests of our customers, employees, joint venture partners and other stakeholders,&#8221; he said.</p>

<p>EnergySolutions can trace its roots to Utah low-level waste management company Envirocare, through a series of mergers and acquisitions grew into a self-proclaimed global leader in the recycling, processing and disposal of nuclear material. The company provides integrated services to the international nuclear industry as well as the governments of the USA and UK and medical and research facilities.</p>

<p>Current projects include decommissioning the Zion nuclear power plant in the USA, water treatment and decontamination at Fukushima Daiichi in Japan, as well as various cleanup, waste management and remediation work at US Department of Energy sites. The company is also, under contract to the UK Nuclear Decommissioning Authority, responsible for operations at the UK&#8217;s Magnox sites. This includes electricity generation at the sole remaining operational Magnox plant at Wylfa as well as defueling and decommissioning at the other Magnox sites.</p>

<p>US-based Energy Capital Partners (ECP) has to date focused on investing in North American energy infrastructure, managing over $7 billion of capital commitments in non-nuclear power generation as well as transmission, midstream gas, renewable energy, oil field services and environmental services sectors. The acquisition of EnergySolutions sits with ECP&#8217;s environmental stewardship activities. &#8220;In particular, we see a tremendous opportunity for the company to grow its decommissioning and disposal businesses in the USA, through strategic partnerships with large engineering and construction firms, expanding its services business with governmental agencies, and the rebidding of Magnox and other opportunities in Europe,&#8221; ECP partner Tyler Reed noted. ECP plans to operate EnergySolutions as a standalone business operation, with the current management team remaining in place.</p>

<p>The acquisition is subject to regulatory approvals in the US and UK, as well as approval by EnergySolutions&#8217; shareholders. The $3.75 per share that EnergySolutions shareholders will receive under the agreement represents a premium of approximately 20% over the company&#8217;s average closing share price as of 4 January, but the terms of the agreement give EnergySolutions until 6 February to solicit superior proposals.</p>

<p>Chinese and French investors have dealt a blow to the British nuclear projects pulling out of a bid for buying a company that will be constructing two nuclear power reactors in Britain.</p>
<p>French nuclear engineering group Areva said it is no longer interested in buying into Horizon Nuclear Power that was supposed to build Wylfa reactor in Wales and Oldbury reactor in Gloucestershire.</p>
<p>Areva added that its Chinese partner the China Guangdong Nuclear Power Group (CGNPC) has also withdrawn its bid for the contract.</p>
<p>&#8220;Areva and CGNPC have suspended their interest in the planned sale of Horizon Nuclear Power and did not submit a bid,&#8221; an Areva spokeswoman said.</p>
<p>The news is a blow to the British government as Areva has the latest technology in line with European Pressurized Reactor (EPR) regulations needed for the project.</p>
<p>The withdrawals come amid other reports that another Chinese company China National Nuclear Power Corporation, which is the main backer of a US engineering group also bidding for the contract, is no more interested in the project.</p>
<p>The situation leaves London with a single bidder that is a consortium led by the Japanese Hitachi.</p>
<p>Horizon Nuclear Power was formerly run by German utilities E. ON and RWE that suddenly announced they want to drop out of their contracts on a short deadline last week.</p>
