<p><a href="http://allafrica.com/stories/200911161598.html" target="_blank">East African Business Week</a> reported that Zain, the concert promoter,  has invested almost $2.5m in the R. Kelly &#8220;I believe&#8221; concert at Kampala&#8217;s Lugogo indoor stadium.  Fred Masadde, the External Relations Manager at Zain, said, &#8220;How much we have put into the concert is not the issue. What is important is, this &#8220;I believe concert&#8221; will rock the whole of East Africa and it will be a concert that will be legendary.&#8221;</p>
<p>40,000 people are expected to be in attendance.</p>
<p>The company has previously contracted Akon and Wyclef Jean to perform.</p>

<p><a href="http://www.irinnews.org/Report.aspx?ReportId=87261">Access to cell phone technology has contributed to a dramatic reduction in maternal mortality in small villages in Ghana.</a></p>
<p>In 2006, as part of the <a href="http://http://www.millenniumvillages.org/">Millennium Villages Project</a>,  cell phone producer <a href="http://www.ericsson.com/">Ericsson</a> teamed up with mobile telecommunications firm <a href="http://www.zain.com/muse/obj/portal.splash">Zain</a> to set up mobile phone coverage in several villages in Ghana including Amensie.  The companies distributed free phones to health workers and sold phones to villagers for US$10 a phone. </p>
<p>District Nurse Madam Lvdia Owusu said, &#8220;When we did not have mobile telecommunication, women were dying.&#8221; But since the cell phone project began in 2006, not a single maternal death has been reported in Amensie.</p>
<p>Public health and aid workers note that various improvements in primary health care in Amensie have contributed to the reduction in maternal mortality&#8211;but they say that the availability of cell phones has been pivotal. </p>

At about 500pm, I receive a flash on my Blackberry that it was reported in <strong><a href="http://www.mmail.com.my/content/19049-hillslope-reports-may-be-declassified">The Malay Mail</a></strong> today, that the Selangor State Government has in its possession, the reports that contain studies on the cause of the Dec 6, 2008 landslide, the risk assessment report of the area as well as a report that contains detailed mapping of high risk landslide spots. Apparently State Legal Advisor (SLA) is now evaluating whether the MB has the power to declassify under <a href="http://www.4shared.com/file/153942520/f6ed3f40/ACT_844_Official_Secrets_Act_1972.html"><strong>Section 2C of the Official Secret Act 1972 </strong></a>(revised 1996) (ACT88).</p>
<p>2.	As a resident of BA who has been fighting <a href="http://rights2write.wordpress.com/2009/02/14/dato-sri-zain-jkr-minister-told-me%E2%80%9D-you-have-no-locus-standii%E2%80%9D/"><strong>to get a copy of this report </strong></a>since Dec 2008, I don’t mind waiting for a few more days for the SLA to give his opinion. My own personal assessment after reading Section 2C of the ACT 88 and its related Schedule under Section 2A, it is quite clear that the MB has the rights. In fact it is quite clearly spelled that the JKR Minister has the right to declassify it as well. The way I see, they just don’t have the balls to do it.</p>
<p>3.	It was really disheartening to note that the State Executives was not aware that MPAJ has a copy of the said report in its possession since Sept 09. Dato Shaziman Abu Mansor only mentioned it in the Parliament after being asked about it and he said the ministry has given MPAJ a copy. MPAJ officers were unsure what to do with it and chose to keep it quiet. It did not inform the Public that it has a copy. Neither did it inform the State Government. </p>
<p>4.	I am very disappointed the way things are managed<a href="http://rights2write.wordpress.com/blogs-around-dworld/"> <strong>between the Federal and the State</strong></a> Government. In these instances, the Federal officers due to their ignorant and blind loyalty to the BN MP and Minister did not want to release the document to the State. The unhealthy and immature politics by the BN Minister really sickens me.</p>
<p>5.	Federal officers must understand their role and responsibilities which is guided by the General Orders. They must know that the Minister is not the Maharajah of the Ministry. The KSU and the DG has wide and deep powers. They should have exercised their powers without fear of the Minister. There is a clear separation of powers between the Minister and the KSU/DG. The way I see it, they are not able to use their powers because of their ignorance and lack of spine in doing the right thing. Based on my observation, these government servants are more concern of their own “rice bowl”.</p>
<p>6.	Whatever the case maybe, if the State Government released the report in the coming days, they will appear to be the hero of the people in Bukit Antarabangsa. The report serves two purposes. The first it will provide the directly affected residents of the landslide a closure in the sense that they will know triggers the slide that led to their lost of properties and family members. They may want to use it for legal suits against the necessary culprits. Certainly MPAJ is immune from prosecution but the state must look at whether there has been failure on the part of any of the office bearers in MPAJ which contribute to the landslide. Those who had failed need to be dealt with accordingly.</p>
<p>7.	The second and most important use of the report is for the residents to evaluate the safety of their surrounding environment. This is important for people like me where we can take the necessary measures to improve the safety around our areas. Unfortunately, politicians do not see it the way, we the residents do. The worst part even their supporters who lived in Bukit Antarabangsa in clear and present danger also cannot do the right thing. They continue to support their man despite not providing the assurances that their children and home is safe from any landslide. I do not understand this blind loyalty.</p>

مرا يومان وأتصلت على خدمة العملاء 107 للأستفسار عن أحد الخدمات<br />
فوجئت برد الآلي يعلن رصيدي الجديد وهو 97 دينار صعقت من المبلغ خلال يومان فقط مكالمتي تجاوزت السبعين  ديناراً<br />
والآن بكتابة هذه السطور أصبح المبلغ 133 دينار المشكله أني على علم بمكالماتي لقصر الفتره</p>
<p>رفعت شكوى وقالوا أنك تستخدم الأنترنت بهاتفك ( عذر أقبح من الذنب ) للعلم أني لم أستخدم الأنترنت بهاتفي بتاتاً وطلبوا بعض الوقت لإجراء تحقيق ولم يتصل بي أحداً</p>
<p>بحثت بالأنترنت عن النصب من قبل هذه الشركه للأسف وجدت الكثيرين من يعانون عمليات النصب</p>
<p>والذي آلمني حقاً عندما أشاهد عروض الدول الأخرى لشركة شين وأشاهد عروضنا شركة تأسست بالكويت لا تود أن تكرمنا بربع عروضها بالخارج !</p>

<h4>M-PESA: the Black Swan of Mobile Money?</h4>
<p>Lately I have wondered whether the rise and stunning success of <a href="http://bit.ly/387wjn" target="_blank">M-PESA</a> is a Black Swan. M-PESA, a mobile money transfer service developed by/for <a href="http://bit.ly/4qn2jh" target="_blank">Safaricom</a> of Kenya, was launched in 2007 and has seen staggering growth. Much has been written about M-PESA and equivalent services worldwide (a search for M-PESA at <a href="http://bit.ly/1zMebv" target="_blank">CGAP</a> yields a treasure-trove of articles). None of the launched services appear to rival M-PESA in growth, even in countries with similar target demographics (Tanzania, next-door to Kenya, isn&#8217;t doing so well with M-PESA).</p>
<h4>Let Sleeping Dogs Lie</h4>
<p>While there doubtless are many factors explaning the M-PESA phenomenon in Kenya, the implicit expectation always seems to be that it is just a matter of time before a similar service somewhere replicates M-PESA&#8217;s success in Kenya.</p>
<p>I&#8217;m not so sure anymore. Here&#8217;s why.</p>
<p>With M-PESA&#8217;s success in mind, and its implications for a country&#8217;s financial institutions, regulators (hardly known to be trend-setters) are unlikely to approve a service with as much leeway as Safaricom had with M-PESA.</p>
<p>Being the first to market what was essentially an outlier, Safaricom in effect escaped the regulators&#8217; scrutiny in the early stages of M-PESA. Infact, once M-PESA&#8217;s success came to the attention of Kenya&#8217;s banking community and to the Central Bank, they tried regulating M-PESA in a way that would have, at the very least, hampered its growth. Here&#8217;s an illuminating quote from Kenya&#8217;s <a href="http://bit.ly/3gUX0a" target="_blank"><em>Daily Nation</em></a>:</p>
<blockquote><p>﻿Bankers are up in arms over the revolutionary innovation. They have complained that cellphone companies are operating bank accounts outside of any regulations.</p>
<p>“Money transfer on the cellphone is a great idea,” John Wanyela, an executive director of the Kenya Bankers Association, told the Sunday Nation.</p>
<p>“But you do not allow innovation to outsmart regulation&#8230;.[It] has broadened access to the unbanked, especially those in rural areas. We can’t do what they (mobile phone service providers) do. All we are asking for is a level playing ground.”</p>
<p>Banks have put the Central Bank of Kenya on the spot, demanding to know what laws allow telecommunication companies to offer money services, saying Zain and Safaricom are invading their domain without much regulation, while they continue to operate under the stringent rules of the Banking Act.</p></blockquote>
<p>The appropriateness of the regulation isn&#8217;t my focus in this post, rather it is the <em>effect</em> of the regulation (appropriate or not) on the growth of M-PESA and similar services.</p>
<p>It is unlikely, so it appears at this moment, that regulators in other countries would give any company such leeway. It is also unlikely that financial institutions, with a lot to loose from an M-PESA clone, would sit tight and hope for the best. What is more likely is that constraints, whether the result of banking-industry lobbying or well-conceived government policy, will be placed on any such services.</p>
<h4>MTN&#8217;s Mobile Money in Ghana</h4>
<p>The latest launch of a mobile money service in Africa, in this case Ghana, bears out my theory (<a href="http://bit.ly/43GdeH" target="_blank">Appfrica</a> has more details). The MTN service, which has seen slow uptake, seems hamstrung by rules and regulations forced on it by banks and regulators in Ghana.</p>
<p>From the Appfrica article, ﻿MTN&#8217;s Mobile Money seems to burden merchants and customers in ways that Safaricom&#8217;s M-PESA does not. With MTN&#8217;s system:</p>
<ul>
<li>customers need ID to perform *any* transaction</li>
<li>merchants are required to have a specific handset for customer registration (something Kenya&#8217;s <a href="http://bit.ly/3YMRQq" target="_blank">Zain</a> (then known as Celtel) tried and failed with <a href="http://bit.ly/2oIbZ2" target="_blank"><em>Sokotele</em></a>, its earlier attempt at mobile money (<a href="http://bit.ly/4m5J8b" target="_blank"><em>Zap</em></a> is Zain&#8217;s current money transfer service).</li>
<li>customers have to sign for every transaction</li>
<li>merchants need a bank account from participating banks</li>
<li>the growth of the money-transfer network depends on banks expanding and accepting more merchants</li>
</ul>
<p>Part of the reason for M-PESA&#8217;s runaway success has been its relative simplicity and lack of constraints, from the merchant/customer perspective. Fraud levels are somehow, and curiously, kept to a &#8220;manageable&#8221; level (if the lack of public outcry from Kenyans is anything to go by).</p>
<h4>White Swans Galore</h4>
<p>Sadly, it appears that M-PESA was an anomaly that won&#8217;t be replicated elsewhere anytime soon.</p>
<p>M-PESA succeeded, it appears, largely because there was no precedent, and hence little legislation standing in the way.</p>
<p>Perhaps regulators ought to factor this into their deliberations.</p>

<description><![CDATA[The international financial services industry is beginning to leverage the enormous subscriber base ]]></description>
<content:encoded><![CDATA[<div class='snap_preview'><p>The international financial services industry is beginning to leverage the enormous subscriber base mobile network operators (MNOs) command, 4 billion in 2008 according to Wireless Intelligence, the GSMA (the GSM mobile phone operators trade association) research arm in London.  Banks are initially targeting consumers in the third world by converting their mobile phones into a mobile wallet where cash can be deposited to and spent from.  The mobile wallet has generated great excitement and has demonstrated a huge potential in the third world. Electronic currency enables the mobile handset to dispense cash and accept deposits through a bank-affiliated merchant or MNO airtime reseller, thus enabling customer savings and even microloans.  The capability leverages the short message service (SMS) on nearly every mobile phone.   </p>
<p>Today, most electronic currency successes have been within national borders, but enabling the 190 million migrant workers—3 percent of the world population—to send electronic currency home via mobile phones is the next application financial institutions and MNOs are targeting.  And for good reason, according to the World Bank, in 2008, migrant workers sent $433 billion to their home countries, most in the third world. </p>
<p>What’s surprising is how rapidly electronic currency is taking hold in the third world.  At the Mobile Money Summit 2009 from June 22 to 25 in Barcelona, Caroline Pulver, FSD (Financial Sector Deepening) Kenya, an independent trust developing inclusive financial markets, reported on the impact M-PESA (mobile, PESA money in Swahili) has had on the country.  Pulver’s research found that by May this year, 40 percent of Kenya’s adults had used the service.  The table below shows what Pulver found Kenyans spent their electronic currency on.</p>

<p>According to the central bank of Kenya, at the start of 2009, there were over 7000 M-PESA agents.  This represented substantially more points of service than the combined number of bank branches (887) and ATM (1,435) in the country—serving 6 million customers or 15.3 percent of Kenya’s 39 million population. Since the program’s launch in March 2007 until February 2009, the cumulative value of M-PESA money transfers had reached $1.5 billion.  As of February 2009, the monthly value of person-to-person transfers was $190.3 million. </p>
<p>Sponsored by the UK-based Department for International Development, M-PESA began by using Safaricom’s (a subsidiary of UK-based Vodaphone) airtime resellers to issue microloans that borrowers would repay at an interest rate reduced by eliminating the overhead conventional microloans carried.  However, the tech-savvy, skilled worker in Kenya began using the facility to transfer cash from working husbands in the city to their families in the country:  Safaricom had unintentionally become a bank with its handset providing a teller function and it airtime resellars dispensing cash.  Today, according to Stephen Rasmussen, technology program manager at CGAP, an independent policy and research center housed at the World Bank, 70 percent of M-PESA subscribers are banking customers, not the unbanked customers originally targeted. </p>
<p>The service’s popularity drew the attention the Western Union Company, which has a 17 percent share of the international remittance market.  (The World Bank estimated that Sub-Saharan Africa received around $20 billion in remittances in 2008, with Kenya accounting for $1.3 billion.) In December, last year, Western Union partnered with Vodafone, parent of Safaricom, to pilot a cross-border Mobile Money Transfer (MMT) service between the U.K. and Kenya. The service would enable customers to send remittances directly to Safaricom mobile subscribers in Kenya in minutes from the UK.  The World Bank estimates the fees for transferring $200 cash from the UK to Kenya at $26.64: $15.25 for the money transfer and $5.69 for the currency conversion. It will be interesting to see if the cost comes down or is increased by $0.11 charge for the SMS message charge for an electronic currency transfer. </p>
<p>In June this year, Western Union expanded its reach in international remittance signing a deal with Zain, owned by Kuwait-based Mobile Telecommunications Company KSC, to enable Western Union currency transfers to Zain handset with the Zap platform. Zain’s service is available in Tanzania, where it’s larger than Safaricom, and Kenya where it’s smaller. Zain other distinction from Safaricom is enabling consumer-to-merchant purchase eliminating the need for a cash transaction.  For the unbanked the additional fee will makes the transaction uneconomical. However, for business-to-business transactions, the service will have great appeal. </p>
<p>Celpay, owned by South African FirstRand bank, is the another service that has gotten a substantial following in Zambia and the Democratic Republic of the Congo where the DRC government uses Celpay to distribute government payments to former soldiers who have turned in their guns.  Registered customers can use their electronic currency for merchant transactions, monthly bill payments, and fund transfer between participating phones.  The company’s model is unique first because it provides solutions to businesses rather than end customers. Second, its nascent P2P model reaches unbanked customers without mobile phones, by sending the payment to agents with phones who perform money transfers or dispense cash.  In June this year Celpay was processing $25 million per month in gross transactions. </p>
<p>One common element that permeates these successes is that all flourished because they were plowing a green field.  Nothing existed before they emerged to provide the service.  Another is that each found regulatory agencies willing and able to permit the services to take hold and flourish. In the case of M-PESA, once its popularity got notice, the conventional financial services sector attempted to derail the project only to be rejected by the Kenyan government. In the case of the DRC, electronic currency was an effective means to pacify a military force surrendering its arms.  </p>
<p>According to the GSMA, the successes in Africa are being attempted elsewhere in the world. A greenfield deployment in Indonesia, the AXIS mDUIT project, is due to launch in December, 2009.  In the Philippines, the SMART Communications’ Island Activations Program hopes to bring electronic banking to isolated customers on remote islands. Mobile network operator Roshan hopes to build an M-PESA-like service in war torn Afghanistan.  Electronic currency is taking hold in the third world and in won’t be long before it will get a foothold in the developed world as well.   </p>

<p><strong>وصلتني بعض الإستفسارات حول مسألة السرعات المقدمة من شركات الانترنت بالكويت، وأود أن أنبه بأن جميع الأرقام نقلتها من دون زيادة أو نقصان، وأنا أعلم أن بعض الشركات الكويتية تقدم سرعات أكثر بعضها وصل إلى 8 Mbps، ومنها على سبيل المثال شركة زين، حيث وصلت سرعة إتصالي بالإنترنت من خلالهم إلى 4 Mbps، وهو ما يعني ضعف السرعة المذكورة أعلاه، إلا أنه يجب الأخذ بعين الإعتبار أن موقع Speedtest له خوارزمية معينة في احتساب السرعات، كما أنه موقع موثوق ومعروف عالميا، ولديه أكبر قاعدة بيانات عن مزودي خدمات الإنترنت في العالم حيث يحتفظ بكافة بيانات إختبارات السرعة منذ أغسطس 2006، ويتعامل مع هذه المواقع الكثير من الشركات الكويتية منها <a href="http://test.kems.net/" target="_blank">شركة كيمز (Kems)</a> .</strong></p>
